WOOLSEY/BELL FIRE ANIMALS RESCUED

ast Friday as the fires merged and began their trail of destruction, animal owners loaded up their livestock and began

the arduous task of finding safe havens for their animals. Pierce College was the first to fill up and the migration came to the

T

wo women were driven to the LAFD fire station 74 about 11:00 PM Nov. 1st seeking help Thursday night after being critically wounded in a drive-by shooting, authorities said. The women were walking on the 10800 block of Scoville Avenue near Jayseel St. when a suspect drove by and fired several shots at them, LAPD said. Firefighters administered

medical treatment to the women before transporting them to Holy Cross Hospital in critical condition. Police had initially reported that this was a car-to-car shooting, but they now say the women were on foot at the time. No description of the shooter or the shooter’s vehicle was immediately available. The incident remains under investigation.

Carnage Continues In Tujunga

A

nother hit and run incident happened Tuesday November 3rd at the intersection of Apperson and Tujunga Canyon. Four people were injured in a three car collision that saw one car flipped on its roof and a third car fleeing down Apperson. Neighbors from the surrounding apartments reported hearing the loud crash and the screech of tires

as a “light colored, maybe silver car sped away down Apperson following the crash.” The LAFD arrived within 5 minutes but the LAPD did not respond for almost 45 minutes after the accident was reported. Neighbors sat on their balconies and the sidewalk watching as the accident victims were loaded into ambulances and driven to local hospitals.

Fire On 210 East Threatens Homes

S

aturday afternoon brought the reality of fire damage to Sunland-Tujunga. At approximately 1:00 PM, a car fire ignited the brush just before the Sunland off-ramp on the 210 E. Freeway. Passer-byes called in the car fire but before the LAFD could get to the scene, it spread to the brush alongside the road. (Continued on Page 4)

Foothills Mission’s Halloween Kid-Friendly Haunted Maze Delights Families

A

lmost 1200 children and parents delighted in the fifth annual kidfriendly Haunted House on Halloween night in downtown Montrose at the Church of Scientology Mission of the Foothills. As a gift to the community, the Mission of the Foothills transforms into a Halloween maze. Highlights included a kid-appropriate graveyard, a spidery haunted mansion graced by Gomez and Morticia Addams, a witch with her cauldron and potions, and new this year, a toxic waste scene complete with ailing hazmat actors and skeletons and cute giant rats. Children received glowstick bracelets and candy throughout, attendees got photos taken by a professional photographer and parents received a gift bag with candy and a copy of the booklet, The Way to Happiness, a common-sense guide to happier living. “This truly was a wonderful

Talin Emmerson Receives Biola University’s Highest Academic Scholarship Talin Emmerson from Tujunga, CA is one of 155 students from Biola University to be awarded the President’s Scholarship - the highest academic scholarship a student can receive at Biola. Each recipient is awarded $19,000 with the potential to renew the scholarship each year they are enrolled at Biola. A reception to celebrate the students who received the President’s Scholarship was held on Friday, Oct. 26, 2018 at 4:30 p.m. School deans and faculty attended to congratulate and encourage students on their academic journey. Biola awards scholarships ranging from $6,000 to $19,000. Eligibility for the President’s Scholarship is based on the student’s unweighted final high school GPA and scores received on the SAT or ACT. Students awarded with a President’s Scholarship must maintain a 3.2 GPA to renew their scholarship

Don Cates Nov. 17, 1944 - Oct. 26, 2018 After a prolonged time in a convalescent home, Don passed away in the arms of his beloved wife Peggy. He is survived by his wife Peggy Cates, his son Ronnie Shutt and daughter Robin Shutt. Dear Rusty: My wife contributed to Social Security before and after working alongside her first husband in their business, but with no contributions during that period. In more recent years she taught public school for enough years to qualify for NV PERS. Social Security is telling us that when she starts her PERS at age 65 about 40 percent of her SS will be taken away. To us the two should be totally separate. Dear Upset Husband: If your wife is eligible for Social Security on her own record, and she will also get a pension from Nevada’s Public Employee Retirement System (PERS), then her Social Security benefit will, indeed, be affected by Social Security’s Windfall Elimination Provision (WEP) when she starts her PERS pension. The WEP provision was enacted by Congress in 1983 as part of a broader program to restore Social Security to solvency against looming financial issues. According to the Social Security Administration, WEP was intended to create better equality in how benefits were computed for those who worked their entire career contributing to

City Victim Service Coordinator gave us in an insight into what the city is doing to abate crime in our community and how they are set up to assist victims of crime. The logic was that, since the Social Security benefit computation is intentionally weighted toward lower-earning workers, to compute benefits in the same way for those who did not contribute fully to Social Security was unfair because they also receive an enhanced pension in addition to Social Security. The WEP reduction is mitigated if someone has more than 20 years of substantial earnings from employment which contributed to Social Security, and WEP goes away if one has more than 30 years of substantial SS-covered earnings. There is also a maximum WEP reduction for each year, and the reduction cannot

But there’s other bad news: when your wife is eligible for Social Security spousal or survivor’s benefits and her PERS pension has started, she will be affected by another provision called the Government Pension Offset (GPO). The GPO reduces spousal and/or survivor’s benefits by 2/3rds of the amount of the non-covered pension, which can entirely eliminate the Social Security spousal or survivor benefit. And the rationale for GPO mirrors that for WEP. I know it will be small comfort, but you are hardly alone when it comes to being upset about your wife’s Social Security benefit being reduced by WEP. I understand your contention that “the two should be totally separate” and there are many, including some members of Congress, who share that view. In fact, there is a bill before Congress now known as H.R. 1205 - The Social Security Fairness Act - which proposes to eliminate both WEP and GPO. Unfortunately, that bill has made little progress despite having about 188 bipartisan cosponsors, and little prospect for passage seems possible at this time. While I know this doesn’t relieve your displeasure about WEP, I hope it at least somewhat clarifies why it was enacted and how it works.
