Over 60% northern women lack access to internet -Study Stories by Tony Nwakaegho A recent study has shown that over 60 percent of educated women in the northern part of Nigeria have no access to the internet. The study was conducted by the ‘Centre for Information Technology and Development (CITAD), a NonGovernmental Organisation (NGO) on the use of internet by women in the north. CITAD executive director, Ya’u Zakari Ya’u, disclosed this at a recent workshop tagged ‘Research Findings on Women and Use of Internet in the North’ held in Bauchi. Ya’u said that the survey, which was conducted in Bauchi and Kano state has indicated that women who have no access to the Internet have been rendered technologically and socially disadvantaged compared to their male counterparts in the region. The factors hindering northern women from using the Internet, according to him include: inadequate infrastructures, computer illiteracy, bad perception about the internet as well as religious and cultural factors

among others. Ya’u decried the situation that made some clerics and husbands to discourage women in the region from browsing through the Internet and social networks due to the fear that their wives may lose privacy, get exposed to sexual harassment or visit bad sites that could corrupt them. He promised that CITAD would soon commence awareness campaigns in the area on the significance of the internet and its benefits so as to bridge the gap. Commenting on this development, Maryam Garba Bagel, a female member of the Bauchi state House of Assembly

declared that it is not a taboo for housewives to use internet or social media because they could get useful information and knowledge that would add value to their lives. Bagel, who was the chairperson of the occasion promised to present a proposal to the state government through the ministry of women affairs to establish computer training centres in all parts of the state to teach women the basic knowledge of computer operations. She remarked that Computer knowledge will enable women access the internet like their counterparts in advanced nations.

ATCON supports local content in telecom sector The Association of Telecommunications Companies of Nigeria (ATCON) said it is supporting the Nigerian Communications Commission (NCC) and Office for Nigeria Content Development in ICT (ONC) plans to galvanise stakeholders’ views towards addressing local content related issues in the sector. President of ATCON, Mr. Olusola Teniola, disclosed the Association’s position during Stakeholders Forum on Local Content Development in the Telecommunication Sector in Nigeria organised by NCC in Ikeja, Lagos. ATCON’s support for the initiative, according to Teniola was borne out of the need to eliminate imbalances in the sector as some indices are skewed against the local investors. “The Association of Telecommunications Companies of Nigeria (ATCON) considered this initiative strategic and timely and for these two reasons it is happy to identify with the collaboration put together by Nigerian Communications

Commission and Office for Nigeria Content Development in ICT to address Local Content Development in the telecommunications and ICT subsector,” he said. Philosophy of Local Content Speaking on the philosophy of ‘Local Content Development in the Telecom and ICT Sector’, the ATCON President said, that all stakeholders should work towards correcting the imbalance in the international trade balance; restructure Nigerian ICT industry with a view to increase Nigeria participation in the value chain, and to stimulate growth and development in the manufacturing of some ICT products and services. Structure of Nigeria Telecommunications and ICT Sector “It is obvious that the structure of Nigeria Telecommunications and ICT sector is not really beneficial to Nigeria as a country in terms of foreign exchange earnings because most of the inputs in the sector are imported from the developed countries. “If we really want to pursue

Nigerian Local Content development vigorously as a nation with the intention of increasing its impact on our revenue we must devise a means of producing those inputs locally. “The liberalization of the sector has attracted some large investments to the country but the country needs to develop the sector by making it less import dependent and to do this, the then Honourable Minister of Communication Technology, Dr. (Mrs.) Omobola Johnson created an office under NITDA called the office of the Nigeria Local Content charged with the responsibility of making the ICT and Telecommunication sector less dependent on importation”. Teniola recommended going forward “a plan to comprehensively develop the ICT sector.” ATCON lamented that since the inauguration of the Office of the Nigerian Content, there is little or no productive activity to drive the guidelines that were published. ATCON is of the view that NCC and ONC come up with short and

long term plans which would enable the entire ICT ecosystem to know the area where they can invest their ‘investible’ funds. Speedy Implementation of the Plan: “NCC and ONC should as a matter of urgency implement the plan they have developed to increase the active participation of Nigerian Content in the value chain of telecommunications business in Nigeria,” he added. Creation of Evaluation, Monitoring and Enforcement Unit:

Mr. Olusola Teniola, President of Association of Telecommunications Companies of Nigeria
