Russian Carlsbad K-9 cop lauded on retirement tennis star to play at La Costa CARLSBAD — Nadia Petrova, Sony Ericsson World Tennis Association Tour star, will play at the 2010 Mercury Insurance Open at the La Costa Resort and Spa, held July 31 to Aug. 8. Petrova, the 5-foot-10inch Russian who is ranked No. 20 in the world, is coming off a quarterfinal finish at Roland Garros where she scored a thrilling 6-4, 6-3 fourthround victory over second seeded Venus Williams. The Moscow native will be making her eighth career tournament appearance this year at the La Costa Resort and Spa. Her best result here was a quarterfinal finish in 2003 and 2007. Petrova reached her career high singles ranking at No. 3 in the world in 2006. A strong field for the 2010 Mercury Insurance Open is starting to take shape as Petrova joins fellow Russians Dinara Safina and Svetlana Kuznetsova as well as Serbia’s Ana Ivanovic and Daniela Hantuchova of Slovakia among the tournament’s early entries, said Raquel Giscafre, TURN TO TENNIS ON A22

CARLSBAD — Retiring K-9 officer Raven was honored for his service to the city of Carlsbad with a proclamation from Mayor Claude “Bud” Lewis at the Carlsbad City Council meeting May 11. Raven, a Belgian Malinois, began his police service career in Carlsbad as a patrol K-9 in November 2002 and has been a dedicated member of the Carlsbad Police Department and partner to Police Corp. Torrey Cluett for more than seven years. During his tenure at the city, Raven has worked on more than 4,000 calls, resulting in suspect apprehensions and the seizure of cash and narcotics. Raven has participated in many statewide K-9 competitions for narcotics detection, agility, handler protection, search, and obedience, and he has earned two Top Dog titles, six first TURN TO COP ON A22

OCEANSIDE — A City Improvement Project, or CIP, workshop held June 1 to gather residents’ input on needed roads, traffic lights and sidewalks left some of the 13 residents who attended disappointed. Council postponed voting on the CIP budget to allow time for community input. The workshop was anticipated to be the “last chance” for residents to have their voices heard on needed roadway projects for the 2010 to 2011 fiscal year. “I have concerns that dialogue tonight will not change it (the CIP budget list),” Joan Brubaker, Oceanside resident, said. The workshop opened with a brief overview of how the city prioritizes CIP funding, followed by city staff stationed at enlarged budget sheets and ready to answer residents’ questions. “Our intent is to be as transparent as possible,” Scott Smith, city engineer, said. “We have no emotional ties to the proj-

Others who attended the workshop felt OK with the promise that “maybe next

year” their requests will make the CIP list.The process to funnel requests through study, design, committee reviews and council, with allowable time for public notice, takes time. One request that may make next year’s list is to have funds set aside to build a second road, in addition to Melrose Drive, to connect the community of Jeffries Ranch with SR 76. The city has OK’d $75,000 from the Transnet

unfunded project budget to study possible roadways. “We’re hoping they (the study team) might come up with something new,” David DiPierro, city traffic engineer, said, “We want them to come up with two alternatives for us to look at.” Once a study, design and review of the road is completed, funding can be OK’d. “This time next year maybe its something we can take a look at doing,” DiPierro said.
