Numbers of learners are inconveniently patchy, trends in take-up often short lived and provision vulnerable due to funding pressures. This makes institution-based curriculum planning very precarious. The answer, it seems more often than not, lies in looking beyond institutional offers of provision. There are plenty of examples of effective practice where federations, networks or partnerships of providers have come together to address what is perceived to be a common problem.
