As the Victoria Chamber of Commerce enters its 100th incorporated year representing businesses in Victoria and the surrounding area, we are becoming a more member centric and business friendly organization. Keeping that in mind, the Chamber will only be as strong as its members and the memberships that are made up of dedicated business leaders in the community. These small businesses have as few as two employees to major employers with well over one thousand employees.

One of the oldest cities in the Lone Star State, Victoria is located in the heart of the Golden Crescent of South Texas, and is within a two-hour drive of Austin, San Antonio, Houston and Corpus Christi. RICH HISTORY

Known for being one of the oldest towns in Texas, residents and visitors enjoy the city’s rich history and culture, both of which earned Victoria a spot on Livibility’s “Top 10 Cities for Historic Preservation” list. Martin de Leon founded the town in 1824 when he settled 41 Mexican families here. De Leon named the town Guadalupe Victoria, honoring the Republic of Mexico’s first president (not the Queen of England). After Texas gained independence, citizens renamed the settlement Victoria.

VICTORIA COUNTY COURTHOUSE

The Victoria County Courthouse was constructed in 1892 and occupies the block to the west of De Leon Plaza. It was designed by noted architect J. Riely Gordon, who is responsible for 18 Texas Courthouses. It was spectacularly restored over a period of seven years, culminating in its rededication on March 24, 2001. The 1892 Victoria County Courthouse is listed on the National Register of Historic Places and is a Registered Texas Historic Landmark.

Victoria is a city with a rich history and a bright future. I am proud and honored to serve as the mayor of Victoria at a time when our City government is proactively working to strengthen our economy and enhance livability.

The City creates new employment and entertainment opportunities by attracting businesses through various city managed organizations. We also continue to work closely with Victoria County, Victoria Sales Tax Development Corporation, Victoria Economic Development Corporation, Victoria Regional Airport, Port of Victoria, Victoria Chamber of Commerce and other local partners to expand industry and commerce.

We are also leveraging resources and partnerships to expand budget-friendly housing. Affordably priced apartment complexes and our forthcoming infill housing program create a welcoming environment for residents and for new businesses whose employees will need a place to live.

Our city will mark its bicentennial in 2024 and plans are underway to celebrate this milestone such as the unveiling of statues of Victoria’s founders, Martín De León and his wife Patricia de la Garza De León. The yearlong celebration will highlight our history and set the stage for the next 200 years of prosperity.

Serving as mayor has helped me to gain a better understanding of the challenges and opportunities facing our whole community. With the support of my fellow council members and community partners, I will continue to do my part to help our city grow and thrive.

The Victoria Economic Development Corporation (VEDC) is excited to play a vital role in the Greater Victoria Region and we are growing and evolving to better serve our community. Our focus is jobs, whether that be helping to retain the great primary job base that we have in the region or working with our partners to create more high paying job opportunities locally for our friends and neighbors.

Our official mission is to work to attract opportunities for private capital investment that will increase the tax base and create primary jobs; and works to retain and expand existing businesses. We were founded in 1982 by members of the private business sector with a vision for the future; to work closely with elected officials and community members on initiatives that will strengthen opportunities for generational growth.

That means our goal is to be your partner and advocate for you. To do whatever we can to make it easier for you to retain and create job opportunities in the region.

This year we are excited to announce that we have embarked on an official new Business Retention and Expansion Work Program. We have begun reaching out, visiting and working with regional employers to see what challenges they face and how we can pull our community together to support and make Victoria an even better place to do Business.

We are also fortunate to be adding more members to our Board of Directors and welcoming new partners, expanding our ability to serve our constituents. In May 2022 we began working for the City of Edna and Calhoun County, the City of Port Lavaca and (Calhoun)

West Navigation District in January 2023. We also have contracts in place or are designated partners to serve the Victoria Sales Tax Development Corporation - City of Victoria, Victoria County, the Victoria County Navigation District and Victoria Regional Airport. VEDC’s non-profit status provides for a unique organizational structure that mirrors the collective ideas of both private business and governing taxing entities. Our private sector funding is derived from businesses and individuals committed to supporting Victoria’s growth.

We are fortunate to be experiencing a very active time in our region for potential new investments. VEDC continues to work with several mega projects that represent more than $5 billion in capital investments and have the potential to create over 1,100 local high paying jobs. VEDC is working around the clock to help our region rise above the competition and secure a brighter future for all of us.

Economic development is a team sport, and everyone plays a vital role in the competition for expansions and new business growth. Superb educational opportunities for the current and future workforce, robust utility infrastructure to support new business growth, diverse and stable transportation infrastructure, and a quality place to live and work all contribute to the success of our region.

PORT OF VICTORIA

The Port of Victoria (POV) is a shallow-water port located just 35 miles from the Gulf of Mexico and is perfectly located between Houston and Corpus Christi. POV currently moves over 4 million tons of cargo by barge a year and has an $11 billion economic impact on the region which constantly ranks us among the top inland ports in the country. In 2022 the port has added over 2 miles of rail to our North Site and announced the Texas Logistics Center at our South Site. Dual rail service provided by the UPRR and BNSF gives the port an advantage over other locations.

In addition to the above, the port continues to reinvest in itself. 2022 was a banner year for the Port of Victoria. We completed 2 road expansion projects, executed two leases with new tenants, signed two options for future leases and added 270 acres of land to the South Site. Zinc Resources, a $90 million facility is now operational! This proves that investing in infrastructure leads to jobs and economic development.

POV continues to work closely with Victoria County, City of Victoria and Victoria Economic Development Corporation to promote economic growth. We are part of the I -69 alliance which helps make I-69 a reality. This interstate is vital to our future providing improved connection to Mexico, Houston and beyond. The Port is currently working on other infrastructure improvements such as a $27 million rail build out at the Texas Logistics Center to provide enhanced service to future tenants. The coming years look bright for the future at the Port and region.

VICTORIA REGIONAL AIRPORT flyvictoriatx.com

Victoria Regional Airport (VCT) is a towered, fully operational FAA Part 139 airport that provides scheduled commercial airline service. SkyWest Airlines d.b.a. United Express currently operates a 50-seat Bombardier CRJ 200 Regional to Houston Intercontinental Airport. VCT is included in the National Plan of Integrated Airport Systems (NPIAS), which identifies existing and proposed airports that are considered significant to the national airspace system. The Airport, owned and operated by Victoria County, is situated on a 1,766-acre site and is classified by the Federal Aviation Administration as a Regional Commercial Service Airport.

As a significant transportation, infrastructure, and economic asset to the community, VCT brings great opportunities to improve economic outcomes in Victoria and the region, as well as to make the area more of a business and economic opportunity destination. Recently, VCT finished a Site Preparedness Study that concentrated in future development of three parcels of land located off U.S. 59 Business Highway. The study focused on four major components:

• Quantify & prioritize land available for non-aeronautical land development

• Identification & analysis of site environmental & utility availability

• Determine future environmental & horizontal infrastructure needs

• Identification of targeted industry sectors & airport-compatible land uses

Non-aeronautical land development refers to the development and ground leasing of airport-owned property for compatible commercial or industrial uses that are physically separate from the secured runway zones and typically unrelated to serving the traveling public or aeronautical functions. It is expected that VCT’s non-aeronautical ground leasing will become the central force behind the growth of the region, and the catalyst for turning Victoria County and City of Victoria into one of the region’s most prosperous and vital local economies. While non-aeronautical real estate development will become a crucial source of revenue for the airport, the combined economic impact to the region will grow exponentially from the current impact of $44.7 million in economic activity.

In 2021 we adopted 20 families and were able to bless over 60 children with the Christmas every child deserves.

Victoria features a diversity of neighborhoods and a variety of homes that range in value from the low $100,000s to the $1 million range. Although there are only a few million dollar homes, there are plenty of high-end options in the $400,000+ price range.

As for style, home buyers have a wide variety of architectural styles ranging from the historic Victorian style the city is known for, to mid-century modern and modern. Although the average age of a home in Victoria is over 35 years, there are plenty of new construction opportunities available - especially on the north side of town.

COMING SOON: FISHPOND AT VICTORIA

Construction on FishPond at Victoria is set to begin in early 2023. The complex will be located near Airline Road and Navarro Street. FishPond at Victoria will include 75 units for residents 55-years-old and older. They must earn less than 60% of Victoria’s area median income, which varies depending on household size. The Department of Housing and Urban Development updates the area median income yearly. Income includes Social Security and other benefits. A residents’ income will determine the unit’s price. Leasing is expected to begin in fall 2024, though this timeline is subject to change amid ongoing inflation and supply chain issues.

The City of Victoria’s Victoria Housing Finance Corporation, in partnership with Realtex Development Corporation announced the grand opening of a newly constructed affordable housing community, Enchanted Gardens Apartment Homes in October.

“Providing affordable workforce housing options was identified as a key priority by Victorians during development of the City’s 2035 Comprehensive Plan, and the HFC is helping us achieve that goal,” said Assistant City Manager Mike Etienne.

The gated three-story garden-style community features 168 one-, two- and three-bedroom apartments, providing options for individuals and larger families. The development was designed with open-concept contemporary lifestyle spaces, attractive finishes such as luxury faux wood flooring, quality cabinetry, granite counters, walk-in closets, Energy Star-rated stainless steel kitchen appliances, nine-foot ceilings and garden tubs, among other features.

With over 13,000 students, the Victoria Independent School District (VISD) boasts an early childhood education center, 14 elementary and eight secondary campuses.

VISD believes that students and staff should explore through choice, pathways, and experiences in and out of the classroom. For students, exposure means attending field trips to the University of Houston-Victoria (UHV) to learn more about STEM programs offered or meeting community partners at personalized learning campuses to learn about various career fields. Victoria College (VC) is nearing one century of offering higher education and training in the Crossroads. Since 1925, Victoria College has provided quality and affordable higher education and training to thousands of residents of Victoria and nearby communities.

VC offers education and training leading to associate degrees, certificates, industry-recognized credentials, and academic transfer to four-year universities. Programs and courses are offered in business and technology, health careers, industrial trades, public service, and liberal arts and sciences.

Many students take advantage of VC’s affordability while completing their first two years of coursework and leave better prepared to continue their academic careers at four-year universities. High school students can begin earning college credit while still in high school with Victoria College’s dual-credit classes.

Victoria College is also a leader in providing diverse workforce training and continuing education to meet demands of area residents and the local job market. VC works closely with area business and industry partners to ensure that its training programs meet specific employment needs.

Adult Basic Education is offered to help students improve basic skills in reading, writing, and math in order to prepare for the GED exam and college, and English as a Second Language (ESL) courses help non-native speakers learn to communicate in the English language more effectively.

Victoria College’s Emerging Technology Complex is the Crossroads’ premier training and meeting facility. The state-ofthe-art facility’s three-story Conference and Education Center has become a favorite venue for gatherings of large and small businesses, companies, and organizations. The two-story Industrial Training Center is home to many of VC’s industrial trades and customized training courses.

Victoria College employs nearly 300 people at its Main Campus in Victoria, the Leo J. Welder Center for the Performing Arts, the Emerging Technology Complex, the Museum of the Coastal Bend, the VC Gonzales Center, and nursing school in Hallettsville.

The University of Houston-Victoria is working every day to make a positive impact on its students and the community. We know the importance of drive, and the university has made some exciting changes that will help others connect with the university and its mission.

In October, UHV hosted a ribbon-cutting celebration for UHV University South, the university’s new science, technology, engineering and mathematics building. The 58,464 sq. ft., threestory building houses a 120-seat classroom; motion capture, robotics and gaming, biology, anatomy and other labs; and an immersive 210-degree visualization theater.

That same day, UHV announced that the university would be reorganizing from three academic schools into four academic colleges: Business, Education & Health Professions, Liberal Arts & Social Sciences, and Natural & Applied Science.

UHV offers more than 80 academic programs for students to earn degrees and certificates in what drives them. During the past year, UHV has added new programs to better serve the needs of the surrounding communities and the interests of its students.

The UHV College of Business has added an undergraduate concentration in construction management as well as graduate concentrations in business analytics, human resources management, nonprofit leadership and supply chain management. The UHV College of Natural & Applied Science also began offering new academic programs including a graduate data science program as well as new undergraduate concentrations in cybersecurity, artificial intelligence and data science.

UHV also is working to add even more new programs, including undergraduate degrees in nursing, music and studio art as well as programs in computer, chemical and electrical engineering; agribusiness and agricultural science; and aviation science.
