Iran, US, EU tackle nuke issue in Oman MUSCAT - With two weeks to a deadline for a breakthrough deal, senior envoys of Iran, the United States and European Union met in Oman on Sunday to tackle stumbling blocks in efforts to defuse the standoff over Tehran's nuclear program. Top militant among 13 killed in Khyber Agency RAWALPINDI – At least 13 terrorists, including an important militant commander, were killed and 10 hideouts destroyed in airstrikes of the security forces’ jets here on Sunday. The Inter-Services Public Relations (ISPR) said that jet fighters of the Pakistan Army targeted the suspected hideouts of militants in Akakhel area of Tirah Valley in Khyber Agency. As a result of aerial strikes, 13 terrorists were reported killed and several others were injured and 10 hideouts were razed to ground. The ISPR said a key militant commander involved in training the militants for carrying out terror attacks in settled areas and two suicide bombers were also among the terrorists killed in the action. Security forces killed five terrorists of banned Lashkar-eIslam in Akakhel area of Tera valley in Khyber Agency on Sunday. Security sources said, in the action, top terrorist of the banned outfit Commander Munawar was also killed. Meanwhile, a volunteer of Aman Lashkar lost his life in clash with terrorists in Neery Baba area of Tera vally. One militant was also killed. On the other hand, Aman Lashkar (peace militia) took control of Shalobar area of tehsil Bara and wipe out house of three militant commanders. The terrorists fled from the area leaving behind their vehicles. Hafeez, Shehzad lay down solid base ABU DHABI - Pakistan's team management was consistent in selection and tactics, and their openers displayed a heartening stability to provide their team an ideal start to the Test series against New Zealand. Pakistan fielded an unchanged XI for the third successive Test, Misbah-ul-Haq won his third consecutive toss and batted again - at a venue where his team had made 570 in the first innings against Australia last week and Mohammad Hafeez and Ahmed Shehzad gave them their best opening partner-

ship in 14 years. New Zealand did not bowl too badly at the start on a pitch that had little in terms of pace and bounce, though it offered some degree of turn. They even came close to dismissing both openers. Shehzad was on 16 and the partnership 44 when he walked down the pitch to the offspinner Mark Craig and was beaten. The wicketkeeper BJ Watling fumbled the take, though. Shortly after Hafeez, on 35, edged a legbreak from Ish Sodhi but replays found Ross Taylor had

taken the catch on the half volley at first slip. Those were the only blips on an otherwise wholesome performance. Hafeez, who had only 150 runs in his last 13 innings as opener, flicked his third ball - from Trent Boult - for four and batted with composure through the first session. He left when the ball was on a tight length outside off stump, but drove and cut when offered width. A return to form for him meant Pakistan had a line-up with every batsman in form. Shehzad had edged his second ball from Tim Southee - through the cordon for four and then slowed down drastically. He was 12 off 58 at one stage but never looked out of sorts. And after his reprieve, Shehzad swept Sodhi for four and drove consecutive Corey Anderson deliveries to the straight and cover boundaries. New Zealand tried five bowlers in the first session without success, and their day got worse. Pakistan had scored 85 runs in the morning, but they racked up 50 in the first hour after lunch as both batsmen played more aggressively. Hafeez pulled Southee to bring up his half-century, and the hundred partnership was achieved in the 38th over. He pulled Jimmy Neesham as well - the short balls not getting high enough to cause discomfort on a slow pitch - and attacked Craig by stepping out and lofting and driving through cover and mid-on. Shehzad too shed his conservative approach after lunch, and targeted Sodhi in particular, using his feet to loft the legspinner down the ground and then going back to cut and pull when the bowler pitched short. He was troubled by one googly from Sodhi but remained unfazed enough to cut the next ball - a legbreak - to the backward point boundary. AEED Ajmal, Pakistan's suspended offspinner, will undergo unofficial testing on his remodelled bowling action at Loughborough University on Monday. Based on results from his unofficial testing, the PCB intends to apply to the ICC for an official reassessment ahead of the 2015 World Cup. Over the last one month Ajmal has been working on his action at the National Cricket Academy in Lahore, under the supervision of former Pakistan offspinner Saqlain Mushtaq. Ajmal is reckoned to have significantly reduced the flex in his elbow, though any change is yet to be measured since he has been working without the aid of a biomechanics lab at the NCA. Ajmal will depart for England on November 8, and will undergo testing by Dr. Mark King, a member of the ICC Panel of Human Movement Specialists, on November 10 at Loughborough, the ICC's latest accredited unit for testing illegal bowling actions. "I have made some changes to my action and I am comfortable

with the new action," Ajmal said at the NCA on Thursday. "I am also confident whenever I am back I will be as effective as before. The statement said, "An independent analysis has found the bowling action of Pakistan's off-spinner Saeed Ajmal to be illegal and, as such, the player has been suspended from bowling in international cricket with immediate effect. Col (retd.) Chitale kept a contact with these selected officers while officers like Col. Purohit and top level Command like that of General Deepak Kapoor and General VK Singh managed the careers of these officers who through normal and sponsored progression in their careers went on to assume many responsible and important posts in the Indian army with many of whom now posted in Indian army formation that are deployed along LoC, Pakistan border and China border. The Daily Mail’s investigations indicate that the extremist Hindu group formed an unholy nexus between Hindutva militants, Indian army officers, RAW officers and officials from Intelligence Bureau and carried out a number of unauthorized and unsanctioned operations in Pakistan, Sri Lanka, Bangladesh, Nepal, Afghanistan and China’s Tibet and Xinjiang areas. These operations included formation, funding and training of LTTE in Sri Lanka,

Minister V.P. Singh disclosed during his in camera hearing before the Jain Commission on 5th November 1996 that the first batch of training of Sri Lankan Tamil militants was done by India in 1983 under the orders of then Prime Minister (Late) Mrs. Indira Gandhi. The camp was located at Chakrata, Tamil Nadu. Singh, however, declined to disclose exact location citing national security reasons. According to him all militants were also provided with weapons and monetary backup to carryout activities inside of Sri Lanka. He further disclosed that ironically late Rajiv Gandhi also encouraged and supported training of LTTE and other Tamil militant groups. Former Indian Foreign Secretary Salman Haider also provided a very incisive insight to the Commission in his affidavit number 343/96-JCI. Haider who was liaising between the LTTE terrorist maestro leader Prabharkaran and Indian intelligence agencies at one time disclosed that “in the beginning Mrs. Indira Gandhi entrusted full responsibility of providing military training to Sri Lankan Tamil militants to RAW”. Prabharkaran was however, not pleased with the share of spoils that local RAW operatives were giving to LTTE in comparison with its rival militant terrorist groups TELO, EROS, EPRLF, and TEA. He thus asked for Haider’s intervention, upon which the former arranged a meeting of Prabharkran with the officials of Indian Intelligence Bureau (IIB). Thus training of LTTE was shifted to IIB from RAW. This created an inter intelligence agency rivalry and according to Haider, RAW was behind attacks by Tamil Elam Liberation Organization (TELO) and Elam People’s Revolutionary Liberation Front (EPRLF) on LTTE. Former Advisor (to Mrs. Gandhi) K. Mohandas in his affidavit number 64/92JCI disclosed to the Jain Commission that Military training to LTTE was provided by central agencies in Union government controlled camps in the states of Tamil Nadu, Karnatka, Uttar Pardesh, Kerala, New Delhi and elsewhere. According to Mohandas militants were trained, armed and launched into Sri Lanka to carry out subversion and attacks. Perhaps his most shocking revelation was that the LTTE and other militant groups were also provided training in the Indian Military Academy Dehra Dun, which incidentally is the basic military training institution for officers of Indian army. This all was happening due to the then emerging nexus of Hindutva and the Indian army and country’s secret

agencies while the things have taken high dimensions in today’s era. According to Daily Mail’s findings the fanaticism of these Hindu suicide squads took a spine shuddering concept of ‘target reverse’ suicide attacks in early 2000s as witnessed in the reverse suicidal attacks against Hindu temples and government installations to blame Pakistan and Muslims. The attacks on Indian parliament in 2001, Godhra train fire in Gujarat and attack on Akshardham temple in Gujarat. The Daily Mail’s investigations reveal that the Indian investigation agencies under instructions of the then National Security Adviser (NSA) N.K. Narayanan deliberately overlooked the known involvement of Indian Military Intelligence(MI) and ultra-right wing Hindu terrorist outfit ‘Abhinav Bharat’ (Dominant India) in a string of terrorist acts, including the Samjhota Express train blast (February 2007). The investigations had established Indian Military Intelligence and Hindutva terrorist role but the Indian government placed wraps over the facts as disclosure of this sinister nexus would have exposed its lie to the world. These investigations indicate that witnesses had told the investigators that the RDX used in Samjhota blasts was supplied by MI officer, Lt. Col Purohit procured by him from the Army Ordinance Depot in the Indian Occupied Kashmir (IOK). The investigations further reveal that the sophisticated locking mechanism used by the Indian Army was employed for all these blasts. According to the official Indian sources, the Hindutva terror outfits were trained in making sophisticated Low Intensity Explosive Devices by the Army which are very lethal and effective but require less quantity of explosive material and same were used to trigger inferno in the Samjhota Express. The same batch of SIM cards used in numerous blasts by Abhinav Bharat pointed to the link up of MI and the Hindutva terrorist outfit. Narayanan who in his capacity as NSA was the overall Chief of IB, RAW and Joint Intelligence, simply hushed up this very issue and the most significant point of the high level investigations under his command. The Daily Mail’s findings indicate that more than one-and-half year after Samjhota Express blasts, another lowintensity bomb with powerful impact exploded in the small town of Malegaon, Maharashtra, on 29 September 2008, leaving six dead and several injured. It was this blast that put Maharashtra Anti Terrorist Squad (ATS)’s slain Chief Hemant Karkare on the trail of selfstyled God-woman called Sadhvi Pragya Singh Thakur belonging to Abhinav Bharat. Pragya’s Calls data opens Pandora’s Box of Hindutava-Army links Pragya’s interrogation and calls’ data from her cell phone opened a Pandora’s Box. Her close associate Shamlal Sahu, 42, a commerce graduate, was first to be arrested on charges of planting the bomb. Shivnarayan Kalangasara Singh, 36, a science graduate, was arrested for setting a timer device in the bomb. Another science graduate, Sameer Kulkarni, 32, was arrested for his role in procuring chemicals for the bomb. The second big catch after Pragya was Maj (retd) Ramesh Upadhyay, 64, a resident of Pune. He had worked in the Indian Army’s Military Intelligence (MI) and had imparted training to those who had assembled the bombs planted in Malegoen. He had also headed the BJP’s ex-servicemen’s cell in Mumbai. The biggest fish was however, netted by Karkare on November 5, 2008, merely days ahead of 26/11 Mumbai attack, the first ever serving army officer, Lt. Col Purohit, belonging to MI, was arrested for procuring the RDX used in the blast. Arrest of Purohit however, proved more than Karkare could handle for he was later assassinated by Hindutva terrorists under the cover of Mumbai attack on 26/11. Congress Party’s Senior Secretary General Digvijay Singh has proved beyond doubts by showing phone records that Karkare called him merely a few hours before being assassinated saying that he feared for his life as he was being threatened of dire consequences if he did not stop probe into the terrorist activities of MI and Saffron terrorist syndicates. Karkare requested assurance of security and safety for himself and his family requesting Digvijay to talk to the Congress high command. According to Digvijay his first reaction when he heard the news of Karkare’s assassination was “oh my God they (Saffron terrorists) have killed him” Recovered Audio Tapes expose MIHindutva nexus The Daily Mail’s findings reveal that Karkare hit a minefield with the arrest of another Saffron operative Swami Dayanand Pandey alias Shankar Acharya-Shukhakar Dwivedi, on 14 November 2008 that completely exposed the MI and Abhinav Bharat link. Swami Pandey had a habit of recording all his conversations with his

co-conspirators on his laptop. The ATS retrieved three videos and 37 audiotapes. These proved to be an unprecedented source of information. On 21 November 2008, 5-days before 26/11 attack, Karkare questioned Pune’s RSS leader Shyam Apte, named in the tapes. By now RSS and Army were screaming calling Karakare’s line of investigations “blasphemous”. The Audio tapes revealed a chilling landscape. Political bigwigs, RSS functionaries, Sangh Parivar activists, Hindutva terrorist outfits, as well as serving and retired Indian army officers all formed an integral part of the conspiracy. The tapes spilled vitriolic hate for Pakistan, Muslims and even Hindus who did not subscribe to their ultra rightwing communal vision. The Group had set up Abhinav Bharat with the intention of infiltrating and subverting every institution in the country, particularly the Armed Forces, bureaucracy, media, TV, films and civil society. The Daily Mail’s investigations reveal that there are a total of ten serving and retired Indian army officers, whose names figure in these tapes. There are however, clear indications that the network has deep institutional roots in Indian army from top officers to the low levels of ordinary soldiers. At least four of the officers, named in the recordings have an MI background. Apart from Lt. Col Purohit and Maj Upadhyay, there are

names of General JJ Singh -Purohit’s mentor in Maratha Regiment, Brig Mathur (full name not known, but he was apparently posted at Deolali Cantonment near Nashik); Col Hasmukh Patel. A JNU graduate, Patel was commissioned into the Infantry Jat Regiment and later detailed with the MI. He is a specialist in threat analysis, background checks, physical- electronic-aviation security, vigilance, investigations, disaster management, negotiation and loss prevention. The investigators are understood to have questioned him recently. Col Shailesh Raikar is a retired commandant, who belonged to the Maratha Regiment. According to the recordings, Raikar was commander of the Bhosla Military Academy in Nashik. He provided academy facilities to Purohit and other Abhinav Bharat members for weapons training. Others named in the tapes are Col. Aditya Bappaditya Dhar ; Maj. Nitin Joshi and Maj. Prayag Modak. No concrete action is yet to be initiated by the investigators against them. Apart from these men, there is a Brig. Lajpat Prajwal, posted on deputation with the Nepal Army. According to the tapes, Purohit and Brig Prajwal had trained together at Indian Military Academy (IMA) and that Purohit was in constant touch with him for logistic support. The Daily Mail’s investigations indicate that it has also been revealed that Lt. Col Purohit speaks in the recordings of sending thousands to Israel and Nepal for terrorist training. According to one Maharashtra ATS official “most of what Purohit says on the tapes about sending people to Nepal and Israel for training wasn’t taken seriously, and deliberately overlooked” adding “the entire truth on Purohit is still not out.” These recorded conversations between Lt. Col Purohit, Maj Ramesh Upadhyay, Col Dhar, Swamy Dayanand Pandey, BL Sharma; a two-time BJP MP, and RP Singh; an endocrinologist at Apollo Hospital and President of the World Hindu Federation, reveal diabolic conspiracies and hair raising terrorist activities. The World Hindu Federation also has active offices in US and Europe and collects enormous amounts of funds from the Non Resident Indians (NRIs), using these to promote communal agenda and terrorist activities. The transcript also sheds light on the links between Nepal’s deposed King Gyanendra and Indian Military Intelligence. Gyandendra took over after grisly murder of his brother King Birendra, under mysterious circumstances. Most Nepalese think King Birendra was got assassinated by Gyanendra with the help of Indian agents. Here is an excerpt on the conversation: LT COL PUROHIT: Swamiji, we haven’t spoken about certain things, but two operations have been done by us. One of our own officers has visited Israel for training and meeting and there was a very positive response… We demanded four things from Israel — continuous and uninterrupted supply of arms and training, our office with a saffron flag in Tel Aviv, political asylum and support for our cause of a Hindu Nation in the UN. Elsewhere in the tapes, Purohit elaborates on other sinister strategies the Abhinav Bharat group plans on adopting against Pakistan and Muslims — including shooting people under false identities to create mayhem. “I know that the army and the BSF don’t complement each other’s action,” says Col.Purohit. “Nor there is any coordination between the BSF, CRPF and state police. So if I buy two army vehicles from the scrap and paint them with army colours and send them along with our people in army uniform into Meerut, they can just fire and come out of the situation easily. There is so much confusion in this country.” Some more excerpts of Lt. Col Purohit’s conversation with his Abhinav Bharat protégés about the nation they dreamed of creating are as follows: Col Dhar: “We must aim for militarization of the organization (Abhinav Bharat). Every member at all levels must have a basic knowledge of weapons. We have partially done it so far. We should indoctrinate them with our ideology. We should establish an academy for ideological indoctrination. At the end of the course, each member will be tested and only those who pass will be finally admitted to the organization. The level of testing is when he will be tried in ‘action’. Then our organization will propagate establishment of Ram Rajyah (mythological kingdom of Hindu God Ram) called Abhinav Bharat (Dominant India). There will be a uniform code of conduct irrespective of any caste. Reporting channels like those in the armed forces will be established. This will ensure the smooth flow of information and passing of orders. An Honour Court Committee will exist at all levels. This will ensure strict adherence to moral and ethical behaviour as decided by the core group by all the members based on our Vedas (Compilation of Hindu Preaching).” Purohit thus presented a completed recipe of a religiousfascist organization. Col Purohit and other army officers about military takeover of India have been revealed are on the tapes a portion of which is reproduced here: Col Dhar: Did you see one of my messages? LT. COL PUROHIT: Yes... About how this country should be taken over by the army? COL DHAR: Yes, yes. I have written three lakh (3-hundred thousand) letters... I distributed three lakh letters among the jawans(soldiers)... It is not a political stunt... And I distributed 20,000 maps of Akhand Bharat (Greater India) among the jawans on a 26 January event (India’s Republic Day)... It is my humble attempt to sow the seeds (of rebellion). PANDEY: What if this organization is banned? APTE: We will give it an international aspect... and a covert name. We have to fight. See, if you aren’t a Hindu, you are my enemy. I will be unsafe if you are alive… Obviously, this was not just empty bragging. He ordered her to continue to receive psychological counseling and perform the community service as part of her probation in the 2012 case involving reckless driving and lying to police. In a decision released earlier on Friday, Judge Orlando Marrazzo said the order would allow police to arrest McGlynn if he goes near the singer's home, instead of having to wait for him to do something more dangerous. McGlynn is also barred from contacting Rihanna by phone, mail or computer. Marrazzo said McGlynn, 54, wrote a series of notes to the singer that made references to murder and sexual assault. He also accused Rihanna and other artists of using his material in their songs, the judge said. In his decision, Marrazzo compared McGlynn to Mark David Chapman, who shot and killed John Lennon. "He appears to be a ticking time bomb who is wholly fixated on (Rihanna), and poses a direct threat of serious physical harm or death to her and anyone around her," he wrote. He said that despite the fact that no single person at any level, all over Pakistan, ever supported or appreciated the tragic 26/11 incident and instead deeply condemned this gory episode, yet, certain Indian media houses and prominent individual anchorpersons and print media journalists created an atmosphere to convince the entire Indian nation that it was the Pakistani nation that was responsible for 26/11. “Well who can call it responsible or substantial journalism? This was merely the journalism at its worst. In such a sensitive scenario, Indian media, that is perhaps the biggest and the oldest in the region and has otherwise a very profound background, starting from British rule era, should have shown some little level of responsibility while on the other side, a rather minnow, Pakistani media, showed great responsibility and kept its cool. I believe that the stronger and the vibrant Indian media is, it must display the matching and befitting maturity and responsibility. There was a time when both Pakistani media and Pakistani government used to blame India or it’s RAW for every bad thing happening in Pakistan. But that was till the 80s and 90s. It is no more there. Now, Pakistani media, showing maturity and responsibility, do not jump straightaway to the conclusion of blaming India for every evil happening here, even amidst very strong doubts about the same and so have been doing the governments at Islamabad. ized that it is not India and its RAW or IB alone as many other foreign agencies and elements are also causing troubles in Pakistan or maybe we, the Pakistani media, have gone too cautious in getting into a blame game, to save our credibility and reputation across the world. ISLAMABAD - Aaghaz-e-Dosti, an Indo-Pak peace and friendship initiative of Pakistan-based The Catalyst – TC and India-based Mission Bhartiyam, organized Aman Chaupal, here the other day, at The Indus Group of Colleges, Blue Area campus. Aman Chaupal is an interactive session wherein someone from across the border (here, India) interacts with students in a school or college. The objective of Aman Chaupal is to counter stereotypes and misconceptions. It is to show the side of India that the media never shows. This was the eleventh Aman Chaupal and the first Aman Chaupal in Pakistan. In India, Aaghaz-e-Dosti has organized ten Aman Chaupals so far. The guests for the session were Dr. Manju Dagar and Mr. Mukesh Kataria. Dr. Manju Dagar is an award winning journalist and news anchor with rich experience of anchoring with organizations like All India Radio, Doordarshan, Aakashvani and various other news channels. She hosts the well-known program “Pal Do Pal,” on channel Ru-B-Ru. Mr. Mukesh Kataria, basically from New Delhi, is the CEO and Chairman at IPCC Ireland. Additionally, Dr. Manju works as General Secretary and Mr. Mukesh Kataria as Programs Advisor for Yuvsatta (an NGO empowering youth), Chandigarh, India. Aman Chaupal was co-ordinated by Aliya Harir, convener (Pakistan) of Aaghaz-e-Dosti. The coordinator from Indus Group of Colleges was Mr. Junaid Abbasi, Senior Vice Principal. The session consisting of 11th grade students was initiated with Dr. Manju’s pleasing expressions on seeing the multimedia welcoming slide that read “Pakistan mai apka swagat hai” in Devnagri (Hindi) script. He expressed his pleasure on the gracious hospitality extended by the people of Pakistan. Replying to a student’s query about success of peace activities in India, Dr. Manju said that people of India and Pakistan think alike. Like in Pakistan, people in India also have many misconceptions and stereotypes. She shared the efforts and contributions of Yuvsatta in creating peace-cities in India and around the world for people to live in harmony with man & nature. She shared that the idea of an International Youth Peace Fest in India started with just 100 students of India and Pakistan in 2006 and now in 2014, we have hosted young peace activists from more than 40 countries of the world. She motivated the youth to take steps for the betterment of Pakistan’s relations not only with India but with all the regional and global countries. Dr. Manju also discussed about the Global Youth Peace Festival 2015 and discussed its success in the preceding years. The program was concluded with Dr. Manju presenting the GYPF-2015’s memento of ‘Let’s do more’ with Mahatma Gandhi’s photo, to the college principal. The Wagah carnage I

MAgE THAT in spite of an effective ongoing antiterrorist military operation and civilian authorities' claims of putting in place matching fool-proof security arrangements a suicide-bomber could kill nearly 60 innocent unarmed spectators and injure twice that number at the Wagah flag-lowering ceremony on Sunday, is mind-boggling. That within hours of the incident two competing terrorist outfits claimed responsibility for the carnage was something that put paid to the officials who often find a terrorist incident as the last hurrah of the dying demon. On the very day Wagah parade ground turned into a mass killing field there were quite a few explosions at some places while bombs didn't explode at others. At this point of time it's difficult to know if the Wagah incident was part of the sect-based extremism that raises its ugly head during the holy days of Ashura. But, it has to be conceded that if a large part of Pakistan is locked down today, it is only because of the feared terrorist attacks. Who failed whom is that the crux of the blame game now on between the Punjab police and the Rangers establishment. It is only crying over the spilt milk and of no consolation to the families who lost their near-ones and dear-ones at the venue so much symbolic of our national pride. By all accounts the incidence of terrorism now besetting Pakistan is huge, stemming as much from failed state policies, misplaced preferences and unrelenting sectarian strife, a catastrophic breakdown that must be blamed on both the political elite and religious leadership. Invariably, we grieve for the dead and injured, pass condemnatory resolutions, pay visits to hospitals, announce compensatory payments, and even pledge to eradicate terrorism from its very roots - but all of it more as a curative treatment than preventive care. We have no beef with the interior minister, Chaudhry Nisar Ali Khan who claims that a warning of suicide bombing in Lahore was issued and 'investigation would be initiated against those who had not taken necessary steps to forestall this tragedy'. But how to prevent the potentially-primed suicide-bomber from exploding at a bus stop or railway station that would result in equal number if not more casualties, remains an unanswered question.

young Christian man and his pregnant wife were subjected to unspeakable horror on Tuesday morning in Lahore's Kot Radha Kishan suburbs. According to reports, the couple worked as bonded labour at a brick kiln from whose owner they had taken Rs 200,000 advance and wanted to quit without being able to pay back the money. The owner locked them up in a room to prevent them from leaving while the village cleric asked people via the mosque loudspeaker to gather at the kiln where, he alleged, a Christian woman had burned the holy Quran. A similar announcement was made in an adjoining village. Soon a mob gathered and tore down the roof of the couple's room to take them out. They were beaten unconscious and then burned alive in the kiln furnace. The police have made 48 arrests while Punjab Chief Minister Shahbaz Sharif has set up a three-member committee to investigate the lynchings. He had done the same after the godra atrocity but nothing came out of it.

Populist measures: path to a deeper hole The federal government reduced the price of petrol this weekend under the Fuel Price Adjustment (FPA) component defined as passthrough to consumers of any reduction in the international price of imported fuel. The price of fuel to domestic consumers is not directly linked to any International Monetary Fund (IMF) condition under the 6.64 billion dollar currently stalled Extended Fund Facility. However, the government does generate considerable revenue from sale of fuel through the petroleum development levy (budgeted to generate 123 billion rupees in the current year) as well as sales tax with collections rising with a rise in fuel price - revenue that is a component of any IMF package.

Russia growing tough P

RESIDENT Vladimir Putin is often painted as an ogre in the world’s media. The seemingly eternal president of Russia has an iron grip on his nation and a foreign policy to match. Yet a large majority of Russians give him their support. Is it his early economic success? Or is it because of a new stability? Or the nation’s growing self-respect after the ignominious years that followed the demise of the Soviet Union? Or is it a sense of besieged defensiveness because of the advantage the West undoubtedly took of Russia after that demise. The answer is a bit of all these. Few in the outside world seem to talk much about what happened after president Boris Yeltsin pushed aside Mikhail Gorbachev, the last president of the Soviet Union. Few recall the political and economic upheavals of that time and why the stability of Putin’s governance is welcomed by people at large. Perhaps it is because this was a quarter of a century ago and people now ruling the West, and the journalists who report on them, were only teenagers or in their twenties at the time- and suffer from that common Western political disease of lack of perspective and little knowledge of history. After the wall I

T was 25 years ago this week that the wall came tumbling down. It didn’t exactly crumble until the bulldozers came to the party, but ordinary folks were able to begin chipping away at it with little danger of being shot down. It made for powerful footage on the nightly television news. No other structure defined the Cold War quite so solidly, and seemingly ineradicably. Back in the early 1960s, when the wall was a novelty, young Germans got killed trying to climb over or dig under it. More broadly, the wall could be seen as a physical manifestation of what Winston Churchill had unhelpfully dubbed the Iron Curtain. US president John F. Kennedy told his aides in 1961 that it wasn’t “a very nice solution, but a wall is a helluva lot better than a war”. Nikita Khrushchev would probably have seconded that sentiment. Just as the wall symbolised the Cold War, its downfall 28 years later was a crucial juncture in the remarkable transformation that occurred during the latter half of the 1980s, beginning with Mikhail Gorbachev’s ascent to the pinnacle of the Soviet hierarchy in 1985.

Gorby, as he popularly became known in the West, was no spring chicken but he was considerably younger than his predecessors and, unbeknownst to most of his colleagues, was determined to drastically shift the status quo. “We cannot,” he had resolved, “go on living like this.” Albeit unwilling to publicly admit it initially, he had realised that the Soviet Union’s claim to being a workers’ paradise was substantially spurious. The changes this realisation entailed included the recognition that it was unrealistic for Moscow to guide the fortunes of its East European allies, and to provide a military solution whenever things went awry, as they notably had in Hungary in 1956 and in Czechoslovakia a dozen years later. The Soviet Union broadly got away with its interventions in Hungary, Poland and East Germany in the 1950s (although it is worth noting that the reconquest of Budapest sparked an exodus from communist parties in the west), but its brutal response to the Prague Spring in 1968 was harder to dismiss as par for the course. It was more than a decade later,

Yeltsin called elections. With the aid of drugs to keep him going he won. Yeltsin then backpedaled on economic reforms and his government became more nationalistic. It warned against the expansion of Nato and though, that the Soviet Union made its gravest military error by invading Afghanistan to prop up an unpopular regime. It is seldom noted, though, that the decision was preceded by a considerably more vigorous debate in Moscow than the power structures in Washington bothered with in 2001. What’s more, as the then US national security adviser Zbigniew Brzezinski has admitted, there was an American plot to lure the Russians into a war they couldn’t possibly win. It was revenge for Vietnam — even though no one has ever suggested that the Soviets had any interest in encouraging their adversaries to enter Indochina. At the same time, the Afghanistan factor is all too frequently excessively weighted as a contributor to the demise of the USSR. Sure, it wasn’t just an awkward coincidence. But at a different juncture in its trajectory, the Soviet Union could have survived the blow to its prestige and reputation for military prowess. In the late 1980s, though, it faced a great deal more than humiliation on its southern flank. Under Gorbachev’s glasnost and perestroika policies, its internal weaknesses had become all too apparent — not just to the world at large, but to Soviet citizens themselves. The imbalance in international affairs has been harder to cover up, though, and perhaps it is best epitomised by the fact that most of the Moscow’s old allies, as well as several former components of the Sovi-

argued with Ukraine over Crimea. Meanwhile, corruption soared. Rich businessmen, each struggling to be top dog, blew each other up with car bombs. In December of that year the long war in Chechnya began. The war dragged on, the economy was in dire straits and in the parliamentary elections a year later the Communist party looked set for a major rebound. Yeltsin’s party managed a narrow victory. It was then- in August 1999- that Yeltsin appointed yet another prime minister: Putin. On December 31st Yeltsin resigned, having struck a deal with Putin that his family would be protected from prosecution if he made him president. It was the first peaceful and democratic transfer of power in Russian history. Putin’s greatest achievement was to revive the economy. Inflation came down, pensions were paid and incomes increased by an average 250 per cent. But on his watch Chechen gunmen took 800 hostages and 130 of them died when Special Forces made a mess of a relief operation. Later two passenger jets were downed and terrorists seized a school and hundreds of children, parents and teachers died in another botched rescue operation. The economy is no longer doing well. Nevertheless, after the vicissitudes of the Gorbachev and Yeltsin years, on the main issues that preoccupy most people, Putin seems to be a steady leader who gets on top of problems. State controlled TV stations (as in France) help ensure popular support. For now Putin’s support has put down deep roots. The West must understand why. It is far more than the popular take over of Crimea or the meddling in Ukraine. If only the West had given Gorbachev and Yeltsin a sound economic hand all this turbulent history might never have happened. Now Russia, not just Putin, is in a very assertive mood. – Courtesy KT et Union itself, are now members of the North Atlantic Treaty Alliance (Nato), which really ought to have bitten the dust when the rival Warsaw Pact ceased to exist after all, US secretary of state James Baker had agreed wholeheartedly with Gorbachev when the latter had declared that Nato’s expansion eastwards would be unacceptable. The ongoing crisis in Ukraine is in several ways a consequence of that promise being ignored by Baker’s successors. The fact that many East European countries have veered to the opposite end of the ideological spectrum — with Hungary a clear example, while Poland and the Czech Republic have attracted ignominy by collaborating with the CIA’s extrajudicial activities — is one of many unfortunate consequences of the process that acquired unstoppable momentum 25 years ago this week. And the existence, meanwhile, of pockets of nostalgia for the verities of the communist past across Eastern Europe and Russia is a reminder that the baby was thrown out with the bathwater, making it necessary for the post-capitalist path to be delineated once more. It’s been a largely unrewarding process so far. It is not inconceivable, though, that shocks to the system roughly equivalent to the demolition of the Berlin Wall could usher in a more constructive phase in the progress of the 21st century. – Courtesy KT

Wake up call to the West

AFTALI Bennett, Israel’s Minister of the Economy and leader of the Jewish Home Party, a major component of the current Israeli government, is widely seen as the politician on the rise in Israel and a potential successor to Benjamin Netanyahu as prime minister after the next Israeli elections. On Nov. 6, he published a highly significant opinion article, entitled “For Israel, two-state is no solution”, in the International New York Times. In this article, Bennett argues that “for its security, Israel cannot withdraw from more territory and cannot allow for the establishment of a Palestinian state in the West Bank” and then proceeds to propose his own “four-step plan” for peace. His “peace plan” notably includes Israel’s unilateral annexation of Area C, approximately 61 percent of the West Bank, so as to “reduce the scope of the territory in dispute, making it easier to reach a long-term agreement in the future.” In his vision of peace, any “Palestinian entity” on residual ink spots of Areas A and B of the West Bank “will be short of a state. It will not control its own borders and will not be allowed to have an army.” As for Gaza, “it cannot be a party to any agreement.” Bennett concludes: “I am aware that the world will not immediately accept this proposal. It seems to go against everything Israel, the Palestinians and the international community have worked toward over the last 20 years. But I will work to make this plan government policy because there is a new realty in the Middle East, which has brought an end to the viability of the Oslo peace process.”

One may hope that Bennett’s blast of honesty will blow away any residual illusions within those western governments, which have for decades been blocking the realization of a Palestinian state by arguing that a it can only exist, even on a purely legal level, as a result of negotiations with Israel — i.e., after almost half a century of belligerent occupation, with the prior consent of the occupying power. One may also hope that Bennett’s honesty will help western governments to recognize the urgent necessity to save the two-state solution by one or, ideally, both of the only two conceivable courses of action to do so — (1) the United States not vetoing an application by the State of Palestine for full member state status at the United Nations and, thereby, letting it happen and (2) building on the virtuous example of Sweden, a tsunami of diplomatic recognitions of the State of Palestine by the 19 European Union states, which have not yet done so, followed by a clear and coherent program for intensifying EU sanctions until Israel complies with international law and relevant UN resolutions by withdrawing fully from the occupied State of Palestine. In a world that still professes formal respect for international law and the UN Charter, the occupation of a UN member state by a neighboring state cannot be permitted to endure indefinitely, and Europe is Israel’s principal trading partner and cultural homeland, with Israel enjoying special privileges that give it many of the advantages of virtual EU membership. Either course of action would represent a wholesome and constructive reality check to Israeli society and render the end of the occupation a mere question of when

It appears that the legislatures of France and Spain are on track to vote on recognizing the State of Palestine prior to year-end, although, as in the case of the overwhelming favorable vote in the British House of Commons and the unanimous favorable vote in the Irish Senate, neither vote would be binding on their respective governments. If the US government were to permit the State of Palestine to become a UN member state, there is good reason to believe that a wave of diplomatic recognitions by EU states, which have traditionally deferred to the US on all matters relating to Israel, Palestine and the so-called “peace process,” would rapidly follow. There is also some reason for hope that the Republican Party’s new total control of the US Congress, which rules out any domestic achievement for President Obama in his final two years in office, will focus the Nobel Peace Prize laureate’s attention on leaving a legacy of historic foreign policy achievements which remain within his discretion and power to achieve. If, however, neither of these two courses of action has eventuated by mid2015, the Palestinian people and leadership, as well as all decent people who truly seek peace with some measure of justice in Israel/Palestine, should consign the “two-state solution” and the current “two-state legality” to the trash heap of history, accept the current “one-state reality” and embark upon a principled, long-term, anti-apartheid struggle for equal rights and human dignity in a unitary state for all who live in former Mandate Palestine.

An Exciting Endeavor E

VEN though one enjoys a comfortable and busy retirement, there comes a phase when one gets utterly bored, feels useless and craves for some real excitement. It was on one such day that I met Chris Basher after some seven years. I was a supervisor at a leading outlet store and Chris Basher used to come to the store for shopping very often. He had a charm of his own, a pleasantly looking guy and a good conversationalist. You naturally felt attracted towards him and liked him, that is, if you are prepared to overlook the fact that he was twice arrested for shoplifting! Spotting me at a Starbucks coffee shop, he rushed towards me, his one hand waving heartily and the other holding a cup of coffee. Spilling coffee on my new shirt, he hugged me. “Long time no see! Where have you been, Raf? “I told him that I was now retired and asked, “How are you? Still at the old tricks?” He laughed out and said very somberly, “No more of that stuff. I have turned a new leaf. A few years ago a sudden revelation got hold of me. I must do something good in life. Since then I have been helping people in distress. Everywhere in the world, there’re people who need money, time and your devotion, and I have been channeling most of my time towards collecting donations for such people. Right now I am busy helping retired firefighters who are either disabled or hospitalized, needing funds.” “Good to hear that,” I said. “Wish you all the best in this noble endeavor.” He nodded thoughtfully and said, “I was wondering if you can help me in this cause, put in some time since you are now retired?” “Always ready to do whatever I can towards alleviating the sufferings of needy people. How can I help?” “ These days I am aiming at the residents of Addison. What I do is to contact the residents at their homes by phone, request donations for this noble cause and get their pledges. The following day, a representative of Daring Firefighters Foundation, a charity organization formed by me, goes to the houses and collects the promised donation. Would you like to be a representative?

I’ll give you ten percent of the collection the very same evening.” I thought for a moment. Well, I was looking for some excitement in life, and here was a good chance for that. Meeting so many people and working for a good cause! I told him that I was ready for the job and that I really didn’t need the ten percent from this worthwhile collection. He insisted that I must at least be given gas money, as I’ll have to drive my own car a lot. American people, I must say, are very charitable. They lighten their wallet without hesitation for a noble cause. And so, collecting donation was so easy. In a day, on an average, I would get a thousand dollars, which I would hand over to Chris in the evening, and he would put a fifty-dollar bill in my pocket. Things were going on fine, till one evening when I rang a bell and the occupant turned out to be a local cop. Well, if he was only a cop it would have been okay, but he was a cop of a special temperament. He opened the door and looked at me with fire in his eyes. Seemingly, he was off duty, for he seemed to have got up from a couch where he was relaxing in pink shorts and a glass of liquor. He was short but very heavily built, with a generous growth of hair on his forearms, legs and chest. In contrast to his big round face his eyes looked small and menacing. He was chewing the hair that invaded his mouth from his offensive-looking moustache. “Well, how dare you ring the bell? Didn’t you notice the sign at the door: No Soliciting. Trespassers will be prosecuted.” “I just came to collect the donation promised by you to Chris Basher for his Daring Firefighters Foundation,” I said, nervously. “Chris Basher? He is phony. His Foundation is phony and you look like phony too,” he roared. “Do you have any identification letter or card with you? If not, I’ll straightaway march you off to the Addison Police Station, sticking my gun at your back.” Taken aback, I lied, “The papers are in my car. Do you want me to get them?”

“Of course! Go get them while I load my gun.” Here was a chance to escape from this lunatic. I didn’t want to be marched off to the police station and got arrested. What would my grand children think of me when they grew up? I could imagine them discussing the topic with friends. The youngest, a talkative one, would say, “Listen dude, my grandpa was once marched off to a police station by a burly cop in pink shorts with a gun…” I got into my car, turned on the ignition key and sped off like a racing car, not giving him a chance to note down my license plate number. I, however, could see him by the front door, dangling his gun and shouting, “Hey!” There was a mall nearby, and I parked my car in a parking space among hundreds of other cars. Heaving a sigh of relief, I lit a cigarette to soothe my jumpy nerves. Later that evening, I went to Chris’ place and told him about the nerve-shattering experience. He was enjoying a jumbo glass of whiskey and seemed unperturbed. “Well, there are nasty people everywhere. Anyway, you just take a couple of days off and rest. Will see you next Thursday, and yes, you deserve some bonus today.” Saying so, he put a hundred dollar bill in my pocket. A couple of days later, a news item caught my eye. It read: Scam artist absconding. A forty-year old person by the name of Chris Basher has been fleecing the residents of northwest suburbs of their valuable earnings by asking them to give donations for what he calls Daring Firefighters Foundation to help retired and needy firefighters. He has been active since last April and has amassed thousands of dollars. Police, when they came to know about the scam, raided the apartment where he lived, but found him absconding…. The copy of the newspaper, which I was reading, fell down from my hands. Excitement! I had enough of it. Retirement is the time to rest, to see the world, to love people and spread sweetness and light, to play with your grand kids, to enjoy the blessings bestowed by God and to thank Him.

L e t t e r s To T h e E d i t o r Laundering money via stock market HERE is jubilation in the stock market after the Finance Minister agreed T to the proposals put forward by the SECP. In fact, the market had rallied almost 10% ahead of the finance minister approval to the proposals, indicat-

ing clearly that insiders were aware that these measures will be approved. So what are these measures about? 1. Source of income will not be asked till 2014 and after 2014 these funds will be treated as white money. 2. Capital gains tax will be same at 10% till 2014. 3. NCCPL will directly deduct CGT. 4. Withholding tax on sale of shares will be abolished. The most interesting and controversial clause is that no question will be asked regarding the source of funds for investments in the stock market till 2014 and which will subsequently be declared white after 2014. This means that the tax authorities will not question anyone who invests in the stock market beyond his identifiable source of income till 2014. Is the finance minister trying to make the stock market a money laundering platform where the ill gotten wealth could be channelized and subsequently declared as legitimate asset of the individuals? Historically, during the times of various governments whitening schemes were announced but never before to such an extent. One obvious benefit is that this move could entice people to channel their wealth away from the areas which don’t get declared for the tax authorities. A distinction should be made between what is ill-gotten wealth made through illegal means and the wealth made on real business activities without coming into in the ambit of tax. The latter includes areas such as real estate, retail businesses and whole sale distribution etc. These are the real business activities people are engaged in without getting themselves into the ambit of declaring their income. The wealth accumulated through such businesses normally doesn’t get declared and thus people are able to avoid paying taxes on their wealth. However, at the same time, there are ways to make their wealth white by buying prize bonds etc at a cost not exceeding 10% of the wealth. So anyone wishing to make his wealth white has to pay 10% upfront, that’s it. It can be done when there is a need to do so as this window is always available. Hence, these people are not going to start investing in the stock market just

because of this announcement. They will continue to invest in their own areas where they are making reasonable returns. The people who could potentially start investing money in the stock market, who are not involved in any real business activities but park their investment in various informal businesses, buying of real estate or such business areas where they are not required to declare their source of funding. Their original source of income is quite often ill-gotten wealth from dubious means. They can’t afford to bring out their wealth to the tax authorities as they don’t have the means to justify its origin from legal activities. By declaring that the stock market investment will not be questioned is tantamount to opening an easy way to launder ill-gotten money. Someone has commented that the minister has created a window for the present ruling elites of PPP to launder their money through the stock market which they have made while in office. These are the questions people will be asking the minister as the government is in the last year of its office. There are serious accusations of corruption against this government and therefore it is quite reasonable that people will voice their concern about the intention of this move at this stage. Should FBR stop asking about the source of income then there is no limit to what people can declare as their wealth but it’s not going be like this. The measures announced on one hand intends to bring in money back into the stock market from apparently those who don’t want to declare their source of income and at the same time it wants to deduct capital gains in the form of withholding tax through the National Clearing Company (NCCPL). The message is… “Okay! You come to the stock market, we will not ask any question about the source of income but whatever gains you make it will be liable to pay capital gains tax at source”. This appears to be a good arrangement on the surface but how this thing will work is rather difficult to comprehend at this stage. Whether its stock market investments, initiating any business or building a house; there is bound to be question about the source of income in most countries. While announc-

ing these measures for stock investments, one should ask the finance minister why single out stock market investments only, why not people should be exempted from declaring their source of funding if someone wants to start a business or for that matter why not people who make their own home should be exempted from declaring the source of funding. Our government system is moving towards destruction due to which not only the teachers are taking interest, nor the students are getting satisfied. Now, day by day, situation is getting so worst that in government institutions, teacher does not comes regularly which is definitely resulting in destroying the education system of Pakistan. Even, nowadays, the cheating has also become so common that, it is destroying the image of our education sectors. In my opinion, the basic reason behind this nuisance in our country is wide spread corruption. I must say, our government should be blamed for all this, because they are not properly providing the funds to the institutions, or else, if the funds are provided, then they are being misused by our senior government staffs. Secondly, our education has always remained as an orphan child in our society by facing double standard which is thus creating an atmosphere of frustration for the young ones. This is so because, our government themselves have divided the education system into several different boards. Thus, this is creating a vast difference in the minds of the high and low class people for educating their generations. Kindly, I request you to please put an eye on this matter and take my advice as an appeal to the media and to our President. I am raising my voice, so that they must ponder of how to bring a change in our education system to improve our society.
