JLAC Approves Salton Sea Restoration Fund Audit

SACRAMENTO –A state audit of the management of the Salton Sea Restoration Fund was approved last week by the Joint Legislative Audit Committee (JLAC) at the request of Assemblymember V. Manuel Pérez. The request garnered strong, bipartisan support, passing with a vote of 7-0 (Assembly) and 5-0 (Senate). Located in Imperial County and bordering the Coachella Valley, the Salton Sea is facing a long-term and costly restoration due to the effects of a receding shoreline. Its deterioration will accelerate rapidly with the implementation of the Quantification Settlement

Agreement (QSA), the state’s largest rural-to-urban water transfer that will decrease water levels at the Sea dramatically beginning in 2017. By 2018, it is estimated that decreased water inflows to the Sea will cause the Sea’s depth to fall by five feet, exposing up to 26.5 square miles of currently submerged lakebed. The Imperial and Coachella Valleys, which already fail to meet state and federal ambient air quality standards, are likely to experience significant, adverse impacts related to public health, agricultural production, and the environment. “The Salton Sea Restoration

SoCal Gas To Install Advanced Meters In Coachella Valley PALM SPRINGS – Southern California Gas Co.(SoCalGas) customers will soon be able to view their daily gas usage information online as SoCalGas begins installing advanced meters in the Coachella Valley. The SoCalGas upgrade to its natural gas metering system involves adding a small battery-powered communication device on existing residential and business customers’ meters throughout the Coachella Valley starting in May 2013. The new device only turns on for a fraction of a second a

day—a total of less than two minutes a year—to securely and safely send natural gas usage data from a customer’s home or business to SoCalGas customer centers. SoCalGas will make the usage information available for the customer to view online the next business day. “SoCalGas is continually innovating and looking for ways to better serve our customers. We believe our advanced meter system will offer benefits for our customers, community and environment,”

DESERT HOT SPRINGS - The Desert Hot Springs Police Department (DHS PD) hosted their 3rd Annual Community Policing Initiative Town Hall meeting on Thursday, Mar. 14 at the city’s new Health and Wellness Center/Boy’s and Girl’s Club located on Cholla Avenue adjacent to the DHS High School. More than 160 people attended the event to meet and talk with officers from the DHS PD, including Animal Control, Code Enforcement,

Graffiti Abatement with area Sergeants and Commanders. The meeting included a video from Homeland Security about what to do in the event of a sudden attack from a shooter, like those in recent school, office and theater shootings across the nation. There also was a presentation by the American Red Cross on how to be prepared for an earthquake or other natural disaster. DHS PD Commander Dan Bressler introduced

said Patrick Petersilia, director of the advanced meter project at SoCalGas. “Advanced meters will help customers monitor and adjust gas usage, helping families and local businesses save energy and money. They will also help reduce some 140,000 tons of greenhouse gas emissions each year as we take service vehicles off the road every day.” Customers will also enjoy greater privacy and security, no longer having to provide physical access to their property for monthly

meter reading. Installations will take about 15 minutes and be completed by SoCalGas energy technicians during business hours. In most cases, customers will not need to be present and natural gas service won’t be interrupted. Natural gas bills will continue to be based on a monthly read of usage. The advanced meter device cannot communicate with other appliances inside the home, turn on or turn off gas service and will only be active for a fraction of a second each day to read and send gas usage data. No personal information will be sent and usage data will be encrypted for added security. The battery life of the device is expected to be 20 years, with SoCalGas jump to page 14

Prison Reform: Criminals Back on the Streets It all started back in 1991 when a prison’s rights group filed a lawsuit against rampant overcrowding and a shameful lack of medical and mental health care in the California’s state prison system. A system that originally was intended to house 100,000 to 110,000 inmates ended up housing more than 160,000. In some of the worst prisons, inmate population reached 200 percent over the intended rate of planned occupancy. That meant inmates were stacked three high in bunk beds crammed inside gymnasiums that were intended for playing basketball instead of housing prisoners. For 20 years, the case made its way through the state system, then to the U.S. Supreme court where on

About Sentinel Power Plant Dear Jackie, Several times in recent months, representatives from Occupy Coachella Valley, People Over Population have spoken out against the Sentinel Power Plant during Desert Hot Springs City Council meetings. I find this odd since the power plant is not in Desert Hot Springs, it is located on Riverside County land. Their protest would be better served by taking their concerns to the County Board of Supervisors. The only possible criticism that can be levied against our city government is that we did not rigorously oppose the building of the plant in the first place. Well, neither did those who are now opposing the plant. There were two separate ground-breaking ceremonies that took place approximately a year apart. It was announced and covered by all the newspapers, radio and television news programs. Many elected officials were in attendance. Not one protestor showed up. Now it would appear that the Occupy folks are “closing the barn door after the horse got out.” In a recent letter to the editor to your paper, Mr. Darel Propst stated that “...the CPV Sentinel will be using DHS’s world-renowned drinking water to cool the plant.... Mission Springs Water is for drinking, not major industrial cooling.” This is incorrect. The Mission Springs Water District does NOT provide ANY water to the Sentinel Plant. Desert Water Agency provides recharge water that comes from the Colorado or Kern Rivers that is used to replace the water drawn from Sentinel Power Plant wells. May 23, 2011 the SCOTUS ruling took effect ordering California State Prisons to release prisoners until it reached an acceptable population level. The SCOTUS ruling also said that medical care was so inadequate that it failed

miserably under basic standards protected by the U.S. Constitution. In essence, because of overcrowding and lack of inmate medical and mental health care the federal government took over control of the state prison system. Governor Jerry Brown probably got sick after hearing the ruling. That meant he had to do what the feds said in regards to our state prisons, and that meant a lot of state money down the drain too. In response to the feds order, Gov. Brown backed three Assembly Bills, AB 109, 117 and 118, to wrestle back some control of the prison cash cow. On Apr. 4, 2011, just 11 days after the Supreme Court ruling, the state passed AB 109, the Public Safety Realignment Act which changed the definition of a felony as it relates to sentencing and transferred the responsibility for supervising low level inmates and parolees from the California Department of Corrections (CDCR) to the counties. Additionally, locally supervised offenders would serve their custodial sanctions in local jails

instead of state prisons. This took effect on Oct. 2, 2011. Each county was then required to recommend a local plan to their County Board of Supervisors for implementation of the new “public safety realignment.” The Riverside Board of Supervisors approved the first plan on Feb. 28, 2012. This brought sweeping changes to the entire adult justice system with two significant issues complicating an already challenging paradigm shift in the prison system. The first issue was the inadequate forecasting by CDCR of the number of offenders released to Riverside County along with the inadequate funding for community services and supervision. Secondly was the misnomer that offenders would be low risk, non-violent, non-serious and non-sex offenders. However, 67 percent of those released score as high risk to recidivate or commit more crimes, and many also have serious violent, sex-related criminal histories. After the SCOTUS ruling, California entered contracts with other states to transfer “higher

risk” prisoners, then started releasing low-level offenders to the counties where they were arrested and convicted. According to Desert Hot Springs Police Chief Kate Singer, more than 7,000 inmates have been released back into Riverside County and more are coming. The state has a deadline of June 27, 2013 to release another 9,000 inmates across the state and Riverside County is sure to get their lion’s share of that group too. The chart here shows the tiered release schedule for the state prisons since 2011. It’s no wonder that the Riverside County Sheriff ’s Department is looking to hire an additional 500 new deputies and several hundred other personnel to handle the Prison Realignment. We’ll need more law enforcement on our city streets to patrol the vacant houses taken over by squatters and newly released prisoners who have no place to go. We’re going to need all the non-profit food banks and kitchens in the county to pull resources to help feed the thousands of extra mouths. We’re going to need the patience and compassion of a saint, like that of St. Francis of Assisi, and the help of all local church and civic organizations to help integrate these newly released inmates back into society with programs designed to help the criminally insane, violent criminals and sex offenders. Yes, these folks are getting out and we cannot do a darn thing about it. What the U.S. Supreme Court did in the SCOTUS ruling was force Californians to face our ugly people released from prisons in a constitutional way. I think the feds should go back to being bureaucrats who don’t do anything but take “We the People’s” money in taxes without an accountable tally of where our money has been spent. Instead, we’re supposed to accept the Fiscal Cliff they’ve created and choke it down in silent acceptance. I say it’s time to throw the idiots out of office and off the Supreme Court who made such an asinine decision for the state of California because “We the People” are fed up. Supreme Court Judges are not elected, they are appointed, and if you look at who appointed them, you’ll see who I want out. Story and Photos by Pat Krause INDIAN WELLS - The BNP Parabas Open Championship Tennis Tournament at Indian Wells Tennis Gardens broke attendance records again for the seventh year in a row. This year’s attendance saw more than 382,200 people come to watch world class tennis. The tournament also set a day record of more than 25,700 and 18,600 for the night sessions on Saturday, Mar. 9. Many sessions were sold out. Maria Sharapova won the BNP Parabas women’s open for the second time. She defeated Caroline Wozniacki the 2011 BNP Parabas champion. Rafael Nadal defeated Juan Martin Del Potro in three hard fought men’s matches. The match between these two world class tennis players was very exciting to watch as each made unbelievable saves and had long volleys. Both winners will take home a $1 million prize. Doubles champions Mike and Bob Byrant, captured their first win here after 14 tries beating Treat Huey and Jerzy Janowicz in a match tiebreaker. Women’s doubles saw Elena Vesnina and Ekaterina Makarova beat Nadio Petrova and Katarina Srebotnik with another tiebreaker match.

B L O T T E R CATHEDRAL CITY — Police investigators are looking for the killer of two people whose bodies were found in a trash area late Sunday morning behind a shopping center at 67-782 E. Palm Canyon Drive where a variety of businesses including Target, a UPS Store, Subway and Cathedral City Car Wash are housed. Around 11:30 a.m. Sunday officers arrived at the scene where they found the bodies of a man and a woman in a large trash enclosure, said Sgt. Paul Herrera of the Cathedral City Police Department. The Riverside Co. Coroner’s Office has made positive identification of the deceased male and female from the homicide investigation. The Cathedral City Police Department released the names of the deceased as a 52-year-

old woman, Diana Gale James and a 53-year-old man, Roger Del James, a married couple both from Cathedral City. The cause of death is still under investigation as the coroner’s office has not completed their medical/forensic investigation. The couple both formerly resided in and have family in the State of Arkansas. They have been living off and on in the Coachella Valley for at least five years. The couple was homeless and transient and were known to merchants and business owners in the East Palm Canyon area of Cathedral City. Police believe the two were killed sometime between Saturday evening and early Sunday morning. Investigators asked anyone with information on these deaths to call the Cathedral City Police Department at 760770-0300 or 760-770-0302.

It was a smelly place. The source of the water was tiny driblets of water oozing out of a five-foot clay bank. A dilapidated, rickety ladder stood there, and by going down a half-dozen rungs it was possible to fill a canteen where the slightly moving water kept the scum from forming too thickly. It was here that we obtained our water. The only other water in 10,000 acres was at another mud hole called “Seven Palms,” nearly five miles to the south. Wells were then unknown, and all homesteaders obtained water at these two places or at the railroad tank. For a few days Bob and I tramped over the desert, searching out corners, examining land, and exploring canyons, sleeping where night overtook us, but returning to Two Bunch for water. We walked over what is now Desert Hot Springs and encountered only rabbits and a few snakes. Bob chose land adjoining Two Bunch because, as he said, he could get water there, such as it was. I took another day alone and, returning late in the afternoon,

found broken bits of pottery on the slope of the big hill. From this I reasoned Indians had lived in the vicinity. “Good enough for Indians, good enough for me”--so I picked this hill for my claim. I later named it Miracle Hill, because at its base I discovered hot curative mineral waters, [and] on the other side cold water. Miracle Hill is not sedimentary like the others, but thrust up out of the earth’s surface in ancient times. Round about it are beds of red clay and blue clay from which Indians made pottery. Also there were to be found rocks, building sand, good earth, and desert soil, all of which is ample reason for the name “Miracle Hill.” But I am ahead of my story. After paying my filing fees for the homestead location to the Government land office in Los Angeles, I had less than 10 dollars left. The law reads that homesteaders must live continuously on the land seven months of each year for three years, cultivate 20 acres of soil, build a house, dig for water, build fences, and otherwise show definite intention of making the claim into a home. And I had less than 10 dollars!

Are we headed for the Great Market Crash? By Janice Gough

There is a good reason the typical Baby-boomer may not fully comprehend how serious the current situation is. Although we know that market cycles are predictable and repeatable throughout history, many Boomers do not remember the last true secular Bear (down) market ending in 1982. If you are 57 now, you were 27 back then and your financial future was not your first concern. The Secular Bear market, (meaning volatility with a flat-line projectory), is a new experience for many. Throughout history, Bear and Bull markets last 15-20 year periods before the next market cycle. If you believe history repeats itself, which market history has proven is true, then in order for the market to begin recovery, the price of stocks cannot sell for more than 10 times its earnings. This is the definition of Price to Earnings (P/E) ratios and a very important evaluation in selecting stocks and investing. If you owned an ice cream store that was making $100,000 per year and the stock was selling 10 times its earnings, then a perspective buyer would purchase your company for one million dollars. Would this scenario make sense to you? Probably not, since it would take 10 years without problems to recapture your original investment. However, P/E ratios on the overall stock market today are 23.37, which tells us that the market is overpriced and poised for a correction. Adding to all this confusion are very low interest rates, unprecedented levels of national debt, deficit spending and uncertainty that there could be more quantitative easing, and finally, the fiscal cliff. We know the Federal Government set the interest rates very low to draw consumers to spend more. The personal debt of each citizen is the highest in history. Twenty percent of our citizens are on food stamps. Our national debt is about $17 trillion today, which if divided per taxpayer, each person’s debt would be about $147,000. “Quantitative easing” is simply how out government

continues to print more and more money in order to put temporary band-aids on the problems and pay off our national debt. The result is the value of the dollar weakens and inflation increases. The dollar is not backed by a gold standard and our dollar may be worth nothing in the future. Going over the Fiscal cliff is the outcome reached when all financial controls of the economy are working against us and recovery is bleak. These long periods of uncertainty can turn into what I call a megacycle, which will result in a longer Bear market than ever before. Instead of 8-10 years more, we may be looking at 20 more years. Through every Bear cycle in the market, history shows that three large declines happen before we begin recovery. Two have occurred since the beginning of this Bear market in 2000. There is no longer a question of “If ”, but more, “when?” No one has a crystal ball, but I would gamble to keep my coins safe until the surprises are worked out. Wealthy people avoid the hype in the upcycle and clean up on the down cycle. Let’s say you were a gambler and went to Las Vegas. You found this table to play and the odds on the table were, if you gambled and won, would gain five percent and if you lost, you would lose 60 percent. Is this the type of deal you would accept? I don’t believe you would. This is where the market is today. Currently, the overall market will only gain five percent, but the wager on the loss side is greater at possibly 60 percent. Now is the time to realistically access your investment style and make a decision. Is the reward worth the potential loss of your money? It seems as we have entered a new world of uncertainty where there will not be a fiscal budget or permanent debt ceiling, instead just more kicking the can down the road as the country becomes more politically divided. It is a time to be more conservative with your spending and investing and protect your life savings. The Next Great Wall Under Construction Throughout history, walls have been used to divide opposing civilizations. The reason for many ancient battles can be traced to causes such as religion or land. The Great Wall of China took more than 2,000 years to complete and is one of the Seven Wonders of the World. Hadrian’s Wall in Northern England was built to keep the Romans conquerors apart from the tribes in Scotland and as a show of Rome’s might. The walls at Constantinople were once thought to be impregnable. Yet as technology and new weaponry evolved, walls became more and more obsolete. Then came the 1960s and a new type of wall was erected for completely different reasons from its predecessors. This wall sprang forth overnight but the seeds for its justification were

worthless leaving it powerless and totally dependent on Russia. When the Berlin Wall fell in October of 1990, Germany was once again united. Today it has grown into an economic juggernaut. But Germany is facing many problems due to the social programs that came

planted many years earlier. The Berlin Wall was erected due to political agendas and economic struggles. East Germany was a socialist state while West Germany was more of a democratic economy. Free schooling was one of many social programs in the East. Tens of thousands of German scholars, teachers, professors, etc. were trained in the East thanks to the free education but returned to the West because of economic reasons. East Germany had a good economy due to its relationship with Russia but outside of those two countries its currency was basically

with the united Germany. Some social programs are so generous that it puts German companies at a competitive disadvantage, especially within the European Union. Much government attention has been given to companies in industries that may not ever become competitive let alone profitable such as the steel and shipbuilding industries inside Germany. The government insists such subsidies remain necessary because of the jobs those industries provide. But the strain on the economy is starting to show serious cracks. German subsidies are not limited to social programs. Even

highly-profitable corporations such as BMW, Daimler-Benz, Siemens, Bayer, Volkswagen and many others receive government assistance. The companies say that the aid covers only minuscule portion of their operating costs yet none of them have declined the support. Germany may be quickly approaching the point where German companies and their workforce will have to decide between continuing costly social programs or risk falling behind to ever increasing global competition. These are some of the basic reasons why so many Germans today are opposed to being asked to “bailout” other members of the EU who have been irresponsible and ignored the most basic fiscal policies for responsible government. They know they are facing serious economic challenges inside their own borders as are many others in the EU. The parallels to our struggles in the U.S. are too obvious to ignore. Politicians seem to be more concerned about winning and losing instead of doing what is best for the United States of America. If one or the other party wins, it’s likely that the majority of Americans lose in the long run. Americans who can’t help themselves have to continue receiving government assistance. It’s the backbone of a democratic society. However, generous tax breaks for multinational corporations, long term support of able bodied workers instead of job creation; pork barrel projects and the like need serious attention and reform. The entire legislative process could likely benefit from a little reform. America has never had a monarchy but the special treatment many politicians enjoy is coming dangerously close. George Washington refused to serve a second term as President for fear that the Presidency would start to resemble a monarchy. Where is that wisdom today? We are only a couple of years away from the 25th anniversary of the collapse of the Berlin Wall. Yet Washington DC is laying the foundation for a wall that is dividing our country. I have just about given up hope on the politicians changing. It’s time for “We the People” to take back control of election process instead of just idly complaining. We are quickly running out of sand in the hourglass. Hopefully we will remember history before it’s too late. This year’s gala was a Roast and Toast to founder Gloria Greer. Greer said she never wanted to be honored at the gala but reconsidered when it became a Roast to her by her friends and celebrities. Greer is well-known in the Desert for her many TV shows and Interviews of celebrities for about 30 years. She has her own society section in Palm Springs Life Magazine. Greer is a dynamo with her busy schedule and still finds time to be at most galas and host her TV shows. Celebrity roasters started with a video by comedian Scott Record. Other celebrities that followed included Carol Channing, Kaye Ballard, Jack Jones, Ruta Lee, Bill Marx, and author Andrew Neiderman. Local celebrities included Karen Devine, Rich Tarpening from KESQ, Gary Hall from

It’s not often that one gets the chance to be on the cutting edge of a new trend. But visits to Cuba, especially by members of the LGBT community, has been attracting savvy visitors to this semi-mysterious island on America’s southern doorstep since

Cuba’s gay culture has expanded notably in recent years – especially in Havana and Santa Clara - an increasing number of gay travelers are taking advantage of the opportunity to visit the island, with its vibrant arts and music scenes, welcoming locals and its current status as a must-visit hotspot. One reason for the change, according to gay rights advocates, is due to the efforts of Mariela Castro Espin, daughter of Cuba’s present Raul Castro, who is widely viewed as a champion for gay, bisexual and transgender rights in Cuba. A married mother of three, she is also a director of Cuba’s National Center for Sex Education. Just how much of a cultural sea change has Cuba undergone? In May of 2008, Cuba’s statetelevision network transmitted “Brokeback Mountain” on TV,

the first time a gay-themed film has been broadcast in the country. Several months latter, Cuba authorized sex-change operations. In addition, there is growing discussion about legalization of gay marriage in Cuba. Of course, some travel restrictions are still in place – by the American as well as Cuban government. SAN DIEGO - San Diego is a two hour drive from the Coachella Valley. My husband, Tom, and I drive there often because we have a lot of fond memories after living at the beach for most of the past 35 years. We have colleagues, business associates and a lot of friends there plus we love and miss the beach. Whenever the Desert gets too dry or hot and we need an ocean fix, we head for our beloved San Diego. Last week temperatures hit 99 degrees in the Desert so we packed our weekend bag, our dog and hit the road. Our first stop was Ocean Beach where we took our 13-year-old Pug dog, Ray, to Dog’s Beach. This is one of the coolest places ever to take your dogs and let them run wild. Dog’s Beach is a 24-hour, lease free environment at the water’s edge of Voltaire Street. Since 1972, the community of Ocean Beach has been dog friendly. Businesses let you bring your dog inside or have doggie watering bowls outside to honor your pooch. Dog lovers converge at Dog’s Beach to watch surfing, volleyball and skateboarding during the day or sit around a bonfire stargazing at night. All this play made us hungry so we headed to the Venetian Restaurant located at 3663 Voltaire Street for their fabulous Italian cuisine. Since 1965, the Giacalone family worked turning a dream into reality by serving family recipes. Sons Frank and Joe Giacalone have received numerous awards but are still humbled that many professional athletes, celebrities, TV personalities, established Chefs, and Food Critics enjoy their delicious Italian cuisine. For 48 years this little Italian restaurant has stayed true to their family recipes pleasing generations

Our intent is to survive through this down economy while building the relationships that will help support our program as we move forward. “Our program will help keep our children busy during a time in their lives when one of the alternatives they have is to join the ever increasing youth

to a lengthened life span of many hundreds of years. Such an apple, I suspect, is the basis for the biblical legend of the apple tree providing longevity in the Garden of Eden). The sale of anti-aging products featuring nutrition, physical fitness, skin care, hormone replacements, vitamins, supplements and herbs is a lucrative global industry. The U.S. market for these anti-aging products generates about $50 billion of revenue each year. Medical experts including the American Medical Association state that the use of such products has not been shown to affect the aging process. However, it has not been shown that the goal of indefinite human life spans is necessarily unfeasible. Some animals such as lobsters do not die of old age. The longest a human has ever been proven to live is 122 years. This record was established by Jeanne Calment who was born in 1875 and died in 1997. On the other hand, the maximum life span of the mice commonly used in research on aging is about four years. Genetic differences between humans and mice that may account for these different aging rates include differences in efficiency of DNA repair, types and quantities of antioxidant enzymes, rates of free radical production and rates of occurrence of DNA damage. Telomere limitation of each individual species, the rate at which the protective caps at the ends of DNA molecules are shortened, also may contribute to the differing aging rates of species. Average life span in a population is lowered by infant and child mortality, frequently linked to infectious diseases or nutrition problems. Later in life, vulnerability to accidents and agerelated disease such as cancer play an increasing role in mortality. Extension of life span can often be achieved by access to improved medical care, vaccinations, good diet, exercise and avoidance of hazards such as smoking. Maximum life span is determined by the rate of aging for a species inherent in its genes and by environmental factors. One widely recognized method for extending maximum life span is calorie restriction. Much life extension research focuses on nutrition – diets or supplements – as a means to extend life span. The many diets promoted by anti-aging advocates are often contradictory. The free-radical theory of aging suggests that antioxidant supplements such as Vitamin C, Vitamin E, Q10, lipoic acid, carnosine and N-acetylcysteine might extend human life. Other substances proposed to extend life span include oxytocin, insulin, human chorionic gonadotropin (hcG) and erythropoietin (EPO). Resveratrol, a stimulant found in red wine, appears to extend life span in simple organisms

such as short-lived fish. Some supplements including the minerals selenium and zinc have been reported to extend the life span of rats and mice. However, no mineral supplements have been proven to do so in humans.

There are many traditional herbs said to increase human life span. These include a Chinese tea called Jiaogulan (Gynostemma pentaphylum) dubbed “China’s immortality herb.” Ayurveda, the traditional Indian system of medicine, describes a class of longevity herbs called rasayanas including Bacopa monnieri, Ocimum sanctum, Curcuma longa, Centella asiatica, Phylanthus embica, Withania somnifera and many others. The anti-aging industry offers several hormone therapies. Some of these have been criticized for possible dangers to the patient and a lack of proven effect. For example, the American Medical Association has been critical of some anti-aging hormone therapies. (The Wikipedia article we are citing contains numerous specifying footnotes that we can not include here for lack of space). The evidence for use of growth hormones as an anti-aging therapy is mixed and only based on animal studies, not human. Some scientific critics dispute the portrayal of aging as a disease. Leonard Hayflick and fellow biogerontologists Jay Olshansky and Bruce Carnes have strongly criticized the antiaging industry in response to what they see as unscrupulous profiteering from the sale of unproven anti-aging supplements. Art Kunkin is the 84-year young journalist who founded the alternative weekly newspaper, The Los Angeles Free Press in 1964 and later became president of the Philosophical Research Society of Los Angeles. Health Officials Investigate New TB Outbreak PALM DESERT —An individual at College of the Desert in Palm Desert is suspected of having active tuberculosis (TB) and is being treated for the illness. The unidentified individual, who has not been on campus since last week, is expected to make a full recovery. This is the first case of TB involving a school setting identified in Riverside County this year. Fifty-six (56) TB cases were reported countywide in 2012. Eight (8) cases have been reported thus far in 2013. “College of the Desert is committed to the health and safety of all of our staff and students,” stated Dr. Joel Kinnamon, Superintendent/ President. The Department of Public Health is working closely with college officials to identify students and staff members who were in close and prolonged contact with the individual. The department today is sending a letter to those on campus who may have been exposed to the illness and recommending they be screened for TB infection. The screening consists of a TB skin test, followed by a chest x-ray if the test is positive.

“TB testing is being recommended as a precautionary measure although the risk of transmission is very low. It is better to err on the side of caution,” said Dr. Cameron Kaiser, the county interim public health officer. The disease is spread by close prolonged contact with an individual who has active tuberculosis. People can become infected by breathing air exhaled by someone who is sick. Left untreated, TB can result in serious complication, including death. Not everyone infected with TB bacteria becomes sick. A person with inactive (latent) TB cannot spread the TB bacteria to others. Anyone concerned about TB can contact their health care provider or Public Health at (951) 358-5107. Did you know that the decimal equivalent of the number pi continues forever without repeating? Many people know that the first three digits are 3.14, but did you know that a computer in Japan found the next ten trillion digits last year, and that the task took more than twelve months? Did you know that the world record for reciting digits of pi is held by Lao Chu of China, who in 2005 recited the first 67,000 digits, a task which took him over 24 hours? How many digits of pi can you memorize? Palm Springs High School students joined the math department on Thursday, March 14 for PSHS’s second pi-digit-recitation contest. Each contestant had one attempt to recite from memory as many digits of pi – in order – as possible. The judges had 500 digits in front of them. When the contestant quits or names the wrong digit, his or her attempt is done. About 25 students competed, and the top five will won pies from Coco’s. Last year’s winner recited 110 digits, and one other contestant (who will be competing again) exceeded 100 digits.

After graduation from Johns Hopkins University in Baltimore, Hersh received his MD from the University of Medicine & Dentistry of New Jersey – Rutgers Medical School, followed by post-doctoral work in psychiatry at the Yale University School of Medicine in New Haven, Connecticut. Dr. Hersh has been a professor of psychiatry at the University of Connecticut Health Center and at UC-San Francisco. Rethinking Dog Breeds – Why Mutts Are The Better Choice!

The ancestry of the two dogs snoozing on my couch will forever remain a mystery and that’s more than okay with me. From head to tail, they are a guesswork topic of lively conversation and intrigue. Mutts standout as a unique one of a kind masterpiece – ever see two lookalike mixed breeds? Whether you nab a neighborhood stray or pay a meager adoption fee, your work of art is a true bargain. Yet, purebreds, despite the extra greenbacks, remain a popular choice. And despite their pedigrees, they too show up in overcrowded animal shelters – hence my plea to stop funding the dog trade and rescue shamefully abandoned dogs that deserve to find happy homes, not a death sentence. Like manyveterinarians, I confess to having some well-founded concerns about pedigrees based on the predictable number of genetic flaws that plague every breed. Centuries of in-breeding has contaminated the gene pool with DNA defects like hip dysplasia and other joint maladies that cause pain and lameness, cardiomyopathies that lead to sudden death, spinal cord disease resulting in paralysis, eye diseases leading toblindness, seizure disorders that require lifelong medication, certain cancers and too many moreto list here. Some breeds have as many as 30 different genetic disorders and over 300genetic health defects have been documented in the dog. Just Google your favorite breed and add genetic diseases – that should help curb your desire for a blueblood. And here is another thought. If your heart is set on a Golden Retriever, look for a surprise blend of retriever and God’s handiwork. You might just get the best traits of a retriever and a terrier – playful pup with ahair coat that sheds a lot less! And what about the newest designer dogs –Labradoodle, Goldendoodle or whatever doodle? Like the once popular Cockapoo, these dogs are really a mix of two different breeds (different sized poodles crossed with a Labrador, Golden Retriever, and Cocker Spaniel – respectively), NOT purebreds that share common ancestry. What they have in common is their Rodeo Drive price tag – will

Little Lucy’s Rescue by Kitty Pallesen I ran across this little girl out in the desert on one hot August day. It took me three hours to catch her. She was scared and emaciated from hunger and thirst, but she still had the energy to jump out of the car three times before I got the door shut to take her home. Thank goodness she did not have the injuries that Titan did when I found him, but still, how exactly does a little thing like her survive at all? Most of them don’t. I named her Lucy right away, because this helps with training and bonding. As soon as I got her home, it only took her two minutes to figure out that Titan was at the top of the pecking order here, something that he himself did not even know. She immediately jumped on Titan in an attempt to dominate him in her new environment, which would have been part of her survival skills when she was out on her own in the desert competing for food. After surviving a coyote attack, Titan did not like this at all. Lucy had to be moved to the separate fenced yard of my Mom’s guest quarters. My Mom was away for the summer, so I spent lots of time there with Lucy, nursing her back to health with regular food, water, attention, and love. Like Titan, Lucy was so skinny that

her head seemed to be most of her body, but she slowly started gaining weight and getting her strength back. While I was looking for a home for her, she got her shots and spayed, but this was during a time that all of the “no kill” and rescue facilities were overflowing with animals (they usually are), and there was no place for Lucy to go. I had run an ad for her stating that she needed a home with an owner “who was at least as smart as she was,” because, oh boy, was she smart! No replies were returned. In the meantime, Lucy was safe, happy, and cared for, but she was lonely, too. As she got healthier and bigger, her tailed curled up – permanently. Amazing, that! Then my Mom returned in October, and I guess you could say Lucy finally found a home and a roommate. My Mom fell in love with her, she loved my Mom, and she became a permanent part of our family. My Mom says that Lucy has “ears like a mule, a tail like a pig, and legs like a deer!” She is “something else” indeed! Little did I know that when I was trying to find Lucy a home, she had already found one for herself! Saving one dog’s life won’t change the world, but it does change the world for that one dog! This Means Something At the 22nd UFO Congress By Lizett Bond Once upon a time, the mention of UFO’s conjured up images of flying saucer shaped spaceships piloted by spindly ET beings here to conduct horrific experiments on unwilling earthlings. However, this impression is evolving as a kinder, gentler, more spiritual ET begins to emerge. Even the terminology is changing with “abductees” more often designated as “experiencers” or “contactees.” A visit to the 22nd UFO Congress, which took place on Feb. 27- Mar. 3 in Scottsdale, AZ, reflected that transformation. “The perception seems to be changing, people are becoming more open to the idea” said Cynthia Luna, a Congress attendee. “To a greater extent, people see alien visitation as a positive experience.” Perhaps as a result of this new insight, nearly 2,000 attendees came together in this desert community to take part in various informational sessions presented by a mix of ufologists and experts. Such notables

as author and hypnotherapist Dolores Cannon, psychologist and regression therapist, Dr. Leo Sprinkle, and surgeon and physical evidence research expert, Dr. Roger Lier, were on hand to share their knowledge. Another speaker, Barbara Lamb, a licensed psychotherapist, hypnotherapist and regression therapist, has worked with hundreds of people who have experienced ET encounters. “Those involved in researching the UFO phenomenon are becoming increasingly aware that many of the actual encounters with the extraterrestrials are often more of a high-consciousness raising experience,” she said. “People currently having encounters with beings are reporting more spiritual and universal awareness.” According to Lamb, the daily “Experiencer” meetings remained a key component to the conference. Having led such groups in her home since 1994, she noted the importance of being able to share experiences and to question others about encounters.

“It’s a big relief for these people, they don’t feel so isolated and alone,” she added. Lamb has noted a shift in type of experience over her years of involvement. “From my own individual work, I believe those experiences are changing,” she said. “Certainly in the exhibit hall, there is quite a lot of emphasis on the spiritual aspect of the UFO phenomenon.” Indeed, a visitor beaming into the midst of the exhibit hall would be hard pressed to determine the true nature of the conference, affording more evidence of this metamorphosis. With 45 exhibitors on hand, the jammed exhibit hall offered participants the opportunity to partake in spiritual healing, angel therapy, implant scanning, or to purchase crystals and jewelry. A host of vendors carried a mix of reading materials with books available on every aspect of the UFO and ET phenomenon, creating a virtual research library on the subject. The more adventurous sampled “Abduction Wine,” served as red or white. However,

the overall theme woven throughout the room was one of the metaphysical blending with the extraterrestrial. Jerry Yusko and Kristina Ross were two such exhibitors. Working together as a team, Yusko delivered physic readings and spiritual healing while partner Ross put her artistic talents to work by providing intuitive readings of her insights in the form of oil pastel renderings. “I believe there is definitely a blending,” said Yusko. “Perceptions are changing in the metaphysical community, though perhaps not for the overall general public.” In merging their own gifts, Ross and Yusko found themselves very busy, accomplishing 40 readings during the course of the conference. “The more spiritual facet was not there in the past,” Ross agreed. “There is no longer a stigma to attending this type of conference.” “Something is changing,” said Luna. “The positive is replacing the negative.”

Low Desert Edibles for Spring

If you are interested in growing your own edibles for the next harvest, now is the time to get serious. We can still get away with some of the cooler seasons crops like kale and lettuce, but if you want to go that route, make sure you are beginning with plant starts rather than seeds. For the most successful garden, it is best to focus on the warm season vegetables, fruit and herbs that can be planted now for spring crops. Some warm season vegetable and fruit choices are: beans, corn, cucumber, eggplant, melon, peppers, pumpkin, sweet potato, squash, tomatillo, and tomato. Herbs of all kinds do well in the spring – basil in particular likes the warmer weather. Now that you know what to plant, grow vegetables, fruits and herbs that you will use and that do well in our low desert environment. To begin your garden project, decide what and how much you want to plant before going out to buy seeds and starts. Spacing is very important when planting – Sunset’s Western Garden Book of Edibles is a great resource for space planning

your garden. Another very important aspect of gardening is soil preparation and fertilizing. Most gardeners develop their own routine, but always follow label instructions. If you haven’t established a schedule yet, you might try applying fertilizer to the soil and work it in thoroughly before planting. Four weeks after

sprouts appear or soon after nursery starts are transplanted, apply a second feeding of fertilizer outside the “root zone” of each plant. Apply more fertilizer each month after until fruit begins to set on the plants. At Aunt Effie’s we recommend a combination of planting mix or potting soil along with either your own compost or a bagged compost product such as Malibu Compost’s Bu’s Brew. We also offer organic fertilizer specifically designed for edible gardens by Dr. Earth. It is important to use organics as they serve plants over an extended period of time. Chemical fertilizers do not add balance to the soil the same way organics or natural fertilizers do. Other things to keep in mind is watering and planting depths. Water should not drain too quickly or too slowly, which is another good reason to amend the soil. Here in our valley we generally either have one of two soil types: fast draining sand or slow draining clay. Most edibles should be watered at the base of the plant, though some cool-season veggies like lettuce, cabbage, broccoli and cauliflower like overhead spray. Upright plants like corn and pole beans also like an overhead spray. As for seed planting depths, the larger the seed the greater the depth needed.
