Front Street is open

The window of opportunity to stripe Front Street quickly arrived, dry weather prevailed and City contractors expediently seized the opportunity and commenced to painting all the road markings. City Staff were up bright and early, 8:30 Tuesday morning to cut the proverbial ribbon and voila! Front Street was now open to through traffic. Mayor Blake Inscore and Councilor Kelly Schellong were on hand to formally dedicate the newly refurbished road. Schellong thanked the public for its patience and support in fixing the iconic road. Mayor Blake Inscore recognized the multi-partnets who contributed to this project. The Mayor shared his vision of increasing City revenue and hopes to ween the City off of its dependent grants and into self-sufficiency. Measure S Chairman Ernie Perry was also on hand for the dedication. City Manager Eric Wier remarked without the Measure S quarter-cent sales tax support, this road project would not have happened. Landscaping of the new Front Street is planned this week. In late Spring, the City will complete Front St from Play Drive to 101. There’s a four-way stop at Stamps Way / G Street and Front Street.

The message remains mixed in keeping Del Norte safe; less than attractive introductory wages continue to vex rural law enforcement in California. that’s the message from Del Norte Sheriff Garrett Scott. Here’s the encouraging news: Since early 2022, the Jail has been operating with limited inmate intake. Due to limited staffing and funding, incarceration of those who’ve either committed felonies or been charged and await trial, have been restricted. One any given day, some 45-50 inmates populate the jail. Two months back, the Sheriff and County Building and Maintenance met to discuss how an older, unused part of the Jail could be put back into use. The Sheriff lamented the lack of funding was problematic. Building Dept. used its staff and sandblaster equipment and began to address the challenge. Sheriff Scott acquired fresh paint and purchased new bunks and voi-

la! Some 20 more bunk beds were similarly acquired. The jail can now detain up to 100 but to date, 15-16 additional inmates will be detained. “Corrections recruitment has been challenging but we’re doing everything possible to increase inmate population,” states the Sheriff. He continues, “ the help and assistance from County Building has been invaluable. These latest improvements in public safety are separate and distinct from the anticipated $3.08 million federal grant for jail improvements. The County is process of a final design for the allocation of this funding. No date has been announced for the New design plans for the Del Norte County jail. Here’s the not so encouraging news on patrol, corrections, bailiff and dispatch staff recruitment: Openings in all DNSD divisions remain open. Currently. GUEST COLUMNS IN MY VIEW

Del Norte County Candidate’s Forum

The Del Norte Association of Realtors sponsored a local candidates forum on January 26 which featured all five candidates for Del Norte County Supervisor. These forums are helpful to compare the candidates side by side. Candidates were asked questions about topics related to living wage jobs, mental health, Tri-Agency, offshore wind, Proposition 1, cannabis tax, housing, and homelessness. The questions were not provided in advance, so the answers were based on what was in their head. Some did better than others. Each candidate could respond to what another said, and this kept the dialogue engaging. I will highlight a few details that might help illuminate what motivates each of these candidates. Second District Two candidates are competing for this position, Valerie Starkey and Rivers Drown. One will win on March 5. Rivers Drown Rivers Drown said his highest priority would be to form a drug task force to combat the opioid epidemic and stamp out the associated drug crimes. He reiterated this goal several times but did not offer any other plans. Opioid addiction is an important issue but not the only issue. Drown worked at Peli-

can Bay State Prison for 25 years until he retired last year. Much like Dean Wilson, Drown had long term employment in a well-paid, government job. Coming from this position of affluence, they both seem to lack empathy for residents who struggle with poverty and behavioral health challenges. When asked about a living wage, Drown blithely explained that minimum wage is for entry level jobs and workers should find higher paying jobs if they want more money. This is little comfort to people working minimum wage jobs if there are no other jobs for them. Valerie Starkey Valerie Starkey was the superstar of this show. She answered the questions with examples of specific results and proposals that address the issues. As an incumbent Supervisor she demonstrated a deep understanding of current issues. For her, it is all about results. In 2022, Starkey spearheaded the formation of a County committee to find solutions for local homelessness. This partnership led to Del Norte County receiving a $10.8 million grant to support an emergency shelter, construct 50 small transitional housing units and provide supportive services. As a member of the

County Behavioral Health Advisory Board, Starkey has improved local behavioral health services. Starkey worked with Sheriff Scott and others to implement a mobile crisis response team, starting in July, which will help people in crisis get the care they need while avoiding the emergency room or jail. Valerie Starkey works hard every day for her constituents and has a proven record of results. She has earned a second term as County Supervisor. Fifth District Three candidates are competing for this position, Dean Wilson, Linda Sutter, and Heather Polen. If no candidate receives more than 50 percent of the vote on March 5, the top two will runoff in November. Dean Wilson Dean Wilson stated his highest priority is to develop a strategic plan. This is a surprisingly bureaucratic objective. The County has a Comprehensive Economic Development Strategic Plan that identifies projects to work on and a housing plan which sets goals for more housing. We don’t need another plan. We need to act on the plans we have. Wilson supports services for the homeless, because current law will not allow

a sweep of homeless camps unless you offer shelter. The courts have found it to be cruel and unusual punishment to roust a homeless person if they have no other place to sleep. Wilson says once shelter is offered a camp can be dismantled. Wilson said that he is opposed to offshore wind but that the Board should be engaged. Wilson has said this before, but this time Polen had the spunk to call him out on his misstatement. Wilson recently voted to prohibit Tri-Agency from any involvement with offshore wind. Linda Sutter Linda Sutter is an award-winning anti-tax crusader. She opposed the sales tax which is currently funding city and county services. Two years later she tried unsuccessfully to repeal this tax. She won an award last year from the Howard Jarvis Taxpayers Association for this effort. Sutter supports a reduction in the cannabis tax and a tax exemption for new businesses that locate here. She is opposed to offshore wind, Proposition 1, the Tri-Agency and Dean Wilson. She accused Wilson of voting against the interests of his constituents and criticized his opposition to public workshops on the County budget. Sutter is a persistent advocate for transparent

government and open public decision making. Sometimes her criticisms are justified, but I don’t always agree with her tactics. Last year, she filed suit against the City, County and Harbor over numerous allegations related to the operation of Tri-Agency. Heather Polen Heather Polen is the fresh face in this race. She had obviously done her homework and had strong answers to the questions. When asked to identify her top priorities she went straight to the bottom line. Polen identified roads, homelessness, affordable housing, education, and crumbling infrastructure as concerns. Then she stated that to tackle these issues we need to have an open, transparent budget with community participation. She said, “The community needs to decide what our priorities are.” Polen is not a fan of offshore wind, but recognizes that the federal government is going to “stick them out there” and it will affect us. Polen said, “The only option we have as a community is to participate in those negotiations, to study this issue, to be the most informed people at that table and do everything in our power to mitigate that risk and capture every dang dollar we can to benefit our community.” This is a nuanced po-

Kevin Hendrick sition that demonstrates a policy sophistication that is uncommon from a new Supervisor. I believe that Heather Polen would make a good, smart, and caring Supervisor. Just My Opinion I recommend Valerie Starkey and Heather Polen for County Supervisor. They are both qualified and together they would help steer our county in a better direction. Heather has shown a natural interest in Budgets and Financial Statements, and I believe she will bring much needed oversight to the finances held by the Del Norte County Board of Supervisors. I asked her why she was running for the Board of Supervisors, and she provided me with the following answer: “I am running for office because I believe that our county can do better. I am tired of a political system that lacks common sense and ordinary kindness. I am worried about the lack of true fiscal responsibility and sound, transparent, long term budgetary planning. In my neighborhood (District 5), we face real issues on housing affordability, crime, lack of health care, road maintenance, good jobs and food insecurity. I am worried about the growing poverty among our elderly population. Our county is filled with great hard working people. We are facing difficult long term problems that I believe we can solve if we listen to each other and work together. As a candidate for District 5 County Board of Supervisors, I am eager to serve the hardworking people of our beautiful and resilient community. I have lived here almost my entire life so I recognize the unique opportunities and challenges we face. My commitment is to bring effective, inclusive, and accountable leadership that truly represents the needs of every citizen. Although I do not live in her District, I have spent some time with her reviewing the latest Financial Statements and she has a thorough understanding of the process. We need that. We have known Valerie for three years. She has done some extraordinary things in that time as supervisor, that has had a huge impact on our lives. She was instrumental in moving a drainage problem forward with Del Norte Co. Roads, that eradicated a flooding problem we experienced every time it rained. She listened to local residents that live in close proximity of Preston Island. Thru coordination with local law enforcement, she was successful in eliminating overnight parking/camping and keeping homeless persons from building temporary shelters on the cliff. She was instrumental in the process of encouraging local law enforcement into exhausting all avenues possible, when we experienced a vehicle stolen from our personal residence. We have never had a person in local government, affect our lives in the manner that Valerie has. We are proud of her efforts and hope she can continue the extraordinary job that she has started with Del Norte County. Craig & Susan Roberts Crescent City --------------------------------------FOOTBALL FANS, REJOICE!!! I’m so excited for Super Bowl LVIII: San Francisco 49ers and Kansas City Chiefs. It is always a big event on the social calendar, and dangerous on the roads. In 2016, reports from Automobile Club of Southern California (Auto Club) noticed drunken driving crashes on Super Bowl Sunday were 75% higher than on comparable Sundays in January and February. Records from 2002 to 2011 show that 642 alcohol related crashes happened on Super Bowl Sunday. That was 276 more alcohol-related crashes over 10 years than there would have been

on typical Sundays. “Auto Club” noticed 28 more alcohol-related crashes happen on this date in California annually. This must change. Don’t let celebrating the game foul your life. A drunken driver hit me in 1992 when 16, and I suffer daily. Drunken driving must stop. Taking Highway 101 to go to and from a party? Don’t drive drunk. Your responsible choice could save lives. If sober, give rides to those who aren’t. Please make sure your designated driver is sober, not just less intoxicated than you. Sober rides are always available: taxis, Uber, and etc. One team wins, but everyone can with a sober driver. It takes all of us. Lori Martin Tracy, California --------------------------------------Legal system should incorporate compassion I am writing to express my deep concern about the current legal framework and its treatment of individuals who have endured severe physical, sexual, or emotional abuse, especially when it comes to cases involving children. In light of recent high-profile cases, such as that of Gypsy Rose Blanchard, and considering the complex dynamics of domestic violence, it is imperative that we reevaluate our approach to those who find themselves in a position of having to defend against abuse. Children subjected to exploitation, neglect, and abuse by their parents or legal guardians face unimaginable challenges, often trapped in a silent world of suffering. It is crucial that our legal system evolves to better protect these vulnerable individuals, recognizing the unique circumstances they endure. In cases where victims of prolonged abuse, both physical and sexual, are compelled to defend themselves, resulting in a tragic outcome, we must reconsider the

notion of criminal prosecution. The current system may inadvertently penalize those who, driven by desperation and self-preservation, take extreme measures to escape an unbearable situation. One poignant example is the case of Gypsy Rose Blanchard, whose life was marred by years of abuse orchestrated by her own mother. While I do not condone violence, the circumstances that led to such drastic measures should prompt a closer examination of how our legal system responds to victims who have no other means of escaping their tormentors. Likewise, revisiting cases like that of the Menendez Brothers (Lyle and Erik Men√©ndez) is essential. Though they were convicted for the murder of their parents, the layers of abuse and psychological trauma they endured paint a complex picture that calls for a nuanced approach to justice. It is my fervent belief that our legal system should incorporate more compassion and understanding for those who have suffered abuse. On February 20, 2024 the City Council will review the PLHA Plan, then consider the PLHA Application and approval

by Resolution. This public hearing will occur as an agenda item during the regularly scheduled City Council meeting. There will be a presentation of the plan followed by public comment. The PLHA Funding Plan will be available for inspection at the City website: https:// crescentcity.org The City of Crescent City will be allocated approximately $485,092 over the next five years through the PLHA program. These funds can be expended on a variety of eligible activities focused on the development of very-low, low and moderate-income housing in the region. As a requirement of the application, the City must prepare a Five-Year Plan detailing the activities that will be funded and how it will prioritize investments that increase the supply of housing for households with incomes at or below 60 percent of the area median income (AMI). FEMA encourages Californians to prepare now and get winter ready

FEMA is currently monitoring two atmospheric river storms heading towards the West Coast and urges Californians to pay attention to the evolving forecast, listen to instructions from local authorities and evacuate immediately if told to do so. While the current atmospheric river is on track with potential heavy rainfall in southern California, which could result in some flooding and landslides, FEMA is encouraging every community to get prepared this winter season as other storms are expected to follow. Additionally, FEMA encourages people to listen to state and local officials about storm warnings and road conditions in your area. Flooding is often the greatest threat to life and property. It poses a significant threat for drowning and can occur before, during or after the storm passes through an area. FEMA encourages everyone to visit Ready.gov or Listo.gov to learn more about how to be prepared and how to protect yourself and your loved ones during emergencies. Longtime Crescent City resident Donna M. Trone passed away peacefully at home on December 26, 2023. She had just celebrated her 90th birthday on December 10. Donna reconnected with her second husband Dick Trone at their Del Norte High School 40th reunion and remained inseparable thereafter. They were married for 30 years before Dick’s death. Donna was also preceded in death by her first husband Don Morgan son Michael Morgan (2023) and her husband Dick Trone (2023). She is survived by her son Clay (Jaonna) Morgan, daughter Shannon Davenport, daughter-in-law

Verna Morgan (Michael), stepdaughters Holly (Gary) Hunt, and Kimberly Trone, and grandchildren Jamie (Kris) Andrews, William (Crystal) Morgan, Leah Morgan, Tracy Morgan, step grandchildren Samantha Killen, Nicole Baciuna, and Shannon Reeve. Donna enjoyed camping, traveling, crafting, and square dancing. She was passionate about her role as a foster grandparent through the Del Norte School District. She volunteered for many years at Feline Rescue and always strived to give back to the Crescent City community. A celebration of the lives and love of Donna and Dick Trone is planned for

Larry Edwin Scott passed away on the evening of January 6th, 2024, after a recent diagnosis of Multiple Myeloma. Surrounded by family, he passed peacefully in the comfort of his home. Born in Monticello, Arkansas in 1948, Larry’s family moved to Crescent City, California in 1952. Larry was a mechanic in the US Army from 1966-1969; and served 18 months of that time in Korea. Sutter Coast Hospital has announced the appointment of Michael Lane as Chief Operating Officer (COO). Lane began his new position, Monday, February 5. Lane comes to Sutter Coast as the former COO at Tenet Health Care of Templeton (San Luis Obispo county) overseeing operations at six hospitals across Northern California. Lane, simultaneously served as COO of Tenet Twin Cities Hospital, a 122 bed Acute Care facility, in Templeton. Lane, a graduate of Golden Gate Hospital with a Master of Science (MS) Degree in Business Administration with an emphasis on Health Care, information technology and financial management. Lane has served as past president of Templeton Chamber of Commerce, chairing the Cancer Support Committee. He is also a Board member of the California Association of Healthcare leaders/ American College of Healthcare Executives (ACHE). Lane began his career in Healthcare services and a retired after serving twenty years from US Navy. The new COO replac-

Salmon

for the Conservation of Bighorn Sheep (SCBS), is seeking volunteers for the Annual Bighorn Sheep Survey in the San Gabriel Mountains of Los Angeles and San Bernardino counties. This ground survey will include volunteer groups hiking to a specific observation site early in the morning. The volunteers will identify and document how many sheep they see by following a simple survey data sheet form provided to each person. Volunteer groups will be led by a representative from CDFW, USFS or SCBS. Participants must be at least 16 years old and capable of hiking one to five miles in rugged terrain. Most observation sites will require hiking off-trail over boulders, crossing streams, climbing up steep slopes and possibly trekking through thick chaparral. Binoculars or a spotting scope will be needed. The survey will occur on Sunday, March 3, 2024, with a mandatory in-person orientation meeting on Saturday evening, March 2, 2024, at the Angeles National Forest Headquarters in Arcadia. Salmon also provide essential nutrition and cultural benefits for tribes throughout the region, and recovering salmon and steelhead to self-sustaining levels is a tribal justice issue. Due to extremely low salmon populations, recreational and commercial salmon fishing was closed in most areas in 2023 creating economic hardship for coastal communities.

A report released by CalTrout in 2017 in partnership with UC Davis’ , Center for Watershed Sciences found that 74% of California’s native salmon, steelhead, and trout species are likely to be extinct within a century or less if present trends continue. But recovering diverse salmonid populations throughout California is possible if we invest in landscape-scale actions, such as dam removal and floodplain restoration, that restore the ecological function of the watershed habitats on which our native fish depend for the growth and survival. A return to abundance will also require further investment in the best available science, planning, and collaborative community building needed to durably execute those actions.
