BACKGROUND PROJECT DESCRIPTION: Amy Bingham seeks the approval of a home business permit to operate a Short-Term Rental at 5000 S. Crysler Avenue.

PROPERTY HISTORY: The house, located at 5000 S. Crysler Avenue, was built in 1951. It was built as a single-family home and continues to be a single-family residence in use and design.

PHYSICAL CHARACTERISTICS OF PROPERTY AND PROPOSAL: The 1,093 square foot, light blue, single-story single-family residence lies on a 40,063 square foot lot. The house has three bedrooms, a living room, kitchen, a bathroom. The home also has a basement , but it will not be used for sleeping or as an additional bedroom. Behind the home lies a shed that matches the house in color and material. Lastly, the home and all accessory buildings are situated on the north half of the property while the south half has the appearance of a vacant lot, although the grass is mowed and well maintained. The applicant would like to use this property as a short-term rental to be listed on AirBNB and other similar websites.

CHARACTERISTICS OF THE AREA: The surrounding, mostly single-family neighborhood, and features homes of similar design and size. The adjacent property to the north has a row of trees that create a physical barrier between the two properties. Most of the area houses are post-World War II ranch style houses. There are no curbs or sidewalks along the street.

The adjacent property to the north has a row of trees that create a physical barrier between the two properties. Most of the area houses are post-World War II ranch style houses. There are no curbs or sidewalks along the street.

PARKING: The property has a two-car wide driveway that leads to an attached garage that can accommodate two vehicles. More than six cars could be parked on site (including two in a garage). This location is not suited for street parking. Given the large amount of paved driveway space this should not be an issue.

UNRULY GUESTS/SECURITY: All guests will be required to fill out a guest verification form and be verified before being allowed to stay on the property. Devices will be installed to monitor noise level, occupancy, motion, and the temperature in the home. There will be a person that lives in the area called a “regional coordinator” that will be on-call 24 hours per day and available to address any issues.


BACKGROUND SHORT TERM RENTAL REQUIREMENTS: The applicant must address the following topics: • • • •

Noise monitoring – The applicant will install a noise monitoring system which will notify the applicant if the decibel level is above 85db for more than five continuous minutes. Trash Removal - Trash pick-up is scheduled for a weekly pick although the applicant does not know the name of the company that will provide service at this time. Property listing - The property will only be listed on AirBNB and VRBO, in addition to a direct booking website. Business operations/security – The regional coordinator will be responsible for site security, while nightly (the employer of the applicant) is responsible for general business operations, including screening customers, and coordinating bookings. City’s Short Term Rental checklist – The form was completed by the applicant covering licensing, future inspections, insurance, onsite information posting, and so forth. Fire safety – A fire evacuation plan had been submitted along with floor plans of the house. The fire escape plan must also be posted per Code requirement. City inspection - The property has been inspected by the Fire Inspector and passed the Initial Short-Term Rental Fire and Life Safety Inspection. There are no other Short-Term rentals in this area, therefore this application follows the density limitations of the City Code.

Recommendation Staff recommends APPROVAL of this Short-Term Rental with the following conditions: 1. The Short-Term Rental shall obtain a business license in accordance with the City Code and comply with Article 3, Chapter 5 of the City Code. The occupation license number shall be listed on all advertisements and online platforms. 2. The business must comply with all safety and other standards established by Section 14-420 of the City Code. 3. The maximum occupancy of the premises shall be limited to eight persons. 4. The maximum number of bedrooms shall be 4. 5. The noise monitoring system shall be installed and activated, the Good Neighbor Guidelines, evacuation plan and other notices must be properly posted, prior to approval of the business license.
