Presented by the Central Washington Home Builders Association, the Housing Forecast is a comprehensive economic and market forecast event, for residential construction and development. The Housing Forecast is an unparalleled opportunity to network with the industry that is building the greater Wenatchee Valley. Professionals including builders, real estate agents, and brokers, vendors, architects, developers, engineers, lenders, and bankers – make sure not to miss this event. The event features Dr. Robert Dietz, PhD and chief economist for the National Association of Home Builders. Dr. Dietz will provide an overview of economic and housing market conditions with an eye on residential construction impacts. He will review national and local macroeconomic factors affecting housing demand, industry-level detail on supplyside headwinds that are limiting construction sector growth and detail NAHB’s economic forecast. Robert will also explore policy issues that affect housing supply and demand. 12


As Chief Economist for NAHB, his responsibilities include housing market analysis, forecasting and industry surveys, and housing policy research. Prior to joining NAHB in 2005, Robert worked as an economist for the Congressional Joint Committee on Taxation. He has testified before Congress on housing, economic and tax issues. He is a leading expert on home construction analysis and trends and has been cited and appeared on CNBC, the Wall Street Journal, and other news media. Robert is a native of Dayton, Ohio and earned a Ph.D. in Economics from the Ohio State University in 2003. (YES, CHWBA HAS AN ADVOCACY NEWS PAGE) The Growth Management Act May Be Changing – Your Voice Needs Heard! The Washington State Legislature has allocated funds and directed the William D. Ruchelshaus Center (Center) to conduct a project to create a “Road Map to Washington’s Future.” The real intent of the project is to have the Center study and make recommendations to the legislature on how the state’s Growth Management Act should be changed. Specifically, “The purpose of the project is to articulate a vision of Washington’s desired future and identify additions, revisions, or clarifications to the state’s growth management framework of laws, institutions, and policies needed to reach that future.” CWHBA and BIAW are engaged in this process. In fact, CWHBA has participated in two focus group meetings and will do so three more times throughout the CWHBA territory. Your voice is needed and may be the most important part of the process currently. Please take the time to complete the Center’s survey to ensure your voice is heard. PROTECT YOUR FUTURE Donate Today CWHBA recently had the pleasure of distributing Return on Industrial Insurance (ROII) refund checks to members across our territory. Along with those checks, CWHBA encouraged a contribution JUST 10 PERCENT of the ROII refund to support CWHBA’s advocacy efforts through the Affordable Housing Council of Central Washington (AHCCW). We encourage all members to donate!

This is Why We Support the PAC Here is some key information about the recent activities and future needs of the AHCCW:

One of the great benefits of membership with CWHBA is advocacy. A meaningful advocacy program requires significant resources, including staff time, volunteer time, and financial means. CWHBA wants to not only continue its effective advocacy program but strengthen it. The reality of any advocacy program is that the effort takes place in the trenches of the rulemaking battles that continue to threaten the building industry. Continued member support is necessary to make certain pro-business and pro-housing policy makers are elected to the offices that have the greatest impact.

· CWHBA’s territory covers 6 counties, 46 cities & towns, 5 State legislative districts, 3 congressional districts, as well as multiple Port Districts and PUD’s. · Local Elected officials include - 300 City/Town Council Members; 18 County Commissioners; 29 Port/PUD Commissioners; 15 State Legislators; and a multitude of other countywide offices. · This Year’s (2018) Election Cycle includes possible funding and/or endorsements for – 6 County Commission seats, 6 PUD Commission seats, 10 Legislative seats, 3 Senate seats, and a multitude of other countywide offices. · Next Year’s (2019) Election Cycle – that’s where a good portion of those 300 City/Town Council Member seats are up. · 2016 election endorsements and campaign contributions included county commission candidates Mike Leita (Yakima), Paul Jewell (Kittitas), and Kyle Steinburg (Douglas). Also receiving an endorsement and donation was Kittitas PUD candidate Joe O’Leary.

CWHBA’s Education Program offers a wide range of options!

AHERA Accredited Building Inspector Initial Training October 24th, 25th & 26th, 2018, 8am - 5pm (1 hour lunch break) *lunch not provided EPA regulations require builders and remodelers to inspect a building for asbestos prior to conducting a renovation or a demolition job. Only an AHERA accredited inspector can sample/ inspect such materials to determine asbestos content. This 24 hour, three-day course will provide you with that accreditation. This Course guides students through EPA Requirements for Asbestos Building Inspections and inspection report preparation. A field exercise will be included to guide students through an inspection scenario, the students will have to perform mock sampling and prepare a building inspection report. Training elements will be covered via lecture, video, quizzes, and written exercises. Personnel who would benefit from this certification include industrial hygienists, engineers, asbestos abatement contractors, architects, property managers, regulatory personnel and environmental consultants. The CWHBA is pleased to make this training available here in Yakima at the CWHBA office. Cost is $600 per person for members and $700 for not members. Instruction will be provided by RH Welch, Inc. All attendees will receive the EPA manual, handouts, desk top exercises and will conduct one or more mock inspections, including directions in how to prepare the final report for your client. RH Welch, Inc. has held the credential since 1989 and all instructors are accredited as AHERA Building Inspectors, Management Planners and Project Designers. 48 hour notice of cancellation is required or class fee will be forfeited. AHERA Accredited Building Inspector Refresher Training Friday, October 19, 2018, 8:00 AM - 12:00 Noon Individuals holding the AHERA Building Inspector Certification must take an annual refresher class in order to maintain their certification. This Course guides students through EPA Requirements for Asbestos Building Inspections and inspection report preparation. The refresher courses give students and instructors an opportunity to discuss inspections and share in experiences performing building inspections. This 4 Hour Refresher Course will meet all requirements of TSCA Title II AHERA 40 CFR Part 763 and Certification requirements in RSMo 10 CSR 10-6.250 training elements will be covered via lecture, quizzes, and written exercises.
