New Arrivals Fort Belvoir Lodging

Temporary housing may be available for new arrivals and visitors. Fort Belvoir has 539 rooms available and 12 distinguished visitor rooms. Reservations may be made 6 months in advance for personnel with official orders, TDY and PCS. Personnel with no official orders can make space available reservations seven days in advance, for five nights. Civilian Personnel

Officials at the Civilian Personnel Advisory Center (CPAC) advise about job vacancies, requirements and examinations, and provide information on training opportunities, awards, performance management, position descriptions, leave, salary, benefits and other related topics. More information about civilian personnel appropriated fund job opportunities may be obtained from www.armycivilianservice.com or at the Fort Belvoir CPAC, Bldg. 320. Wednesday, 8:30 a.m. to noon. Soldiers separating or retiring from the service must have an appointment, which is given at the 30-day briefing. All others should schedule an appointment with customer service. Please call the customer service desk at (703) 805-2501. Reservists must call (703) 8055321/2501 for an appointment. Soldiers in processing must report to their units to schedule an appointment.

Identification Cards

Identification cards for Soldiers, family members and civilian employees can be obtained at the ID Card Section in Bldg. 213 on 20th Street. Soldiers may renew ID cards by reporting with supporting documents, such as promotion orders for E-5 and above or enlistment contracts. Civilian employees will be imbedded into the DEERS system by their civilian personnel office and contractors will be verified in the DEERS system through the contract verify system (CVS). Wait times are longest during the peak operating hours from 11 a.m. to 2 p.m. Military family members must meet one of the following criteria to obtain an ID card: a. Be accompanied by their sponsor;

b. Present a signed and notarized DD Form 1172; c. Present a DD Form 1172 verified by any ID card-issuing facility; or d. Present a general power of attorney. Initial DEERS enrollment requires mandatory disclosure and verification of Social Security numbers of all beneficiaries of the uniformed services' health care system. Failure to disclose a SSN when enrolling in DEERS will result in loss of eligibility for medical care benefits in military treatment facilities. Additionally, you must have certified copies of your marriage certificate for spouse, divorce decree if beneficiary was previously married, certified birth certificate for children/step-children, and a final adoption decree if the family member was adopted. A hospital confirmation of birth letter can be used in place of a birth certificate for a child under the age of one year. Everyone must be enrolled in the DEERS data base before an ID card can be issued, or before medical treatment can be given. Dependents 21 through 23 years of age remain eligible for an ID card if they are pursuing a degree full-time at an accredited college. Dependent must have a letter from the registrar's office

on the school's letterhead stating that that the dependent is a full-time student, how many hours they are attending, and an anticipated graduation date, along with a point of contact. Dependent ID cards can be renewed 90 days from the card's expiration date, with the exception of a dependent that is turning 65 years of age. These ID cards can be renewed on the first of the month of the 65th birthday or any day thereafter. (Don't forget your Medicare Part A and B Card for sponsors and dependents turning 65.) The ID card facility is located at the DEERS office, 5815 20th Street Fort Belvoir, Va. 22060, (703) 805-5578. Hours are Monday thru Friday, 7:30 a.m. to 4:30 p.m. (doors close at 3:30 p.m.) On the third Wednesday of each month the facility closes its doors at 3 p.m. Phone: (703) 805-5578. Vehicle and Firearm Registration

The Staff Sergeant John D. Linde Visitors Processing Operation Center at Tulley Gate conducts firearm and bicycle registrations. The center operates from 8 a.m. to 5 p.m. Monday through Friday. For additional information call (703) 806-4891. Military members and their families who are assigned, attached or residing at Fort Belvoir billeting or quarters must register all privately owned firearms within 72 hours of being brought on to the installation. Registration is not required for firearms that are permanently stored off post. Firearms are not allowed to be stored in Fort Belvoir billeting. You will need to see your unit for storage of weapons. Visitors and guests must enter Fort Belvoir through Tulley Gate during normal operating hours from 5 a.m. to 9 p.m. After 9 p.m. visitors may enter through Pence Gate. Drivers must show a valid driver's license and all adults must show valid identification. Vehicles are subject to random searches. Phone: (703) 806-4891/4892.

Motorcycle Safety

Successful completion of a Motorcycle Safety Foundation Course is required to register a motorcycle at Fort Belvoir. Evidence of course completion from other areas will be accepted. Training is conducted at Fort Belvoir, March through September. Only ten people can be enrolled per course and enrollment is on a firstcome, first-served status. Phone: (703) 806-3305

Speed Limits

The speed limit on post varies, but is 15 mph in all housing areas unless otherwise posted. Speed limits are enforced using radar, especially in housing areas, due to the presence of children. Individuals cited for moving violations will receive a United States Magistrate ticket, requiring either the payment of a fine or appearance in

Magistrate Court. Please obey all speed limits, traffic laws and signs.

Household Goods

Household goods movements (inbound, outbound and non-temporary storage) and personal property entitlements matters are handled by the Joint Personal Property Shipping Office, Washington Area (JPPSOWA). This office moves more than 63,000 shipments of household goods annually for members of all five branches of the armed services and Department of Defense employees. JPPSOWA is located in Bldg. 1466, at the corner of 5th and Gunston Roads. Hours are Monday through Friday, 8 a.m. to 4:30 p.m. A wealth of helpful information is contained on the JPPSOWA Web site, at www.belvoir.army.mil/JPPSOWA. Phone: (703) 806-4900

Severe Weather

Fort Belvoir has an emergency plan to respond to severe weather and inform the community of changes to operating status. A 24-hour hotline provided by the Fort Belvoir Public Affairs Office can be reached by dialing 703-8053030. The installation also has agreements in place with several radio and regional television stations that will announce any changes in Fort Belvoir's operational status. Family Housing Fort Belvoir housing is privatized under the Army's Residential Communities Initiative program. The program's goal is to improve the quality of life for military families by offering safe, affordable and attractive residential communities. The intent of the program is to provide military families the same quality of life in housing as the civilians they defend. Clark Pinnacle Family Communities is Belvoir's development partner. The Army and Clark Pinnacle came together on Dec. 1, 2003, to form a new entity that owns the housing - Fort Belvoir Residential Communities LLC (FBRC). While FBRC is the owner, various members of Clark Pinnacle handle all of the day-today construction and operations activities. Clark Pinnacle's years of national experience in developing, constructing and managing residential communities will ensure that the military families at Fort Belvoir receive modern homes and amenities as well as exceptional services. Clark Pinnacle is a partnership

between developer Clark Realty Capital of Bethesda, Md., and property manager Pinnacle of Seattle, Wash. Clark Realty Capital and affiliates are providing the development, design, construction and asset management of the housing at Fort Belvoir. Pinnacle is providing property management services for Fort Belvoir housing.

Housing Registration

All military members with families are required by the Department of the Army to report to the Family Housing Office as part of in-processing. Military personnel must have their permanentchange-of-station orders before they can apply for on-post housing. Fort Belvoir homes are available to active duty military members from all service branches assigned to Fort Belvoir and the National Capital Region. As new families arrive at Fort Belvoir, they will be directed to the Welcome Center where they will be greeted by a team of professionally trained housing consultants. A housing

consultant will provide new families with a tour of Fort Belvoir and their potential new home. The tour includes a discussion of the history of the region and the post, and the activities and amenities residents will enjoy while living on post. The Family Housing Welcome Center is located at 5994 12th Street. Normal operating hours are Monday through Friday, 8:30 a.m. to 6 p.m. The Web site is www.thevillagesatbelvoir.com. Welcome Home!

Homes at Fort Belvoir offer at least three bedrooms and two full baths, dishwashers, and nine-foot ceilings on the first floors. Each home also has a twocar garage. They are ENERGYSTAR™-certified, computer ready and include many upgraded features such as cabinets and flooring. The neighborhoods promote pedestrian-friendly living through walkways and alley-accessible garages.

Communities also include several handicap-accessible, ranch-style homes, a new welcome center and some small retailers. There are also 25 townhomes located above the shops in the Fort Belvoir Town Center that are available to all ranks.

Service Requests

Residents should place a call to the centralized maintenance phone number at (703) 454-9797 in order to request maintenance service. Maintenance requests can also be submitted via email or on the Web site at www.villagesatbelvoir.com. Service requests are placed into one of three categories: emergency, urgent or routine. A work order number is issued at the time of request for tracking. Residents should clearly state their name and address and

the nature of the problem when submitting a service request to ensure a proper response. Residents should also provide permission to enter their home, or request a morning or afternoon appointment. Clark Pinnacle strives to respond to all routine maintenance requests within 72 hours. In addition to 24-hour maintenance service, Clark Pinnacle provides yard maintenance for each home. Military families no longer have to cut grass, rake leaves or shovel snow from public sidewalks in front of their homes. Phone: (703) 454-9797

Residential Communities Liaison Office

The Fort Belvoir Residential Communities Liaison Office (RCLO) was established Dec. 1, 2003. As the Army's liaison to FBRC partnership, the

RCLO mission is to represent the family housing residents in dealing with the housing and installation staffs at Fort Belvoir. In general, and under normal conditions, residents will interact routinely with Clark Pinnacle's property management office for day-to-day items related to family housing. However, from time to time, the residents may have a need to contact the RCLO to share their opinions about family housing or discuss other issues that may arise. The RCLO may act as a mediator between the residents and the property management team on any unresolved issues or concerns. RCLO also handles the Housing Services Office (HSO) and the Set Aside Program. For off-post rental listings, please stop by their office located in the Welcome Center. The Army Community Service (ACS) Center, located in Bldg. 200, is dedicated to improving the quality of life of military families through education, information and support services.

ACS Programs

Army Family Team Building (AFTB) provides three levels of training for family members, Soldiers, reserve components, retired military and DoD civilians and their family members. Level I is Navigating the Military and teaches self-reliance, family preparedness and is a force multiplier for Soldier readiness, performance and retention. Level II is Management Skills and Level III, Leadership Skills. Soldiers can receive promotion points for completing each level. Training is also available for professional development for Soldiers and can be done at the unit's location of choice. (703) 805-1150. Army Family Action Plan sponsors an installation community symposium annually. All issues and concerns are addressed at the installation level and tracked quarterly. Employment Readiness

Program is a one-stop employment assistance center. Services include direct referrals, a large job bank, and personal employment counseling. Workshops are held regularly on such topics as completing job application forms, conducting job searches, interviewing for jobs, and a variety of jobrelated subjects. Exceptional Family Member

Family Advocacy Program

provides educational programs and support services aimed at strengthening family relationships and alleviating the stress of everyday family life. Financial Readiness Program (FRP) provides budget planning, debt liquidation, checking account management, financial counseling and consumer edu-

The installation volunteer coordinator helps community agencies recruit, train and recognize volunteers, and find people and groups willing to help. There are two child development centers operated by CYSS. The North Post Center is in Bldg. 1745, across the street from Fort Belvoir Elementary School. The South Post Center offers full-day and hourly care programs. The School Age Services (SAS), located in Bldg. 950, offers before and after school care for students attending Fort Belvoir Elementary School in first through sixth grades, as well as part-day preschool and before and after school care for kindergarten-aged children. The developmental program offers a homework center and computer lab. Hours are 6 a.m. to school departure and return from school to 6 p.m. Part day preschool hours are 9:30 am -1:30 pm. There is no preschool on Fairfax County school holidays. Transportation between SAS and the Fort Belvoir Elementary School is provided by Fairfax County Public Schools. day. However, it is preferable that the morning hours are used since the clinic only has one doctor and that doctor has scheduled exams in the afternoon. Reservists on active duty less than 30 days are authorized emergency care only to relieve pain. Those on active duty orders more than 30 days are authorized care, however, they must provide a copy of orders or any amendments. Family members must be enrolled in the United Concordia Dental Plan by their sponsor and seek civilian providers. The clinic will only take care of an extreme emergency to relieve the pain until the family member can be seen by a civilian provider. The clinic does do school screenings for children. EDUCATION CENTER

The Barden Education Center, located at 9625 Belvoir Road, Bldg. 1017, provides programs ranging from basic

Fort Belvoir's Van Noy Library carries a wide variety of newspapers, magazines, reference materials, talking books, videos, and the latest fiction and non-fiction books. Computers are available for Internet research and word processing. A wireless server provides internet access to users with laptops and other mobile devices. Fort Belvoir has an active, award winning recycling program in which each person living or working here can be proud to participate. Recycling is mandatory per Fort Belvoir policy for all residences, office buildings, and tenant organizations.

Recyclables are collected from family housing areas every Monday (except federal holidays). Residents should place newspapers; clear, green and brown glass; aluminum and metal cans; and #1 and #2 plastic bottles in the green bins provided with quarters at the curb by 7 a.m. Please rinse food containers and remove lids from glass and plastic containers. No additional sorting is required. Office building collection operates Monday through Friday in more than 215 buildings. Look for the collection boxes in each building for white paper, mixed paper, newspaper, aluminum cans, glass containers and plastic bottles. As with family housing, please rinse all beverage and food containers and remove all lids from these containers. Cardboard can be deposited in any one of the green cardboard collection dumpsters located across post - please make sure that the cardboard is broken down and inserted through the slot. The Recycling Center, Bldg. 1089, collects all of the items listed above, as well as cardboard, phone and other old/used books, plastic bags, laser toner cartridges, waste motor oil, and scrap metal. Additionally, the Recycling Center is the household hazardous waste collection point. Materials collected through this program are leadacid batteries, oil based paint, herbi-

cides and pesticides. Please make sure all materials are in their original containers and that waste oil does not contain any fuel or other contaminants. Recycling Center hours are Monday through Saturday, 7 a.m. to 4 p.m., and Sunday, 7 a.m. to noon. RED CROSS

The American Red Cross provides a 24 hour emergency communication link between Soldiers and their family members, access to financial assistance in times of emergencies, disaster assistance, and information and referral services. A full range of disaster and health and safety courses, including babysitting and CPR/AED training, are available as well as many opportunities give back to the Fort Belvoir community as a volunteer. Through the American Red Cross Hospital Outreach Program, we are able to provide volunteer and material support to America's wounded, ill and injured service members, veterans and their families. Active duty members, retirees, spouses and civilians give their time in support of Fort Belvoir Community Hospital with volunteers providing assistance in various clinics throughout the facility. The Installation Safety Office (ISO) ensures that all workplaces and activities at Fort Belvoir are free from hazards. SCHOOLS Grades K-6

Fort Belvoir Elementary School opened in September 1998. Part of the Fairfax County Public School System, the school is a state-of-the-art facility that enrolls more than 1,300 students in kindergarten through sixth grade. Within the 136,000 square-foot facility there are four instructional wings with 57 classrooms and numerous resource activity spaces. A media center is the focal point of the building, with three instructional reading areas, a large children's library collection, online catalog and circulation stations, a TV studio and a bank of computers for staff and student use. Transportation is provided to all three schools from Fort Belvoir. Paperwork necessary for registration includes verification of residency - such as a letter from housing assigning government quarters on Fort Belvoir, a birth certificate, proof of vaccination, and a copy of a school physical. State law requires that all children entering sixth grade have the Hepatitis B vaccine. Claims

Persons seeking advice or wanting to file claims for damage to personal property due to household goods shipment or for any other reason should visit the Fort Belvoir Claims Office in Bldg. 257, on the corner of Belvoir Drive and 23rd Street. The Claims Office also provides guidance and assistance to personnel filing claims directly with the moving companies, also known as transportation service providers (TSPs), through the online Defense Personal Property System (DPS) using the Full Replacement Value (FRV) program. Claimants must provide notice in writing to the TSP of all damage and loss within 75 days of delivery. Failure to submit notice within 75 days may result in denial of the claim both by the TSP and the Claims Office. The Claims Office can assist members in submitting notice to the TSP. The best practice is to submit your notice of all damage and loss to the Claims Office within 70 days to ensure receipt by the TSP within 75 days. The actual claim paperwork

must be submitted directly to the TSP within 9 months of delivery to be eligible for full replacement value. Please contact the Claims Office for guidance on filing with the Army if you are not able to resolve your claim with the TSP. Non-FRV claims must be submitted to the Army within two years of delivery. USO The United Service

Organization of Metropolitan Washington is a nonprofit organization that provides a variety of services to military members and their families. Fort Belvoir's USO Family Support Center offers programs ranging from food assistance, emergency housing, and children activities, to adult programs. USO co-sponsors job fairs for transitioning service members. Each year at Christmas, USO provides donated rooms for visiting family of military members stationed in the area, "Holiday Hotel." travelers. USO Metro provides service members with free or discounted tickets to theater, sports and other cultural events (limit two tickets per month per military member). Accotink Bay Wildlife Refuge Environmental Education Center

Opened in 2000, the center provides information regarding the refuge complex and the installation's natural resources through displays, videos, brochures, and interpretive programs. Environmental Education Center is situated at the entrance to the Accotink Bay Wildlife Refuge. SWIMMING POOLS

The Fort Belvoir pools offer group instruction and private lessons, and even aqua-aerobics. The pools are also available for special events. The two outdoor pools, located on Gunston Road on South Post and near the PX/Commissary shopping center on North Post, are open from Memorial Day through Labor Day each year, from noon until sunset.

YOUTH SERVICES

This program is a high-energy whirlwind of activity for youths ages 6 to 18. YS sponsors a variety of programs offering opportunities in life skills, citizenship and leadership, sports and fitness, leisure, recreation and the arts, and mentoring, intervention, and support services. The sports program offers baseball, T-ball, football, soccer, basketball, track and field, and golf. Jackson Miles Abbott Wetland Refuge

In 1988, Fort Belvoir established a second refuge, the Jackson Miles Abbott Wetland Refuge, to protect another sensitive wetland area and to provide opportunities for wildlife watching. This refuge has a one-mile asphalt trail with an observation deck overlooking the wetland area. It also offers fishing (including handicapaccessible fishing piers) in Mulligan Pond. A Virginia state fishing license is required. The refuge is open to the public from dawn to dusk, seven days a week.

History Army historians recognize 1912 as the birth of what is now Fort Belvoir. We mark our Centennial in 2012 to celebrate the rich history of the past century. The 8,656-acre tract along the Potomac River that is now Fort Belvoir was once part of a grant from a 17th century English king. Control of the land, known as the Northern Neck, was handed down through the Culpeper family to Thomas, the sixth Lord Fairfax, who, in 1734, persuaded his cousin, Col. William Fairfax, to come to Virginia and oversee the family's holdings. In 1741, Col. Fairfax built his home on 2,000 acres of what is now much of the South Post peninsula. The mansion sat on a high bluff overlooking the Potomac. Col. Fairfax named the estate Belvoir, which is French for "beautiful to see". Col. Fairfax's eldest son, George William, befriended young George Washington, who at age 16, came to live with his elder half-brother Lawrence at nearby Mount Vernon. The Fairfax family made Belvoir a center of culture and aristocratic elegance in the Virginia wilderness, and the family frequently entertained members of colonial

Virginia society. Washington was a frequent guest at Belvoir. Col. Fairfax died in 1757, and he and his second wife, Deborah, are buried on the estate grounds. George William Fairfax and his wife, Sally, returned to England in 1773, and the Fairfax family rented out the land and home until 1783, when it was mostly destroyed by fire. The mansion was further damaged by British cannons when U.S. military forces on the peninsula engaged British ships leaving Alexandria after the burning of Washington on their way to Fort McHenry in September 1814. The Philip Otterback family purchased the Belvoir peninsula in the early 1840s and made it one of the largest fisheries on the Potomac River. The District of Columbia purchased 1,500 acres from the Otterback family in 1910 for a proposed prison. Local citizens objected to the plan, and the land was transferred to the War Department in 1912. In 1915, engineer troops from Washington Barracks, now Fort McNair, established "Camp Belvoir" as a rifle range and training camp. The name was changed to Camp A.A. Humphreys Dec. 23, 1917, when the Corps of Engineers began construc-

tion of a major camp during an unusually bitter winter to train engineer replacements for World War I. The post was renamed Fort Humphreys in 1922 to indicate its permanent status. In recognition of its colonial-era significance, it was redesignated Fort Belvoir in 1935. From its establishment until 1989, Fort Belvoir was home to the Army's Engineer School, training more than 700,000 officers and enlisted soldiers for service in all major wars and peacekeeping forces worldwide. In 1988, the post was transferred from the U. S. Army Training and Doctrine Command to the Military District of Washington. In 1989, the last Engineer School class graduated from Belvoir and the school completed its move to its new home at Fort Leonard Wood, Mo. Today, Fort Belvoir serves as a strategic sustaining base as part of the National Capital Region District of the Installation Management Command. The post retains strong ties to the Military District of Washington for many operational matters.

MEDICAL FACILITIES & SERVICES The Fort Belvoir Community Hospital is the newest and most stateof-the-art military treatment facility within the Department of Defense. The hospital, which opened in August 2011, is part of a integrated health care system under the Joint Task Force National Capital Region Medical (JTF CapMed) providing world-class health care to the nation's service members and their families. The $1.03 billion, 1.3 millionsquare-foot facility is one of the first military treatment facilities to use evidence-based design principles to increase patient outcomes, decrease recovery times and to maximize provider and patient safety. Nature and its healing effects also play a large role in the hospital's design and is a heavy theme throughout the facility's five pavilions - Meadows, Sunrise, Oaks, Eagle and River. Fort Belvoir's new hospital has a seven-story main structure, flanked on each side by two outpatient clinic areas providing both primary and specialty care. In total, it consists of 120 beds, five total buildings, 3500 parking spaces, 44 clinics, expanded pharmacy services, 430 exam rooms, 10 operating rooms, two DaVinci surgical systems, two linear accelerator cancer/oncology systems, and one of the military's only dedicated substance abuse programs. The expanded outpatient specialty care brings the care closer to home and reduces the need for patients to drive

30+ miles to Walter Reed National Military Medical Center. Fort Belvoir Community Hospital inpatient services have expanded threefold in volume and encompass a full spectrum of medical specialties, once more placing advanced care closer to beneficiaries in Northern Virginia (National Capital Region). Fort Belvoir Community Hospital is at the forefront of evidence-based health care design. The facility design creates an environment that is therapeutic, supportive of family involvement and efficient for staff performance. It integrates research-based architectural design and holistic health care practices that result in improved patient outcomes, privacy, comfort and safety for both patients and staff. The design process for the new facility incorporated many evidencebased design concepts. One of which is nature's healing power - each of the five pavilions is inspired by nature, from the color scheme and the floor tile patterns to the wall murals and pictures. Perhaps most noticeable are the four large swoops atop Meadow, Sunrise, Eagle and River Pavilions. The swoops pay homage to Fort Belvoir's large Bald Eagle population and Eagle preserve wetlands near the Potomac River. Functionally, the swoops collect rainwater and funnel it to large cisterns built under the facility. The cisterns are used to irrigate the gardens and other landscaping areas on the medical cam-

pus. The swoops also protect heating, ventilation and air conditioning equipment from weather, which increases equipment efficiency and lifespan.

Eligibility

The sponsor is responsible for ensuring family members are enrolled in the Defense Enrollment Eligibility Reporting System before seeking medical care at military facilities or through TRICARE. Enrollment is initiated through the ID Cards/DEERS Enrollment Office on Fort Belvoir, Bldg. 213. Patients must present a valid military ID card at any military medical facility prior to receiving care.
