IDB Support for Sovereign Assets and Liabilities Management
INTRODUCTION The Capital Markets and Financial Institutions Division of the IDB (CMF) is working on a framework and a tool for an integrated approach to sovereign assets and liabilities management (SALM) which aims to be appropriate and practical for the region. We are doing research and knowledge products in relation to the conceptual approach, design and implementation of a sovereign balance sheet, analysis of the implementation difď€ culties in terms of political economy, and the development of ď€ nancial analysis techniques. Sovereign Wealth Funds, Public Debt, and Contingent Liabilities are included in this area of research. We also developed a tool for dissemination of SALM (InfoGuide).

SOVEREIGN WEALTH FUNDS
CMF is working on subjects related to Sovereign Wealth Funds (SWF) and linked Contingent Liabilities. In this regard, there has been progress in the development of a model focused on quantifying the contingencies that the SWF is aim to hedge against. This model also includes the rules of accumulation and use of resources that govern the operation of the SWF.

IDB Support for Sovereign Assets and Liabilities Management
PUBLIC DEBT
CMF provides active support to public debt management in Latin America and the Caribbean in order to strengthen the capacity of governments to manage public debt. With the support of the IDB, the Group of Latin American and Caribbean Public Debt Management Specialists (LAC Debt Group), which is composed of 26 countries of the region, was established in 2005. As part of the activities of the LAC Debt Group, a standardized database of sovereign debt was developed, with information provided since 2006. Additionally, we carry out research activities on this subject. 3
CONTINGENT LIABILITIES
We are developing research activities and knowledge products related to the management of ď€ nancial and ď€ scal risks associated with sovereign contingent liabilities. We have designed a methodology for estimating contingent liabilities. In this regard, a toolkit was developed to identify, measure, report, and monitor contingent liabilities, both explicit and implicit (guarantees, PPPs liabilities, litigious activities, deposit insurance, natural disasters, etc.).

SALM INFOGUIDE
This InfoGuide is a tool developed to facilitate access to a comprehensive set of useful information regarding Sovereign Assets and Liabilities Management (SALM). SALM InfoGuide is freely available to the public and includes updated information and material on this subject: documents from IDB and other international organizations, academic articles, materials available in the IDB libraries, and recent events and conferences.
