House re-elects Boehner BY DONNA CASSATA Associated Press
WASHINGTON — The House and Senate ushered in a new Congress Thursday, re-electing embattled Republican John Boehner as speaker and hailing one of their own who returned a year after being felled by a stroke. The 113th Congress convened at 12 noon EST, the constitutionally mandated time, with pomp, pageantry and politics on both sides of the Capitol. Boehner, bruised after weeks of trying to cajole his fractious caucus to back a tax and spending cut bill, won a second, two-year term as leader with 220 votes. Despite grumbling in the GOP ranks, nine Republicans voted for someone other than Boehner, one voted present and several abstained. Democratic leader Nancy Pelosi got 192 votes. In a chamber packed with members and their children, Pelosi delivered a generous introduction to her rival and handed the gavel to Boehner, who struggled to hold back tears. Boehner alluded to the continuing fight over government spending that was far from settled by the tax deal with President Barack Obama. Fierce battles loom in the coming weeks over automatic spending cuts and increasing the nation’s borrowing authority. “The American Dream is in peril so long as its
namesake is weighed down by this anchor of debt. Break its hold, and we begin to set our economy free. Jobs will come home. Confidence will come back,” Boehner said. Addressing the 80-plus new members, Boehner told them that if they came “to see your name in lights or to pass off political victory as accomplishment, you have come to the wrong place. “ “The door is behind you,” he said. “If you have come here humbled by the opportunity to serve; if you have come here to be the determined voice of the people; if you have come here to carry the standard of leadership demanded not just by our constituents but by the times, then you have come to the right place.” Rep. John Dingell, DMich., the longest serving member, administered the oath to Boehner, who then swore in the members. In the Senate, Vice President Joe Biden swore in 12 new members elected in November, lawmakers who won another term and South Carolina Republican Tim Scott, a former House member tapped by Gov. Nikki Haley to fill the remaining term of Sen. Jim DeMint, who resigned to head a Washington think tank. Applause from members and the gallery marked every oath-taking. Looking on was former Vice President Walter Mondale.

Mark Kirk, RIll., who had been absent for the past year while recovering from a stroke, slowly walked up the 45 steps to the Senate, with Biden nearby and the Senate leaders at the top of the stairs to greet him. “A courageous man,” said Senate Majority Leader Harry Reid, D-Nev. Members of the Illinois congressional delegation and senators stood on the steps. As he entered the building, resting on a cane, Biden and Sen. Joe Manchin, D-W.Va., helped Kirk take off his coat. The senator said he was glad to be back. While the dozens of eager freshmen are determined to change Washington, they face the harsh reality of another stretch of divided government. The traditions come against the backdrop of a mean season that closed out an angry election year. A deal to avert the “fiscal cliff” of big tax increases and spending cuts split the parties in New Year’s Day votes, and the House’s failure to vote on a Superstorm Sandy aid package before adjournment prompted GOP recriminations against the leadership. Any hope of comity in a divided Washington was quickly dashed amid talk of the budget. For all the change of the next Congress, the new bosses are the same as the old bosses.

School starts at new building for Sandy Hook children

MONROE, Conn. — For her son’s first day of school since last month’s massacre at his Sandy Hook Elementary, Sarah Caron tried to make Thursday as normal as possible. She made his favorite pancakes, and she walked the second-grader to the top of the driveway for the school bus. But it was harder than usual to say goodbye. “I hugged him a lot longer than normal, until he said, ‘Mommy, please,”’ she said. “And then he got on the bus, and he was OK.” Her 7-year-old son, William, was among more than 400 students who escaped a gunman’s rampage that killed 20 first-graders and six educators at Sandy Hook on Dec. 14. On Thursday, the returning students settled in at their old, familiar desks but in a different school in a different town. Returning students, teachers and administrators were met by a large police presence outside their new school in the neighboring town of Monroe, where a middle school that had been shuttered for nearly two years was overhauled and renamed after their old school. Several officers guarded the entrance and checked IDs of parents dropping off children. Monroe police Lt. Keith White said attendance was very good and the children were getting back to “business as usual.” “A lot of them were happy to see their friends they hadn’t seen in a while,” he said. William’s classroom had been across the hall from a first-grade room where children and teacher Victoria Soto died, and he had been nervous about going back to school, Caron said. But an open house Wednesday at the school eased some of his fears. “They didn’t talk about what happened at all,” she said. “They went in, met up with their teachers, had a little circle time and it was just about trying to get them back into school.” Most of the students arrived at the new school in Monroe by bus, something school officials had suggested to help them get back into a familiar routine. Nick Phelps, who lives a few blocks from the original Sandy Hook school, said his first-grader and third-grader are excited about the new school because it means a longer bus ride to Monroe, which is about 7 miles away. He was there when the bus brought them home Thursday afternoon. “I was never so excited to see my children and, certainly, to see my children get off the bus. There was a shared joy,” he said. About 80 parents attended an assembly Thursday with school and police officials, who fielded questions about security and activities planned for their children. White said security will remain
Martian rock from Sahara desert quite different from others LOS ANGELES — Scientists are abuzz about a coal-colored rock from Mars that landed in the Sahara desert: A yearlong analysis revealed it’s quite different from other Martian meteorites. Not only is it older than most, it also contains more water, tests showed. The baseball-size meteorite, estimated to be 2 billion years old, is strikingly similar to the volcanic rocks examined on the Martian surface by the NASA rovers Spirit and Opportunity, which found water-bearing minerals. “Here we have a piece of Mars that I can hold in my hands. That’s really exciting,” said Carl Agee, director of the Institute of Meteoritics and curator at the University of New Mexico who led the study published online Thursday in the journal Science. Most space rocks that fall to Earth as meteorites come from the asteroid belt, but a number can be traced to the moon and Mars. Scientists believe an asteroid or some other large object struck Mars, dislodging rocks and sending them into space. Occasionally, some plummet through Earth’s atmosphere. Short of sending a spacecraft or astronaut to the red planet to haul back rocks, Martian meteorites are the next best thing for scientists seeking to better understand how Earth’s neighbor transformed from a tropical environment to a frigid desert. About 65 Martian rocks have been recovered on Earth, mostly in Antarctica or the Sahara. The oldest dates back 4.5 billion years to a time when Mars was warmer and wetter. About half a dozen Martian meteorites are 1.3 billion years old and the rest are 600 million years or younger. The latest meteorite NWA 7034 — nicknamed “Black Beauty”— was donated to the University of New Mexico by an American who bought it from a Moroccan meteorite dealer last year. Researchers performed a battery of tests on the meteorite and based on its chemical signature confirmed that it was blasted to Earth from Mars. At 2.1 billion years old, it’s the second-oldest known Martian meteorite that formed from a volcanic eruption.
New tax law packed with breaks, credits for businesses WASHINGTON — Tucked into the “fiscal cliff” tax package approved by Congress are billions of dollars in tax breaks that should make the new year a lot happier for businesses of many stripes, including film producers, race track owners and the makers of electric motorcycles. In all, more than 50 temporary tax
breaks were renewed through 2013, saving businesses and individuals about $76 billion. Congress routinely renews the tax package, attracting intense lobbying — and campaign donations — from businesses and trade groups that say the tax breaks help them prosper and create jobs. Businesses have grown used to many of the longstanding tax breaks, but they also have had to get used to the uncertainty of whether they will be renewed each year. This time around, as lawmakers struggled to reach consensus on a wide range of tax issues, the tax breaks were allowed to expire at the end of 2011. The package passed by Congress this week and signed by President Barack Obama renews the tax breaks retroactively, so taxpayers can claim them on both their 2012 and 2013 tax returns. The biggest of the bunch, a tax credit for research and development, helps U.S. manufacturers compete against foreign competition, according to the National Association of Manufacturers. Another provision helps restaurants and retailers expand by allowing them to more quickly write off the costs, according to the National Restaurant Association. These provisions have widespread support in Congress; others are more obscure. For example, there is a tax credit for producing electricity from wind mills, a tax credit for buying electric-powered motorcycles, and tax rebates to Puerto Rico and the Virgin Islands from a tax on rum imported into the United States. Sen. John McCain, R-Ariz., said the package is filled with “special-interest handouts” that make it difficult for him to justify his vote in favor of it. “It’s hard to think of anything that could feed the cynicism of the American people more than larding up must-pass emergency legislation with giveaways to special interests and campaign contributors,” McCain said. Lawmakers are wary of making the tax breaks permanent because of the cost, even though they inevitably renew almost all of them each year. Annual angst over whether the tax breaks will be renewed also provides incentives for businesses to lobby key lawmakers. “All these provisions have a lobbying arm behind them, for the most part,” said Mark Luscombe, principal tax analyst for CCH, a consulting firm based in Riverwoods, Ill. “If they only extend them for a year or two then the lobbyists have to keep coming back and bestowing their favors on congressmen to get the thing extended again. If they made it permanent, then the lobbyists would go away.” Among the provisions in the new law are: ■ A tax credit for research and development, benefiting a wide range of industries, including manufacturers,
pharmaceutical companies and high tech companies. Cost: $14.3 billion. ■ An exemption that allows banks, insurance companies and other financial firms to shield foreign profits from being taxed by the U.S. The tax break is important to major multinational banks and financial firms. Cost: $11.2 billion. ■ A tax break that allows profitable companies to write off large capital expenditures immediately — rather than over time — giving some companies huge tax shelters. The tax break, known as bonus depreciation, benefits automakers, utilities and heavy equipment makers. Cost: $5 billion.
British government extradites al-Qaida suspect to US WASHINGTON — Police in Britain have extradited a terror suspect to the United States to face charges that he took part in an alleged al-Qaida plot to detonate explosives aboard the New York City subway system. British authorities handed over Abid Naseer, 26, to U.S. authorities on Thursday. Prosecutors want Naseer to stand trial in New York for his alleged role in a terror campaign that would have also struck targets in Britain and Norway. Federal prosecutors in Brooklyn have said they aim to prove that Naseer collected bomb ingredients, conducted reconnaissance and was in frequent contact with other al-Qaida operatives as part of a foiled New York plot and a second suspected plot to bomb a busy shopping area in the northern English city of Manchester. If convicted in the U.S., Naseer would face a maximum penalty of life in prison. At the Justice Department, spokesman Dean Boyd declined to comment. Naseer was one of 12 people arrested in a counterterrorism operation in April 2009, but all were subsequently released without charge. They were ordered to leave Britain, but Naseer escaped deportation to Pakistan after a judge ruled it was likely he would be mistreated if he were sent home. Naseer was re-arrested in July 2010 at the request of the prosecutors in Brooklyn, where a federal indictment named him as a co-defendant with Adis Medunjanin. In January 2011, a British judge approved Naseer’s extradition. The judge acknowledged there was a “very real risk” Naseer would be tortured if the U.S. ultimately returned him to Pakistan but said he believed the U.S. justice system would not ignore that concern. Naseer’s lawyer had argued that the U.S. would have fewer inhibitions about returning him to Pakistan. U.S. authorities allege Medunjanin and former high school friends Najibullah Zazi and Zarein Ahmedzay — all three attended Flushing High School in Queens — traveled to Pakistan in 2008 to seek terror training from alQaida.
