2018 marked the start of an exciting new FUTURE Campbell Police Department headquarters facility! With the amazing support from our community and the passage of Measure O in the November 2018 General Election, we will now be able to embark upon the long awaited process of designing and building a modern new facility. There will be exciting times ahead as we engage designers and builders to provide the critical infrastructure to meet the ever-changing demands of a professional police organization now and into the future. We want to thank our Campbell community, and elected officials for their support of Measure O and their appreciation for the vital role that we play in keeping Campbell the outstanding community that it is. This Year in Review showcases just a small sampling of the work and events that go on every day at the Campbell Police Department. Our focus remains steadfast on providing outstanding law enforcement service with a purposeful emphasis on community involvement. This is evident not only through the many community events that we host and participate in (including Coffee with a Cop as you can see in the photo below), but also in the day to day approach that our officers and professional staff employ on every call. We are also very proud to highlight the fact that in 2018 the Campbell Police Department was selected as “Agency of the Year� for our Northern CA region by the California Narcotic Officers Association. We were selected from a field of over 100 other law enforcement agencies. This is quite an honor and a testament to the effectiveness and dedication of our people in keeping Campbell safe. Also notable is the fact that for the fifth straight year, Campbell experienced a slight decrease in Part 1 (most serious) crime. This is a positive result and can only be accomplished through a combination of talented law enforcement professionals, modern technology, and the assistance of our community. In 2018, our officers handled over 35,000 service incidents and made 1,699 arrests for everything from attempted homicide to petty theft. I hope you enjoy our 2018 Year in Review. 2018 Part I Crime

Arson Investigations In July of 2018, the Campbell Police Department took over all arson investigations for the Santa Clara County Fire Department. County Fire contracted with our agency to fully fund two full-time arson investigators who are assigned to our Detective Bureau. These investigators, who are veteran officers of the Campbell Police Department, are responsible for a diverse area in the Fire Protection District that spans seven different cities and some unincorporated areas within Santa Clara County including: Campbell, Cupertino, Los Altos, Los Altos Hills, Los Gatos, Monte Sereno, and Saratoga. County Fire will be responsible for determining the origin and cause of all fires within the district, however, those that are determined to be potentially criminal will be investigated by the Campbell Arson Investigators. Not only do we gain personnel, but the additional opportunities and investigative experience will be invaluable to Campbell PD and our community.
CNOA Agency of the Year The California Narcotic Officers’ Association (CNOA) is a nonprofit corporation dedicated to providing high quality training for law enforcement professionals. Since 1964, CNOA has grown to become the largest non-profit training association in California, with over 7,000 members. Members include: local, state, and federal peace officers, prosecutors, law enforcement personnel, and other national and international associates. Each year CNOA selects one agency from each of its eight regions to recognize as the “Agency of the Year.” Out of the 100 plus law enforcement agencies in California Region 1 (including Monterey, San Benito, Santa Cruz, Santa Clara, San Mateo, Alameda, Contra Costa,
Solano, Marin, Napa, Sonoma, San Francisco, and Mendocino counties), the Campbell Police Department was selected as “Agency of the Year.” After being nominated by the Santa Clara County DA’s Office, the CNOA Board then voted to select Campbell PD out of all the other agency nominations. In the awards presentation several narcotics investigations were mentioned, however, CNOA specifically noted that we were chosen “based upon a body of work” our agency has done over the last several years.
New POLICE Software Systems

After several years of planning and development, we officially went live with our new computer aided dispatch (CAD) and records management (RMS) systems in April. It has been over 15 years since the last upgrade and it took countless hours of preparation and training for all police department employees. The successful launch of this newest technology allows for streamlined operations between all divisions and an enhanced report writing system. This new system will save time and provide better resources to protect and serve our community.
BEST IN THE WEST In May, our SWAT team participated in the annual “Best in the West” SWAT competition hosted by the Santa Clara County Sheriff’s Department. During this two day competition, 27 agencies from across the state competed in seven individual and team events. These events showcase each team’s shooting, tactical, and teamwork abilities. This year, our SWAT team took third place in the “Two-Man Combat” event and our very own Officer Kimma placed third in the “Top Gun” event. We enjoy participating in this friendly competition every year, not only as an opportunity to network and showcase our skills, but as a way to provide important training for our officers.
beyond the badge Officer Munoz enjoyed a quick game of soccer with the students of Rosemary Elementary. Did you know Officer Munoz played professional soccer? He played for Club Puebla in Mexico as their outside midfielder.
Officer Billman unveiled his hidden talent at the Celebrate Campbell Middle School event back in April. He surprised us all when he stepped up to the DJ booth and gave a few records a spin.
National Coffee with a Cop Day Have you been to one of our many “Coffee with a Cop” events over the last several years? At these events, we welcome our community to join us for coffee and the opportunity to meet our officers and ask questions. This year we decided to take a new spin on the past events we have hosted. October 3rd is “National Coffee with a Cop Day” and we wanted to do something special to show our appreciation to the Campbell community. The staff at the Starbucks on West Hamilton was gracious enough to train Chief Carmichael to be an honorary barista for the day. As the Chief made the drinks, officers took turns surprising customers at the drive-thru window as they gave them their morning beverages and food. Events like these give us the opportunity to create fun experiences to better connect with our community.

high profile arrests Child Saved From Abusive Mother On March 1, 2018, The Campbell Police Department began investigating a child endangerment case. A witness saw a small child being removed from the trunk of a vehicle after it parked at The Pruneyard. Through extensive investigation, the suspect was identified as Cathleen Deehan, 42 years of Shingle Springs. After getting into a pursuit with another law enforcement agency, she was located and arrested with her child in the car. Deehan was found to be in possession of drugs and paraphernalia and CPS took custody of the child. It was determined that this was the fourth child taken from Deehan due to endangerment and abuse.
Arrest In Gang Related Shooting On the evening of July 27, 2018, a young man was shot and robbed by multiple gang members at the corner of East Hamilton Ave and Creekside way. Following the incident, Campbell investigators obtained information regarding the suspects and served a search warrant in the City of San Jose. During the search, they located the van and other evidence used during the attempted homicide. After a thorough investigation, it was determined that Alberto Sumano, a 23 year old San Jose resident, was one of the suspects involved in the shooting. Sumano was arrested and charged with attempted murder. Human Trafficking Victim Rescued On December 27, 2018, the Campbell Police Department safely emancipated a human trafficking victim from a vehicle belonging to a man who was forcing her to engage in sexual acts. The victim had been living in the vehicle for several weeks with the suspect who was later determined to be a registered sex offender with pimping and pandering priors. Campbell investigators were able to safely relocate the victim and worked with local organizations to provide her resources. Orlando Logans, a 31 year old Sacramento resident, was later arrested in Sacramento and transported back to Campbell where he was charged with human trafficking and pimping and pandering.
Fantasy Flight On Saturday, December 8th, 2018, the Cops Care Cancer Foundation hosted its 15th Fantasy Flight for Bay Area children stricken with cancer. The kids and their families rode in police cars and fire trucks in a motorcade that ended at the San Jose Police Department Air Hangar at the San Jose International Airport. When they arrived at the air hangar, it had been magically transformed into the North Pole with a HUGE carnival inside. It was an amazing day that ended with Santa arriving by police helicopter in the afternoon. Our officers were paired with a Campbell family who have three boys ranging in age from 1 to 11 years old. The youngest is battling cancer and was unfortunately unable to attend the event based on his health. However, this didn’t stop us from providing some holiday cheer for the family. We were given the opportunity to deliver their gifts from the event along with gifts from the

Campbell Police Officers’ Association and the Campbell Community Toy Program to their home. The family was overjoyed to see we brought along Santa and many of our police vehicles. Children from all around the neighborhood even joined in on the fun.

Building Lifelong Friendships Earlier this year, Officer Billman and Gregg Hasty began their friendship at Peet’s Coffee at the Pruneyard with a simple conversation about the police hat Gregg was wearing. Officer Billman would see Gregg, who has disabilities, on a regular basis and their conversations continued. Officer Billman quickly learned that Gregg has been fascinated with all aspects of law enforcement since he was a child and was always eager to ask Officer Billman questions. Their occasional meetings at Peet’s eventually lead to Officer Billman inviting Gregg for a tour of the Campbell Police Department. During his first visit, Officer Billman presented Gregg with a Campbell Police Department hat since it is only appropriate for him to be wearing a Campbell PD hat in Campbell! Since then, every time Officer Billman sees Gregg, he is wearing our hat. After learning that Gregg was also interested in classic cars, we invited him to come back to see our 1956 Ford patrol car. It was a fun-filled day as we took him for a ride in our vintage police car to grab his usual drink at Peet’s Coffee. beyond the badge Sergeant White met Rosemary Smith and her daughter over nine years ago. When they met, Rosemary was struggling with addiction. In June of 2018, Rosemary proudly graduated for the University of California Santa Cruz with her degree in Legal Studies. She is now a supervisor for a security company and strives to one day work for Santa Clara County Probation.
Cops not only love lemonade but they love cocoa too. This past year we were able to stop by to support a few of our favorite entrepreneurs. We enjoy when parents reach out to us through social media to let us know about their child’s lemonade or hot cocoa stand.
