proved by the World Heritage Committee in July 2015, where, in addition to the proposed perimeter and the area involved, overlaps with constraints superordinate to the municipal planning, minor historical centres and municipal perimeters pertinent to the buffer zone are supplemented and evaluated. The relation between the buffer zone and the Management Plan With the proposal to establish a buffer zone and the creation of an operational tool for its management, according to the guidelines of the World Heritage Committee, the Municipality of Florence’s UNESCO Office tried to respond to two of the main issues addressed in the first Management Plan: to promote a sustainable development of the Historic Centre of Florence and to safeguard its skyline. These objectives are closely connected with the maintenance of the Outstanding Universal Value (OUV) of the Site, a fundamental requirement for inclusion in the World Heritage List. In the new Management Plan that the Municipality of Florence’s UNESCO Office is drawing up, the buffer zone will be included in the strategic part of the document, highlighting how the threat of possible changes to the landscape can be controlled precisely through the approval of the buffer zone and the approval of local legislation for the protection of viewpoints useful for evaluating future interventions that may impact on the urban skyline. The inclusion of the eighteen viewpoints within the ‘Safeguards’ section of the Structural Plan approved by the Municipality of Florence offers an operational and regulatory framework, a monitoring and evaluative tool for the protection and enhancement of the integrity of the Historic Centre of Florence site.
