The eligible heat is supplied to a building via a plate heat exchanger or low loss header plus a non return valve as shown in the schematic (see Metering Placement Examples, example E.1), such that the building has a heat distribution system separate to the main distribution loop served by an installation. There are no ineligible heat uses within the same building that the decentralised plant is located. The ineligible plant is operated in such a way that the heat from it does not contribute to the output as measured by any RHI-relevant heat meter. The meter is capable of capturing heat used only for eligible purposes. Any plant or plants within the building are not providing heat for any use outside of the building. There is one exception to this requirement; this is when heat is being provided to a separate building via external pipework that is properly insulated and under 10m; or properly insulated and the heat loss calculation associated with the heating system is under 3% of the total heat generated for the installation. 7.81. Applicants demonstrating that the ineligible plant is isolated will need to meet the following requirements. There are adequate controls in place (valves, control units, etc) to isolate the ineligible plant from the RHI heating system such that the eligible plant and the ineligible plant cannot operate at any time simultaneously. Further, any RHI relevant meter must not be affected by the operation of the ineligible plant. The RHI-relevant meter is capable of capturing only heat used for eligible purposes. Any heat losses from external pipework will need to be accounted for following the approaches set out earlier in this Chapter. The ineligible plants are operated in such a way that the heat from the ineligible plants does not contribute to the output as measured by any RHI relevant heat meter. 7.82. Please refer to example E1 in the Metering Placement Examples document for an illustration of how the metering arrangements may be set up for a decentralised ineligible plant. Please refer to examples E2 and E3 in the same document for an illustration of how the metering arrangements may be set up for an isolated ineligible plant. Note that the examples in the Placement Examples are only a representation of a few likely cases. Similar arrangements can be considered if the conditions above are met, and Ofgem will review these on a case by case basis using the principles set out above.
