Tribute Lorie Neal, IOM

A

brilliant and promising young professional, a devoted mother, a loving fiancée, a loyal friend … these are only a few of the ways Lorie Neal, IOM, can be described. On Wednesday morning, September 25, 2013, Lorie was snatched from us and entered a better world. No words can truly describe the loss felt by her family, the staff and membership of the Gallia County Chamber of Commerce and the community she so dearly loved. Lorie dedicated 13 years of her life to the Chamber, always thinking ahead, planning and developing ways to make the Chamber a more valuable asset to its members and the community. Lorie never looked at a clock when it came to working both in and out of the Chamber office. She gave unsparingly to her job and always made sure her job was performed to the best of her ability, but she was also wherever her beloved son, Trace, needed her. She accomplished the almost impossible … properly balancing her job at the Chamber and her responsibilities as a mother. She did both, so well. An inspiration to all who met her, she was a natural leader. Her ability to relate to people, of all ages and interests, was unique. She gave her all, expecting nothing in return, except to see the organization she loved so much, the Chamber, continue to grow and have a positive impact on the community.

Her abilities and capabilities were endless: she was articulate, with a command of both the written and spoken word; she could meet and communicate with anyone and everyone, always displaying her warm and friendly manner; she was a leader in the true sense of the word, recognized by other organizations, including one that was dear to her heart, the Chamber of Commerce Executives of Ohio (CCEO), where she served on the Executive Board. Many of the activities, initiated and sponsored by the Chamber, have been successful because of Lorie’s guidance and direction: the Chamber’s Annual Dinner, First Fridays, the River Recreation Festival, Legislative Day, the Golf Tournament, ChiliFest, Christmas activities, and much more, and without a doubt, the day-to-day operation of the Chamber. Lorie’s legacy will be lasting. Her contribution to the Chamber and the total community will never be forgotten. Her inspiration will urge all who knew her to do better, be better and contribute more. She will be sorely missed by all: her son Trace, her fiancé Robbie, her family, her staff and her myriad of friends. Lorie, we will never forget you and will always cherish our time spent with you.

CCI analyzes each employee’s unique claim and premium history, to find the highest level of savings … from the BWC maximum, to a lesser percentage for companies with claims. According to 2013 statistics, total savings to members of the Gallia County Chamber of Commerce were $57,656.

M a rketing and Communication

If people do not know a business exists, it cannot be successful. The Chamber can assist in planning marketing strategies, special events and networking opportunities for its members. Through a monthly newsletter, containing valuable data and updates, members are made aware of the most current information. A wide variety of advertising opportunities are also available in the monthly newsletter and on social media, which reaches thousands of people each year. Members are continually sent e-mails on special programs and upcoming events. Most of these opportunities are exclusive to members.

Pro g rams

First Fridays provide an information-sharing opportunity, with a presenter invited to convey important subject matter of value for those attending. Business of the Month promotes a different Chamber member each month in the Chamber newsletter, on the website and Facebook. Recipients also receive various forms of free advertising, thanks to partnering businesses/ members. Legislative Day is a unique opportunity for both members and residents of the area to meet, talk with and share thoughts and/or concerns with their elected officials on the local, regional, state and national level. Quarterly Business After Hours is an ideal way for a member business to share information on a social level, by hosting a meeting, attended by other Chamber members. Open Houses / Ribbon Cuttings provide other promotional opportunities, coordinated by the Chamber. These celebrate the opening of new businesses, expansions and/or renovations, as a positive way to attract new customers. … along with other programs and activities to benefit the members.

The Annual Dinner offers all members the opportunity to meet and network, with awards presented to recognize leadership and accomplishments for the past year.

Southeastern Ohio’s Treasure With a Rich French Heritage

n October 17, 1790, French victims of a land speculation scheme, arrived by flatboats along the riverfront, bordering on what is now the Gallipolis City Park. These settlers, fleeing from turmoil in France, sought the land of peace and freedom they had been led to believe awaited them in America. In May, 1790, they landed in Alexandria, Virginia, and quickly discovered the deeds they held, to the expected paradise, were worthless. When President George Washington became aware of their plight, he sent a group of New England woodsmen to what is now Gallipolis, to construct cabins and four blockhouses, to be placed on each corner of the site along the Ohio River. Undaunted and brave, many of the French arrivals decided to continue on to Gallipolis. It was a tedious trip by wagon and flatboat. When approximately 500 men, women and children arrived on October 17, 1790, they found 80

crudely constructed log cabins and the four blockhouses awaiting them. This was a far cry from homes these nobles, craftsmen, doctors, lawyers, merchants, artisans and teachers occupied in France. What they had anticipated as a land of milk and honey, turned out to be wilderness, surrounded on three sides with virgin forests and inhabited by Native Americans. Frontier life was more complicated and challenging than these Frenchmen had anticipated. In 1796, the French writer, Volney, visited and described the settlers as having forlorn appearances and sickly looks … yet the group remained. Ohio became a State in 1803. Gallia County was formed that same year and named in honor of the settlers who had been there for 13 years. By 1811, a sufficient number of New Englanders and Virginians had joined the French, to have Gallipolis be considered a Yankee town … one soon to thrive with a successful river trade. The townspeople proudly boasted a courthouse, an

academy, a number of mills, an iron foundry and several churches, along with other evidence of prosperity. By 1840, Gallipolis had a population of 1,413, with the number climbing to 3,418 in 1860. In 1865, Gallipolis became a city after reaching a population of 5,000. Today, the residents of Gallipolis and Gallia County are proud of the past and continue to work hard, as they anticipate the future. Gallia County successfully combines an abundant natural beauty with an appealing environment in which to live, highlighted by the historic and picturesque City of Gallipolis. Business and industry continue to thrive, both through expansion and new development. The majestic Ohio River offers transportation facilities, as a major thoroughfare from Pittsburgh to the Mississippi River. Convenient rail and highway capacity also exist. Committed community leaders, along with an abundant civic pride, are responsible for this ongoing success.

or those who choose to live, work and raise a family in Gallipolis and Gallia County, many life style choices are available. Over a century ago, Charles E. Holzer, Sr., M.D. began converting a house on Second Avenue, in downtown Gallipolis, into the area’s first hospital and healthcare was born in Gallia County. Dr. Holzer saw a need and his vision and leadership set the pace for continuing expansions and improvements, evolving into Holzer today. Education Committed to Excellence

Galli pol i s Cit y S chools Excellence pays off! For the first time in the Gallipolis School District’s history, the district has earned an “Excellent” rating by the Ohio Department of Education, due to the hard work and efforts of the entire staff and the students. During the past two years, several changes have taken place within the district, and have kept communication, collaboration and community in the forefront. The focus has been on curriculum, analyzing data, personnel, education programs and research-based interventions. All of those components are crucial in allowing students to be successful educationally. Green Elementary was rated “Excellent with Distinction,” and was honored as “A School of Promise” and “A School of Honor.” Rio Grande Elementary received its first rating of “Excellent with Distinction.” Gallia Academy High School received an “Excellent” rating and Washington Elementary received its first “Excellent” rating. Gallia Academy Middle School made improvements and received an “Effective” rating. With all of these changes in curriculum, instruction and personnel, the Gallipolis City Schools are making educational gains. The

instruction students receive from the teaching staff allows the students to be successful. The Ohio Department of Education has incorporated and mandated many new changes within the educational profession. These new initiatives focus on curriculum, instruction, assessments and the evaluation of the teaching staff. In addition, focus on holding teachers and students accountable for their academic growth and success is increasing. Schools need to be prepared to meet the “New Level of Expectations” placed upon them, being proactive and not reactive. In 2014-2015, the Gallipolis City Schools will provide all students with a well-rounded education, allowing each student to be competitive and college-and-career ready. They will continue to work on achieving the highest letter grade rating possible for the district, provide excellent customer services and increase communication with the community. As Gallipolis City Schools Superintendent Roger D. Mace points out, “This school district has so much to offer and is a great community within itself.”


Gall ia Co unt y L oc a l S chool D i st r ict The Gallia County Local School District encompasses approximately 400 square miles in Gallia and Jackson counties, including Addaville Elementary, Hannan Trace Elementary, Southwestern Elementary, Vinton Elementary, River Valley Middle School, South Gallia Middle School, River Valley High School and South Gallia High School. The system has a history of academic excellence, established by the joint efforts of students, families and staff, committed to continuous improvement. They are especially appreciative of a community who has evidenced support of their school district, through approval of the renovation and construction of school facilities, including two new athletic complexes, without any state assistance. University of Rio Grande / R io Grand e Communit y Col l eg e Since opening its doors September 13, 1876, the University of Rio Grande/Rio Grande Community College has strived to engage students from a wide spectrum of abilities and backgrounds, while consistently preparing them for the challenges of living fulfilling lives, reaching career goals and being responsible citizens in a culturally diverse, global community. Nestled in the rolling hills of Southeastern Ohio, Rio Grande has enjoyed a journey as diverse as it is captivating. Founded by Nehemiah and Permelia Atwood, then Rio Grande College primarily served local residents, preparing teachers and Baptist ministers. Today, the 190-acre campus provides students the opportunity for intellectual and personal growth, in a close-knit community, offering certificate programs, associate’s, bachelor’s and master’s degrees, through a unique marriage between public and private education. More than 2,300 students, from 20 states and 14 countries, attend Rio Grande. Students enjoy a 16:1 student faculty ratio, with more than 70 academic programs. It was the early ’50s, when the college sold farmland adjacent to the institution, to a young businessman by the name of Bob Evans. That partnership lasts to this day on numerous levels,

including Bob Evans Farms Hall and a growing Hospitality Management program. Just fours years later, Rio Grande garnered national acclaim for the basketball exploits of the legendary Clarence “Bevo” Francis. That exposure led to transformational growth over the next several decades. Rio Grande Community College opened in September of 1974, and Rio Grande College was formally renamed the University Rio Grande in September of 1989. Rio Grande’s campus includes 11 classroom buildings, five residence halls, the Davis Library, Berry Fine & Performing Arts Center, Esther Allen Greer Museum and the Madog Center for Welsh Studies. Gallipolis Career College (GCC), founded in 1962, is an independent, private, two-year career college, locally owned and operated by Robert and Jeanette Shirey. GCC offers six associate degree and four diploma programs. It also designs programs, specific to the needs of local businesses. The Gallia-Vinton Educational Service Center (ESC) provides services to Gallia County Local, Gallipolis City, Jackson City, Wellston City, Vinton County Local, three contract and two faith based school districts. The ESC is continually evolving to extend services to community agencies, nonprofit organizations and governmental entities. One of the fastest growing services at the ESC is the 21st Century Community Learning Centers, located at 24 sites in a three county area, serving 3500 students per year. A joint partnership with the University of Rio Grande provides professional development in science, for teachers in two school districts. New teachers benefit from a mentoring program, in collaboration with the Center of Practice, located at the ESC. An intense program for social studies, language arts and school media specialists in American history, has allowed teachers to experience various state and national landmark sites in summer field studies. The ESC is preparing to become more engaged in research and development and to support grant writing and program development, needed in the region.

BOB EVANS HOMESTEAD 

The large brick house, known as “The Homestead,” was home to the Bob Evans family for nearly 20 years. Built in the early 1820s, the Homestead served as a stagecoach stop and an inn during its early years, and earned a place on the National Register of Historic Places. On Saturday, October 12, 2013, an Ohio Historical Marker, commemorating “The Homestead,” was dedicated. Today, The Homestead serves as a company museum and historical center, offering a first-hand look at the heritage of the Bob Evans Farms Company, entrepreneur Bob Evans and his family, and the history of the region.

Built as a Tavern in 1819, owned and operated by Henry Cushing and his sister Elizabeth, it was the center of social life in the community for many years. During his triumphant tour of America, General Lafayette was entertained there on Sunday, May 22, 1825. Now the Our House Museum is a favorite of many visitors, who particularly enjoy the kitchen, located just outside the back door, the beautiful enclosed courtyard and completely renovated gardens. The Museum is staffed by volunteers, known as “docents,” meaning in French, “to serve.” They hold numerous old-time events throughout their open season, from May to October. JOHN GEE BLACK HISTORICAL CENTER 

ADAMSVILLE VILLAGE

The Village of Adamsville was first settled along Raccoon Creek in 1800, when Adam Rickabaugh, a Revolutionary War veteran, brought his family from Virginia to the valley he had seen while in service. He applied to the Federal government for this land, with his bounty from the War. His deed is signed by President Thomas Jefferson and Secretary of State James Madison. This log village on the Bob Evans Farm includes four cabins and a schoolhouse, all reconstructed on the farm. MADOG CENTER FOR WELSH STUDIES

Located in the midst of one of the largest Welsh-American settlements in North America, the Madog Center established a Resource Center to help support its mission. The Center fosters an understanding and appreciation for Welsh heritage and contemporary Welsh culture. The Center includes a library of rare Welsh books,

was a local carpenter and an extensive landowner in Gallipolis. He built a number of structures in the town, including the Waugh-Halley Wood Funeral Home. All officers and workers at the Center are volunteers and very active in the annual Emancipation Day Celebration. PINE STREET COLORED CEMETERY

The Pine Street Colored Cemetery was a cemetery for the African American residents of Gallipolis, Ohio, who were prohibited from using the other cemeteries in the town. John Gee, an African American resident of Gallipolis, established the Pine Street Colored Cemetery in 1860, consisting of four acres of land. Among the prominent local African Americans buried there were Leah Stewart, the first African American to live in Gallipolis; Phoebe Smith, who established the local Mutual Aid Society to assist African American slaves in gaining their freedom; and Robert Mitchell, who led the way to an early desegregation of the Gallipolis Public Schools. Because of his efforts, Lincoln School on Third Avenue was integrated, making it the first desegregated school in the State of Ohio. At least fiftyseven African American soldiers also were buried in the cemetery. MOUND HILL CEMETERY

In June 1998, the John Gee Black Historical Center was established, to create a living representation and preservation of the tradition, culture, crafts, music, arts, heritage and contributions of Black Americans in Southeastern Ohio. It is both a cultural and education center, open to the public. Originally dedicated in the fall of 1868, the building was the African Methodist Episcopal Church. In the 1880s, the Chapel was named for John Gee, its first great benefactor and one of the principal founders. Services were held there for 180 years, until August 1997. John Gee

Mound Hill Cemetery, also known as Fortification Hill, overlooks Gallipolis, the Ohio River and West Virginia. The cemetery dates back to 1880 and has at least two of the founding French 500 buried there. The plaque, on the gates into the cemetery, lists the names of thirty Revolutionary soldiers, who were buried in Gallia County. The cemetery includes many gravestones of interest. PINE STREET CEMETERY

Established around 1790, the most interesting monuments are those of the original French 500 settlers and Congressman Vinton, for whom,

in 1830, Ohio’s Vinton County was named. Some of the early gravestones date back as early as 1815. Many older headstones feature epitaphs with warnings to the living or a message about the departed. The early stonecutters used icons to convey strong and enduring messages, taking up less space than words.

Founded in 1988, Cliffside was designed by golf course architect Jack Kidwell. It offers eighteen challenging holes, with four sets of tees, testing all skill levels, and provides an exceptional golfing experience. ELIZABETH EVANS WATERFOWL AND BIRD SANCTUARY

LAMBERT LAND MEMORIAL 

This memorial was dedicated on September 14, 2002, to thirty former slaves, freed by slave holder Charles Lambert, Jr., of Bedford County, Virginia, in his last will and testament. In 1843, the group migrated northward, crossed the Ohio River and settled on 265.5 acres in Morgan Township, Gallia County, Ohio. Gallia County had more than one major route for slaves to escape from the southern plantations in their quest for freedom. The Memorial also records the names of 148 known individuals, buried without markers in this cemetery.

RACCOON CREEK COUNTY PARK 

Situated in the foothills of Southeastern Ohio, Raccoon Creek County Park features a 700 acre outdoor recreation area, centrally located in Gallia County. The Park offers both natural areas and recreational facilities, available to visitors year round. Its scenic vistas, deep gorges, wetlands, meadows, woodlands and green open space support a variety of wildlife. Also offered are soccer programs and softball leagues, along with facilities for primitive camping. GALLIA COUNTY JUNIOR FAIRGROUNDS

O u td oors CROWN CITY WILDLIFE AREA

This is a popular destination for hunting, fishing, trapping and other forms of wildlife recreation. Scattered ponds, created through the reclamation process, provide appealing fishing prospects for anglers. The combination of woodland, open areas and islands of vegetation, left undisturbed during the previous mining process, creates transitional zones to provide brushy and reverting fields.

The Gallia County Junior Fair is held annually at the Fairgrounds. The Fair provides Gallia County youth an opportunity to exhibit his or her talents and be recognized. It is the culmination of a year of hard work for 4-H youth, Girl Scouts and Boy Scouts, as well as their adult leaders. The Gallia County Junior Fair has the distinction of being Ohio’s largest Junior Fair. This clearly reflects the goal and the end result of the Gallia County Agricultural Society. Outdoor enthusiasts enjoy the updated campsite, fully equipped with electricity and dump stations. The Fairgrounds is also home to the French 500 Flea Market, held the second full weekend of each month, April through November.

OHIO RIVER ACTIVITIES 

From the Ohio River, running through this beautiful valley, to the relaxing lifestyle of Appalachia, Gallia County is highlighted by events and experiences, unique only to Gallipolis, the second oldest settlement in the Northwest Territory. The Ohio River flows deep with the heritage of nature and commerce, while offering many diverse travel and recreational opportunities.

As a part of the national America in Bloom competition, Gallipolis in Bloom is designed to improve the quality of life in the community. This is accomplished by promoting beautification programs, to encourage both personal and community involvement, through the use of flowers, plants, trees and other environmental and lifestyle enhancements, such as building renovation and a recycling program. Gallipolis started competing in 2006 and received a status as a 4 Bloom City. In 2013, Gallipolis received a three out of four overall bloom rating and the Outstanding Achievement Award in Floral Displays. Outstanding achievement awards only go to one participant among ALL the AIB entrants across ALL population categories. Gallipolis was also recognized with an award for the best hanging Basket/Container program and achieved the rank of “Circle of Champions” for having a combination of three category wins and/or criteria awards, since first entering the competition. Gallipolis also received a special mention for overall impression. Gallipolis in Bloom provides educational programs, resources and a challenge to all residents and businesses, through active participation in the annual competition. RIVER RECREATIONAL FESTIVAL

For almost fifty years, the Annual River Recreation Festival has been held over the 4th of July, with the Ohio River as the backdrop. The City Park, occupying one full square in the center of downtown Gallipolis, and First Avenue along the Ohio River, provide the ideal venue. Daily


entertainment includes national and local musical talent, a special Kids Day, with multiple prizes throughout the day, outstanding food vendors, crafters, a live auction, Queen contests, an impressive parade and a Fireworks extravaganza. The 50th Annual River Recreation Festival will be in 2015.

special programs provided for them, to enhance their education. Multi-arts classes are available to both children and adults. The Riverby Theater Guild presents a number of productions throughout the year, including both theatrical and puppetry performances, in the schools and the community.

EMANCIPATION CELEBRATION

The Emancipation Proclamation Celebration, observed in Gallia County continuously since 1863, is reported to be one of the longest continuous running celebrations of the Emancipation Proclamation in the United States. Originally, the celebration was held on the 22nd of September, to coincide with President Lincoln’s historic signing of the Emancipation Proclamation, declaring slaves “thenceforth and forever more free.” In 2013, for the 150th Emancipation Day Celebration, the location was changed to the Bob Evans Farm in Rio Grande. As many as 2500 people have attended the celebration, coming from throughout the United States and other countries. History comes alive with Civil War re-enactors and other character portrayals, such as Abraham Lincoln and Frederick Douglass. There is music, food and fellowship. The celebration provides a great arena to reflect upon the past, experience the present and project the future of African Americans in Southeastern Ohio and the Nation. BOB EVANS FARM FESTIVAL

The Farm Festival is held annually the second full weekend in October. Coming up in 2014, will be the 44th and the 45th Annual Festival in 2015. The Festival grounds were renovated in 2011, enhancing the layout with new food and dining tents, children’s area, amphitheater and many other exciting new features. The historic Quilt Barn was also renovated to become a unique small event center to handle up to 100 people. Over 100 crafters, multiple contests, demonstrations and primitive and RV camping, are an important part of this annual event. Top entertainment is featured throughout the Festival’s three days. On Saturday night, the Village of Rio Grande launches its “Rockets Over Rio” fireworks, from the University of Rio Grande. The Farm Festival has something for friends and family members of all ages. This celebration of the harvest season attracts thousands from miles around to Bob Evans Farm in Rio Grande. GALLIPOLIS IN LIGHTS

Gallipolis in Lights was founded in 2013 by a volunteer based group of community minded individuals, from all areas of Gallipolis and Gallia County. Their first projects were making large lighted Christmas balls, to hang in the tall trees of the City Park, and building Santa a new house! They will continue to work over the next four years to progressively fill Gallipolis with an abundance of holiday décor, people will want to take the time to experience. To have people of all ages, near and far, visit this area for the display of lights, during the holiday season, and support local vendors during the most wonderful time of the year, is their goal!! They want to create a growing Christmas Wonderland, to make beautiful and lasting memories for children and grandchildren.

ARIEL-ANN CARSON DATER PERFORMING ARTS CENTRE 

This rare restored Ariel Opera House, built in 1895, is the home of the Ohio Valley Symphony, the only professional orchestra in the Ohio River Valley. Located in the historic district in downtown Gallipolis, it was built during the age of gas light elegance and hosted such luminaries as Will Rogers, Sarah Bernhard and Daniel Emmett. Ensembles, such as the Chicago Opera and the Ziegfield Follies, graced the Ariel Theatre’s stage. After being closed for many years, the restored Ariel re-opened in 1990, heralded by the Ohio Valley Symphony (OVS). In 2005, it became the permanent home for the OVS, and for use as a performing arts centre. Ann Carson Dater made a gift of the building to the community, and the Grand Re-Dedication of the Ariel-Ann Carson Dater Performing Arts Centre occurred in 2006. OHIO CHAUTAUQUA

For the 5th time since 2006, Ohio’s Chautauqua is coming to Gallipolis! This event, sponsored by the Ohio Humanities Council, with support from the local community, will be held nightly in the beautiful Gallipolis City Park, June 17-21, 2014, under the big tent. There are also daily workshops for children and adults at the Samuel L. Bossard Memorial Library. Ohio Chautauqua (pronounced “shu-tawk-wuh”), a five day event, combines living history, music and entertainment, education, theatre and audience interaction, in an exciting cultural event the entire community can enjoy. The theme for 2014 will be “Journey Stories,” and feature historical figures Edith Russell, J. Goldsborough Bruff, Olive Ann Oatman, Martin Luther King, Jr. and Henry David Thoreau.

The French Art Colony, a Regional Multi-Arts Center, celebrating its 50th anniversary in 2014, provides a multitude of arts activities. Their programs, exhibits and performances offer cultural opportunities, rarely possible in a small community. Their facilities are used for many community events and attract visitors who support the local economy. The Galleries at Riverby (c.1855), the home of the French Art Colony, feature monthly exhibits, often with workshops focusing on the displays. Area school children have
