T
he New York City boasts the fourth-largest government in America – after the federal government and the states of California and New York. It’s a behemoth. Which makes it something of a miracle that interacting with the city’s agencies has become a more user-friendly experience in recent years. A key figure behind this citizen-centric revolution is Johnny Cavaliero, Managing Director at Accenture, who has helped the city leverage new technologies to improve not only the quality and efficiency of its services, but its over all transparency and accountability as well. “If you look at the things we’ve collaborated on with the city, they have been initiatives with tangible benefits to individuals who live and work here,” said Cavaliero, who considers every project he does on behalf of New York an all-encompassing, 24/7 mission. For instance, more than two million New Yorkers depend on social services delivered by non-profit providers. The Health & Human Services Accelerator, developed by Cavaliero and his team, is the first comprehensive webbased system in the nation that can both deliver RFPs and receive funding proposals. Service providers can now interact with the city via a streamlined, online process. The time saved allows non-profits to focus on their real mission: helping people in need. Even when not in the office, Cavaliero and his team are involved in mentoring and after-school programs as volunteers. And he helped Accenture launch its new Skills to Succeed initiative, whose goal is to equip more than 3 million people by 2020 with the skills they need to find job or start a business. Cavaliero also played a key role in developing DataBridge, an analytical platform that integrates the staggering volumes of data the city generates each day, while enabling agencies to decipher trends that impact their services. This enhanced analytical infrastructure has helped bolster public safety while allowing dramatic upgrades in service delivery. The system also provides greater data transparency across multiple agencies, enabling city managers to make smarter operational assessments, especially in the always-murky realm of fraud and waste. Numerous city agencies agree that the complex operational upgrades made possible by DataBridge have added immeasurably to New York’s safety and efficiency. Over the last year, Cavaliero and his team also helped the de Blasio Administration roll out one of its signature programs: Full-day pre-K for 53,000 city children. It was the largest pre-K startup in U.S. history, posing unprecedented logistical challenges. “We didn’t have a lot of prior examples to tap into,” Cavaliero recalled with an understated smile.
