DESERT HOT SPRINGS – A new city attorney, Steven B. Quintanilla, was sworn in last month bringing immense experience and know-how to the job. Quintanilla, 54, has been a full-time resident of the Coachella Valley since 1996 and is a partner at the law firm of Green, de Bortnowsky & Quintanilla, LLP which maintains offices in the Los Angeles area and Rancho Mirage.

Quintanilla specializes in public agency law and he currently serves as City Attorney for the City of Rancho Mirage, Deputy City Attorney for the City of Cathedral City, and General Counsel for the Rancho Mirage Housing Authority and Rancho Mirage Successor Agency, Greater Palm Springs Convention and Visitors Bureau, Coachella Valley Mosquito and Vector Control District, Palm Springs, Orange County and Temecula Cemetery Districts and the Southern Coachella Valley Community Services District which serves the communities

Elects New President

DESERT HOT SPRINGS – The Mission Springs Water District Board of Directors unanimously elected Director Russ Martin to President of the Board at the Regular meeting of Monday, Dec. 17. Martin was appointed to the MSWD Board in May of 2010 to fill the seat vacated by the passing of long-time board member, Mary Gibson. Martin was elected to the Board about 18 months earlier in the November 2011 election.

EditorialSTAR Looking Back at 2012:

Highlights & Lowlights Looking back at the news headlines of 2012 for the Coachella Valley reveals some interesting highlights with huge implications for the future, along with a few low lights that cannot be swept under the rug. The most significant story in 2012, which grabbed headlines for months, was the growing tight race for the 45th/36th congressional seat. The race culminated in November with an upset win by Dr. Raul Ruiz over incumbent Mary Bono Mack. Mack, who had no previous political experience, assumed that congressional seat after the sudden death of her then-husband Sonny Bono. Mack held that seat for 14 years with little opposition. Ruiz, an emergency room doctor and more importantly, a Latino, demonstrated how powerful the Hispanic vote really is. And his timing couldn’t have been better. The recent redistricting of the 45th/36th district equaled the playing field between Republican and Democratic voters. Add to the equation Mack’s vicious television ad campaign against Ruiz which backfired in a big way prompting Undecided and Independent Voters to cast their vote for Ruiz. Since the election, Congressman-elect Ruiz has been making all the right moves, and I predict he will be the first Hispanic to run for the office of President of the United States somewhere in the future. That’s a long way down the pike, but I see it coming. Another big development that got lost in the election headlines is the commitment for a

University of California, Riverside School of Medicine (UCR SoM) to open in the Coachella Valley. The UCR SoM is the first medical school to receive accreditation by the state in the past 45 years. This is great news for the Valley and really good news for the City of Desert Hot Springs because the newly built, but never opened county health facility on Palm Drive finally has found some good tenants. We Survived, So What Do We Do Next?

2013 Brings New Hope I’ve always liked the number 13. It used to really annoy my buddies who were superstitious. There was one time on a Friday the 13th when I went to a friend’s new car dealership. As a gag, I put on a green Jersey with a big “13’ on it, leaned a ladder against his office door, and waited for him to arrive to work. Just as he was walking toward his office, he spotted me and stopped dead in his tracks. Once he saw me, I picked up my black cat I had brought with me and walked under the ladder to open his office door for him. As he got closer, I pulled out a broken piece of mirror I had in my shirt pocket and asked him if he wanted to comb his hair. His employees howled with laughter knowing he was super superstitious and it would probably take him the rest of the day to recover. I thought about reflecting back on 2012 today and reliving the highs and lows of the past year in business. But I decided I’d leave that task to some other writer. I’m a look forward kind of guy. 2013 is just days away and on Jan. 1, I want to be wide open, half turned over and full speed ahead. I am bullish on California. I have lived here as a full or part time resident since January of 1980. I incorporated Presley Investments in this state because I don’t believe in kicking a friend when he’s down. California has been very good to me. My roots run deep in my birth state of Indiana, my spirit still partly belongs to Texas where I spent a

decade, but my heart and desire to build a business empire lies here in California. Approximately 37 million people live in California. To me, that represents 37 million potential new business ideas no one has previously thought of or considered. Of all the states in our nation, California is the place where most people want to move and call home. From a business standpoint, what’s a great state like California without its rags to riches stories? Apple, Disney, Google, HewlettPackard, Maglite, and Mattel are global enterprises that all started business in a house garage right here in the Golden State. Thinking social media? And get an address in California. The opportunity to become a financial success has never been greater than in California in 2013. Whew! The good news is that the world did not end as some interpretations of ancient Mayan writings suggested. The bad news is that we have another looming disaster to worry about now. But let’s say the Fiscal Cliff doesn’t cause the world to end either. What should we do to start preparing for our own fiscal responsibility in 2013? Recently we discussed some areas that we believe look particularly attractive in the New Year. Those sectors were technology, emerging markets (Brazil, Russia, China and India), natural gas producers/suppliers, European financial companies and the healthcare sector. We’ll focus on the last three sectors this week. Natural Gas is a very compelling area. Natural gas prices are at multi-year lows. The reason is not that companies have performed poorly. It’s that we have found so many new natural gas reserves and have an overabundance of supply. Part of the reason for these new finds is the result of technology that now allows us to reach these valuable deposits. Environmental issues are a potential roadblock for new drilling as they should be to a degree. But not moving towards making America more energy dependent is a terrible mistake in our opinion. Hopefully the environmentalist and titans of industry can find a clean and economical way to greatly improve our country’s long term financial stability. The U.S. is the world’s largest producer of natural gas. Russia, China, the U.S. and Argentina have huge natural gas deposits that are untapped. China and Argentina have real obstacles preventing them from getting to their reserves as easily as we can in America. Some energy experts have even gone as far as predicting that the U.S. will be energy dependent in the next decade thanks to natural gas. We currently don’t export much natural gas but there are many plans to start doing just that. A long-awaited report from the Energy Department last month was very favorable in regards to the US building natural gas export facilities. If we start to export natural gas, it will drive prices up for domestic users. However, prices are so low today that they need to go back to more historical norms. Our stock research in this area is on-going but one company we like in this space is Spectra Energy (SE). They are a lower risk way to

participate in this area. Everyone is aware of the mess in Europe and they still have a long way to go before they turn the corner. Europe is officially in recession today. They have spent nearly as much in stimulus efforts as we have in the U.S. but many EU nations remain unstable. We view this as a great

opportunity. The U.S. is a good example of what might occur once the EU nations have their fiscal house in order. Vanguard’s FTSE All-World ex-US ETF (VEU) is an option that may perform well in this area. However, they are not a pure European play as they invest in 46 different countries and the stocks they own account for about 60 percent of the world’s marketcap. VGK or Vanguard MSCI Europe is an ETF that focuses just on the 16 EU nations. Another stock to consider is Nucor (NUE). Nucor is one of the largest U.S. steel producers with strong international channels. We also like Vanguard Mega Cap ETF in 2013 as our broad market fund. Healthcare historically has been a defensive sector and we still view it in that manner. There are many different angles to try and analyze before jumping into this murky pool. Individual names we like are CVS Caremark, Becton Dickinson & Co, WellPoint and Exelixis. Our favorite health care ETF would be Vanguard Health Care (VHT). When to buy or how much to invest in any one sector or stock is unique to every investor’s particular situation. A final resolution to the Fiscal Cliff will be something we consider as to when we invest. But again, let’s keep a long term perspective while not ignoring impending events. If you have ever wondered what lay behind the Pepto-Bismol colored walls surrounding the large - but unseen from the street - estate located at the northwest corner of Bob Hope and Frank Sinatra Drives in the City of Rancho Mirage, the first six months of 2013 will be a good time to find out. Opened to the public less than a year ago, Sunnylands, as the estate is known, was the Desert residence of Sir Walter and Leonore Annenberg, prolific philanthropists who used Sunnylands as the venue for high-level retreats during which national and international issues were discussed. Also, the discreet, well hidden property contained a protected compound capable of providing security and comfort to a host of U.S. Presidents, world leaders and international business executives, earning Rancho Mirage the by-line of “Playground of Presidents.” While still a discreet location for discussions and conferences, The Annenberg Foundation Trust, owners of Sunnylands as well as the newly constructed Sunnylands Center & Gardens, have opened the estate and grounds to the public,

There are over 50 species of arid-landscape plants in Sunnylands’ gardens, many imported from North and South America, Africa and the Mediterranean. The other good thing about the Gardens is that you can walk the entire nine acres on your own or with a guide. The landscaping at Sunnylands Center & Gardens was inspired by the Annenberg collection of Impressionist and PostImpressionist paintings; but don’t expect to find any signage or

I wouldn’t bet on it; there are other ways to lose money in Las Vegas and at least have some fun doing it. But a group of airline entrepreneurs think they have the secret for making money in the airline business by creating LV Air, a new airline that will offer luxury flights between Las Vegas and New York. The concept of luxury airlines is not new; remember Silverjet, Eos and Duo? No? That’s the problem; very few people do and those airlines were unsuccessful. In addition, the all-luxury airline business model occupies a niche currently filled by charter and aircraft timeshares. LV Air says it has more than $35 million in the bank … a lot of money with which to open a restaurant perhaps, but a mere drop in the fuel tanks when you consider such ongoing expenses as aircraft acquisition, gate space, maintenance, crews, staff, insurance … you get the picture. Yet, LV Air has already begun to entice flyers with promises of full reclining luxury beds in first-class designed to complement the cabin’s live plant wall and a shower/changing room. In business-class, passengers will sit behind translucent bulkheads, have a separate bar area and in true Las Vegas style, every flight will feature online and private network gaming. Also, in a nod to Disneyland, pre-flight safety briefings will be given by a hologram. Flying just doesn’t get any better than that. Don’t go out and try to buy a ticket on LV Air just yet; the airline expects to launch an intense social media campaign early this year. Until then, think of the hologram; I just hope they don’t have one sitting in the captain’s seat.

One quaint English tradition is the stag and/or hen party. It’s roughly like the bachelor or bachelorette party we know in the States, but it doesn’t need a theme, just come with your party-attitude on. An unusual company based near Newcastle, England, with the unusual name of Last Night of Freedom, have been organizing stag and hen events in the UK for more than a decade, and they have come up with what may be the ultimate stag party: a weekend stag (male) trip to the North Pole. The journey begins with a flight from England to the Norwegian town of Longyearbyen. From there it’s a helicopter ride to a base camp located about three miles from the North Pole. At the base camp, you will be provided with appropriate thermal wear and provisions – including vodka, champagne and caviar - before your visit to the North Pole, where you will set up camp and overnight. While your group of stags will be accompanied by a knowledgeable guide, you find your way to the North Pole with just your skis and a GPS; hence the vodka, champagne and caviar: to celebrate your safe arrival. After spending the night at the North Pole, you and your fellow stags are helicoptered back to Longyearbyen in time to catch your return flight to England, either more bonded than when you left, or just plain frozen together. Sounds like fun; but fun like this does not come cheap. The allinclusive weekend, including air, food, accommodations, thermal gear and satellite phone call home, not to mention the caviar and champagne, costs more than $25,000 per person at today’s exchange rates. Les Miserables French novelist Victor Hugo was born in 1802. Now, more than two centuries later, his memory still lives on though his writings. His novel “The Hunchback of Notre Dame” is credited for saving that glorious Paris cathedral from demolition and we still are inspired by the sweeping, soul searching sentiments of his epic masterpiece “Les Miserables” which was the inspiration for one of the most celebrated musicals of the late twentieth century. In fact it has been said that “Les Miserables” was also the inspiration for “The Fugitive” and “Kung Fu” and the late great director Alfred Hitchcock once mused to a friend “That book would make a wonderful musical” and he was right. In the 1980s Alain Boublil and Claude-Michel Schonberg, with lyrics by Herbert Krezmer, wrote the musical that became a world

wide phenomenon. An eventual hit in France “Les Miserables” became a sensation in London and a Tony Award winning smash hit on Broadway. Now Oscar winning director Tom Hooper (“The King’s Speech”) has brought this beloved, heart wrenching operatic musical to the screen. Hugh Jackman gives an incredible performance as the main character, Jean Valjean who has been imprisoned for nearly twenty years for stealing a loaf of bread to feed his sister’s starving family. In the opening scene he is almost unrecognizable having lost nearly 25 pounds to play the convict who has endured unspeakable misery for this minor crime. Your pet’s age, health status and risk factors must be evaluated. Any vet who is profiting from yearly DHP vaccines or recommending other vaccines your dog may never need, is more worried about saving for an early retirement than your dog’s welfare. Instead, opt for a blood titer test to measure the level of protective antibodies against these viruses. I’ve been checking vaccine titers for more than 10 years, and in all that time only had to re-vaccinate one dog. Don’t let fear tactics by a vaccine junkie shoot your dog! Salmon:

2 -6 to 8 ounce wild salmon filets Sea salt Fresh cracked black pepper 1 tablespoon fresh dill, chopped 1 tablespoon grape seed oil

Marinade:

2 tablespoons fresh lemon juice 1 tablespoon grape seed oil 1/4 teaspoon fresh cracked black pepper 1/4 teaspoon salt 1 clove garlic, minced 1/2 teaspoon fresh grated ginger or 1/8 teaspoon ground ginger 1/2 teaspoon agave nectar

Quinoa Pilaf:

1 cup quinoa 1 1/4 cups chicken stock 1 medium onion, finely diced 3 stalks celery, finely diced 1 tomato, finely diced 3 teaspoons grape seed oil (1 teaspoon for sautéing, 2 teaspoons to dress quinoa) 1 teaspoon fresh thyme, chopped Season both sides of salmon with salt,

pepper and chopped fresh dill. Let salmon come to room temperature. Combine all ingredients for marinade; mix thoroughly. Soak quinoa in room temperature water for at least 15 minutes. Rinse and strain quinoa. Bring chicken stock up to boil, add quinoa; reduce to a simmer. Cook for approximately 30 minutes. (Alternatively, you can add the chicken stock and rinsed and strained quinoa to a pressure cooker and cook for approximately 6 to 8 minutes.) While the quinoa is cooking or soaking, finely dice onion, celery, and tomato. In large sauté pan, add 1 teaspoon oil; sauté onion and celery until they are translucent, about 2 to 3 minutes. Add tomato; stir and turn off heat. Add cooked quinoa to vegetables in sauté pan. Strip thyme leaves off stem with fingers and rough chop. Add thyme to quinoa along with enough grape seed oil to lightly coat quinoa (approximately 2 teaspoons). Cook at medium heat while stirring for 1 to 2 minutes and keep warm. Heat cast iron skillet on medium heat. Place small amount of grape seed oil in skillet. Place salmon in skillet skin-side down. Cook for approximately 4 minutes while basting fish with marinade every 30 seconds. Turn heat up to medium-high and turn fish over; cook for another minute. Adjust cooking time based on thickness of salmon. Serve salmon immediately with approximately 3/4 cup of quinoa.

A Hip, Edgy Crossover Is Updated There’s no doubt that Ford is rolling right now. Their vehicles have gotten better by way of design, performance, and technology. Yet, it doesn’t stop there with more to come from a new Escape, Mustang, Taurus, C-Max Hybrid and Fusion. The Flex is full of an array of driver conveniences, and featuring improved fuel economy, more powerful engines, and extensive safety upgrades, it is one to consider for couples with kids looking for individuality in their daily drive adventures. It’s a cool package right off the shelf that’s also easily personalized with lots of accessories available. The Flex is unlike most Crossovers on the roads today. Its hip persona has merged with the expectations of Gen X and Y auto buyers to form a long, rectangular body layered with personality and comfy enough to hold up to seven passengers with no problem. A new face, dual chrome exhaust tips, 20” rims, and color-coded roof tops and side view mirrors make for a fun and interesting owner experience. First introduced on the 2011

Its calendar can be matched with the calendar in your Smartphone, and Bluetooth audio is available as well as voice recognition through another partner dubbed Nuance. Once seated you will feel like you’re in a Suburban with all its head and legroom. Ten cup holders are positioned everywhere. The coolest feature is the power third row seat that flips to lay completely flat. But there are huge gaps between the third row floor and second row floor. The multifunction steering wheel has two sets of controls for the two digital 4.2” screens on each side of odometer. The right window shows secondary navigation, phone and music while the left side portrays mileage, fuel, and vehicle messages. Ford has done an exceptional job with its instantly recognizable Flex. It’s priced a bit high for the category it competes in, but certainly worth a look for young, innovative families.

We now must become “trackers” and builders of the new culture and civilization, creating the new Era Community. The stars’ instructive New Year message for humanity seeking to create the new world…transform all ways of living; apply the new physics unlocking new technolog; help each other; cultivate illumined minds; not be distracted by continued materialism; ask Mercury (Hermes, planet of direction) for help; follow the stars (learning their significance); apply all impressions received during Festival week. We are to stop all previous commerce and ways of being. Have courage. Create community. Observe without prejudice the course of world events. See in them the hands of the inner spiritual government. The long-awaited date,12-2112, has passed and I’m still here, and if you are reading this article, so are you. Throughout this entire year, many books, articles, websites and seminars drew attention to the impending “end of times” according to the Mayan Calendar. Here, I share with you my three favorite excerpts or “Best of 12/22 and Beyond.” First, let me begin in telling you that not one of these three articles, adaptations and quotes are more important than the other; they are all of equal value and importance. Secondly, the viewpoints given by these writers go beyond the basic points of the end of the Mayan Calendar, but rather, they give people a passageway to a different, deeper and easier understanding of what is real and what is at stake. An excerp or adaptation was taken from world-renowned visionary, futurist and author, Barbara Marx Hubbard’s book, “Birth 2012 and Beyond: Humanity’s Great Shift Toward the Age of Consciousness Evolution” ”We are being presented with the greatest opportunity that humanity has ever consciously faced together: The effort to co-create a planetary shift in time to avert global catastrophe by helping humanity to cross from ‘Here’ to our current breakdown to ‘There’ – our future of infinite possibilities. For the first time in our conscious human history, we are being given the opportunity to guide and ease our transition to the next stage of evolution. This situation is new for humanity and we are the first Earth species to consciously face evolution or extinction. Evolution operates by “punctuated equilibrium,” with long periods of slow change, punctuated by apparent, sudden jumps. For billions of years nature has evolved through creative leaps, progressing from energy into matter, to planets, to primitive Life. When we look back over Earth’s 13.7 billion year history, we can see nature’s lessons in the recurrent patterns: *Crises almost always precedes transformation. *Problems are evolutionary drivers. *Nature takes jumps through greater synergy and cooperation within and among species. These lessons are a great wake-up call for the maturation of humanity. Dec. 21, 2012 is identified by Mayan prophecy as the end of a long

cosmic cycle. Therefore, Dec. 22, 2012 has been selected to be our planetary “due date,” or the new Day One for the next era of evolution. An adaptation taken from the world-renowned Taoist author of “The Concept of Enlightenment” by Swami Anand Tathagat aka, Swami John’s article, ‘”A New Perception is Needed” says that it’s all “electromagnetic frequencies and channels.” And, right now, the channels are still changing. The trip going from one channel frequency to another frequency for many human beings can be trying. Many frequencies, many channels and many degrees of fine-tuning is what’s needed to weed out what is real and what is not. The present data channel system program running in the vast majority of human beings is dysfunctional at best. This dysfunctional channel is controlled by your mind. If you let it, it is designed to “stay there.” It is controlled by fear and a fear-based mind creates a constant, “addicted to engagement” kind of mind. This dysfunctional channel needs to be disconnected or over-ridden so it can change to a new, awakened frequency band. To clear enough room on the present dysfunctional operating system for change, we need to make space. Only by adding additional space can we gain new, clear energy transmissions. The new frequency channel bases for change is energy and light. When our mind blocks the in-coming light, the new awakened transmissions do not get through. These blocks can be removed by being quiet, still and using the traditional methods of meditation such as Qi Gong, Yoga or Tantra Yoga (sexual love, coupling). When the mind is still, the blocks can be removed and new light comes in. Since this is the last week of 2012, there are many predictions on the internet about what is likely to happen in 2013. These vary from forecasts of economic crisis to speculations about Oprah getting married as well as prophecies about the health problems of Jack

Let’s look at some of these interesting predictions before returning to the life extension theme central to this column. “Dr. Doom” is the nickname acquired by famed economist and New York University professor Nouriel Roubini when he successfully predicted the financial

crisis of 2008. Professor Roubini now predicts that in 2013 the economies of the world will again slow down and possibly shudder to a more complete halt than before. Professor Roubini recently published an article titled “American Pie in the Sky” on the Project Syndicate website in which he listed five factors that could derail the global economy in 2013. These included 1) tax increases and spending cuts in the United States that would push the U.S. into a deep recession; 2) a military confrontation with Iran; 3) worsening of the debt crisis in Europe; 4) a down turn in China’s economy; and 5) further slowing in the markets of third-world countries. Roubini has concluded that if the U.S. economy, the world’s largest, “sneezes” and starts to contract, the rest of the world would become terribly sick with what could be called a deadly “pneumonia.” Here are other conceivable and interesting predictions for 2013 now being discussed on the internet. Adam Levine from Maroon 5 being in a serious car accident. A

The movie “Lincoln” being nominated for an Academy Award. Jack Nicolson hospitalized. Susan Boyle needing to watch her health. A kidnapping involving singer Psy. Kenny Rogers’ having health problems. A famous comedian dying. A country music legend also passing. Alex Baldwin entering the political arena. A late night talk show being cancelled. David Letterman needing to watch his health. Danger involving George Clooney A 2013 prediction involving the U.S. Congress: Desperately concerned with curbing violence and gunplay in America’s schools, Congress is predicted enacting a law in 2013 making parents an actual accessory to any crime committed by a “child” under the age of 30. A strange prediction that in 2013 40,000 militant feminists will celebrate the “total and complete legalization” of abortion by getting pregnant — not to bring babies into the world, but to simultaneously abort them eight months later on in what will come to be known as “Abortion Day.” Another weird prediction being made on certain websites is that thousands of extraterrestrial refugees will arrive on Earth during the next year as their own planets begin to “disintegrate” under pressures from a “satanic force.” Although these aliens appear to be benevolent, the idea that humankind isn’t God’s unique creation is predicted to throw hundreds of millions of humans into spiritual crisis. While many of these predictions for 2013 seem to relate only to inconsequential matters and Hollywood trivia about entertainers, on a deeper level they actually involve issues of compassion and compassionate curiousity about the lives of other humans. (After all, Hollywood actors are also human beings). Considered from this more fundamental viewpoint, these seemingly irrelevant predictions and subjects have great human importance and value. Attention to them is not as meaningless as would first seem. Therefore, Dear Reader, I wish you a most happy holiday season, New Year Day and productive 2013 as possible. By Chris Hermann, ASLA CLARB Certified Landscape Architect With predicted low temperatures in the 30’s this week, we thought it would be the perfect time to talk about protecting your frost tender plants, as well as planning your garden with frost tolerant plantings. Gardens located in the valley’s lower elevations are most at risk for frost damage. Landscapes located at the valley’s higher elevations or on slopes are more likely to escape frost damage as the cold air drains down and away from plantings. During low temperatures, tender plants can be protected by covering root areas with two to three inches of organic mulch (such as bark or compost). Plants that are in containers can be moved under the shelter of a significant overhang, patio, or canopy-shaped tree. Another method of frost protection is to spread “frost cloth”– a spun bond material blanket. Frost cloth is put directly over shrubs and plants for freeze or frost protection, creating a layer that traps in the ground heat. All sides of the frost blanket must be sealed to keep the freezing temperatures outside. Do not use plastic to cover plants. Typically, if the predicted low temperature is below 40 degrees Fahrenheit, we cover our plants here at Aunt Effie’s. Keep in mind, however, that all of our plants are in containers, making them more susceptible to frost damage. The heat absorbed by
