office on Wednesday that effective over-sighting rather than upsetting will put the public officials in the executive arm on their toes and make them responsive to the public for adequate execution of government policies and programmes. “We would even try to stretch out our oversight process not as we did before but we want to see an oversight that is structured from conception to the presentation of reports by our committees to the plenary of the Senate at all times. “We want to ensure that whoever is given a responsibility on the side of the executive discharges that responsibility. “When the president appoints a minister, he is expected to help the President perform those duties assigned to him to ensure that those who are to work with us should do it in such a manner that we are to work together to deliver the services,” he said. Promising symbiotic relationship of the legislature with the executive arm of government, Lawan said “in the process of governance, we are expected to work with the executive, in a

complementary type of relationship that is based on cooperation, collaboration, synergy, and partnership. “We are not in contention, and we would not be in contention with the executive arm of government as we meant to serve the same people. “We are meant to ensure that Nigerians get the services that they require and voted us to deliver and that is exactly what we would do. “We are not going to have unnecessary rancor, or go to the market place with stones. We are going to be absolutely focused, absolutely determined to ensure that Nigerians are taken to the next level of development,” he stated. The Senate President assured that the 9th Senate is taking off on a bipartisan note as the legislative journey has already been blessed by members across party lines. He said members are going to take the advantage of the bipartisan aspect of the Senate to work assiduously to work together for the interest of the country. “We contested on the basis of bringing about a National Assembly that would work for Nigerians. “We are going to stick with that because Nigerians

consciously cast their votes in the shape and manner of the National Assembly that we have today and we have no reason, no excuse not to work together, not to perform. “Our country needs all hands on deck to deal with the numerous challenges of development. What that means is for us in the National Assembly to remain focused and united to ensure that we perform our mandatory well spelt out functions in the constitution to deliver all those legislative interventions that are required for good governance to ensure that we act and sustain a bipartisan fashion of engagement in the Senate and indeed in the National Assembly. “It is encouraging and indeed very important to us that our election to the office of the President of the Senate and the Deputy President of the Senate were election that clearly shows that it is going to be a bipartisan Senate and the National Assembly,” he stressed While appreciating journalists for role played during the race for National Assembly leadership, Lawan solicited more support for lawmakers in the discharge of their duties.

Buhari orders security agents to end attacks on Taraba communities Mathew Dadiya, Abuja

P r e s i d e n t Muhammadu Buhari has condemned the current attacks on the people of Kona in Taraba State, and ordered security forces to end the violence immediately and decisively. The President warned that attacks on innocent people in the name of revenge or whatever motives would not be tolerated by the government. Buhari gave the order on Wednesday through his Senior Special Assistant on Media and Publicity, Garba Shehu. President Buhari warmed that no group of people has the right to surround innocent people and unleash murderous

violence on them. According to him, resorting to self-help is an invitation to anarchy which in turn will make everyone unsafe. He noted that in a cycle of violence characterised by revenge and counterrevenge, there are no winners. The President said that in a state of permanent hostilities, people undermine not only law and order, but also their own ability to conduct their everyday businesses in peace. “I always wonder how people can conduct their businesses in the absence of peace and tranquility because violence ruins everything and leaves the people worse off,” he stressed. He appealed to all Nigerians to embrace

peace, adding that it was difficult to build a virile nation where hate and intolerance dominate the people’s minds. “It’s easier to destroy than to build. People should count the economic costs of this violence to their own lives,” President Buhari added. The President warned that a situation where community leaders abandon their responsibilities and allow thugs to set the agenda is dangerous for peace and security in the country. He criticised leaders who publicly preach the virtues of peace, but privately promote hate and intolerance which ultimately culminate in violent destruction of life and property.

Nigeria’s economy still fragile, says MAN Mathew Dadiya, Abuja The Manufacturers Association of Nigeria (MAN) has said that despite the significant progress recorded in the last 4 years of the administration of President Muhammadu Buhari, ‘it is clear that our economy is still fragile.’ Disclosing this on Wednesday when he led the National Council of the association on courtesy visit to President Buhari at the Presidential Villa Abuja, MAN president, Engr. Mansur Ahmed, said ‘‘with the GDP at 2.0 per cent and below the population growth rate, the clouds are still threatening and the task of driving the economy upwards is still enormous”. He said members of the association were however encouraged by the strong commitment the President expressed in his Democracy

Day address last week to revamp the economy. ‘‘You did say that in your second term, your administration will do, even more, not only to continue to drive the economy on the path of sustained growth but indeed to create a more inclusive and sustainable economy,’’ the MAN president said. The MAN president outlined some credible policies that have driven the economy forward in the first term of President Buhari. He commended the Buhari administration for consistent efforts to sustain the growth trajectory anchored on improving the business environment and recognised the government’s efforts at improving the Ease of Doing Business Project, fight against corruption, focus on poverty reduction, job creation and inclusive growth as well as the launch of the Economic

FAAN says issues about Enugu Airport have been resolved

To commence comprehensive work on runway soon

Moses Oyediran, Enugu The Federal Airports Authority of Nigeria (FAAN) has expressed its “profound appreciation and gratitude” to Governor Ifeanyi Ugwuanyi of Enugu State for fulfilling his promise to address the identified challenges that hitherto posed a threat to the safety of air travelers at the Akanu Ibiam International Airport, Enugu. Speaking during the inspection tour of the airport and its environs to ascertain the level of compliance by the Enugu State Government and other relevant institutions to the request made by FAAN, the Managing Director, Capt. Hamisu Rabiu Yadudu, told Gov.

Ugwuanyi, who was present at the exercise, that they were satisfied with the interventions made so far by his administration, such as the relocation of the Orie Emene market, abattoir, and the dismantling of the Enugu State Broadcasting Service (ESBS) Radio/TV Mast, which the Managing Director, Mr. Chukwuma Ogbonna, promised during the inspection, will be completed in the next one month. Capt. Yadudu disclosed that the issue of relocating the ENPOWER Free Trade Zone, adjacent to the runway of the airport, has been resolved with the management of the establishment, which was confirmed by its Chief Executive Officer (CEO), Engr. Emeka Eneh, during the inspection. The FAAN MD said that after a negotiation by both parties “the

required land that FAAN wants to protect is secured” for safety and security, adding: “We are happy with that and ENPOWER Free Trade Zone are also happy that with the remaining land, they can still go ahead with their initiative and develop the land”. On the airport runway, the MD further disclosed that the engineering team of FAAN and its consultant from the Federal Ministry of Aviation will “very soon commence a comprehensive exercise to make sure that our passengers are safe”. Capt. Yadudu, who maintained that “the entire matter has been resolved”, added that the Federal Government’s agency is working with two solution providers to solve the issue of water scarcity, and equally fence the airport. The FAAN boss while seeking

further timely intervention of Gov. Ugwuanyi, frowned at those living “on the air field” near the airport and requested the governor to take prompt action on the matter as usual, stressing that “the issue of illegal residents is very much of safety concern and risky”. Responding, Gov. Ugwuanyi, who assured the prompt intervention of the state government, noted that his administration is fully committed to the safety of lives and property as well as the progress of the Enugu international airport. The governor added that he had to shelve other official engagements to be with the management of FAAN to ensure that all issues affecting the safety of the airport are resolved expeditiously.

Police nab 38 kidnap suspects, recover 30 firearms, others Andrew Orolua, Abuja

Police operatives attached to Operation Puff Adder have arrested 32 kidnap suspects, including four that were involved in the kidnap of UBEC chairman, his daughter and the killing of his driver. The arrests were made between June 5 and June 19, 2019, the police said on Wednesday in a statement signed by its public relations officer, Acting Deputy Commissioner of Police, Frank Mba. Police said that its operatives during the arrests recovered 11 AK47 rifles, two Pump action guns, three locally made pistols, 12 dane

guns, 2 revolver pistols, Ten live Cartridges, 77 Live ammunition and two Volkswagen vehicles. The arrest of the four suspects linked to the kidnap of UBEC chairman, his daughter and the killing of his driver was sequel to the massive manhunt launched to apprehend the fleeing members of the kidnap gang. It would be recalled that some gang members had fled following the death of their Gang Leader/ Kidnap Kingpin, one Sumaila Sule, a.k.a Shaho, who died on 18th May, 2019 as a result of bullet injuries sustained during a shoot-out with Police operatives. Similarly, the police operatives,

within the period under review successfully raided some criminal hideouts in Kainji, New Bussa, Mariga Bangi and Charagi in Niger and Kwara State respectively and Birnin Yero forest along Birnin Gwari, Garu Rahama, Gaidan Gaya in Kaduna State and apprehended 28 other notorious kidnappers/ armed robbers, including one Abubakar Umar, a.k.a Buba Dogo. Investigation revealed that Abubakar Umar is a specialist in the kidnap of foreign nationals whom he keeps hostage until substantial ransoms are paid. Also, the operatives have intercepted trucks conveying 1972 bags of grains and 208 bags

of beans to Bandits’ hideout in a Forest in Zamfara State, adding the interception will no doubt, cut-off food supply and hopefully neutralize their stronghold in their camps. Meanwhile, the IGP has observed that the achievements recorded so far by the operatives of Operation Puff Adder would not have been possible but for the immense support and cooperation of the public. He reiterated that the support has come in a manner that clearly demonstrates the increasing determination of citizens to support the Police in restoring internal security.

said that Nigeria will be guided by national interest in taking any decision on the agreement establishing the AfCFTA. The AfCFTA was introduced in March 2018 with 52 out of 55 countries already signed to the agreement and 18 have ratified it. Only 22 countries are required to ratify the agreement for it to come into effect and Nigeria has not sign the agreement. But President Buhari, while receiving the National Council of the Manufacturers Association of Nigeria (MAN), said that he was ready to receive the report of a Committee set up to assess the potential costs and impact of signing the agreement establishing the AfCFTA for Nigeria. The President recalled that the Presidential Steering Committee on the AfCFTA Impact and Readiness Assessment Committee was inaugurated on October 22, 2018, with the mandate to assess the extent to which Nigeria was ready to join the agreement, and what the impact of doing so would be. The Committee was initially given 12 weeks to conclude its assignment, after holding wide consultations with industry groups and stakeholders, including the MAN. The President told National Council of MAN that the AfCFTA is on the agenda for the upcoming AU Summit in Niamey, Niger Republic, in July. ‘‘I don’t think Nigeria has the capacity to effectively supervise and to ensure that our colleagues in AU don’t allow their countries to be used to dump goods on us to the detriment of our young industries and our capacity to utilize foreign exchange for imported goods,’’ he said. President Buhari also promised to look into the presentation by MAN highlighting issues of concern to the manufacturing sector, namely the AfCFTA, Export Expansion Grant and other incentives, challenges with the 2019 fiscal policy measures, recent increase in NAFDAC charges, the Industrial Development (Income Tax Relief) (Amendment) Act, 2019, among others. ‘‘I assure you that I know the enormity of our problems in terms of population growth rate and teeming young people. ‘‘We need to move very fast, and the government will try and encourage you as very much as possible so that the problem of unemployment and the provision of other services relative to our population and state of development can be tolerated,’’ he said.

Buhari needs new strategy to end Boko Haram – Gov Zulum Mathew Dadiya, Abuja Borno State Governor, Professor Babagana Zulum, has said that it is high time President Muhammadu Buhari deploys other strategies to end terrorism in the north east, rather than the kinetic approach being used by the armed forces. The governor, who also suggested the introduction of amnesty for repentant terrorists, said that there was need for the Federal Government to open other opportunities of bringing down the crisis rather than the kinetic force. Governor Zulum said this on Wednesday shortly after he had a closed door meeting with the President to intimate him of the security challenges still bedevilling the state. He said: “It is also important for those people who have been forced to join the insurgency, if they are reintegrated into the society; I think this will be good”. The Daily Times recalls

that few days ago, suicide bombers unleashed mayhem in Kunduga, killing several persons in the process. Asked on why he met with the President, he said: “I am basically here to discuss with Mr. President on how possible the Federal Government can strengthen the current security situation on ground as well as strengthen the means of livelihood to the entire people of Borno State. “Basically, we want to address the root causes of insurgency, especially the issue of access roads, access to farm lands and the issue of strengthening civilian JTF and the military to do their jobs better than before”. On the recent attacks in the state and what the government is doing to ensure the people sleep well at night, the governor said: “The issue of security is not one you discuss anyhow. But the government of the state is collaborating with the military and other other security agencies to ensure that the citizens are well protected.

Justice Okon Abang of the Federal High Court, Abuja, has adjourned till July 2, for continuation of hearing in the case involving the former Director General, Small and Medium Enterprises Development Agency of Nigeria (SMEDAN), Bature Masari. Masari is being prosecuted by the Economic and Financial Crimes Commission (EFCC) on a 17-count charge, bordering on money laundering to the tune of N107.7 million before Justice

Abang. Masari’s initial arraignment by the Commission was on May 27, 2019. One of the charges reads: “That you Bature Umar Masari on or about the 27th November, 2014, at Abuja within the jurisdiction of the honourable court did transfer the sum of N9, 000,000 (Nine Mllion Naira) only, to one Benjamin I. Aboho, from your Diamond Bank Account No.0041899190, when you reasonably ought to have known that the said money formed part of the sum of N50,000,000 (Fifty Million

Gov Zulum “On my part, I am also trying to strengthen the locals to be resilient enough especially by providing them with logistics like vehicles and others so that they can undertake some surveillance to support the military. “By and large, our discussions with the military have gone well and we are doing everything possible to ensure that stability returns to Borno State. “You are aware that some

incidents occurred two three days ago where about 40 people were killed in Konduga. By and large we are aware of steps the president is willing to take that will virtually bring that issue to a standstill. “There is an existing policy within the military called operation safe corridor just to strengthen the system. At the resumed hearing on Wednesday, Justice Abang asked the defence counsel, Abubakar Mogaji, to furnish the court with the document upon which he relied to object to the evidence of the prosecution at the last hearing, but Mogaji disclosed that he

had unfortunately misplaced it and therefore withdrew his objection. He, however, pleaded with the court to move a motion on the abuse of court process which the judge had already ruled on, but the prosecution counsel, Iheanacho Ekene, objected to the plea, arguing that the matter had become “functus officio”, on the ground that the matter having been pronounced upon earlier by the court, it cannot revisit it. Justice Abang adjourned the case to July 2 and October 8, 2019 for continuation of trial.

Nigerian institutions need to open up to global exposure, says Oladele Esther Taiwo, Lagos Executive Secretary, Institute of Entrepreneurship, Dr. Rotimi Oladele, has said Nigerian institutions need to open up to global exposure. Oladele, who was the chairman at the Lagos State University Faculty of Management Sciences Guest Lecture, said the country could no longer afford to use the traditional method of finance. The lecture titled “The Future of Finance Technology at Play” was delivered by the Chairman UBA Plc, & Heir Holdings, Mr. Tony Elumelu, at the Aderemi Makanjuola Lecture Theatre, LASU Ojo- Lagos. According to Dr. Oladele, there was need for romance between the school and town, in terms of 21st century innovations and needs in the finance sector.

Tony Elumelu, who was represented by Mr. Ayoku Liadi, the Executive Director, Lagos West, UBA Plc, said the role of academia in equipping budding finance professionals for the future cannot be overemphasised. According to him, the academic needs to graduate from imparting traditional technical accounting and finance skills to embracing modern technologies in the delivery of both technical and soft skills needed to build a global finance professional of the future. He said: “I am not certain if the finance and accounting graduates of today are familiar with modern financial software packages, including global accounting and financial software packages, including global accounting and financial reporting standards. “I will like to propose an

overhaul of the curriculum to accommodate these. The academia should go beyond churning out finance and accounting graduates on a yearly basis to building readyto-market finance professionals thoroughly equipped for modern finance functions. “While cutting edge research is vital to achieving the above, the key is staying awake and staying disruptive. Therefore, Stay Awake! Stay Disruptive!! Never and never accept the status quo”. The UBA Plc chairman said according to a 2016 Deloitte report into Finance in a digital world, there are seven technologies that modern finance functions must embrace. “The 21st Century Finance Officer has graduated from being just one that reports the figures to one that drives performance across

departments. Little wonder Chief Finance Officers of some major corporations are being referred to as “Chief Performance Officers,” he added. Elumelu said today’s finance professionals are taking centre-stage in their business fields through the mastery of necessary technical skills and pragmatic demonstration of high levels of business acumen, leadership and communication skills. The Vice Chancellor of LASU, Prof. Lanre Fagbohun, represented by his Deputy Vice Chancellor (Admin), Prof. Oyedamola Oke, said the lecture would avail participants the opportunity to learn more about the concept of growth mind-set and demonstrate the increasing need for all to learn and re-learn continually, as new technologies replace old skills and knowledge”.

Stakeholders in the oil and gas sector have advised the Federal Government to adopt modern technology in oil and gas production and management in order to avoid the continued loss of an estimated N995.2 billion yearly due to crude oil theft. The stakeholders emphasised that except the Federal Government adopts efficient technology in metering and mapping movement of crude from extraction to exportation, it would not get the optimum revenue from the oil sector. Niyi Awodeji said this on Wednesday while presenting a report on oil theft by the Nigeria Natural Resource Charter (NNRC), during an advocacy against crude oil theft and stakeholders engagement seminar organised by the New Nigeria Foundation (NNP) in Port Harcourt, Rivers State. Awodeji, who spoke on behalf of the stakeholders, called for stringent penalties for oil thieves and their collaborators in the country. He said that combating crude theft would not only end the loss of N995.2 billion yearly, but would result in increased oil production, export and revenue, thus paving way for economic diversification and investments. According to Awodeji, Nigeria continues to suffer oil theft due to under-declaration or underestimation of barrels received at any point of the extraction process so that the perpetrators could sell the rest in the black market. He stated further that “inflated volumes from drilling, through

production to receipt at the refinery allowed for by the oil industry, saying this led to white collar crude theft by oil companies. This practice, he added, occurs “mainly at tank farms, refineries and distribution centres owned and operated the companies.” Awodeji also alleged that oil companies under-declared crude oil production to avoid paying petroleum profit tax. He advised the Federal Government to sue Shell for $407 million in 2016 for underdeclaration between 2013 and 2014. Awodeji also maintained that there were also 15 other suits against 15 oil companies for $12.7 billion. He said: “Crude oil theft occurs in the course of vandalism of infrastructure to divert oil from its intended destination. “Between 2003 and 2013 there were 15,685 pipeline breaks caused by vandalism, while in 2016, Shell reported daily loss of 5,660 barrels per day (bpd) just as most of the siphoned oil were refined locally in firewood refineries.” He decried the high rate of oil bunkering in the Niger Delta and the method used by crude oil thieves, disclosing that “small ships often anchor near pipelines, drill and siphon crude, which is then taken to larger oil tankers on the high sea.” “The process is repeated multiple times till the tanker is full. There are usually multiple siphoning points with hoses up to 2km used and barges can take between 3,000 to 18,500 barrels of crude, while tankers can take from 31,000 to 62,000 barrels of crude,” he added.

Middle Belt Forum warns NCEF for inciting Christians against Buhari’s govt Mathew Dadiya, Abuja The Middle Belt Forum (MBF) has condemned a statement credited to a group - Middle Belt Conscience Guard (MBCG), which the names of General Theophilus Yakubu Danjuma (rtd), former military governor of old Rivers State, Gen. Zamani Lekwot (rtd) were included in a purported statement accusing President Muhammadu Buhari of “pursuing g an Islamic agenda.” MBF National President, Dr. Bitrus Pogu, in a statement on Wednesday, condemned the act, describing it as an attempt to incite Christians against the Buhari-led Federal Government. He said that while attention of the present government is being focused on combating the dreaded Boko Haram in the North-east zone, the present administration has been demonstrating intensified efforts at battling rampaging Fulani terrorists whose bloodthirsty disposition has brought devastation and anguish the nation. The MBF leader said: “We

wish to inform Nigerians and the international community that the Middle Belt peoples are now victims of a conspiracy to subjugate them and disinherit them of their ancestral lands. We are calling on men and women of good conscience to spare no efforts in exposing the ongoing heinous crimes against humanity in a bid to unveil the dark spot of human conscience surrounding the massacres of Nigerians and destruction of communities in the Middle Belt Region and other parts of the country.” He said that the MBF has confidence that history and God is on the side of the just, adding that they remain steadfastly confident that someday, they shall witness an end to these tragedies that have befallen the Middle Belt Region and the nation. The purported Northern Christian Elders Forum had in a press statement that was signed by Prince Raymond Enejo, accused the President Muhammadu Buhari-led administration of brazenly pursuing an agenda of ‘Islamisation and Fulanisation’ in the country.

Ugwuanyi: Lending a strong voice to rural-centric development

Laurence Ani

It has long become fashionable for political leaders at the grassroots to merely make appearances at their rural constituencies at official work hours but retire to their homes in cities often located many kilometres away. Although it was always difficult rationalizing this, yet no one – especially senior elected politicians – ever dared to condemn the absurd practice because, apparently, pretty much everyone else was just as guilty. So speaking this inconvenient truth to local leaders required someone who could, more or less, come to equity with clean hands. This was exactly what Governor Ifeanyi Ugwuanyi did last week when he met with council chairmen, their deputies, councilors, supervisors and members of development centres at the Government House, Enugu. “How often do you see me travel abroad or to Abuja?” he asked the utterly chastened officials, and explained to them in lucid details how the multiplier effect of spendings made by their household can benefit the community in a social and economic sense. “If you don’t reside in your constituencies, how do we ensure that the doctors deployed to our rural health facilities report for duty? If you only spend time with your constituents like visitors, how would you know if the teachers are actually devoting time to instruct our pupils in the rural areas?” he asked further. For Ugwuanyi, the push to have elected public officials reside in the same community as their constituents is not for the sheer symbolism it represents. He is convinced that doing so will infuse in them a greater commitment to develop their constituencies, especially rural ones, to such a level where the impelling need to dash off to cities at the flimsiest excuse no longer exists. It could, as well, stem the perennial influx of rural

dwellers to cities which has over the years been the bane of structured urban development and the reason for the proliferation of unplanned suburban squatter settlements. The governor’s admonition was not mere lip service. Indeed, his strong belief in rural-centric development had always been underscored by the attention he has paid to the upgrade of living conditions in rural communities. That commitment could further be gleaned from the fact it was a focal point of his inaugural speech both at his first and second term swearing in ceremonies. As he has often pointed out, “we will continue to pay special attention to rural development because majority of our people live in rural areas”. It is this conviction that underpins his administration’s inclusive philosophy which offers an equal opportunity for all to thrive, regardless of political affiliation, creed and clan. The expansion of infrastructural development to long neglected communities some of which had never hosted a government project also stems from that. For instance, the construction of the Amurri road in Nkanu West Local Government Area is a testimony to that drive to enthrone a better living condition for rural communities. This unpaved dusty four-kilometre stretch and only access road into Amurri was for decades an ugly reminder of the abandonment which residents of community have had to live with. Indeed, the highly successful “One Community, One Project” initiative is a product of that grassroots development philosophy. It’s instructive the governor had equally voiced his commitment in the second term inauguration speech to further deploy massive resources to spur development in rural areas, pledging to “review the programme to make it even better”.

This programme gives each of the 540 autonomous communities in Enugu State the latitude to choose and implement a development project they consider expedient, with a N5m grant from the state government. Nothing feeds the democratic culture better than inclusive governance that offers citizens a participatory experience. The absence of these breeds resentment, cynicism and a mercantilist attitude in the people, even in relation to civic engagements. But when political leaders at the grassroots live among the people over whose affairs they are supposed to preside, such feelings are mitigated. Besides, probity becomes enriched because a sense of accountability is usually directly proportional to the distance between the leaders and the governed. It is this severed bond that Ugwuanyi hopes to recreate through his open denunciation of leaders who would rather embrace the fripperies of their executive office but frown at the sacrifice that comes with it, such as living alongside the constituents whose votes elevated them in the first place. Consistent with that pursuit is the goal to create more cities and open up rural areas by constructing new roads and rehabilitating existing ones in poor condition. Ugwuanyi doesn’t however consider road rehabilitation as an end in itself; he sees them as a significant part of an integrated socio-economic mix that includes agricultural development. Such vision and sustained investment had resulted in the construction of six Pivot Irrigation systems in communities where rice is grown. That effort helped boost rice output to 1,800,000mt and enabled the cultivation of the crop twice a year. It also led to the launch of the Agricultural Feeder Roads projects totaling over 46.9 kilometres in 12 rice-growing communities

across the three senatorial zones, which has substantially eased the burden farmers once had to contend with in evacuating their crops from farms to the market. Transforming the rural areas will also serve as an incentive for essential public sector workers like teachers, doctors and nurses deployed to those communities to continue to work or reside comfortably there. The measures so far introduced by the Ugwuanyi administration have successfully brought the studentteacher ratio in Enugu State public schools, including rural-based ones, to an optimal level. Those measures include sustained investment in expanding the state’s Free Maternal and Child Health programme, which has significantly reduced maternal and child mortality rate. This is so because pregnant women in rural communities who might ordinarily have stayed at home to deliver – despite the grave risk involved – due to lack of funds now come to clinics knowing that they don’t have to pay. So, beyond the emotive desire to see political leaders live among their people, there is no doubt that political leaders’ relocation to rural communities can help strengthen governance structures at the grassroots and inspire better service delivery in critical sectors such as health and education. It really makes sense then that rural development got a huge slice of the Enugu State 2019 budget. The lesson inherent in all this is plain: rural communities should not be places politicians visit only to solicit votes; those who live there are as entitled to the good life as everyone else because their stake in democracy is no less important to urban dwellers’ sense of entitlement. This is the paradigm shift Gov. Ugwuanyi has enthroned in Enugu and the values he seeks to inculcate in the political class.

On EU’s report on the presidential election

Ebuka Nwankwo

The European Union Election Observation Mission, in its final report which was publicly released on the 15th of June, says the 2019 elections won by President Muhammadu Buhari and his All Progressives Congress weren’t transparent and were marred with violence, intimidation and voter harassment. The observers concluded that this damaged the integrity of the 2019 election. These strong statements from the EU Election Observation Mission are different from what it said about the 2015 elections, where it gave Nigeria’s independent electoral commission a pass mark. ‘‘Procedural shortcomings were evident, in particular during collation and from analysis of polling unit results, however no

centralized systemic fraud was observed,” EU observers wrote in the executive summary of its 58page report on the 2015 elections. Similar statements from other observers in 2015 and President Jonathan’s historic phone call made President Buhari the bride of the international community in 2015. But this doesn’t seem to be the case anymore. To make matters worse, President Buhari did not receive the kind of embrace he received from the international community after the 2015 general elections in 2019. Meanwhile, Atiku Abubakar, President Buhari’s main opponent in the last election, is challenging the results of the last elections at the tribunal. And at the inaugural sitting of the tribunal, its former chairman, Zainab Bulkachuwa,

warned against analysing court proceedings on social media and making a verdict while the court has not made a pronouncement. But this kind of threat does not really matter to the international community – who are keenly following events in Nigeria. It didn’t deter the release of EU’s final report on the just concluded election. Comments from past Nigerian leaders on the last elections and their visible absence at the last Democracy Day celebration do not project Nigeria’s democracy in a good light. It could also have significant impact on foreign investments into the country. At the moment, Nigeria needs all the branding it can get. This kind of democratic retrogression will not

help the country no matter how much we try to deny it. The UN has just reported that foreign direct investment in Nigeria plunged to $2bn in 2018 from $3.5bn in 2017. While foreign investments plummeted in Nigeria, it rose by 13 percent in Sub-Saharan Africa to $32bn in 2018. Countries like Ghana, Kenya and Tanzania experienced increased FDI and are now the new destination for foreign capital in Africa. HSBC and UBS have since closed their offices in Nigeria. To achieve the kind of speedy growth Nigeria desires, the country needs to repair its battered democratic credentials. One way to achieve this is by implementing the recommendations of the 2019 EU report on our election.

Expose your girls to technology early, Glo charges parents Telecoms service provider and technology innovation leader, Globacom Limited, has called on parents to give their children early exposure to technology, and tech-related subjects to enable them compete favourably in the innovation space, as the world becomes more digitally oriented. The company urged greater interest by girl-children in subjects like mathematics, physics, engineering and computing. Globacom’s Account Manager, Public Sector, Lagos Zone, Mrs. Justina Abdulateef, made the assertions at this year’s commemoration of the International Girls in ICT Day by eBusinessLife magazine. According to Abdulateef, the ICT space requires a broad range of skills, noting that operators in the sector are continually looking for talented individuals with those skills to play various roles. She also implored school girls across the country to take active interest in science subjects that could help them play prominent roles in the technology world in the future. She lamented that stereotypes and discrimination had deterred many girls from pursuing interests in Information and Communication Technology,

suggesting the need to break these stereotypes early in life in order to create meaningful access to ICT for girls and women. “The growth potential is enormous for ICT professionals, and there are many areas you can decide to focus on. You could choose to be a software developer, a webmaster, web designer, animator or data analyst, among many others”, Abdulateef advised. Also speaking at the event which was attended by hundreds of school girls from 15 prominent schools in Lagos, Mrs. Ufuoma Daro, the Chief Executive Officer of eBusiness Life, the organisers of the event, thanked Globacom for supporting the initiative this year again, recalling that the company was also one of the companies that made it possible for the event to hold last year. She called on other corporate bodies to support initiatives that are aimed at empowering the womenfolk in the overall interest of the country. The ceremony drew participation from leading lights in the ICT industry, including representatives of the Nigerian Communications Commission (NCC), leading ICT companies and policymakers.

Why hundreds gathered in Abuja for Kanu Nwankwo-powered mass housing scheme After years of sponsoring free heart surgeries in which 610 patients have so far benefitted through his Heart Foundation, ace international footballer and multiple award- winning former Super Eagles Captain, Kanu Nwankwo, has teamed up with some organisations to provide homes for thousands of Nigerians through a new scheme that thrives on networking. At an event tagged Mega Seminar/ Award ceremony which took place at Top Rank Galaxy Hotel, Jabbi, Abuja, on Saturday, Jerry Patrick Onuokaibe, the Chief Executive Officer (CEO) of Titan Empire Builders, said Kanu Nwankwo was highly excited when the idea of providing affordable houses for Nigerians through networking was presented to him, to the extent that he made his various landed properties in Lagos, Abuja, Cross River and Delta States available for the housing projects. He said: “We created this network to bring people together so they can leverage on one another to gain access to their personal homes and Kanu Nwankwo in his usual magnanimity has helped to make the process easier. We are partnering with Aim Global which you know has been in Nigeria for years with many people benefitting from their programmes as well as Perfection Real Estates to ensure that thousands benefit from the scheme. “Today, we are going to present award letters to those that have already qualified through their contributions and by the 29th of this June, they would be given keys to their houses in Lagos. We appreciate the challenges in primary mortgage banks, so we were able to get alternative payment platforms that are easy and credible. While in return, we give one percent of the total cost of every household to Kanu Nwankwo Foundation for the generous intervention of the football legend,” Jerry

said. Continuing, he told the hundreds of participants that unlike other networks that have dashed the hope of Nigerians, the housing programme has already benefitted many in Nigeria and other parts of Africa, adding that “One after the other, you will get your houses. That is my dream; that is my passion. It is the legacy that Kanu Nwankwo and all other partners in the programme want to leave behind,” he said and encouraged participants to be part of the network. Also speaking, the Chairman, Aim Global Alliance, Emmanuel Akpakwu, said he was almost a nobody about seven years ago before he joined the Alliance but that he has been so blessed by the scheme that he cannot but encourage the participants at the Seminar to have hope that better days lie ahead for them, adding that the partnership with Kanu Nwankwo is enough guarantee that the programme was credible and beneficial to all that would key into it. Earlier in the programme, which was anchored by On-Air-Personality, Willy Willy of Wazobia FM, Dr. Susan Okonkwo from Lagos and Mrs. Precious Akinola, an Abuja resident, thanked the founders of the Mass Housing scheme for brining such a wonderful platform, saying both of them were qualified to receive keys to their homes later this month, among other beneficiaries. Highlight of the programme was the presentation of provisional award letters to winners that came from different groups including Team Moving Train led by Mrs. Philomena Demegwu to which members include Fatima Usman and three others; Team Victory led by Rev. Dan Thomas; Team Achievers led by Mrs. Precious Akinyoola also known as Pretty Cash and Team Agnes Akwaraonwu, among others.

OUR POSITION Autonomy: The challenge before the legislature, judiciary The Fourth Alteration to the 1999 Nigerian Constitution of the Federal Republic of Nigeria, (as amended) gave autonomy to the state legislature and Judiciary in a bill signed by President Muhammadu Buhari in June 2018. The amendment specifically meant the granting of financial autonomy and independence to Houses of Assembly and judiciary in the states. Hitherto, the funds allocated to them from the Federation Account go through the State Governments most of whom don’t transmit same to them. The law in essence, permits the funds due to the judiciary to be paid directly to the judiciary of those states, no more through the governors . “And the funds standing in the credit of the Houses of Assembly in the states are now to be paid directly to the Houses of Assembly of the states for the benefit of the legislators and the management of the Houses of Assembly.” It is unfortunate that since June last year when the bill was assented to, the law was not allowed to operate in the spirit and wordings it was meant to serve, due mainly to the awesome influences of State executive governors. While commending the State governors’ pledge last week to implement full autonomy for state legislatures and the judiciary, it is essential to observe that it will strengthen democracy in the states. It will also promote accountability and transparency in governance. Needless, however, to state that we abhor the roles played by the State governors in the last one year when this

law was put in abeyance. Now, that the new law will be made to operate with the support of State governors, we expect the State’s Legislature and Judiciary to demonstrate sense of maturity, prudence and accountability in the management of funds that will be allotted to them. Nothing short of this will be justified in the eye of the members of the public who have in the last decade craved for the independence of Judiciary and State Houses of Assembly. It is important to sound note of warning that the electorate who are distressed by the unjustifiable bogus salaries and allowances of national lawmakers will not welcome such unwholesome practices at the state level. On the part of the States’ Judiciary, it is an opportunity for the heads of Court in the States, indeed the judges to allay the fears of State governors that even without a string of financial control over them attached, they can deliver justice. Financial autonomy to the States Judiciary should therefore not be harmed by reckless spending and fraudulent financial malpractices by the judiciary officials. Attempt to engage on such reckless spending would further put the Judiciary into public disrepute and loss of confidence. In conclusion, we plead with the states governors to stand by their words of promise and to allow the autonomy granted by the Fourth Alteration to the Constitution to the State Legislatures and Judiciary to operate. After all, they have sworn to uphold the Constitution.

FG debunks re-emergence of Ebola in Nigeria Doosuur Iwambe, Abuja

The federal government has described as false, the message circulating in the social media purporting a positive case of the Ebola virus in the country. Permanent Secretary, Federal Ministry of Health, Abdullaziz Abdullahi, who made the denial of the presence of the virus in Nigeria, urged members of the public to disregard the news, advising them to discourage the circulation of any unverified information capable of causing harm and panic among citizens. He assured that since the reports of the Ebola outbreak in the Democratic Republic of Congo, heightened surveillance have been on-going at the various entry points into the nation by officials of the port health services division of the ministry to prevent the importation of the virus into Nigeria. “To this effect, every sick passenger has been properly screened and I can say categorically, that none of the patients screened has tested positive for Ebola or any deadly disease,’’ he assured. The permanent secretary noted that in line with the World Health Organization (WHO) guidelines, a recent preliminary risk assessment conducted by the Nigeria Ebola preparedness team, coordinated by the Nigeria Centre for Disease Control (NCDC) indicated that the overall risk of

importation of the virus into Nigeria from the Democratic Republic of Congo (DRC) and Uganda is low. Abdullahi however, added that the ministry is not resting on its oars in view of the trading activities of Nigerians, declaring that the federal government remains

committed and is working closely with the WHO, state ministries of health, global and local partners, and all other stakeholders to protect the health of all Nigerians. ‘’However, necessary protocols are being followed in line with international Health Regulations, ’he added.

Tussle for House minority leader heightens among PDP Reps Henry Omunu, Abuja The tussle for the position of House minority leader among the Peoples Democratic Party (PDP) House of Representatives members has heightened with no less than six aspirants are eyeing the post. So far, House members who have indicated interest in the post and are known to be lobbying the PDP caucus are mainly from the South South and South East geo-political zones of the country with one contender emerging from the North Central. While three aspirants, Rep. Nkem Abonta, Rep. Pat Asadu and Rep. Chukwuma Onyeama are from Abia and Enugu states respectively in the South East, Rep. Ossai Ossai, Rep. Tony Elumelu and Rep. Kingsley Chinda are from Delta and Rivers states respectively in the South South. Rep. Tajudeen Yusuf is the only House member aspiring for the minority leader’s position from Kogi state in the North Central. In the quest to sway members of the House PDP caucus to back their aspiration,

the lawmakers are flouting their legislative credentials and ranking status as positives that should earn them the plum position. Presently, in terms of ranking, the oldest PDP House member is Rep. Nicholas Mutu from Delta state, but sources have confirmed his lack of interest in becoming leader of the opposition caucus. He has been in the House since 1999. However, if the post is to remain in the South South zone since the Minority Leader in the 8th House, Rep. Leo Ogor hails from Delta state, then the struggle for the position can be narrowed down to the four contenders from the zone. Among the four aspirants from the South South, Rep. Elumelu is the most ranking member having been elected to the House in 2007 as against his two opponents, Rep. Kingsley Chinda (2011) and Rep. Ossai Ossai who was elected to the House in 2011. PDP House members from the South South and South East zones in separate interactions explained that the issue at stake is not necessarily who should get it from amongst the aspirants, but which aspirant is capable of leading the opposition in the House.

Applicants for drivers’ licence renewal Short News INEC reviews 2019 general elections in should use by-pass option – FRSC Bayelsa

The Federal Road Safety Corps (FRSC) has advised applicants seeking to renew their drivers’ licence to use the by-pass capture scheme, instead of flooding drivers’ licence data capturing centres. Corps Public Education Officer, Bisi Kazeem, who gave the advice, explained that the FRSC introduced the by-pass capture option on the national drivers’ license to improve the ease of obtaining the license and save applicants time on waiting for capture. According to Kazeem, an applicant for by-pass capture should simply pay online and visit the nearest collection centre to pick up the permanent license when it is ready. “There is no need to visit any drivers’ license centre to recapture your biometric information again. An applicant who is either renewing or applying for a re-issue can use the by-pass capture feature. “The by-pass capture is only available to applicants who have existing biometric information on the national drivers’ licence system. Such an applicant must have gone

through the FRSC driver’s license process and have their biometric captured at any of the FRSC licence centres,” Kazeem stated. He added that an applicant can only apply for a by-pass capture for the first license renewal which is after three or five years while the second renewal which is a minimum of six years will require an applicant to recapture his biometrics. Kazeem further explained that the first license which is regarded as a fresh application will require an applicant to capture his/her biometric at any of the licence centres. “For the second license which is a renewal or reissue, the applicant can choose to by-pass capture since his record is already existing on the on the national drivers’ licence database and the third license renewal will require applicant to recapture his biometric information as it is expected that there should be some changes to the applicant’s physical appearance at this period. Subsequent renewal will follow the same cycle,” he added. Also, Kazeem explained that the

first step to begin the by-pass capture process is for the “applicant to visit the drivers’ licence portalwww. nigeriadriverslicence.org, select the type of application (renewal or reissue) then provide the licence number and date of birth. “The applicant thereafter, reviews his existing demographic information to be sure all is correct, scroll to the bottom of the page and select which licence centre to pick up the permanent licence when it is ready for collection. “The applicant also selects no where the page requests if an applicant wants to recapture his biometric information, submit the application, makes payment either online or at the bank and prints out the payment acknowledgement slip together with the application form to collect the permanent licence.” Lastly, the FRSC said the corps will notify the applicant when the permanent licence is printed and ready for collection to enable the applicant submit the application form and payment slip at the point of collection to collect the permanent licence.

AbdulRazaq challenged the varsity graduates to come up with brilliant ideas that can transform the state, saying he would accommodate anyone with better ideas on how to create wealth irrespective of their backgrounds. “I hope some of you will remain in Kwara to create jobs and take employment. Our philosophy is to create employment and to create services through entrepreneurship. “And those of you that have ideas in businesses and wealth creation, our doors are always open to you. We don’t care which state you come from; all we care about is what you can contribute to our society. “So, whatever idea you have to improve these facilities, pass it to the top; it will get to me and we will listen. We will make things happen here. Definitely, there will be changes from now on. Your group may not see the full effect of the changes but the subsequent groups will see. In civilian government, as you are aware, we have to appropriate in the state assembly to get funds to do things. “What we can do for you immediately we will do it,” he added.

We are cautious of carbon emissions at airports, says FAAN Chukwuemeke Iwelunmo Managing Director, Federal Airports Authority of Nigeria (FAAN), Capt. Rabiu Hamisu Yadudu has reiterated the Authority’s commitment to keeping the airport environment clean at all times, saying they have not relented in measuring and monitoring the amount of emissions in the environment. Capt. Yadudu who was represented by the FAAN General Manager, Environment, Mrs Omere Janet made the observation yesterday, during the commemoration of World Environment Day (WED) organised by FAAN in collaboration with Nigerian Environmental Society (NES). According to Yadudu, last year knowledge garnered 20018 WED has equipped the agency to be able to manage the issue of plastic solution at the airports. Yadudu said “Last year which is 2018, the theme of World Environment Day was “Beat Plastic Pollution”. In our own part in the airport, we have tried to stop the use of pure water and also to discourage water bottles and plastic containers. A lot of things have been put in place to reduce plastic usage at the airports. Within our environment, we are also encouraging paper bags instead of plastic and nylon littering in the whole environment. “Year ago, our present Managing Director who was the Director of Airports Operations has started that initiative of a cleaner environment. In Murtala Mohammed Airport (MMA), we are taking a study of carbon emissions and we found out that there are 4 levels in reducing carbon emissions. We are almost through with the first level which is mapping. We have also taken statistics and got data of emission that has to do with electricity, generating sets and all that. We are keying into that in MMA; we have also completed that of Abuja”, Yadudu added. Yadudu said that FAAN is complying with environmental requirements in line with the International Civil Aviation Organisation (ICAO), adding that the Authority’s environment the department is doing something to control carbon emissions into the environment. The FAAN boss also pointed out that recent environmental audit is done shows that the amount of emissions into the environment is in line with the limits recommended by both World Bank and Airports Council International (ACI). In his goodwill message the Director General of the Nigerian Civil Aviation Authority (NCAA), Capt Muktar Usman expressed appreciation to FAAN for organising the programme, urging them to continue with the laudable initiative. Capt Usman who was represented by General Manager, Air Transport Regulation, Rotimi Arogunjo said “I want to also say that NCAA is already in collaboration with FAAN on emissions reduction. It is a good thing that we are moving forward”, Usman said. In his message on World Environment Day, Secretary-General of United Nations, António Guterres said air pollution kills and causes long term health problems such as asthma and reduces children’s cognitive development. Guterres who was represented by the Director of United Nations Information Centre (UNIC) in Lagos, Ronald Kayanja said “today, we face an equally urgent crisis. It is time to act decisively. My message to government is clear; tax pollution; end fossil fuels subsidies; and stop building new coal plants. We need a green economy, not a grey economy.”

Life support to FG: CBN denies borrowing FG N8.12trn Says news report on its finances mischievous Mathew Dadiya, Abuja The Central Bank of Nigeria (CBN) has denied a news report published by a national daily (not The Daily Times) that the CBN’s life support to FG rises 780 per cent to N8.12 trillion in four years. While reacting to the news report on Wednesday, Director of Corporate Communications of the central bank, Isaac Okorafor, described it as “not only false but an attempt,

through sheer mischief, to distort and misrepresent CBN’s financial operations and also to misinform the investing public on the financial health of our country.” Okorafor said that in order to arrive at their plot, the authors of the story had “conveniently restricted their report” only to CBN’s claims on the Federal Government while ignoring other numerous deposits of the Federal Government, including those of the Treasury Single Account (TSA), with the CBN.

He said, “As can be clearly deduced by any unbiased and informed analyst, when the claims of the FG on CBN are netted against the claims of the CBN on the FG, the resulting net positions indicate that the FG was actually the net creditor to CBN in 2014, 2015 and 2017 to the tune of N2.14 trillion, N1.65 trillion and N0.36 trillion, respectively.” On the other hand, he stated that CBN was the net creditor to the FG in 2016 and 2018 to the tune of N0.11 trillion and N0.34 trillion,

respectively. Clarifying further, the apex bank spokesman said that from the foregoing and the detailed database, it is clearly inappropriate to compare the position as at end-2018 with the position as at end-2014, ignoring the movements within the period. The CBN, however, reassured the investing community and the general public that it remains faithful to its statutory mandate as a banker and financial adviser to the Federal Government.

Why Nigerians must protect telecom infrastructure - NCC Ladesope Ladelokun The Executive Vice Chairman of the Nigerian Communications Commission (NCC), Prof Umar Danbatta, has reiterated the need for all Nigerians to be involved in protecting telecom infrastructure across the country. Danbatta made this known at a sensitisation forum focused on the

imperative of protecting telecom infrastructure in Sapele, Delta State. He explained that all citizens should see telecom infrastructure as a critical national asset because of the importance of telecoms to the effective delivery of services in all other sectors of the economy. In a paper presented by Venny EzeNwabufor, Controller of NCC Port Harcourt Zonal Office, on his behalf,

the EVC says the Commission needs the support of all stakeholders towards the protection of telecom infrastructure, which is essentially physical and virtual assets created to telecommunications networks that connect cities, towns and highway. Meanwhile, the Association of Telecommunications Companies of Nigeria (ATCON) and the Association of Licensed Telecommunications

Operators of Nigeria (ALTON) have been vociferous about the need for a law that will classify telecom equipment as critical national infrastructure. This, according to them will solve the problem of incessant closure of cell sites by state governments. Also, they appeal to the National Assembly to expedite action on the bill that designates telecom equipment as critical national infrastructure and pass it into law.

NNPC seeks security clearance to resume oil Search in Chad …as DPR seals 14 illegal LPG plants in Abuja Micheal Ajayi The Nigerian National Petroleum Corporation (NNPC) has said that it will to resume oil search in the Chad Basin as soon as it receive security clearance. This disclosure was made by the Group Managing Director of the Corporation, Dr. Maikanti Baru, when the Governor of Bauchi State, Senator Bala Mohammed, paid him a business visit in Abuja. “We will go back there as soon as we receive security clearance. There seems

to be some prospects there because the Niger Republic drilled over 600 wells and now they are producing while we have only drilled 23”, the GMD said. Oil search in the Chad Basin was suspended after a team of NNPC Frontier Exploration Services and their consultants from the University of Maiduguri were attacked and some of them abducted on July 25th 2017. Baru commended the people of Bauchi and Gombe States, especially communities in the exploration area for their support and hospitality while assuring them of NNPC’s support in the provision of infrastructure and

amenities. On the proposed Institute of Petroleum Studies to be established in Bauchi State University, Dr Baru pledged the support of NNPC and assured the governor of synergy between the institution and the Petroleum Training Institute, Warri, for exchange programs and manpower development. Meanwhile, the Department of Petroleum Resources (DPR) in collaboration with the Nigeria Securities and Civil Defence Corps(NSCDC) have sealed 14 illegal

Malam Abubakar Buba, DPR Abuja Zonal Coordinator told newsmen on Wednesday that the effort was to ensure that all retail operators were licenced. Expose your girls to technology early, Glo charges parents Ladesope Ladelokun Telecoms service provider and technology innovation leader, Globacom Limited, has called on parents to give their children early exposure to technology, and tech-related subjects to enable them compete favourably in the innovation space, as the world becomes more digitally oriented. The company urged greater interest by girl-children in subjects like mathematics, physics, engineering and computing. Globacom’s Account Manager, Public Sector, Lagos Zone, Mrs. Justina Abdulateef,

made the assertions at this year’s commemoration of the International Girls in ICT Day by eBusinessLife magazine. According to Abdulateef, the ICT space requires a broad range of skills, noting that operators in the sector are continually looking for talented individuals with those skills to play various roles. She also implored school girls across the country to take active interest in science subjects that could help them play prominent roles in the technology world in the future. She lamented that stereotypes and discrimination had deterred many girls from pursuing interests in Information and

Communication Technology, suggesting the need to break these stereotypes early in life in order to create meaningful access to ICT for girls and women. Ufuoma Daro, the Chief Executive Officer

of eBusiness Life, the organisers of the event, thanked Globacom for supporting the initiative this year again, recalling that the company was also one of the companies that made it possible for the event to hold last year. She called on other corporate bodies to support initiatives that are aimed at empowering the womenfolk in the overall interest of the country. The ceremony drew participation from leading lights in the ICT industry, including representatives of the Nigerian Communications Commission (NCC), leading ICT companies and policy-makers.

PR lacks personal touch in the digital age –Experts Godwin Anyebe Experts in Nigeria’s Integrated Marketing Communications industry have decried the inability of Public Relations as a profession to create that personal touch between its professionals and its public to enable them to derive the needed results from its campaigns. This was made known recently in Lagos during the 2019 Lagos PR Week themed: “Harnessing the Synergy between PR & Digital Influence”. They lamented that in the 21st

century where digital has disrupted every sphere in the business world, PR in Nigeria was beginning to lose grip and personal touch with consumers. According to Gbenga Sogbaike, CEO, Plaquad Limited, PR still operates mostly in the traditional sphere in this clime where it lacks to connect directly to the consumers on a one-on-one basis. According to him, digital is thriving today and disrupting every aspect of our lives that it connects directly to us and can easily influence an individual as a person. “PR needs to move from the traditional sphere to digital for it to

become relevant in the digital age. With that it can create that personal touch with the consumers and facilitate the success of its campaigns,” he added. Speaking in the same vein, Head, Corporate Services, Leadway Assurance Company Limited, Bunmi Adeleye, lamented that PR was losing that personal touch with its various audiences. According to Adeleye, PR dwells a lot on the traditional platform and should rather move from that sphere to creating a personal touch with its public which is achievable with the help of digital.

To Adeleye, because of the individual touch digital offers, successes and failures of a campaign can be measured. “You need to talk to me as if you know me. As PR professionals we need to talk to the audience so that they can understand us and that can only be done when we have that one-on-one touch with them. It is that personal touch that digital is brining to the table which has served as an edge over Public Relations in the 21st century,” Adeleye said. She further encouraged practitioners to embrace and make good use of digital in carrying out their jobs perfectly.

What Buhari must do to win war against insecurity - Yusuf Hon. Bisi Yusuf is a third term member of the Lagos State House of Assembly, having been recently sworn in for his third term in the House. He represents Alimosho Constituency 1. In this interview with some journalists, he speaks on what the government should do if it intends to win the war against insecurity in the country. PATRICK OKOHUE reports. In recent times the issue of insecurity is becoming disturbing, just like 30 people were killed in Zamfara recently, what do you think the President should do about it? It is a fundamental issue that should not be taken with levity. It should not be about politicking, it should be an issue that should be tackled seriously. One, I will appeal to the National Assembly to give the President the power of emergency to tackle insecurity and appoint experts that know how to tackle the issue of security. The President should ensure that whoever is behind insecurity must be dealt with without any special treatment. Beyond that, what I have seen is that people have introduced politics into it. We should look beyond herdsmen and Boko Haram. At Ife-Ibadan Road and other places where Yorubas are predominant, how will you say Fulanis are coming from Sokoto to terrorise them there. There are certain people that are being sponsored and disguise like Fulanis. Whenever the people are arrested you would see that they have no trademark of Fulanis. When they are apprehended you would see that they are not Fulani’s. State Police, local government police are very important. Vigilante groups should be empowered and monitored to tackle insecurity. When there is no security then the government is not in existence and there can never be any peace for progress. I believe that when there is insecurity in the country there are powerful barons behind it.

of the Lagos State House of Assembly it was tackled. Are you saying that the President does not have the capacity to handle the matter? I would not say that. The President is a security man per excellence. He has been involved on security all his life, he knows all that. We are the ones to tackle it, I have been around and I know that. It involves you and I. These people are not masquerades, they are not spirits, they come out from some houses. They know them so the whole people in the country must be involved in this.

Bisi Yusuf

Are you saying that the government should declare a state of emergency on insecurity? It is part of it, you know there are some things that if the President wants done he needs to consult the National Assembly and that might be foot dragging. You remember that when there was Ebola in Nigeria the government gave power of emergency to the ministry of health and they did it. That was the first time Ebola would enter a country and it would not claim more than four lives. But because of the pro-activeness

Kogi guber: I have a mission to get Kogi working again, says late Audu’s son, as he joins race Son of the late former Kogi State governor, Prince Abubakar Audu’s, Mona Mustapha Audu, has thrown his hat into the ring for the November gubernatorial election in the state, pledging that he would sustain the political ideals of his father which focused on infrastructural and human capital development. Speaking in Abuja on Wednesday on his ambition to govern Kogi State, Audu, who is contesting the governorship under the platform of the ruling All Progressives Congress

(APC), stated that poverty and underdevelopment have become a brand in Kogi State for almost four years. According to him, his father has always been prudent with the state resources hence was able to address poverty and underdevelopment, adding that he would toe the same path. “I am in politics to address the challenges of poverty and underdevelopment. “Today, workers are owed several months of salaries; some are committing suicide, children are out of school.

“There is gross infrastructural decay, there is poverty everywhere. This shouldn’t be, because of the abundant human and natural resources available in our state. “Some of us have taken up the challenge to get Kogi State working again. We are going to restore the pride of our people. “We want to provide qualitative healthcare system, quality education and develop other critical infrastructure for the comfort of our people. That is why we have come; I will build on the legacies of my late father,” he insisted.

Would you support state police? There is nothing wrong with state police; it would give you an effective monitoring of what is happening. We are just making a mountain of a mole hill. Look at the Lagos State Neighborhood Watch that we established in Lagos State, if you know the level of monitoring, surveillance, information gathering and intelligence network they are doing you will marvel. You cannot bring somebody from Zamfara State and you think he would operate effectively in Ayobo, so we must introduce state police, it is very important and our security agents must be subjected to more trainings. There are insinuations that politicians would use state police to victimise their opponents, do you agree? That is not true, why can’t the Federal

Government use federal police to victimise the people in the states. Why are we afraid of a policy that we have not introduced? You must introduce a policy and when anything is wrong you can go back to the drawing board. But it seems most of these youths are jobless which is why they take to crime What is the purpose of education. Education is a path finder, it must tell you what you can do to get to somewhere. What are our graduates doing, graduates of agriculture, computer engineers, what are they doing. What matters is for the government to create an enabling environment for businesses to thrive. I am talking from experience; I have never worked for anybody. I was a radical when I was in school and I came out and I decided not to work in any government establishment. I am the Chief Executive Officer of my company, whether it is working or not, I am doing it. I take decisions on my own and I use my resources to sponsor my children. I don’t depend on anybody to survive; I invested a lot on agriculture. God has given us arable land for agriculture, and we depend on agriculture. What role should the legislature play on the issue of security? That is for the National Assembly to decide, in Lagos State we created the LNSC and Lagos State Security Trust Fund (LSSTF).

2023 presidency: Group urges Obi to slam Okorocha or apologise to Amaechi now Stories by Patrick Okohue A socio-cultural organisation in Rivers State, the Ikwerre Youth Movement (IYM), has called on the 2019 vice presidential candidate of the Peoples Democratic Party (PDP), Mr. Peter Obi, to apologise to former Minister of Transportation, Rt. Hon. Rotimi Amaechi. The youths pointed out that if Obi could not condemn former Imo State governor, Rochas Okorocha’s statement that Igbo presidency does not exist, then he should apologise for attacking Amaechi over a similar comment. The former Minister had said that for Igbo to be successful in their quest for 2023 presidency, they must play national politics.

Obi Reacting, Obi said Amaechi lacked political relevance in Rivers, adding that the former Rivers State governor cannot determine the fortune of the

South-East in the 2023 presidential race. However, Okorocha had, after his inauguration into the National Assembly, advised leaders of SouthEast to reach out to other regions if they must produce a President in 2023. In their reaction to the development, Chairman of IYM in Emohua, Sir Lucky Worlu, urged Obi to condemn Okorocha on the statement or apologise to their son, Amaechi, immediately. Worlu maintained that what Amaechi said was the true position on how the South-Eastern region would produce a President in the next four years, urging Ohanaeze Ndigbo to commence consultations early if indeed the region was interested in the 2023 presidency.

Mali attack: Forces deployed as survivors recall killings The attackers behind the latest attack to have hit central Mali identified victims one by one before executing then, survivors have said. Monday’s attack on the Gangafani and Yoro villages in the Mopti region was the last in a cycle of apparent titfor-tat violence between the Dogon and Fulani communities. At least 38 people were killed in the villages where survivors and officials say Fulani gunmen arrived by motorbike before attacking villagers in “revenge” for suspicions that they had collaborated with the Malian army. Abdoulaye Goro, a security guard, had been travelling by truck to his father’s funeral near the two villages, when about 40 armed men intercepted the vehicle and forced the passengers into the bush.

“They did identity checks and they only looked for the people from Yoro and Gangafani, and all those who were from those two villages were set apart,” Goro said. “They killed them in front of us, with rifles, and released us afterwards.” The raids followed a massacre of dozens of people earlier this month in another Dogon village, Sobane Da. That attack came months after suspected Dogon militiamen in late March killed more than 150 Fulani in two villages in central Mali, one of the worst acts of bloodshed in the country’s recent history. Mali’s government said on Wednesday the army had dispatched a contingent to reinforce security and protect property in the Gangafani and Yoro villages, near the border

with Burkina Faso. The International Committee of the Red Cross (ICRC) called for restraint in order to end the “vicious circle of violence”. “As our teams prepare to provide emergency assistance to the survivors of Sobane Da, we have learned that other villages in the Mopti region also suffered attacks, causing a large number of casualties,” Jean-Nicolas Marti, the ICRC head of delegation for Mali, said in a statement to Al Jazeera. “We’ve now seen four major attacks since the beginning of the year, on top of daily violence. Our colleagues on the ground see an overwhelming amount of need and remain determined to support the victims of the violence, first and foremost through the provision of medical care.” Ethnic tensions in central Mali surged after an armed group led by preacher Amadou Koufa emerged in 2015 and recruited mainly

from among the Fulanis. Clashes increased with Dogons and Bambaras who formed their own self-defence militias. President Ibrahim Boubacar Keita appealed for an end to revenge attacks after he visited the site of the Sobane Da massacre. But despite military help from France and the United Nations, Mali’s government is struggling to calm violence that began in the north of the country in 2012, sparked by rebel fighters and Tuareg militias, while groups linked to al-Qaeda and the Islamic State of Iraq and the Levant (ISIL or ISIS) have used central and northern Mali as a launch pad for attacks across the Sahel region and stoke tensions among different communities. During Monday’s attack, witness Goro said, the gunmen blamed inhabitants for having “cooperated” with the Malian and Burkinabe military about 15 days ago in a raid in the neighbouring town of Dinagourou. At the local level, “there is a dispute between the people of Gangafani and Yoro against the Fulani,” Goro said. “Our kidnappers were taking

22

revenge,” the security guard said. Local officials said the situation has calmed down, but residents were shocked how the gunmen were able to arrive en masse by motorbike even after the government imposed a ban on the vehicles as a way to tighten security. “We need to strengthen security,” said Amidou Maiga, a local retired civil servant. “People are frightened.” The UN peacekeeping mission in Mali, MINUSMA, said in May it had recorded nearly 500 deaths in attacks on Fulanis in the central regions of Mopti and Segou since January 2018. Armed Fulanis caused 63 deaths among civilians in the Mopti region over the same period, it said. The Fulanis are primarily cattle breeders and traders, while the Dogons and Bambara are traditionally sedentary farmers. Caster Semenya: IAAF made me a human guinea pig

South Africa’s double Olympic 800m champion Caster Semenya on Tuesday accused world athletics’ governing body the IAAF of using her as a “human guinea pig”. “The IAAF used me in the past as a human guinea pig to experiment with how the medication they required me to take would affect my testosterone levels,” said Caster Semenya. The South African is locked in a bitter dispute with the IAAF over the federation’s rule requiring women

with higher than normal male hormone levels, a condition known as hyperandrogenism, to artificially lower their testosterone to compete in races at distances of 400m to the mile. “Even though the hormonal drugs made me feel constantly sick, the IAAF now wants to enforce even stricter thresholds with unknown health consequences,” Semenya said in a statement. “I will not allow the IAAF to use me and my body again. But I am

23

concerned that other female athletes will feel compelled to let the IAAF drug them and test the effectiveness and negative health effects of different hormonal drugs. This cannot be allowed to happen.” The athlete, who won the women’s 800 metres at the 2012 and 2016 Olympics, unknowingly underwent a gender test shortly before she won gold at the 2009 Berlin world championships which allegedly showed she had both male and female characteristics.

Alex Iwobi: Eagles won’t rely on star players against Burundi Alex Iwobi has revealed that working together as a team can prove to be the greatest asset for the Super Eagles going to the 2019 Africa Cup of Nations which begins on Friday in Egypt. Iwobi said in an interview that not relying on one player has helped the squad since Gernot Rohr took charge of the team, a situation which saw Nigeria qualify for the Russia 2018 World Cup as well as the 2019 AFCON. ”Even though we have stars we do work hard as a team, we don’t rely on one person. We have so many players, we attack as a team

and defend as a whole team. ”Collective performance, that’s what we focus on and that’s what brought us where we are and why we’ve been doing well recently.” Iwobi also suggested that the captain of the team, Mikel Obi will likely be deployed as a central midfielder at Africa’s flagship tournament. Rohr has been trying out different formations in the training sessions and gave a hint at what his starting line-up against Burundi could be in the friendly matches against Zimbabwe and Senegal. Both Iwobi and Mikel lined up in

midfield in both matches with the Gunners’ star deployed in a more advanced position and the Super Eagles’ captain playing centrally. ”It’s great to have Mikel back, with so much experience and what he has done for the country, what he did for Chelsea, especially to have him in the base of midfield,” Iwobi disclosed in the interview with Eagles Media team. ”To have him there, he’s always talking to me, tries to help me with my game because the conditions in Europe and Africa are different. He is always there to help me and guide me when I’m playing.”

AFCON: Eagles ready to soar – Mikel Obi WWC: Sunday Oliseh, fans After more than two weeks of intensive preparations, John Obi Mikel, says the Super Eagles are ready for their opening match of the 2019 Africa Cup of Nations against the Swallows of Burundi on Saturday in Alexandria. The Eagles’ captain made this declaration when the President of the Nigeria Football Federation (NFF), Mr Amaju Pinnick paid the team a visit to their Helnan Palestine Hotel camp in Alexandria yesterday. Mikel assured Pinnick who is also the 1st Vice President of CAF that he and his teammates would show 100 per cent commitment to all the matches they would play at Africa’s

flagship tournament. He promised that the three-time African champions will be very professional on and off the pitch and do all they can to make the country proud. “Mr President, we thank you for all that you have done for this team over the years, as the head of Nigerian Football. We appreciate your honest approach to all issues that concern our welfare. “We all are aware of what is at stake. This tournament will not be child’s play or a stroll in the park, but we are ready. It will be tough but when it gets tough, we will get tougher.”

Earlier, Pinnick had challenged the team to stay focused on winning the top prize while warning them not to underrate their opponents. “Do not take any team for granted. Easy groups exist only on paper; things are different on the pitch. The NFF will ensure you get all that is due to you. This is a very important tournament and Nigerians are fully behind you. You should do your very best not to disappoint them. “The NFF is happy about the situation in camp; the commitment, discipline and dedication of each and every one of you. You have all the quality of a champion team and everything about you is positive.”

Anthony Joshua denies claims he was relieved to lose to Andy Ruiz Anthony Joshua has firmly denied he was relieved to lose his world titles to Andy Ruiz. Conspiracy theories have been swirling since Ruiz’s stunning victory and Joshua’s own promoter Eddie Hearn suggested his heavyweight felt relief after finally losing his undefeated record. Joshua plans to jump straight back into a rematch with Ruiz and launched a passionate defence of his attitude after the fight. ‘As long as you know where you stand with your s**t, good and bad, that’s all that matters,’ Joshua said on Instagram live when faced with the suggestion he was relieved to be beaten by Ruiz. ‘People are always going to interpret the story however they

f****** want… as long as you stay true to yourself and know where you stand in a situation, you’ve got nothing to worry about.’ Joshua is expected to rematch Ruiz at the end of the year, but it remains unclear where the second clash will take place. Hearn insists Joshua has the final say on the location, but Ruiz wants the rematch to take place in America or Mexico. While Joshua has his eyes set on gaining revenge over Ruiz, plenty of boxing experts have urged the British heavyweight to rebuild rather than take on the new champion again. David Haye, George Foreman, Frank Warren, and even Ruiz’s trainer has admitted a rematch is a big risk.

fault VAR decision Former Super Eagles captain and coach Sunday Oliseh and fans have faulted the decision of the Video Assistant Referee in the final Group A fixture between Nigeria and France at the ongoing Women’s World Cup. The match, played on Monday, saw France defeat Nigeria 1-0 through a retaken penalty. The Super Falcons, who were reduced to 10 players after Ngozi Ebere’s expulsion, held France for most of the game but conceded a penalty in the 75th minute. Wendie Renard of France missed her first kick, but referee Melissa Paola Pastrana, after a VAR check, ordered a retake. The referee also issued a yellow card to goalkeeper Chiamaka Nnadozie for not keeping a foot on the line. However, an image that surfaced online showed that five players were also inside the box when the penalty was taken. Oliseh said, “I am extremely proud of our Super Falcons versus France at the World Cup. These girls gave it everything against a French side cheered on by a near full stadium and a doubtful retaken penalty. I am sad, disappointed, but proud of these girls!” Fans complained that the presence of the French players in the box should have also nullified the penalty. Reacting, James Daniel Malin in a post retweeted by assistant captain of the Super Falcons, Asisat Oshoala, said, “Farcical VAR decision again! Keeper marginally off line as penalty taken and receives yellow card but nothing said

about French players in the box!” Tobi Ibraheem replying to Malin and Oshoala’s tweets said, “This new FIFA rule has brought nothing but more confusion to the game. It’s simply needless.” Danny said, “The Falcons were unbroken until everything played against them including FIFA officials/ VAR.” “Even in the West, they are not happy. Some French celebrities feel so disappointed. We were robbed,” Babajide Orevba added. Oruoma Odum said, “It is always this way. I think FIFA should try and train the female referees properly on being unbiased. Women are akin to sentiments, likeness and emotional. I am still proud of our Falcons. There is room for improvement.”

Re: “The judiciary as alternative electorate.” A rejoinder

NO. 970

N100

Times Guest Columnist

Asiwaju Adegboyega Awomolo, SAN The two recent decisions of the Supreme Court in the cases of intra party disputes of the All Progressives Congress(APC) in Rivers State and Zamfara State have again brought the Supreme Court into the spot light and have attracted diverse commentaries. Indeed the public statement of Professor Itse Sagay, a Senior Advocate of Nigeria (SAN) and the Chairman of the Presidential Advisory Committee on Corruption, a creation of the Executive arm of government, published in the Nation newspaper or Tuesday 4th June 2019 is seen in many quarters as a clear reflection of the inner caucus of the Executive arm of Government The learned Senior Counsel believed that in the case of Rivers State, “the Supreme court effectively returned unopposed The Peoples Democratic Party (PDP) and that the APC electorates in Rivers State were deprived of their rights to vote.” For Zamfara state, “the Supreme Court transferred all the victories of the APC to the PDP”. He regarded the decision of the Supreme Court “bizarre” in Nigeria Democratic practice. The fulcrum of the learned professor’s criticism of the judgment is reflected in the few questions he posed. He asked: I. “if the APC primaries were defective, should the electorate be deprived of their democratic and constitutional rights to vote? II. Is the electorate to be punished for the transgressions of party officials? III. Should the Judiciary place the electorate’s decision and install losers in office? IV. Could the Judiciary not have drawn on the deep recesses of its intellectual capacity, authority and its inexorable commitment to justice, to prevent this undemocratic calamity? V. Can the APC officials not be punished, for their lapses without denying the electorate their democratic rights? VI. Should the Judiciary take over the electoral rights of the

electorate? VII. Is this not a clear case of technical Law completely overthrowing justice? VIII. Have the members of the Supreme Court not achieved a level of creativity and authority to provide a solution without burying democracy and taking over from registered voters as the judicial electorate.” He concluded his thought on the decision of the Supreme Court in these words “if this judgment had been an international one, it could have been described as “shocking the conscience of humanity” in this case, it shocks the conscience of Nigerian humanity.” For the education of many Nigerians who read the deep opinion of the respected teacher of law but not the judgment of the court, I will in this rejoinder make a copious reproduction of the relevant parts of the judgment. For the avoidance of doubt, the judgment of the supreme Court was in Appeal No. SC/344/2019 between All Progressives Congress (APC), Inuwa Abdulkadir 1st National Vice Chairman of North West Zone of APC as appellants Vs. Senator Kabir Garba Marafa and 180 others as respondents delivered on 24th May 2019. The learned Justices who delivered the judgment were Hon. Justice Ibrahim Tanko Mohammad, the Acting Chief Justice of Nigeria, Hon. Justice Olukayode Ariwoola, John Inyang Okoro, Paul Adamu Galumje and Uwani Musa Abba Aji. Justices of the Supreme Court, Few of our finest characters and best legal brains. The fact of the case as captured in the certified true copy of the judgment are as follows. “As part of its preparation towards the conduct of 2019 general elections, INEC prepared a time table in which it set out schedule of activities leading to the general elections. One of the activities was a directive to all the political parties to conduct their primary elections and submit the names of their candidates

for the general elections to it between 18th August and 7th October, 2018. In obedience to the directive of INEC, the National Working Committee of the first Appellant in line with paragraph 20 (a)(b) and (c) of the All Progressives Congress (APC) guidelines for the nomination of candidates for the 2019 general elections, set up a 7 member election committee headed by Engineer Abubakar Fari to conduction its primary elections in Zamfara State on the 3rd of October, 2018. On the 3rd of October, 2018 the primary elections which started and continued successfully in some areas was later halted and suspended by the committee due to escalation of violence and protests The National Working Committee of the 1st Appellant rescheduled the primary elections to the 7th of October, 2018 and appointed a different committee, this time under the leadership of Major General Abubakar Mustapha Gana Rtd to conduct the primary elections. Due to tension and the shortage of time, the election could not hold. The committee suspended the election. The 7th of October, 2018 was the closing date for party primaries and submission of names of candidates. This being so the State Government directed the State Party Executives to conduct the primaries at all levels before 12.00 midnight of 7th October, 2018. This was purportedly done within the short period and the list of those elected were submitted to INEC. A letter from the Acting Secretary of INEC to the 1st Appellant stated clearly that for its failure to conduct primary elections in Zamfara State and submit list of candidates for the general elections within the stipulated period it has barred itself from fielding candidates for the Governorship, National Assembly and State Assembly Elections in Zamfara State for the 2019 General Elections. To be continued next week

AFCON: Super Eagles debunks ‘unknown sickness’ report Nigeria’s Super Eagles has debunked reports on ‘unknown sickness’ that allegedly hit the camp ahead the commencement 2019 Africa Cup of Nations in Egypt. The team coordinator Pascal Patrick, who spoke to newsmen on phone from the team based camp in Egypt, said that all the players are in good condition. “All the players are in good condition as I speak with you, some just experience flu and cold, which the team doctors has given them medication and they have started training,” he said. Pascal also lamented the reports of the unknown sickness’ while calling on media to always confirm their stories before publishing report that

will tarnish the image of the country. “When they say unknown sickness they are tarnishing the image of the country, nothing of such happened in the camp, few players were under the weather in their hotel due to the air condition.” “The media should always confirm their stories before publishing it as not to mislead Nigerians and bringing down the team spirit in camp.” He further revealed that the players and the technical crew are in high spirits ahead of their opening campaign against Burundi on Saturday. “Team is ready for business and I can assure Nigerians when the competitions start proper on Friday they will be going all out to do the nation proud,” he concluded.

Gana assures of continuous support to NSCDC sport unit The Commandant General of the Nigeria Security and Civil Defence Corps Abdullahi Gana Muhammadu hosted the Corps Sport Unit for their victory at the just concluded Third Edition of the Chief of Defence Staff, Armed Forces and Security Agencies, Half Marathon race which took place on Saturday at the Aguiyi Ironsi, Barrack, Abuja. While receiving the Team Civil Defence, he said his administration is committed to supporting the sporting activities as long as he gets positive result from the team. The Assistant Commandant General Training, Zakari Ibrahim Ningi in his address while presenting the team to the Commandant General said, ‘‘Team Civil Defence won the overall by winning a trophy and SUV vehicle donated by

Innoson motors’’. Also in the male category, CAII Gideon Goyet came first and won 2018 Toyota Yaris and other consolation prizes with the second runner, SCA Emmanuel Gyang who won Deep Freezer, cash award and other consolation prizes. In the female category CAII Pam Deborah came first and won cash award, Dstv Decoder and other consolidation prizes as well. Ningi noted that for the past three editions of the Marathon race, the Corps personnel have been topping the chart by winning the available medals on a yearly basis. M e a n w h i l e , Commandant Titus Ayodele in charge of the Sport Unit of the Corps pledged the loyalty and continual effort of the athletes in topping the

He said the vehicles won will be used judiciously for the benefit of the Sport unit and whatever amount spent on the Corps Athletes according to him will not be in vain as they are ready to justify every kobo expended on them in order to succeed. However, the Corps Chief Executive, in appreciation assured the participants of automatic promotion for making the Corps proud in all their outings, most especially the just concluded Half Marathon organised by the CDS for Armed Forces and Security Agencies. There is need for them to be encouraged, he noted. He urged them to keep the flag of the Corps and that of the nation flying at all times both in the local, national and international tournaments.
