s we enter this new year, there is a lot to celebrate and look back on from 2025.

This past year the City was able to, once again, put on so many amazing events that really portray who we are as a community. We also began work on some major Capitol Improvement Projects and celebrated a milestone Anniversary.

We just wrapped our second cohort of the Citizens Leadership Academy, where residents were able to gain valuable insight into the City’s inner workings over the course of six inperson sessions, taught by Department staff and City leaders. Be on the lookout for the registration announcement for the next program.

In the Summer, the City of Gardena hosted the Goodwill Baseball Classic between the youth from Ichikawa, Japan Baseball Federation team, and the youth from the City of Gardena.

It has now been over 60 years since Ichikawa and Gardena solidified their Sister-City friendship, and a baseball game of this nature was long overdue. To mark the special occasion, Freeman Park’s baseball diamond was named Ichikawa Nippon Yakyu Field. It was a pleasure hosting the youth delegation this year and we’re glad to be able to honor the long-standing relationship with our Japanese Sister City.

As we move forward and continue celebrating the City of Gardena’s 95th anniversary, it is important to note that the success of our City would not be possible if it weren’t for our hardworking staff members and our residents.

On September 13, 2025, the City of Gardena inducted five individuals into the Wall of Fame.

Inductees are given this prestigious honor because they have contributed a minimum of 25 years of volunteer service to the City of Gardena. This tradition goes back to 1995, and since then, a total of 57 honorees have been inducted into the Wall of Fame. The beautiful ceremony was celebrated in conjunction with the City of Gardena’s 95th Anniversary.

May this new year be filled with many fun-filled events, and may we continue to work hard and prosper as a community to continue to make Gardena the greatest City to live, work, and play. I hope the Activity and Resource Guide continues to provide valuable information about all our programs and services to our residents.

RENT MEDIATION

Additionally, the Ordinance requires that a tenant receive a written notice of a rent increase at least thirty (30) days prior to the actual effective date of the increase if the increase is ten percent (10%) or less. If the rent increase is greater than ten percent (10%), the ordinance requires that a tenant receive a written notice of a rent increase ninety (90) days prior to the actual effective date of the increase. Mobile Home Park tenants must receive a ninety (90) day notice.

All rent increases must also include a notice to the tenant of their right to mediation/hearing and that the tenant has ten (10) business days following receipt of the notice to file a mediation petition with the City, and twenty-five (25) days for mobile-home tenants, in order to exercise their rights under Chapter 14.04 of the Gardena Municipal Code.

A tenant may file a request for mediation by completing a "Request for Mediation" form and submitting it to the City Manager's Office at 1700 W. 162nd Street, or by email rentmediation@cityofgardena.org.

On April 10, 1987, an Ordinance of the City of Gardena became effective to assist tenants and owners in resolving rental increase disputes through mediation and hearing services. Chapter 14.04 of the City of Gardena's Municipal Code requires all owners of residential rental units to provide one booklet of the Gardena “Rent Mediation and Hearing Procedures” to each residential unit/tenant and to all new tenants thereafter. The booklet provides an overview of the mediation and hearing procedures, along with the full text of the Ordinance.

As I reach the six-month mark as your Chief of Police, I want to take a moment to reflect on the exceptional work being done each day by the men and women of this department. Their responsiveness to community needs, commitment to public safety, and steady focus on addressing quality-of-life concerns continue to define the Gardena Police Department. The positive feedback I hear from residents and business owners only reinforces what I witness daily—our officers genuinely care about this community and are proud to serve it.

My commitment remains centered on the continued growth and development of our personnel. Building a police department where every member is respected, supported, and heard is essential to our long-term success. Officer wellness is a critical element of that mission. Law enforcement is demanding work, and the absence of compassion—either toward the public or within our own ranks—comes at too high a price.

Ensuring that our officers are healthy, grounded, and equipped to do their jobs effectively will remain a top priority.

Looking ahead, we will continue to embrace innovative strategies that strengthen our efforts to serve and protect. The future of policing requires thoughtful adaptation, and we are actively exploring new tools and technologies that can enhance safety and improve our response capabilities. This includes advancements such as drone technology, modern crime-fighting platforms, and other emerging resources that allow us to operate more efficiently, expand our reach, and provide better service to the community. These efforts will complement—not replace—the personal connections and relationships that remain at the core of effective community policing.

As we move into the new year, I am encouraged by the strong partnerships we have built with the community, our city departments, and the elected officials who continually support our mission. Together, we will continue to strengthen public safety, improve quality of life, and ensure that Gardena remains a city where people feel safe, supported, and heard.

Building Services is responsible for reviewing construction plans for compliance with building codes; issuing permits; inspecting building construction; administering and enforcing building construction codes; ensuring compliance with health and safety regulations; and providing general building information.

It enforces regulations on property maintenance, zoning, signage, public nuisances, and animal control, addressing typical violations such as overgrown weeds, debris, inoperative vehicles, and unpermitted construction.

SISTER CITY PROGRAM HIGHLIGHTS On November 8, 1962, Mayor Pete Jensen and Mayor Takejiro Ukiya proclaimed Gardena, California, and Ichikawa, Japan, as "Sister Cities".

Goodwill delegations comprised of city officials and community members have traveled to sister cities to enhance relationships and create opportunities for diverse cultures to connect and collaborate.

COMMUNITY PROGRAMS & SERVICES The Human Services Division offers programs, services, and resources for residents of Gardena. We are here to support those in need and accept donations from the community. Registration is required for all programs and services.

Community Food Pantry

The Gardena Community Food Pantry provides non-perishable food, hygiene, and baby supplies.

Pantry hours are Monday - Friday 10:00 AM - 4:00 PM. By registering, residents can qualify for up to six (6) pantry visits per year.

Appointments are recommended.

Donations to our pantry are welcome at anytime.

Rental Assistance

The City of Gardena has developed a Rental Assistance Program to assist those experiencing financial hardships.

It offers assistance for six months: 50% coverage for the first three months and 25% for the next three.

Birthday Program

This service is for families with children ages 1 - 12 years experiencing food and financial hardships.

A birthday kit provides ingredients to make a birthday cake, a gift, and decorations.

Staff partner with other agencies and conduct outreach to individuals experiencing unsheltered homelessness.
