Young people’s ID card is invalid in Denbighshire

A PRESTATYN mum is furious after being told her daughter’s citizen card is not accepted on Denbighshire premises despite being part of a government and police approved scheme.

Tracey Thomas contacted the Visitor to tell how numerous supermarkets and clubs had refused 19-year-old Karla despite her producing her citizen card which she had purchased online. After speaking to Denbighshire trading standards, Tracey said Denbighshire County Council don’t accept the card as proof of age. “I’m very annoyed that Denbighshire don’t accept the card. The citizen card scheme is supported by the police and is government approved, its a genuine card which we bought because we thought it would be a good thing for our daughter.”

By Andy Davies The CitizenCard is a not-for-profit organisation launched in 1999 and has reportedly issued 1.8million cards. According to their website, most shops, pubs, clubs, airlines (domestic flights) and other organisations recognise CitizenCard as valid photo-ID or proof of age. The website also describes CitizenCard as “a scheme audited by the Trading Standards Institute, CitizenCard was the first to carry PASS (Proof of Age Standards Scheme) accreditation, supported by the Home Office.” Whilst Tracey is aware the sale of alcohol in shops is the responsibility of the staff, she is still angry after having spoken to the county’s trading standards office about the situation regarding accredited schemes for proof of ID. Schemes which are PASS accredited (the national Proof of Age Standards Scheme) have been rigorously audited to ensure that the cards issued can be relied upon to be accurate. They also bear a PASS holographic logo which makes them extremely difficult to copy.” Chief Executive for CitizenCard, Andrew Chevis told the Visitor: “The card is a government recognised proof of age scheme. If there is a problem with being able to use the card in Denbighshire we will happily give Karla a refund. We believe the PASS hologram cards are much better than photo driving licences as they are the most easily available

forged form of ID. We encourage licensees to accept the cards although we cannot guarantee young people will get into licensed premises.” A spokesman for Denbighshire said: “The Authority doesn’t produce its own Proof of Age Card, but will support properly accredited ones. There is widespread concern about how easy it appears to be to purchase cards which purport to be proof of age /ID cards. Many such cards are available online. “Ultimately it is for licensees to ensure that they do not sell alcohol to minors. What documents they accept to ensure compliance with the law is an issue for them. Documents such as passports and picture driving licences may give them greater confidence than any other indication of a person's age.”
