m this category subject to rebate increased from 2,715 in 1965/66 to 3,530 in 1966/67 with costs in the respective years being $437,367 and $640,575. Overall cost of rental rebates for the year was $1 ,228,699- an increase of $265,l62.

Sir, In compliance with the provisions of the Housing Act the Housing Commission, Victoria submits this report of its activities for the year ended 30th June, 1967 together with financial statements incorporating the certificate of the Auditor General.

Expenditure for the year on the acquisition and clearance of slum reclamation areas was $2,025,553 thereby increasing overall expenditure under this heading to $17,076,600. A further $10,139,460 was expended on redevelopment making the total expenditure thereon $49,367,621.

The demand for accommodation provided by the Commission showed a sharp rise over the previous year with a total of 11,516 applications received as compared with 9,664 in 1965/66. The increase was chiefly in country areas where the total number of applications was J ,675 higher than that for the prevwus year.

For a period of three years commencing on 1st July, 1967 the annual Treasury contribution towards acquisition and clearance has been increased from $1,300,000 to $1,600,000. When coupled with the allocation from the Commission's revenue resources - which is being raised from $300,000 to $600,000 - contributions by municipalities and the proceeds of sales to private developers, the total available for 1967/68 is estimated as being $3,300,000.

The number of dwellings completed was the highest since 1955/56 due partly to the earJjer letting of contracts and to a lower incidence of delays resulting from inclement weather. Altogether, a total of 3,116 units was completed of which 57 per cent (1,777) was on country estates and 43 per cent (1 ,339) was in the metropolitan area. However, this earlier than expected completion is reflected in the number of units under construction which , at 30th June, 1967, stood at 1,879 as compared with 2, 175 as at 30th June , 1966.

Although this amount will permit the resumption of some 25 acres, this is still too low when measured against the 800 acres of already surveyed decadent areas around Melbourne. In the thirty-odd years needed to clear 800 acres at 25 acres per year further areas will pass into the decadent category and the task of reclamation and re-development will extend into the next century.

In the metropolitan area the emphasis again was on the re-development of slum areas with multistorey flat blocks. Construction of these accounted for a total of 708 units or 53 per cent of the metropolitan programme.

The Commission considers the desirable target for inner area redevelopment should be not less than 80 acres per annum and stresses that this figure is more than three times the rate of 25 acres proposed for each of the next three years.

At Churchill, engineering works and the provision of services progressed satisfactorily. As at 30th June, 1967, 308 houses had been completed and 44 were under construction . Each of the first group of 14 shops in the Town Centre was occupied and opened for business towards the end of May . Building by prospective home owners was advanced a further stage by the sale of 28 fully serviced sites in an area set aside for private development.

A task of this magnitude cannot be undertaken without access to adequate finance and no realistic progress will be made until funds are provided by the Commonwealth Government following a pattern so clearly established in U.S.A., Canada and the United Kingdom.

The General Revenue account shows a profit of $212,547 on operations for the year as compared with a loss of $82,329 in 1965/66, - the recovery being due primarily to the operation, for a full year, of adjustments, made in Aprill966, to the minimum average rentals charged for Commission accommodation.

The Commission reiterates the view expressed in its J 965/66 Report that an expanding rate of re-development establishes clearly the need for the creation of a statutory Redevelopment Authority. Further, and for sound reasons, the Commission believes that redevelopment should be a Commission function. In support of this belief it submits that:-

ments would be adequate to enable the Commission to continue and extend its activities in a field in which it has gained considerable experience over almost thirty years.

The Commission completed a record number of flats for elderly persons this year. Included is the 700 units built for this purpose were three blocks of 12 storey flats at Carlton, Prahran and South Melbourne.

(c) The redevelopment of the greater part of the areas reclaimed must be the responsibility of private enterprise and will require the consolidation of the ownership of numerous parcels of land as a pre-requisite to sale to developers. The Commission is already doing this in a small way.

It is pleasing to be able to report that the response by Lone Persons to living in these high rise buildings has been most favourable. In each case they have quickly welded themselves into the happiest of communities. Their appreciation of living in modern attractive units with lifts, heating, hot water, adequate kitchen and laundry facilities, and an area to meet each other, is most encouraging.

(d) The setting up of a separate Redevelopment Authority would be a costly duplication of the Commission's present functions.

The Commission's experience is that Lone Persons and Pensioner couples have a strong desire to live in the suburbs in which they have spent most of their lives, where their friends, doctors, churches and shops are located.

Satisfactory re-development requires the planning of relatively large areas in some cases extending over several hundred acres- even though early action over the whole area is not contemplated. The Commission believes that these areas, designated "Comprehensive Development Areas" should be approved by the Planning Authority and should be defined by special notation in the Planning Scheme. In this way adequate provision could be made for replanning streets and for areas for schools, community services and open space.

All Councils in Victoria who have problems of housing elderly persons are aware of the Commission's offer to construct units in that area free of cost to the Council on land donated by the Council, the agreement being that the Council will nominate the original occupants.

The problem of housing Victoria's elderly citizens is increasing year by year.

The Commission records its appreciation of the assistance received from the Government, SemiGovernment, Municipal and other bodies and acknowledges the loyal co-operation of its staff throughout the year.

CONSTRUCTION

LAND ACQUIRED FOR SLUM RECLAMATION During the year new areas totalling 5.5 acre:; were procla imed at Neill Street, Carlton and Emerald Street, Collingwood. A total of 23.71 acres in 14 Estates was purchased and /or acquired. The total area proclaimed to 30th June, 1967, was 231.78 acres, of which approxim_a tely 211 acres have been acquired.

LAND ACQUIRED FOR HOUSING ELDERLY CITiZENS Provision of Low Rental Housing accommodation for Elderly Citizens is still keenly sought by a number of Municipa l Counci.ls and during the year the Commissio n accepted 4 sites with a n aggregate area of 3 acres 4 perches at Ararat. Colac, Corio and Penshurst. Sites have now been donated by Councils as follows:-

Altona, Brighton, Broadmeadows, Brunswick (4), Chelsea (2), Coburg (3), Coilingwood (2), Essendon, Fitzroy (2), Footscray (3), Hawthorn (2), Melbourne (3) , Kew, Mordialloc (3), Northcote (3) , Nunawading, Port Melbourne, Prahran (3), Richmond (2) , St. Kilda, South Melbourne, Sunshine (2), and Berwick (total area 35! acres).

CHURCHILL The continued co-operation of the Shire of MorweJl and service authorities operating in the area enabled the Commission to complete substantially the following sections of the development: The first stage of Alexander Boulevarde including an overpass over McDonald Way, to provide a safe connection between the first residential areas and the shopping centre. The first stage of the Town Centre Shopping Mall with associated car parks, access roads and pedestrian underpass under Alexander Boulevarde together with landscaping and the planting of trees and grassland areas. Supply of electricity to the Town Centre is by underground cable with the extra costs shared by the Shire of Morwell, the Latrobe Valley Development Committee, the State Electricity Commission and the Commission. The neighbourhood unit of McMillan is now fully serviced as is North East Section of Medew. Construction of roads and drains in the southern portion of Silcock and the concurrent provision of services is well advanced.

Country Ararat, Bacchus Marsh, Ballarat (2), Charlton , Corio (2), Colac, Drouin, Fern Tree Gully, Hamilton, Horsham, Maryborough, Moe, Mornington (2), Morwell, Newtown, Numurkah, Penshurst, St. Arnaud , Sale, Warracknabeal , Warragul, Wodonga (2) and Yarrawonga , (total area 21 acres). In all 46 Councils have donated a total of 71 sites. In addition, as at 30th June, 1967, investigations were proceeding in respect of sites at Altona , Footscray, Moonee Ponds, Hawthorn, Northcote, Ballarat, Benalla, Camperdown, Castlemaine, Portland, Traralgon and Wangaratta.

SITE ENGINEERING Expenditure by the Commission on roads, drainage and site works was approximately $2,700,000.00. During the year 24 miles of roads were constructed and some 12 miles were formally taken over by Councils for future care and maintenance. Principal areas of activity were at Churchill, Geelong, Dandenong, Frankston, Shepparton, Mooroopna, Mornington and Traralgon West , with some works on villa estates at Anglesea, Boort, Bendigo and Strathfieldsaye, Colac, Mans:field ,

Bulk earth works have been completed for the ornamental lake on Mackays Road together with the main auxiliary outlet structure. Tenders are now being called for early construction of the vertical shaft spillway, which is required before the lake can be filled. Development of reserves in

match occupation o f the adjacent flats. The roof of this car park has been designed to provide a grassed area. The foundations of a second structural car park at Prahran were commenced. As an innovation, portion of the roof will be utilised as an enclosed play a rea for ball games. The Branch continued to co-ordinate a ll services for multi-storey buildings constructed. Critical path planning is now being used in the timing of services and the completion of site engineering. As these two items are the major non-standard works affecting progress of flats , the continued use of this facility will be encouraged.

Gaskin and Ash man Parks, west of M anning Drive, has been advanced by utilising the vast quantities of spoil available from street construction works. Similarly, spoil is being used to prepare the Light Industry area for development.

SEWERAGE OF ESTATES ln order to conform with the general Commission policy of providing flu sh toilet facilities in its villas, considerable effort was devoted to obtaining forward construction of sewerage facilities to serve Country Estates. Negotiations are in ha nd to construct sewers and a treatment plant to serve the Commission's Estate at Simpson prior to the formation of a Sewerage Authority.

ARCHITECTURAL HIGH RISE F LATS. T he following blocks of fla ts were completed during the year:Carlton (a) A 12 storey block conta ining 152 flats of 2 and 3 bedrooms. (b) A 12 storey block containing 200 lone person units. Prahran. A 12 storey block of 212 lone person flats. South M elbourne. A 12 storey block of 132 lone person and 12 pensioner couple flats. At the end of the financial year work was in progress on the following multi-storey blocks of flats:-

RECLAMATION ENGINEERING Site works comprising paving to serve all m ultistorey bl ocks completed during the year and some ten acres of surrounding lawns were developed prior to occupation of the buildings. Some 2! acres of turf were used on sites where development of completed lawns was needed during seasons when seeding would not have been a success. INDUSTRIALISED HOUSES. During the year a total of229 units in 13 estates were completed with 63 units under construction at the end of the financial year. VILLA HOUSING UNITS. A total of I ,272 villa houses were let to contract comprising 332 units in the metropolitan and 940 units in the provincial area.

Car!IOn. A 16 storey block of I, 2 and 3 bedroom flats comprising 98 units. LONE PERSON AND LOW RENTAL UNITS Lone person and low rental units were completed during the year at the following estates:Northcote (41 ), Ballarat (28), Mornington ( 16), Morwell (51) and Warracknabeal (8), with units at Hors ham (7) and Colac ( 10) under construction.

CONSTRUCTION A total of 3,116 dwelling units were completed during the year, 1,339 (43 per cent) in the Metropolitan area and 1,777 (57 per cent) in the country. Since the commencement of the Commission's activities 59,806 units have been completed , with 1879 under construction or let to contract, making a total achievement to the 30th June 1967, of 61,685. tract comprised I ,234 in the Metropolitan area and 645 in the country. New estates were commenced at A nglesea, Boon, Colbinabbin, Penshurst, Pyramid Hill , and Stanhope. For the first time brick-veneer was the matn construction material accounting for 1,554 (49.9 per cent) of the units completed. In the Metropolitan area 749 (55.9 per cent) concrete 538 (40.2 per cent) brick-veneer and 52 (3.9 per cent) brick were completed. ln Country areas, 1,016 (57.2 per cent) brick-veneer, 91 (5.1 per cent) brick, 390 (21.9 per cent) timber, 51 (2.9 per cent) concrete and 229 (12.9 per cent) industrialised units of steel (190), aluminium (24) and asbestos cement (15) were also completed. Cladding for the timber units consisted of asbestos cement (382) and weatherboard (8). Of the units completed in the Metropolitan area 749 (55.9 per cent) were flats. Of the 856 flats built throughout the State, 700 (81 .8 per cent) were for elderly persons.

CONCRETE HOUSE PROJECT The Commission's Precasting Factory concentrated on production of components for high rise flats which were manufactured at a rate sufficient to construct some 14 dwellings per working week. Field forces, with the assistance of specialised subcontractors, were able to meet exactly a planned target of 800 handovers. At dose of the year the factory and field were producing and erecting components for two high rise buildings; field gangs were finishing on 5 blocks; and technical staff were designing components and tooling for a run of modified 20-storey blocks and a 30-storey block. Technical developments included experimentation and introduction of some pre-heating of casting tables to reduce the time cycle needed to cast and cure thick exposed aggregate walls; placing of the prestressing bed in partial operation to produce precast prestressed tee beams for two deck car parks on reclamation estates; and considerable expansion of scheduling and reporting progress of design and construction of buildings by use of the Critical Path Method under the guidance of the Operations Research Branch of C.S.T.R.O. The C.S.l.R.O. also continued research on development of mould resistant paint in conjunction with the Commission's Paint Laboratory and Maintenance Staff. Encouraging results have been obtained with Alkyd and Latex paints by the inclusion of zinc oxide in their formulation. The C.S.I.R.O. is also experimenting on the development of a one coat Latex Paint and has assisted in obtaining improved water resistant plaster surfaces on concrete by the addition of P.V.A. as a bonding agent. [n general, prices for materials and bought in items were competitive and in several cases fell at calling of tenders. Subcontract operations maintained an expenditure rate of approximately $2,500,000 for the year.

RESIDENTIAL LAND

This type of development, containing elevators, district heating and hot water installations together with a mechanical garbage disposal system, has created management problems not encountered previously, and has made necessary the acquisition of specialised skills by staff associated with the management of the buildings. Also, these developments ha ve brought in their train problems arising from vandalism. Employment of Security Guards and the willing co-operation of local police has reduced the incidence of the problem but it still constitutes a nuisance to tenants and a drain on Commission resources.

A complex of high rise buildings whi ch , in the case of the Carlton Estate, has a population greater than that of a country town such as Beechworth genera tes a demand for community facilities which a re not necessari ly available. On a number of estates this demand has been met by the provision of a Community Room and by the installa ti o n of suitable play ground equipment within the boundaries of the estate.

M a nagement of gro up activities conducted in the Community Room, is, in each case, the responsibility of a committee composed excl usively of estate tena nts and it is pleasing to note the success of the committees a t the Carlton Estate a nd a t the Jn kerman Street, St. Kilda, Estate. Both of these committees have received considerable assista nce of the Councils of the City of M elbo urne and City of St. Kilda respectively and from the Old People's Welfare Council.

Fourteen shops plus six offices were constructed at Churchill. Twelve of the shops have been leased a nd the offices are in the course of bein g leased. T wo shops were constructed and leased at Prahran Horace Petty Estate.

ESTATE MANAGEMENT In the six years tha t the Branch has been in operation substantial changes have taken place in the type of housing which the Comm ission is providing, with emphasis, in the inner M etropolitan area, on the construction of multi-storey blocks of fl ats.

satisfactory condition and toward s the prevention of vanda lism . Two additional Estate Officers were appointed for country duties, including the inspection of Commission housing. Staffing difficulties ha d meant that, in the pas t, only spas modic inspection of houses in selected estates had been possible, but it is anticipated that appointment of these additional officers will enable inspection of country estates to be carried out on a systematic basis. The Coburg and Broadmeadows areas have now been completely se para ted with each area being controlled by its own District Officer. The Forest Estate at Frankston a nd the Hastings Estate were brought under the control of the Dandenong District Office.

MAINTENANCE During the past year app ro ximately 600,000 items of maintenance received attention and the main items of expenditure are shown in the following table:-

The continued dry spell experienced during the year r\esulted in a n a bnormally high incidence of founda,tion problem s with a consequent load on underp[:nning in excess of the capacity of the existing day labour force. In order to improve the position a nd provide as efficient a service as possible to tenants and purchasers of Commission houses so a ffected, the Commission decided to implement a programme of underpinning by contract and it is anticipated that contracts will be let at regular interva ls until the back log is overtaken. It had been foreseen that a need for long term maintenance to Commission units would a rise through effiuxion of time and in thi s connection a programme of replacement of long term items with special reference to paling fencing on various estates was put in hand . For the year, 22 contracts were let a nd 93,070 feet of fencing was replaced. The Commission's membership of and participation in the Commonwealth Paint Committee's activities has continued to have many advantages due principally to the s pecially formulated paints tested a nd recommended by the C o mmittee. Use of these paints has extended the normal repaint cycle by as much as two to three years . Interna l repainting was carried out where possible, accordi ng to the Commission's policy of repainting on a ten year cycle with preference given to vacated units to render them habitable for incoming tenants. A s the result of the research carried out by the C.S.l.R.O. Officers in conj unction with the Commission 's Maintenance Bra nch a nd the Project's Paint Laboratory, a Latex Zinc Oxide paint has been develo ped which has, after rigid laboratory a nd practical tests, proved to be the most resistant paint to mo uld growt h yet fo rm ulated .

The Commission advised purchasers by circular of the advantages of using this paint and provided every assistance and advice to them as to where it can be purchased . Use of this paint together with circularised instructions to tenants and purchasers on the correct method of venti lation and heating has gone a long way towards elimination of the mould problem.

The assessment by the emergency service operator of the urgency of the call and the taking of appropriate action resulted in a saving in costs to the Commission and avoided the inconvenience of unnecessary call-outs by Commission Contractors. The maintenance of master antenna, installed to provide television reception to high rise fiat buildings, presents problems, but these have practica lly been eliminated by the use of a reflectometer purchased by the Commission.

Although the installation of reticulated hot water and central heating services to high rise flats continued to provide maintenance problems, the establishment of preventative maintenance agreements with installation engineers and supervision by a qualified maintenance supervisor has enabled these services to tenants to be maintained with a minimum of inconvenience.

HOUSE SALES During the year 1873 houses were sold, a decrease of 371 on the previous year. The number of houses sold to 30th June, 1967 was 24,535 of which 74 had been repossessed and reverted to tenancy. Eleven units were sold during the year without payment of a deposit, bringing sales in this category to 38.

The after hours emergency telephone service continued to operate satisfactorily, supplying a much needed service to tenants requiring urgent maintenance at night or during weekends and holiday periods. A total of 759 calls was handl ed and of these 483 were assessed as being of an urgent

HOUSING STANDARDS During the past year a further 1382 houses considered to be sub-standard were reported to the Commission, and after investigation, orders were issued requiring demolition or repair in respect of 1250 houses. Notices of appeal against Commission declarations were received from 10 owners, following the service of notices. Of these, 7 were withdrawn, 2 were dismissed by a Court of Petty Sessions, and l has been adjourned . 14


SLUM RECLAMATION Despite strong criticism from some quarters, the Commission continued to pursue a policy of constructing high-rise blocks of flats on land it has reclaimed in inner run-down areas. The Commission feels that, despite such criticism - emanating as it does, from sources, which for the most part, one would expect to be better informed - i t must, for economic reasons, continue with this form of re-development. This was the third and final year of an expanded three year slum reclamation programme , which provided for an annual expenditure of the order of $2,600,000 on the acquisition and clearance of these areas. Expenditure for the year was $2,025,553. In addition $10,139,460 was spent on the redevelopment of these areas by the Commission. To the 30th of June, 1967, a total of $66,444,221 had been spent on the acquisition and development of slum areas, allowing for the full development of

some 160.4 acres out of the 211 acres which have been acquired. Additional funds are to be made available over the next three years for the acquisition of slum reclamation areas and it is hoped that the average acreage acquired in each year will rise from twenty to twenty five. Due in no small measure to the success of two private ventures on land purchased from the Commission, private interest in the development of land reclaimed by the Commission is increasing, and it is proposed that some portion of the land required each year be set aside for re-development by private enterprise. The Commission continued to explore the possibility of providing, within each of its high density projects, facilities to further the welfare of the community housed therein . The provision of shops, community rooms and space for welfare organisations , to conduct their activities with in the structure of its high-rise blocks , is an experiment which has already shown its value.

an increase of $1,566,388 from 1965/66. Units rented at the 30th June 1967 totalled 35,307 an increase of 1,312 in twelve months. 2,672 rented units are occupied by serving members of the Defence Forces in accordance with Clause 13 of the Commonwealth State Housing Agreement and for which the full economic rent is charged.

GENERAL REVENUE ACCOUNT A profit of $212,547 was realised on revenue operations for the year. This compares with a loss of $82,329 for the preceding year and the recovery was primarily due to additional revenue received as a result of adjustments to the minimum averaged rents charged in April, 1966 which reduced the rental loss then being incurred.

Rental Rebates rose by $265, 162 to cost $1,228,699 for the year. This concession, based on the family income of the tenant as related to the basic wage, is becoming increasingly costly, due primarily to a continuing construction programme of housing for the aged, and for which the Commission receives no outside financial assistance. Rental revenues bear the full cost of the rebate scheme, the comparative position over the past two years is as under:-

A profit of $42,113 was realised on rentals compared with a loss of $383,787 last year, the result of rent increases mentioned above. Rents charged (including service charges for central heating and hot water, laundry facilities and car parking bays) for the year totalled $15,546,968

The total number of tenants on Rebate increased 1,104 in the twelve months period compared with an increase of 357 over the previous twelve months. 18


according to bedroom size with 80 cents to elderly persons. These services cost $94,186 for the year of which $93,961 was recouped in charges - a loss of $225.

Rates charged by Municipalitie~, Water and Sewerage Authorities for rented units totalled $2,255,450 which is $198,513 above the cost in 1965/66. The proposed increase in water rates for the current financial year will cost an estimated $37,000 additional in respect to Metropolitan rented properties.

(2) HOUSE SALES OPERATIONS A net total of 24,535 dwellings have been sold to the 30th June, 1967. New Sales for the year totalled 1,873, being 37lless than the previous year.

Administration of rentals cost $1,177,102 and was 8.30% of the collectable rents compared with 8.31 % previously.

The profit was $18,831 compared with $202,864 previously, the decline being due to the decrease in sales and because 35% were sold at cost or at a maximum selling price of $9,990.

House Maintenance. A provision of $2,506,863 was raised against rental revenue of which $2,308,323, $57,958 greater than 1965/66; was spent for the purpose during the year.

A further contribution of $300,000 was made to the acquisition and clearance of slum areas. This would not have been possible without a resultant loss but for the benefit being received from profits being realised from the sales of houses in the earlier years.

Interest and Loan Redemption payments were $428,295 above the previous year at $7,839,365 which is slightly more than 50% of the annual rental income. Central heating and hot water services with laundry facilities are now provided in flats for families and elderly persons as a firmly established policy. A base weekly charge in addition to rentals is made to tenants from $1.05 to $1.25 per week

In addition 172 dwellings which were repos&essed from previous purchasers unable or unwilling to continue with their contracts were resold to other eligible purchasers.

The Death Benefit Fund as at the 30th June, 1967, amounted to $5,247,403 all but $63,396 representing interest accrued on investments has been invested. The scheme which provides a cover to the beneficiaries of the house purchaser in the event of his death had a liability of $811,258 to the Commission at the 30th June, 1967 on account of the deaths of 265 purchasers and during the year payments from the Fund amounted to $37,513 in respect of these cases. An Actuary appointed pursuant to the provisions of the Housing Act 1958 has recently reported that the Fund is in a satisfactory financial position.

(4) SALES OF LAND FOR RESIDENTIAL PURPOSES During the year 191 lots of land within Commission Estates were made available for purchase for private development, 141 of these were sold on a cash basis the balance by terms and a nett profit of $70,104 was earned. The greatest proportion of the profit was the result of the sale at market value by public auction of Lots at Mt. Waverley where demand is high.

The operation of the computer has resulted in increased efficiency in the administration of rentals and house purchases. During the year operations were extended to include Rate processing, maintenance accounting, budgetting and management, and cost statistics. Design and Programming Work was prepared for the stores inventory and cost areas at the Concrete House Project. Initial applications in this field became operative from the lst July, 1967 and will be expanded in the current year by employing the computer during a second shift.
