3. Built Heritage Overview
There are no identified historic heritage or special character buildings immediately adjacent to the Mt Eden Enabling Works area bound by Ruru Street, Nikau Street, Flower Street, Shaddock Street, Mt Eden Road and the existing NAL railway line.
Identified built heritage in proximity to the Mt Eden Enabling Works includes those buildings that are near to the intersection of Mt Eden Road and New North Road which contribute to the Upper Symonds Street Special Character Area in the Auckland Unitary Plan and identified in the Upper Symonds Street Historic Area listed by Heritage New Zealand Pouhere Taonga (HNZPT).
The temporary and permanent relocation of utilities required along Fenton Street, Porters Avenue, Haultain Street and Wynyard Street are close to, but do not directly affect, the adjacent residential area covered by the Special Character Area (Residential Isthmus A) Overlay Special Character area identified in the AUP.
Buildings in proximity to the Mt Eden Enabling Works that have built heritage values and are potentially affected are identified in Section 3.3.
3.2 Historic Streetscape Elements
Historic streetscape elements, including basalt kerbs, are evident in streets in the vicinity of the Mt Eden Enabling Works including in parts of Shaddock Street, Ruru Street and Nikau Street (refer to Figure 3-1).

3.3 Heritage Buildings Potentially Impacted by the Mt Eden Enabling Works
Historic heritage and special character properties within the limits of the vibration and settlement contours have been considered. Available maps showing built heritage potentially affected by vibration and settlement in proximity to the Mt Eden Enabling Works have been referred to, including:
Map 8 and 9 of 12, Appendix B, Built Heritage Technical Report, 2012 Auckland City Rail Link drawing; Settlement Contours and Building Assessment Mechanical and Consolidation Settlement Sheet 4 of 6 Approved Resource Consent Plan dated 17/11 2016, being part of the CRL Aotea to North Auckland Line regional resource consent.
Table 6-2 in the Construction Noise and Vibration Delivery Work Plan (CNV DWP) for the Mt Eden Enabling Works provides setback distances to comply with the cosmetic building damage vibration risk thresholds for heritage buildings. The largest risk radius is 30 metres. There are no scheduled or listed historic heritage buildings or special character buildings within 30 metres of the works. The vibration risk radii for equipment for the mined tunnel section are considered unlikely, but may have potential, to be relevant to heritage buildings above / close to the mined tunnel section. These buildings are identified in Appendix 2 of the CRL designation conditions and included in Table 3-1 below.
Section 6.2 of the Groundwater and Settlement Monitoring and Contingency Plan (GSMCP) identifies structures that require building condition surveys close to the Mt Eden Enabling Works, including heritage / special character buildings at 1-13 Mt Eden Road and 10-14 New North Road.
