BACKGROUND PROPERTY HISTORY: The house, located at 3612 S. Crysler Avenue, was built in 1953. It was built as a single-family home and continues to be a single-family residence in use and design.

PHYSICAL CHARACTERISTICS OF PROPERTY AND PROPOSAL: The 1,162 square foot, beige, single-family residence lies on a 17,538 square foot lot. The house has three bedrooms, a living room, kitchen, a dining room, and one bathroom on the main floor. The home also has a basement, with an office, game room, gym, laundry room and an additional bathroom. There is a horseshoe driveway in the front yard. An additional driveway continues from the horseshoe driveway into the backyard and around the house. There is a garage that enters the basement of the home on the backside the property. The applicant would like to use this property as a short-term rental to be listed on AirBNB , VRBO, and a website called Real BNB.


BACKGROUND CHARACTERISTICS OF THE AREA: The surrounding, mostly single-family neighborhood, and features homes of similar design and size. Most of the area houses are post-World War II ranch style houses. There are sidewalks along both sides of Crysler Avenue.


Analysis PARKING: As mentioned, the property has a single-car wide horseshoe driveway in the front yard and an additional driveway that wraps around the home. This driveway can accommodate several vehicles. The applicant has indicated that there is enough space for six or more vehicles. This location is not suited for street parking. Given the large amount of driveway space this should not be an issue.

UNRULY GUESTS/SECURITY: Devices will be installed to monitor noise level, occupancy, motion, and the temperature in the home. A responsible agent that lives in the area that will be available to address any issues. The applicant has not provided more detail on how unruly guests will be managed.


Analysis SHORT TERM RENTAL REQUIREMENTS: The applicant has to address the following topics: • • • •

Noise monitoring – The applicant will be using a noise monitoring system called Minut. Trash Removal - Trash pick-up is scheduled with Ted’s Trash for a weekly pickup on Tuesdays. Property listing - The property will only be listed on AirBNB and VRBO, in addition to a direct booking website: Real BNB. Business operations/security – Cameron Ray, with the Real BNB, will be responsible for site security and for general business operations, including screening customers, and coordinating bookings. • City’s Short Term Rental checklist – The form was completed by the applicant covering licensing, future inspections, insurance, on-site information posting, and so forth. • Fire safety – A fire evacuation plan had been submitted along with floor plans of the house. The fire escape plan must also be posted per Code requirement. • City inspection - The property has been inspected by the Fire Inspector and passed the Initial Short-Term Rental Fire and Life Safety Inspection.

There are no other Short-Term rentals in this area, therefore this application follows the density limitations of the City Code.

Recommendation Staff recommends APPROVAL of this Short-Term Rental with following conditions. 1. The Short-Term Rental shall obtain a business license in accordance with the City Code and comply with Article 3, Chapter 5 of the City Code. The occupation license number shall be listed on all advertisements and online platforms. 2. The business must comply with all safety and other standards established by Section 14-420 of the City Code. 3. The maximum occupancy of the premises shall be limited to eight (8) persons. 4. While the code allows up to four bedrooms in a Short-Term Rental, the maximum number of bedrooms for this application shall be three (3). 5. The noise monitoring system shall be installed and activated in the common areas accessible to all tenants, the Good Neighbor Guidelines, evacuation plan and other notices must be properly posted, prior to approval of the business license.
