and in 2016, it tabled decisions on several others to gather more information on the organizations’ budgets. The commission will finalize its budget in January, Beasley said. Beasley cautioned the commission that he expects to receive funding requests to assist one or both proposed convention centers that are in the planning stages. Requests approved Wednesday: • Foundation of the Arts, $54,900 to advertise a variety of programs. • ABATE, District 2, $35,000 to promote the Riding on the Ridge Rally on June 2-4, which benefits Jonesboro DARE and Out of the Dark. • CityYouth Ministries, $11,000 to promote a variety of events.

• Crowley’s Ridge Cruisers, $5,000 to promote its Oct. 15, 2016, event, which benefits Miracle League. • Craighead County MLK Commission, $6,300 for Martin Luther King Jr. Day events. • Delta Symphony Orchestra, $9,000 to promote an expanded performance schedule. • MidSouth Collegiate Open disc golf tournament, $1,500 for a tournament that attracts teams from as many as seven states. • Hispanic Community Services Inc., $9,000 to promote Vaqueros & Sombreros 2016, a barrel racing event to be held at the ASU Equine Center. • Jonesboro Youth Bowling Association, $8,500 to host a national pro bowling tour June 3-5.

the roof renovations could start anytime between 2017 and 2019. A millage increase will not be sought to fund any of the projects. Construction is also half-way completed on a $810,000, three-classroom addition at Jonesboro Kindergarten Center. Superintendent Kim Wilbanks said construction of a 5,916-squarefoot building that will be leased to house the district’s second pre-kindergarten center is ahead of schedule. The center will be located just off the corner of Johnson Avenue and Arkansas 141. The building’s lease is possible through a $783,000 grant awarded by the U.S. Departments of Education and Human Services.

There should be no problem in having it ready for students by Jan. 1, Wilbanks said. In addition, Pointer hopes to begin a third project, a six-classroom addition on the west side of MacArthur, within the next few months. He said that project is still in the preliminary stages. In other business, the board also approved the sale of refunded bonds to Crews and Associates, Inc., with an interest rate of 3.52 percent. The bond’s principal amount was reduced to $12.37 million. “This rate generated a net present value savings of $656,605.88,” Michael McBryde, a Stephens banker who works with the district, said in a report to the district.

at the storm shelter, he added. The district’s board approved the project Tuesday night along with a 2016 facilities master plan and 2017-19 partnership project applications. State partnership funding is being sought for a $1.15 million, six-classroom addition at International Studies magnet school, a $1.9 million, eight-classroom addition at the Academies at Jonesboro High School, and $1.03 million in roof renovations at MacArthur and Success Achievement Academy. The classroom additions would start in 2017 and take at least two years to complete. Pointer said

“The release of the final EIS marks the culmination of more than five years of work and the consideration of thousands of stakeholder comments,” said Michael Skelly, president of Clean Line Energy. “We are pleased to have reached this important project milestone and appreciate DOE’s careful environmental review and analysis of the Plains & Eastern project.” Arkansas’ congressional delegation introduced legislation in February that would effectively block any further Clean Line progress by giving state officials the power to allow Section 1222 proj-

power to say ‘no.’” The delegation’s most recent letter, dated Nov. 4, questioned the timing of the final EIS release, saying DOE has failed to respond to any of the delegation’s previous letters. In a statement, Clean Line Executive Vice President Mario Hurtado said there has been plenty of time for Arkansas’ delegation to express concerns. “We believe that in the past five plus years there has been ample time and many opportunities for stakeholder input and landowner feedback,” he said. As currently constructed, the Clean Line will transect parts of Jackson, Cross, Poinsett and Mississippi counties.

ects like the Clean Line, but it has been bogged down in committee. The delegation has also badgered DOE Secretary Ernest Moniz with letters requesting answers to a lengthy list of questions, which mirror the concerns expressed by constituents at public hearings. “When a road, pipeline or power line is built the use of eminent domain is sadly unavoidable in some cases,” said U.S. Sen. John Boozman, RArk. “However, this difficult decision should not be in the hands of Washington bureaucrats. If a project is not good for Arkansas, our governor or public service commission should have the
