Man Arrested for Multiple Felony Charges Related Thefts

On Tuesday, March 14, at about 5 p.m., the Paso Robles Police Department received a call regarding several storage lockers that were broken into at a storage facility in the 2900 Block of Union Road. A manager investigated the matter and reviewed the on-site surveillance footage. e manager noted a red car on the premises during the time of the break-ins and noted the gate passcode used was that of a new tenant.

Shortly before 8 p.m., the manager called to report the new tenant, driving his red car, was back on the property. O cers arrived and attempted to stop the vehicle within the complex, but the driver, John James Jenkins, Jr (28, Paso Robles), tried to ee, while throwing stolen property out of the car window. Jenkins was not able to exit the property and gave up. Several stolen items were recovered from the scene. O cers also located a loaded .40 caliber handgun near the center console.

Jenkins was arrested on multiple felony charges related to the thefts as well as weapons violations by a person who legally cannot possess a rearm/ammunition. Jenkins was booked into the SLO County Jail. is is an ongoing investigation. Anyone with information about this case is encouraged to call the Paso Robles Police Department at (805) 237-6464. SLO County Declared Eligible for FEMA Individual Assistance

On Jan. 17, the Major Disaster Declaration for the State of California (FEMA4683-DR) for severe winter storms was amended to include the County of San Luis Obispo for individual assistance, debris removal, and emergency protective measures. Residents of San Luis Obispo County will now be eligible to apply for Federal nancial assistance and public agencies will be eligible to seek reimbursement for the removal of debris. Public agencies had previously been eligible for reimbursement for costs associated with emergency protective measures.

Residents who incurred nancial losses due to storm damage are encouraged to apply for assistance as soon as possible online at disasterassistance.gov or by calling 1-800-621-3362. You can also apply for assistance by downloading the FEMA app in the Apple and Google store. is allows you to upload documents to FEMA directly and track the status of your application.

For individuals unable to apply by internet or phone, more options will become available in the coming days including a Disaster Recovery Center, where you can apply for and get help from a FEMA representative.

If you can’t live in your home currently due to issues with water, mold, mud, or inaccessibility, please make sure you include this in your application.

Paso Robles Declares Local Emergency

Paso Robles City Manager

Ty Lewis has declared a local emergency on Friday, March 10, as result of the existing and expected impacts of the storm event currently underway.

Paso Robles Municipal Code Chapter 2.24 empowers the city manager, acting as the director of emergency services, to proclaim the existence or threatened existence of a local emergency when the city is exposed to an actual or threatened existence of conditions of disaster or of extreme peril to the safety of persons and property within the city and the City Council is not in session.

City Council held a special meeting on Monday, March 13, at 10 a.m. to ratify the declaration.

House Fire Displaces Six People in Paso Robles ree re engines, a heavy rescue, and a battalion chief from Paso Robles responded. Under the city’s automatic aid agreements one engine from Cal Fire responded with one battalion chief. A total of 15 re ghters responded to the incident. Assistance was also provided by San Luis Ambulance and the Paso Robles Police Department. e cause of the re was related to a rechargeable battery that overheated and caught the couch on fire, then extended to the rest of the living room.

Six people have been displaced from their home in Paso Robles after a re ignited in their living room.

On ursday, March 9, at 6:57 p.m. Paso Robles Fire and Emergency Services responded to a report of a structure fire at 558 Ferro Lane in Paso Robles.

First-arriving re ghters found a single-family dwelling with light smoke showing from the front door of the house. e re was quickly contained to the living room with signi cant smoke damage throughout the house.

The Paso Robles Fire and Emergency Services Department wants to remind everyone to make sure that you have working smoke detectors in your house and the daylight saving time change is a great time to change your batteries.

Get Free Car Seat Check-Up at Upcoming Events in Templeton

Parents and caregivers can get extra peace of mind that their car seat is installed correctly at upcoming car seat check-up events in Templeton and San Miguel. ese events are presented by the Public Health Department and the nonpro t Pregnancy & Parenting Support of San Luis Obispo County. Events will take place:

• April 4, 10 a.m. to 1 p.m. at Twin Cities Hospital (1100 Las Tablas Road) in Templeton e Public Health Department’s certi ed child passenger safety technicians provide free car seat education and inspections to individuals and groups throughout the year. Inspections are o ered in-person or virtually by appointment.

Certi ed child passenger safety technicians will check car seats for proper installation. Technicians will also teach caregivers how to install their car seat correctly and provide education about the appropriate seat based on the child’s age and size.

According to the National Highway Traffic Safety Administration (NHTSA), 46 percent of car seats are misused.

California law requires all children under 2 years old to ride in a rear-facing car seat, unless the child weighs 40 or more pounds or is 40 or more inches tall. Parents are encouraged to keep children in rear- and forward-facing seats as long as possible. Children who are age 8 and older or who are at least 4 feet, 9 inches in height may ride in the back seat of a vehicle in a properly tted safety belt, though a booster seat is still recommended.

Funding for the program is provided by a grant from the California O ce of Tra c Safety, through the National Highway Traffic Safety Administration.

Shandon Man Arrested for Halloween Shooting e investigation led to an arrest warrant for Contreras. He was arrested without incident on several charges, including assault with a deadly weapon and in icting great bodily injury. It’s believed this incident is gang-related. e investigation is continuing. No further information is available at this time.

San Luis Obispo County Sheriff’s detectives have arrested a man in connection with a shooting that occurred Halloween night last year.

On Monday, March 13, detectives arrested Jesus Contreras, 19, for a shooting incident that occurred last October on Halloween night in Shandon.

Deputies were called to the 200 block of Camatti Street in Shandon on Oct. 31, 2022, for a report of shots red. When deputies arrived, they discovered a 15-year-old male in the street with a gunshot wound to the stomach. e victim was alert and talking. Deputies provided rst aid and then had the victim airlifted to a local hospital.

Addis Appointed to Ocean Protection Council

Assemblymember Dawn Addis (D-Morro Bay) announced on Tuesday, March 14, that Speaker Anthony Rendon (D-Lakewood) appointed her to the Ocean Protection Council.

Elected in 2022, Addis represents 200 miles of California central coastline, from the Santa Barbara/San Luis Obispo County border in the south to the eastern coast area of Santa Cruz County in the north.

The Ocean Protection Council was created by the California Ocean Protection Act (Senate Bill 1319), authored by former Senate pro Tempore John Burton (D-San Francisco) in 2004. e mission of the council is to ensure that California maintains healthy, resilient, and productive ocean and coastal ecosystems for the bene t of current and future generations.

The council consists of the secretary of the Natural Resources Agency, the secretary for environmental protection, the chair of the State Lands Commission, and two members of the public appointed by the governor.

In addition, one member of the Senate, appointed by the Senate Committee on Rules, and one member of the Assembly, appointed by the Speaker of the Assembly, shall meet with the council as nonvoting, ex o cio members.

Evacuation Order Issued for Oceano Residents South of the Arroyo Grande Creek Levee and Oceano Lagoon

The County of San Luis Obispo has issued an evacuation order for Oceano residents south of the Arroyo Grande Creek Levee and near the Oceano Lagoon to include:

South of Arroyo Grande Creek Levee

• All areas south of the AG Creek Channel for 1 mile and west of Highway 1

Near Oceano Lagoon

North and East of Strand Way & River Avenue (new) South of Pier Avenue to the ocean

• East to the railroad tracks, along the tracks, back up to Pier Avenue e landslide is covering the 13800 block of Los Altos Road, which is roughly halfway between Highway 41 and San Marcos Road. e road is impassable to through tra c, but all residents have access to their properties. is is an active slide and the city will reopen Los Altos Road to through tra c after damage is assessed, debris removed,

Residents are directed to leave now and seek high ground. An American Red Cross Shelter is open on the SLO Veterans Memorial Building, 801 Grand Ave., in San Luis Obispo. Keith Damian Doshier, 59, of Atascadero, passed away peacefully at home, surrounded by his family, on March 3, 2023, after a courageous battle with ALS.

Keith was born on September 28, by her side.

On May 22nd, 1937, Sheila was born in San Bernardino, CA, to Frances and William Nolan. She was their rst child, followed by brothers Tim, Pat, Greg, and sister Nancy. On that day, the world would become a little brighter. Sheila was her mother’s little helper in taking care of her siblings. ose early days instilled in her a strong work ethic. At 19 years of age, she attended Creighton University in Omaha, Nebraska, studying to become a Registered Nurse. She then went on to become a teacher’s aide in the Gilroy Uni ed School District for many years. She was passionate about her work as a teacher’s aide and took great pride in elland (Keck) Lancaster was born in Tulare, CA., on February 20, 1941. His parents were Nixon Lancaster and Irene Kinsey Lancaster. He passed away on December 29, 2022, in Bakers eld, CA, after a battle with Alzheimer’s.

Keck graduated from Arroyo Grande High School in 1958. He attended Cuesta Jr. College, Santa Maria Business School, and Cal Poly. He married Sharon Arfman from Long Beach, and they had two children, Carol Virginia Lancaster and

1963, in Fresno, California. He was raised in Atascadero, California, and graduated from Atascadero High School in 1981. He attended Cuesta College and played on their golf team. Keith started brewing his own beer in the 80s, long before microbrews gained popularity. He was employed for 25 years as a Professional Golf Association (PGA) Member at Chalk Mountain Golf Course in Atascadero and e Links Course in Paso Robles. Keith then worked as an award-winning salesman for Lawson Products.

It was through their mutual love of golf that Keith met and married the love of his life, Tammy, in 1991. Together, they built a good life & traveled to many places. One of their dream trips was to Ireland in 1994 to drink beer in authen- grandfather, entered into eternal peace Saturday, February 21, 2023. helping the kids.

Jerry was the youngest son of Alfred and Louise Bonni eld. He was born in Paso Robles, raised in San Miguel, and moved to Paso Robles after marriage, where he resided for the rest of his life. A graduate of Paso Robles High School in 1960, Jerry was a race car enthusiast, avid sherman, and a creative CNC machinist.

When she was 25 years of age, she met and married Bud. ey raised two children – Deborah Rose and John Bryan. She was a ercely dedicated mom and was always involved in her children’s activities. Her family was arguably her most important achievement in life.

Sheila joins her parents, Frances and William, brothers, Tim and Pat, and Aunts, Helen, Mae, and Kathryn, in Heaven.

Sheila was a beautiful and comforting woman. She is survived by her husband Bud, daughter Debbie, son Bryan, brother Greg Nolan (Diana), sister Nancy Panizzon (Dan), adored tic pubs and golf on beautiful courses.

Ronald Lancaster. In 1982. Keck married Reba Renfro Smith after a brief courtship. Reba was the Postmaster at Santa Margarita, CA. Keck jokingly told others he bought a lot of stamps at that Post Office. They had one son, Kellan Matthew Lancaster. Kelland became a Highway Patrol o cer in 1967 and retired after 33 years of service. He loved his job and was professional at all times. Keck also enjoyed the companionship of his fellow o cers.

Keith was an amazing husband, an unconditionally loving father, a loyal family member, and a true friend. He had a beautiful smile that welcomed you every time you saw him. He was well-liked, caring, dedicated, compassionate, and full of useless information, making him a trivia night winner. He was a damn good handyman as long as you didn’t expect him to be fast because perfection took time and multiple trips to the hardware store.

Keith was passionate about golf, beer, Irish music and heritage, old movies, History, politics, debating any subject, and educating people on how to pour the perfect pint. In addition, he enjoyed hosting get-togethers in his private Irish pub. For Keith, a good day was any day career, he worked for Farmers Alliance, San Ardo Oil Field, and the Ho man Ranch. grandchildren Carly Rose, Garrett, Taylor, and Lauren, nieces and nephews Teri Zingarelli, Lisa Arizcuren, Katie Keen, Jennifer Abrao, Joe Nolan, Marisa Zaragoza, John Panizzon, and Amy Donohoe. We should remind ourselves that while this is the end of Sheila’s physical life on earth, it is the beginning of an Eternal and beautiful journey for her. that ended with a great beer and good conversation.

In lieu of flowers, donations are requested to be made to St. Mary’s Church in Gilroy, the Alzheimer’s Association, or St. Jude’s Children’s Hospital. A memorial service will be held at St. Mary’s Church on Saturday, March 25th, 2023, at 11 AM.

Keck was a man who served God and attended church regularly. He taught in the Royal Rangers program, ushered, and helped in many various positions. He is survived by his wife, Reba, son Ron Lancaster and his wife, Patricia, Kellan Lancaster and wife, Kari, and Ginger Lancaster. Keck is also survived by his stepchildren, Stacy Smith and David Smith. He has numerous grandchildren and great-grandchildren who called him “Pappy” a title he loved.

He is preceded in death by his parents, Donald & Louise Doshier. He is survived by his wife of 31 years, Tammy Doshier, and their son, Dylan Doshier; Keith’s siblings, Lucia, Lynn, Lori, and Steven; the Renfro family, Carolyn, Todd, DeAnna, Robyn, Karen, and Jenna. As well as numerous aunts, uncles, nieces, nephews, and cousins.

Mass will be held at St. Williams Parish in Atascadero, at 12:00 pm, on March 17, 2023—a Celebration of Life to follow at 1:30 pm at Wild Fields Brewhouse.

Challenging Baker’s position, Trustee Cogan said, “I’m worried we might be looking for a political controversy when so many of the ber. e FFA chapter remains highly active by introducing students to various careers and skills within agriculture. Last week, the Animal Science Pathway students had an opportunity to go behind the scenes at the Fresno Chaffee Zoo.
