Welcome to the Community Chamber of Commerce of East Montgomery County Directory and our East Montgomery community; a great place to live, work, play and raise a family. It is truly an honor and a privilege to serve as Chairman of the Board for the Community Chamber of Commerce of East Montgomery County for 2013. The entire Board along with the tremendous Chamber staff, led by our Chamber President, Andy Dill, and many other Chamber volunteers look forward to working on your behalf. East Montgomery county is a fast growing region of the Houston Metropolitan Area, and is thriving with retail shops, banking, healthcare, education, food service, manufacturing, and many other service oriented businesses: the entrepreneurial spirit is alive and well in East Montgomery County. The 2015 completion of the Grand Parkway between US 59 / I-69 and I-10 West will allow East Montgomery County to be connected to other growing regions of the area, bringing additional growth, commerce and other business opportunities

About East Montgomery County
Located just north of Bush Intercontinental Airport and Houston the East Montgomery County area includes eight distinct communities and that are often referred to as simply “East County”. The communities of Porter, New Caney, Splendora, Roman Forest, Woodbranch Village, Patton Village, Grangerland and a small portion of Kingwood are located in the area. While most of the area is un-incorporated a good portion of the area falls within the extraterritorial jurisdiction of the City of Houston. The remaining area falls under the jurisdiction of Montgomery County with regard to permits and ordinances with the exception of the four incorporated cities of Patton Village, Roman Forest, Splendora, and Woodbranch Village. Residents and visitors to the area enjoy the diversity of lifestyles and the new development that is taking place. Over the last ten years there has been significant new development in the area and that trend is expected to continue for at least the next ten plus years. The close proximity to the cultural amenities of Houston and The Woodlands along with the recreational opportunities found at the three regional lakes and Lake Houston Wilderness Park provide area residents a wide range of activities. Kingwood Medical Center is located in the area and Memorial Hermann Northeast Hospital is just a few miles to the south in Humble. Other hospitals and clinics are located within a thirty minute drive, thus providing the area’s citizens excellent access to first class medical care. The area has seen significant growth over the last twenty plus years with the Porter, New Caney and Splendora zip codes showing a 39.2% increase in population from 2000 to 2010. Over the last twenty years the Porter zip code has seen a 167.6% increase in population with New Caney and Splendora have seen growth in excess of 50%. Located just north of a major international airport, close to the Port of Houston, and within a thirty minute drive to downtown Houston provides many opportunities for
About EMC citizens to live in the area and yet be close to big city amenities. While there has been a significant increase in residential housing development over the last ten years there are still several thousand acres of raw land that can be developed. The area’s highway infrastructure continues to be improved and has seen completion of US Hwy 59 to interstate standards, thus providing a critical link to the greater Houston area. The Grand Parkway’s Segment G should be under construction by the time this publication hits the streets. This will provide another critical link to the areas of northwest Houston, Katy and other communities to the west. Several area utilities provide services to the area. These are listed later in this publication. Welcome to the area and we hope you enjoy your stay.
Our History
Spanish missionaries and conquistadors settled in the area and in 1837 Montgomery County was established by Governor Sam Houston. Montgomery County was the third county established in the Republic of Texas. Located along the east fork of the San Jacinto River, the area known as East Montgomery County has a rich history as well. The East Montgomery County Historical Society has been compiling and publishing the history of the area for several years now and reports that the earliest settlers making their homes here date back to the 1840’s. Over the years several communities were established including what we know today as Porter, New Caney, Splendora and Grangerland. Following the development of Bush Intercontinental Airport on the northeast side of Houston new subdivisions began with Roman Forest being one of the first master planned communities that were started. Others followed and most significantly among them was Kingwood which today is the home of some 85,000 citizens. Settlers began making their way to the area in the 1840’s, drawn by the vast timber stands covering the area. Sawmills became the main economic force and soon numerous mills were built along the Texas and New

Orleans Railroad route that went through the area. Porter, originally known as Porter Mill, was established along with Presswood and the Boggy District. In 1862 Captain John Robertson petitioned the Post Office for the name Caney, Texas but found out that there was already a town with that name, thus the name New Caney was used to avoid confusion with the other town. In the 1880’s Charles Cox founded the area now known as Splendora. It was known then as Cox’s Switch since Mr. Cox was instrumental in having the HE&WT Railroad put in a narrow gauge spur from Houston to move the lumber and crossties into Houston. In 1886 the name was changed to Splendora because of the “splendor of its floral environment”. Perhaps one of the most significant things of all was the discovery of oil in 1931. The area northwest of Grangerland, known as the Conroe Oil Field, became the home of the third largest oil field in the United States with 1,020 producing wells. Tax receipts from the oil production built roads, the courthouse, a new hospital, and helped improve the areas schools. Denbury Resources of Plano, Texas is currently operating the field and recovering oil from the wells. There still remains an estimated 125 million barrels of oil in the field that can be brought into production. Other communities began to be established during the 1950’s and 1960’s including Patton Village, Woodbranch Village and Houston’s first “satellite city” Roman Forest that had restricted real estate development. Kingwood was founded in 1972 and continues to be a strong residential and retail center today. Lake Houston Wilderness Park was originally established in 1994 as a Texas state park and has subsequently been taken over by the City of Houston in 2006 and is a wonderful draw for visitors to the area. The area is easily accessible from other communities by Hwy 59, Hwy 242, FM 1314, FM 1485 and FM 2090. All of these routes have seen significant growth over the last twenty years and more is expected over the next ten plus years.

Economy and Economic Development More than 60,000 people live in the trade area of East Montgomery County and the major markets of Houston, Conroe and The Woodlands are less than thirty minutes away. The area’s labor force continues to be one of its strongest assets as does its educational opportunities. Montgomery County continues to be a very strong economic force in the greater Houston region with numerous new jobs being developed each year. The future is bright for the area and will continue to be so for many years to come. Montgomery County continues to be ranked as one of the premier spots for new business and with a population topping 456,000 in 2012 the county is poised for continued growth. The ExxonMobil campus located just across the county line in Harris County will cause even greater growth over the next five years. Other oil and gas related businesses continue to announce plans to relocate to the region which will also draw more residents. Available land in East Montgomery County will continue to attract new development in our area. The entire north Houston region is poised for significant growth over the next ten plus years and we are excited to be a part of that growth. Regional planning by the HoustonGalveston Area Council (H-GAC) involves citizens from through the region and includes discussions on infrastructure and in particular transportation and water. These critical issues are very important to the continued development of the region and will be monitored as plans are developed. Continued development of retail, commercial, medical, and tourist attractions in East Montgomery County along Hwy 59 will continue to fuel future growth and development. Current projects include Valley Ranch and Valley Ranch Town Center, Oakhurst at Kingwood, Auburn Trails, and others. As the Houston region continues to grow and attract new business the East Montgomery County will continue to grow.

Here in East Montgomery County, we have multiple destinations for entertainment. If outdoor recreation is your game, then visit Lake Houston Wilderness Park which captures 5,000 acres of pristine forest with camping and outdoor amenities to satisfy any outdoor enthusiast. The commercial corridors at the intersections of Highway 59/ Interstate 69 and Northpark, FM 1314, FM 1485, Highway 242 and FM 2090 provide shopping, dining and lodging opportunities for travelers to our area. The overall growth of our area continues to be robust and the New Caney and Splendora School Districts in the area continue to be some of the fastest growing districts in the Houston MSA. Ease of trafficability and the ease of reaching downtown allows our area to have a bedroom community feel but yet the downtown amenities of the zoo, ballet or museums are a mere 30 minute drive from our area. If golf is your style multiple courses are within a 5-20 minute drive for the serious to recreational player. Our board places a high value on our community and education and maintains a program where every student which graduates from our local high schools or even home schooled individuals will receive $1,000 toward their courses for higher education beyond high school. Our area’s growth in commercial retail develop is changing with over a million square feet of retail being started in 2013 and opening in 2015. This construction

at Valley Ranch Town Center will run concurrently with the construction of the Grand Parkway(the new connector between Hwy 59/I-69 and Interstate 45). The growth in residential property development continues with several new housing developments occurring in our district with large acquisition tracts for master planned communities occurring this past year. The industrial base at our industrial park continues to thrive with several new domestic and international companies relocating expanding and starting up at our industrial park creating a new influx of job opportunities during the past year. As you can see positive growth trends result in new construction and additional job opportunities for our residents. The overall commercial environment in East Montgomery County is one in which our developers see opportunities and the land acquisition costs are below the industry standards for the rest of the Houston area. The Hwy 59/I-69 corridor is the last undeveloped corridor leading into Houston running north to Texarkana and serves as a main connector to the Bush Intercontinental Airport. Logistics play a large role in development and commercial activity and our area is situated where you can reach the Bush Intercontinental Airport in 20 minutes or be at the Port of Houston in 40 minutes making logistical needs for businesses an easy decision to make in their transition to move to our area. “The Switch 1896”
City Of Splendora Splendora History In the late 1880’s, Splendora was known as Cox’s Switch. This came about due to the fact that Charles Cox was instrumental in having the HE&WT Railroad put in a narrow gage spur from Houston for cross ties and lumber. This created many railroad and sawmill related jobs. The more common ones were logging, farming, sawmill work, cutting fire wood for steam engines, and crosstie making. Charles Cox who at the age of 45, came here planning to die, realized that since he had married Ruth Hall and already had a couple of children that they might not want the town to be called Cox’s Switch. In 1896, Mr. King decided on the name of Splendora because of the splendor of it and it’s floral environment. The main street of Splendora was the railroad track. People walked, rode horses, and drove wagons and buggies along the track. On Sunday’s everyone turned out to meet the train at the depot. The train was their only connection with Houston and the means of communication. It brought the mail, packages, payroll, and often visitors. The first church building was built around 1895 next to the present cemetery. Preachers of various dominations took turns preaching until 1903 when the Green Leaf Missionary Baptist Church was organized. The church building was also used as a school house until 1913 when a new school was built on the land donated by Charles Cox and located on the site of our present Splendora Intermediate School. Thus began the town of Splendora, the founding of which we celebrate today. In the late 1800’s, the early settlers felt a need to band together for the common good of all. We continue to band together here each May for a good old fashion time. By coming together as a community with local businesses and surrounding organizations, Splendora’s Founder’s Day has purchased playground equipment with a lighted pavilion, restroom facilities, Christmas light decorations and awards scholarships to Splendora High School seniors.

Tax Abatements and Incentives
The East Montgomery County Improvement District offers incentives to attract new companies into the district. Each incentive is on a case by case basis and varies based on the number of jobs being created, capital investment and other factors. For more information please contact EMCID at 281-354-4419. Lake Houston Wilderness Park
Lake Houston Wilderness Park is the only park in the HPARD system where overnight camping is available. This 4,786.6-acre wilderness park is approximately 30 minutes north of downtown Houston off of Highway 59 near the community of New Caney. Cabins and walk-in campsites are available for rental. Activities include hiking, biking, canoeing, kayaking, and horseback riding (Bring your own bikes, watercraft, and horses). Lake Houston Wilderness Park is located north of Houston at 25840 FM 1485, New Caney, TX 77357. It is accessible from Hwy 59 and FM 1485. Signs point the way from that intersection. With approximately 5,000 acres of forest, 12 miles of hike and bike trails, 8 miles of equestrian trails and camping facilities, the park offers a variety of activities for visitors to experience. Lake Houston Wilderness Park’s New Attractions
On March 23, Mayor Annise Parker and state, county, and local officials, along with representatives from the National Recreation and Park Association and local green groups, previewed new Lake Houston Wilderness Park amenities. A relocated park entrance, new cabins and screen enclosures, roads, trails, and improved access to creeks for canoes and kayaks opened to the public on April 18, 2012.

The New Caney Independent School District is located approximately 30 miles northeast of downtown Houston in Montgomery and Harris counties, serving the residents in the Porter, New Caney and Kingwood communities. Splendora ISD is a Pre-K thru 12 public school district that serves students in east Montgomery County. The school district covers 77-square miles. The current enrollment of students is just over 3,500 students. The district is made up of five campuses. Peach Creek Elementary (PreK6), Greenleaf Elementary (K-6), Piney Woods Elementary (K-6), Splendora Junior High School (7-8), and Splendora High School (9-12). District Mission: Splendora ISD will provide the environment to assess and support student progress to assure that our students are successful in higher education and competitive in the global workplace. In November of 2012 the district passed a 13.5 million dollar bond for additions at both Splendora High School and Splendora Junior High. With the additional space, the school district will be able to continue to grow student programs. The district has also been designated as one of the states few School-Wide Early College High Schools. With this designation, all students in 9th grade can begin taking college-level classes, if they meet the college entrance standards. This program allows students to graduate with both a distinguished diploma from SHS and Associate’s degree from Lone Star College at Kingwood. Splendora High School offers 13 career pathways providing students numerous skills and certifications. Maintaining smallschool charm but providing large-school technology, Splendora residents take pride in its school district.

LSC-Kingwood campus, located close to Hwy 59/I-69 on 264 beautiful treecovered acres, also offers classes at the East Montgomery County Improvement District (EMCID) facility and in most of our area high schools. We are thankful that our community taxpayers approved a bond in May 2008 that dedicates approximately $58 million towards new construction and renovation projects to help us meet our area growth demands. In less than two years since the bond passage, LSC-Kingwood has added over 2,000 new students! Our total student headcount is now just over 12,000! Given our current growth, we were pleased to finish construction on two new buildings: the Student-Conference Center and the Music Instructional Building. We also completed construction on a satellite center in Atascocita. You can complete the first two years of a four-year Baccalaureate degree or you can complete requirements for a one-year certificate or a two-year Associate Degree in one of our many workforce programs. You can take one course (or many) for credit or continuing education to improve your job skills, language skills, or just because you want to learn something new. We have something for everyone from Discovery College (ages 9-17) to our Academy for Lifelong Learning for those 50 years of age and older. We offer many courses through LSC-Online (Internet) for those wanting to complete a degree while staying at home. Lone Star College-Kingwood has an excellent reputation with four-year colleges where our students transfer. Data shows that students transferring from Lone Star College-Kingwood do as well and/or better than students who start at the university level. Likewise, employers rate the graduates of our workforce programs as outstanding and well-qualified when they are hired. Mission Northeast (The Mission), a local community non-profit agency offers adult GED classes as well as English as a Second Language (ESL) classes to area citizens. Just under thirty-six miles from Porter/New Caney is the world’s leading medical center, the Texas Medical Center, a 1,300 acre complex with two hundred and eighty building. As a full-service 278-bed acute care hospital, Kingwood Medical Center has provided the community with high-quality, costeffective healthcare for more than 20 years. Conveniently located at the intersection of Hwy 59/I-69 and Kingwood Drive in East Montgomery County, Kingwood Medical Center is growing with the community and has announced plans for a $71 Million expansion to construct a new, three story Tower, adding 155,400 square feet to the hospital and approximately 100 additional jobs, to support the increasing healthcare needs of the communities we serve. Located in Humble, Memorial Hermann Northeast Hospital has been an anchor of care for families of northeast Harris and southern Montgomery Counties for 35 years. • Northeast was one of only 29 hospitals nationwide recognized by Press Ganey as a “Top Improver” for the dramatic increase it has shown in patient satisfaction, and one of only six health care facilities invited to present their “success story” at a nation-wide conference. • Northeast’s Cancer Center is the longest-accredited cancer center in Houston outside the Texas Medical Center and was designated as Primary Stroke Center by the Southwest Texas Regional Advisory Council. Annual Events Annual Banquet
This annual event held in January each year recognizes our outgoing Board Chairman, Hometown Hero, Small and Large Business of the Year, and Ambassador of the Year. In addition retiring Board members and others who have distinguished themselves during the past year are recognized.
Texas Sawmill Festival
Held in April each year the festival attracts nearly 4,000 visitors each year. The FREE community event features craft and vendor/ food booths and takes visitors back to an earlier time when life was much simpler than it is today. Historical displays depict the early days of East Montgomery County (provided by the East Montgomery County Historical Society). The “old sawmill town” facades and sawmill demonstration as well as other activities enhance the quality of life of the area.
Golf Tournament
The annual golf tournament is held in October each year at Oakhurst Golf Club and features some of the best golf in the area. Golf is followed by lunch and awards where the winning teams are recognized.
Christmas Parade
The Christmas Parade is held on the second Monday of December each year and features local school groups/organizations/ teams, local businesses and community organizations who participate. It is a lighted parade held in the early evening and all entries are encouraged to “light up” their entry.

Committees & Program of Work Ambassadors
Members of the Ambassadors take a leading role in connecting events, luncheons, breakfasts, ribbon cuttings and ground breakings as well as recruitment of new members.
Beautification Committee
This active committee works hard to improve the overall appearance of the area and to recognize area businesses that have upgraded or enhanced their facilities. Several plant sales are held during the year to fund their activities.
Business Development Committee
This committee was formed in 2012 to further review and provide guidance to the Chamber Board on relevant activities and training needed by members. Seminars, webinars and other tools are being developed that will provide members with a greater return on their investment in the Chamber.
Education Committee
This committee provides additional support of area ISD’s and the community college by staying abreast of issues facing education today. In addition the committee hosts the annual Teacher of the Year Luncheon and Principal of the Day Program.
EMC Community Planning Steering Committee
This committee is comprised of designated community leaders in partnership with Entergy Texas’s Team City Program to stay abreast of pressing or future issues facing our businesses and community. A community input session is held every two years to listen to the community and to further plan for the future.

Visitor Center
committee can formulate position papers, resolutions and other actions that will provide information and input for Chamber members. The committee hosts, along with the other Chambers in Montgomery County, a trip to Austin every two years to interact with statewide elected officials and to see our state government in action.
The Chamber serves as the area’s visitor center providing area information to citizens and visitors. Conveniently located on Hwy 59/I-69 the Chamber is the central point for items such as maps, demographic information, visitor’s guides, and information on Chamber members. The Chamber is open Monday – Thursday from 8:00 AM to 5:00 PM and Friday from 8:00 AM to 4:00 PM.

Leadership East Montgomery County
Leadership EMC is an educational program for local business owners/managers, area citizens and students who want to be more actively involved in their community. The program provides up to date detailed information on what is happening in the area as well as leadership training that can be then applied in their professional and/ or personal lives. The program meets for three hours one evening a month for eight months.
Leadership Montgomery County
Leadership Montgomery County is a county wide program sponsored by five of the Chambers of Commerce in Montgomery County to develop leaders across the whole county. This program is a full day program one day a month.
Leadership North Houston
Leadership North Houston is a joint effort of the Chambers of Commerce in the north Houston region (geographically mirrors the Lone Star College System service area) and is also a full day program.

E-Connections is a weekly electronic transmittal to Chamber members and others and details the activities of the Chamber as well as a listing of new members who have joined in the last week. Upcoming events are also featured in this transmittal. Members can also advertise their business on this electronic blast. Community Connections is a monthly feature in the East Montgomery County Observer that outlines the activities of the Chamber, features photos of ribbon cuttings and ground breakings and listing of new members and upcoming events.

Meet the Welcome Wagon! Chamber Ambassadors strive to make you welcome when you attend a Chamber event. This outgoing group greets luncheon guests at the monthly luncheon, attends Ribbon Cuttings and Ground Breakings and volunteers at annual events in various capacities. Ambassadors also actively seek out potential new chamber members and visit new businesses to educate them on the benefits of being a chamber member.
EMC Welcome Kit
Chamber members are invited to participate in providing materials for an East Montgomery County Welcome Kit. The EMC Welcome Kit will be distributed through networking events and personal visits to new residents in our area. The Chamber is governed by a fifteen member Board of Directors. Twelve members are elected from the membership to three year terms and three are appointed by the in-coming Chairman of the Board for a one year appointed term. The 2012 Chairman of the Board is serving a one year extension as Immediate Past Chair since her elected term of office expired in 2012. The Board is responsible for setting the direction and policies of the Chamber.
