‘Uncorking Opportunity’ provides scholarships for local students BY BREE LAUGHLIN Country Media Inc.

Curry and Coos County residents can help young people pursue their education while also enjoying food and wine pairings during an ‘Uncorking Opportunity’ on Friday, Feb. 23. The ‘Uncorking Opportunity’ is an annual fundraising event put on by the Southwestern Oregon Community College Foundation in collaboration with the Oregon Coast Culinary Institute. Those who attend the event will be treated to a selection of hors d’oeuvres specially paired with Oregon wines provided by wellknown wineries from the Rogue, Umpqua and Willamette Valleys. Thanks to sponsor support, one hundred percent of ticket proceeds will go to scholarships for students pursuing degrees and training at Southwestern’s Coos and Curry campuses and the Oregon Coast Culinary Institute. “A lot of different people and businesses pitch in to make this happen,” said Brennen Javorsky, foundation developer at the Southwestern Oregon Community College Foundation. U.S. Congresswoman Val Hoyle (D-Ore., 4th District) traveled to Oregon recently, intending to hold a number of gatherings with her constituents. But those plans were altered after the state was hit with extreme snow and ice conditions that caused considerable damage in many locations and shut down power to thousands of Oregonians. Hoyle was still able to connect with people in her district, but it became more of an evaluation of the current crisis, during which she touched base with city employees, county employees, public safety officers and neighbors helping neighbors. “This was a very, very strange storm. Gold Beach and Brookings begin Battery and Microgrid Process BY NATE SCHWARTZ Country Media Inc.

In the special business and presentations section of their February 6th meeting, the Gold Beach City Council approved a letter of support for an energy resilience grant. They join the City of Brookings in their support for the application made by CoosCurry Electric Cooperative (CCEC). In a letter to the Councils, CCEC Marketing and Member Services Manager Keith Buchhalter outlines the proposal. CCEC is applying for a grant through FEMA’s Building Resilient Infrastructure and Communities program to start scoping for an energy project called the ‘Curry County Battery and Microgrid Project’. Microgrid and battery storage technology can go a long way toward combatting outages in smaller communities. Battery storage grants more options for green energy. Batteries store and reserve energy from renewable sources like wind and solar in case of outages, or for stretches without much wind or sunshine. Microgrids basically make the energy grid more modular. Instead of one massive grid, it would be made of multiple independent grids that can either cooperate or work as an island. Opinion: Congress Should Address the Nursing Shortage by Passing the Healthcare Workforce Resilience Act BY KENNETH MORITSUGU InsideSources.com

In the ever-evolving healthcare landscape, few issues are as alarming and pervasive as the nursing shortage. Throughout medical facilities nationwide, a silent crisis is unfolding — one that threatens the foundation of our healthcare system. As the demand for quality care surges, our healthcare industry finds itself on the precipice of disaster — at a critical juncture where the supply of skilled nurses cannot keep pace with overwhelming patient needs and demands. Now, more than ever, it is imperative that legislators enact thoughtful policies to support an industry in triage mode. A proposed bill offers an immediate solution to this potentially fatal issue. The Healthcare Workforce Resilience Act, or HWRA, is a bipartisan effort to rehabilitate the nursing industry by leveraging the vast pool of

trained and qualified international healthcare professionals seeking employment in the United States to fill critical gaps in care. In this time of dire need, its swift passage could be a question of life or death. Since the onset of COVID-19, healthcare professionals have fled the field in droves. Spurred by waning resources, understaffed facilities and widespread burnout, we are losing caretakers at a rapid rate. Healthcare consultant McKinsey & Co. estimates that by 2025, the United States will experience a shortage of up to 450,000 nurses, which is 20 percent of the nursing workforce. Nurses are the first to acknowledge the effect of this shortage on their ability to care for patients adequately. A study by ConnectRN found that 90 percent of nurses think the quality of patient care has suffered due to understaffed facilities. In the face of this unprecedented crisis — one that has rendered 97.6 million Americans as living in a “health

professional shortage area” — the government has failed to institute policies offering our medical facilities immediate reprieve. Currently, thousands of international healthcare professionals seek employment in the United States. Foreigneducated nurses are highly trained professionals who are qualified to provide care at medical facilities throughout the nation. Their employment offers a reliable, effective means to fill the gaps in care that could soon become chasms. However, they have been blocked from taking up viable employment opportunities for no other reason than unnecessary regulatory red tape. Last year, the State Department issued a freeze on visa applications to account for the unprecedented demand for U.S.-based employment after COVID-19. As a result, thousands of qualified medical professionals have been forced to wait until at least 2025 to take up positions that the United States is fundamentally in need of now.

Fred Fransen I’ve spent long periods of my life in Europe and around Europeans. One of the things that always astounds me is the importance of rank there. In the United States, I rarely call myself “Dr. Fransen,” despite having a doctorate. We typically refer only to physicians as “doctor.” In Europe, academics are addressed with their full range of titles: I have a friend who was always called “Mr. Professor Dr. Dr. soand-so.” He was a university professor with a medical degree and a Ph.D.; he expected to be addressed with all three honorifics. As an American, I’m less perplexed at why Europeans want to be addressed with titles than why those of “lower” ranks not only tolerate it but insist upon it — taking pride in their “betters.” They appear to enjoy being commoners in a world of royals. Consider something familiar: driving on a highway in which a lane is closed and traffic merges from two lanes to one. Inevitably, someone who “thinks they’re better than everyone else” will try to cut to the front of the line and, soon enough, someone else will block the open lane — not to get ahead, but to send a message to those who think they’re entitled to special privileges. In Brussels, where I lived for several years, the opposite would happen: Expensive cars would routinely cut to the front of the line, and other drivers would let them! Happily. Our self-anointed “elites” are just as eager to crown themselves with special privileges as elites elsewhere. We just don’t let them. It’s un-American.

Every culture has words and phrases used as insults or put-downs. In our own, few sting quite as much as calling someone “stuck up” or saying they “think they’re better than everyone else.” That’s because most Americans don’t visualize things that way. We don’t have royalty, a class of people considered better than others. When we stand in line to vote — as many of us will this year — we stand and vote as equals, rich and poor, doctor and dropout, all together. That’s one of the distinguishing characteristics of our country: “We hold these truths to be self-evident,” the Declaration of Independence proclaims, “that all men are created equal …” The Rev. Martin Luther King Jr., in his iconic “I Have a Dream” speech, declared the Declaration of Independence a “promissory note” inherited by all people that everyone, Black and White, would be “guaranteed the unalienable rights of life, liberty and the pursuit of happiness.” Of course, in 1776, as today, it was in part aspirational rather than literal. It nevertheless speaks deeply to one of the core beliefs of Americans. And when our country comes up short, we demand better. February looms large in America’s struggle to make good on its promissory note — and make things better. President Abraham Lincoln, born on February 12, celebrated his final birthday 11 days after Congress approved the resolution, sending the 13th Amendment outlawing slavery to the states for ratification. He was assassinated two months later. Five years after that, on February 3, 1870, the 15th Amendment was ratified, guaranteeing the right to vote regardless of race, color or previous condition of servitude. While recent discussions of American egalitarianism have focused mostly on racial equality and the rights of those outside the mainstream of society, America’s founding generation was more concerned about claims of birthright superiority. This was not an idle fear. Alexander Hamilton, among others, argued that the United States should have an elected king instead of a president, believing that royalty was necessary for the good of society. The idea was soundly rejected. Indeed, the drafters of the Constitution sufficiently feared the return of a monarchy that they included language prohibiting the federal government and the states from granting titles of nobility. The idea of some individuals being “better than” others just because they were born into the “right” family or have more-prestigious jobs is anathema to most Americans. We don’t judge people that way.

If passed, the Healthcare Workforce Resilience Act immediately removes this pitfall in our immigration process. The HWRA capitalizes on resources that would otherwise go to waste. The bill would recapture unused immigrant visas from years past and redistribute them to qualified healthcare professionals seeking employment in the United States, currently in an unnecessary backlog of applicants. The bill does not call for the creation of new visas; it simply reallocates a pool of unused employment opportunities previously authorized by Congress. The demand for healthcare services is increasing. Without sufficient nurses to meet this demand, patient care is at risk. Legislators must pass the Healthcare Workforce Resilience Act. By enacting policies that support a sector decimated by the pandemic, we can ensure a strong and sustainable nursing pipeline now and in the future. It is time to prioritize the

Provides that when a person is charged with committing a new felony sex crime while out on bail for a felony sex crime, the person is only eligible for release after a hearing during which the court

determines whether bail may be denied, and if bail is allowed, the person must deposit the full bail amount set by the court. Over the last few years there has been an alarming trend across the country

REQUEST FOR RELEASE OF FUNDS On or about March 1, 2024, the City of Crescent City (City) will submit a request to the US Department of Housing and Urban Development (HUD) for the release of 26 project-based vouchers (at $129,276 (2024 value) per year for 20 years) under US Code Title 42, Chapter 8 of the United States Housing Act of 1937 (42 USC 1437f) as amended, to undertake a project known as the Harbor Point Senior Housing Project (project). The future annual funding amount for the project-based vouchers may increase each year, consistent with the annual change in the value of the fair market rent for the Project area. As such, the estimated total HUD Project funding over 20 years is $3,302,311, based on an annual percentage increase of 2.5 percent. The project proposes construction of 26 income-restricted rental housing units for seniors and one market-rate manager’s unit (for a total of 27 residential units). All of the proposed units would occur in one rectangular, three-story building that would be approximately 40 feet in height and contain a total of 24,174 square feet (s.f.) of floor area (with a building footprint of 7,725 s.f). The three-bedroom, two-bathroom manager’s unit would be 1,025 s.f. in size. Twenty-three of the units (88 percent) would be one-bedroom units that would vary from 531 s.f. to 585 s.f. in size. Three of the units (12 percent) would be two-bedroom units that would vary from 694 s.f. to 714 s.f. in size. Twenty-six of the units would be reserved for low-income seniors as part of the Section 8 ProjectBased Voucher Program. The project would also include a lobby, manager’s office, sunroom, sitting room, outdoor sun deck, covered entry, fitness room, laundry facilities, an elevator, stairs, and other circulation spaces. Site development includes sidewalk and driveway improvements, 29 off-street vehicle parking spaces with two accessible spaces, new walkways, utility infrastructure, a trash and recycling enclosure, landscaped open space, outdoor lighting, signage, and wood fencing along the southern boundary. The project would be supported, in part, by 26 projectbased vouchers, which are a component of HUD’s Housing Choice Voucher Program. Legislature to fund the program. “Oregon’s leaders have been working together to get to a ‘yes’ on this common-sense program for our state’s food insecure children,” said state Sen. Deb Patterson, D-Salem and one of five lawmakers on the Oregon Hunger Task Force. “Our legislature must find a way to secure funding to unlock these federal dollars, and feed hundreds of thousands of young Oregonians.” The DHS submitted a notice of intent in late December to the U.S. Department of Agriculture, which is administering the program, signaling its intent to participate. The agency, along with the Oregon Health Authority and the Department of Education, needs to submit final details by midFebruary, just over a week after the legislative session starts Feb. 5. At least 45 states, territories and tribes have signed up. That means the program likely will reach 21 million children — or around 70% of U.S. children eligible for government meal programs, officials from the USDA said. Sunderland said lawmakers have to approve the plan the state submitted

on Dec. 28, approve operations and budget plans to be submitted to the USDA and allocate funds to run the program. “State funding is necessary and without it, the program will not be offered in 2024,” Sunderland said. “The next earliest opportunity for Oregon to offer the program will be in 2026.” The $12.7 request to the Legislature would bring $70.5 million in food benefits for Oregon families this summer and next, Sunderland said. The federal government would pay the other $12.7 million in administrative costs. DHS, the Oregon Health Authority and Department of Education want to add 70 positions to deploy and support the program, with 55 for DHS, eight for OHA and seven for the education department. The positions would be put in place at different stages during the biennium, Sunderland said. About 205,000 children in Oregon whose families are already on federal assistance, like SNAP, would be automatically entered into the program, known as summer EBT. That means they would receive benefits without any action by their parents or guardians. Sunderland

said families of about 84,000 other children would need to apply. This would not be the first time Oregon has offered supplemental food assistance for children in the summer. It was one of the first states to take part in a similar program for children in 2011. It stayed in the trial program until 2018, when it no longer qualified for the grant. By then, the state was giving nearly 72,000 children $30 a month during the summer for groceries. “The reason I am sharing these things with you today is not just because I feel it is my duty to keep you informed. It’s also in an effort to make sure you know what we are dealing with and to ask for your help. In other words, community participation and input on important topics is a driving factor on how we, as your County representatives, advocate for you” stated Alcorn’s address. For the last priority area, Quality of Life, Alcorn touched on the importance of the County’s first responders. He mentioned the three major fires that affected Curry County last year, and took a moment to acknowledge Benjamin Charles Sapper, a fire-fighter lost in duty in 2023. The address concluded with a frank look back at the County’s finances, which are unfortunately not in the most balanced state. In 2023, $4 million was transferred from the Road Fund to the Sheriff’s Office. Alcorn cited Measure 110 and an upward trend in violent crime as reasoning for why the County needs a fully staffed, alwaysavailable Sheriff’s Office. “If we stop using Road

Funds to compensate for Sheriff’s patrol, we will need to cut County services across the board by 49%. If we continue to use Road Funds to offset the deficit in Sheriff’s Patrol as has been done in the past, we will be looking at approximately 31% of the County’s budget being cut. The cuts won’t just be one department or service – they’re Countywide and will severely impact our ability to provide even basic services. We must either find a creative manner to handle cuts, or a hefty funding solution. Hope is not a good plan,” stated Alcorn on County finances. To arrest this issue, Alcorn announced that the May Ballot will include a levy to fund Police Services moving forward. This will include funding to provide

24/7 service for the Curry County Sherrif’s Office, maintenance for the Curry County Jail, and resources for the District Attorney’s Office. The levy will have a citizen’s oversight committee and be reevaluated every 5 years. “This levy will fund the level of service we as citizens of Curry County rely on in the present day, and in consideration of the ever-changing threats to public safety. In May, we will provide you, the people, the opportunity for change. If you choose to fund our Sheriff’s Office, you will see a level of service you have never seen before” said Alcorn to close his address. Curry Board of Commissioners: State of the County address financial concerns The Curry County Board of Commissioners (BOC) held a business filled meeting on February 7th, 2024. On the agenda for the meeting was the annual ‘State of the County’ presentation. STATE OF THE COUNTY “The mission of 2023 was efficiency in the face of adversity,” opened BOC Chair Brad Alcorn’s 6-page ‘State of the County’ address. Though Curry County did see its fair share of said adversity in the past year, the BOC was still adamant about hitting the goals they’d set for themselves. According to Alcorn, the BOC’s priority areas were Economic Development, Infrastructure, Public Trust, Financial Stability, and Quality of Life. Alcorn touched on each of these interconnected areas. On the point of economic development, Curry County was able to use Transient Lodging Taxes to assist the Economic Development Department in their duty to support economic stability, business development, and job creation. Alcorn was keen to point out that Economic Development is inherently tied to the availability of accessible housing. With the State of Oregon setting aside $5 million to invest in local housing projects, the County will be looking to secure one of these grants. “The Board’s priority is not only creating economic opportunities, but also allowing housing and other infrastructure projects to move forward,” said Alcorn. An infrastructure development that the BOC will continue to adamantly oppose is the installation of offshore windmills. Though there are a host of benefits that can come from an increase in renewable energy, many view the concept of windmills as an afront to the natural beauty of the South Coast. A development that has been in the works is the Rogue-Siskiyou Regional Fire Training Center. For which, the BOC was able to transfer State grant funding.

“Once completed, this facility will not only provide robust training opportunities to local, regional, and statewide first responders, but will also provide a firearms range accessible to the public. We are excited to see the ways that the Center benefits our local communities, and it certainly will enhance our response to wildfire season,” said Alcorn about the project. Alcorn went on to address the cyber-attack that befell the County in late April of 2023, stating that while it greatly affected the County’s short-term ability to provide essential services, in the long-term it allowed the County to find robust solutions for the IT infrastructure. According to Alcorn, the County is more secure and up to date than ever before, thanks to the assistance of a number of local agencies and nonprofits. One such agency was the Lane Council of Governments, who are still an essential piece of the County IT Department. Through this relationship, the County was able to improve another priority area, Financial Stability. In the same meeting as this address, the BOC appointed the LCOG’s former Finance Director, Keina Wolf, to the Finance Director position in Curry County. Having a qualified finance director will be a huge boon for the

community, as there are a number of fiscal challenges facing the County. “Last budget season, we immediately recognized that the true state of County finances was unknown – the most concerning problem was that our accounts had not been reconciled for the previous two fiscal years… This year, our Department Heads have made it work with a careful combination of discipline, doublechecking, and a bit of luck. This year, staff have been hard at work reconciling the books to ensure that our finances will be accurate,” states Alcorn on County finances. Alcorn went on to describe the two ‘financial cliffs’ facing the County’s immediate future: the general fund deficit, and road funds. According to Alcorn, the BOC was able to address the road funds issue by changing their approach to equipment purchase and use. A new emphasis on maintenance and longevity saw a huge impact on finances, which contribute to what the BOC claims are savings of approximately $5 million. Regarding Public Trust, Alcorn noted that the BOC have changed meeting times to better accommodate those with trickier work schedules. They have also began hosting workshops in both North and South County. Alcorn pointed to the County’s need for community input.

Columbia LTD The newest of the four companies is Andrew Gorgey’s firm, Columbia ltd. Started in 2014, the firm operates out of Colorado, where many of its more impressive resume items were conducted, though they have history throughout the West Coast. Gorgey, who would be acting Executive Recruiter for

Brookings, has previously made a similar recruitment for Benton County, OR. Though his track record in resort towns specifically (mostly in Colorado) is worth mentioning. “I have successfully recruited the city, town, or county manager positions in mountain, resort, tourist, or smaller communities, including nearly all of Colorado’s major resort and mountain communities (Aspen, Carbondale, Gunnison, Telluride, Vail, and Winter Park),” states Gorgey in his cover letter. Experience with cities who maintain a strong pull for outdoor recreation could provide useful for Brookings, though there are other proposals with more of a footing in the local area. Columbia ltd’s total consulting fee is $27,000, all expenses included. This places it as the 2nd most expensive of the proposals. In conclusion, the Brookings City Council are still at the beginning of this recruitment process. This work session was held to review and discuss the proposals, with no motion likely to come until the next proper City Council meeting. More discussion is likely to follow in what will be a mutli-month search and interview process.

Oregon’s chiefs of police, sheriffs, district attorneys and city leaders outlined a roadmap to assist the Legislature in addressing Oregon’s extreme addiction crisis, the release said. The release states the coalition understands the complexity of the issue and

appreciates the work of Co-Chairs Senator Lieber and Representative Kropf as legislative session approaches. “While we generally support the co-chair’s proposed plan on HB 4002, we find the low- level C-Misdemeanor penalty and the requirement for officers to offer a deflection program instead of arrest to be a complex and resource-intensive approach that we are unable to support,” said Crook County Sheriff John Gautney, President of the Oregon State Sheriffs’ Association. “The proposal outlined today lacks the necessary incentives for individuals struggling with addiction to

actively seek help and places our law enforcement officers in the challenging position of engaging without the tools necessary to be effective,” McMinnville Police Chief Matt Scales, President of the Oregon Association of Chiefs of Police, said. One portion of the coalition’s 11-part proposal suggests reclassifying Possession of a Controlled Substance (PCS) from an E- Violation to an A-Misdemeanor. “We can restore Possession of a Controlled Substance (PCS) to an A-Misdemeanor and present new post-BM 110 modifications that reflect the desire for treatment intervention,” Scales said.

“This should include diversion eligibility and dismissal of a charge upon successful completion of the one-year diversion and any required treatment, taking the DUII approach. “In addition, unlike DUII diversion, drug PCS related cases should be eligible for multiple diversion entrances. The current E-violation for possession of a controlled substance is infective and fails to connect persons struggling with severe addiction to the treatment they need. An A-Misdemeanor with diversion will compel those struggling with addiction to enter treatment without turning to an approach that focuses on incarceration.”

Tax season launches new tax credit for Oregon children With the start of tax season, low-income families raising young children in Oregon now have access to a new tax credit that can help them make ends meet. Eligible families can claim the Oregon Kids’ Credit, worth up to $1,000 per qualifying child, by filing a tax return. Established by the Oregon legislature last year, the Oregon Kids’ Credit is available for families making no more than $30,000 a year and raising a child under six

years old. A family can claim the tax credit for every child that meets the age requirement, up to five children. “This tax credit is designed to help the most vulnerable families in our state stay afloat, providing extra cash needed to raise their kids,” said Tyler Mac Innis, a Policy Analyst with the Oregon Center for Public Policy. “But to get the credit, families need to file a tax return.” The Oregon Kids’ Credit received near unanimous support in the legislature

on its way to becoming law. Despite the contentious legislative session that included a weeks-long walkout by Senate Republicans, the Oregon Kids’ Credit made it out of the House with a 51-1 vote, and out of the Senate with a 24-1 vote. “The enactment of the Oregon Kids’ Credit demonstrates that we can come together to improve the lives of Oregonians,” said Representative Andrea Valderrama (HD-47, Outer East Portland), a chief sponsor of the legislation.

“These additional resources will help improve the lives of children in my district and all across the state, now and into the future.” Nearly 55,000 children across the state stand to benefit from the Oregon Kids’ Credit, disproportionately children in rural communities, according to the Oregon Center for Public Policy. (A table below shows the estimated number of eligible children in each county.) But as with any tax

credit, claiming the Oregon Kids’ Credit requires filing a tax return. The deadline for filing is April 15. For families struggling to get by on low wages, the benefits of filing a tax return can go well beyond getting the Oregon Kids’ Credit. These families also likely qualify for the federal and state Earned Income Tax Credit, as well the Working Family Household and Dependent Care credit, Mac Innis said. Families needing help

filling a tax return may be able to access free tax preparation services. Those can be found by visiting a resource page prepared by the Oregon Department of Revenue, or by calling 2-1-1. “The more eligible families get the Oregon Kids’ Credit, the more secure and healthy they and their children will be. That makes the whole state better off,” Mac Innis said. “It’s in all of our interest to ensure that eligible families claim the Oregon Kids’ Credit.”
