Dozer Day® teaches children about important, real-world situations by giving kids the ultimate “construction experience” by inviting them into the “driver’s seat” of real heavy construction equipment, fire engines, ambulances, recycling trucks as well as other fun and informational activities. A letter from our President

A MESSAGE FROM 2019 CWHBA BOARD PRESIDENT CLINT ADAMSON Welcome Spring! Although tax season is not my favorite time of year, the weather is something to be desired after weeks of endless snow. The good ol’ Groundhog was as accurate as the weather forecast when it came to winter this year… who listens to them anyway? In early March at the BIAW State Board meetings, we were reminded of something important: when the Home Building Industry talk – People listen. This time, state legislators listened as we said NO at the attempt to make general contractors liable for nearly everything. I was honored to lead an engaged team of 9 from the CWHBA who helped hand deliver BIAW “Red Tags” with a message: “Stop Work” immediately on pieces of legislation that will significantly increase the cost of housing in Washington state. One of the biggest culprits was HB 1395 or “Direct contractor liability” which would have made general contractors liable for all benefits, contributions and payroll for employees of subcontractors on their projects, increasing overhead and administrative costs of all construction projects. While the legislative session is still ongoing, and there are unfavorable new laws out there, this was a well-earned victory for HBAs and the BIAW. Olympia wasn’t our only travel destination – as we had a great opportunity to meet with 2 board members and over a dozen members and guests at our Wenatchee Hard Hat Happy Hour last week. All who came, including our dedicated CWHBA staff members, showed again why we remain an energetic and engaged membership driven organization that continues to help home building be successful. Clint Adamson to Earn New Certified Builder Designation

Clint Adamson recently completed all the requirements and earned the BIAW Certified Builder designation, considered the preeminent professional certification available to builders within the home building industry in Washington state. BIAW’s Certified Builder designation is a comprehensive accreditation program with standards that far exceed what Washington law mandates for registered contractors. BIAW will also launch a full-scale consumer marketing campaign to help position Certified Builders more highly in the marketplace, a first for any kind of program offered by BIAW. To earn this designation builders must: • • • • • • •

Submit References. Certified Builders submit a list of suppliers, subcontractors, and homeowner references for projects completed in the past 5 years for review and verification. Provide Education and Work Experience. Certified Builders provide a list of all of their work experience and education, including professional designations. Comply with a Superior Code of Conduct. They must agree and follow a well-defined set of standards as professionals in the home building industry. Provide Greater Insurance Coverage. All builders must maintain insurance coverage that surpasses the minimum general insurance coverage required by state law. Offer Homeowner Warranties. All BIAW Certified Builders must provide home buyers with a homeowner warranty. Use Clear Contracts. Certified Builders must use contracts that clearly define the construction agreement between the homeowner and the builder. Agree to Mandatory Binding Arbitration. Certified Builders offer arbitration to their homeowners as an alternative to litigation, which reduces cost and time and allows for greater privacy, informality, flexibility and finality. Provide a Homeowners Guide. Certified Builders must provide maintenance guides to all homeowners to help with the care and maintenance of their homes.

F

inally, Spring is upon us – and not a moment too soon after a snowbound late winter in Central Washington!

Our team at the CWHBA had a very active and hugely successful month of engagement with and on behalf of our valued members. From a tremendous 2019 Home and Garden Show and full educational programming to begin the month in Yakima and Ellensburg, to our enjoyable Hard Hat Happy Hour and ROII class in Wenatchee at month’s end – we worked hard through March to bring you the value you deserve. Our thanks to so many of our friends and partners, and shout-outs to Baxter Construction and Pleasant Ridge Construction for their unwavering commitment. Builders FirstSource and Dwell Mortgage for their work and sponsorships, and BBSI and Traditional Designs, Inc. for an array of membership support. We won’t be slowing down in April or May with Dozer Day® on April 13-14 in Yakima at the Fairgrounds and the annual CWHBA Golf Classic in Selah in May right around the corner. GOVERNMENT AFFAIRS UPDATE Things continue to move quickly at the state and local end of “GA things” – and you thought March madness was only for college basketball! The state legislature is in the late innings of their regular session and it appears like a possibility of extra innings (special session) on the issue of revenue – or as we call it: taxes. The state house has sent its budget plans onward, and on the table measures still include an increase in REIT and B&O taxes, and a new capital gains tax with family business exemptions. We and our partners at the BIAW continue to warn against new tax and fee increases which are likely to have a damper effect on our economy. Additionally, we fail to see any need for “new money” – particularly in light of historic revenues coming into the State coffers ($554 million more than forecast for the upcoming 2019-21 budget) - http://www.whidbeynewstimes.com/news/state-revenueforecast-shows-a-554-million-increase-for-2019-21/

“Certified Lead Renovator”

If your business involves renovation, repair or painting of structures built before 1978 you need this certification. EPA’s Lead Renovation, Repair and Painting (RRP) rule requires that businesses working on projects that disturb lead-based paint in homes, child care facilities and pre-schools, use certified renovators who are trained and follow lead-safe work practices. Our members were able to experience some hands-on activities to learn about proper containment and L&I compliance. Looking to get certified yourself or know someone who does?
