Penrose financing arm CHI under financial microscope By Bryan Grossman

W

hile 2016 went in the books as one of the most aggressive years for regional health care expansion planning, Centura’s Penrose-St. Francis Health Services will — at least in part — be playing catch-up in 2017. Last year posed funding challenges for Catholic Health Initiatives, fi nancier of Centura’s planned Colorado Springs projects, including a $100 million St. Francis expansion and possibly a $500 million hospital at Fillmore Street and Centennial Boulevard. CHI, a nonprofit, was hit last summer with a credit rating downgrade by S&P Global Ratings, Fitch Ratings and Moody’s, and the Arapahoe County-based organization is starting 2017 with a negative outlook. The forecast comes as Fitch downgraded CHI’s long-term rating on approximately $6 billion of outstanding debt from A+ to BBB+ during the summer

2016. Fitch also downgraded the short-term rating on $978 million of debt additionally supported by CHI’s self-liquidity to F2 from F1+, according to the ratings company. S&P had already downgraded CHI’s long-term and underlying ratings in April 2016 from A to A-minus because of persistent operating losses and a drop in unrestricted cash. In November, S&P said another downgrade could occur.

‘SIGNIFICANT PROGRESS’ CHI operates more than 100 hospitals and a number of critical-access facilities and living communities in 19 states. But the organization has struggled recently with decreased use of its hospitals, adjustments in reimbursements and ever-changing models of care, said Michael Romano, national director of media relations for CHI. And the organization’s ability to finance projects could impact health care expansion at the regional

level. St. Francis announced last year a nine-month delay to its proposed expansion project because CHI was consolidating funds for out-of-state projects. “CHI’s financial performance in the fi rst quarter of the current fiscal year was disappointing as we continue to work through a comprehensive performance-improvement plan,” said Romano. “We believe the performance-improvement plan will yield positive results and significant progress over the next six months.” Romano said CHI is expecting to strengthen the company’s financial performance and its credit profile throughout the 2017 fiscal year. “CHI has considerable strengths, including its size and geographic diversity,” Romano said. “We are not alone in the struggle to find our equilibrium in an ever-evolving health care environment that becomes See CHI page 17

The many lives of Carter Payne Historic church will become co-op restaurant, brewery By Cameron Moix

T

he historic Carter Payne building in downtown Colorado Springs has had many rebirths — it was originally a church, then an office building, an event venue, and most recently, home to a few failed concepts — and now is being transformed into a community space with a brewery, taproom and co-op restaurant. Local husband-and-wife team Melissa Howard and Jeff Zearfoss, who own Local Relic brewery and Common Cause Catering, have a contract to purchase the 119-year-old, 6,500-square-foot building at 320 S. Weber St. and 128 Pueblo Ave. They moved into the Carter Payne last year and have been working to restore and renovate the historic structure, which they plan to open this year with a concept new to the Springs. “This project has turned into a lot more than a tasting room,” Howard said. “Now, we really want to be a food and drink destination for southeast downtown. We want it to be affordable and approachable — off the beaten path of what most restaurants are offering.” Plans include constructing a taproom at the northeast corner of the former sanctuary, offering 20 to 30 beers on tap and another 20 to 30 bottles. Because of its designation as a manufacturer taproom, customers will also be able to purchase Local Relic beers to take with them. The southwest corner of the sanctuary will house a cocktail bar that will offer a seasonal, rolling selection of eight to 10 drinks plus a wine list, according to Howard. See Church page 9

ur neighbors to the north ended 2016 with a decision to combine their robust business and technology incubators — creating a startup powerhouse in Fort Collins, Denver and Boulder, and pledging to work together to gain venture capital and angel investment for fledgling businesses in all three cities. Innosphere, headquartered in Fort Collins with an office in Denver, merged with Boulder’s Innovation Center of the Rockies. ICR will become part of Innosphere’s nonprofit designation. The goal is to build a statewide incubator with national recognition — thanks to the group’s relationships with the cities of Boulder, Fort Collins, Denver and Loveland, as well as some of the state’s powerhouse research institutions: the University of Colorado Boulder, Colorado State University and Colorado School of Mines. Since 2009, Innosphere alone raised $220 million in capital, $63 million in revenue and created 1,400 jobs. It’s graduated 52 companies. Founded in 2005, the Innovation Center of the Rockies has created 623 new jobs, $107.2 million in salaries, $105.8 million in new capital and 19 new companies. Those are impressive statistics. Colorado Springs startup groups and incubators should pay attention to how they’re doing it. We’ve gotten off to a good start, thanks to building a relationship with the Rockies Venture Club in Denver (working with the Springs’ High Altitude Investors). But we need a

larger statewide presence, in addition to combining efforts at UCCS, Colorado College and the U.S. Air Force Academy. We have major research institutions here — working together, we can create a regional incubator that attracts venture capital, angel investors and entrepreneurs who want to work and grow their companies in Southern Colorado. We’ve had successes, but there’s no denying that Denver, Boulder and Fort Collins are ahead of us — they’ve been laying the groundwork for years. Locally, there’s been some work in that area already: The Quad now has space below Loyal Coffee and features the work of students from Pikes Peak Community College, USAFA, UCCS and CC. And the Rocky Mountain Innovation Partners incubator has been the Academy’s tech-transfer arm for two years. But we have a long way to go before we reach the northern Colorado milestones. Think about the potential of the National Cybersecurity Center and Catalyst Campus, combined with the youth and energy of Peak Startup, the Innovation Institute at Colorado College, technology and research at the Air Force Academy and The Garage at UCCS. It’s time to erase the silos. Bring the Quad, the Garage, the Innovation Institute, Catalyst Campus, 1 Million Cups, Thrive, Pikes Peak Community College’s entrepreneurship efforts and the hightech labs at the Air Force Academy together — and see what we can create. Our bet is that such an alliance could come up with hightech innovation that parallels that in Boulder, Denver and Fort Collins — and possibly collaborate with them for statewide impact. It just takes imagination, teamwork and the desire to work closely together. Success won’t come from jealously guarding turf. It comes from collaboration and mutual support. In 2017, let’s make it our goal: Southern Colorado will become a hub of innovation, new business and high-tech startups. CSBJ n

Summit House costs rise: Where will the money come from?

H

ow much will it cost to construct the new Pikes Peak Summit Complex? A few years ago, advocates (myself included) believed $25 million was the upper limit. The probable HAZLEHURST cost, if all went well: perhaps less than $20 million. Feasibility studies and funding analyses were structured thusly. It seemed easy enough to get to $20 million. Revenue bonds secured by Pikes Peak Highway tolls — that might cover $10 to $12 million. The Army would kick in another $2 to $3 million for a new high-altitude research facility attached to the Summit House. Colorado Springs Utilities could pony up around $2 million for its communications building, the Cog Railway would be good for $2 million and Aramark (the concessionaire) would add the same, maybe more. Voila: $20 million! $20 million? So sorry, but that estimate isn’t even halfway there. The complex is now estimated to cost $47.5 million, less than half from public sources, including most listed above. The breakdown: • Demolition and site preparation: $9.5 million

• Construction (including contingency): $33.5 million • Interpretive displays: $2 million • Living Building Challenge: $1 million • Other project costs: $1 million The city and its partners are now “asking donors in Colorado Springs and across the nation to consider a philanthropic investment of as much as $30 million,” according to documents by the Benefactor Group. Acting through the Pikes Peak Highway Enterprise (also known as Pikes Peak America’s Mountain), the city has hired Benefactor, a company out of Columbus, Ohio, to do a fundraising campaign feasibility study. It’s a daunting task. The Summit Complex isn’t a nonprofit, so contributions aren’t tax-deductible. Branding opportunities are limited — you can’t sell naming rights to Pikes Peak. Local funding sources — be they wealthy individuals, prosperous companies or charitable foundations — are visibly stressed. Big projects such as the U.S. Olympic Museum and the Ent Center for the Performing Arts at UCCS have tapped the Big Dogs. Dozens of worthy nonprofits such as The ARC, Cheyenne Village, Springs Rescue Mission and Silver Key target smaller donors. We’re a charitable community, but many potential private donors might see the Summit Complex as

a project best funded by regional governments. In retrospect, the city should have included the Summit Complex in City for Champions, instead of the neverto-be built downtown stadium/sports complex. Will the Benefactor Group come up with a viable fundraising strategy? It seems doubtful, but given focused leadership, the necessary $30 million can be found. First, forget national fundraising. Any steely-eyed philanthropist will want local partners, and even though “public sources” are putting up $20 million, the project’s principal beneficiaries don’t have much skin in the game. El Paso County isn’t a player and the city’s relatively minor contribution is subject to annual appropriations from the Lodgers and Automobile Rental Tax. Doubling the LART tax from its present rate of 1 percent on hotel rooms and 2 percent on auto rentals would bring in approximately $5.5 million annually. According to the 2017 city budget, “(LART) revenue not otherwise obligated may be used for the acquisition, construction, maintenance, and operation of public infrastructure or public improvements; which constitute,

in part, visitor or tourist attractions.” Visitors pay almost all LART revenue, so if Mayor John Suthers backed an increase, pledging part of it to support revenue bonds to help construct the Summit Complex, we might have a done deal. It’s also possible that a Phil Anschutz-owned company, Xanterra, could acquire the summit concession when Aramark’s contract ends — and would then supply a portion of the money to update the Summit House. Yet increasing the tax requires voter assent, and that’s always a crapshoot in our taxophobic city. Do we believe our own propaganda? Do we believe the summit of America’s Mountain should be a sublime destination? Or are we shills and con artists, luring the marks up the mountain and chuckling as they debark at America’s junkyard? As H.L.Mencken wrote in 1926, “No one in this world, so far as I know — and I have searched the records for years, and employed agents to help me — has ever lost money by underestimating the intelligence of the great masses of the plain people.” So here we are, halfway there and living on a prayer … maybe a broken-down T-shirt and donut shop is more than good enough for the plain people. Memorial begins new year with new CEO By Bryan Grossman

M

emorial Hospital’s north and central campuses started the new year with a new chief executive officer. Joel Yuhas, 46, began leading the system Jan. 9, taking over from George Hayes, who stepped down in November. Yuhas brings with him 20 years of health care leadership experience, most recently as president and CEO of Dignity Health’s St. Mary Medical Center in Long Beach, Calif. His background also includes leadership positions at Georgetown University Medical Center in Washington, D.C., Graduate Hospital in Philadelphia and University of Pittsburgh Medical Center. During his tenure at UPMC, he served as senior vice president of operations for its international division, overseeing hospital and cancer center operations in Ireland, the United Kingdom and Italy. This week, the Amherst, Ohio, native spoke with the Business Journal about what he looks forward to most in his new home and challenge. Why did you pursue the Memorial CEO position? I’ve vacationed in Colorado Springs many times over the years. We love the area. It’s beautiful in the winter and the summer. This is an amazing town and an amazing system to work with. What do you see as Memorial’s strengths? In my very limited exposure to Memorial, I was really impressed with the growth plans. The central campus is well-positioned as a market leader for tertiary [specialized] and quaternary [highly specialized] care, and that’s going to continue to evolve as the north campus expands. … That [expansion] creates more room at central campus to continue to expand tertiary care and surgical services. Both campuses have a really interesting and exciting future to them as they collaborate to improve health care in the Springs. Was expected growth and your experience with larger markets one reason you took the position? The growth trajectory of the Pikes Peak region, when you look at the market — it’s growing at a pace that’s outgrowing a lot of other metropolitan areas. That spurs further investments by health systems in trying to meet the ongoing demand for more services. What’s interesting about this system is the concept UCHealth has of bringing specialized care closer to the people who want to receive it. That business philosophy … says a lot about a community that’s thriving and growing. Do you have a first-year agenda? Initially, I really just want to acquaint myself with the organization and understand its various strengths and potential opportunities. Over the next year, with the planning of Children’s Hospital at the north campus, there are a number of services impacted at the central campus we’ll want to plan for and figure out how that evolves. What positives did you take away from your work internationally? We were doing bundling-of-care reimbursement models long before they were piloted here in the United States — before it was mandated. I think, as we evolve in this country from a fee-for-service model to a fee-for-value model, we have to strategically position how we partner with physicians and payers. That international experience was certainly a valuable one for me. … I don’t know that I would adopt everything I saw, but you do start to look at things a little differently when you live in an environment where all your reimbursement is a bundled methodology. What did you find broken with the European system? In countries like Ireland, where everybody has access to public health care, the waiting lists are extraordinarily long. That’s something they’ve struggled with in my time there. It was less severe, but present in the [United Kingdom] as well. At Memorial, we’re growing our medical staff to meet community demand for as many services as possible that people want to receive locally. Being able to make those investments in an international setting is much slower. Things aren’t perfect overseas either. As CEO, do uncertainties in health care affect what you do? We knew the Affordable Care Act took us in a direction to make health care more accessible to people who needed it. I think we should be proud that more people today have more access to care than they did before. That’s a social justice issue. We also knew the first step of the ACA wasn’t perfect. Hospitals suffered a bit from the initial phase. … There’s no free lunch. You have to subsidize care at a cost from somewhere. But that’s going to change, and it would have had to change no matter who became president. … But I don’t see how you can completely unravel a trajectory of change that’s happened over the last eight years. We’re stewards. That’s what a CEO is, stewards of resources. We know consumers demand services closer to home. We know that receiving care in a hospital is a high-cost environment to receive care. So as a health system, we have to continue to look for opportunities to give consumers what they want — at lower costs for greater value. That won’t change. CSBJ

State accelerates I-25 widening I By Bryan Grossman

t’s one of the most important business issues facing El Paso County — second only to workforce development, says Dirk Draper, president and CEO of the Colorado Springs Chamber of Commerce & EDC. And thanks to action recently taken by the Colorado Department of Transportation, widening the 17-mile stretch of Interstate 25 between Castle Rock and Monument could start as early as summer 2019. At a Castle Rock press conference Jan. 6, CDOT executive director Shailen Bhatt said the environmental and planning process for I-25 improvements, to include the two-lane “gap” between the Douglas County line and Castle Rock, will be “greatly accelerated.” CDOT es-

timates the project cost to be around a half-billion dollars. The decision to move forward comes with two major caveats: a clean environmental assessment and funding. “You need two things to widen a highways,” Bhatt said. “You need money … and you need [a National Environmental Policy Act] decision.” CDOT was able to fi nd money for the initial planning stages from fi nancing meant for the C-470 Express Lanes project, he said. The C-470 project needs less money than originally anticipated, allowing CDOT to move $15 million for the initial environmental and preconstruction work for the expansion project. Carter’s business stands on Twelve Legs By Amy G. Sweet

A

fter a decade of television experience, Jason Carter decided to branch out and start his own business. While the Washington native acknowledges the move was risky, he said creating Twelve Legs Marketing was worth it. “I call it Twelve Legs because those are the number of legs in our family,” he said. “My wife and I have two dogs — so 12 legs total. It’s a way to tie the business to our family.” Carter recently discussed his new business and his goals for the future. How did you end up in Colorado Springs? I’m a native of Washington state, grew up there, went to college there. Then I took jobs along the West Coast, working in television, covering sports. I spent about 10 years in television. I moved here for a job at KRDO, covering sports and being the sports anchor. It was a great opportunity — I got to cover some great stories at the Air Force Academy, at the United States Olympic Training Center, at Colorado College. This is a great town to be a sports reporter. So why did you decide to start Twelve Legs Marketing? I wanted a change, and I saw a niche that needed to be filled. I still get to do some of the things I love — cover stories of local athletes, film game highlights — but I get to branch out and help companies spread their messages about their products. It was something I talked about with my wife for about a year. We knew it would be a good fit for our personal lives, and we believed it would be a success for our professional lives. We were right; it’s worked out well. So what do you specialize in? Our specialty, of course, is video production and editing services to clients — but that’s just the icing on the

cake. We are a full-service marketing firm. We can provide Search Engine Optimization, social media services, all kinds of digital services. What have you learned in your first year of business? I’ve learned to balance my time better. In television, you work on one thing until you’re finished, then you move on to the next once you get it done. When you own a business, you have to learn to balance projects. I’ve had to learn how to make the most of the hours in a day. So I think the biggest thing I’ve learned is how to manage everything in my life. What do you do for fun? We go out on hikes with our two dogs. We just got a puppy who is a ball of energy. So we go hiking and walking a lot. I also am a big sports fan. I love to watch local teams play. I am fortunate that I get to do a lot of work with the Air Force Academy still, so I get my sports fix that way. What would you change about the Springs? I think I’d change the fact that so few people know about Colorado Springs. It’s one of the best places to live, according to U.S. News & World Report. People don’t realize what a jewel we have here. There are so many things I like about Colorado Springs — the list just continues to grow. People know about the successes in Denver; what they don’t realize is that we have that going on here too, but in a more affordable area. Where do you want your business to be in five years? Growing. Hopefully, growing. I’d like to add a couple of services to help local businesses and address their marketing needs. I’d like to add some employees — it’s just me right now. I’d like to lead in helping people with social media and using it to spread the word about their businesses. Do you have advice for those who want to start a business? Go for it. I’d tell them to take the risk and do it. You’ll work hard. But if you believe in yourself and your capabilities — you can do it. Take the opportunity. I’ve never been happier. CSBJ n

Keeping time a family affair for the Knights By Cameron Moix

D

espite the timeless quality of their downtown Colorado Springs shop, the Knight family is obsessed with helping its customers keep on tickin’ — with precision. Walking into Knight Watch and Jewelry Co. at 19 E. Kiowa St. is like visiting a history museum: The furniture and display cases are all from long-shuttered downtown businesses; the mirrors once adorned the walls of The Broadmoor; the chairs sat guests in the old Burns Opera House; and the 110-year-old cash register once belonged to the Tutt family. “There’s a little bit of everything from a little bit of everyone in here,” said owner Michael Knight. “We surround ourselves with the history of this city.” Then there are the timepieces. The displays, the drawers — every nook and cranny — are full of them: Hamilton railroad watches, vintage Omegas — Michael and Longines, and high-value Rolexes and Patek Phillippes (one 24-karat gold model recently sold for nearly $20,000) are just a few of the 100 to 150 for sale at a given time. The shop is evidence of the Knight family’s dedication to selling and servicing the world’s finest watches, which has been its business model for more than a half-century. After returning home from World

War II, Walter Knight (Michael’s father) wanted to start a career that would challenge his mechanically inclined brain. So he attended the American Academy of Horology in Denver to become a watchmaker and started the business on Tejon Street in 1951. Just a toddler when the shop opened, Michael Knight was primed to follow in his father’s footsteps. He began working on old clocks at 7 years old, repaired his first watch at 11, and at 13 he became a watchmaker for Zales. “I was horsing around in the basement when I got interested in watches and clocks,” he said. “I started charging customers when I was 10. By the time I was 16, I was rocking.” After that, he said there was never a time he didn’t think of watchmaking as his career of choice. He was even a watchmaker during his military service for the U.S. Navy. “It’s a great occupation — and a respectable one,” he said. “And a good watchmaker is hard to find.” Knight But that wasn’t always the case. When Michael bought the business from his father in 1976, he was just 27 and Colorado Springs was full of fierce competitors. Knight said the few years after he purchased the business were the hardest, as the industry was shifting from a demand for automatic Swiss-made pieces to the popularity of cheap, battery-powered watches mass-produced in Asia.

But Knight said he attributes his success to loyalty — to himself, to his father, to his customers and to the craft of watchmaking. “I never changed,” he said. “I never deviated from what I wanted to do and what I wanted to work on. … You’ve just got to toe the line and keep doing what you believe in.” Of course, a few things have changed over the years. To interest new customers and stay current with modern trends — within reason — his daughter Ecko (who has worked at the shop since age 14) started EckoCo, an arm of Knight that specializes in servicing battery-powered watches. “It felt like the next step,” she said. In the years since Ecko came on board, the shop has started offering more services to attract younger clientele. Among those services are converting

old pocket watches into wristwatches and transforming old mechanical timepieces into battery-powered wearables. “We’re still learning,” she said. “All these decades later, we’re still trying new things.” That mentality has helped the business weather the hard times. And eventually, it paid off. There isn’t much competition remaining in the region, according to Michael Knight, which is why the shop gets business from across the country. And in recent years, the Knights say they’ve started to see a shift in clientele to younger generations becoming interested in heirloom timepieces passed down through the family. “People are starting to pull grandpa’s old watches out of the drawer, and some of them we recognize,” he said. “It’s amazing when you think about it.” CSBJ n

Church: New ideas for old building From page 1

The large space is also slated to house four vendors — essentially booths with coolers, warmers and sinks — that will serve as a sort of incubator for local restaurateurs to test their food concepts. Howard said those booths will be available for 18- to 24-month leases. “We really want to help people to move through those first couple of years,” she said. “We’re thinking of it as a food incubator.” The concept is not unlike Avanti in Denver, which describes itself as a “collective eatery.” Howard hopes to offer lunch and dinner at Carter Payne and would like the food to be simple farmers market fare, with each vendor offering three to four signature dishes. “That would allow us to offer 12 to 16 menu items, which is pretty good,” she said. Plans include adding a large deck with a fire pit that will sit around 70 people and reconstructing a west-facing addition (built in 1962) to the building as the multilevel Local Relic brewery. The two also want to improve the basement and create a barrel room and private events space. The restaurant concept will have different seating options to create varying degrees of privacy and mood for customers, from private booths to a couple of long family tables intended to bolster a sense of community at Carter Payne. “Where I’m from in Pennsylvania, churches are gathering places for the whole community,” Zearfoss said. “That’s what this once was, and that’s what we want it to be again.” — Melissa The vendors will use Common Cause Catering’s downtown commercial kitchen — located just a few blocks away — to prepare their food. Howard expects to hire 20 employees to help run the new business. As far as the name of the enterprise, Howard and Zearfoss are both adamant that the 119-year-old structure will keep its history and integrity intact. “We’re going to continue branding it as the Carter Payne; it has always been the Carter Payne — that’s what it was at inception, and we’re really intent on honoring that history,” she said. As they renovate the structure, Howard and Zearfoss are keeping the building’s history intact, using materials and techniques similar to the era in which it was built. “We’ve very intentionally done things so that they don’t look shiny and new,” Howard said.

Evidence of their design intent is already on display at Carter Payne: They’ve redone the hardwood floors with a mix of red and white oak, and painted the sanctuary’s plaster walls and molding to make them appear authentic to the building. Howard said she plans to display framed historic photographs and newspaper articles that outline the building’s rich history. “We want to include anything that would let guests know what the building was and was for, because I think it’s important as a community to honor and respect that,” she said. “We would hate for anyone in that congregation or in the community to think that we took over this beautiful church and didn’t honor the history of it.”

DEEP TRADITIONS The building was originally constructed in 1897 on a triangular plot of land donated by Colorado Springs founder Gen. William Jackson Palmer to the congregation of Payne Chapel African Methodist Episcopal Church (the city’s first black church), which was housed there until 1986. In the nearly 90 years the congregation worshiped in the space, the building played host to many notable speakers and the first meetings of the Colorado Chapter of the NAACP. “The church is historically significant for the role it played in the social and religious lives of Colorado Springs’ AfricanAmerican community, serving as a focal point in the movement for civil rights,” according to a 1998 state document detailing the property’s history. Howard “I remember we led a march in Colorado Springs in the 1960s,” church leader Samuel Hunter Jr. said in the document. “It was back during the time those four little girls were killed in Birmingham. We gathered at the church and marched to City Hall to show our support.” In 1986, the congregation outgrew the downtown location and moved to a larger building in east Colorado Springs. Payne Chapel AME sold the building in 1987 to a group of real estate investors called the Pueblo Avenue Partnership, which converted it into office space. Jeff Ahrendsen, the retired senior vice president of Hub International Insurance Services in Colorado Springs, was one of those investors. He purchased the property from his partners in 1993 and used it as office space for another two decades. “I must have worked out of there for 25 years,” he said. “It’s a great building; we just outgrew our need for the space.” El Paso County property records indicate that he sold it for $575,000 in August 2011 to Lynn Schlemeyer and Mike Cookson, who also own Garden of the Gods Gourmet. Schlemeyer and Cookson converted the building into a wedding and events venue, marketing it simply as “The Carter Payne.” Carter was the surname of the church’s original pastor. But the venture was short-lived, and they began to lease the space. In 2012, New Life Church announced plans to lease the building with plans to create a downtown satellite campus for their then 11,000-member congregation. After that plan went bust, Carter Payne became home to Green Man Taproom & Beer Garden in 2014, but was shuttered the following year. Subsequently, the space was fingered as the location for the long-planned Colorado Springs Public Market. But due to a lack of funding, that concept too proved a failure.

Howard and Zearfoss say they have “locked in a purchase price” with the current owners and are looking to close on the property in the coming months — although they aren’t sure about the specific timeline. “That is the million-dollar question — literally,” Howard said, adding the owners are counting their renovations toward the sale price. “We’re in the ballpark of a million-dollar project, when all is said and done.” Currently, the couple is working with a bank to finalize their Small Business Administration loan for the building. “We’re just waiting on this last little piece to move forward,” Howard said. “I can’t wait — I love this little part of downtown.” CSBJ n

CPR PLANS MOVE TO SPRINGS MARKET Centennial-based Colorado Public Radio announced yesterday that it’s expanding into the Colorado Springs market. The long-established regional public radio powerhouse has acquired a new AM/FM signal in Colorado Springs — 1490 AM and 102.1 FM — which joins two new FM translators recently added in Boulder and Pueblo. Contingent on approval by the Federal Communications Commission, CPR News will be heard on those frequencies by spring 2017. The organization is also hiring a locally based reporter who will join three additional positions based at the station’s Centennial headquarters. KRCC general manager Tammy Terwelp isn’t wor-

ried about the competition, saying, “We’ve been here since 1951. Our roots in the community are very deep. One reporter doesn’t make a radio station.” Sean Nethery, CPR’s senior vice president of programming, framed the decision as one made to broaden the reach of public media statewide. “We’re all in the business of serving the public,” he said. “This is part of our long-term plan to serve the state. We’ve never had full-time news service to Colorado Springs, the state’s second largest community.” Former KRCC producer/reporter Noel Black welcomed the move, saying, “I think Colorado Springs will be well served by some competition in the public media market.”

That may be an understatement. With annual revenues of approximately $17 million, net assets of $23.8 million and a staff of more than 100, CPR could have a substantial impact on the local media market. “Public media is more important than ever to Coloradans,” said Rocky Mountain PBS President Amanda Mountain. “There are many exceptional organizations committed to engaging as much of the state as possible in order to reach those traditionally underserved by conventional media. Last year, the company’s revenue grew more than 12 percent, with a major investment in wholesale sales that grew more than 41 percent, said owner Chris Wright. In 2016, the brewery crafted 3,562 barrels, with production growing more than 27 percent. Its beer is sold at 250 retail outlets throughout Colorado. “During the fi rst quarter of 2017, we will complete our major expansion which will increase our production capacity by almost four times,” Wright said. “This will allow us to meet demand in Colorado and look to expand to at least one out-of-state market.”

At close of business on Tuesday, the stock was selling at $23.99, down from its year high of more than $34 before the news broke. “The company’s strengths can be seen in multiple areas, such as its increase in net income, largely solid fi nancial position with reasonable debt levels by most measures and attractive valuation levels. However, as a counter to these strengths, it also fi nds weaknesses including weak operating cash flow and poor profit margins,” said an analysis of the value of the stock on thestreet.com.

BY THE NUMBERS: CAMA GRANTS CREATE MANUFACTURING GROWTH Information provided by the UCCS College of Business Economic Forum

Many people think that manufacturing’s heyday is over, and that the industry has a greatly diminished role in the economic milieu. This argument says the U.S. has moved from a product-based economy to a more service-based economy. While this is the typical trajectory for a developed country, it is really not that simple. Global trade is the new normal in the 21st century, and approximately 80 percent of trade is in tangible goods, not services, according to the Roosevelt Institute. The truth is that U.S. manufacturing is still relevant, with $1.4 trillion in exports in 2014, which is a four-fold increase during the past 25 years. However, manufacturing today is very different than it was 50 years ago, and that calls for both a better understanding of the modern industry and a more dynamic approach to growth. Looking at our local manufacturing sector, employment went from 18,327 employees in 2005 to 11,623 in 2015, a 37 percent decline. Locally manufacturing ranks ninth in terms of total employment as the first graph illustrates. This ranking — as well as the precipitous decline in the past 10 years — would seem to add credence to the argument that manufacturing is less relevant to the local economy. However, if we look at the contribution of manufacturing to gross metropolitan product, we see it is ranked much higher at fifth (graph 2). Manufacturing contributed almost $2 billion to total GMP in 2012 (the most recent year that the data is available) roughly equal to health care, social assistance and education, which had the No. 1 spot in employment. This may seem contradictory. But because of automation and robotics, manufacturing is not nearly as labor-intensive as it used to be. Hence, it is still a solid player in terms of economic impact. This is beneficial from a trade balance perspective, and it is also beneficial in terms of higher paying jobs. The average salary in El Paso County in 2015 was $45,553, while it was $59,139 in manufacturing. Manufactured goods are typically sold to non-local buyers, which introduce new dollars into our regional economy. Manufacturing also has a high economic multiplier because manufactured goods are often intermediate goods, which create additional jobs to produce a final product. Armed with facts about the importance of manufacturing, many localities have targeted this industry in economic development initiatives. Locally, the Colorado Advanced Manufacturing Alliance, in partnership with Catalyst Campus, provides participating manufacturers with additional support, technical assistance and a collaborative environment. The CAMA-Catalyst partnership has allowed local Department of Defense-related companies to obtain financial assistance from the federal Office of Economic Adjustment. Over the past year, CAMA’s Defense Assistance Program has provided 11 local DoD companies with $15,000 vouchers, which companies can use to help them diversify. For example, TMC Design Corp. is using the funds to commercialize a product originally manufactured for the military. Omitron and Braxton are using the DAP funds to broaden their market bases to include foreign agencies, in conjunction with U.S. governmental goals. Catalyst is engaging the Air Force, Army and other defense agencies to have local manufacturers fulfill military needs. The goal is to capitalize on the strong presence of the military alongside the presence of local manufacturers. Smart communities are pursuing these types of tactics. They recognize manufacturing is a large contributor to a diverse and robust economy, that defense diversification is insurance (against further cutbacks) — and for us specifically, that our military presence offers great potential for technology commercialization. The workplace of today is changing at a rapid pace. Technology, Social Media, the Internet and Disruptive Innovation are just a few of the key influencers that we hear about on a regular basis that are impacting the marketplace. Another aspect that is quickly becoming an important topic is managing a multi-generational workforce. Theoretically, employers could have employees ranging from ages 18 to 80 in the workplace and a strong business culture that meets the needs of Millennials, Generation X and the Baby Boomers can be a challenge. The range for each generation differs from source to source but according to Forbes, the range for each generation includes the following: Baby Boomers (1948-1963), Generation X (1964-1978) and Millennials (1979-1991). One of the most talked about generations is that of the Millennials who now number 75.4 million in the US, surpassing the 74.9 million Baby Boomers. This generation will soon become the primary consumer of goods and services offered by businesses, as well as the primary employee that makes up the workforce. The US Census Bureau states these numbers will only continue to increase as young immigrants expand their ranks and the population is expected to peak in 2036 at 81.1 million. There are several reasons that businesses are paying close

attention to this generation, one of which being how they spend their money. Per a 2015 study by Cone Communications, 86 percent of Millennials would buy a product with a social or environmental benefit if given the opportunity and 66 percent would take a pay cut to work for a responsible company. 9 out of 10 are more likely to switch brands with a cause and 74 percent will volunteer for a cause supported by a company that they trust. Millennials have many stereotypes associated with them, but regardless of the validity of the labels, businesses as employers need to understand what drives this generation and for many it is based on a sense of purpose. Some of the key findings of what Millennials are looking for in an employer are no surprise—they want good work/life integration, opportunities to progress and be a leader, flexibility with remote working and flexible hours. But there is another key finding from a Deloitte survey stating that nearly nine in ten Millennials (87 percent) believe that “the success of a business should be measured in terms of more than just its financial performance”. It is this sense of “meaning” in their work and the belief that businesses need to be more ethical and society-focused that will not only drive them to make a purchase, but will also have them seek out potential employers that have a higher purpose. Stormwater infrastructure: In defense of impervious

I

n several December columns in the Business Journal, Vincent Rusinak makes some interesting observations about stormwater — impervious surface isn’t the total problem; if we redefine the terms, the medicine (both Environmental Protection Agency and Pueblo lawsuits) is more palatable; when it comes time to impose a stormwater fee, M U R R A Y remember not to charge by impervious surface, because it would be unfair. Look at Wikipedia (en.wikipedia.org/wiki/stormwater) and compare it to the city’s defi nition. They are quite similar. “Because impervious surfaces (parking lots, roads, buildings, compacted soil) do not allow rain to infi ltrate into the ground, more runoff is generated than in the undeveloped condition,” the Wikipedia entry reads. “This additional runoff can erode watercourses (streams and rivers), as well as cause flooding after the stormwater collection system is overwhelmed by the additional flow. Because the water is flushed out of the watershed during the storm event, little infi ltrates the soil, replenishes groundwater or supplies stream base flow in dry weather. ... Consequently, these high concentrations of urban runoff result in high levels of pollutants discharged from storm sewers to surface waters. ...” The city’s definition describes the components of stormwater as rain and snow. It has determined that the generators of stormwater runoff are streets, parking areas, rooftops and other developed areas. Our

city policy is to build and use natural and man-made infrastructure to manage stormwater. What is the difference between a meandering stream and a raging current? Volume. Stormwater, unlike rain water, is any environment that increases the speed of generation of that volume. Impervious surfaces increase flow of that volume, which causes considerable damage if uncontrolled. If I drop 100 gallons of water on my property, it joins the aquifer and over time ends up in the creek. If I drop it on my driveway, it immediately joins the other 100 gallons in each driveway throughout my neighborhood, and heads at great speed toward Fountain and Pueblo. The volume carries considerable stuff with it — which eventually ends up in Fountain and Pueblo, adding both pollution and debris, clogging up their stormwater processes and causing them to sue us. If we add Rusinak’s issue with hail, will it mitigate the outcome? No. His comment that: “This runoff has very little to do with impervious surfaces, and much, much more to do with the total amount of land a person owns, especially when it becomes totally saturated,” misdirects the process and problem. His other misdirects: • The city’s water and wastewater treatment facilities discharge significant amounts of effluent or treated water. (This is normally a controlled flow and works in conjunction with a stormwater plan). • Some of the city’s drainage basins’ headwaters originate outside the city limits. (Yes, but our discharges can be monitored separately.) • During “normal” storm events, not all precipitation

that runs off parking areas, rooftops and other developed land makes its way into the city’s stormwater infrastructure. (I think that is why it’s called “runoff.”) • We should give credit for trees. (Best idea so far.) It is safe to say Rusinek’s concern is for the developers, who have produced massive amounts of impervious surfaces within this community without consequence. The effects of that development are now being assessed by both Pueblo (currently $460 million) and the EPA (First & Main is specifically mentioned in the lawsuit). This is not new. The city had been told of the issues and agreed to mitigate the concerns — but failed to resolve them. So it’s time to manage the consequences. Who pays what? Will the council decide for you? Or will it develop a plan with the mayor and let you decide? The mayor intends for the council to decide. That is why the Taxpayer’s Bill of Rights issue is the only stormwater-related issue on the ballot in April. It is the mayor’s contention that he cannot build a plan or give you a cost estimate without finalizing the EPA suit. The suit compels the city to complete the plan the city devised and agreed to. The EPA will not add a single project. The only real difference will be in the penalty for our noncompliance. However, it has given opportunity for both the Arkansas basin and Pueblo to re-engage at our expense. The longer we drag this out, the worse it will get. ALARMING DECREASE Olga Beck is the Fitch Ratings lead analyst who oversaw CHI’s most recent credit ratings downgrade. Beck said the nonprofit has not yet “turned the corner” regarding its financial statement, which led to the negative outlook. “CHI will need to execute on its performance-improvement plan to reverse the current operating trend and improve profitability and liquidity to maintain the current BBB+ rating,” the Fitch Ratings report said. “Fitch believes that if the system’s strategies are successful, it should be able to deliver a sustainable

[earnings before interest, tax, depreciation and amortization] of above 7 percent (as calculated by Fitch) within the next 12 months,” the report said. “Failure to improve operating performance to levels more consistent with BBB+ category peers and/or a further deterioration in balance sheet metrics will result in a downgrade.” Beck said Fitch wasn’t pleased with CHI’s financial performance. “2016 was still not where we hoped it would be,” she said. “CHI’s debt load was starting to look elevated compared to where its cash flow generation was.” CHI has been more focused on streamlining its Kentucky and Texas operations, Beck said, and some losses were tied to one-time restructuring costs. “If the stress is tempered, they maybe land at BBB+, but there could still be additional actions,” she said. According to Fitch’s analysis, CHI has slightly more than 140 days cash on hand, a significant drop since 2014. As

of last March, that liquidity is “materially weaker than 175 days at [fiscal yearend] 2015 and 198 days at FYE 2014.” That decline is “very significant,” Beck said. “They’ve regained some of that by selling real estate, but again, that is an alarming cash decrease.”

‘ON TRACK’ According to Allan Roth, principal at local investment advisory and financial planning firm Wealth Logic, the bestcase scenario for CHI is more costly construction projects as interest rates on its borrowed funds increase. Worstcase scenario, he says, is bankruptcy. Roth said BBB ratings (BBB- specifically) are the lowest investment grade rating before bonds reach junk status. “Clearly it’s bad news they’re being downgraded to barely above junk status,” he said. “It would be reasonable to conclude that cutting capital expenditures would help shore up financials.”

Beck said it is premature to discuss bankruptcy: “CHI has a lot of assets, some quite good. There’s lots that can be done before we get into bankruptcy and a below-investment grade doesn’t mean bankruptcy. … They can pay off debt year after year to bond holders with a low investment grade.” But the proposed hospital at Fillmore and Centennial could hang in the balance. Roth said CHI’s financials make him “wonder if they’ll go through with it.” While financing comes from CHI, capital improvement project decisions happen at the local level, Romano said. Local officials say both the delayed St. Francis project and new hospital are still planned for the near future. “Centura Health and our sponsor, CHI, are fully committed to the expansion of St. Francis Medical Center,” said Chris Valentine, marketing and communications director for Penrose-St. Francis Health Services. “We are on track to break ground later this spring and complete the approximately $100 million expansion in 2019. The new campus at Fillmore and Centennial is also still on track. For example, we are in the process of purchasing the 28-acre parcel of land that currently houses an asphalt plant on Fillmore. “The completion of that sale will add to the 51-acre site we already own and create a parcel of land approximately 80 acres in size for future development of a world-class health care facility.” CSBJ n
