Leveraging debt can benefit business

voiding debt, whether it’s in business or at home, always seems like the right idea. But in the business world, taking on debt might be smart in the current economic climate. “If you’ve got the stomach for the risk, debt right now is very attractive from an interest rate standpoint,” said Ben Harvey, owner of Harvey Financial Group and a wealth management advisor at Northwestern Mutual. Mark Perrault, another Northwestern Mutual financial advisor and co-owner of Dunn Perrault & Associates, figures it’s the right time for many businesses to take that risk. “It’s a great time to leverage debt with a small business,” said Perrault, who primarily works with business owners

mid turbulent times, board members of the nonprofit Seeds Community Café vow to carry on its mission of feeding all regardless of ability to pay, but without the help of founder and former executive director Lyn Harwell. The board decided to part ways with Harwell last week, members said, citing poor direction, management and business practices since the café began serving food in 2013. An email sent to Harwell May 31 by board president Gene Tanski said, “… because of the actions you have taken, we as a board have decided that there can be no formal relationship between you and Seeds Community Café.” According to documents provided to the Colorado Springs Business Journal by members of the board, Harwell failed to pay employees, vendors and taxes, and did not provide the necessary insurance for the restaurant for six months. Board members sat he also ran up at least $92,000 in debt without letting the board know and made personal purchases with Seeds credit cards. The board reached out to the Business Journal following a May 26 CSBJ story about Harwell’s departure from Seeds to pursue a social enterprise opportunity inside the Manitou Art Center in Manitou Springs. “We started to notice discrepancies in vendor relationships, in financials, in promises and positions out there — commitments made that we didn’t know anything about or that weren’t matching what we’d approved as a board ... a lot of inconsistencies which got us digging further and further,” Tanski said.

and the self-employed. “Interest rates are low and the economy looks good.” Still, avoiding debt or eliminating accrued debt is the goal for many businesses — and especially individuals. “Debt creates risk,” Harvey said. “The more debt you have, the more risk you assume. It takes a lot more cash flow to service that. It can feel burdensome, like you’re trying to get the rock up the hill and you can never quite get out from under it.” Northwestern Mutual’s Planning and Progress Study is an online survey of 2,749 adults who have debt. How far in the hole are they, on average? About $37,300, according to the study — and that doesn’t include mortgages. According

ost of the buildings in Colorado Springs School District 11 were built at the same time that the top hit on the pop charts was “Ain’t No Mountain High Enough.” The Andy Griffith Show was still on television — and not yet in syndication. That year was 1967. Today, the average D-11 school is 50 years old, and the group of private residents who want to pass a mill levy override in November says the age of the buildings leads to problems introducing new technology, difficulty competing against surrounding school districts and a deficit in the city’s future workforce readiness. That’s why the group called Friends of D-11 is campaigning to get voters to approve a mill levy override to November’s election. A similar measure failed to pass in 2016, but funding increases passed in neighboring school districts: Cheyenne Mountain School District 12, Academy School District 20 and District 49. Those districts are now starting new buildings, planning for new technology — leaving the city’s largest school district behind. There’s still time to catch up. The measure would raise $42 million for the district. That equals between $9 and $15 a month, depending on a home’s valuation. It’s so little — but it would do so much. D-11 is the biggest school district in El Paso County

and it’s educating tomorrow’s workforce. When programs like the Pikes Peak Workforce Center strive to provide additional education to an adult workforce, that effort could be so much easier if the preparation for tomorrow’s high-tech needs started in elementary, middle and high schools. The city needs a well-educated, well-prepared workforce to draw on as industries change and jobs grow ever more technical and ever more automated. It’s time to invest in the city’s economic future, by investing in the city’s school districts. This is not a “cash grab” by greedy administrators. It’s a well-thought-out plan to upgrade infrastructure, build new schools and meet technology training needs. D-11 has been nationally recognized for the way it handled the money from its last bond issue in 2000, and the school board acted responsibly and closed several schools that were underpopulated. The remaining schools are in serious need of an overhaul. And the teachers are underpaid, compared to surrounding districts. Not only does D-11 have to compete with other districts for students, but it also has to compete for talent and teachers. That’s not easy when competitors have more money coming in. As the state takes action to further tighten its fiscal belt, local residents — after all, it’s our school district — should feel compelled to take the time, learn about the issues and vote in favor of investing in the future. Even for people who don’t have school-age children (about 80 percent of D-11’s population), the mill levy override is important as the city needs to prepare for its future. The Friends of D-11 are gearing up for a massive campaign to encourage local voters to approve more money for infrastructure upgrades. And now it’s up to the business community to realize that the students of today are tomorrow’s employees. Support the Friends’ efforts and, if you live in District 11, vote in favor of the additional funding. CSBJ n

Southwest downtown: LoDo it ain’t F riday morning, Dick Celeste and other dignitaries looked forward to formally breaking ground for the United States Olympic Museum. Located on a long-desolate stretch of land in long-desolate southwest downtown, the museum is being touted as the city’s latest superpowered development engine. Construction cranes will jostle for HAZLEHURST space as hotels, apartments and office towers rise above bike/pedestrian-friendly streets. Restaurants, bars, art galleries and other cool retail establishments will line the streets. Upscale? You bet — no more cracked sidewalks and abandoned buildings! We’ll rename Vermijo Avenue to better identify the district. How does Fifth Avenue sound? I can hardly wait to ride my bike across Cascade Avenue, past the museum, across the iconic Fifth Avenue Bridge to America the Beautiful Park, and thence on the Midland Trail to the rapidly gentrifying Westside. Fantasy or reality? First, we need to let go of the idea that southwest downtown is like Denver’s LoDo in the 1980s — a bunch of vacant warehouses adjacent to a reasonably vibrant central business district. Artists, galleries, preservationists and urban pioneers settled in LoDo a decade before redevelopment began. The old warehouses were (and are) beautiful multistory brick and stone structures, legacies of Denver’s long history as the commercial center of the Rocky Mountain West. Fragmented land ownership allowed entrepreneurs like laid-off geologist John

Hickenlooper to buy and renovate a junky old building, open a brewpub and ride the beer express to the governor’s mansion. Like Denver’s Central Platte Valley, our southwest downtown is a tabula rasa, a blank slate. The existing buildings aren’t candidates for renovation — they’ll be torn down. Jenkins family interests own most of the 100-acre site, and since they also own multiple vacant parcels in central and near-central downtown, there may be no rush to develop the southwest. LoDo was already a modest success story in the mid-1980s when Denver boosters identified a vacant parcel at 20th and Blake as the preferred site for a baseball stadium. After Denver was selected for an expansion team in 1991, taxpayers ponied up 75 percent of the $215 million cost ($345 million in 2017 dollars) with bonds supported by a voter-approved .1 percent sales tax. The stadium opened in 1995; bonds have long ago been paid off. By contrast, Colorado Springs couldn’t get its act together to build a $60 million stadium/events center in southwest downtown, even with promised state sales tax increment funding of $18 million. LoDo and Coors Field sparked the redevelopment of the adjoining Central Platte Valley and the Ballpark Neighborhood northeast of the stadium where 12,000 residents now live in the three neighborhoods, compared to 200 in the mid-1980s. Something similar might happen here, but it’ll take a while. Once the museum opens, will visitors walk

several blocks to shops and restaurants, or just climb back in their cars and head for the interstate? And what about all those visitors? If Los Angeles is awarded the 2024 Olympic Games, that should help kickstart visitor numbers. But if, as rumored, the IOC has cut a deal to give Paris 2024 and Los Angeles 2028, that might delay the visitor bump. Here’s my LoDo story. In the early 1980s, I partnered in a few small real estate investments with Colorado Springs Symphony conductor Charles Ansbacher. He was connected to some Texas heavy hitters who were mildly interested in Colorado properties, so I pitched a vacant four-story building at the corner of 17th and Wynkoop streets, half a block from the Oxford Hotel and across the street from Union Station. The price: qualify to take over an existing $300,000 loan and pay closing costs. Charles and I met with the heavy hitters and their consulting engineer. The deal: Charles and I would get half, the heavy hitters would get half, and we’d figure out how and when to renovate. The engineer took one look at the gutted building and killed the deal. “This place is structurally unsound,” he said. “I recommend that we get out immediately.” As it turned out, it didn’t matter. It was Oct. 19, 1987, and the stock market was crashing. The Dow was down 24 percent by the end of the day. The heavy hitters left in a panic, but 30 years later the building is still there, developed into retail and loft spaces. Now it’s worth — oh, never mind! CSBJ

Cullen takes over cultivation of Westside By Bryan Grossman

W

hile Karen Cullen has four generations of roots deep-set in Colorado, she couldn’t be much greener in her new position as executive director of Old Colorado City Associates. Officially taking over the merchants association May 30, Cullen spoke with the Business Journal about her myriad careers in Colorado, from the technical to the hospitable, traveling the world and helping businesses on the city’s Westside reach their full potential. Where are you from? I was born and raised in Castle Rock. I grew up there when it was all of 4,000 people. Now it’s 40,000. After I graduated from Douglas County High School I took my real estate license exam when I was 19. At that point interest rates were 14 percent, the oil and gas industry was tanking and I was 19 years old. Not a lot of people are interested in buying a piece of real estate from a 19-year-old who has no experience. I quickly changed my mind and went into the retirement industry for about 10 years. I went to Resources Trust Company in Englewood where I worked my way through customer service and management. But I was so intrigued with IT and, in 1994, I was offered a job in Colorado Springs with MCI in project and program management. I was living in Larkspur and had commuted to Englewood and then to Colorado Springs. It was cool — except Monument Hill in the winter. And you started your own business? I branched out on my own in IT consulting. I opened my own business in 1998 and have been self-employed pretty much ever since. … I took on various contracts and then went back to MCI as a contractor on their business solutions network side. Did you stay in IT until you came to this position? Actually, in 2004 my husband and I were searching for a bed and breakfast. In 2004 we bought 1892 Victoria’s Keep in Manitou Springs. We rented it out for nine seasons and then went to Hong Kong for about a year. My husband was working on a software development project for the Hong Kong government. When we got back at the end of 2012, we closed the bed and breakfast and just managed vacation rentals. We actually just sold the B&B as a private residence to a family.

Explain what OCCA does. It’s a membership organization and a nonprofit. It’s comprised of approximately 100 members — retail shops, restaurants, art galleries — the whole gamut of merchants. … They get collective marketing and website exposure. They also have an opportunity to be on the board, and we’re members of Pikes Peak Country Attractions, which allows our members to get exposed to other markets. We send out newsletters that provide information to members and patrons to invite them to the spectacular events in OCC. This is really new, but we’ll also be working on small business training. … I’m constantly meeting tons of people right now, and I’m really excited about this opportunity because there’s so much to do. I love the variety of people and their businesses and want to work together to make business the best it can be. Talk about your new position. This is a great opportunity. This job kind of found me. Some people I know had my resumé and knew I was looking for a job and thought it was the perfect position for me. I have marketing experience, nonprofit membership experience, tourism experience. Tourism in the Pikes Peak region is incredibly important. It’s also one of my passions — helping small businesses succeed in the tourism industry. And boy, we’ve had some challenges, and we continue to have challenges this year with construction. But there’s light at the end of the tunnel. What are your short- and long-term visions for OCC? My short-term vision is working with the membership and our board of directors on a strategic plan and working on specific marketing initiatives both through social media and our website. Long-term, I’m trying to collaborate better with Manitou, and I’ve already had discussions about that. ... I still need to reach out to the Downtown Partnership and businesses in Colorado Springs, but I think there are a lot of people who are excited to work together. Have you ever considered making somewhere else home? You know, I’ve traveled the world, all over, and I come back here and look at the beautiful blue sky and majestic Pikes Peak and go, ‘Wow! Why would I want to live anywhere else?’ Well, maybe part-time. CSBJ n

Study reveals negative bias in all coverage H arvard University’s Shorenstein Institute on Media, Politics and Public Policy studied media coverage for Donald J. Trump’s first 100 days as president of the United States. What they found wasn’t surprising — but the reasons behind their findings were. They found that media stories about Trump were negative a vast S W E E T majority of the time — a record amount. (Negative coverage is defined as a story that would be deemed unfavorable in the eyes of the subject.) But the researchers didn’t find a partisan bias — instead, researchers said, they found a bias toward the negative. In short, media coverage tends to be negative for all political candidates — and most presidents. As the researcher interviewed on NPR’s On the Media said, people accused mainstream media of trying to get Hillary Clinton elected, but the majority of news stories about Clinton were negative. Overall, coverage of the president in his first 100 days — before the Russian inquiry took off — was 80 percent negative. That beats the record set by Bill Clinton, who did not have a single quarter when he was president where positive news coverage exceeded the negative coverage. (Some might say it’s his own fault; others would say the same about Trump.) It’s a record no president since has matched — but Trump’s negative news coverage could beat Clinton’s. Trump also can’t claim he’s being ignored. He’s the

topic of 41 percent of all news stories — and that’s more than three times the amount of coverage received by previous presidents. And it’s not that Trump doesn’t speak out — he is the voice in his own coverage 61 percent of the time; Republicans as a whole make up 80 percent of the subjects interviewed. Democratic leaders are 6 percent of people interviewed in articles; protesters were 3 percent. According to the study, news media turned negative in the days of the Vietnam War and the Watergate scandal. It’s grown increasingly negative in the years since. And researchers believe that the overwhelmingly negative coverage equates to distrust of the media. The failure to cover positive items doesn’t necessarily mean those don’t exist, but reporters have an overwhelming tendency to go negative. It’s a better story, right? Maybe. And maybe we’re doing our profession an injustice. While we have an absolute responsibility to act as a watchdog of government, to seek the truth and report it, sometimes the truth is that there’s good news if we look for it. We need to share the positive right along with the issues that need to be addressed. If we can provide balance, people will find journalism — real journalism — relevant to their lives and their experiences once again. in celebrating the good, right along with pointing out mistakes, misjudgments, wrong calls and issues. Analysis: Summit House getting fundraising boost By John Hazlehurst

A

few years ago when then-Mayor Steve Bach revived the long-deferred Pikes Peak Summit House Project, preliminary estimates of project costs were between $15-20 million. That figure has ballooned to $47.5 million, leaving a $30 million funding gap. But help might be on the way. “The Broadmoor is very excited about the prospects of a new Summit House,” said Broadmoor Hotel CEO Jack Damioli in an email. “This new facility will be a wonderful addition to Pikes Peak, America’s Mountain, and for the greater tourism community of Colorado Springs. In addition, I am pleased to inform you that The Anschutz Foundation is making a substantial commitment to kick off the fundraising campaign for the project.” Building a new Summit House won’t be easy. Supporters have long realized that the effort needs substantial funding from all the players on the Peak. Building anew requires demolishing all existing structures on the summit and consolidating various uses into a single iconic structure. But as plans advanced, costs increased. Architects, contractors and engineers wrestled with multiple obstacles. As a consequence of these and many other factors (including soaring national construction costs since 2011), the estimated total cost of the facility is now $47.5 million.

PEAK CHALLENGE The construction season on Pikes Peak lasts only a few months and poses unique challenges. Workers are limited to 6.5 hours per day and must deal with volatile weather and frequent lightning storms.

The summit isn’t a solid granite monolith but rather a rock glacier, a tumbled boulder field cemented in place by permafrost. To prevent the new visitor center from settling and shifting like the existing building, it’ll be anchored to bedrock deep beneath the boulder field. “Because it sits on federal land,” according to the city of Colorado Springs, “the summit complex is required to meet [Leadership in Energy and Environmental Design] silver certification.” That adds more cost, but the project team is aiming even higher, pursuing the Living Building Challenge. “Only about two dozen projects worldwide have achieved full Net Zero Building Certification,” said Stuart Coppedge, principal at RTA Architects, the Colorado Springs firm selected to design the building. “It’s a lofty goal, but one fitting for a national icon such as the Pikes Peak Summit Complex.” — Stuart

As the consultants put it, “Relationships between the partners in the renewal of the Summit Complex — the city of Colorado Springs, the U.S. Forest Service, the U.S. Army, and others — are complicated.” The consultants recommended that project backers lower their fundraising goal to $15 million, and create a 501(c)3 to receive contributions. Even if successful, there would still be a multi-million dollar shortfall. How could that be addressed? “That’s way above my pay grade,” said Jack Glavan, longtime manager Coppedge of the Pikes Peak Highway. Given that Philip Anschutz owns the Cog Railway, The Broadmoor and Xanterra Parks & Resorts, the United States’ largest park concessions management company, a contribution by the billionaire seems like a good fit. If summit house supporters can raise $15 million, will Anschutz make up the difference? Immediately after Anschutz acquired The Broadmoor, he was asked whether he saw Colorado Springs as an undervalued asset. “Absolutely!” he responded. Does he feel the same way about Pikes Peak? It seems so, and that’s good news for Summit House supporters, the local visitor industry and all those who treasure our iconic mountain. Seeking answers, the city hired the Benefactor Group, a Columbus, Ohio-based fundraising consultant, to do a campaign feasibility study. The 33-page report “assessed the philanthropic appeal and the potential leadership and leadership gifts for a proposed $30 million campaign to support a new complex of facilities at the summit of Pikes Peak.” The study’s totals may reflect the area’s limited capacity. “Using national averages that estimate the allocation of charitable gifts to the fields of arts and culture, environment and public-society benefit, we estimate that 2014-15 yielded a total of $58.3 million from donors with interest in these sectors across Teller and El

Strong strengthens local business networks By Ashleigh Hollowell

C

hristian Strong, 23, formerly of Minnesota, has only been a Colorado Springs resident for about 100 days. But the chapter development director for Business Network International of Colorado already has his sights set on building up to 20 BNI chapters in the Denver and Colorado Springs areas. Described as a professional referral marketing program, BNI succeeds, according to Strong, because members work together to keep profits local while sustaining and growing business. “Usually a BNI chapter will keep between $1 million to $5 million a year in the local economy,” Strong said. “For me, I find it important to keep local money local. BNI does that by getting to know business owners in the area and using their services.” As a young professional, Strong said Colorado Springs is a good place to start a career. “The world is your oyster here. There really is no ... ceiling as to where you can go. It’s a great launching pad,” he said. What is your role with BNI? I develop BNI chapters. ... Basically, I’m a public speaker for BNI. The mission of BNI is to change the way the world does business. We believe in [doing business] face-to-face and building relationships. We believe in loyalty, integrity and commitment to people and business owners. How did you become involved with this business? I’ve been a director in BNI for 5½ years now. I’ve done everything from manage, run, shut down, build, grow, troubleshoot and develop BNI chapters. I was excited when BNI decided to reach out to me when I first got here. What led you to getting involved with BNI in the first place? I was a member 6½ years ago and I was doing well as a member, so the regional team took note and they said, ‘Hey, we want to bring you on to help us do what we do.’ The rest is history. I started managing chapters and things went well.

Did you always want to work in a position like this? I’m a fan of public speaking. Public speaking is one of my absolute favorite things. I talk about building relationships and building loyalty and trust among people. ... Growing a chapter is a very hard process. I have done it and I’m not sure I’d ever do it again, so I’m glad to be the presenter instead of the ones sitting in the chairs. I talk about how business and sales really works. A long time ago I thought sales was just straight numbers and then I learned that sales is actually about who you knew, not what you knew. As soon as you value building relationships with people and have a list of people you have built relationships with, life and sales take care of themselves. What is BNI like in this region compared to Minnesota? Both are very successful. BNI Minnesota and Northern Wisconsin is considered the most successful region in the world with about 3,500 members. BNI Colorado is absolutely in the ranks of most successful regions because of its size, volume and concentration. What would you say has been your biggest success with the company? I have helped give over a quarter of a million dollars in business to other business owners. In my line of work, it’s about how much business you give to someone else and the fact that you make a difference in their business at the end of the year. What advice would you give to other young professionals? Your skills will reflect how willing you are to listen to people. Have a mentor and learn from them. The second thing you need is to be willing to do things that are uncomfortable, extremely uncomfortable. There are people that, every single day ... are trying to help you, or give you their business, give you their time or give you advice. Find a way to appreciate them for that. If you can find a way to appreciate the things people do for you in life, then you will build relationships that will take you far. CSBJ n

Acumen impacts community, grows domain By Ashleigh Hollowell

A

t only 5 years old, Acumen Environmental Services is competing alongside companies that have been established for decades, providing asbestos removal, interior demolition, mold and lead remediation, and handling specialty hazardous material projects throughout the state. “I’m amazed that in a brief period we’re competing with companies that are 25 years old and they look at us as a true competitor and we’re even winning some of the contracts,” said Kerri Valdez, owner of Acumen. “We have set the tone that we are to be taken seriously.” Valdez opened Acumen in 2012 after having to leave the nonprofit industry due to layoffs. Her husband and two sons already had experience in the construction and environmental sector and quit their jobs with other companies to help start the business. “I never set out to be an owner of a company,” she said. “I feel my faith really positioned me to acquire all these skill sets that I would eventually need in order to own my own business. Whether it was supervision of employees, [workers compensation], injury investigations, unemployment hearings, payroll — just things I was doing in the nonprofit sector for so many years. It all came together.” When Valdez first moved Acumen to its current location on North Cascade Avenue, two other asbestos-removal companies in the same area closed their doors. “It was scary [but] there was now that much more work for us out there. So, if both of these companies are down, I’d better capture ... the work they left behind,” she said. Local coffee shops change hands, get new lives By Cameron Moix

T

here are some new businesses brewing just north of downtown Colorado Springs. Two former coffee shops — Dogtooth Coffee Company (505 E. Columbia St.) in the Patty Jewett neighborhood and STIR (2330 N. Wahsatch Ave.) in the Old North End — have recently been purchased by local restaurateurs who plan to recreate and reopen the businesses in August.

GOOD NEIGHBORS MEETING HOUSE Dogtooth Coffee Company quietly closed its doors at 505 E. Columbia St. at the end of April after more than a decade in one of the Patty Jewett neighborhood’s few commercial properties. In hopes of replacing the business with another neighborhood-friendly establishment, property manager Jim Foster approached local businessmen Russ Ware and Yemi Mobolade — co-owners of Wild Goose Meeting House (401 N. Tejon St.) — about filling its spot with a new concept. “We wanted to contact people with business models like we would want to see here,” Foster said. “I think it will be a really great thing for this neighborhood.” Ware and Mobolade, who opened Wild Goose in 2014 and were ready for a new project, almost immediately seized the opportunity to take over the space when approached by Foster. “This is a great little neighborhood hub and people love it,” Ware said. “For us — living in the neighborhood and really understanding what this place has represented — it was an immediate no-brainer.” Ware and Mobolade began work in May renovating the 2,000-squarefoot space, which will be called Good Neighbors Meeting House, and expect to open in early August. “We want this to feel a little more like a classic café,” Ware said. “You [will] really get that European, mid-century modern feel. It will kind of look like a 1940s/1950s ice cream shop or soda fountain.” When opened, the owners said Good Neighbors will serve coffee, wine, beer, smoothies and some food items for breakfast, lunch and dinner. Foster said that if a liquor license is approved for the business — currently under review by the Colorado Springs Liquor and Beer Licensing Board — it will be the neighborhood’s first in more than 100 years. “I think this neighborhood is ready

now,” Ware said. “People seem really excited about being able to walk over, come sit on the patio and have a glass of wine.” The owners expect the café to include indoor seating for 50, with additional outdoor seating on the patio. Ware said the new space will also include a garage door, which has become a signature feature of Wild Goose.

STIR COFFEE & COCKTAILS Just a mile away from what will soon be Good Neighbors Meeting House is STIR, a coffee shop located in the Bon Shopping Center of the Old North End. The business was purchased last week by restaurateur Joe Campana, who owns The Rabbit Hole and Bonny & Read (both at 101 N. Tejon St.), and his business partner Amber Stull. The two bought STIR from founder Sabrena Soong with plans to renovate and transform the 1,215-square-foot neighborhood coffee shop into a hip, urban hangout that will offer a full food menu, craft cocktails, wine and beer. The new owners compared the concept to that of Shuga’s (702 S. Cascade Ave.) and Burrowing Owl (1791 S. Eighth St.), which are similar in their size and location within residential neighborhoods. “It’s smaller; it’s more intimate; it’s a neighborhood bar,” Stull said. “We want it to be the kind of place people want to have dinner, have a conversation and have a nice drink.” Campana and Stull have already started renovations with hopes to open in August. Campana said the exact opening date will depend on a liquor license, which is currently being reviewed by the Colorado Springs Liquor and Beer Licensing Board. The remodel will include a larger bar, an additional bathroom and an expanded wraparound patio with seating for as many as 70 customers (in addition to indoor seating for 40). “It’s going to look really sharp,” Campana said. The owners said they expect to serve breakfast, lunch, dinner and drinks from 7 a.m. to around midnight or 1 a.m. Campana said he and Stull picked this location because of the growing popularity of the Old North End among younger generations. “This felt really good from the start,” Campana said. “This neighborhood is up and coming, and business over here is great.” CSBJ n

Academy readies soldiers for IT careers By Helen Robinson

C

olorado Springs sees hundreds of soldiers leave the military each month while thousands of IT jobs go unfilled. Now the Microsoft Software & Systems Academy is looking to connect the two. Microsoft, Fort Carson and the Army Career Skills Program hosted a ribbon-cutting June 2 for the 18week accelerated IT course, taught through EmbryRiddle Aeronautical University at Catalyst Campus. Fort Carson Garrison Commander Col. Ronald P. Fitch said the program would boost Colorado Springs’ IT workforce pipeline by giving soldiers a pathway to local tech jobs. “From Fort Carson alone, we transition 500 soldiers every month. Those soldiers provide a wealth of information, skills and — not least of all — leadership to any organization on the civilian side,” Fitch said. “Many of them like living here in Colorado Springs already, so I think this program in particular will provide them an opportunity ... to work and live here after their military service is complete,” Fitch said after the ceremony. Twenty-two transitioning service members and two veterans are in the inaugural cohort class at Catalyst Campus, which started May 30. “The whole goal … is to bridge the gap between the skills that a transitioning service member has and what industry is looking for, with a strong link to employment on the other end,” said Sherry Jenkins, Region 5 Career Skills Program coordinator for the U.S. Army. “It’s truly important that they have connections to employment opportunities. … The IT industry is in high demand, so this is a perfect fit for our community.” Thomas Dawkins, Microsoft’s workforce develop-

Plan Manitou, a comprehensive city master plan with an integrated hazard mitigation plan, is designed to guide the city through the next 10 to 20 years of its economic and community development. By Cameron Moix

L

ast month, the city of Manitou Springs officially released its Plan Manitou, a comprehensive community master plan — fully integrated with its own hazard mitigation strategy — that will guide the town’s growth through the next 10 to 20 years. Plan Manitou is the 7,408-person town’s first true comprehensive master plan since 1992. It was built upon the framework of “Manitou Springs Forward: A Vision and Planning Guide,” a resident-led visionary document that was completed in 2011 to articulate the community’s values, its key issues and its goals for future development. “It was not considered a certified comprehensive city master plan,” said Mayor Nicole Nicoletta. “But it laid an incredible foundation — a perfect foundation — for Plan Manitou.” Plan Manitou was adopted by voters on April 4 and “is designed to put the visions and values defined in the Vision Plan into action,” according to the foreword Nicoletta penned for the document. “First and foremost, our goal is that Plan Manitou will be a user-friendly document that supports our community engagement values.” Included in the 177-page finished

product are a series of data sets, maps, policy recommendations and potential methods of implementation. These findings were the result of research by Fort Collins-based planning firm Clarion Associates, which used the 2011 plan and a series of public forums to inform its work. Clarion has completed similar plans for Fort Collins, Boise, Idaho, and Wilson, N.C. — all of which focused on the sustainability and resiliency of each unique municipality. “More and more communities are seeking to address sustainability issues through their community’s plans, policies and programs,” said the firm’s website. “Sustainable community plans strive to integrate environmental, community and economic goals in a way that allows for future generations to live in a healthy, thriving world and have the same opportunities we have today.” Nicoletta, who has served as mayor since early 2016, said Clarion was a good fit because of the relevance of sustainability and resiliency in a small mountain town that has in recent years been rocked by economic change and environmental disasters. “Rather than have a separate hazard mitigation plan … we identified action steps that would reduce risk to our housing, to our economy and would mitigate damage to the natural envi-

ronment as well,” Nicoletta said. “For us, sustainability is essential … and the resiliency piece is sort of about learning from that and becoming stronger.” The entire plan is heavily influenced by major flooding that occurred in Manitou Springs in 2013 and 2015. City planner Karen Berchtold said the floods — as well as other natural disasters such as the nearby Waldo Canyon fire in 2012 — convinced local leaders that a new plan was needed in order to effectively address how to prevent and prepare for any similar incidents in the future. “I think that following the flooding, community leaders started taking a harder look at wanting to plan for the future so that we didn’t increase our hazard risk — and could, in fact, work to reduce it,” Berchtold said. After recovering from the flood, the city of Manitou Springs got serious about completing a new plan. In 2015, the planning department applied for and received an Energy and Mineral Impact Assistance Fund Grant through the Colorado Department of Local Affairs to create Berchtold’s position (city planner II). Soon after her hire, Berchtold secured another $298,000 grant for development of the plan — money that, she said, has been well spent. “I think it’s a good approach for

Manitou Springs,” she said. “It’s a common document that everyone can refer to.” The plan includes three parts: • Plan Elements answers questions about the kind of community Manitou will be in the future through community mapping, visioning and goal-setting. • The Reinvestment and Resiliency Framework addresses where the town should prioritize reinvestment by outlining areas for growth, opportunity and future land use. • And the Action Plan covers how to make the first two steps a reality by outlining short-term and long-term actions to take. Of the broad array of topics analyzed and addressed in the plan, Manitou Springs officials say that the most vital are its policy recommendations. “The policy recommendations are what’s huge,” Nicoletta said. “It makes it so much easier for us to move forward as a community.” These policy recommendations are included in the plan’s final Action Plan section, which outlines a strategy for the city’s practical application of Clarion’s findings. As part of this strategy, the consulting firm determined six distinctive focus areas: natural hazard risk reduction; housing strategy; congestion, parking management and

HEALTH CARE QUARTERLY mobility; community revitalization and economic development; livability and quality of life; and development tools and procedures. “[The plan will have been successful if] these policy recommendations have been met to the best of our ability, there is walkability for all ages and abilities, and we have the ability to withstand hazards,” Nicoletta said. “We’ll have so much progress and productivity because of this plan. All the heavy lifting is done — we know what’s out there, we know what really needs to be done — and now the action can really begin.” Part of the action is ensuring future economic development in Manitou Springs and the continued revitalization of its eastern and western business district corridors. Because of the limited amount of vacant land in the city, the plan stated that “it will need to leverage the opportunities that are available as

effectively as possible.” Those opportunities include the increased investment and promotion of activity in the city’s Urban Renewal Area, the creation of an officially designated Colorado Creative District, innovative uses of vacant commercial space, imaginative uses of cityowned facilities to bolster economic activity, the establishment of co-working spaces and more effective promotion of local tourism. Berchtold said that, in order for these goals to be reached, they must coincide with efforts to prevent future flooding and other natural disasters in the region. “There’s a real effort to balance existing hazard risk with other community needs, like housing and economic development, and to come up with creative solutions to achieve some of these goals,” she said. “We’ll try to strike that balance as best we can.” CSBJ n

KEY ISSUES & OPPORTUNITIES (as identified in Plan Manitou) Aging population: Due to limited services and a lack of affordable housing for Manitou Springs residents 60 and older, the issue of how best to continue serving senior citizens is a primary concern. Affordable housing: Home prices in Manitou Springs, similar to the whole of El Paso County, are higher than in other parts of Southern Colorado and create a dilemma for working-class area residents. There is a need for a diverse range of affordable rental properties, as well as new home construction aimed at serving lower-income wage earners. Shifting demographics: Because of a 50 percent decline in families with children living in Manitou between 2000 and 2014, it is vital to focus on maintaining the city’s school-age population and the viability of its school district. Congestion and parking: Issues related to vehicular traffic and parking are an ongoing problem for the city, especially for the business district during the tourist-laden summer season. There will be a need to focus on sustainable parking, traffic-flow and transit solutions for the foreseeable future. Mobility: Because of the city’s dense nature and limited infrastructure, access for multi-modal transit and walkability will continue to be an relevant issue. Growth and development: Because of the city’s limited land area, new and creative solutions will be vital to support safe and resilient development. The plan notes the need for policies that will guide future infill and redevelopment.

DEBT AS LEVERAGE Harvey has many clients with debt — both business owners and individuals. Either way, he helps them create a road map to eradicate debt and build assets. “Business debt is very similar to debt on the personal side,” Harvey said. “It has to do with money coming in, money going out … how they feel about the debt … are they risk takers? … Can they negotiate with the bank to see if they can get a better deal?” Harvey knows many business owners and entrepreneurs don’t hesitate to go deeper into debt. “We’ve got a couple of clients who have loans at very low interest rates and they feel they can generate four or five times in business what the interest rate is,” he said. “So if they can do that, it’s a great win-win. Savvy people understand leverage.” Corporations flush with cash are still taking on debt because it’s so cheap right now, Harvey said. They feel that debt is better utilized for research and development or inventory management “or whatever comes up for them,” he said. “And small businesses can do it in the same way,” Harvey added. “It’s just the concept of leverage: If I can get a low interest loan and manage the cash flow, and I’m willing to take that risk, then I could see huge, exponential growth from investing in my business. And that’s where debt can be a really valuable tool to expand and manage your wealth.”

Go to cash, because credit doesn’t hurt enough.” He cited an example that reveals much about the human psyche when it comes to spending. “There was a study done with Boston Celtics playoff tickets,” Perrault said. “It showed that people were basically willing to pay up to $500 for a ticket with cash. But if they paid with credit they would pay $1,000 for a ticket.”

olorado Springs ranks among the nation’s 25 best cities for graduates with STEM (science, technology, engineering and math) degrees, but across the state women are much less likely than men to work in STEM careers, according to Lauren Casteel, Women’s Foundation of Colorado president and CEO. WFCO hosted a community discussion May 25 on gender equity and empowering women in STEM careers. The event at Catalyst Campus shared results from WFCO’s recent research report, “Gender Equity in Colorado’s STEM Industries: The Case for Focused Workforce Investment.” A panel discussion among industry and government leaders included Army veteran, engineer and Sigma Metals CEO Katherine Gaulke; RTA Architects Principal Stuart Coppedge; Pikes Peak Workforce Center Director of Business Relations and Employment Development Dana Barton; and WFCO Vice President of Programs Louise Myrland. Presenting WFCO’s latest research, Myrland noted that while women are nearly half the overall workforce in Colorado, they make up less than onethird of the state’s STEM workforce. “This is talent going untapped, and we can fix that,” she said. Seeds: Harwell out as board uncovers discrepancies From page 1

correspondence signed by owner Charles Murphy, dated Aug. 29, 2016, states. “This business transaction cannot continue in this fashion. You are in violation of your lease. Enclosed is a statement of your account. The statement includes 2016 September rent and parking charges showing a balance owing $6,020.” Records also show more than $2,500 in purchases made by Harwell from November 2015 through November 2016 on an Ent Credit Union account, and nearly $1,200 from May 2016 through October 2016 on an ANB Bank-affiliated account. Transactions included dining at local restaurants and personal cell phone charges, dog grooming fees and movie tickets. “That’s a personal issue for me. You don’t not pay employees and then get your dog a haircut,” Tanski said in an interview with the Business Journal. In a follow-up email to the Journal, Tanski wrote: “Given the nature of controls in place at the time, it is hard to follow the various cash withdrawals and deposits from one account to another. “We also know that some or most of the charges were identified and accounted for as compensation. But not all of them. However, we can’t tell what fell through the cracks. “Bottom line is we don’t know how serious of a legal issue this is but the reality is probably not much. … “However, it does point to a couple of character and integrity issues. 1. It shows a way of running a business or organization that is unprofessional and without accountability. “2. When you are asking employees to hold checks or simply not paying them, or you have checks bouncing for [insufficient funds], should you be using organizational cash for dog grooming and personal restaurant trips? “To be clear, at this time, Lyn had chosen to stop taking paychecks himself. But that was his decision. It does not justify diverting funds that could have been used to honor a check or pay a merchant or employee for personal charges. As a business leader, your obligation always has to be to those who depend on you.” Harwell stepped down from his leadership role at Seeds in April following emergency surgery and hospitalization, and Jennifer Bostick took his place. According to the board, the intent was to keep Harwell involved in Seeds, but away from the day-to-day operations. Bostick, who has been with the café since its opening, said she was one of the employees who frequently went unpaid. “There was always a feeling of, ‘We’re barely making it.’ I always took it as: We’re a nonprofit, that’s the nature of a nonprofit,” Bostick said. She said she has more than $1,600 in checks she has not been able to cash and is owed even more. “I have timesheets I never submitted because, why?” she said.

‘UNSUBSTANTIATED ACCUSATIONS’ The Business Journal sent Harwell the board’s statements, asking for his response. He addressed the statements via email. “On May 9 Mr. Tanski … publicly [announced] that I would be acting as Seeds’ spokesperson and helping with the transition,” he said. “Now, I receive this email … filled with inaccurate and unsubstantiated accusations from Mr. Tanski. I do not know what prompted this turn of events. I wish Seeds and the board all the

best. At the end of the day, Seeds is facing the same struggles that all restaurants face. The fact that Seeds is a nonprofit does not change the fact that operating a restaurant is very challenging. I sincerely hope that Seeds thrives.” Harwell said Seeds had financial oversight in place. “I am a bit confused by this statement. After multiple requests, Seeds’ board formed a financial committee in January 2016,” he said. “Since the summer of 2016, the financial committee has had complete oversight of all spending, and Mr. Tanski served on that committee.” Tanski said it was only toward the end of 2016 that many of the discrepancies were discovered by the board. Previously, all financial information came directly from Harwell. “Every month we’d get these beautiful reports with beautiful bottom lines,” said board vice president Jan Cass. Tanski said the board was unaware of Harwell’s debt accrual. But again, Harwell disputes his claim. “Again, I am unsure how Mr. Tanski can make this claim,” he said. “Not only was the whole board aware of Seeds’ financial position, including outstanding debt, Mr. Tanski served on the financial committee. And although Seeds does carry a certain amount of debt on its books, it is substantially less than $92,000.” The debt, according to Bostick and Tanski, has been reduced by about a third since November 2016. Harwell also said that the finance committee had oversight of all credit card purchases. “All credit card records were reviewed by the finance committee,” he said. “The charges that Mr. Tanski is referring to were approved first by Seeds’ accountant, whose boss and employer sits on the board, and then by the finance committee once it was formed. Additionally, any ‘personal’ charges were booked against my salary, which was $4,760 in 2016, so the correct payroll taxes could be withheld. This known and transparent arrangement was approved by the board in part because I went many months without drawing a paycheck so the rest of the employees could get paid.” Harwell acknowledged that he failed to pay the appropriate payroll taxes.

“Seeds has been in the red since inception, which is one of the reasons I repeatedly requested help from the board in board meetings … for fundraising assistance and grant acquisition,” Harwell said. “It was the finance committee that made the final decision on what bills were paid and when. And the board was aware of the past due payroll taxes.” He blamed the expired insurance on the accountant Seeds used. “Our accountant and accountant admin authorized an automatic payment of the organization’s unemployment insurance when there was insufficient funds in the organization’s account to cover that premium. Subsequently, the unemployment insurance was returned and our liability insurance was canceled due to lack of funds. It took the board six months to take action and rectify the situation.” When asked who was investing in his newest project in Manitou Springs, Harwell responded, “I am not sure how this new venture is related to Seeds, but I have to respectfully decline to reveal who our investors are or how much money has been invested.”

CONTINUE THE MISSION Tanski and Cass said there was much trepidation in going public with Seeds’ financial information and placing the blame on Harwell. “This was a tough thing the board had to talk through,” Tanski said. “On the one hand, Lyn is the founder of Seeds and there’s been a lot of good Seeds has done in the past. We look to do as much or more going forward.” The goal now is to transition Seeds to a for-profit social enterprise where the café will help support other programs, including its food truck and catering operations and perhaps educational programs, Tanski said. According to Cass, Harwell’s new social enterprise project, CrEATe, expected to open in Manitou this summer, will be direct competition for the restaurant. “We look forward to the competition, but we really want Seeds to be secure,” she said. “We want to preserve this place — we love this place. But we’ve had to divorce ourselves from the founder and focus on the concept and the mission.” CSBJ n

Myrland said research had borne out the “incredible ways companies can benefit with more inclusive teams.” She noted that companies in the top 20 percent for gender diversity are more competitive than their peers in the sector. Companies with more inclusive teams are generally recognized as more ethical, have higher levels of customer satisfaction, are seen as more innovative and creative, secure more patents, and have been proven to display better problem-solving abilities. Companies with more diverse teams also enjoy a more stable workforce, with lower turnover and associated hiring costs. Despite these benefits, women continue to be underrepresented in STEM fields, Myrland said. “Today we are focused on how to support women in the STEM workforce and how to support companies in engaging women more effectively. It really begins with an understanding of what sorts of barriers women are currently facing when they are employed in the STEM fields,” she said. “Not only do women report high levels of having to consistently and repeatedly prove their competence … they have to walk a really fine line between being perceived as too feminine to be credible, or too masculine to be likable. “They are facing assumptions that other people make about them without ever consulting them: about diminishing levels of commitment to the company, to the role, to success for the team overall, when they just happen to be of childbearing years.” Myrland said many gender equity problems in STEM fields begin with unconscious or implicit biases that “translate into behaviors... that signal to women, ‘You don’t have a place here.’”

Sports and special event planners are always searching for a city with premier facilities to host top-notch events. The Colorado Springs CVB has two full time staff members selling our impressive venues and scenic beauty. The region’s natural venues like Garden of the Gods Park, Pikes Peak - America’s Mountain and an abundance of trails and open spaces are a draw for extreme running and cycling events. The CVB proudly promotes Olympic City USA as the home to approximately 60 national and international sports organizations including 20+ Olympic NGBs, the United States Olympic Committee and Colorado Springs Olympic Training Center. This is done through attending tradeshows, proactive outreach and placements in trade outlets. 125,522 room nights were secured by these events last year.
