City drops ZOOM call-in feature

Crescent City dropped its ZOOM call-in feature following a series of racially-motivated prank calls during the March 4 Public Comments agenda. During that meeting, six unidentified ZOOM callers made anti-Semitic and vile African-American hate comments under the pretense of offering opinions on unrelated City items. The Triplicate opted not to give voice to virulent so-called Free Speech and did not publish this news.

According to City Attorney Martha Rice, Hate Speech is protected speech allowed by the 1st Amendment to The Constitution and cannot be curtailed unless speech rises to a level of violence. The series of callers who remain anonymous were not identified as local individuals and believed to be pranksters. The calls did not spew out or incite violence.

At the Tuesday, March 18 Meeting, the Agenda displayed no reference to ZOOM for callers to contribute to Public Comments on any item on the Calendar. Prior to placing discussion / action item to consider the ZOOM feature, Mayor Blake Inscore who sets the Agenda, made the decision to pull the ZOOM call-in feature for last night’s meeting, pending full Council discussion toward the end of the meeting.

Advanced Air inaugurated its

service with a near-full passenger manifest of 26 (30 passenger capacity) on the quick 1:40 hour hop to Hawthorne (Los Angeles) Municipal Airport (HHR). The flight touched down on the, 4960’ Jet Center strip smoothly and on-time.

Earlier, the same aircraft cruised down to Oakland (OAK) on a :45 minute jet jaunt and returned to CEC to pick up more passengers at CEC before the afternoon flight down South.

The Air service marks the beginning of the new non-stop jet service era to Los Angeles Hawthorne Jet Center located just a quick shuttle trip south of LAX.

Advanced Air supplants Contour Air which provided service to Oakland. Founder and Chief Executive Officer Levi Stockton, who was aboard both inaugural flights, Sunday welcomed trailblazing passengers on the first flights.

Smith River Students Share their Vision for a New Community Field

Some months back, a group of Smith River students representing their individual grade levels shared student discontent with the condition of the sports / athletic field. The group met with principal Nicole Cochran and student advisor Marcus Endert and shared with Staff a heady idea: Students told Administration the condition of the athletic field at Smith River School has some serious issues. The Field is in need of major renovation. This group of students is comprised of Kaitlynn Lopez, 6th grade, Serenity Endert, 7th grade, Toby Endert, 6th grade, Dylan Walkley, 8th grade and Augustus Bieber, 8th grade.

Here are the challenges on the field:

• Gophers have chewed up the grounds, creating unsafe playing conditions.

• Unleveled ground equals uneven lines.

Commemorating the “ Monster Tsunami which he chronicled in his book, Powers thanked the audience and Council for the opportunity to first write, then speak about his non-fiction book, The Raging Sea, the worst tsunami in U.S. History. The flood destroyed Crescent City 60 years ago. “ The big one, the monster (fourth wave) hit Crescent City at jet speed 1:45am (Saturday, March 28). It came in at Endert’s Beach 23’ high, went 2.5 miles up the Elk Creek,” recounts Powers. Loss of life was profound. 11 perished, hundreds injured, the destruction was unimaginable. Debris was tossed about like tinker toys and rag dolls. Houses, cars, refrigerators, even horses and dogs and yes, human beings, were tossed about downtown.

The process of counting ballots in California is designed to be inclusive. Every vote counts and every vote must be counted. There is no nefarious conspiracy to manipulate the vote count. This is not evidence of voter fraud. I trust our elections and would rather the vote count

Local Votes Matter Local votes matter the most for local races like County Supervisor. Though it was clear on election night that Valerie Starkey won reelection as 2nd District Supervisor, the 5th District Supervisor contest was too close to call. Dean Wilson had only a few votes over the 50% he needed to avoid a runoff with Heather Polen.

The final unofficial report for the vote count in Del Norte has Dean Wilson with just 21 votes over 50%. For all practical purposes, this election is now over, and we all should accept the results. This underscores the point that every vote matters. If Heather Polen had gotten 22 more votes she would be in a runoff in November.

There were plenty of votes left on the table. Fewer than 42% of the eligible voters in Del Norte County returned their ballots. Out of a total of

I support 32 hour work week

I am writing to express my strong support for the proposed 32 Hour Workweek Act, which aims to address the growing issue of stagflation and ensure that no hardworking individual is left struggling to make ends meet.

Stagflation, the troubling phenomenon where prices rise while wages stagnate, has become an all-too-common reality for many Americans. Despite working long hours, far too many individuals find themselves trapped in a cycle of poverty, unable to afford basic necessities or build a better future for themselves and their families.

The 32 Hour Workweek Act offers a promising solution to this pressing problem by reducing the standard workweek from 40 hours to 32 hours. This not only provides employees with more time to pursue personal interests and spend with loved ones but also has the potential to alleviate the strain of overwork and improve overall well-being.

Furthermore, by advocating for a federal minimum wage of $15 per hour, the legislation ensures that no one working full-time should be forced to live in poverty. A living wage is not only a matter of economic justice but also essential for ensuring dignity and security for all workers.

It is time for our lawmakers to take bold action to address the root causes of stagflation and inequality. By supporting the 32 Hour Workweek Act and advocating for a living wage, we can build a more equitable and prosperous society where everyone has the opportunity to thrive.

14,743 registered voters in our county, about 8,600 did not bother to vote. In the 5th District, 1,143 voters decided who will represent them as their County Supervisor.

Red In Blue Del Norte County is a red county in a blue state and our vote totals for non-local races are often out of step with the rest of the State. While Democratic candidates have a difficult time winning in Del Norte County, in our district and statewide races the Democrats usually win.

For example, Republican Senate candidate Steve Garvey had the highest vote total in Del Norte County with nearly twice as many votes as Adam Schiff. Statewide three Democratic candidates split the Democrat vote.

In the November General election Adam Schiff is almost certain to win and will be our next U.S. Senator.

In our Assembly District race, six Democrats split the Democrat vote and

local Republican Mike Greer received the most votes with 27.5%. However, in the General election when all the Democrat votes are concentrated on one Democratic candidate it is unlikely that Greer will win. Still I respect his audacity to run.

Undecided Race

By the time you read this we may know the answer, but as of March 19th the second place in the Assembly race was still too close to call. With 30,000 votes yet to be counted in Assembly District 2, Rusty Hicks trails Chris Rogers by 2,551 votes. Whoever ultimately prevails will face Greer in November.

Rusty Hicks got more votes in the northern counties, and he got the most votes of the six Democrats in Del Norte County. However, Chris Rogers is dominating the votes from the south. Over half the voters in the 2nd Assembly District are in Sonoma County and Rogers is a well-known Santa Rosa City Councilmember.

This same voter imbalance also created a headwind for Frankie Myers who ran an honorable campaign. Along with many others I value his leadership and accomplishments. My biggest disappointment came from Ariel Kelly and her sister who formed a PAC which spent thousands on a campaign to unfairly smear Rusty Hicks.

Looking Forward

However an election turns out, it is vital that we accept the results. President Biden said in his State of the Union address, “You can’t only love your country when you win.” I hate to lose an election if I am helping a candidate, but when the election is over, we all must find a way to work together. Now it’s time to look forward to the General Election when more local races will be decided. In November we will elect three City Council members, three Harbor Commissioners, two School Board members, two

Healthcare District members, three Library Board members and many special district board members.

The Del Norte County Democratic Party is seeking candidates that are interested in serving our community in these elected positions and will be initiating outreach soon to help identify people who are qualified and interested in running for local office. Foundational Elements of Strategic Plan adopted by the Board

The Board of Supervisors approved foundational elements of the 2024/25 Strategic Plan, specifically the Vision, Mission and Values and the Focus Areas and Goals, as recommended by the Planning Team, consisting of consultant Don Ashton of the Municipal Resource Group, Chief Administrative Officer Neal Lopez and Randy Hooper, Assistant CAO and point person for the Strategic Plan.

At the last Board meeting, the County initiated its organizational Strategic planning initiative with staff formally introducing the project to the community.

After meeting with individual supervisors, Department leadership and engaging citizens in a public workshop, began the process of compiling and organizing the data into recommendations that represent common themes from this outreach effort. The team anticipates work will be completed in time to present a draft Strategic Plan to the Board by April 9. Here are the foundational elements:

Last Thursday the group of student representatives, faculty advisor Endert and principal Nicole Cochran addressed the Trustee Board and shared their vision for a community field renovation. At present, the vision is in the embryonic stages…but this group of driven advocates should not be underestimated.

Councilor / Mayor Pro Tem Ray Altman and Councilor Isaiah Wright expressed dissatisfaction with the technical issues vexing good communication.

Councilor Jason Greenough introduced the motion to retain ZOOM; Councilor Kelly Schellong seconded the motion. Greenough and Schellong voted YES to retain ZOOM.

Councilors Wright, Altman and Mayor Blake Inscore voted NO. After the 2-3 vote, Altman made the motion to discontinue the ZOOM feature, with Wright seconding. The vote to terminate the service was 3-2. Altman, Wright and Inscore voting AYE; Greenough and Schellong voting NAY.

The City will continue to offer live You Tube streaming or taped delay for those wishing to view the meeting at a later time.

Activities on Federal Lands in the North Coast Region, Draft Order No. R1-20240012 (Draft Federal Lands Permit) and its supporting draft Environmental Impact Report pursuant to the California Environmental Quality Act (Draft EIR).

A workshop on the Draft Federal Lands Permit and Draft EIR will be held during the North Coast Water Board’s regularly scheduled April 4-5, 2024, meeting in Santa Rosa, California. The Board will not take any action at the public workshop; the North Coast Water Board will conduct a public hearing to consider adoption of the Federal Lands Permit and EIR at a later date.

This Notice of Opportunity for Public Comment and Board Workshop includes

1) a brief background on the Draft Federal Lands Permit; 2) how to review and comment on the Draft Federal Lands Permit and Draft EIR; and 3) details and participation information on the April North Coast Water Board workshop.

II. Background

The Draft Federal Lands Permit proposes to regulate certain land management activities from the three largest federal agencies in the North Coast Region - the United States Forest Service (USFS), Bureau of Land Management (BLM), and National Park Service (NPS). The North Coast Water Board has regulated the discharge of nonpoint source pollutants to surface waters on federal lands through three iterations of a Waiver of Waste Discharge Requirements permit (Waiver) since 2004. Since the issuance of the first Waiver in 2004, many lessons have been learned and environmental conditions have changed. An increasing annual fire regime, new state and federal policies, and other factors affect the North Coast Water Board’s approach to federal land regulation in the North Coast Region. These considerations, in part, prompted the development of the Draft Federal Lands Permit and a new supporting environmental analysis (i.e., the Draft EIR).

The Draft Federal Lands Permit proposes to cover discharges of waste to surface waters from timber harvest, vegetation and fuels management, roads and trails, grazing, emergency actions, fire recovery, and some aquatic habitat restoration activities on federal lands. Activities not covered under the Draft Federal Lands Permit include mining, application of herbicides or pesticides, discharges of hazardous or human waste, third parties conducting activities on federal lands not covered

by this permit, and land disturbance activities unrelated to silvicultural operations that disturb one or more acres.

The Draft Federal Lands Permit relies on permit conditions, existing federal best management practices, and the standards and guidelines contained in federal agency guidance documents to demonstrate compliance with water quality standards. Key requirements of the Draft Federal Lands Permit include the annual treatment of sediment sources across each Administrative Unit, retention of natural shade within designated riparian zones, compliance with monitoring and reporting conditions, and implementation of best management practices designed to prevent and minimize discharges of pollutants to surface waters.

OBITUARY

Norris Edwin Harp, Sr.

Norris Edwin Harp, Sr. 91, passed away on March 9, 2024, in Crescent City, California.

He served in the Navy during the Koren conflict. Norris worked in the sawmills for many years. Later he got a job with the City of Crescent City for the next 35 years doing everything that needed to be done, street work, pruning trees, keeping the malls clean, mowing the parks on Front Street on the big moving tractor. He was married to Marta for 59 years. Norris is survived by brother Ernie and two sisters, Joyce and Bonnie who live here in Crescent City. He has five stepchildren and one son of his own. Norris did a good job caring for them. Over time, they got married and gave him grandchildren and great grandchildren. They come home every summer during the 4th of July and enjoyed being

Del Norte law enforcement recognizes its own

Law Enforcement of Del Norte (LEADN) comprising ten separate agencies honored exemplary officers and staff for 2023 at last Thursday’s Annual Awards ceremony at the Cultural Center.

Friends and families of those recognized were on hand when LEADN president and Police Chief Richard Griffin welcomed the audience to this annual event. The Pelican Bay CDCR Honor Guard presented the colors, Robin Altman sang the National Anthem, Mayor Blake Inscore delivered the invocation, Chief Griffin led the Pledge of Allegiance and Sheriff Garrett Scott asked for a solemn moment of silence before the presentations commenced.

• District Attorney Katie Micks presented an award of Special Recognition to DA Investigator A.C. Field

• Sheriff Scott honored Dispatcher of the year Emily Ruggles, Corrections Officer John Hayden, Corrections Technician James Sampier and delivered Special commendations to Fred Wagner, Undersheriff Devin Perry, Sgt. Sarah Asbury, Coroner’s Assistant Michelle Green, Special Investigator John Maxwell Sgt. LeAnn McClafin, Deputy Bill Steven, and Sgt. Gene McManus

• Sheriff Scott also honored Search and Rescue volunteers Theresa Rivas, Tahnee Scott, Kathy Williams, Melanie Day and John Gale for their exemplary efforts on the Smith River Complex fire.

• Pelican Bay State Prison Warden Steven Smith recognized and honored the PBSP Honor Guard, Sgt. Kyle Re, Lt. Jennifer Hurley, Lt. James Guess, Officer Andrera Calderon, Officer Andrew Labrada and the PBSP Peer Support Team, Lt. Jason Tripp, Sgt. Jair Ramos-Vallejo, Officer Ann Melendrez.

• Chief Probation Officer Lonnie Reyman presented awards to Re-entry Probation Officer Robert Arriola and Probation Officer of the Noah Chankin.

• Redwood National and State Parks honored Devin Hahn and Sean McCaffrey.

• The California Highway Patrol recognized 2023 CHP Officer of the Year Adam Sept.

• Chief Griffin announced CCPD awards to Officer of the Year Magnolia Valero. Detective Ethan Miller and Investigator Alex Pearson were also recognized

• The Chief honored and presented the Leading the Way award to IT Specialists Fritz Ludeman and Taylor Patch as well as City Manager Eric Wier, who was part of that team.
