Court adjourns Kashamu’s extradition suit to June 27 Andrew Orolua, Abuja

Embattled Senator Buruji Kashamu who in the last five years has engaged in a legal battle to stop his extradition to the United States to face charges for alleged drug smuggling has again approached the Federal High Court in a fresh suit to prevent his extradition. Justice Okon Abang of the Federal High Court, Abuja, on Thursday adjourned the hearing of the suit to June 27. This followed the absence of the attorney general of the federation or his legal representation in court when the matter came up for hearing on Thursday. The suit is one of the three new cases instituted by the embattled former senator who is praying for an order to prohibit the federal government from giving effect to the extradition request of the American government. When the matter came up on Thursday, counsel to Kashamu, John Olusola Odubela (SAN) informed the court that the matter which bothers on fundamental human rights of the senator was for hearing and that he was surprised that there was no representative of the attorney general in court.

However counsel to the National Drug law Enforcement Agency (NDLEA), Puis Gande told the court that the case was transferred from Justice Ahmed Mohammed and that the attorney general was not notified of the transfer and was not issued with the hearing notice. Gande argued that the issue of hearing notice is fundamental and that the court should endeavour to indulge the attorney general to be served with the hearing notice to enable his presence or legal representation in court. He specifically, said that the principle of fair hearing would be breached if the court should go ahead to hear the matter in the absence of the attorney general who is listed as the first respondent in the suit. Furthermore, Gande submitted that he became aware of the transfer of the case to Justice Abang during one of his visits to the court, adding that his presence was out of respect for the court and not that he was issued with the hearing notice as required by law. “The issue of hearing notice is fundamental and must not be toyed with. We want this matter to expeditiously hear the matter on

its merit so that we can arrive at a just conclusion and as it is now, it is in the best interest of justice that the attorney general be allowed to come in through the issuance of hearing notice and if he fails, the matter can go on in his absence,” he added. In his ruling Justice Abang agreed with Gande that hearing notice is a fundamental issue as it bothers on fair hearing. Consequently, he adjourned the matter till June 27 for hearing. The judge further said that no court of law will proceed with any matter until all the parties have being duly served with the hearing notice, adding that any court that proceeds without hearing notice to parties is embarking on a nullity ‘’It is clear that the attorney general is not served with the hearing notice and this condition cannot be waived by any party because its absence will render proceedings a nullity,” the judge declared. Kashamu had sued the attorney general of the federation and the NDLEA, alleging breaches of his fundamental rights, which he is praying the court to enforce by stopping the two respondents from extraditing him to America to face trial for drug peddling.

Shuaibu Ibrahim, has called on corps members to remain good ambassadors of the scheme, even as he reiterated his commitment towards ensuring that the welfare and security of corps members are prioritised. Shuaibu while addressing the newly sworn-in 2019 batch ‘B’ corps members in the Federal Capital Territory, warned against indecent dressing and unauthorised journeys which he said the scheme under his watch will not tolerate. He advised the corps members to always be security conscious and report any case of threat to live and property to the NYSC management and security agencies. “Please avoid unauthorised journeys. Most of the times, we record problems on accounts of unauthorised journeys. Be security conscious and avoid indecent dressing. “Don’t tamper with the NYSC uniform except for adjustment that are not only visible but, are absolutely necessary,” the director general added. Similarly, the FCT Permanent Secretary, Sir Chinyeaka Ohaa, in his address pledged the Federal Capital Territory Administration’s willingness to support, encourage as well as provide the enabling environment for corps members to carry out laudable development projects in the nation’s capital.

Delta assembly confirms eight commissioner nominees

The Delta state House of Assembly on Thursday confirmed the list of eight nominees submitted to it by Governor Ifeanyi Okowa. The list comprises four former commissioners who served during the first tenure of the governor and a former speaker and chieftain of the Peoples Democratic Party (PDP) in the state. Top on the list is Basil Ganagana, a former speaker of the state assembly and Chief Festus Ochonogor, a chieftain of the Peoples Democratic Party (PDP) in the state. It list also consisted of four former commissioners who served during the first tenure of Okowa. They are Peter Mrakpor, Chief Patrick Ukah, Chief James Augoye and Chika Ossai. They were all given the privilege of taking a bow and go after they introduced themselves to members of the House. Two other nominees, Mrs. Florence Alantan and Prof. Patrick Muoboghare also enjoyed the privilege of taking a bow and go as directed by the Speaker of the Assembly, Chief Sheriff Oborevwori. The confirmation of the commissioner nominees followed a motion moved by the Majority Leader of the Assembly, Tim Owhefere during plenary of the Assembly in Asaba.

NDLEA arraigns businessman for allegedly peddling cocaine

The National Drug Law Enforcement Agency (NDLEA) on Thursday arraigned a businessman, Adewale Ibrahim at a Federal High Court in Lagos for allegedly trafficking 840grammes of cocaine. Ibrahim, 49, was arraigned before Justice Mohammed Liman on a two-count charge bordering on illegal exportation of cocaine to India. He however, pleaded not guilty to the charge. The NDLEA in the charge marked FHC/118c/2019 alleged that the defendant committed the offence on February 28. Ibrahim was said to have been arrested during the outward clearance of Ethiopian Airline passengers at the departure hall of the Murtala Muhammed International Airport, Lagos. The prosecutor, Mrs. Juliana Imaobong, alleged that the defendant aided one Kunle and Aina, who are resident in India with the exportation which was concealed in a false bottom travelling bag. The offences, she said contravene the provisions of Sections 11(b) and 14(b) of the NDLEA Act, 2004. After his plea, defence lawyer, Chief Lilian Omotunde, informed the court of a bail application filed on behalf of the defendant and urged the court to grant him bail on liberal terms. Although, the prosecutor opposed the bail application on the ground that the defendant was a flight risk, the court however, granted him a N2 million bail with one surety in like sum and adjourned the case till October 2 for trial. Court orders Ganduje, Sanusi to maintain status quo

A High Court sitting in Kano on Thursday again ordered Governor Abdullahi Ganduje and the Emir of Kano, Alhaji Muhammadu Sanusi ll to maintain the status quo in respect of the interim order issued against the governor on May 10. Counsel to the applicant, Lateef Fagbemi (SAN) however, objected to the oral application to vacate the order by informing the court that the application should be accompanied with a written address. Belgore explains sharing of N450m election funds from Diezani Peter Fowoyo, Lagos A Federal High Court, Lagos has heard how the f N450 million received from the former Minister of Petroleum, Dr. Diezani Madueke, during 2015 general elections was shared to the police, army, Department of State Services (DSS), other security agencies and members of the Peoples Democratic Party (PDP) in Kwara state. Dele Belgore (SAN) told the court that the decision on how the money was to be shared was taken by stakeholders in the PDP campaign organization at a meeting held in the house of another party chieftain named Sheriff Shagaya. Belgore alongside Prof. Abubakar Sulaiman, a former minister of national planning are standing trial before the court over a N450 million fraud. The duo are being prosecuted by the Economic Financial Crimes Commission (EFCC) on a nine-count charge bordering on the alleged offences. They had however, pleaded not guilty to the charges and were granted bail. Belgore, who was the Kwara state coordinator of the Peoples Democratic Party (PDP) campaign organisation while being cross-examined by counsel to the EFCC, Rotimi Oyedepo, denied singlehandedly taking the decision on how to share the N450 million, insisting that the decision was taken by all members of the campaign organisation.

This ‘Next Level’

What next? This is a curious thought that may have popped into the mind of Nigerians after the 2019 elections and the unceremonious inauguration of May 29. Whether as supporters of the present government and ruling party or members and supporters of the opposition, the question will remain lingering in the mind of Nigerians for at least the next few months. Many expect President Buhari’s administration to keep people guessing for some time, especially going by events at this stage in the last dispensation. Nigerians got a first taste of things to come in the political arena on the eve of Democracy Day, when the new leadership of the Senate arrived at Aso Rock on a courtesy visit. It appeared to be more of a visit to pay obeisance to the president, especially as Ovie Omo-Agege, the new deputy Senate president, literally resorted to “break-dancing” by bending a knee to greet President Muhammadu Buhari as the latter received him, with Ahmed Lawan, the new Senate president. Promises of swift passage of budgets have set the tone for an improved executive–legislature relationship in the Ninth Assembly. However, members of the opposition are already calling it a potential “rubber stamp” legislature. This remains to be seen. The following day, on the newly designated Democracy Day, June 12, the nation finally heard the president speak about the direction of his administration in this new dispensation. The president’s speech was dotted by the customary citation of achievements that political leaders the world over are proud to remind the electorate about. Although there was some acknowledgement of the room for improvement, some may say that the dire situation in many areas may have been understated, albeit in true political tradition, especially for incumbents. The highlight of the speech may have been the renaming of the National Stadium in Abuja after M.K.O Abiola, the original hero of June 12, 1993. No inaugural address can completely

cover all areas of interest to the teeming population of this country, or any other country in the world, but the president’s speech as a returning incumbent is a step down from the rousing speech he gave in 2015. That speech was full of righteous venom and contained an unapologetic and realistic appraisal of the situation in the country at the time. It was brutally honest, while not being unduly critical. Last Wednesday, the president may have been hindered by the need to show progress, while displaying a consciousness of present needs. In the end, the preservation of image won against brutal honesty and the result was the watery delivery that did little to satiate the heightened sense of foreboding in many sections of society. It is not that the president has not delivered on many promises made in his first inaugural speech. In 2015, President Buhari spoke about unemployment and widespread poverty, and programmes that would be introduced to check them. Today, a series of social intervention programmes have been instituted, with beneficiaries in different sections of society. These exist alongside the agricultural revolution that the government is championing. We know about his anti-corruption crusade. Although controversial at times, it is just what he promised to do. He was also clear about his respect for the distinction between tiers of government, and a recent move through a presidential panel is aimed at highlighting that distinction in addressing the most pressing concern – that of insecurity. In the area of insecurity, the president has left Nigerians with mixed feelings. In 2015, President Buhari said that, “Boko Haram is not the only security issue bedeviling our country. The spate of kidnappings, armed robberies, herdsmen/farmers clashes, cattle rustlings, all help to add to the general air of insecurity in our land”. If his handlers copied and pasted this into his speech this term, no one would have raised an eye brow. And that is despite the fact that his administration indeed brought the fight to

Boko Haram and reclaimed lost territory early in the administration. And he has largely managed to contain and restrict the terrorists. He is also credited with the return of many of the Chibok girls, as promised, including the Dapchi girls who were seized on his watch. But there is the very big issue of Leah Sharibu, the elusive Abubakar Shekau and the new stem of banditry in the insecurity mix. The president also said in 2015 that the rising state of insecurity was aided by “official bungling, negligence, complacency or collusion”. Again, if this were copied into his speech this term, very few would protest. He also spoke, in 2015, about small fires leading to larger fires when talking about the mishandling of the then little Boko Haram sect, with the extra-judicial killing of Mohammed Yusuf, the founder of the group. Today, the Shi’ite leader, Ibrahim El-Zakzaky has been in detention indefinitely for years and his followers are a constant nuisance in Kaduna and Abuja. The president spoke about protecting citizens from human rights abuses in 2015, but now we have an out-of-control Special Anti- Robbery Squad (SARS), a Gestapo-like Department of State Services (DSS), and a sometimes high-handed military. Power generation, which was a subject of some lament by the president in 2015, has gone the same way as the fight against Boko Haram. Early gains, which included the increase in generating capacity and in supply, are now being reversed with supply currently hovering around the same level it was in 2015, even with the privatisation in that sector. The leaps and bounds of the Buhari administration in some areas have been followed by dips and drops in other areas. In moving forward, the country and this administration must realise that we can only be as strong as our weakest link. We must not get lost in the euphoria of success in one area and bleed to death from an untended wound. Therefore, we must identify the weakest

link in every area of society and actively work to correct the uneven progress we are experiencing. This includes in the area of governance, with appointments and agencies. Some federal (and state) appointees have done better than others who may have even had lesser challenges to face. Some agencies have also underachieved or caused more negative exposure/results than they recorded positive ones. The president promised, last Wednesday, to correct the lapses made through the human factor in governance. A (timely) review of appointments will be a good place to start, so that the administration can hit the ground running. The president is again tasked with leading the somewhat sleeping giant of Africa back onto the road of success. As this country has proven, through its myriad of spiritual and tribal leaders, bringing people to their knees is common. Raising people up, out of poverty, out of stagnation and out of oppressive leadership, that is the true hallmark of the most renowned leaders the world has seen. If the Buhari administration can lift up Nigerians, like the 100 million it promises to raise out of poverty, then the next level will be fulfilled. Like the president said, if India, China and Indonesia can do it, with their populations, so “we can”. President Buhari ended his speech in 2015 with poetry by Shakespeare: “There is a tide in the affairs of men, which, taken at the flood, leads on to fortune; Omitted, all the voyage of their life, is bound in shallows and miseries”. No doubt, at the time of that speech, the president believed the country to be, or soon to be, at that pivotal point suggested by Shakespeare in the poem. In view of developments since then, one wonders whether the country has ridden that figurative tide or missed it. Has it even come yet? If Nigerians are unable to answer one way or another, it may be a reflection on the administration that began by quoting this text. Hopefully, we have not missed the tide.

EU Election Report: Straight from Janus!

Janus was the Roman mythological god that had two faces – front and back. One looked backwards into the past, with the other gazing forward into the future. Heaven help you if you lost your way and ran into Janus at a crossroads. He would blight your plight. For, his mien would indicate two directions, when all you required was one, to lead you to your destination. But alas the ancient Romans celebrated this god of guile, elevating him as inspirer of “auspicious beginnings.” That’s how the month of January was imposed on us in honour of Janus. And that is what the European Union Election Observer Mission (EU EOM), that came for Nigeria’s 2019 poll has given the nation: a report with two deceptive sides. The document has been hailed and contemned by the country’s two major political parties, the All Progressives Congress (APC), and Peoples Democratic Party (PDP), suggesting that there are two angles, each suiting or damning one side or the other. You go home with what gratifies you and drop that which offends. Yet it’s one report. But the ideal is to have a presentation that gives a definitive conclusion, from which none of the parties would have cause to celebrate. We looked for a report that would roundly blame the ballot umpire, the Independent National Electoral Commission (INEC), and the sitting government for their poll misdeeds that disenfranchised tens of millions of Nigerians in February and March. True, the EU monitors did refer to these, but only timidly, in my view. It’s

what has given room to the double face of the document. A place for the opposition to laud itself; and a corner for the ruling government and INEC to extol their prowess. All due to the half-way work of the EU observers. An aide of the president, Festus Keyamo, appeared to also have perceived these deficiencies. Speaking shortly after the EU team briefed the world on the election, Keyamo faulted the observers for not “coming to a conclusion” in their report. He said “… if you are an observer, you should come to a definitive conclusion, don’t be dodgy about it, don’t run away from that fact…It is not enough for you to discuss the anomalies, they must discuss the overall results coming from the entire country and whether it did reflect the wishes of the people.” The expectation is that such a report, in which the credible monitors spoke of widespread “systemic failures” during the ballot, would lead to grief and remorse, not to a blame game or to laudatory remarks by the players. What’s there to be proud of? The report, even with its shortcomings, makes it clear that we failed, both at the macro-system level and at all the outer ripple fallout phases of the poll conduct. The government lost a golden opportunity to give the nation a 21st century ballot by not assenting to the progressive new Electoral Bill. The security paraphernalia was porous as to allow grave security breaches that led to violence and deaths, despite a controversial and draconian pre-poll order from President Muhammadu

Buhari that ballot snatchers should be dealt with mercilessly. Voter apathy plagued the process. There was massive underage voting in several places, such that as you stood watching the throng, you would wonder if it was a centre for the enrollment for admission to primary schools. How about monetary vote-inducement? Observers saw it in action. Outright cancellations of votes, postponements and undercounting and over-counting of ballot were also on display to blemish the exercise. A concerned Wole Soyinka has been speaking of witnessing a body count and not a vote count. The summary: the 2019 elections were dragged into dishonour by “operational and transparency shortcomings.” EU EOM says the last time it conducted this mission in 2015, it recommended some measures to steer us from repeating our errors. But we didn’t take note of the warning, and here we are four years after falling into a deeper ditch. The response of others to the EU verdict has been to call for the resignation of Mahmood Yakubu, chairman of INEC. A civil society group, Human Rights Writers Association of Nigeria (HURIWA) has asked: “What is Mahmood Yakubu still doing as chairman when the shoddy and shabby electoral heist he supervised has been discredited locally and globally?” Our normally tardy Presidency in times of reactions to integrity issues has not given any signal it would do away with the election body boss. But it has promised to study EU’s post-poll ruling and come with something better than what it gave

Nigerians in February and March, 2019. Apart from an immediate implementation of the new Electoral Bill, the government must go the way of late President Umar Yar’Adua. He admitted in his inaugural speech: “We acknowledge that our elections have shortcomings. I…believe that our experiences represent an opportunity to learn from our mistakes. Accordingly, I will set up a panel to examine the entire electoral process with a view to ensuring that we raise the quality and standard of our general elections, and thereby deepen our democracy.” He did in 2007, shortly after being sworn in and by December the following year he gave Nigerians the 297-page document commonly called the Justice Uwais Report. Yar’Adua didn’t live long enough to see to realising the mission of the work he commissioned. More than ten years after the report was prepared and submitted to the government, it’s still gathering dust. Yet, it addresses demons we have grappled with over the ages: “Nigeria as the arena of electoral contests, weak democratic institutions, negative political culture, weak constitution/legal framework and lack of independence and capacity of the electoral management bodies.” I have no doubt EU EOM’s report is Janus-faced in giving room for complaisant sentiments from the poll gladiators. But its moral verdict isn’t double-edged. It is crystal clear: it is asking us to go back to what we neglected in Uwais which could have spared us this crushing cudgel of the EU.

This was as the party raised the nomination fee from N5 million to N20 million while the fee for Expression of Interest form remains N1 million. The party also fixed governorship primaries in both states for October 3. These were part of decisions taken at the 86th National Executive Council meeting of the PDP on Thursday at its Wadata Plaza, Abuja national secretariat. Briefing the press at the end of the meeting, PDP National Publicity

Secretary, Kola Ologbondiyan, said the tenure of the Kogi State executive of the party will end on July 22 while a caretaker Committee will be put in place pending the election of a new executive. In the time table signed by PDP National Organising Secretary, Col Austin Akobundu (rtd), sales of nomination and expression of interest forms commences on June 24 and ends on July 24, while the Independent National Electoral Commission (INEC) will publish notice of election on August 18. Governorship aspirants in both states will be screened on August 19 while appeal on screening will be heard on August 21. Campaign for elections will end on Thursday November 14.

We’re not challenging Umahi’s devt efforts, traders tell court Charles Onyekwere, Abakaliki Traders at the Abakaliki Regional Market on Thursday told an Abakaliki High Court that they were not in court to challenge the developmental efforts of Governor David Umahi of Ebonyi State. The traders said that they are challenging the alleged unlawful process adopted by state government in issuing the revocation order to owners of stalls and buildings in the market. Mr. Ikechukwu Nwabo, former Commissioner for Special Projects had in a letter dated February 13, and addressed to the chairman of the Building materials Dealers Market of Ebonyi asked the traders to vacate the market before March 25, 2019. The Abakaliki Regional Market is housing the Abakaliki Building and Almunium Materials markets and located along the Abakaliki /Afikpo road. The traders, Messrs Chibogu Nwite, Fredrick Odanwu, Dennis Osuachala, Beneth Nwosu and others, who are plaintiffs in the matter in suit no. HAB/43/2019, sued the Ebonyi State government on behalf of themselves and other concerned traders in the market. The plaintiffs, who are traders at the building materials segment of the regional market, are challenging the government’s revocation of Certificates of Occupancy order issued to shop owners in the market. According to the plaintiffs, the order violated their rights to occupancy of the said parcels or plots of land they are occupying having legally acquired the parcels or plots of land where they built their stalls. Mr. Anthony Ani (SAN), counsel to the plaintiffs, told the court while submitting his written address that the plaintiffs were not in court to challenge the developmental efforts of the Ebonyi State government. He said that the petitioners were in court to challenge the process and procedure employed by government and its agents which were aimed to unlawfully ejecting them from their property in the regional market. He said that the construction and

maintenance of markets were the exclusive competence of local government areas. Ani, who cited relevant sections of the 1999 constitution as amended and other legal authorities, therefore urged the court to grant all five reliefs sought for by the plaintiffs as contained in the final written address as the plaintiffs’ final request. He said: “The plaintiffs are not in any material particular opposed to the developmental efforts or goals of the state government led by Umahi or his constituted authorities, the plaintiffs are only insisting that the rule of law be followed”. Meanwhile, Mr. Paul Awada, counsel to the state government and director, Civil Litigation, in his written address, urged the court to discountenance the reliefs sought by the plaintiffs and award judgement in favour of state government. Awada told the court that the regional market falls within the Abakaliki Capital Territory (ACT). He said that the Abakaliki Local Government Area ceased to have title on the property allegedly leased to the plaintiffs upon the coming into effect of Abakaliki Capital Territory Development Board law. “My Lord, we urge the court to adopt all the prayers contained in our written address as our final submission and request and I urge my lord to dismiss the plaintiffs’ claims and to resolve the matter in favour of the state government”, Awada said. Justice Vincent Nwancho, the Presiding, after listening to the submissions of both counsels, adjourned to July 15, for judgement. OUR POSITION Out-of-school children and future leaders Nigeria with the current figure of 13.2 million out-of-school children occupies first position on the table of countries with the highest number of out-ofschool children in the world certainly calls for sober reflection. More worrisome is the fact that the figure instead of decreasing in the last few years is rather increasing. This statistics which represent approximately 20 per cent of the world’s population of such children is an alarming and ticking time bomb that will spell doom for the country if urgent steps are not taken by relevant authorities to address the situation. We observe that governance in Nigeria has become a circle of family business where politicians secure the future of their children to the detriment of poor Nigerians. Also, inadequacy of funding, lack of teaching tools and modern classrooms, poor numerations and the acute shortage of qualified teachers are some of the factors leading to the fall in the standard of education in Nigeria. Recently, the Multiple Indication Cluster Survey report for 2016 (MICS 2016) revealed that out of the 11.5 million of out-of-school children in Nigeria, Northern states have the highest rate with an average of 69%. The latest data MICS 2016 showed that out of the 11.5 million out-of-school children in Nigeria, 7.5.million (69%) are from the Northern part of the country while the North East has the largest number of out-of-school children followed by the North West. With this number, Nigeria accounts for more than 1 in 5 number of out-of-school children globally and 45% of this number are from West Africa. Within the huge number of the out-of-school children, girls are the majority especially in Northern Nigeria. Education indicators for Northern Nigeria are however different from the Southern part of the country. Nigeria’s future prosperity depends on producing children who are well prepared to take their right place in the society but unfortunately, a large number of Nigerian children are at risk of deprivations of the basic social amenities. Most of these children are situated in the rural areas and hard to reach communities. Majority of them are living in conflict and communities under emergencies, and it has been difficult taking basic amenities to them. All children have the right to better life, an opportunity to survive, develop and reach

their full potentials without discrimination, bias or favouritism which cannot be over emphasised. We also observe that the rising number of children engaged in street trading in our major cities is becoming a worsening menace. The problem is further exacerbated by rising poverty and general insecurity in the country. In the North, the ravaging insurgency has added to the problem. If drastic measures are not taken to correct the situation, things would only get worse. Let us learn from France, Britain, Canada and other advanced countries which built the foundation of their countries and rapid technological advancement on good and quality education. It must be pointed out also that in these countries, teachers are amongst the best paid workers. Unfortunately, the reverse is the case in Nigeria. Having failed to fund public education, the children of the poor are roaming the streets, hawking goods while the rich are educating their children in private schools at home and abroad. But to the detriment of the society, the abandoned children of the poor are being recruited to criminality by terrorists, kidnappers and other criminal gangs. The irony of the crisis is that a government, which claims that it lacks money to fund education is spending several billions of naira to fight insurgency, kidnapping, armed robbery and banditry. We believe that an uneducated population will be locked in a cycle of poverty for their entire lives. Additionally, these children could constitute the next generation of suicide bombers and militants. We are of the opinion that it is high time the government and relevant stakeholders address the problem frontally. It is sad that government’s free education for all pupils up to the first nine years of schooling has not been fully implemented. There is the need to increase the percentage of the annual national budget that goes to education. Schools should be adequately funded and the enabling environment provided for teachers and support staff to deliver functional and effective education to the children. We submit that the improvement of the classroom environment is key to lowering the growing figures of out-of-school children in the country. We also wish to state that teachers must not only be well trained, their welfare must be prioritised while the federal and state governments should muster the political will to adequately fund education.

We advise that the President should appoint his cabinet in a manner that will ensure they do not become liabilities to the government or dent his impeccable image,” Dogo said.

He implored the President to be circumspect in appointing exgovernor Abubakar as minister so as not to appear insensitive to the people and counter-productive in the eyes of Nigerians. “By allowing him to acquire afresh political power from the back door as minister,” Dogo said may not augur well for the people of Bauchi state who voted him out of power due to non- performance. He further declared that appointing the former governor could hurt Buharis next level agenda. “I served in the transition committee and it is on record that Governor Abubakar left Bauchi with over N137 billion debts,” Dogo alleged.

President Muhammadu Buhari has appointed a new Group Managing Director for the Nigerian National Petroleum Corporation (NNPC), Mele Kolo Kyari. Kyari whose appointment takes effect from July 7, replaces Mai Kanti Baru. The President has also appointed seven new chief operating officers with effect from July 7. They are Roland Onoriode Ewubare (South-South), chief operating officer, upstream; Mustapha Yinusa Yakubu (North-Central), chief operating officer, refining and petrochemicals; Yusuf Usman (North-East), chief operating officer, gas and power and Ms. Lawrencia Nwadiabuwa Ndupu (South-East), chief operating officer, ventures. Others are Umar Isa Ajiya (North-West), chief financial officer; Adeyemi Adetunji (South-West), chief operating officer, downstream and Farouk Garba Said (North-West), chief operating officer, corporate services. The President directed the new appointees to work with the current occupants of their various positions between now and July 7 towards a smooth transition on July 8.

Women group calls for restructuring of almajiri system of education Ahead of its 14th annual national conference, Women in Da’awa, a Muslim group on Thursday called for the restructuring of the almajiri system of education in tune with current realities in the country. APC senatorial candidate withdraws petition against incumbent Kingsley Chukwuka, Jos

The Plateau North senatorial candidate of the All Progressive Congress (APC) and former Secretary to the State Government, Rufus Bature on Thursday formally withdraws his petition challenging the victory of Senator Istifanus Gyang and the Peoples Democratic Party (PDP), at the National and state Houses of Assembly Election Petition Tribunal sitting in Jos, the Plateau state capital. Senator Gyang, who succeeds Senator Jonah Jang was elected to represent Plateau North in the National Assembly. Bature through his counsel M.S. Salihu filed a motion for the withdrawal of the petition, informing the tribunal that the prosecution of the petition would be a further waste of time. The tribunal’s presiding judge, Justice T.N. Nzeukwu granted the motion and dismissed the petition before the tribunal since there was no objection over the application for the withdrawal from the respondents, Senator Gyang, PDP and INEC. Leading a team of lawyers for Sen. Gyang, Counsel to the PDP candidate, H. N. Uguawala expressed satisfaction with the withdrawal of the petition by the APC candidate.

Domestic staff kills employer, mother in Lagos Chioma Joseph, Lagos

Barely 24 hours after being employed, a male domestic staff, Joseph Ogbu has been arrested for killing his employer, John Oreoluwa and her 89-year-old mother at No 4 Ogulana Drive, Surulere area of Lagos. The 22-year-old suspect, who was employed June 18, had allegedly stabbed his boss to death with a kitchen knife on Wednesday night. Ogbu, an indigene of Benue state alleged that the aged mother of his employer, who heard her daughter screaming for help before she gave up the ghost, also slumped and died after she found the lifeless body of her daughter. Sources said that Oreoluwa had asked the suspect to clean the house at about 9pm on Wednesday, when an argument ensued between the two, resulting in her been stabbed.

After the killing, the suspect attempted to escape with a Toyota Camry car, phones, television set, jewelleries and other valuables of the deceased persons. However, luck ran out on him when policemen on patrol at Ogunlana intercepted him and recovered the vehicle and other stolen items from him. Confirming the arrest of the suspect, the Lagos state Police Public Relations Officer, Elkana Bala, said “on June 20, at 3am, the Surulere Police Station received a distress call from No 4 Ogulana Drive, Surulere that one Joseph Ogbu from Oju Local Government Area, Benue state, who was employed as a domestic staff on June 18, 2019, murdered his employer, John Oreoluwa and her mother, Adejoke John at their above mentioned residence. “The suspect confessed to the crime. In his statement, he averred that, his employer asked him to clean the house at about 9pm of June 19, 2019, but an

argument ensued between them which prompted him to stab her with a knife. He said the shock of her dead body made her aged mother to slump and die. “Considering the fact that they are dead, the suspect moved some valuable properties such as electronics, handsets and household items into the employer’s Toyota Camry salon car and attempted to escape before he was apprehended by policemen on patrol at Ogunlana pin down point. “The vehicle and items stolen were recovered. The crime scene was sealed off and the corpses of the two victims were taken to Mainland Hospital, Yaba for autopsy.” Bala further stated that the Commissioner of Police, Zubairu Muazu has ordered the State Criminal Investigation and Intelligence Department (SCIID), Yaba to take over the investigation and charge the suspect to court.

Women group urges Ihedioha to implement affirmative action Val Okara, Owerri

A group, the Imo Gender Forum has urged the Imo state Governor, Emeka Ihedioha to give women opportunity to contribute their quota to the development and good governance of the state. Imo Gender Forum, a non -political women organisation in the state made the plea at a press conference held in Owerri, State Coordinator of the group, Prisca Durueke stated that the governor, in keeping to the United Nations resolution on gender equality should in his appointments consider the 35 per cent affirmative action. She said that women should not only be carried along in the appointments across board, but should also be assigned to critical positions in the government. Ekiti appeals to citizens against victimising Fulani herders Gbenga Sodeinde, Ado Ekiti The Ekiti state government has appealed to its citizens not to victimise any Fulani herder performing legitimate businesses in the state. The government urged the populace to be cautious and be circumspect of their actions in order to be able to distinguish herders pursuing their legitimate means of livelihood in a decent manner and those that perpetrating evil. The government revealed that it has approved the appointment of Prince Alexander Adebukola Aina as the new Owa of Oke Oro in Ijero Local Government Area of the state. Prison chief bemoans over-crowding Short News Police arrest 16 cultists in Delta in nation’s holding facilities community Moses Oyediran, Enugu

Comptroller of Prisons in Enugu state, Ndubuisi Ogbodo has bemoaned the level of over-crowding in prisons across the country, saying that it was the biggest problem facing the prison systems. Ogbodo lamented that overcrowding of prisons compromises the basic functions of prisons in the provision of effective rehabilitation programmes such as educational, vocational training and recreational activities for inmates. To cushion these negative effects, Ogbodo urged the police and other law enforcement agencies to limit the number of petty offenders they send to the courts for trial. The comptroller made the call during a 2-day training of law enforcement agencies on human rights and treatment of petty offenders, organized by the Prison’s Rehabilitation and Welfare Action (PRAWA) in Enugu to decriminalize and declassify petty offences. Represented by Benjamin Ugwu, Ogbodo lamented that the Enugu

prison which has the capacity to shelter 800 inmates now has over 2, 000 inmates. He disclosed that overcrowding can also worsen mental health problems, increase rate of violence and cause self-harm among the inmates. “The prison is meant for rehabilitation not for dumping of criminals. We found it very difficult to perform our functions properly as a result of over-crowding. I wish the law enforcement agencies will use what they will learn here today to limit the arrest of petty offenders to reduce over-crowding in the prisons and also stop suffering them. “We work with security agencies, but our own is to receive culprits from them and try to rehabilitate them. It’s not every case that police need to take to court and detain the offender. They need to make another arrangement on how to settle the matter without charging them to court. “Such cases like land issues which can be settled at the community level, charging someone to court because he/she is owing N5, 000 and

other petty offences. “So, the police should also find a way of settling cases involving underage offenders without bringing them to prison. Bringing them to prison will expose them to crimes because they will associate with hardened criminals in the prison, thereby causing more violence and selfharm to the society when they leave the prison,” he explained. In a welcome address, the Director of PRAWA, Enugu state branch, Chioma Ogbo, who commended the law enforcement agencies for participating in the ongoing training on human rights, charged them to ensure the intervention would be sustained and utilised to achieve the goals and purpose of the training. Ogbo stated that the purpose of the training was to improve awareness on the impact of excessive custodial sentences as it relates to petty offences, including applying standards and principles of human rights in protecting the poor and promoting equality, and fairness to decriminalize and declassify petty offences in Nigeria.

Nosa Akenzua, Asaba The police in Ogwashi Uku Delta state have arrested 16 suspected cultists in a renewed raid on their hideouts. The suspects, the Divisional Police Officer (DPO) in the area, Tobi Debakeme, who confirmed their arrest said they confessed to be members of the dreaded cult known as Vikings Debakeme, who was addressing members of the vigilante group in the area, noted that it was the duty of the group to synergize with other security agencies for effective collaboration to stamp out crimes in the area. “We have worked as partners in progress since I assumed office here in Ogwashi Uku Police Division. We all in the recent times did witness some spate of kidnappings around some of the communities, but it becomes imperative that we redouble our efforts to ensure that all forms of criminal activities are no more in Ogwashi Uku. “The 16 suspects were arrested at two locations in their hideouts with the help of the vigilante group who supplied us with the tips. Ortom offers N50m to Makurdi market fire victims

Governor Samuel Ortom of Benue state has offered N50 million to victims of Tuesday’s fire incident that gutted parts of the Makurdi Modern Market. Ortom, who visited the market, said that the gesture was to help them to “restart something. Billions of naira has been lost and traders have been reduced to zero level. It is very painful.” He lamented the magnitude of damage caused by the inferno and sympathised with the traders over their losses, just as the governor regretted the frequent fire outbreaks at the market as well as the Gboko and Wadata markets, declaring Tuesday’s disaster as one incident too many. “Government will have to take proactive steps to end the ugly trend. We understand that there are issues between the market and the host community. We will set up a commission of inquiry to investigate the immediate cause of the fire. If there are technical or man-made issues, we will find out and look at how the market can be resuscitated to benefit Benue people,” he added. The governor also called for a quick resolution of the lingering union issues that were affecting the smooth operation of the market, urging leaders to “talk with each other.”

CCB to prosecute 12 in Enugu over assets declaration About seven ex-commissioners in the last administration in Enugu state will be prosecuted if they fail to regularise their assets declaration with the Code of Conduct Bureau (CCB) by July ending. Enugu state Director of the CCB, Mrs. Lucy Ijetta, who disclosed this in an interview in Enugu, also said that five special advisers in the state between 2015 and 2019 will face prosecution by the end of next month for the same offence. She explained that the affected former commissioners had till the end of July to either regularise their assets declarations having ended their stewardship with the state government or risk prosecution.

Mrs. Ijetta said that 24 commissioners and 15 special advisers served in the last dispensation in the state, but that only 17 former commissioners and 10 special advisers have complied with the regularisation rule. “Among the 24 former commissioners, 17 have ended their tenures with us while 10 of the former special advisers had also done the same thing. The defaulters have until the end of July to do so failing of which I will list their names as defaulters and forward to our head office for onward transmission to the Code of Conduct Tribunal,” she said. On the level of compliance with assets declaration by political office holders and civil servants in the

state, Ijetta said there was substantial compliance, disclosing that Gov. Ifeanyi Ugwuanyi and the Speaker of the state House of Assembly, Chief Edward Ubosi, who were returned for a second term in office, have declared their assets. The state director said that many members of the state assembly in the last and current dispensations have also complied, but regretted that there were civil servants in the state who have failed to comply with the assets declaration rule. “Every civil servant is expected to declare his/her assets every four years while political office holders declare theirs at the beginning and the end of their tenures,” Ijetta said.

NDDC to clear foreign scholarship debts soon – MD

The Niger Delta Development Commission (NDDC) has promised to clear all outstanding debts owed beneficiaries of its foreign scholarship programmes in the United Kingdom. Acting Managing Director of the commission, Prof. Nelson Brambaifa, gave the assurance in a statement by the NDDC’s Director of Corporate Affairs, Charles Odili in Port Harcourt. He said that payments of tuition and stipends for students studying in various universities in the UK, running into millions of pounds sterling would commence coming week. “This follows the resolution of issues with the Central Bank of Nigeria (CBN) that had delayed the remittance of monies for six weeks. Some universities have already gotten their funds. The management had in January taken keen interest in the welfare of the scholars, so that they can focus on their academics. “The scholars, who fall under the 2018 foreign scholarship programme, were awarded funds to study in disciplines of critical development needs in various UK varsities,” he said. Prof. Brambaifa said that management had in March sent a team on fact finding mission to the universities with focus to appraising the welfare needs of the scholars. He said that one of the issues frowned at by the varsity officials was late remittance of tuition to the universities as well as allowances to students. “On return to Nigeria, management commenced immediate payment of the fees and allowances. However, the last batch payments got held up at CBN due to regulatory issues but have now been resolved.

AHC: Telco, Banks to be affected as NCAA begin masts demolition Ladesope Ladelokun Due to failure to obtain statutory Aviation Height Clearance (AHC), the Nigerian Civil Aviation Authority (NCAA) has said it would immediately commence the demolition of one of Africa’s fastest growing telecommunications companies, Globacom Nigeria Limited, and some financial institutions in different locations across the country. The regulatory authority listed the names of the telecommunication operators who are yet to regularise their masts as; Globacom Nigeria with 7,012 masts, United Bank of Africa with 439 masts, Guaranty Trust Bank with 295 masts, Unity Bank with 217 masts and Sterling Bank with 159 masts. Others are Union Bank with 92 masts, First City Monument Bank with 205 masts, Fidelity Bank with 83 masts, and Access Bank with 303 masts. The Authority said a total of 8,805 masts belonging to the aforementioned organisations will be decommissioned instantly. Just recently, the authority threatened to demolish over 7,000 telecommunications mast and towers, saying they blatantly failed to obtain AHC, but later withdrew the threat following the compliance of the affected companies with its directive to obtain the statutory Aviation Height Clearance. In its latest statement signed by the Authority spokesman, Mr Adurogboye, stated that it is compelled to commence the demolition, as the 30-day ultimatum issued to the telecommunication service providers have expired. It also said the demolition exercise will also affect some banks and financial institutions who took exception to the authority’s regulatory requirements on the clearance to erect any high structure within the navigable airspace in Nigeria. According to the statement, prior to the expiration of the ultimatum, the regulatory authority wrote a letter of reminder to the affected organizations to obtain Aviation Height Clearance (AHC) for their masts. “It will be recalled that the Nigerian Civil Aviation Authority (NCAA) had earlier warned all Global System for Mobile Communications (GSM) providers and telecom operators against violation of safety regulations. A 30-day ultimatum was therefore handed down for compliance. “This is derived from the Nigeria Civil Aviation Regulations (NigCARS) Part 12.1.7.1.3.1 which stipulates that No person or organization shall put up a structure (permanent or temporary) within the navigable airspace of Nigeria unless such a person or organization is a holder of Aviation Height Clearance Certificate granted under this regulation. “In line with this, the Regulatory Authority requires an Aviation Height Clearance (AHC) approval for every tower installation in the country irrespective of the height and location. “It should, therefore, be noted that under the Civil Aviation Act. 2006, section 30(3) (1), the NCAA is empowered to prohibit and regulate the installation of any structure which by virtue of its height or position is considered to endanger the safety of air navigation,” it said. It also said some of the providers and operators have since commenced regularisation of their masts while others have not. ‘The Nigerian Civil Aviation Authority (NCAA) wishes to reiterate that it will continue to apply requisite sanctions for violation of extant regulations, especially, where the resolve of the Authority is tested”, it said.

Practitioners under the aegis of the Media Independent Practitioners Association of Nigeria (MIPAN) have tasked the Advertising Practitioners Council of Nigeria (APCON) to come to the rescue of their agencies insisting that the advertisers should mandate multinationals and other brand owners to pay pitch fees. They hold that pitch fee is a precarious situation in Integrated Marketing Communications industry at the moment, noting that most multinationals invite many agencies just to gather information from them. Speaking on this development recently in Lagos, the Business Unit Director, MediaReachOMD, Promise Oduh, noted that MIPAN agencies could not call to order multinationals that refused to pay pitch fees without the help of APCON. He stressed that APCON needed to take a stand on pitch fees because that would help discourage multinationals from inviting too many agencies to a pitch. In his words: “If they know that they are going to pay those agencies, then of course they will streamline to about two or three agencies in the course of calling for a pitch.” The MediaReachOMD boss, however, lamented that no agency had ever been paid pitch fee, stressing that it was very unprofessional because multinationals were taking agencies for granted by inviting too many agencies to pitches. “I think the issue of pitch fee should be in the front burner and it needs to be addressed urgently,” he warned. It is self-regulation. The truth of the matter is that there are some agencies that I know in MIPAN that if you don’t talk about pitch fee they will not come but there are some who are basically surviving.” “Therefore, anything you flash at them goes. But such poor business decisions and choices are the banes of our industry.”

Alleged certificate forgery: Reps member, Mutu gets clearance from institution says allegations are frivolous, ill-motivated Benjamin Omoike A member of the House of Representatives, Mr. Nicholas Mutu, representing Bomadi/Patani Federal Constituency in Delta State, has reacted to allegations of forgery and impersonation leveled against him by the defeated candidate of the All Peoples Congress (APC), in the Constituency in the February 2019 general election, Mr. Collins Eselemo. Mutu, who contested and won on the platform of the Peoples Democratic Party (PDP), described the allegations as frivolous and ill-motivated, adding that they were aimed at damaging his hard-earned reputation. The conventional and social media have been awashed lately with allegations of certificate forgery and impersonation against Mutu, by his main opponent in the election. However, Mutu, in his reaction in a statement issued by his Media Adviser, Mr. Ebitimi Ogbomah, said all the allegations bordering on certificate forgery and impersonation had been “rubbished by the responses of the appropriate authorities, including all the schools he (Mutu) attended and the National Assembly, where he had been a member, courtesy of the good people of Bomadi/ Patani Federal Constituency, since 1999.” On the allegation that Mutu’s West African Examinations Council ((WAEC), Ordinary Level School Certificate/General Certificate of Education (GCE), issued by the management of Rivers State

The commission has continued to receive knocks from local and international observers over lapses which characterised the conduct of the 2019 general elections across the country. In its final report on the conduct of the polls, which it submitted recently, the European Union (EU) revealed that the 2019 election was marred by systemic failure, violence and intimidation of voters. The report also stated that the low level of voters’ participation called for fundamental electoral reforms, and gave 30 recommendations on how to improve future electoral processes. Several candidates from opposition parties said the general election was flawed across the country and disputed the results released by INEC. The main opposition, the Peoples Democratic Party (PDP) and its candidate, Atiku Abubakar, have equally disputed the result of the February presidential election, won by incumbent President Muhammadu Buhari, and are seeking an upturn of the result at the tribunal. However, speaking in an interview, INEC National Commissioner and Chairman of the Commission’s Committee on Information and Voter Education, Festus Okoye, said the

Mahmood commission does not know the mode of electoral reforms to carry out, but would rather wait till it completes its on-going review of the election and interaction with stakeholders. He however admitted that the commission was aware of the need for a holistic reform before the 2023 election to regain the confidence of Nigerians in the electoral process. “We have not decided what type of reforms we would have before the 2023 election, but we have started a review of the 2019 election. Most of our national officers are in states speaking with our state officers on the way the election was conducted. “So, through this we can harvest recommendations on areas to improve on. But no one would just tell us what to do,” he said.

Woke, who attached the certified copies of the master list/computer printout of candidates who sat for the examination in the centre in 1986, said Mutu, with number 21648/094, was among the candidates. Woke in the letter, which was sequel to an enquiry made by Mutu’s solicitors, Mr. Patrick Ikwueto, SAN, stated, “I write to confirm that the former Rivers State School of Basic Studies, Rumuola, Port Harcourt (now Captain Elechi Amadi Polytechnic), was a recognised school and centre for West African Examinations Council (WAEC), Ordinary Level School Certificate/General Certificate of Education (GCE), Examinations as at May/June 1986.” “The then Rivers State School of Basic Studies, Port Harcourt, functioned as a recognised school/centre for May/June WAEC/GCE Examinations from 1977 to June 1987 and continued with November/ December General Certificate of Education (GCE), up to 1990, before it was discontinued following the introduction of the 6-3-3-4 education system in Nigeria. “The Master List/Computer Print Out of the candidate, 21648/094, Mutu Nicholas Eboma, amongst other candidates that sat for the May/June Examinations in 1986 is certified, attached hereto and marked as Annexure 1. “The former school of Basic Studies established in 1977 by the Rivers State Government was changed to Rivers State College of Arts and Science in 1991 (vide Annexure 2), Port Harcourt Polytechnic in 2016 (vide Annexure 3), and now Captain Elechi Amadi Polytechnic Rumuola, Port Harcourt, Rivers State,” Woke added.

Ogbomah also said the degree certificate awarded to Mutu by St. Clements University was authentic and genuine, adding that contrary to Eselemo’s claim, his boss was awarded a Bachelor of Arts and not Bachelor of Science degree in Business Organisation by the reputable institution. Similarly, Ogbomah clarified the issue of his boss’ usage of fake name in the National Assembly from 1999 to 2003, adding that the records were available in the National Assembly website for verification. He said, “We expected the petitioner to visit the National Assembly Website or write the National Assembly, but he decided to rely on a faceless magazine report. But to put the record straight, it is Hon. Nicholas Mutu’s profile that has been in the National Assembly website from 1999 till date. It is also on record that Hon. Nicholas Mutu has won all his elections from 1999 till date and certificate of return has always been issued by the Independent National Electoral Commission (INEC), in his name, with which he does his documentation in the National Assembly at all times. “Instead of Collins Eselemo to visit the website of the school or write to the school to confirm the authenticity or genuineness of the certificate, he prefers to tow his characteristic dishonorable path of character assassination and smear the good image of Hon. Nicholas Mutu. For the records, St. Clements University Certificate is genuine and anybody can go to the University’s website, write or visit the school to confirm that Hon. Mutu Nicholas indeed obtained his degree from the school,” he added.

Start electoral reforms now, reduce number of political parties, Lagos lawmaker tells NASS Patrick Okohue A member of the Lagos State House of Assembly, Hon. Victor Akande has advised the 9th National Assembly to commence work early on the amendment of the Constitutional and the Electoral Act reforms to deepen the nation’s democracy. Akande, a second-term member of the Lagos State House of Assembly representing Ojo Constituency I made the appeal in an interview with the News Agency of Nigeria(NAN) in Lagos. According to the legal practitioner-turned politician, it is high time the federal legislature gave the nation an electoral law that will address challenges facing elections and reduce number of political parties. “NASS should know what is right and start working on electoral act cum constitution. Let them look at it and start now because we know that the process of amending written and rigged constitution is cumbersome. “So, the earlier the better,in the next six months or one year, significant progress should

have been made by the National Assembly on electoral reforms and amendment to some anachronistic and outdated laws that do not meet current realities. “There is a lacuna in the constitution and in the electoral act. The power should come from the constitution to specify the number of political parties the nation should adopt. “If we want to be two-party state, let us be a two-party state; if we want to be a three-party state, let us be a three-party state. “Having a multidimensional parties is a problem for the country. It has created a lot of confusion. “I would have loved us to go back to the days when we had just five political parties. If at all we need up to five, five should be the maximum. The constitution and the electoral act should state this categorically,” Akande said. The lawmaker expressed hope that the nation would get it right gradually with various amendments to the constitution and electoral acts. “We must correct all these anomalies now that we have ample time before next elections. The eighth National Assembly

has done well and tried its best on electoral act amendment, this should continue until we get it right and receive Presidential assent,” he added. Speaking on INEC’s proposal for deregistration of dormant political parties, Akande said that the constitution was clear about registration of political parties, but did not envisage dormancy of some parties. The legal practitioner said the electoral act had addressed the situation and given conditions for deregistration of political parties. According to him, Section 78 subsection 7 (1 and 2) of the electoral act states that “The Commission shall have the power to deregister political parties on the following grounds: “Breach of any of the requirements for registration and for failure to win at least a seat in the National Assembly or any state assembly.” He said that most political parties are not worth being called political parties, hence the need for the commission to be more empowered to deregister parties that fail to meet requirements of winning at least a seat in the parliament.

Sudan prosecutor general sacked as new protests held Sudan’s Transitional Military Council (TMC) has sacked the country’s prosecutor general, days after charges of corruption were brought against overthrown President Omar al-Bashir as new protests got under way. The official SUNA news agency reported on Thursday that Abdullah Ahmed would replace Alwaleed Sayed Ahmed as prosecutor general, but did not give any reason for the sacking. Abdullah had recently been appointed prosecutor for Khartoum, a role in which he was overseeing an investigation into the June 3 bloody raid on a protest camp in the capital that killed scores of pro-democracy demonstrators. Mohamed Morsi: An Egyptian tragedy The death of former President Mohamed Morsi is only the latest in a series of untold tragedies that have afflicted Egypt since the spark of revolution flickered more than eight years ago. His unlikely rise to the presidency reflected the aspirations of millions of Egyptians for a future free of despotic military rule. His subsequent arrest at the hands of a resurgent dictatorship made him one of 60,000 Egyptians imprisoned for daring to seek a better life. The mysterious circumstances surrounding Morsi’s death while in the custody of Egyptian state security services bring up many questions. But there is no doubt about the regime’s culpability for a death it has long sought, whether through a series of spurious death penalty cases against the former president, or as a consequence of the appalling prison conditions that have contributed to the demise of his health and which have been roundly condemned by international human rights bodies. For Abdel Fattah el-Sisi, the field marshal who overthrew Morsi in a July 2013 coup and restored military rule in Egypt, his death signals yet another milestone in a six-year mission to bury any remaining vestiges of Egypt’s short-lived democratic transition. That process began when the then-defence minister ordered the arrest of the democratically elected president, who had appointed him, and proceeded to crack down on his supporters. The massacre at the Rabaa Square sit-in six weeks later in which nearly 1,000 protesters were killed represented the largest single-day mass killing of civilians by security forces in Egypt’s modern history. In the years since, the el-Sisi regime has banned all forms of protest, shut down independent media, imprisoned tens of thousands of activists and even engaged in extrajudicial killings. El-Sisi was anointed president in 2014, following a sham election held under extremely repressive conditions, and re-elected for a second term last year in another equally absurd vote in which the incumbent’s sole opponent had endorsed him. The constitutional amendments the regime pushed through earlier this year have all but cemented the Egyptian military’s extraordinary privileges over civil society and were intended to ensure an el-Sisi presidency for decades to come. All the while, the economic deprivation, physical insecurity and basic human indignity against which millions of Egyptians mobilised in 2011 have gotten far worse. In contrast to el-Sisi’s iron-fist approach to power, Morsi’s path to the presidency mirrored the uncertainties and anxieties of the society from which he emerged. Born in 1951 in a small village northeast of Cairo, Morsi came of age during the height of Gamal Abdel Nasser’s presidency in which Egypt’s authoritarian system first took root. He relocated to Cairo to pursue his higher education as part of a broader wave of urban migration from the

Egyptian countryside. But the collapse of Nasserism following the country’s defeat in the 1967 war with Israel, and the inability to meet the basic needs of a rapidly growing population, sent Egypt into a crisis. Like many other Egyptians, Morsi pursued further studies abroad, receiving a doctorate in engineering in the United Statesbefore returning to teach at an Egyptian university during the early years of PresidentHosni Mubarak’s rule. In some ways, Morsi represents a lost generation, millions of Egyptians deprived of any say in their own governance for decades, who were later forced to watch as an octogenarian president prepared to hand over power to his son Gamal who was in his early 40s. Rather than wallow in his own marginalisation, Morsi joined many others of his generation in devoting much of his life to public service, working within the Muslim Brotherhood’s political wing, which offered itself as an alternative to the corrupt ruling National Democratic Party. Although it had been outlawed since 1954, by the late Mubarak era, the Muslim Brotherhood had steadily emerged as a significant opposition movement within Egyptian civil society, offering crucial social services and joining a broad cross-section of society in calling for serious political reforms and demanding democratic elections. That opportunity finally arose following the mass protests that unseated Mubarak in February 2011. Unlike Gamal Mubarak, who believed himself destined to inherit his father’s seat, there was nothing to suggest that Morsi ever desired the presidency he eventually won in the country’s first-ever free presidential election. Nor did he prove particularly

suited for the position, which had little use for his years of experience in activism within a closed political system. However, what most of Morsi’s harshest critics failed to grasp during his precarious year in office were the structural impediments that would have doomed any figure from the ranks of Egypt’s revolutionaries to failure. On the eve of the country’s historic presidential election, the ruling military council quietly issued a decree that effectively stripped the incoming president of all executive powers. Months later, when Morsi attempted to reclaim the powers of his office, a predictably alarmist state media and a distrustful political opposition condemned it as a sinister power grab. The weakest president Egypt ever had, had incredibly become “pharaoh” in the eyes of an increasingly fractious public. In a sense, Morsi’s greatest mistake was in managing to convince Egyptians that he held the powers of the office to which he was elected. Whether fairly or unfairly, by the end of his first year as president, every new failure had been laid at Morsi’s feet. The accusations had even crossed over into the ridiculous: Morsi was supposedly negotiating a secret sale of Egypt’s pyramids to a foreign country when he was overthrown. Some of the conspiracy theories would have been laughable had they not ended up on a list of court charges for which he would later face a possible death sentence. Absent from many of the critiques of Morsi’s ill-fated presidency was the role of countless other actors committed to ensuring the failure of Egypt’s revolutionary moment: government bureaucrats loyal to the former regime who refused to implement

presidential policies; an oligarch class that created artificial energy shortages to stir popular discontent; a political opposition that cynically played the role of spoiler when it could not defeat Morsi or his party in elections; foreign governments that bankrolled the counter-revolution; and of course, the Egyptian armed forces, which continued to hold most of the cards during the contentious revolutionary transition. One could certainly point to Morsi’s leadership flaws, his poor communication of key decisions, and his inability to forge a broad revolutionary coalition to withstand the coming counter-revolution, but in the face of such an onslaught, it is unlikely that any opposition figure would have stood a chance. And so his presidency came to an unceremonious end before it ever really began. Morsi’s legacy encompassed little more than the momentary hope for a democratic future embodied in his ceremonial assumption of a post long regarded as the sole domain of ruthless authoritarians. But as his successor would soon realise, that brief hope has proven to be stubbornly hard to extinguish. Six years after the coup that overthrew Morsi, many Egyptians continue to perceive the current regime as illegitimate. It is probably for this reason that the el-Sisi regime, consistent with its rampant inhumanity, denied a former president a proper public funeral, instead hastily arranging a pre-dawn burial which only two of Morsi’s surviving family members were allowed to attend. By choosing to bury him in the dead of night, the regime has only succeeded in shining a light on the enduring tragedy of a nation.

Brown Ideye joins Greek Super League outfit Aris

Nigeria international Brown Ideye has joined Greek Super League club Aris on a oneyear deal. The 30-year-old has been without a club since he left Malaga at the end of the 2017-18 season and he will hope to revitalize his career at the Kleanthis Vikelidis Stadium during the 2019-20 season. Ideye previously played in Greece with Olympiacos where he enjoyed a rich vein of form

with 28 goals in 65 matches across two seasons. He also helped them win the 2015-16 Super League title before his departure to Chinese Super League club Tianjin Teda in February 2017. FIFA scribe Fatma Samoura up Adam Mukhtar emerges as FCT FA chairman for CAF position Fifa and the Caf are contemplating assigning Fifa secretary general Fatma Samoura to the position of Fifa delegate for Africa. The global and African football governing bodies took the decision following the recent governance challenges on the continent, which culminated in Caf president Ahmad Ahmad being arrested by French police recently. Prior to Ahmad’s arrest, there was controversy surrounding the Caf Champions League final between Esperance and Wydad Casablanca, which was marred by a VAR storm. In addition, there was confusion regarding the rescheduling the 2019, 2021 and 2023 Africa Cup of Nations finals. The African supremo proposed to the Caf cxecutive committee in Cairo on Wednesday, July 19 that it should seek Fifa’s know-how on how to examine the existing state of affairs in the African governing body and execute the required reform process. That should help Caf perform its duties with the necessary “transparency, efficiency while abiding to the highest governance standards.” Ahmad’s proposal was accepted in unison by the cxecutive committee. Furthermore, in line with the development, Fifa and Caf are going to carry out a full forensic audit of the African football body.

Given the aforementioned, the following were agreed upon by Fifa and Caf: Fifa secretary general Fatma Samoura to be appointed as “Fifa general delegate for Africa” for a six-month period from 1 August 2019 to 31 January 2020, renewable with the agreement of both organisations. Mohammed Adam Mukhtar has emerged the new chairman of the Federal Capital Territory Football Association, FCT FA chairman. June 12 and its new false interpreters

Never known to be in the habit of turning the proverbial other cheek, it is a big puzzle that Chief Olusegun Obasanjo chose to absorb a sucker punch of volcanic severity on June 12 last week without as much as a grunt. Babagana Kingibe had baited him with a charge of complicity in the high conspiracy that aborted June 12. Not that we did not know that before. But afraid that his old skeletons might be unearthed finally, ordinarily voluble and perennially crusading OBJ uncharacteristically retreated into a cowardly silence to a claim that, considering his assumed brotherhood with MKO, would sound very abominable indeed. Baba has no comment, whispered his spokesman to inquisitive newshounds. Well, as an aside, it is perhaps a measure of the ethical flux pervading the land today that Kingibe, otherwise a June 12 renegade himself, could permit himself the liberty to so question the former president in the first place. Let it however be noted that OBJ’s ensuing silence is also strategic. Replying Kingibe would inevitably usher an even darker question. Following his release from Abacha gulag in June 1998, he, with MKO Abiola still alive, famously forswore the prospects of any presidential aspiration. So, in dodging Kingibe’s pointed challenge, OBJ, a master of political chess game, surely demonstrates a possession of enough native intelligence to anticipate possible apocalypse. Let us, as a mark of charity, even concede OBJ’s earlier misspeak in Harare in 1994 that “Abiola is not the messiah” was a foible of the head and not the heart. Now, the more monumental poser of history still left unanswered in the last twenty-one years: would the “Ebora of Owu” swear by the most potent deity of his native land that never did he under any circumstance ever say “So, what happens to MKO?” at some point to the conniving generals pressuring him to accept a draft into the presidential race before Abiola’s mystery death on July 7, 1998? The old witch wailed last night; the child died the morning after. To be sure, this writer is not ashamed to confess a partisanship, even fanaticism, whenever and wherever June 12 resurrects. The sensitivity thus aroused is not just civic, but also professional. Some of us were living witnesses to the momentous events before, during and after June 12. I was a politics reporter with Concord Press (owned by MKO) through the 90s and knew first-hand what it meant to function under constant threat of military bullet or detention and yet labored for months on end without salary. So, as conscientious bearer of national memory, we certainly know the real soldiers of fortune, the double agents, who sought to profiteer from the sacrifice of others. Just as we can distinguish the fake labour activists in funny costumes who chanted “Aluta” in daylight but cavorted with the evil generals at night as informants on the payroll. Another

authentic June 12 hero, Frank Kokori, already said enough in last Saturday’s Vanguard to make the surviving ones among this category of traitors regret all the blood money they collected from the military in the 90s. Indeed, as immortal Shakespeare forewarned, truth crushed to the earth shall rise again. And Sophocles added poetically, there is danger in unnatural silence. But while the shrewd chicken farmer of Ota keeps a crafty silence under the circumstance, some of his political slaves would rather resort to rehabilitating history and falsefying accounts, obviously to impress their idol. Without shame or fear, one of them, Doyin Okupe, even lied that it was the north that blocked OBJ from duly recognizing June 12 or formally acknowledging Abiola’s colossal sacrifice throughout his eight-year imperial reign. Really? So, was he also told to cajole all the South-west states (except Lagos under Tinubu) to stop observing June 12 as public holiday in Abiola’s honour once his PDP “captured” the region from Alliance for Democracy (AD) in 2003? The truth is however imperishable: in his moment of power and glory, Obasanjo never seemed to realize that righting historical wrong is not a political favour to anyone, but a moral duty to community or country. Already, the fact of his perfidy here has been corroborated by Ayo Fayose in a tell-all account published by The Interview magazine in 2017. As Ekiti governor in 2003 and one of the early beneficiaries of OBJ’s guerrilla politics, Fayose recalled he and other PDP governors in Osun, Ondo, Oyo and Ogun were coaxed by the then emperor of Aso Rock to worship only May 29 as part of a deliberate pagan rite to wipe June 12 from the nation’s memory. Well, Okupe failed to clarify whether it was iron bar or raffia mat that was deployed to barricade OBJ from doing the needful on June 12. Were we to buy this argument, how ironic then that his master who couldn’t dare contemplate June 12 out of fear of the north, yet had the temerity to conceive and bid for treasonable Third Term that would have completely shut the zone out of contestation for presidential power for as long as it pleased OBJ. But let it be said that the “north” cited couldn’t be that of Dangiwa Abubakar Umar, Shehu Sani, Mathew Hassan Kukah, Dan Suleiman, Jonah Jang and other men of conscience. Of course, the “north” the jobbing Okupe actually meant could only be that of now discredited generals who unchained OBJ from prison after Abacha’s demise and literally railroaded a fellow general to Aso Rock barely a year later. The bug of revisionism afflicting Okupe would also appear to have infected Kola, the scion of the Abiola dynasty. The the word, outrage, perhaps best describes the reactions of many disciples of MKO to a slew of wild claims by Abiola’s heir in a Sun interview last week which tended to belittle the sacrifice made by others in defence of June 12

even as they inadvertently diminish the mystique of his illustrious dad. While boxing himself into such blissful detachment, he, therefore, would seem far removed to view reality like the rest of us. So, when Kola then decided to come out of his shell and grant rare interview this year, we should have anticipated that a major disaster was about to unfold. Well, NADECO activist and the revolutionary Army colonel, Tony Nyiam, has already gone a great length in another media reports to dispel the fallacy in the ridiculous claim that Tinubu only became radicalized into NADECO because Abacha refused to make him governor or commissioner in Lagos, to warrant dwelling further on that point. Note, Nyiam cannot be called a Tinubu apologist. For he has consistently disagreed with Asiwaju since the latter teamed up with Buhari to found APC in 2014. But forthright Nyiam would not stand by and condone Kola’s crude revisionism against Tinubu because of today’s political difference. That would have amounted to a rape of history. Nyiam is unlike Bode George, a grandpa who still relishes toddler’s fables and seems quite unaware of the shame – if not curse – in lying with hoary hair. Note, this “bread and butter” Admiral could not, in real terms, be counted among the generals who truly mattered then and his understanding of events was obviously shaped by hear-say from his master, Diya. Perhaps, we should empathize with a man consistently worsted electorally in Lagos by Tinubu since 1999. He fancied a new career in politics after leaving the Navy on account of being the barefoot messenger of Dipo Diya who would later fall out of favour with their overall lord and master, despot Abacha. But despite all his desperate toil since, not once has BG been able to win even a polling unit in his ancestral Isale-Eko. So, it is pointless attaching any weight to the words of the political eunuch of Lagos. But, to me, even more disturbing is Kola’s reported allusion to Abiola’s high blood pressure. No one disputes that. His physician, Dr. Ore Falomo, already told us MKO had battled that medical condition for decades. However, viewed against the certainly murky circumstances of Abiola’s sudden death on July 7, 1998, such unguarded comment by Kola will only profit those who would have the rest of us buy the juvenile fiction that MKO, who had endured four harrowing years in open grave called solitary confinement, suddenly became overwhelmed by excitement on the very eve of freedom, so much that he suffered cardiac arrest after sipping from a curious cup of tea offered by visiting American diplomats in a presidential lounge in Abuja. In summary, illogical verbiage like this will only lend credence again to the notion held by some that Kola was perhaps too consumed by the hot pursuit of a love interest in Minna all through the 90s to have a clear understanding of what otherwise transpired right under his nose.

AFCON: Super Eagles dismiss fears of a depleted side ahead Burundi opener Fears that the Super Eagles of Nigeria may find it difficult to raise a strong side in their 2019 Africa Cup of Nations opener against the Swallows of Burundi on Saturday in Alexandria has been dismissed. Anthony Joshua decides Andy Ruiz rematch next week Anthony Joshua will finalise a rematch with Andy Ruiz Jr next week, which could mean a swift return to Madison Square Garden, says promoter Eddie Hearn. Joshua’s world heavyweight title reign and unbeaten record were ended by a stunning defeat to Ruiz Jr in New York earlier this month and Hearn has activated a clause to enforce an immediate second fight.
