REQUEST FOR QUALIFICATIONS CARDIFF AND ENCINITAS SANITARY DIVISIONS SEWER MASTER PLAN UPDATE

NOTICE OF PENDING ACTION ON ADMINISTRATIVE APPLICATION AND COASTAL DEVELOPMENT PERMIT

The City of Encinitas Public Works Department is seeking a qualified engineering consultant to prepare a Sewer Master Plan for the Cardiff and Encinitas Sanitary Divisions. The purpose of the Sewer Master Plan is to evaluate system capacity, assess the condition of existing facilities, and develop a Capital Improvement Plan for rehabilitation and expansion of the collection system. The Capital Improvement Plan shall prioritize projects into near-term (within 3 years) intermediate-term (3-8 years) and long-term (beyond 8 years). The document will serve as a guide to establishing future sanitary sewer facilities in the Cardiff and Encinitas Sanitary Divisions. It will also set forth an on-going rehabilitation program for existing facilities as needed to maintain uninterrupted service to the community. Cost estimates for the future sewer system as well as rehabilitation of the existing system will be necessary to analyze each division’s fee structure and develop a capital improvement program. The master plan will be utilized as a primary tool in the subsequent rate study and development of a proposed financial plan for each division. As the initial phase of hiring a consultant, the City is requesting interested consultants to submit a Statement of Qualifications. The deadline to submit a Statement of Qualifications is 5:00 p.m., Friday, March 26, 2010. Four (4) bound copies plus one (1) unbound copy, double-sided, of the Statement of Qualifications should be submitted to the City of Encinitas Public Works Department, Attention, Bill Wilson, 160 Calle Magdalena, Encinitas, CA 92024. The Statement of Qualifications must include a comprehensive outline of qualifications and experience. Furthermore, the Statement of Qualifications must include a list of key personnel with resumes and references including telephone numbers. Statements of Qualifications must include a list of sub-consultants to be used on the project. In a separate, sealed envelope, please provide a copy of the company’s most recent financial statement or other documentation establishing the financial stability of the company for the duration of the project. The following criteria will be used in evaluation of the Statement of Qualifications: • Experience on similar projects (including master plan, financial plan and rate studies), with emphasis on sanitary sewer projects in coastal jurisdictions – 30% • Quality and Experience of Project Team – 30% • Financial Stability – 20% • References – 20% The City will review all Statements of Qualifications. Only the most qualified consultants will be invited to submit a proposal as part of the next phase to the selection process. The City anticipates inviting the four most qualified consultants to proceed with the next phase of the selection process which is the submittal of a proposal, including a proposed cost.

In accordance with the provisions of Section 30.01.070 of the City of Encinitas Municipal Code, this notice is provided not less than 10 days prior to the public hearing schedule specified below. An appeal of the Department’s determination accompanied by the appropriate filing fee may be filed within 15-calendar days from the date of the determination. Appeals will be considered by the City Council pursuant to Chapter 1.12 of the Municipal Code. The action of the Planning and Building Director cannot be appealed to the Coastal Commission. Under California Government Code Sec. 65009, if you challenge the nature of the proposed action in court, you may be limited to raising only those issues you or someone else raised regarding the matter described in this notice or written correspondence delivered to the City at or prior to the date and time of the determination.
