elcome to Duncan, the Crapemyrtle Capital of Oklahoma and the heart of the Chisholm Trail! Over the last 130 years, Duncan has progressed from a simple trading post along the historic Chisholm Trail to one of Oklahoma’s highest oil producing areas into a city boasting award-winning tourist attractions with a diverse economy and superior medical facilities.

Located just 77 miles south of Oklahoma City and 171 miles north of Dallas, Duncan enjoys a mild climate ideal for year-round outdoor activity with many opportunities for fishing, horseback riding, hunting, swimming, hiking and water sports in the area’s four lakes.

The city encompasses 46 square miles and is home to over 22,833 people. Duncan serves as the Stephens County seat which serves that county’s population of 42,848.

Individuals, families and visitors all enjoy a variety of recreational and social activities in Duncan. Much of our city’s appeal stems from a robust economy, low crime rate, moderate climate and low cost of living. Easy flow of traffic and short commute times allow our citizens more time for leisurely pursuits.

Duncan is home to the award-winning and internationally recognized Chisholm Trail Heritage Museum & Garis Gallery of the American West. The spirit that turned cowboys into legends, cattlemen into men of fortune and oilmen into giants lives on in Duncan. Museums, vibrant retail districts and special retreats all share Duncan’s rich and colorful heritage. Year round

events, recreational facilities and outdoor activities renew residents and visitors with this spirit of adventure. Programs dedicated to the arts, culture, recreation and history are prevalent in the community.

Douglas Eastside Senior and Community Center prepares meals for senior citizens. Beautiful Day Foundation makes sure every child knows the day they were born was a beautiful day. United Way of Stephens County’s 14 member agencies strive to provide for those in need in our community. Duncan Public School Foundation helps to enrich the lives of students and coordinate projects like building our stateof-the-art Innovation Center and STEM Lab at the High School... and that’s just to name a few!

CLIMATE

Duncan’s climate is ideal for year-round outdoor activities including ing, fishing, boating, skiing, swimming, mountain biking, jet skiing or simply relaxing in the shade at one of the four local lakes.

GEOGRAPHY

Duncan is located in Southwest Oklahoma and is the county seat of Stephens County. It is approximately 90 miles south of Oklahoma City and 30 miles east of Lawton. The city encompasses 46 square miles of which 38.8 is land and 7.2 is water.

Duncan is part of the Great Plains area where the historic Chisholm Trail crossed, and where oil fields became Oklahoma’s highest producing area until the 1980’s. It has multiple lakes that are used to draw the city water supply, as well as for recreation.

TRANSPORTATION

U.S. Highway 81 is the major north-south thoroughfare through Duncan. U.S. Highway 7 runs east-west to connect with I-35 and I-44.

Private transportation service is available from independent taxi operators, Lyft and Uber. Fare pricing is calculated according to the traffic conditions, as well as the time and the distance of the journey.

Senior citizens have access to van transportation by calling the Senior Citizens Center at 580-255-6902. The Red River Public Transportation Service drivers connect people every day to needed services such as medical appointments, dialysis treatment, work sites, shopping, and much more. All services are open to the public by calling 580-255-7883.

Area History

William Duncan established the Duncan post office in April 1884, five years after taking over a trade store located on Cow Creek along the Chisholm Trail, about three miles northeast of the present community. Learning of the impending construction of a rail line through Indian Territory by the Chicago, Rock Island and Pacific Railway (CRI&P), Duncan and his wife, Sally, a legal member of the Chickasaw Nation, claimed 500 acres in the path of the railroad. Although restricted by the laws of Indian Territory, which prohibited the exchange of land, the Duncans laid out a townsite and began to offer lots for lease, promising legal title when the federal restrictions were lifted. As predicted, the CRI&P came through the community in 1892, providing a critical transportation link. Five years later the Atoka Agreement of 1897, which provided for the allotment of the Chickasaw and Choctaw lands, lifted the prohibitions concerning the legal exchange of land in Duncan. In 1901 a federal townsite survey added an additional 540 acres to the developing town.

With the advent of 1907 statehood, Duncan was named the county seat of newly formed Stephens County. This designation has quietly continued to benefit the community, making it a governmental and political center for the county. The first Stephens County Courthouse was constructed in Duncan in the early 1920s, and the present courthouse was erected in the late 1960s.

During the first decade of the 20th century Duncan was thriving, due largely to the surrounding agricultural community. By 1909 the town had nearly 150 commercial establishments, including several cotton gins, a flour mill, two gristmills, and an implement dealer. While agriculture has remained an important economic support for the town to the present day, the opening of oil wells in southeastern Stephens County in 1918 ignited explosive development. Prudently, the Duncan community immediately prohibited the construction of shacks and aggressively policed other boomtown activities to ensure that the city would grow substantively in an orderly,

permanent fashion.

In the 1920s a variety of oil-related industries opened in Duncan. Foremost among these was Halliburton Oil Well Cementing Company. Founded by Erle P. Halliburton, the company has been at the forefront of oil-field technology since the beginning. By the 1930s Halliburton operated in oil fields worldwide but has always maintained a facility in Duncan. In the mid-1950s, the company employed 1,750 people there, equaling 25 percent of the city’s working population. Despite the removal of corporate headquarters of Halliburton Energy Services to Dallas in 1961 and despite downturns in the 1980s, the company’s manufacturing presence continues to be Duncan’s economic mainstay to the present time.

An oil town would hardly be self-sufficient without a refinery. Duncan’s Rock Island Refinery, established in 1922, employed 100 people by 1936 and had a daily capacity of 6,500 barrels of crude oil. The facility was partially shut down in 1949, with the rest being sold in 1953 to a Sun Oil Company predecessor. In the mid-1940s the Associated Refineries, Inc., a group of eight refining companies from Oklahoma and Texas, including Duncan’s Rock Island Refinery, constructed a 100-octane aviation gasoline refinery in the vicinity. Financed by Defense Plants Corporation, a subsidiary of the Reconstruction Finance Corporation, the plant was intended to supply airplane fuel for military operations during World War II. In 1947 the Sunray Oil Company bought that plant, and it became a Sun subsidiary when DX Sunray and Sun Oil Company merged in 1969. The refinery was purchased by Tosco in 1980 and continued to operate for several years before finally closing in the mid-1980s.

The Duncan Banner has kept the community informed for decades and continued to do so into the 21st century. Other newspapers in the city have included the Duncan American and the Duncan Eagle, which were also published as the Duncan Weekly Eagle and the Duncan Morning Eagle. The Justice ran for a brief period in the first decade of the twentieth century, and the Oklahoma Socialist published for a short time around 1910.

Several houses in Duncan have been recognized for their architectural significance in the city. These include the H. C. Chrislip House (NR 93000677), the Brittain-Garvin House (NR 00001039), the Louis B. Simmons House (NR 01000207), and the W. T. Foreman House (NR 03000512). Two Depression-era properties, the Duncan National Guard Armory (NR 96001490) and the Duncan Public Library (NR 99001427), also stand out for their historic and architectural importance to the community. The armory now houses the Stephens County Historical Museum. Properties consequential in the historic development of Duncan include the Johnson Hotel and Boarding House (NR 86001098) and the Patterson Hospital (NR 95001417)

Chambers of Commerce across the United States are voluntary agencies organized to serve the business community and all the activities and events surrounding its members. The Duncan Chamber of Commerce is a private, non-profit, taxpaying entity. It invites hundreds of businesses, individuals and professional services into a strong central body with a common goal of improving business and providing opportunities for growth within the community.

The Duncan Chamber of Commerce membership is made up of people largely concerned with enhancing the quality of life through dedicated community service. We currently have over 400 members in a community of 22,833 (42,848 in Stephens County). These people join forces to build a strong central core of businessmen and women united in their effort to accomplish goals set forth annually by the Program of Work. Typical goals include increasing business growth and job development, building a healthy marketplace for economic stability, endorsing the free enterprise system by encouraging competition and fair play.

The Duncan Chamber of Commerce is first and foremost a membership organization organized to promote the general welfare and prosperity of the business community. The scope of our effectiveness is limited only by the commitment of our officers, directors, staff and membership.

The Chamber’s annual agenda includes monthly breakfasts with programs that are planned for everyone’s enjoyment. The Annual Banquet, combined with an awards ceremony, highlights the newly elected board members and presents awards for community service. Guest speakers, presentation of new members and the exchange of Chamber information rounds out all functions.

The Duncan Chamber of Commerce is the Front Door of this community. We are “information central.” The office staff and Ambassadors are always available to greet visitors to the area, distribute informative literature and refer its business members to prospective customers. Everyone is made to feel welcome and is encouraged to visit the Chamber.

The mission of the Duncan Area Economic Development Foundation is to continually increase job opportunities and the development of a favorable business climate and workforce development programs. Our primary goals are to provide for new business and existing business growth, increase the per capita income of the area and serve as a resource agency to provide continuing economic development planning and program development services.

Move Duncan is a talent relocation incentive that will be used to attract remote workers and qualified candidates for local businesses and organizations.

ELIGIBILITY AND PROGRAM DETAILS

• Provides a total of $4,000 per qualifying individual over a 3-year period.

• 50% of funds (i.e. $2,000) will be provided solely as home closing assistance at the time of closing, then $1,000 per year for 2 years after.

• Job must pay a minimum of $50k/year with full benefits, exceptions exist for certain industries of high need.

• Qualifying home must be purchased within Stephens County.

• Candidate cannot currently live or work in Stephens County at the time of application.

• Candidate must work remotely or in identified industries.

• Candidate must sign letter of intent to live in Stephens County for at least 4 years.

• Accepted candidate must move to Stephens County within 6 months of being accepted or reapply for consideration.

• As candidates apply, they will be reviewed and considered. Incomes above county average, industries of need and family size will all be taken into consideration.

DUNCAN QUALITY JOBS INCENTIVE

Direct cash incentive for new job creation projected over eight to 12 quarters, based on average salary.

LAND-PURCHASE AND CONVEYANCE

Purchase of land site for the company can be made as an incentive by DAEDF based on projection of new jobs development and capital investment by the company.

JOB TRAINING AND DEVELOPMENT

Assistance for Industry Program Oklahoma Training for Industry Program (TIP) is available. TIP is funded through state funds and can also be supplemented through DAEDF funds as a local incentive. This training is provided by Duncan’s Red River Technology & Business Center at little or no cost to companies that qualify.

NEW MARKETS TAX CREDITS

The credits are 5% of investment for the first three years of the credit and 6% for the last four years of the credit, for a total of 39% of investment over the seven years of credit period. Duncan has one industrial park that is located within a New Market Tax Credit Area.

FIVE YEAR LOCAL PROPERTY TAX ABATEMENT

Real and personal property used in the manufacturing process earns a five year abatement assuming a minimum of $250,000 in investment and $250,000 in new payroll or $2,000,000 in new investment and no reduction in payroll.

LOW UTILITY COSTS

Duncan has low overall electric rates for industrial customers.

TAX INCREMENT FINANCING (TIF)

Cities and counties in Oklahoma may create tax increment districts to provide funding for economic development in distressed areas. Proceeds from the tax can be used for infrastructure.

HOUSING

The Sooner State offers something quite rare in today’s real estate market: relatively affordable housing. If trying to find the cash to buy a home feels like searching through a dust storm, the Oklahoma Housing Finance Agency (OHFA) offers programs to make buying a home much easier.

Homebuyer Programs

OHFA GOLD PROGRAM

The OHFA GOLD loan program offers financing to firsttime homebuyers only, meaning buyers who haven’t owned a home in the past three years. However, repeat buyers in some target areas are still eligible. The GOLD program includes both conventional loans and government-backed mortgages. Maximum purchase price limits of $349,525 (non-targeted areas) and $427,198 (targeted areas) apply, along with income limits, which vary by county. Additionally, you’ll need a middle credit score of 640.

OHFA DREAM PROGRAM

The OHFA Dream Program is available for first-time and repeat buyers, and the key difference is a higher income limit: You’ll need to have a household income of $150,000 or less, regardless of county. The maximum purchase price is $356,362.

Additionally, if you can cover your own down payment and closing costs, you can look into the Dream Zero DPA

program, which has OHFA’s lowest available mortgage rate. Teachers, law enforcement, firefighters and Oklahoma state employees are eligible for a reduced interest rate (typically 0.125% lower) in any of the programs.

OKLAHOMA DOWN PAYMENT ASSISTANCE

In addition to 30-year fixed-rate mortgages, OHFA provides up to 3.5% in down payment and closing cost assistance that pairs with any of the organization’s loan programs. The assistance comes in the form of a zerointerest loan that must be repaid when the mortgage is paid off or you refinance the mortgage.

REI HOME100

REI Oklahoma offers down payment assistance up to 5% of the purchase price. If you’re eligible, you’ll receive the down payment funds in one of three ways: a gift that does not need to be repaid, a forgivable seven-year second mortgage or a second 10-year mortgage with a 5% interest rate.

You don’t have to be a first-time homebuyer to qualify. However, there are requirements dictating that borrowers:

• Have a 640 minimum credit score

• Have a maximum 45% debt-to-income ratio (up to 50% with a credit score of 680)

• Must meet REI Oklahoma income limits, which vary by loan type

• Must work with an approved mortgage lender

BUSINESS DEVELOPMENT SERVICES

The Business Development Services program provides entrepreneurs with the resources and information they need to start and grow a successful business venture. The program provides adult entrepreneurship and financial education throughout the year via training workshops and individual consultations. Virtual meetings are available if the need arises. RRTC wants to do everything they can to help local businesses grow, therefore the individual consultations are free of charge. INDUSTRIAL COORDINATION

RRTC provides customized training and services to new and existing businesses and industries. Industrial coordination proactively assists companies by bringing together those resources, both internally and externally, to meet current and future needs.

RRTC develops long-term training partnerships by working with company representatives to outline the content of training, time frame for implementation and responsibility for completion. Training can be conducted at the company’s facility or at RRTC. With a change in the needs of our companies, many trainings can be done virtually.

APEX ACCELERATOR

Obtain a government contract for your business. Millions of dollars are awarded each year to providers of goods and services to city, county, state, federal agencies and the Department of Defense. Assistance is available to cut through red tape, find what contracts are out for bid, how to request an opportunity to bid and how to complete and submit a bid package. A plan room is available for clients’ use to bid on projects.

Residents of Duncan and surrounding counties can obtain a convenient, affordable and high-quality college education thanks to Cameron University-Duncan, a branch campus of Cameron University in Lawton.

CU-Duncan serves a diverse group of students that includes first-time college students, adults returning to college for further education and high school students who are eligible to concurrently enroll at Cameron University while completing high school.

World’s Best Hospitals

A little over 400 hospitals worldwide were recently awarded a spot on Newsweek’s “World’s Best Hospitals” list and TWO of those were right here in the Duncan area. Southwestern Medical Center was ranked 251 and Duncan Regional Hospital was ranked 285 on the prestigious list which was recently released. They joined hospitals from 28 countries.

Each hospital’s score is based on an online survey of more than 85,000 medical experts and public data from post-hospitalization patient surveys on their general satisfaction. The score also considers metrics on things like hygiene and patient/doctor ratio as well as a Statista survey on whether hospitals use Patient Reported Outcome Measures (PROMs), which are standardized questionnaires completed by patients to assess their experience and results.

Senior Care

Seniors live longer and have more fulfilling life styles. In Duncan, seniors keep active with golf, tennis, walking, running, and Senior Olympics at many locations including the Duncan Golf & Tennis Club and the Simmons Center. Dining in many local restaurants, boutique/antique shopping, visiting local museums, and enjoying art shows, plays, and concerts provide an opportunity to meet with friends. Duncan’s two Senior Citizen Centers also provide a place to socialize, receive information on health issues, blood pressure checks and transportation for appointments and shopping. Some of the socially-oriented recreational activities are card games, pool, dominoes, bingo, crafts, art classes, quilting, needlework, aerobics and a “sit & be fit” program. Duncan not only provides home/community-based services (home-delivered meals, adult day activities, longterm care support, and care giver support), but Duncan is the home to ASCOG’s headquarters for an eight-county area. ASCOG provides options counseling for senior living. Stephens County has three assisted living centers, an independent living apartment community and an Alzheimer’s center. If services are needed, Duncan Group Home & The Power Shop provide development plans for physical disabiliites in the Center for Independent Living. To further support seniors, Stephens County has nursing home services for a total of 230 beds.

In 2015, Duncan Convention & Visitors Bureau commissioned Palmer Studios to create a mural on the historic Henderson Furniture building downtown. Palmer Studios painted this mural in tribute to important Oklahoma musicians as part of Oklahoma Tourism &

Recreation Department’s “Rhythm & Routes” Music Trail, which details Oklahoma venues and artists. This Rhythm and Routes mural features Hoyt Axton, Oklahoma musician and actor, and his mother, Mae Boren-Axton, who wrote Elvis Presley’s “Heartbreak Hotel” hit song. These local musicians adorn the walls of their hometown, in celebration of Oklahoma’s rich music heritage.

The original Stephens County Courthouse, designed by Jewell Hicks, was built in 1921 by the Manhattan Construction Company and demolished in 1968. With the help of Duncan Enhancement Trust Authority, Main Street Duncan and First Bank & Trust, a beautiful bronze replica may now be viewed in historic downtown Duncan. The replica was crafted by Oklahoma sculptor Joel Randall and revealed to the public in 2017.

Fairway, tee and rough locations are Tifsport Bermuda Grass, providing for closer mowing heights and superior turf density. The greens, which range in size from 6,000 to 10,000 square feet, are an A-1 and A-4 bent grass blend, establishing consistently fast and true putting surfaces.

We are an interactive adventure for cowboys and cowgirls of all ages. True West Magazine has deemed our facility a Top Ten Western Museum and we are Oklahoma’s Outstanding Attraction.

Toss a rope around a Longhorn steer; ride a bucking bronco; create your own brand or sit a spell near the campfire and listen to Jesse Chisholm as he offers advice to a young cowboy on his first cattle drive. A surprise awaits you when you walk into the Garis Gallery of the American West. The intimate setting opens to an exceptional collection of western paintings and sculptures. See authentic room vignettes filled with treasured antiques, memorabilia and other artifacts depicting pioneer life in Oklahoma. Whether your interest is early-day photography, music, crafts, Indian lore, farming or machines, the Stephens County Historical Museum can satisfy your curiosity in charming fashion. Located in Duncan’s Fuqua Park, The Rock Island 905 Depot Museum features an old Rock Island steam locomotive #905 in addition to an on-site museum and gift shop housed in a replica 1892 train depot. The 4-6-2

Pacific locomotive was originally built by the American Locomotive Company in Schenectady, New York, and situated in Fuqua Park in 1954. The old locomotive was coal-fired and could reach top speeds of 100 miles per hour.

Come and see this piece of Duncan’s proud history and step back to a time when Duncan was the first scheduled stop of the 905 passenger train. Stroll inside the Rock Island 905 Museum and browse fascinating exhibits like dispatcher phones, a dispatcher desk and a variety of communication-themed displays. G-scale model trains run around the inside of the depot and model train exhibits are featured as well.

The community holds special events on the premises of the depot such as model train shows and seasonal gatherings. They also decorate the locomotive with Christmas lights each year during the month of December, bringing holiday cheer to locals and visitors alike! Hit the rails to Duncan and come check out this Oklahoma historical treasure!

The Foreman Prairie House was built in 1918 by Mr. W.T. Foreman, a banker and pharmacist who was one of Duncan’s earliest and most prominent citizens. For decades, the home stood as a proud reminder of Duncan’s past.

In the 1980’s, however, the home fell into disrepair. After changing hands several times, the once stately home was put up for public auction in 2004. It was then a group of community members, led by Mrs. Gail Loafman, came together to restore the home to its former glory in an effort to preserve the community’s history.

Today, the Foreman Prairie House stands as one of the earliest examples of the Prairie Style School of Architecture made famous by Frank Lloyd Wright. We are on the National Registry of Historic Places and enjoy the distinction of Historic Home & Museum. This place, The Crown Jewel of Duncan, serves as a gathering place for our community and a place to connect with our roots.

Part of the Duncan Area Lake, Lake Humphreys features a 17 mile shoreline offering 44 RV hookups on concrete. Enjoy the pavilion and picnic area or partake in the hunting and fishing. The 840 surface acre lake is filled with bass, largemouth bass, white bass, catfish and saugeye. Bow fishing is also permitted at the lake.

How Duncan Became The Crapemyrtle Capital of Oklahoma

In 2006 we had Dream Duncan’s Destiny meetings and upon completion, Carolyn Rodgers volunteered to be chairman of Duncan Beautification. She had two goals, to make Duncan the Crapemyrtle Capital of Oklahoma and to have “welcome” signs entering all four directions into Duncan. Beautifying and cleaning up Duncan was also important. Carolyn had always admired the many beautiful crapemyrtles in our town and thought it would be good for tourism and economic development. With enough crapemyrtles, people will drive to see them during the summer months when they bloom so prolifically. In fact, they bloom for 90 to 120 days. They LOVE the heat and are drought tolerant. The first two years they need to be watered, but after that they are easy to care for.

Carolyn Rodgers made sure there wasn’t another town in Oklahoma that had that designation. Someone in Durant told her she needed to contact our local senator in order to make it legal at the state level. Carolyn contacted our Senator at that time, Anthony Sykes. Before embarking on the project he wanted to make sure our community was behind it. After many letters and emails, he decided we were in agreement and went about writing a resolution. He co-sponsored and wrote the resolution with Representative Dennis Johnson. It was passed by the Legislators and signed on Feb. 27, 2008. We are now officially the Crapemyrtle Capital of Oklahoma. The signed resolution has been framed and is hanging in the office of the Duncan Chamber.

TRAIL RUTS AT MONUMENT HILL

See the historic remains of the Chisholm Trail etched by the hooves of millions of cattle during the famous cattle drive. The trail ruts are located in and near Duncan with most of the original trail now paved or on private property. Tours are for groups of 15 or more with advance reservations and are guided by a historian with a chuck wagon meal option. You’ll also see Monument Hill – a landmark visible to trail hands more than twenty miles away. Self-guided tours are also available. The mission of Douglass East Side Senior Citizens Center is to help facilitate the emotional, social, physical, mental health and well being of our independent senior citizens. We strive to provide them with access to a variety of direct services such as transportation, health screens from visiting nurses, daily activities and social interactions with other seniors. Our goal is to provide a diverse culture for a safe place senior citizens are able to laugh and engage in healthy fun filled activities in a home away from home atmosphere. We provide transportation to and from the senior center, to doctor appointments, shopping errands and also Delta Nutrition provide the seniors with a healthy nutritionist lunch daily.
