From the President’s Desk:

This month, and really through 2012 and 2013, we are providing information about Cedar River flood protection—what exists now, what is planned for the future and how that impacts our ability to make this the top economic growth region in the country. I’ve spoken to hundreds of customers over the past eight months, and one of the consistent questions that surfaces is the plan for flood protection. It is clear to our team that businesses need certainty, and it is our obligation to our customers to make sure you have accurate, up-to-date information regarding this subject so you can make appropriate business decisions. As we all know, the Floods of 2008 were devastating to Cedar Rapids and to our region. We should all take pride in the fact we learned valuable lessons from that disaster and are more prepared than prior to June 2008. And since that time, the City of Cedar Rapids has further enhanced its flood response plan. Details about those improvements are in this month’s center spread story. I want to emphasize that the Cedar Rapids Metro Economic Alliance recognizes—as does the City of Cedar Rapids—temporary flood protection is not enough. Significant work is taking place on the permanent flood protection plan and in October we will provide details of work in progress now and for the future as it relates to permanent flood protection. We understand the need to communicate critical issues and updates important to our customers. This month is no exception and we promise to continue to cover this issue in the future and provide you with timely updates. Regards,

The Economic Alliance is committed to assisting the City of Cedar Rapids in achieving permanent flood protection. In addition, we believe informing our customers about the flood protection currently in existence is an essential role and priority of the Economic Alliance. This month’s inside spread story details the City’s Interim Flood Protection Plan, including the enhancements made to the city’s flood protection plan since the 2008 flood. In October’s Report we will provide an update on the City’s progress toward implementation of permanent flood protection. A

s the Economic Alliance Policy Board aligned the organization’s inaugural set of strategic goals to the Vision and Mission of the Economic Alliance, there was never a doubt that working toward flood protection for core districts of Cedar Rapids was going to be part of the focus. After all, how could this be the top economic growth region in the country - our vision - if there were uncertainties about the viability of the largest job center and most concentrated tax base and capital investment in the entire region? And how could the Economic Alliance serve as the catalyst for economic diversity, growth and prosperity for our region - our mission - if it wasn’t willing to be a voice in one of the most critical business issues facing many hundreds of its customer businesses? Dee Baird, Economic Alliance president and CEO, says organizational leadership was committed from day one to doing whatever it could to assist in achieving flood protection. “Cedar Rapids residents had just voiced their opinion in the local option sales tax referendum, but we heard from many people that while they may have voted no in the election, they were not voting against flood protection,” Baird says. “We knew permanent flood protection is a critical issue for many, many businesses.” The Policy Board, which includes Cedar Rapids City

Manager Jeff Pomeranz, understood funding and building permanent flood protection would be led by work being done between local and federal government, particularly the City of Cedar Rapids and the Army Corps of Engineers. There will be important but secondary roles for the Economic Alliance to play in public policy advocacy, community outreach and other aspects of securing flood protection. However, board members realized there was a need to inform business and company owners, residents and potential residents about the flood protection already in place. And that was an area where the Economic Alliance could be more of a leader.

“Efforts to achieve permanent flood protection will continue to evolve, such as the Growth Reinvestment Initiative approved during the last legislative session,” says Baird. “In the meantime, we want to make sure business owners understand we are far better protected from floods than we were four years ago. Are there gaps? Yes. Do we need permanent flood protection? Yes. But the things that already have been and can be done have given confidence to many businesses reinvesting in areas that were damaged in 2008. And we want people to understand what that is and what it means.” In fact, the City of Cedar Rapids has had a Flood Response Plan in place for decades. After the flood, that plan was enhanced to increase the height of protection to 24 feet, according to Joe O’Hern, the Cedar Rapids flood recovery and reinvestment director. Flood stage on the Cedar River begins when the river is at 12 feet. For many areas throughout the City, the existing flood walls provide protection up to the 100year flood level, or 20-foot river level. Since 2008, the City’s preparedness and mitigation include new temporary flood barriers, Hesco barriers and sandbags, which allow the city to protect up to a 24-foot river level in most areas along the Cedar River. O’Hern says in addition to the temporary flood walls, the City has purchased additional water pumps, an

additional sandbag making machine and storm pipe plugs and valves to reduce sewer backflows. The City now has 46 water pumps, seven “duckbill” valves and dozens of plugs on hand. These measures wouldn’t protect against a repeat of the 31-foot flood of 2008, but “the city is more prepared as a whole; we’re more resilient than we were in 2008,” O’Hern says. “We have made improvements and we will continue to do so.”

who wondered why the organization would move into a building along the river without permanent protection in place.

O’Hern notes there’s also more awareness of other mitigation measures. Those are evident in construction strategies employed as the signs of recovery and reinvestment blossom everywhere from the new public library to the federal courthouse to the new convention complex.

That includes moving technology equipment to the second floor and installing furniture on the first floor that would be easily movable if the building needed to be evacuated. Many business and property owners also have more comprehensive insurance policies and more sophisticated evacuation plans in place now. All those things have combined to increase confidence to a point where at least some reinvestment is moving ahead.

There are also many examples of repurposing buildings damaged in 2008. When the Economic Alliance announced earlier this year it would move into the former Science Station, Baird says there were those

Public Policy Update Extension of the wind production tax credit made some progress in Congress since the issue was highlighted in last month’s Economic Alliance Report. But the negative ramifications of the lack of action also have become apparent. Bipartisan passage through the Senate Finance Committee on Aug. 2 was followed closely by the announcement of a layoff at Clipper Windpower that affected Cedar Rapids jobs as well as others around the country. The tax credit gives wind farms a credit of 2.2 cents per kilowatt hour of energy produced. It has spurred capital investment and job creation in the wind industry to the tune of some 7,000 Iowa jobs. The credit ends December 31, and with uncertainty about its extension, many wind industry companies have scaled back or abandoned projects. Iowa’s congressional delegation has been united in its support for an extension of the tax credit. But key congressional leaders only recently began making assurances that the

tax credit will ultimately be extended. While that’s good—albeit belated— news, our public advocacy attention turns now to additional details:  Urgency. Does this really have to wait until after the election? The certainty of actual approved legislation certainly trumps the promises of politicians.  Length. An extension of a year or two isn’t going to substantively help, and it puts us in the position of having to fight for further extensions almost immediately in order to jumpstart new investment. The industry will flourish with certainty of tax credit availability over five or more years. These debates are happening right now. We encourage Economic Alliance customers to use your voice on this issue. Your advocacy—by telephone, e-mail or mailed letter—can help add to lawmakers’ sense of the importance and urgency of this issue.

Economic Development Update Two Local Companies Awarded Brownfield/Grayfield Redevelopment Tax Credits

The Iowa Economic Development Authority Board recently announced that nearly $1 million of the $5 million Brownfield/Grayfield Redevelopment Tax Credits will be distributed to two projects located in the greater Cedar Rapids Area. Elm Cedar Rapids Opportunity/Intermec Technologies and PDS Investments were awarded the funds. Staff from the Cedar Rapids Metro Economic Alliance was in attendance to hear the announcement, as they provided assistance in the application process for both companies.

Elm Cedar Rapids Opportunity/Intermec,

a wholly-owned corporation of KP Development of St. Louis, MO., plans to use $500,000 in tax credits to develop and construct an 81,000 square foot, twostory building to be leased to Intermec Technologies. This project is expected to retain 240 jobs. The new facility, located at 601 Third St. SE, will replace their

currently dated facility, located next door. The total estimated cost of construction is $15 million.

The High family is proposing to use the $288,239 in tax credits to build an 18,000 square foot, three-story structure with a leasable finished basement. The ground level will be Philip’s Diamonds & Design Center, and second and third floors will be Class A office space available for lease. The lower level will also be available for lease. Estimated cost of construction is $2.4 million.

14th Annual Golf Outing Recap The Economic Alliance held our 14th Annual Golf Outing at Elmcrest Country Club on Aug. 20, 2012, sponsored by ITC Midwest. Thirty teams of foursomes enjoyed a gorgeous, fun-filled day of golfing on one of the most beautiful courses in Cedar Rapids.
