BILL MILLER
Christopher McSteen is a Director of McSteen Tan Architects, an inner city architectural firm dealing in a number of design areas including new housing, town house developments, housing renovations and additions, school buildings, commercial offices, factories and Town Planning applications. His office projects vary enormously and range in size from $20M - $0.5M. Whilst Chris’s work has mainly been in Victoria, he has also spent several years overseas working in America and Italy on a range of design projects from high rise residential to urban design, to tourist related facilities. His interest in Italian architecture – classical and modern – takes him back to study in Italy every 1-2 years. He was involved as the Design Architect with several TV stations, Channel 7 and Channel 9, for a series of Architectural Programmes Channel 7, 2004 – ‘The Terraces’, and Channel 9, 2013 – ‘The Tyler Fishlock Home’. He has received a number of design awards, including most recently in 2014, the Urban Design Award from Boroondara Council for Best Heritage Conservation, Additions and Alterations. He has acted as Architectural Lecturer at public forums for Environmental Design Seminars at Playbox and Sustainable Design Seminars at BMW Edge, Federation Square. His work has been published in a variety of areas including Home Beautiful, Kitchens and Bathrooms, RAIA Awards and The Age. He is a member of a number of Architectural and Building Associations including Australian Institute of Architects as an Associate Member and Archicentre as a Member and Panel member VSCC.
Married with 3 children and 8 grandchildren, Bill enjoys an active lifestyle playing golf, bike riding, fishing and touring the outback. As an apprentice carpenter in 1970, Bill began his career with Ross and Smith Pty Ltd Builders – learning all facets of building work, residential, extensions and commercial projects. In 1975, Bill began work with John W Henderson Pty Ltd – making a move to commercial and light industrial work. Bill began his career as Assistant Building Surveyor and Building Inspector in 1985 when he commenced at Borough of Eaglehawk and shared half his time with the Shire of Huntly. After 10 years Bill joined Master Builders Association of Victoria as a Building Inspector for the Bendigo Region, shortly after the Victorian Government permitted Private Surveyors / Inspectors to operate in Victoria. Bill has been involved with the MBAV Golf Day, judging of the “Apprentice of the Year” Awards and various other member activities. In 2006 Bill retired after 12.5 years of service.
BRIAN MACSWEENEY Starting an Apprenticeship in Carpentry at just 14 years of age, Brian spent 53 years working in the building industry, forming Brimor Constructions in the 1970’s. Working on residential projects in metropolitan Melbourne. and throughout the north west of the state, Brian has seen many changes within the industry. With an initial focus on renovations Brian’s work soon moved to the construction of new homes providing mostly for the first home buyers market. A Master Builders member for more than 20 years, this was his second year at judging of the Regional Building Awards. In his spare time, Brian enjoys spending time on his property breeding parrots and goats and simply enjoying the rural lifestyle. With 3 grandchildren, Brian and his wife are kept busy with regular Queensland holidays.

MORT MITCHELL Chief Judge Mort has been a building consultant for over 20 years, where he has worked in arbitrations, building disputes, pre-purchase, building reports, and all matters relating to building construction. As a builder, Mort has been responsible for the construction of over 10,000 dwellings in Victoria, New South Wales and Queensland, and has been Managing Director of a major building company for forty years. He served as President of Master Builders Association of Victoria and was Victorian President (Housing) of the Federal Master Builders, and Housing Advisor to the Australian Government. In his time in the Air Force he trained as an engineer. Mort is an experienced arbitrator and mediator and also appears as an Expert Witness at VCAT.
F R A N K PAVA N Frank Pavan is Managing Director of Pavan Consultants, a Melbourne and Bendigo based, multi disciplined firm of project managers, building designers, engineers and interior designers. Frank is a civil/structural engineer with post graduate qualifications in building design, project management and commercial and domestic estimating. He has worked in many and varied industries including mining, petro-chemical, commercial, retail, educational, defence, industrial, judicial, local, state and federal governments and multi unit developments. Frank has 35 years experience in the building and construction industry and has worked in Saudi Arabia, Italy and in many Australian capital and regional cities. He is a member of Engineers Australia (NPER), Australian Institute of Building, Building Designers Association of Victoria, Master Builders Association of Victoria,

and Green Building Council of Australia. He is also a VCAT building expert and a member of the Australian Society of Building Consultants. Pavan Consultants won a project management award in 2014 and won three design awards in 2011. He has worked on projects valued up to $30M. Frank has recently been appointed Victorian Chapter President of the Australian Institute of Building.
STEVEN PELUSO Steven Peluso is the Chief Executive Officer of State Property Insurance Services Pty. Ltd. trading as Master Menders Building Group. Steven’s expertise extends to providing expert witness testimony in building disputes, technical solutions, and guidance and industry referrals. He runs a successful company that provides building services to Body Corporate, Commercial and Industrial Facility Managers and Insurers (General and Builders Warranty classes of business) and also to the private sector. He also presents to his peers on best practice construction techniques at seminars such as Design Build Expo and in the media on Channel 9 home shows, Foxtel and several home publications. Steven has significant experience in land and property development and has worked extensively in the insurance platform/building industry providing assessment and building reports associated with defect and construction analysis. He has also worked with manufacturers of building products where he has provided his experience on the varied building defects he has encountered as part of his rectification/building maintenance arm of his business, to assist them in producing improved products to the industry without compromising on quality. Steve is a registered building practitioner for both residential and commercial construction and holds a Diploma in Building and Construction (Management). Passionate about his industry, Steven continues to actively participate in various associations (MBAV, HIA, Australian Institute of Waterproofing, HIA Kitchen & Bathroom) to bring about practical changes and create a more positive and cohesive image of a well-respected industry. To further enhance his industry associations Steven remains an active member of the Housing Committee for Master Builders Association of Victoria providing him with a well rounded platform for instigating change within the industry as a whole.
