Through a variety of successful public and private initiatives, Hernando has emerged as one of the most appealing communities in which to live, work, and play.

This past summer we were ranked 79th in the CNN/Money Magazine’s 100 Best Places to Live and were featured in CNN’s Great American Small Town Series. We’ve worked hard to create a healthy and sustainable community, and place a high premium on quality of life. Because of this, ABC television featured Hernando in its new Everyday Health program! In 2010 we were named the state’s first Healthiest Hometown!

Hernando is fortunate to have a wonderful park system, along with an enthusiastic Parks and Recreation Department that offers plenty of opportunities for physical activity and community involvement. We are also a pedestrian- and bicycle-friendly community, placing a high premium on sidewalks, bike lanes and safety signage.

place On Mississippi’s cozy front porch, just 25 miles from downtown Memphis, is historic Hernando, Mississippi – a place where modern, sophisticated and sustainable living blends with small-town appeal.

“Hernando is one of those places that still has the ‘small town’ atmosphere but also has everything you need to keep you from having to drive into the city,” says Danny Edwards, a government employee and musician who has lived in Hernando for 22 years. “The only problem is trying to get in and out of Wal-Mart without running into 25 people you know!”

a place to do business As the county seat of government, Hernando focuses many of its events around the historic square area, a vibrant community gathering point that rests in the shade of mature trees and landmark historic buildings. It is also home to the city’s successful downtown business district.

A proud member of the Main Street Program, Hernando works hard to maintain the integrity of this 175-year-old Spanish-style square and other historic districts through its preservation program. The city received its Preserve America designation from the White House due in part to how the city has used its Square for economic development.

In addition to a vibrant downtown business district, Hernando offers the Commerce Street (Highway 304) corridor, Highway 51 corridor, and an attractive commercial area just east of Interstate 55. Progressive design standards have produced durable and dignified buildings, as well as shade trees and welcoming landscaping. Permitting processes are developer-friendly while staying true to the spirit of the standards.

While Hernando’s safe and pleasant stores make the city appealing to shoppers, Mississippi’s favorable sales tax policies entice them further!

The city has created walking and bicycle infrastructure that encourages active living – whether for recreation or transportation. Requirements for sidewalks in all developments, bike lane striping, sidewalk improvements and bike safety signage make biking and walking safe and enjoyable. Partnerships with DeSoto Greenways and the North Mississippi Land Trust mean more recreation opportunities for residents, as well as better stewardship of the natural environment. This Tree City USA Community also offers once-a-week curbside and drop-off recycling.

Hernando prides itself on having smart policies that improve the well-being of its residents. An example is an ordinance that requires developers to donate at least 10 percent of land for open space/parks. Most developers understand the value of having parks in their neighborhoods, and often donate more. Other policies call for connected streets and design standards, which further encourage walking and biking. This is one of the many reasons that Hernando was the first city in the state to be named the Healthiest Hometown by Blue Cross & Blue Shield of Mississippi Foundation (in 2010).

In addition to good policy, Hernando encourages health and wellness through its annual 10K footrace, its Community Garden and an award-winning Farmers Market.

The Market was named Mississippi’s Favorite Farmers Market two years in a row and seventh in large markets in the nation in 2011 by popular vote of market-goers. This title is well-deserved, as each week during the summer and fall, over 50 vendors sell fresh, local fruits and vegetables, milk and butter, honey, goat milk soaps and lotions, flowers, plants, natural detergents, knife sharpening services, artisan bread, baked goods, canned and preserved items, and some locally-crafted artisan items.

The A’Fair arts and crafts show, held every May, is a 25-year tradition in the city, and the Square is also home to the county-wide Earth Day Celebration and special honorary events for Veterans.

With a top-ranked school system and low crime rate, Hernando is a prosperous community that appeals to business owners, visitors and new residents. Yet it is also small enough to prove that the comforts of home are always in the little things.

education The motto for DeSoto County Schools is “Excellence is a Commitment.”

There are three top priorities at DeSoto County Schools: Safety, Academics and Extra Curricular Activities.

“Obviously we’re very proud of our schools,” Kuykendall says. “We’ve gone from 22,000 students to about 32,400. We have 14 Star Schools. Years ago we might have had one National Merit Semi-Finalist, we might have two in one year, we might not have any one year. This year we’ve got eight National Merit Finalists and last year we had 14 National Merit Semi-Finalists,” says Kuykendall. Moreover, every high school in the district has children that have scored over 30 (out of a possible 36) on the ACT test.

The motto for DeSoto County Schools is “Excellence is a Commitment.” It is on the desk of every employee. There are three top priorities at DeSoto County Schools: Safety, Academics (growing academically one calendar year) and Extra Curricular Activities, in that order. The district’s top priority is safety; after that comes academics, says Kuykendall.

Great efforts have been taken to make the district’s buildings secure. Safety is a top priority with all of the DeSoto County police departments working closely with schools and surrounding neighborhoods to ensure a safe environment conducive to learning. The district has also improved extra-curricular activities, Kuykendall says and most recently added swimming to its sports teams. Today, physical education is being taught at all schools. Recently, the Blue Cross and Blue Shield Foundation provided two grants (more than $250,000) to DCS to place outdoor gyms, curriculum, and two years of testing in the Project

Fit America Program. With this outdoor gym equipment, students are building skill levels to pass fitness tests, break the cycle of childhood obesity, and serve as a model for the state and nation to follow.

The band programs throughout the district continually get statewide recognition. Currently, DeSoto Central High School is the 6A marching band champion, and Lewisburg High School is the 4A state marching band champion. Southaven High School held the 6A title for the two previous years. Olive Branch High School recently had their band director named “Band Director of the Year” for the state. When Kuykendall took office, only one high school — Olive Branch High School — had access to a performing arts center. Now every high school has a performing arts auditorium. “All the research shows that student achievement is tied to performing arts,” Kuykendall says. “It also helps with graduation rates.”

Probably the one feature that makes DeSoto County Schools stand out is its exceptional teachers.

Superintendent Milton Kuykendall frequently says his teachers work very hard to maintain low operating costs while providing a quality education, and they are committed to assisting children in realizing their potential and achieving excellence. “I always say we have the best teachers in America,” says Kuykendall. “We have great principals and a great school board. All those things working together have really helped us be a better school district.”

Support of voters for bond issues to build new schools has helped the district enormously. The district built 15 new schools in eight years. “We were so far behind. We had trailers everywhere,” says Kuykendall. “We are in such good shape now, classroom-wise. We’ve got enough to last five, six years.”As long as the growth stays below 1,000 new students each year, the district can handle the growth, according to Kuykendall.

Computer integration training programs for teachers further enhance

the various academic skills of the students. The Community Foundation of Northwest Mississippi is working to make the DeSoto County School District a technological leader in school systems.

They gave an initial grant to the school district four years ago to put SMART Boards, interactive white boards, in classrooms across the district. Now the district has more than 1,200 of these in the classrooms. “The teachers have room to do things, the principals have things to help them be creative,” Kuykendall

This past year, senior students in the eight high schools received $23 million in scholarship offers, and every high school had students with ACT scores above 30. For two years in a row (2009, 2010), a DCS student has earned a perfect “36” score. Only onetenth of one percent of students in the nation earns a perfect score on the ACT.

Strong community involvement is anoth er vital aspect of DeSoto County Schools’ success. The Homer Skelton Foundation has contributed more than $1.5 million in back to school grants for DeSoto County Schoo ls over the last 10 years. These grants have supplied comp uters, science labs, music rooms, tutoring programs and a myriad of other academic programs that have enric hed the learning experiences of students. The Alcoa Foun dation, Entergy Foundation and the Foundation for Excel lence in Education through the DeSoto Economic Council, provide ongoing grants and services to the school district every year.

The city of Hernando is making tremendous strides toward becoming a healthier community, with help from city officials, the DeSoto County School District, the Community Foundation of Northwest Mississippi and its health-minded residents.

Steps that are being taken range from a Clean Indoor Air Act to a Farmers Market and everything in between. Because of these initiatives Hernando was the first city in Mississippi to win the Healthiest Hometown Award from Blue Cross & Blue Shield of Mississippi Foundation.

HEALTH CONSCIOUS The Healthiest Hometown Award

is presented to the city in Mississippi that has done the most to positively change the health culture in their community. The top award comes with bragging rights but also with a $50,000 grant to improve health attainment. Hernando’s Healthiest Hometown committee decided that the best way to spend the award was to overlay the popular walking track at the Hernando Sports and Fitness Park.

One of the policies Hernando adopted to improve the health culture is the Clean Indoor Air Act, passed in 2007.

The act makes it illegal to smoke in indoor public places.

“Our business is to provide clean, safe air for people to breathe,” says Mayor Johnson. “This is one of the few policies a Mayor and Board can enact that will literally save lives.”

Other policies that help make it easier for residents to make healthier choices include a development regulation requiring any new commercial or residential development to have sidewalks in front of them.

Projects, such as a planned linear park on McIngvale

Road will give residents a ten-foot wide multi-use path stretching from Lee’s Summit Park to Hernando Hills Elementary School. Designed for bike and pedestrian use, the park will be well-lit and landscaped, with benches along the way. The pathway will serve as a walking and biking corridor, passing residential and commercial areas as well as schools.

The city has striped bike lanes and installed bike safety signage to encourage more biking for transportation and recreation/exercise.

Students are getting an opportunity to live healthier lives thanks to the Eat Right, Play More program of the DeSoto County School District. The District has received grants for everything from walking tracks and exercise equipment to new ovens that reduce the fat and leave the good taste in school lunches. Superintendent Milton Kuykendall is setting a good example himself by losing and keeping off 42 pounds.

Schools now have certified PE instructors and a registered dietitian to help kids be more active and eat healthier at school.

“With children you have to make healthy foods they want to eat,” says Katherine Nelson, Director of Community Relations with DeSoto County Schools.

Other steps the city is taking include programs like H.E.A.L (Healthy Eating, Active Living), an informative program helping families to make healthier choices and is available through the city’s Parks and Recreation Department.

Hernando has removed some vending machines from city buildings; those that survive are filled with healthier food choices. City employees, whose healthier lifestyles helped reduce insurance premiums, are encouraged to exercise on their breaks.

The Farmers Market, conveniently located on the Square, helps provide fresh, local food to Hernando residents and visitors. Another step to provide healthy food to the people is through the city’s Community Garden. Located at the Gale Community Center, the Garden sports a Wee Garden, to teach the youngest residents where their food comes from, and helps provide nutritious vegetables to those in need.

PARKS Dewayne Williams Director of Parks and

Recreation explains Playful City USA as two kids meeting at a park and making up rules as they play. Hernando’s seven parks offer a variety of ways for everyone from toddlers to senior citizen to live active lifestyles. Each park has their own special feature but the cities two largest parks, Conger and Lee Summit, offer the most.

Conger Park is about 14 acres and offers everything from their famous playground to walking trails and tennis courts.

Located on West Oak Grove, Conger has picnic tables, grills, and pavilions. The varied terrain of Conger allows for two stimulating walking trails and a new extension connects the park to a nearby subdivision. Lee Summit Park on Montieth is 18 acres and offers a wooded walking trail, a toddler friendly play ground and soon a dog park.

Dewayne Williams spent his formative years like many others in Hernando. He played basketball down at “the cage,” ran around in Conger Park, and enjoyed picnics at Church Park.

It was these experiences that motivated Williams to return home in 2006, and take on the task of starting the Hernando Parks and Recreation Department.

In six years, the department has garnered regional and national recognition for its ability to be innovative with the limits of a small-town budget.

Hernando beat out larger Mississippi cities to be named the healthiest city in Mississippi in 2010.

“We proved that you don’t have to have tons of money to provide healthy services and good amenities for your citizens,” Williams said. “We have done things in the infrastructure to make exercise intrinsic in people’s lives just by having sidewalks repaired or added.”

The money earned from the healthy hometown award has

gone into a $130,000 project to resurface the walking track at the Hernando Sports and Fitness Park. Williams is excited about the project because it will upgrade one of the city’s most-used parks.

“I really believe it will get more adults out there, and more of the senior population will be out there because the surface will be easier on your joints,” Williams said. The track will also be lined for use by Mississippi Adaptive Sports.

2012 will be another important year for Williams and the Parks Department as construction on the 38-acre Renasant Park are in the infancy stages.

The city received the land from Renasant Bank, and is the largest land transaction for designated park use in city history.

Williams confirmed discussions have begun with landscape architect group AERC and ETI to design amenities.

The next few months will be spent meeting with citizens and community groups to determine the most important needs for the park.

It is only after a final bid is submitted that the city can begin fundraising for the project.

Williams said the project will be funded through a combination of grant money, private donations, and funds raised by the Hernando Parks Foundation.

Established in 2011, the Parks Foundation is a citizen run board that focuses on fundraising and creating awareness for projects.

Williams and the city government are never quick to say no to an idea. Even though the budget is limited, Williams encourages private citizens to look into fundraising for projects they deem important.

Williams is working with the Hernando Skate group to build a skate park in Hernando. The Board of Alderman agreed to set aside an acre of public land for use of the skate park if the group is able to find funding.

A similar group has started to establish a dog park.

“Parks entice people to move here, and they help the economy,” Williams said. “If your house is near a park it becomes worth more. Out of the 500 comments we received from a city-wide survey, many said that parks and recreation was essential to the function of families.”

In addition to working on the Renasant Park project for 2012, Williams said the department is looking to add two new soccer fields this year.

Over the summer the department will focus on non-traditional exercise methods such as a city-wide scavenger hunt which is designed to make exercise fun. The department also runs a community garden that teams up with the Head Start program to provide horticultural education to schoolchildren.

An aquatic center, baseball fields, and an indoor gymnasium remain the most-requested facilities according to Williams.

HEALTHY ENVIRONMENT Part of a healthy lifestyle is a healthy environment which is provided in the City of Hernando by programs like Tree City USA and Hernando’s Parks and Recreation Department.

Programs like Tree City USA and recycling keep the city beautiful, while the Parks and Recreation Department enrich the community by providing a place for active lifestyles and activities.

Hernando’s recycling program through Republic Services aided in Hernando being selected by The Department of Environmental Quality to be an Enhanced Certified Community. It certifies cities that exhibit superior green practices; Hernando is one of four cities in the state that are Enhanced Certified Communities. Republic Services offers recycling for $3 a month.

faith & worship Dynamic, caring, spirit-filled congregations with mission-oriented members make up churches in the greater Hernando area.

First Presbyterian Church, one of the oldest congregations in the Hernando area, is an active part of theDeSoto County Community Prayer Breakfast.

This annual event draws hundreds of people together each year from all walks of life and religious denominations.

First held at Bonne Terre Inn and Café in 1999, the prayer breakfast was launched between First Presbyterian and a predominantly African-American Church. “When you come together as a group, you focus on the things that are important,” First Presbyterian Church pastor Rev. Robert A. “Chip” Hatcher said. “Jesus himself prayed that may they all be united as one. In a time when it’s easy to focus on what’s dividing us, and assign blame, and focus on what went wrong, we can simply come together and pray as one people.”

Through the years, the keynote speakers have included astronauts, musicians, philanthropists and both local and national political leaders.

First Presbyterian, among others, also partner in the Interfaith Council on Poverty’s Food Pantry which serves impoverished and disadvantaged families in the greater Hernando area. Hernando United Methodist Church recently celebrated 175 years of serving God and the community as it looks to serving the needs of its congregation and community. From its earliest days as a pioneer church in the lands carved from Chickasaw Indian territory, Hernando United Methodist Church has grown from a few faithful worshipers into a thriving, dynamic congregation meeting the challenges and spiritual needs of Christ’s followers in the 21st century.

From supplying mosquito nets for children in Africa to making more than 20,000 meals last year for the earthquake-stricken people of Haiti and ensuring safe drinking water through the Honduras Living Waters mission, Hernando United Methodist is making a difference. The church also mounted relief efforts in the wake of Hurricanes Katrina and Gustav.

Longview Point Baptist Church’s outstanding youth outreach is a hallmark of its Christian fellowship. In partnership with other area churches, Longview Point seeks to assist young mothers and foster parents as well as sending missionaries to Africa and other points around the globe.

Colonial Hills Church is involved in many aspects of community outreach from overseas mission trips to helping hurting individuals in their own backyard. Hernando boasts a myriad of local events and attractions that bring in locals and visitors alike. History buffs, horse enthusiasts, and growing families— Hernando offers something for people of all ages and walks of life.

The city’s Historic Town Square is home

to the DeSoto County Courthouse. Built in 1942 after a fire destroyed the previous building, the courthouse contains a dazzling display of murals on its walls that depict Hernando DeSoto’s arrival and discovery of the Mississippi River. Surrounding the courthouse is a diverse array of shops and restaurants. The Square is also home to several events each year.

One of those events is the Water Tower Festival held in the fall. This weekend-long yearly event features a 10K, live music, food and craft vendors, and a car show. A big draw of the festival is the barbeque cooking contest that attracts teams from all over the mid-south and surrounding areas.

Thankfully, the barbeque is also available for patrons to purchase and enjoy. The festival is family oriented and includes a variety of musical acts and a kids’ fun zone that includes moon bounces and activities.

One of the most well known attractions in Hernando is the DeSoto County Museum, which spotlights the history of the county from 1541 to the present. Some of the displays in the museum include artifacts from the time of Hernando DeSoto’s arrival in the area and his contact with the Native American inhabitants. An exciting display features an original touring piano of Nesbit resident, Jerry Lee Lewis. Not only is he famous for his music but he married in Hernando when it was known as the Marriage Capital of the country. The museum also focuses on important events in the agricultural, recreational, and social development of DeSoto County. Even though the museum focuses on the history of the county, it does not neglect the goings-on in modern DeSoto County. These exhibits include the Mississippi RiverKings, The Landers Center, and local artwork and information on each city in the county. The DeSoto County Museum is located at 111 East Commerce Street.

“The DeSoto County Museum spotlights the history of the county from 1541 to the present. Some of the displays Cedar Hill Farm, located just outside of Hernando in the community of Love, is a major attraction for families in Hernando and DeSoto County. This family owned farm, first opened to the public in 1996, offers a wide variety of events suitable for all ages. Children can enjoy a petting zoo, pony rides, hayrides, a play area, and the opportunity to pick your own—berries, pumpkins, and other fresh produce. The farm offers yearround field trip opportunities including Easter, Spring, Pumpkin, and Christmas Tree field trips. Older children will enjoy the opportunity to play paintball, work their way through the corn maize at Halloween, or have a frightful good time on the haunted hayride. Cedar Hill Farm is also available for private and company events, and can be rented for weddings and receptions.

In addition to Cedar Hill Farm, local residents have the opportunity to visit the Merry Christmas Tree Farm each holiday season. Visitors to the farm can pick out and cut down their own Christmas Tree.

throughout the year. A reservoir on the Coldwater River, Arkabutla Lake is 40,704 acres of some of the best Crappie fishing in the country. Also known to many in the area as the most windy, it offers opportunities for sailing. Visitors to the lake can also swim, camp, hike or just enjoy a picnic.

Civil War history enthusiasts will enjoy the DeSoto County Confederate Monument located in the Old Hernando Memorial Cemetery; it was erected shortly after the Civil War ended and serves as a memorial to the Confederate soldiers who died during the war. The cemetery has the largest number of Confederate graves in the county with more than 100 marked graves and a mass grave for 60 soldiers. Spring Hill Cemetery, one of the oldest in the county, includes the graves of Hernando’s earliest settlers including the first mayor.

Horse lovers will take pleasure in a visit to the Mid-South Dressage Academy. The academy offers horse lovers of all abilities access to lessons, clinics, camps, and schooling in a world-class facility which includes two full-size, all weather arenas.

The MDA encourages its students to develop self-discipline and confidence in their mastery of equestrian skills.

Weekend retreats, camps and lesson horses are also available.

Hernando has a rich and extensive history in the music of the delta— the blues. In the 1920s, Hernando was instrumental in the formation of Memphis as a center for blues music since several prominent musicians from that time—Jim Jackson, Robert “Tim” Wilkins, jug band leader Gus Cannon, and Dan Sane, partner of Beale Street blues pioneer Frank Stokes, among

others—claimed Hernando as their birthplace. They were honored with a blues marker in Hernando for their many contributions. ‘Mississippi’ Joe Callicott, born in Nesbit, was a Delta blues singer and guitarist with several well known recordings. He was honored with a marker at the cemetery where he was buried. These markers, located at significant points in blues history throughout the state, tell the stories through words and images of blues musicians who have influenced the genre. They explain how the hometowns of these men and women have influenced—and continue to influence—their music.

Hernando is preserving our past while looking to the future.

Hernando, the oldest incorporated

city in DeSoto County, leads the way in historic preservation. After a century of losing many historic structures, the city now has an active preservation commission which oversees five historic districts in the city.

“One of the reasons we protect our older buildings is to preserve the character and fabric of the community,” says City Development Director Shelly Johnstone. Old buildings and storefronts across town aren’t being torn down- they’re being used to house innovative new businesses.

The DeSoto County Museum has taken an active role in preserving not only Hernando’s history, but the history of DeSoto County. A main focus of preservation for the museum has been a creation of a photo archive which contains many images of lost historic structures.

“For the past ten years we have been collecting and preserving images of the community. In many cases, the only physical evidence we have of some of the structures lost to fire, war, and development are our photos,” says Brian Hicks, Director of the DeSoto County Museum.

The following images showcase some of the lost and preserved historic structures of Hernando.

Hernando has been home to four DeSoto County Courthouses. The first was a two room log cabin built ¼ of a mile south of the current courthouse in 1837 and burned in the 1850’s. A second wooden courthouse was built only to be burned by the Union troops in 1863 and later condemned. Construction on the new “French Castle” courthouse began in 1870 and completed in 1872. In 1940, the building became the third courthouse to be burned when an arsonist set fire to the bell tower.

Our current courthouse was built in 1942 and is in Colonial Revival Style. The most notable feature is the seven murals featured in the interior. Donated to DeSoto County in 1952

by Fred Goldsmith of Goldsmith Department Stores, they originally hung in the Gayoso Hotel in Memphis. The murals depict Hernando DeSoto’s exploration of the Mississippi River.

Church Park, often used for

tennis lessons and family picnics was once home to an Episcopal congregation.

When the Episcopal Church disbanded, they allowed the Catholic Church to begin holding services there. The church partially burned after being struck by lighting and was later torn down. The stained glass windows were used in the building of St. Timothy’s Episcopal Church in Southaven.

The city later used the land to create the park that you now see on Commerce.

once stood where the vacant lot is at Commerce Street and Highway 51. The building housed a barber shop, a drug store and doctor’s offices. The building burned in the 1980’s and has yet to be rebuilt. The vacant lot is often used during festivals held on the square.

Home once stood where the Hernando Post Office is today. With hand-stenciled wall paper, furniture from Paris and wrought iron from New Orleans, it was thought to be the most beautiful home in all of DeSoto County. According to local legend, during the Civil War, Col. White’s home was occupied one evening by Union troops garrisoned in town.

His daughter was forced to provide dinner and entertainment for the troops as they took over the home. Unknown to those soldiers, the cellar of the home was filled with hidden Confederate troops, mules and supplies.

The oldest continually used church building in Hernando is located on the grounds of the DeSoto County Museum. Constructed in 1878 as the First Presbyterian Church, it hasn’t changed much throughout the years.

In 1878, yellow fever wiped out most of the congregation but it was able to rebuild. In 1999, the Historic DeSoto Foundation purchased the building and continued to rent the church to a congregation. On Thursday evenings, the church is also used to host bluegrass and gospel singings.

The city of Hernando has a lot to be proud

of: Healthiest Hometown in Mississippi in 2010, Mississippi’s Favorite Farmers Market two years in a row and 7th in the nation in large markets, Tree City USA, Preserve America Community, Playful City USA for four years in a row, ranked 79th in Money Magazine’s 100 Best Small Towns, featured in CNN’s Great American Small Town Series and ABC’s Everyday Health program, new retail openings, grants for park facilities and bike safety. However, the mayor is not interested in resting on laurels. He and the Board of Aldermen are always looking for ways to improve this city that has garnered national attention for its efforts to improve community health. That includes both expanding on current services and looking at

some new ones. “We are fortunate to have residents that give us valuable input about the amenities they would like to see in Hernando,” the mayor notes.

Some of the most popular quality of life features involve walking and biking. The city is committed to improving old sidewalks, striping new bicycle lanes and installing bike safety signage. This year Hernando will begin construction on a linear park, funded in part by a $610,000 grant. The park, for walkers and bicyclists, will be ten feet wide and two miles long and will have benches and landscaping to help make the journey more enjoyable. “It’s not only a place you’d like to walk and bike, but somewhere nice to hang out,” the Mayor says. It will also link two parks and traverse a busy

commercial and school route. With a Safe Routes to School grant the city will also be able to install sidewalks in the neighborhoods adjacent to Oak Grove Central Elementary School.

In addition to the lunch stopover for the Fed Ex Rock ‘n Roll MS 150 bike ride, and the Chickasaw Trails Association Red Pride Ride, the city and the Hernando Bicycle Club are sponsoring the Ride of Silence. Other bicycling activities include “biking for transportation” training with a progressive ride from Southern Bancorp to the Farmers Market and LeBonheur’s Miracles in Motion fundraising ride.

The city believes strongly that health tourism events will encourage young professionals to want to call Hernando home – and locals like it, too! This year, the popular Hernando Water Tower 10K will be held on the same day as the Water Tower Festival,

helping to erase confusion between the traditional 5K with the same name. “Because there are so many 5Ks in October, we are replacing the festival 5K with the Water Tower 10K,” notes the mayor. “Everything else about the race will remain the same.

It will start at 8 a.m., and participants will receive a nice long-sleeve t-shirt and a great goody bag. Because the race course is certified by the Memphis Runners Track Club, we always have a lot of participation from serious racers,” Mayor Johnson adds.

The city is also working to become a “child friendly community” as measured by indices established by the statewide Excel by 5 program.

Excel by 5 is an innovative early childhood community certification process that helps get kids ready for kindergarten. Studies show that early intervention can mean the difference between a successful student and one who struggles. The program emphasizes the important roles parents and early childhood educators play in the lives of children during

these formative years, from birth to age five. Hernando has been accepted as a Candidate Community and expects to be certified in the next two years.

Also, important to the mayor is the idea of giving youth a voice in shaping decisions that affect their lives in Hernando. With the input of the Mayor’s Youth Council, the mayor knows that Hernando can craft smarter policies and develop better solutions to issues of importance to city youth. Young people who are involved in positive activities are also less likely to engage in risky behavior, and better equipped to become leaders. In addition to providing input on policies affecting young people, The Mayor’s Youth Council hopes to be involved in activities that will better the community.

Because Hernando is a destination of choice, key indicators of growth, like building permits and privilege licenses issued shows Hernando has been weathering the downturn in the economy better than many communities. “We’ve seen healthy growth in the retail sector, and we lead the other municipalities in residential building permits issued,” says the mayor. “We hope this will continue with improvements in the national economic outlook.” But for community members who are still suffering economically, the Mayor’s Relief Fund helps provide assistance to those who are struggling to pay their bills. “We have had a gracious anonymous donor provide financial help to Hernando citizens who had trouble paying their city utility bills,” says Mayor Johnson.

“Now we have formed a committee that is looking at ways in which we can work with other philanthropic groups to fill in the gaps that might be there.”

Another draw for new residents to Hernando is how good a steward of the natural environment the city is. “Young professionals and retirees alike want to know that they are moving to a place that cares about the environment, from clean water and air to recycling,” says

the mayor. The city has once-a-week curbside recycling pick up, and was just selected to be an Enhance Community, a green city designation given by the state’s environmental agency.

This year the city will have a new Director of City Planning. “Hernando is known statewide for our progressive planning program. We often have visitors from other communities wanting to see what we have done,” notes the mayor. “The Board is looking for someone to continue the tradition of ensuring that Hernando looks great and functions well.” Strong community input into the comprehensive plan, a solid historic preservation program, good code enforcement, and sensible design standards are the hallmark of the city’s program.

With the economy slowly improving, the Mayor and the Board hope to keep the city on firm financial ground.

“Like any family putting money away for a rainy day, we are always trying to increase our reserve fund,” Mayor Johnson says. “Current residents and businesses, as well as those looking to relocate, want to be a part of a stable financial environment”.
