CCDC Staff and Cushing Terrell Planning Team facilitated the first of three stakeholder meetings for the 17th Street Reinvestment Study. High level overview of the neighborhood was presented to the group as a precursor to dividing into smaller discussion groups.

Overview Presentation:  

Team and Project Introductions given by Zach Piepmeyer and Angela Hansen Why this Area? o Continuing the legacy of Shoreline District Urban Framework and focusing directly on the Study Area triangle because:  Awkward barriers leftover from past eras of development  Transitional between downtown neighborhoods and Boise River  Full of opportunity sites Urban and Architectural Character o Various eras, medium to small scale buildings o Variety in the gateway experience  Greenery and trees as approached from the north  Hardscaped and urban from east Land Use and Ownership o No residential – River Walk removed, not included in Shoreline o City is the largest single owner, but the area is mostly private Stormwater o Estimated design capacity at or below a 25-year event o Environmental quality issues for storm runoff, have two outfalls into River o Infiltration basins on private and transmission in right of way and in pipes

2 Water and Sanitary: No major deficiencies found in existing systems, but Water would require upsizing with significant new development Fiber and Power o Significant OHP lines to be undergrounded over time as property is conveyed Mobility: VRT lines 4 and 5 take you to downtown transit center and outbound to Boise Town Square and airport o Missing sidewalks noted Streetscape: no street exactly complies with the Downtown Streetscapes Typology Manual Floodplain: new FIRM maps generally place more properties in Special Flood Hazard Area o AE generally corresponds to the 100-yr FP, 0.2% chance generally 500-yr Floodplain o Makes redevelopment different than the previous year’s map Sites Susceptible to Change: sites were identified for change in the Study Area using a four-part criterion o

Three breakout groups held discussions on:  examples of development successes and failures,  Investment barriers, and  stakeholder vision and goals for this neighborhood. The following discussion notes are provided for each of the discussion groups: Break-out group facilitated by Angela Hansen: Group members included: Kevin Amar, Jennifer Tomlinson, Scott Beecham, Tom Rebholtz, Kristi Inselman, Nicole (TOK Commercial); Lance Carbone, Jodi McCroskey Group made up of primarily public staff and employees from city, ACHD, and Boise Fire, and Boise Police Dept. Three development groups represented and one private landowner. The following comments were provided: Boise Fire- still heavily uses the Fire training tower located on Shoreline near the river. No future plans to remove the shop and maintenance services being managed from this location. Boise Parks spoke with regards to the departments focus on greenbelt improvements in this area- project to begin this spring Trestle Bridge to 9th street. Just completed upgrades to the restroom at the Fireman's memorial site. Private property owner indicated his leased property (St. Luke's currently leases). Believes area is ripe for redevelopment. People looking for a full lifestyle location where they can live, work, and play without leaving their neighborhood. 17th street has opportunity to achieve that concept. Spoke about the neighborhood being a neighborhood of transition. Would like to see residential activities, an extension of the urban core, some physical barriers exist, and creative solutions will need to be used to address these. There is opportunity for change.

3 Barriers to Development:  Expressed safety concerns. Staffing business is difficult due to current neighborhood conditions. That improvements to lighting and parking would go a long way to enhancing the neighborhood.  Similar comments to safety concerns with parking, street camping, lighting, and general cleanliness of the streets and public spaces.  Boise Police; Attending as an observer. BPD continuing to look for ways to work with landowners to clean-up the neighborhood and police it more efficiently and effectively. Neighborhood Vision and Goals:  Low hanging fruit may be the street lighting and the parking.  General neighborhood cleanliness.  Getting eyes on the street through the development of a full-time residential development. Discussion was shared about the upcoming Mid-Rise Residential project that may begin the process of transitioning the neighborhood. Spoke of the uncertainty that comes with being the first new project to go into the neighborhood. This study comes at an opportune time and hopes were expressed about having public investment coincide with the private development.  ACHD spoke about the opportunity for the extension of the alley that runs parallel to 17th street between 17th and Americana. ACHD holds 17' of right of way within alley additional right of way could be acquired and they would be open to exploring that further.  Discussion about the vacation of the alley being an option. Break-out group facilitated by Chris Dwyer: The group had Jason Williams, Captain Burch, George Illif, Jay Story.

The comments were primarily provided by Jason, Capt. Burch, and George.  How will the Interfaith leaving affect the area and development?  Currently the area has a lack of connectivity – primarily the dead-end 17th St. o Access and connectivity are key – 17th St, pedestrian crossings @ Shoreline & Americana  There is a lack of “pull” to the area – unless you are going to a specific building why would you go to this area?  Pull off the energy from the Skate Park? It is a world-class amenity Barriers to Development:  The need for people to feel safe; to some degree the homeless population makes it difficult (whether it is a reality or not)  Desire to know more about what CCDC could do to help with redevelopment i.e. what is the scope of their abilities. Neighborhood Vision and Goals:  Housing – it will also bring additional types of business (mainly retail/food & beverage)  Capt. Burch feels that bringing balance will benefit the area. o It is not just a ‘thru’ area but it is also a ‘to’ area  Areas for bike parking, electric scooters, future technology  More connectivity to the river – make this area of the Green Belt not a ‘thru’ area  Pocket park with a specific use o Play off the skate park, the trails of Kathryn Albertson Park, and the activities of Ann Morrison Park

4 Break-out group facilitated by Dave Dixon: The group had Andy Erstad, Derick O’Neill, Shirley O’Neil, Rob Bousfield, Mark Miller

Recent Successes/Failures:  Andy Erstad – Mark Miller has property west of overpass and City made them move some hydrants  Derick O’Neill – is associated with current owner of Powerhouse, knows connectivity and access points are important in that area going forward  Success: Across interstate across at Adare Manor 100% occupied) o St Luke’s new facility o The City’s CEPTED study and report o Parks is redoing restrooms at Firefighter Memorial o The fact that all parties are having this discussion is a win o Shirley O’Neil – Director of Community Partnerships  Agrees this discussion is great  Lighting: around Greenbelt is a upcoming project – there was a question on this but no one knew for sure what/where the project was during the meeting. o Coopers Court and shelters are decentralizing  Coming at a good time with this study o Derick – Two big moves happened to make a project on 30th Street a success  Rezoned to more intense development (C-5)  Land for Adare Manor was City-owned and given to the project o 17th St Study Area strongly parallels what happened across the interstate and could be replicated o Redevelopment plan for the Symposion property across the interstate is only possible through significant tax credits Barriers to Development:  For every dollar a developer spends on public infrastructure isn’t spent on project. All the little things the City can do will help reinvestment, for example, undergrounding overhead power is very expensive for individual property owners, and the City requires moving/adding hydrants and it feels like developers do all the work  Administration is really thinking about housing, remove the hoops you have to go through is less energy for developer  Mark – City asks for all the little nickel and dime items and then ultimately says “we don’t have infrastructure to support you so you have to pay for the improvements.”  Burden goes to next in line: if you’re next developer that comes along you’re stuck with infrastructure bill – administration/CCDC can share some of the work and/or the costs  Look at this as far as master plan: all parties are fans of the 17th St area and seem to share a vision, however that vision hasn’t been communicated or agreed on by all parties o Example: Assuming the owner is responsible for completing a missing sidewalk – if you really want to develop the area the administration and developer’s comprehensive plans need to be congruent o If CCDC fronts the cost for infrastructure it’s a great benefit for developers  Stormwater is a huge barrier and will have to be dealt with, but equally so is zoning. Allowable density is low, and Andy had a project that received C-5 zoning and it was viable  The urban camping makes people (visitors, residents, workers) drive in and want to go the other way cushingterrell.com 11/23/2021

Mark – Ultimately administration/CCDC/developers all have same goal – want to see greater density, workforce housing, but if developers can get viable zoning, ensure good fiber optic, that paves the way for affordable housing o City is interested in doing all the right things to make this happen Challenge: much of the property in the Study Area is exempt from taxes (e.g. City of Boise, ACHD, Idaho Power) Somehow all need to figure out how to overcome this, set the stage and create land for redevelopment

Vision and Goals:  Rob Bousfield – Boise, says that relocating shop facilities and doing something with a housing component is in the vision and would open up acres of land  The River Street Master Plan’s vision for the area is to create a near-downtown mixed-use urban neighborhood with dense, diverse and affordable residential. Is this vision shared with the stakeholders? o Certainly, possible and within the vision, but really have to look at each individual property for its merits as a multifamily project and scrutinize the costs/benefits.
