Shane A. Moody, CCE, IOM As the summer moves forward and Destin continues its recovery from last year’s disaster, everyone seems to be in a much better mood than the past few years. Large crowds, sold-out resorts, long lines at dinner and lunch, packed retail stores – all of this seems to have changed the attitude of many of our members. This is a positive, even when we’re sitting in traffic. It’s all been a welcome occurrence. But in the wake of continuing our tourism promotion campaigns, we can’t forget one need for our community, economic diversification. Many have taken the Chamber’s desire for economic diversification as a move from tourism. This couldn’t be further from the truth. The Destin Area Chamber knows and understands that first and foremost, Destin is world-

class community and family resort area. We love that about our community. We will continue to promote that. If we didn’t learn anything else from the oil spill, we did learn that we can’t be so dependent on the tourists. You never know when a disaster may hit and cause damage to our economy. That’s where economic diversity comes in. What Destin needs is the type of businesses and industries that fit well into our community. No, we don’t want large manufacturing plants. No, we don’t want auto assembly lines. No, we don’t want large smokestacks bellowing black smoke into our air along the shores of the bay. What would be nice is to have some high-tech and/ or research-based companies locate here. The perfect fit would be companies that have 15, 20, 25 employees and pay a very nice average wage. If we could land several companies such as this, imagine what it would do for the economy. We could fill some the vacant office space in our area. Maybe we could convert some vacant storefronts to office space. We’d bring others to live in our communities. They’d buy homes, cars, groceries. They’d need gas for their cars, clothes for their chil-

ment. The bill calls for $10 million per year for three years, with the money being used as a “closing fund.” Will we be able to benefit from this opportunity? That depends. It depends on whether we see the future and accept that we need to diversify our economy. It depends on if we are macrothinking enough to see the big picture. We appreciate Sen. Gaetz’s efforts. Now we hope we’ll be able to take advantage of it. As we move forward, based on conversations I’ve had with your Destin Area Chamber board members, your Chamber will continue to find ways to work toward economic diversification. We’ll continue to work closely with our neighboring chambers. We’ll continue to strengthen our relationship with the EDC, so they’ll bring prospects to Destin. We’ll continue to support our state organizations that can help move Florida to its future economy. We’ll continue to work on all of this because, after all, that’s how we’ll build this world-class community one business at a time. With wishes for continued success, and until next month,,

dren. They’d be off-season support for many of our businesses. And as these businesses increased their presence, there would be more demand for small businesses to open. More stores, more restaurants, more servicerelated businesses, all of which are the backbone of the American economy. We’d create jobs, increasing the flow of money in our local economy. We’d create more tax dollars for our cities and counties to use on much-needed infrastructure. We’d be adding to our quality of life. This is not just a local issue. There is a very strong effort statewide to create a strategic plan for the state of Florida. I’ve just returned from the Florida Chamber Foundation’s Six Pillars Caucus Meetings, where I participated in writing this statewide strategic plan. It’s hard to believe Florida had no plan. But we’re closer than ever. You’ve read and heard the Destin Area Chamber’s support of the six pillars. We’ve begun the adoption process here because we believe in the plan. And we believe it is best for us to be on the same page as the state. In addition, Sen. Don Gaetz worked tirelessly to obtain $30 million for Northwest Florida to help us with economic develop-

A Message from the Chairman of the Board

Mike Freeman I must admit, it was music to my ears when I walked in to the Chamber the week leading up to the 4th of July weekend, and Wendy, who works for the Chamber, announced Destin was soldout for the big holiday weekend. I had glorious visions of hotels and condos overflowing with

occupants, restaurants with long waiting lines, retail establishments setting sales records, fishing charters fully booked with stand-bys, and heavy traffic up and down US Hwy 98. As you may know, the Destin Area Chamber is a natural starting point for many would-be visitors/vacationers planning a trip to the Emerald Coast and, specifically, the Destin area. Obviously, we recommend our Chamber members to those making inquiries and seeking recommendations. That’s just one more great reason for being a member of the Chamber. Just so you know, Wendy and the rest of the Destin Area Chamber staff do an outstanding job of representing and selling Destin. The Chamber takes great pride in delivering and conveying

first class service and information for the hundreds of calls and emails received each month. As you can appreciate, the Destin Area Chamber is often the first point of contact as vacationers contemplate an investment in our area. Let’s be honest, there are many great vacation options for the consumer, and, generally, there is a price tag associated with the decision, so we have to be great at representing Destin. The Chamber fully understands its job and role as an ambassador to all who inquire and visit our area. Furthermore, we know the importance of always putting our best foot forward to ensure a great first impression. As a wise mentor shared with me many years ago, you only get one chance to make a good first impression.

I would like to take this opportunity to say thanks to Greg Kisela, outgoing city manager for the City of Destin. There is no doubt, during Greg’s tenure, the citizens of Destin benefited greatly from his leadership and guidance through a maze of challenging, interesting, and rewarding times. Greg appreciated and understood the value of community partners, which included the Destin Area Chamber. The City of Destin and the Destin Area Chamber often collaborated, consulted, supported, and, when necessary, challenged each other for the sole purpose of making our community a better place to live and visit. This doesn’t happen without a city manager who has vision and conviction to do what’s right by involving all the stakeholders. On behalf of

the entire Destin Area Chamber of Commerce, I say thanks for always including and considering us as a valued and important partner. We wish you and Lucy the very best as you embark on the next chapter of your professional and personal lives. Fun at HarborWalk Village over July 4th With five evenings packed with July 4th events and fireworks over five days, HarborWalk Village saw 23,000 people, with 8,500 on July 4th, boding well for the area’s rebounding tourism. Holiday entertainment included the Dave’s Dogs Hot Dog Eating Contest; Jason Castro, American Idol finalist in concert; Departure, the famed Journey tribute band; a Red, White & Blue Celebration; and a family movie. An extravaganza of firework displays took place over the Destin Harbor on Thursday, Sunday, and Monday nights.

Hilton Receives Golf Industry Distinctions For the 13th consecutive year, the Hilton Sandestin Beach Golf Resort & Spa was presented the Greens of Distinction Award from Corporate & Incentive Travel magazine. Distinguished for its meeting facilities, overall hospitality, and golf offerings, the Hilton Sandestin Beach was also judged on its staff’s coordination of tournament arrangements that successfully hosted on-property meeting and incentive travel programs. Silver Sands Announces Hire of New Communications Manager Silver Sands Factory Stores hired Katie Johnson as the new communications manager for the nation’s largest designer outlet center. Johnson will be responsible for media relations, community outreach programs, crisis management, online marketing, brand management, and internal communications. Johnson, a graduate of Parsons School of Design in New York, previously worked as director of public relations and marketing for Harbor Restaurant Group and the real estate giant Roebuck Auctions, where she received 20 awards at international marketing competitions for innovative public relations campaigns.

Boys & Girls Clubs Breaks Ground on South Walton Club

The Boys and Girls Clubs of the Emerald Coast (BGCEC) officially broke ground on the construction of the South Walton Club on Monday, June 20. The new 32,000-square-foot facility will replace the current set of portable buildings and will boast indoor and outdoor athletic facilities.

Boys & Girls Clubs Receives Wal-Mart Grant The Crestview Boys & Girls Club and DeFuniak Springs Teen Center of the Emerald Coast received Wal-Mart’s Healthy Food grant to provide youths in its after school programs with healthy snacks. The centers provide snacks to all Boys & Girls Club members through the generosity of private donations.

Boys & Girls Club Youth & Teen Center Named for “Bear” Henley On July 22, the Boys & Girls Club of the Emerald Coast dedicated the Fort Walton Beach Youth and Teen Center at 923 Denton Blvd., in Fort Walton Beach, as the Crawford W. “Bear” Henley Boys & Girls Club. “Mr. Bear,” as the kids call him, has been part of the movement for 45 years, starting as a Club kid in Decatur, Ala. Henley’s career as Chief Professional Officer began in 1996, when he took command of a financially struggling Boys & Girls Club of Okaloosa County with less than 30 regular youth attending. During his 15-year tenure as CPO, the Club has grown to include three counties, nine Clubs, and a membership of more than 1,800 youth.

It’s Budget Time

Submitted by Commissioner Wayne Harris represented/funded by ad valorem taxes. Constitutional Offices, other than your county commissioners, are completely separate and different state statutes apply to each. Okaloosa County approves Supervisor of Elections, along with the Finance Department of the Clerk of Courts, and the Sheriff ’s budgets. Tax Collector and Property Appraiser budgets are approved by the State Department of Revenue. For FY 2012, the Board of County Commissioners has reorganized and had additional lay-offs, resulting in a total reduction of employees of 124 since 2008. I feel we have been fiscally responsible in weathering the economic downturn — we have maintained our reserves for emergencies, as well as reduced compensation, benefits, and staff, without compromising service. We have worked to receive reimbursement from the BP Oil Spill and are still applying for additional compensation. We also try to pursue all state and federal grants that apply, because, if we don’t get those tax dollars in our county, another county will receive them. We are prepared for this year’s storms season and are also working to reduce costs overall. Our millage is still the lowest in the State of Florida, at 3.2899. July begins the public budget reviews; however, Okaloosa County Administrator Jim Curry and our 16 departments have been working on balancing the budget since March. We have worked in recent years to make this process transparent, easy to understand, and measurable, with our new Performance Based Budgeting. I’ll begin the budget discussion by reviewing the overall process and structure of Okaloosa County Government. Out of our 16 departments, some are funded by ad valorem (your tax dollars), and some fund themselves through fees for services, while others are a combination of both. We refer to these departments as Enterprise funded or Non-discretionary funding. Additionally, there are departments that are partially state funded, or we only provide partial funding. If you count those, we are up to 22 departments within Okaloosa County. Those are departments, such as the Health Department, Okaloosa County Library Cooperative, museums, court services, and the Law Library. We divide departments into three service categories: Public Safety, Essential Services and Quality of Life. Note the FY2012 projected budget “big picture,” in which you can see that 17 percent of the budget is
