Volunteers Needed for 75th Anniversary Celebration PALM SPRINGS – The City of Palm Springs is turning 75-years-old on Apr. 20 and the entire Coachella Valley is invited to celebrate a free party and fireworks spectacular at the historic O’Donnell Golf Course called “Thanks for the Memories! Palm Springs through the Decades” – and the city of Palm Springs is looking for a few good volunteers! “This is going to be a historic event to remember and we need all the help we can get,” said event producer Larry Abel. The air we breathe is toxic, the water polluted, the soil depleted of nutrients and drying up, the poles are melting and an orange-ish haze hovers over trapped by its own weight. We continue in our destructive ways, ignoring Nature’s rumblings of things to come. Not all have been negligent. Many have stepped up to the task of saving our home – the Earth, our lifeline. For that enormous effort to be successful everyone must take a stand and do something. In Desert Hot Springs (and across the entire Coachella Valley) a beneficial something requiring very little effort is to stop using plastic bags. Why plastic bags? They litter the environment. DHS looks like we use then for decoration there are so many strewn about his one pristine landscape. They are non-biodegradable, taking hundreds of years to break down while leeching their toxic chemicals where they lie. Coachella is here! There is a floating island of plastic waste in the Pacific Ocean larger than the United States. Bags are the second most common plastic waste. More than 100,000 marine animals are killed each year from either ingesting or getting tangled in plastic. These are some of the facts from Californians Against Waste. Many cities have banned plastic bags completely already, and some have banned all plastic packaging from fast food stores. Santa Monica, Santa Cruz, San Jose, San Francisco and some entire states are taking more serious action. There are alternatives to plastic bags: reusable and biodegradables made from corn starch are two. Folks will probably protest but given the facts, surely they will agree. An awareness program could be provided in schools and in community news sources. Give people the incentive to do the right thing. Nature is in a ‘re-bellish’ mood. I’m sure you have noticed. Jim Bendis is my landlord and owner of the Anahata Springs Spa & Retreat located in Desert Hot Springs. Bendis and his staff have been busy, like all Coachella Valley hoteliers, getting ready for the next three weekends when the Coachella and Stagecoach music festivals take place at the Empire Polo Club in Indio. One of Bendis’ staffers told me they were booked for “takeovers” the next two weekends, meaning a group of festival-goers have rented every room at Anahata Springs. However, they do have some rooms left for the Stagecoach weekend. That’s good news for Valley businesses. Why? Because Goldenvoice LLC, the promoters of the three weekend festivals, brings millions of dollars to the Valley, which has been detailed in an Economic Impact Analysis (EIA) entered into the public record as part of an Indio Planning Commission hearing. In the EIA the Development Management Group Inc., states that the overall economic impact on the “global” economy was a whopping $502.72 million! And the economic impact on the Coachella Valley was $254.42 million while the overall economic impact on the City of Indio was $89.21 million. Additionally,

It certainly was a bad idea when Indio Councilman Ascencion “Sam” Torres announced in June 2012 a tax proposal, which could have added between $18 and $36 to each $368 three-day ticket sold for the 2013 festivals. According to the EIA, last year’s sold-out Coachella festivals drew 84,957 fans the first weekend, 79,312 fans the second weekend and Stagecoach garnered 60,882 fans the third weekend to a total of 225,151 attendees. Also, the average amount of money spent by each person attending the festivals Jackie Devereaux ranged from $810.58 at Coachella to $625.67 for Stagecoach, which approximately $1.39 million in only includes camping, hotels and revenues to the general fund above transportation costs. It’s estimated and beyond any expenses incurred by the city for support services such as public safety, fire, special event planning and public works. But that’s not all. The economic impact to the economy of the entire Coachella Valley is remarkable. Using 2012 dollars, the expanded concert series of three weekends brings a staggering $996.83 million annually to the global economy. That’s nearly a billion dollars! sundries. There are several other categories for estimating how much money each person spent in the Coachella Valley when attending the music festivals. I won’t bore you with them but the estimated total amount spent by each attendee averaged $2,404.36. That’s a lot of money to spend at a concert and equal to what a week’s vacation may cost in Mexico at an all inclusive resort. Who said rock and roll was dead? Obviously it was someone who knows nothing about economics. So when you see traffic around Indio and the I-10 over the next three weekends and see long lines at the grocery and liquor stores, don’t complain. Instead smile and be polite to our

Beware of these common tax scams By Investigator Lance Colmer On the eve of the nation’s tax deadline, the IRS issued a press release on March 26 announcing a list of tax related scams. The information was a reminder to taxpayers to use caution during tax season to guard themselves against a wide range of schemes ranging from identity theft to return preparer fraud. The so-called “Dirty Dozen”list, compiled by the IRS each year, lists a variety of common scams taxpayers can encounter at any point during the year. But many of these cons peak during tax season as people prepare to file their returns. The clue that you have been ripped-off can come when you try to e-file your tax return, but it won’t go through; or when an anticipated refund doesn’t arrive; or when the IRS sends you a letter saying that multiple returns were submitted in your name. Here are a few of the most common scams from the “Dirty Dozen.”

Identity Theft: According to the IRS, identity theft tops the list as the most common tax fraud. Identity theft is when someone steals your personal identifying information such as your name, date of birth, Social Security number or other personaldata, without your permission, to commit fraud or other crimes. In the case of tax fraud, a thief may use a victim’s identity to fraudulently file a tax return and claim a refund.These false tax

Living without neighbors and no phones or newspapers, it is quite impossible to keep track of the days of the week. So if it was important for me to go to the R.R. or P.O. or to work somewhere on a certain day, I would build a fire outdoors, for instance on Monday. Then each morning I built a fire in a new spot, and so on until the designated day arrived. I was sure of it because I went back to my Monday fire and counted the days--each represented by the ashes of a fire. My son Rodney and his mother came down to take their place in the cabin. Rodney was just ten days out of the hospital and is the first white baby to be born on the Desert Hot Springs side of the railroad. So that he might have good water to drink, I walked seven miles to the R.R. station once each week, then filled canteens and walked seven miles back to the cabin. On this weekly trip I also tended to the mail. An empty canned milk box in the corner of a freight car was the “post office.” All mail for the dozen homesteading families on the desert and railroad workers was dumped into this box. Then each person who called looked through the box, picking out his own mail and neighbor’s, if any. When not in a hurry, other people’s postcards were read, newspapers and magazines perused. After the cattle company put down a steel-cased well 400 feet at Seven Palms, it turned out to be a flowing well and formed a pond 30 feet across. If the day was hot, I often walked three miles out of my way to this pond. Into the pond I waded fully clothed, holding the mail above my head in

Same Old Story-Where Are the Jobs By Kevin Powell Last Friday the markets were surprised by another disappointing jobs report. In March, the economy only added 88,000 jobs. It was the first time since June of

InvESTmEnT Know-How Kevin Powell last year that the market did not add at least 100,000 new jobs. The unemployment rate ticked down to 7.6 percent. Analysts were looking for a number closer to 200,000 new jobs. This report followed the S&P 500 hitting an all-time high last Tuesday. The weak jobs number could actually turn out to be a positive for the markets. The Federal Reserve has set a target unemployment rate of 6.5 percent before it will stop its aggressive bond buying strategy. We’ve had unprecedented stimulus packages for the past five years. And we’ve barely created more jobs than we’ve lost over that same time frame. However, until the job situation shows substantial improvement from here, the Fed will likely continue pouring money into the economy meaning the stock markets could continue increasing in value. Bond yields fell to their lowest levels since last year meaning bond prices are increasing in value. This is a positive for the stock market. The Fed’s policy is obviously helping Wall Street. Not to beat the same old poor horse, but what is being done for Main Street? Sadly, no one in Washington

seems to understand that small businesses create more than 70 percent of all jobs in the country. Why aren’t small businesses doing more? There are two very simple answers. Uncertainty about the future costs of healthcare and tight credit markets. Can you imagine trying to purchase a new home without the ability to obtain a mortgage? Very few of us could ever buy a home if we could not borrow funds. How many people actually pay cash for a new car? Until 2008, only 11% of all car buyers paid cash. Today that figure has actually doubled to 22% who are paying cash for a new car purchase. 67% of respondents to a recent Kelley Blue Book survey will buy a used car compared to only 33% saying they plan on a new car purchase. These are striking changes from past consumer buying habits. It’s obvious that consumers are becoming more conservative. No matter what bank advertisements claim, credit is still very tight. When Lehman Brothers collapsed in 2008, bank reserves were roughly $45 billion. Less than three months later, they were a whopping $900 billion. This big jump was due to the government’s TARP program. More than $606 billion went out via TARP and bailing out Fannie Mae and Freddie Mac. So far about $362 billion has been repaid but we’ll save that discussion for another time. On March 20, 2013, excess reserves for U.S. banks stood at more than $1.76 trillion! In August 2011, excess reserves were reported at $1.6 trillion. So why have banks sat on so much money even after repaying the TARP loans for the past three years? One answer is that for the first time in history, the Federal Reserve began paying interest to banks on their excess reserves in 2008. The reasoning was that it gave the Federal Reserve greater scope to use its lending programs to address conditions in credit

markets while maintaining a tighter Fed Funds Rate. However, it doesn’t appear that anyone in the government expected banks to allow their excess reserves to swell to such huge amounts. Please don’t ignore the fact that having so much cash in our banking system is a good thing when compared to the problems in Europe and especially those that came to light in Cyprus last month. If the Fed were to require banks to lower their current excess reserves by just 10 percent ($176 billion) and put that money into a new small business loan pool, you would see huge improvements in the job market. $176 billion could create 2.34 million new jobs paying $75,000 a year! That would cut the current unemployment rate roughly in half. How many new homes and cars and major appliances do you think would be purchased if

this happened? As sales of those items increased, that would lead to more jobs in those sectors. If you want to create jobs, stimulate small businesses. Come on Washington, DC. It’s really

Insurance: What is the Best Solution when you are still working at 65? If you continue working at age 65, you may be reluctant to making changes on your medical plan as you are comfortable with your employer’s health plan. It only requires analysing the cost comparison and conditions of giving up your plan. If you remain working and leave the plan, you may be able to reenroll during the employer’s Annual Open Enrollment period, if you were to switch to Medicare and decide to switch back. Retiree plans with corporations or government do not allow you to re-enroll after you have left the plans. A main consideration of leaving the group plan would be if you have dependents on your plan, who are not healthy and may not be able to qualify for other insurance plans. If you have family members with medical problems, then you must stay on your plan to keep their coverage. You have paid into Medicare through your payroll deduction. This means that you are entitled to Part A of Medicare at 65, which covers Hospitals, Skilled Nursing Facilities, Blood and Hospice. You must then enroll in Part B, which covers Professional Services. The cost of Part B for the average worker for 2013 is $104.90 and higher for individuals with modified adjusted gross income (MAGI) over $85,000 and couples with MAGI exceeding

$170,000. Part A and B comprise the coverage for basic health plans. Once you enroll in Part B, then you must select a plan for Prescription Drugs and either a Medicare Supplemental plan or a Medicare Advantage plan. At age 65, a plan F Medicare supplement plan will cost approximately $125 per month and a prescription plan will run from $15 to $100. So, if you paid $50 for a prescription plan, $125 for the supplement and $104.50 for Part B, your total would be $279.50 per month. But here is the comparison; Plan F will pay all costs not paid by Medicare primary benefits. Most group health plans have Co-payments, Co-sharing (80/20 percent plans) and an out of pocket maximum to reach before they pay 100 percent of claims. Thus your true out of pocket will be a combination of the out of pocket maximum and

the group premium. Group plans are the primary Payor or claims, not Medicare, and claims will be paid according to the Group plan model. Many clients have asked me why they will pay less overall by transferring to Medicare and get better coverage. It seems confusing that their company offered them these great retiree benefits, which are now costing them more than they could get through the combination of plans with Medicare. Group insurance is very expensive and employers have made cuts on premiums they are willing to pay and they must select plans that are affordable for them. It could cost you much more to stay on the group plan. If you employer is paying 100 percent of the premium and you are rarely ill, then it may pay you, to stay on the plan. You can cancel their plan at any time and enroll in Medicare as you have Credible Coverage and are not subject to penalties for late enrollment. You are guaranteed issued on Medicare and Supplement plans at that time. This is an important decision is cutting costs in retirement years. After all, at Pegasus they see miracles happen every day. However, they do have an 18-year-old tradition of gathering for an Easter Sunday Brunch and fundraiser that is

the closest thing to an Easter Parade that you can find in the Desert. It’s not only colorful, it’s informative. For more than 25 years, Pegasus Riding Academy for the Handicapped has provided a place where children and adults of all ages, with all types of disabilities, can come for full body range of motion exercise on horseback, hence its name: “Equine Therapy.” The walking motion of the horse’s body against human legs, massages all the muscles used in humanwalking and is an inspiring and exciting experience for these whose life is spent in a wheelchair or with disabilities. For those riders who are physically impaired, riding, along with mounting and dismounting a horse, helps prevent atrophy from affecting those still good muscles the rider has. Mentally challenged riders

also benefit emotionally and psychologically from Pegasus’ programs by learning how to concentrate and follow directions along with the sense of accomplishment from being able to steer a large horse. Autistics, which make up about 50 percent of Pegasus’ riders, often have difficulty bonding with people, a short attention span and problems communicating. In the riding ring autistics are able to bond with an animal, developing trust and confidence. Once

in the riding ring many autistics become suddenly attentive and some have found ways to communicate … not a bad little miracle. Riders come from public sources in the Coachella Valley, such school districts, on-profit organizations like Angel View Crippled Children Foundation, the Palm Springs Stroke Recovery Center, as well as private referrals from physicians and physical therapists. Age is no barrier, Pegasus’ youngest rider is three years of age, while the oldest are in their 80’s. Neither is anyone turned away because of the severity of his or her disability; all riders at Pegasus make some progress…little miracles all. Pegasus Riding Academy for the Handicap was founded more than 25 years ago by local philanthropist and horsewoman, Lori Sarner who, while dividing her time between Palm Springs and London, (where she was the only American woman permitted to ride the Queen’s horses), spearheaded a volunteer-based organization where the needs of the riders and horses are paramount. It is because of her drive and personality that she was able to bring together a largely volunteer staff to run the organization to which she still devotes her time and expertise as president. The force of Sarner’s personality enticed former television executive Robin Montgomery to serve as Executive Director of Pegasus and transformed Chase Berke, an award-winning graphic designer who had never touched a horse before joining Pegasus as a volunteer about 10 years ago, into the organization’s Program Manager. There are now more than 100 registered volunteers. All Pegasus volunteers receive special training for their work and are required to have the patience and sensitivity that their jobs demand. Of courses, Pegasus would not have achieved its current level of success without its horses. Each Pegasus horse has been trained to accept riders who might scream, cry, kick, throw their helmets, have tantrums in the saddle and ride with respirators humming. Every week, from October to May, these horses carry riders through a series of exercise, routines and challenges designed to improve the riders’ well being and selfesteem, all while having fun. It’s work that requires constant training as well as gentleness and extraordinary patience on the part of the horse. Want to learn more about this remarkable organization? Coachella brings its ‘A’ game to Indio this weekend (and next!) By robert Kinsler

North America’s most anticipated and groundbreaking annual music event arrives right here in the Coachella Valley this weekend. The 14th Coachella Valley

Music & Arts Festival will be held April 12-14 and 19-21 at the Empire Polo Field in Indio, with the same lineup of stellar artists scheduled to perform both weekends. This year’s event offers up an eclectic mix of rock, Americana, punk, electronica, ska and urban artists set to showcase their sounds. Sure the days (and nights) can be long, and the weather can be unpredictable, but the rewards are big time and the overall experience incredible. Here is a rundown of some of the artists I am most excited to see. Fridays, April 12 & 19 The Stone Roses and Blur are two of the most popular and seminal Britpop bands in memory, and their headlining performances will likely prove why both bands are so beloved in the U.K. There are plenty of other artists that

American synthpop outfit Passion Pit turned in an incredible performance back in 2010 and is back again on the heels of the release of the excellent 2012’s “Gossamer.” Other eagerly-awaited returning acts include alternative Southern rock outfit Band of Horses, Maryland’s dream pop duo Beach House, former Smiths guitar great Johnny Marr, England dance punk troupe Foals and singersongwriter James McCartney.

Saturdays, April 13 & 20 French alternative rockers Phoenix tore it up in Indio three years ago on the second stage, but are now back as rightful headliners and will undoubtedly bring their high-octane sounds to excite the sold-out event both Saturday nights. There is an overabundance of other great artists that will be playing across the festival. Icelandic post-rock ensemble Sigur Rós, electronica dance pioneers New Order, experimental rock quartet Grizzly Bear, Scottish outfit Franz Ferdinand, Celtic punk group Dropkick Murphys and genre-busting composer/ musician/deejay Moby are all must-sees, unless two of the acts happen to be performing on different stages at the same time. 8TH Annual Desert Garden Tour PALM SPRINGS - The Desert Horticultural Society of the Coachella Valley is sponsoring their 8th Annual Desert Garden Tour in Palm Springs on Sunday, Apr. 14 from 1 to 4 p.m. Online registration is recommended: deserthorticulturalsociety.org. Onsite registration for the tour will be available from 1 to 3 p.m. at the Wellness Park on the corner of Via Miraleste and Tachevah in Palm Springs. All guests need to check-in at registration to receive a hand stamp and tour map. The self-guided tour is free to DHSCV members, $10 nonmembers, and $5 students. On site payment must be in cash.
