Each child has proven they have integrity, courage, leadership, positive attitudes and have maintained or earned high marks in school despite all these difficult times.

DESERT HOT SPRINGS - The city invited the community and local leaders to the grand opening for the 32,200 square foot Community Health and Wellness Center, which is home to the most comprehensive preventive health care programs in the Coachella Valley. More than 450 people attended the big event held on Friday, Jan. 11 at 11-750 Cholla Drive in DHS. The Community Health and Wellness Center also houses a new Boys & Girls Club and the John H. Furbee Aquatic Center. “As we began planning for a new Boys & Girls Club to serve the youth of this community, we began to realize that there were larger community health and wellness issues in play. Two issues were on our priority list - our city has a tremendous

need for positive after school and weekend opportunities for our youth, and taking steps to become an innovative healthy city to improve the lives of our residents, especially our youth and future generations,” said Mayor Yvonne Parks. F o l l ow i n g t h e g r a n d opening ceremony were two ribbon cuttings for the Boy’s & Girl’s Club and the Desert Healthcare District Health and Wellness Center. Immediately following the ribbon cutting was a reception and an open house of the entire facility. Local leaders attending the grand opening ceremony include Congressman Raul Ruiz, M.D., Assemblymember V. Manuel Perez, Supervisor John J. Benoit and Supervisor Marion Ashley.

The PSLA Charter winner was Liliana Delgado from Desert Hot Springs who has been in a wheelchair most of her life as she was injured in a car accident when she was just 27 days old. Jeremiah Elliot also from Desert Hot Springs was diagnosed with cancer and is now cancer free. He got an “Every Child Succeeding Award” and both hope to attend college. of what we’d pay in the United States. For instance, we see Dr. Felix Rodriquez for our dental work in San Felipe two times a year and save an average of $500 each on basic cleaning and whitening. We also take our 13-year-old Pug Dog, Ray Ray, to see Dr. Antonio Solis, a veterinarian for all his shots and checkups saving hundreds of dollars there. We like tattoos and see the same tattoo artist, Michael Jordan, of Baja Ink and have what many say are the most beautiful and remarkable tattoos ever. Baja Ink’s prices are also about a third of comparable U.S. prices. We also have our truck serviced in San Felipe by the same mechanic whose work is comparable but prices are slashed. Also, their food tastes better. I wondered why and found out. The country is poor and their farmers generally cannot afford the expensive pesticides, herbicides and fertilizers, so most don’t use them. Most of the produce coming out of the local farms in Baja is organic or at least mostly organic! I got better in San Felipe.

1960s, neighbors watched your dog and took in your newspaper when you were on vacation. In Mexico, neighbors help with your dog, your property and your family issues a lot more. If your car has a flat, before too long a neighbor appears with a jack to help you out. You don’t have to call anyone. They just show up.

DESERT HOT SPRINGS - A fatality traffic collision occurred on Sunday, Jan. 13 at approximately 2115 hours in the14500 block of Palm Drive involving a vehicle collision versus a pedestrian. The vehicle, a 2006 Toyota Avalon, was traveling northbound on Palm Dr., when it struck the victim, an 85-year-old female, as she crossed Palm Drive. The victim was deceased at the scene. The driver, who remained on scene after the collision, did not display any symptoms of DUI and was cooperative with the investigation. As the scene was processed, lanes in both directions from Avenida Campanero to Park Lane were closed down and traffic was diverted. After the initial investigation was complete, all lanes were reopened several hours later. There is an on-going investigation in this fatality collision involving a predestrian. Anyone who witnessed the accident or has information should contact the DHS Police Department at 760-329-6411. CATHEDRAL CITY - On Tuesday, Jan. 9 at about 2020 hours, the Cathedral City Police Department received a call of an injury traffic collision occurring in the 37450 Blk of Cathedral Canyon Dr. Officers responded to the area and located the collision in the S/B lanes of Cathedral Canyon Dr. The preliminary investigation determined that a White Dodge Ram truck,was travelling southbound on Cathedral Canyon Dr. when it struck a juvenile

The biggest problem with Mexico is the inequality of labor. People make $10 an hour in the U.S. and $10 a day in Mexico for similar jobs. However, the cost of gasoline and electricity is the same in the two countries. No wonder we see eight people jammed into the back of a pickup truck going to work in Mexico…they cannot afford the gas prices. If Fox News wants to report about life in Mexico they should at least get the real life facts right and quit highlighting the blood

and guts because if we had the same perspective about the U.S., we’d hear nothing except the murder, death and mayhem on our streets. Oops, that is what TV news highlights except we don’t have any decapitations, we just have mass murder and school shootings here. Which place is worse?

Fox News has almost singlehandedly created a fire storm of misperceptions about Mexico with their incessant portrayal of murderous drug cartels marauding along U.S. border towns, wrecking havoc and mayhem throughout the region. Yes, Mexican drug cartels do exist, but not like Fox TV portrays. Instead, I’d like to give a personal reflection on what life is like in the state of Baja California where I lived for a year and visit frequently. I lived in San Felipe, a small fishing village located approximately 240 miles south east of Palm Springs. My husband, Tom, and I have driven the four hour commute so many times we know it like the back of our hands. We have always felt safe on our route along I-10, then 86 south to Calexico/Mexicali border crossing and all the way down Route 5 to San Felipe. You don’t have to worry about breaking down because there are Green Angels who patrol the highways to help stranded motorists. How come we never hear about them? We made San Felipe our

He got a $500 fine, a point on his driver’s license and had to attend traffic school here in the states. In San Felipe, he paid a $30 fine on the spot…case closed. I like Mexico a lot. People are friendly there and very familyoriented. When I grew up in the

who was in the roadway. The driver of the truck stopped his vehicle to assist the pedestrian and called 911. As he waited for police to arrive the driver was assaulted by an unidentified male (HMA Short Blk Hair 5’ 06” 160 gray sweater/ black shorts) with a knife. The suspect then took the Dodge truck and fled from the area. The truck was reported stolen and an extensive area search was conducted.The juvenile was pronounced deceased at the scene. The Dodge truck was later located in the 31500 Blk. of El Pueblo Trail in Cathedral City. The vehicle yielded to police and the driver was taken into custody without incident. The suspect was positively identified as the assailant in the stabbing and theft of the vehicle. Jose Matsu, 19, and a resident of Cathedral City, was charged with Assault with a Deadly Weapon and Vehicle Theft by Force. Matsu was later transported to Indio County Jail. The victim was a HMJ, 17, of Cathedral City. Due to the age of the juvenile his name will not be released to the public. The driver suffered a single knife wound to the torso and transported to Desert Regional Medical Center with non-life threatening injuries. The cause of the collision is under investigation and alcohol does not appear to be factor. There are no charges pending against the owner of the Dodge. No other information is available at this time as officers are still conducting their investigation.

etc…STAR Indio Magnet Schools Open Enrollment INDIO - John F. Kennedy Elementary Math & Science Magnet School and Carrillo Ranch Elementary Magnet Academy have just started “open enrollment” for students wishing to attend either school through Feb. 28. Students may enroll from any valley city for the 2013 - 2014 school year. Both schools are Desert Sands Unified School District’s (DSUSD) newest “magnet schools” offering specialized programs in Math and Science and Visual and Performing Arts while maintaining rigorous standards based core curriculums. The schools offer hands-on innovative instruction and are operating below capacity with openings for new students. As public schools and part of the DSUSD, both schools are free to attend. The schools (K-5), located in Indio, are seeking new students to experience two unique educational opportunities in academics, math and science and visual and performing arts. A magnet school is a public

school that provides innovative instructional opportunities by offering specialized curriculum while promoting equity, diversity, and academic rigor. While teaching all grade level standards, magnet schools also allow students to experience in-depth learning in specific subject areas such as math, science, and the performing arts. Magnet schools do not restrict enrollment based on district boundaries. K-5 students from all over the Coachella Valley who have an interest in the arts or sciences may apply to attend these schools. Indio’s Carrillo Ranch Elementary Magnet Academy for the Arts opened its doors in 2005 and officially became a Magnet School in the fall of 2010, when it was awarded a Federal Magnet grant for the Visual and Performing Arts. The dynamic curriculum engages K-5 students in rigorous academics as well as music (vocal, instrumental and band), dance, drama, art and audio/visual engineering. STARBusiness & Finance DESTINY SEEKING Please Tell Me I HER DESTINY Didn’t See That!

Destiny Ewing As the writer of a column on money, business and finance, it is my primary responsibility to give informed monetary opinions, views on economic policies that are of interest to readers, and to showcase successful entrepreneurs. Let’s key in on the word “primary.” Primary means “highest in rank or importance.” So the question I asked myself this week is how do tomorrow’s future business leader’s jump from the invisibility of anonymity and into the spotlight? How do tomorrow’s trend-setters get primary exposure today? In our cyber space information world, you would think that would be a relatively easy thing to accomplish. But it’s not. Breaking out from the crowd is still a challenge. Getting your name in the news puts you on a platform and elevates you to a higher level where you can be seen by many. I was having dinner this week at Sullivans Steak House on El Paseo in Palm Desert and was quite impressed with a young lady who was the hostess at this Five Star

dining establishment. I watched her handle the responsibilities of maintaining the steady flow of patrons in and out of the restaurant. She did it with the professionalism of an air traffic controller. People of the world, let me introduce you to Destiny Ewing. Ewing is an exotic beauty who has a smile as bright as the sun. At 20 years young, she is just coming into her own and discovering her unique talents, her likes, and her strengths. I sat with Ewing at her work and interviewed her for this story. The first thing I noticed about her was her confidence. She made strong eye contact and was very self assured. The next thing that was obvious was her energetic, sincere and polite nature. All of these traits that Ewing possesses are the very traits that successful and wealthy business professionals also have. As we talked, I learned Ewing was born in Aurora, Colorado, but relocated to the Palm Springs area with her family when she was just a few months old. Growing up in a typical middle-class environment with the love of family to support and guide her, Ewing’s first taste

of personal achievement came in her junior year at Palm Desert High School. An avid water fanatic, Ewing loves living in southern California near its beaches. While on the swim team at PDHS in 2009, she and her swim mates became CIS Champions. In her senior year at PDHS, Ewing and the other members of her water polo team made it all the way to the state semi-finals, the farthest PDHS had ever advanced in its history in water polo competition. That’s the great motivator about success. Success is like honey on the tongue. Very little in life is more gratifying than the sweet taste of success. With those victories in her pocket, and her trophy’s in her room, Ewing is focused now on more wins, but this time, on a world stage. With a second job (also as hostess) at the Indian Wells Golf Resort, Ewing spends her days in the company of “high net worth” individuals at both of her work places. She is comfortable in the presence of money, but also appreciates the fact that the harder you work, the more successful you become. Far from feeling entitled to life’s finer things like many of her generation, Ewing is willing to put in long hours on her way to the top rung of the ladder. Ewing has also been attending College of the Desert since graduating high school where she is studying to

earn a degree in Psychology. With stunning good looks, this dynamic young lady could be a million dollar model or a corporate magnate of the boardroom. Or, if she decides, she could be both. I’ll make this promise to anyone who reads this column; in the not to distant future, you will look back and remember that this writer was the first to tell you of this ambitious young woman with stars in her eyes. The New Year is just getting started and it’s been an amazing year already.

First, we went over the Fiscal Cliff but then we really didn’t when Congress imposed the December 31st deadline. The President signed the bill into law in August of 2011, yet nothing was done to avoid the Fiscal Cliff until after the country missed that deadline. Then the solution to the $110 billion in automatic spending cuts was to push the deadline out for two months. A cynic might think that it seems like the rules don’t always apply to the guys who write them. In the first week of the New Year, stock markets rallied around the world with the U.S. gaining an average of 4 percent. Then last week the markets slipped as investors realized that while we temporarily averted the automatic cuts, taxes for the vast majority of all Americans actually INCREASED! The biggest culprit responsible for that was the increase in payroll taxes. Everyone with earned income will pay an extra 2 percent Social Security tax in 2013. If you earn $50,000 a year, that extra tax is estimated to be about $1,000. We’ve paid the higher tax before. There was just a reduction last year in hopes it would help boost consumer spending. It worked. Capital gains and dividend taxes jumped from 15 to 20 percent for most Americans. That’s a 33 percent increase but still not as much as had been threatened. Congress kept even lower capital gains taxes for lower income earners. Unfortunately, most people who fall into those lowest of tax rates typically don’t earn a lot of income from capital gains and dividends. In 2010, the top 1 percent of households by income collected nearly 50 percent of all dividends paid. That was approximately $63 billion. The Congressional Budget Office (CBO), the offici`al bean counter for Congress, estimated the Fiscal Cliff “deal” would ultimately increase our deficit by $4 trillion dollars! If the mandatory spending cuts and tax hikes had gone into effect on January 1, 2013 as the law stated, the CBO estimated that our 2013 budget deficit would have been slashed by more than HALF! It’s going to take a long time to forget the image of politicians slapping each other on the back

It’s going to take even longer to forget that the U.S. House of Representatives took all of 20 hours to research, study and debate the new legislation. Perhaps they missed the parts of those 153 pages that gave sweetheart deals to the tuna industry, ceiling fans, Puerto Rican rum, NASCAR, Hollywood, billions to extend overseas corporate tax breaks and many other loopholes. After the deal was announced, the CBO estimated our 2013 deficit would exceed $1 trillion for the sixth consecutive year. It shouldn’t surprise anyone though since we’ve gone more than 1,100 days without the Senate introducing a budget. If you don’t have a budget, how in the world would you ever know how much you can spend? We do have to give Congress credit though because the CBO reported that the triumphant deal included $2 billion in cuts for 2013. So they actually are slashing spending. Kudos! To put that in perspective, that’s the same amount of debt that our government accumulates every 10 hours and 38 minutes. Last week, news leaked from AIG that they are considering SUING the US government for the unfair terms of the bailout they received in 2008. “We the People” gave AIG $182 billion to save their rear ends. They would have gone bankrupt if they had not been bailed out. Now their former CEO Hank Greenberg has actually filed suit and is trying to coerce his former company to join him. This is the same man who ran the company for nearly four decades and owned stock valued in excess of $30 billion at its peak. One thing I always tell my clients is that making money in the markets without taking too much risk really isn’t that tough. Two things we have to avoid are greed and stupidity. “It can’t get any better than this!” That’s the yearly take-away comment from guests and celebrities who have attended the Palm Springs International Film Festival Awards Gala over the past many years. As might be expected, even more noticed than the roses or the décor, was the ‘bling’ on display, thanks in part to gala sponsor, Cartier. Not only did Cartier loan some remarkable pieces of jewelry to the celebrities to wear at the gala, each of the honorees and presenters received the jeweler’s signature Tank Solo watch; plus the male presenters also received cufflinks, with Love necklaces going to the female presenters. But here’s one gala ‘back story’ you won’t read about outside of this column. It features honoree Dame Helen Mirren, who has shown that she is as much her own woman in real life as are the characters she portrays so riveting well on screen. In an “the Queen is not amused” moment, Dame Mirren eschewed the baubles offered by Cartier, choosing instead to purchase and wear a stunning, one-of-a-kind crystal David Webb necklace with matching ring, earrings and bracelet from David Webb Jewelers in Beverly Hill which, in an in-your-face gesture, she wore with an exquisite red couture dress. It’s gone somewhat unnoticed among the horror stories about the travel experiences of economy-class passengers, but some U.S. airlines are upgrading the perks available to first- and business-class passengers, particularly on their long haul, international routes. There are at least two good reasons for this: competition from foreign carriers and, for a relatively miniscule increase in expense to the airline, the profit margin on each premium ticket is substantially greater than that offered from the back of the plane. American Airlines offers a good example of what appears to be a forthcoming airline upgrade war. American Airline’s first-class passengers on long haul flights to Europe, Asia and Latin America will now be presented with an amenity kit that doubles as a tablet case and comes stocked with Dermalogical skincare products. Competitor United Airlines is putting some of its upgrade money into United Club Lounges. The first, featuring a new design prototype that the airline will use when building and renovating lounges worldwide, was unveiled this month in Terminal 2 at Chicago’s O’Hare International Airport. The newly remodeled 13,300 square feet United Club features an expansive bar and lounge area, dynamic lighting, redesigned furniture and additional workstations. As with all United Club lounges, members have access to complimentary snacks, beverages and Wi-Fi and the airline is spending more than $50 million this year to renovate several of its 51 United Club locations around the world. The United Club renovations are in addition to the airline’s more than $550 million investment in fleet-wide onboard improvements, including fitting out the world’s largest fleet of flat-bed seats, with more than 175 aircraft with 180-degree flat

The Best Actress category is also particularly interesting this year since the youngest and oldest actresses in Academy Award history will be in competition for the golden statuette. Quvenzhane Wallis, the nine-year old star of “Beasts of the Southern Wild,” will vie with 85-year old Emmanuelle Rivera who portrays Anne, an elderly woman who suffers a debilitating stroke in the Austrian

The goal is to make Riverside County the most film and television friendly county in the nation and bring back the production crews to the county and its 28 cities. Film and television industry executives say that a single episode of a television sitcom generates 165 direct jobs and $2 million in revenue in a single week of shooting.

Film and Television studios are taking business out of the state and nation and this is an effort to bring the industry back to Riverside County and create jobs and take advantage of the county’s diverse scenery and set locations. If all goes well the new ordinance could be ready for CEO Jay Orr to provide for the board of supervisors’ approval after the Palm Springs International Film Festival which just finished here this past weekend.

CCHS Hosts First ‘Night of the Arts’

CATHEDRAL CITY – Cathedral City High School’s Unified Arts Department will host its first “Night of the Arts,” on Wednesday, Jan. 30 beginning at 6 p.m., with art viewings in the Commons area following by performances beginning at 7 p.m. in the Theatre. The event is free and open to the public. Inspired by university-level collage concerts, the CCHS event will feature an opportunity for patrons to experience all of the award-winning facets of the CCHS Visual and Performing Arts Department. Grant Research Study Of Immortality

For millennia, humans have pondered their mortality and whether death is the end of existence or a gateway to an afterlife. Millions of Americans have reported near-death or out-ofbody experiences. And adherents of the world’s major religions believe in an afterlife from reincarnation to resurrection and immortality. Anecdotal reports of glimpses of an afterlife abound, but there has been no comprehensive and rigorous, scientific study of global reports about near-death and other experiences, or of how belief in immortality influences human behavior. That will change with the award of a three-year, $5 million grant by the John Templeton Foundation to John Martin Fischer, distinguished professor of philosophy at the University of California, Riverside, to undertake a rigorous examination of a wide range of issues related to immortality. “People have been thinking about immortality throughout history. We have a deep human need to figure out what happens to us after death,” said Fischer, the principal investigator of The Immortality Project. “Much of the discussion has been in literature, especially in fantasy and science fiction, and in theology in the context of an afterlife, heaven, hell, purgatory and karma. No one has taken a comprehensive and sustained look at immortality that brings together the science, theology and philosophy.” The John Templeton Foundation, located near Philadelphia, supports research on subjects ranging from complexity, evolution and infinity to creativity, forgiveness, love, and free will. Half of the $5 million grant will be awarded for research projects. The grant will also fund two conferences, the first of which will be held at the end of the project’s second year and the second at the end of the grant period. A website will include a variety of resources, from glossaries and bibliographies to announcements of research conferences and links to published research. Anecdotal reports of neardeath experiences, out-of-body experiences and past lives are plentiful, but it is important to subject these reports to careful analysis, Fischer said. The Immortality Project will solicit research proposals from eminent scientists, philosophers and theologians whose work will be reviewed by respected leaders in their fields and published in academic and popular journals. “We will be very careful in documenting near-death experiences and other phenomena, trying to figure out if these offer

What can we learn about the meaning of our lives by thinking about immortality? “Many people and religions hold there is an afterlife, and that often gives people consolation when faced with death,” Fischer said. “Philosophy and theology are slightly different ways to bring reason to beliefs about religion to evaluate their rationality. If you believe we exist as immortal

beings, you could ask how we could survive death as the very same person in an afterlife. If you believe in reincarnation, how can the very same person exist if you start over with no memories? “We hope to bring to the general public a greater awareness of some of the complexities involved in simple beliefs about heaven, hell and reincarnation, and encourage people to better understand and evaluate their own beliefs about an afterlife and the role of those beliefs in their lives.” For example, “We think that free will is very important to us theologically and philosophically. And heaven in the Judeo-Christian tradition is supposed to be the best place. Yet we arguably wouldn’t have free will in heaven. How do you fit these ideas together?” At the end of the project Fischer will analyze findings from the Immortality Project and write a book with the working title “Immortality and the Meaning of Death,” slated for publication by Oxford University Press. They are showing our country out of this economic depression and recession. The only way we are going to revive the current dark ages we are in, is to take a page out of these athlete’s play book, and unite as a country as one again. Divided we fall, united we stand. These Tim Tebow are well proven messages already proven to work, and never more true than today. Media, besides this paper, is choosing to focus on the blame game, and the fame game. It is my belief that in order for our country to evolve out of our current state of panic and fear, we need to look at how the best athlete’s in the world transform their fears into something positive. Repeal Cannabis Prohibition Colorado and Washington Vote: By Paul Armentano, NORML Deputy Director Voters in Colorado and Washington on Election Day in favor of ballot measures that remove criminal and civil penalties for the adult possession of cannabis. The votes mark the first time ever that voters have decided at the ballot box to abolish cannabis prohibition. In Colorado, 55 percent of voters decided in favor of Amendment 64, which allows for the legal possession of up to one ounce of marijuana and/ or the cultivation of up to six cannabis plants by those persons age 21 and over. Longer-term, the measure seeks to establish regulations governing the commercial production and distribution of marijuana by licensed retailers. Initial returns show the measure passing with 54 percent support. In Washington, approximately 55 percent of voters decided in favor of I-502, which regulates the production and sale of limited amounts of marijuana for adults. The measure also removes criminal penalties specific to the adult possession of up

to one ounce of cannabis for personal use. Initial returns indicate that 55 percent of voters backed the measure. State lawmakers in Colorado initially prohibited the possession of cannabis in 1917. Washington lawmakers initially outlawed the plant in 1923. Commenting on the historic votes, NORML Deputy Director Paul Armentano said: “Amendment 64 and Initiative 502 provide adult cannabis consumers with unprecedented legal protections. Until now, no state law has defined cannabis as a legal commodity. Some state laws do provide for a legal exception that allows for certain qualified patients to possess specific amounts of cannabis as needed. But, until today, no state in modern history has classified cannabis itself as a legal product that may be lawfully possessed and consumed by adults.” Armentano continued: “The passage of these measures strikes significant blow to federal cannabis prohibition. Like alcohol prohibition before it, marijuana prohibition is a failed federal policy that delegates the burden of enforcement to the state

and local police. Alcohol prohibition fell when a sufficient number of states enacted legislation repealing the state’s alcohol prohibition laws. With state police and prosecutors no longer engaging in the federal government’s bidding to enforce an unpopular law, the federal government had little choice but to abandon the policy altogether. Today, history begins to repeat itself.” Separate marijuana law reform measures proved to be equally popular among voters. In Massachusetts, 63 percent of voters approved Question 3, which eliminates statewide criminal and civil penalties related to the possession and use of up to a 60day supply of cannabis by qualified patients. It also requires the state to create and regulate up to 35 facilities to produce and dispense cannabis to approved patients. Massachusetts is the 18th state since 1996 to authorize the physician-recommended use of cannabis. In Michigan, an estimated 65 percent of Detroit voters approved Measure M, which removes criminal penalties pertaining to the possession on private property of up to one ounce of marijuana by adults over age 21. A statewide ballot measure to legalize the therapeutic use of cannabis in Arkansas appears to have narrowly failed by a vote of 49 percent to 51 percent. In Montana, a referendum that sought to ease legislative restrictions on the state’s medical marijuana law also failed.

Oregon’s Measure 80, which sought to allow for the state-licensed production and retail sale of cannabis to adults, garnered only 45 percent of the popular vote. The ballot measures in Colorado and Washington will take effect once the vote totals have been formally

100 Years of Prohibition California’s War on Cannibas Costs State Billions

This New Year marked the 100th anniversary of the war on cannabis in California. In 1913, the state Board of Pharmacy led the legislature to pass a bill outlawing possession of “Indian hemp.” The law was the opening shot in a centurylong prohibitionist campaign that has cost the state millions of arrests and billions of dollars in enforcement costs even while cannabis has increased in popularity and public acceptance. California NORML is holding a conference to mark the occasion, “Cannabis in California: Ending the 100-Year War” Jan. 26 - 27 at the Fort Mason Conference Center in San Francisco, featuring leading state and national advocates against cannabis prohibition. Although national prohibition of cannabis was initiated by the federal Marihuana Tax Act of 1937, many states banned it earlier. California was among the first to act, led by an activist Board of Pharmacy that was then pioneering an aggressive anti-

narcotics campaign against opium, morphine and cocaine. At the time, there was no public concern about cannabis. “Marihuana,” the Mexican name for the drug, was still virtually unknown. However, a leader of the California Pharmacy Board, Henry James Finger, proposed to his colleagues that “Indian hemp” should be banned so as to prevent it from being spread by an influx of cannabis-using “Hindoo” immigrants. Finger and his colleagues conceded that cannabis was not really a problem at the time, but that it should be banned anyway so as to discourage future use. The law attracted little notice at first. Only afterwards, when the board began cracking down with well-publicized raids on marijuana did the press begin to take serious notice. Ironically, marijuana use increased inexorably in the 1920s and 1930s despite ever-harsher penalties, then exploded into widespread cultural popularity in the 1960s and 1970s. Alarmed by an increasingly

costly epidemic of felony arrests, the legislature acted to decriminalize possession to a misdemeanor by passing the Moscone Act in 1975, which save the state billions of dollars. In 1996, California voters went on to legalize medical marijuana under Prop 215, although arrests continued unabated. In 2010, non-medical possession was further reduced to an infraction. Although decriminalization greatly reduced possession arrests, the major costs of enforcement continue to stem from felony arrests for sales and cultivation, which have remained stable at around 14,000 - 17,000 for 25 years. In the century since 1913, California has recorded over 2.67 million marijuana arrests. Meanwhile the number of Californians using marijuana has grown from a handful to millions. Speakers at the Cal NORML conference will discuss plans for ending cannabis prohibition in California in a manner similar to Colorado and Washington over the next two to four years.
