Keith willing to pay to keep Bruins in Chilliwack Eric Welsh The Progress

Chuck Strahl on a successful election night, Oct. 14, 2008. JENNA HAUCK/ PROGRESS FILE

Chuck Strahl won’t seek re-election Related story, page 3 Robert Freeman The Progress Chilliwack-Fraser Canyon MP Chuck Strahl brought down the curtain Saturday on a long and remarkable political career. “There’s no particular reason, I’ve just done my time,” Strahl told The Progress Saturday morning, following his decision not to run for re-election. A former logger, Strahl was first elected 17 years ago in 1993 under the Reform Party banner. He quickly earned a reputation as an affable and “decent” politician, but also as an effective and popular one, winning each subsequent re-election in the riding by wide and comfortable margins.

Touted at one point as a rival of Stephen Harper’s for leadership of the new Conservative Party, he eventually stepped aside, yet was still entrusted by the new prime minister with several highprofile cabinet positions, including Indian Affairs. This respect came even after Strahl had earlier led a group of dissident Reform Party MPs who sat as an independent caucus in parliament, talking with former Prime Minister Joe Clark about a conservative alliance. But eventually a transformed Reform Party merged with the former Progressive Conservatives to form the new Conservative Party under Harper. Strahl told The Progress that the lung cancer he was diagnosed with in 2005 had nothing to do

“thank goodness” with his decision to leave politics. In fact, he added, he was encouraged when Prime Minister Harper told him there was no reason, given his past work performance, for him not to remain in the cabinet as the new transportation minister following a recent cabinet shuffle. Strahl is not resigning, so he will continue as MP for the riding and as the transportation minister until the next federal election is called. Strahl said he came into politics “highly-motivated” and still enjoys the job, “but the party’s over.” He said he looks forward to spending more time with his wife, Deb, their four children and ten grandchildren.

“I vowed I would leave politics one day with the one thing that mattered most when I entered into it - the love and respect of those closest to me,” Strahl said in a statement. “Thanks to Deb (mostly) and the rest of the family, that’s going to happen,” he said. “It’s my life’s greatest accomplishment.” Fellow Conservative MPs John Cummins (Delta-Richmond East) and Stockwell Day (OkanaganCoquihalla) also announced Saturday that they will not seek re-election. Political pundits have described the departure of the trio of veteran B.C. politicians as “clearing the deck” for a more Ontario-centric party in anticipation of an election that could come by the end of the month.

Bruins minority owner Moray Keith says he and fellow co-owner Jim Bond are committed to the Western Hockey League in Chilliwack, and they are willing and able to match any offers for the Chilliwack Bruins. Addressing the whirlwind of rumours that have surrounded the Western Hockey League franchise over the past few weeks, Keith said ownership groups are constantly approached by those wanting to invest in, and potentially relocate, major junior franchises. “It’s only proper that our partners would take a look at whatever offers are out there,” Keith explained. “What we’ve simply said is that if there is an offer and the majority want to sell, then Mr. Bond and I are willing buyers and we will certainly compete at whatever price. Currently, we’re willing to pay substantially more than anything else that’s out there, even from a conjectural point of view.” Keith and Bond control 25 per cent of the ownership stake in the Bruins, while also controlling Prospera Centre under the banner of the Chiefs Management Group. Porter, along with Toronto Maple Leafs general manager Brian Burke and New York Rangers GM Glen Sather, make up the remaining 75 per cent. It doesn’t take too much reading between the lines to sense differing opinions among the Bruins owners. In a pure technical sense, majority would rule if Bond and Keith were turned down by the other three, and there wouldn’t be much they could do. “In the end the decision to sell the team or not sell the team, it’s a situation that rests with the majority, and I would say it would be very difficult,” Keith said when asked if he and Bond had any veto power over an accepted out-of-town offer. “But these gentlemen are my partners and my friends and I would hope that they would work with us. Now if someone comes along with an offer that’s way out-ofwhack, something that we couldn’t match, then we would be understanding. But that’s not the case at this point in time.” Continued: BRUINS/ p4

Two-pronged attack on medical grow operations Jennifer Feinberg The Progress Fire. Mould. Grow-rips. These are some of the dangers to the community posed by medical marijuana grow-ops, say city officials. Council is moving ahead on its agenda to wrest some control over medical marijuana operations inside City of Chilliwack boundaries — mainly due to public safety reasons. It’s been a decade since the federal government introduced the access regulations allowing for the licensing of medical marijuana production, said Coun. Chuck Stam.

“Here we are 10 years later and they have not lived up to expectations that there would be inspections. An inspector for Health Canada? No one in B.C. has seen one, and yet they are handing out these licences like candy.” Two relevant recommendations were approved at the last council meeting. One argues, in a submission to the federal government through UBCM, that the inspection of medicinal marihuana should be “downloaded” to the province for enforcement. The other is a recommendation that strata councils should prohibit medical grow-ops within their

buildings. “There are health hazards and rental properties being destroyed. Then there are grow-rips,” said Stam. “There are all kinds of public safety issues emerging, and it’s the seriousness that’s prompting some action.” The threat of constitutional challenges down the road don’t faze the city councillor, who is also chair of the city’s public safety committee. “They can blow all the smoke they want over this,” he said. “We are not having a moral discussion here. It’s public safety.” The licensing falls under federal jurisdiction with Health Canada,

and an increasing number of municipalities across B.C., like Pitt Meadows, Surrey and Chilliwack, looking for relief from the program’s irritants. “It’s become more of a serious concern for us since we don’t know where the licensed medical grows are located due to privacy regulations,” Stam said. That’s partly why the strata council recommendation emerged from the public safety committee. The city is not “threatening” strata owners in any way, Stam said. It’s an information bulletin that’s being sent to them, touching on safety and insurance topics. “Stratas may choose to wash

Crime ‘hot spots’ targeted by RCMP Robert Freeman The Progress Targeting crime hot spots in Chilliwack - and beefing up police patrols in those areas - is the latest RCMP strategy to maximize its limited resources to push back against crime in this city. But it’s an “intelligence-driven” strategy that requires the eyes and ears of law-abiding citizens to report crimes-in-progress and any suspicious activity in their neighbourhoods. “We need the public to really take a role in crime-fighting in the Chilliwack area,” said Staff Sgt. Marty Blais, who heads up the teams of plainclothes and uniformed officers who will patrol the hot spots. “We want (the public) … to identify what’s happening out there (and) report it to the police as soon as it’s observed,” he said. The police half of the partnership works this way: A crime analyst will identify where the crimes are happening, so police can focus their patrols in those areas, and develop 14-day trends so the officers can be on the watch for criminal activity in those areas where the criminals might move next. But key to the success of the strategy is the other half: public participation. “It’s the ultimate way of doing policing in the Chilliwack area,” Blais said, about the police/public partnership. He urged residents to look beyond their own front doors and “take charge of your neighbourhoods” by reporting suspicious activity to the police. Like seeing people knocking on doors in the neighbourhood, which criminals often do to see if anyone is home. “We need people to report these individuals to us, and we

their hands of it and say it’s not their issue. “But at least we will have called attention to the matter and done our due diligence. Health Canada is 10 years behind on this one. They opened this can of worms but there has been no follow-up.” A total of 3,576 Canadians were licensed to cultivate/produce marihuana for medical purposes, as of January 2010 according to federal sources, while 2,822 people hold a personal-use production licence and 754 hold a designatedperson production licence under the Marijuana Medical Access Regulations (MMAR). jfeinberg@theprogress.com

repeat offenders or those with a certain number of “negative contacts” with the police. The program also gets input from federal and provincial Crown counsel, and other criminal justice agencies like probation and parole. Manj said the prolific offenders program “has been extremely successful in reducing our crime statistics over the last two or three years.” But individuals “who really (aren’t) a threat to the public as a criminal, but may develop criminal tendencies based on their social problem,” are also identified, he said, and that forms part of the second phase of the strategy - the causes of crime.

Mark Strahl, the son of Conservative MP Chuck Strahl, has announced his bid for the party’s nomination in the Chilliwack-Fraser Canyon riding. Strahl, 32, said he will step down as president of the Conservative Party’s riding association to seek the nomination. He said he hopes to bring the same “perspective and passion” to the job as his father, who announced Saturday that he’s leaving politics. “The members of the ChilliwackFraser Canyon will choose their candidate very soon, and I’ll be working hard to earn their support,” Strahl said in a news release. “I know our riding, and I know our members,” he said. “I believe I have the experience and the knowledge necessary to be a successful Conservative candidate.” With the departure of Strahl’s “unbeatable” father from the political scene, New Democrats in the riding are calling the next federal election “a real horse race.” Dick Harrington, campaign manager for Gwen O’Mahony, the NDP candidate in the riding, said he expects “at least one-third of all the Conservative votes that once went to Chuck Strahl will be up for grabs.” But although Strahl’s affable personality certainly contributed to his electability - this is also a solidly conser vative area, both federally and provincially. Chilliwack MLA John Les said he has no interest in running for the Conservative nomination. “Not, zip, zilch, not at all,” he said, in a telephone interview Monday.

will send police vehicles (to investigate),” Blais said. Chilliwack RCMP recently discovered $12,500 worth of drugs and a number of firearms in a home as a result of the new strategy. Two people were arrested, and the investigation continues. Staff Sgt. Suki Manj, commander of the plainclothes unit of the Upper Fraser Valley Regional Detachment, said the idea behind the strategy is to make more efficient use of limited police resources. Instead of police officers driving around looking for crime, he said based on the crime analyst’s data, plainclothes and uniformed officers will be sent out to patrol the crime hot spots “where they know it’s happening.” He said hiring the crime ana-

lyst to identify “where we’re getting hit” by criminals is the third phase of a crime reduction strategy adopted from the United Kingdom. That strategy is based on three ideas: identifying prolific offenders, identifying the causes of crime, identifying the crime hot spots, Under the overall crime reduction strategy, former standalone police units like drugs, street crimes, plainclothes, were merged into one crime reduction unit for the detachment. A serious crime unit was left intact to respond to major crimes. “The crime reduction unit is proactive, rather than reactive,” Manj explained. A prolific offenders program was also started, which identifies

‘Our intention is keep WHL hockey here’ WHL from Front Disagreements in business are one thing, but Keith took issue with a report issued by Vancouver radio station CKNW 980 last week that publicly suggested he wanted Porter dismissed from his duties as managing partner of the team. The original word used in the article before it was edited was ‘fired.’ “That’s not the way I work,” he said. “It’s no secret that we’re not terribly happy at all with where Chilliwack has gone, what has happened with the team and the way it’s gone in the community. But I prefer to keep comments and management decisions within our management room. Frankly, I’ve always asked for accountability within our group, and I think the five owners in our group all share the same desire to have good hockey. Some of our shareholders have

lost some confidence in the Chilliwack marketplace, but I believe we have an obligation to the city of Chilliwack to try our best to have a WHL team in town.” The CKNW 980 article and several others have suggested, with little tangible evidence, that the sale of the Bruins to Victoria interests is a done deal. The most commonly mentioned name is that of real-estate mogul Graham Lee, whose development projects included Victoria’s Save On Foods Memorial Centre. “I’m not one of the managing partners, but I am an investing partner and at this point in time I’m not aware of a deal that is signed or completed in any way, shape or form,” Keith said. “I know that my partners are having conversations and they’re exploring all the situations that are out there, but I wouldn’t say it’s a completed deal by any stretch of the imagination. A lot of rumours get blown out of proportion, and there`s still a very good chance that our ownership group will turn around and say, `You know what? We’ve looked at the offers and we’re not prepared to sell the team,’”

Obviously, Keith and Bond’s interests go beyond simply saving WHL hockey for Chilliwack. Should the Bruins leave, they would have a vacant building to fill. According to the public-private partnership agreement with the City of Chilliwack, Chiefs Development Group (Keith, Bond, Pat Quinn and Andrew Saxton) owns Prospera Centre for another two decades. “I hate to speculate on what would go on down the road,” Keith said when asked about plan B. “We believe there needs to be hockey in Chilliwack. We ran a very successful BCHL team out of there, and I guess we would probably look at a BCHL team. Maybe another hockey property. Maybe expansion with the WHL, but I really think we’re a long ways away from that. The one thing I’ve heard is ECHL, but I haven’t had a single discussion with anyone from that league.” Keith is aware of the WHL’s desire to eventually get into Victoria, a desire that is fanning the flames in Chilliwack. He regards it as a practical move by a league that wants to head off westward incursions by the minor-pro American

Hockey League. Chilliwack’s landscape certainly changed dramatically when the AHL moved into Abbotsford with the Heat. “But I happen to believe the more hockey in the Lower Mainland the better, and if hockey didn’t work beside pro teams that you wouldn’t see the Vancouver Giants being so successful,” Keith commented. “Ron Toigo (Giants co-owner) and his people have done a great job putting the WHL on the map in the Lower Mainland, and Ron was certainly one of the people who helped us put a WHL team in Chilliwack. Not everyone would agree with me. But I think that, no matter what team is down the road from Chilliwack, we can be successful as long we get involved in the community and get our players into the community and put a good hard-working product on the ice.” Keith cited B.C. Lions owner David Braley as his ownership ideal, a man who considers himself a caretaker first and foremost. “He feels he has the honour of managing and running the Lions for the fans and the community,” Keith elaborated.

“I believe it’s the same in Chilliwack where we have to realize that the team belongs to the community and not to an ownership group. I just have the pleasure of funding it and looking after it for awhile, and we’d love to have some local ownership helping us with that, because I think that’s important. When we ran the junior A team in Chilliwack, we were the highest drawing junior A team in Canada, and a lot of that is about how involved we were in the community.” Whether there are people in Chilliwack willing to buy in remains to be seen, but Keith says he is unwavering in his belief that it can work. The timeline for everything to sort itself out is uncertain, although the likelihood is sooner rather than later. Keith admits he and Bond need a few things to go their way, but he remains confident that the process will eventually work out in a way that leaves the Chilliwack hockey fan happy. “Everything is up in the air, but our intention is to keep WHL hockey here,” Keith said. “We believe in the market, and Jim and I aren’t going to abandon it.”

Chilliwack-Hope MLA Barry Penner was returned as Attorney-General and Chilliwack MLA John Les was named parliamentary secretary to the premier in the new cabinet announced by Premier Christy Clark Monday. “Obviously, I’m pleased to have a chance to continue working to improve our legal system, Penner told The Progress in a telephone interview after the announcement. “We need to address the increasing costs of the legal system, and the growing complexity of legal cases, he said. Penner blamed computerization for the growing amount of court documents that are clogging up the system, but he added that computers may also be the solution, if a way can be found to ensure “authenticity of electronic documents. Penner will also sit on a treasury board committee working with the finance minister and on a committee that reviews legislation proposed by government ministries. Les could not be reached for comment. Clark said the smaller cabinet will focus on “families first, a major theme of her leadership campaign, and on creating jobs and “changing the way British Columbians engage their government. The new cabinet is made up of 17 ministers, plus the premier, a reduction from the previous 24-minister cabinet. A new ministry called Jobs, Tourism and Innovation focuses job creation under one roof. Three new cabinet committees reflect priorities of the new government: the Committee on Families First; the Committee on Jobs and Economic Growth; and the Committee on Open Government and Engagement.

News Police seek feedback POLICE from p3 Social agencies working with alcohol/drug addiction, homelessness, and mental health were enlisted to form “care teams” to counsel these individuals, as well as the prolific offenders, he said. The program gives prolific offenders a “chance to clean up,” he said, and “get out of the lifestyle.” If they choose not to take part, the refusal forms “concrete evidence” that will be presented to a judge during sentencing hearings, he added. Meanwhile, Blais urged Chilliwack residents to “take the opportunity” to chat with the uniformed officers they see in their neighbourhoods, and report to them anything that should be brought to police attention. “We want feedback from the public,” he said. “Tell us what you see and hear.”

Glen Thompson, a well-known spokesman for the Friends of The Chilliwack River Valley, says he’s considering a run for elected office in the provincial Chilliwack-Hope riding. “I’ve been approached by a political party to seek the nomination in Chilliwack-Hope,” Thompson confirmed Wednesday. He didn’t say which political party. He said taking citizens concerns about gravel removal, forestry and the environment to the Fraser Valley Regional District has proved futile because that body is “powerless” to effect change. “The fight is really at the provincial level,” he said, which prompted him to consider running for political office in the Chilliwack-Hope riding. “Let’s talk to the real brokers of power, which would be the province,” he said. The riding is currently represented by B.C. Liberal MLA Barry Penner. He is currently the Aboriginal Affairs Minister and the Attorney-General. Previously, he was the Environment Minister.

But Thompson - and others - complain that Penner is often unavailable to hear their concerns. But Penner said as environment minister he helped organize two meetings in the Chilliwack River Valley last summer, bringing residents and government officials together to talk about a controversial gravel removal operation. Residents opposed to gravel removal in the Fraser River have also complained in the past about the difficulty of meeting with Penner. Although a provincial election is not scheduled until May 14, 2013, Thompson said he wouldn’t be surprised if Christy Clark, the interim premier, calls an earlier election. He said Clark’s reasoning might be 2013 is too long for the province to be governed by an unelected premier. Clark was elected Feb. 26 by the B.C. Liberal membership to lead the party. As the new leader, she is also the province’s premier until an election is held. Thompson predicted a fall election because the B.C. New Democrats won’t have a new leader until an April 17 vote, and summer elections are rarely called because it’s vacation time for many voters.

R AESIDE

A standard for Parliament Chuck Strahl’s decision to not seek reelection draws to a close a career that has spanned one of the more fascinating periods in Canadian politics. And it leaves a hole in Ottawa that will be difficult to fill. Two decades ago, Strahl was one of many Canadians captured by the passion of Preston Manning. That Manning had charisma, anyone who sat in a packed gymnasium to hear him speak would agree. But it was more than the homespun common sense of this son of a former Alberta premier that drew Strahl into politics. It was a shared belief that Canada could be made stronger and more inclusive through change. Manning was never able to convince a majority of Canadians that his particular vision was right. But the Reform movement did have an impact. Manning’s Reformers helped push the ruling Progressive Conservatives from power and to the brink of political oblivion. Strahl was part of the Reform Party caucus that under Manning won 52 seats in Parliament after winning none in the previous election. Certainly the party had its trials; it never captured sufficient broad-based support in places like Ontario and Quebec, and that

The Chilliwack

frustration eventually cost Manning the party leadership. But for those who remained in the party as it morphed from Reform, to Alliance, and eventually to the current Conservatives, there continued an unabashed debt to the party’s original leader. When the party, under Stockwell Day, began to waver from that vision, Strahl was among the sitting MPs who openly challenged the party direction. It was a messy time, and one that Strahl never seemed publicly comfortable with. But in the end, he and his fellow dissidents were successful and the party was able to not only reunite, but secure power – something the party has held (albeit tenuously) ever since. During his years in office, Strahl has served Canada and his constituents with something that goes beyond hard work and dedication – he’s served with class. At a time when the tone of politics has become increasingly vitriolic, where anger and invective have replaced consensus and debate, Strahl has maintained a reputation for fairness and civil discourse. Not all may agree with his politics, but few can question the professionalism with which he has undertaken his responsibilities under Canada’s behalf. He deserves our appreciation. Japan: The earthquake felt around the world When the devastating 9.0 earthquake struck off Japan’s east coast Friday, it was so powerful it not only shifted Japan’s largest island eastward by 2.4 metres but it shifted the Earth’s axis by 25 cm. According to NASA’s Jet Propulsion Laborator y in Pasadena, California, it actually accelerated Earth’s spin by 1.8 microseconds, shortening the length of the 24-hour day. It was the largest quake ever recorded in Japan and it is the world’s fifth largest earthquake since 1900, according to the U.S. Geological Survey. The earthquake happened 130 kilometres east of Sendai, Honshu, Japan, triggering a 10 metre tsunami racing toward land and crushing everything in its path. Japan sits in the most seismically active place in the world

and the country accounts for 20 per cent of quakes worldwide of a magnitude 6.0 or greater. Japan is reputed to be the most earthquake-prepared nation in the world. But they didn’t expect the ravaging destruction of this one, despite the foreshocks (only recognized Margaret in hindsight). According to the EVANS Crisis Response Journal, exactly a week before Friday’s quake there was a magnitude 7.2 shaker on March 9th just 40 kilometres from the 9.0 earthquake last week. A further three earthquakes of 6.0 also happened on March 9th. Even the aftershocks last Friday were huge. Six of them happened within 75 minutes of the great

quake and all of them were equal or bigger than the magnitude 6.3 quake in Christchurch, New Zealand last month. Just for the record, Friday’s quake was 8,000 times more powerful than the one in Christchurch. The largest aftershock was 7.1, larger than Haiti’s crushing quake (7.0) in January 2010. Estimates are that the earthquake could have fractured the fault line for about 500 kilometres. The fault line is where the Pacific plate is subducting beneath Japan and the North American plate. That section of Japan directly affected by the earthquake sits on the furthest western tongue of the North American plate that stretches from Central America and the mid Atlantic all the way north to encompass all of North America, Greenland, and Siberia then stretching down in

a sliver along the far western Pacific coastline to press against the Philippine plate right off the coast of north eastern Japan. While the earthquake’s epicentre was well out to sea, its depth at 24 kilometres was pretty shallow. So as the water was violently displaced with the vertical fracturing, it moved rapidly, producing the long, deadly tsunami that raced to Japan’s north eastern shores at the speed of a jet airliner to unleash its destruction. The images are heartbreaking. No one in its path stood a chance. Thousands of cars, homes, buildings and ships were devoured in seconds. Four whole trains disappeared. Over 15,000 people are missing; nearly 2,000 are confirmed dead in addition to another 2,000 bodies that have washed ashore. Meanwhile, over a million people are without power and water, roads, bridges and

railways are damaged, food and medical supplies are becoming scarce, gas stations are closed and there is a real fear over radiation exposure from damage to three reactors at the Fukushima Daiichi nuclear power plant where cooling systems have failed. Workers desperately tried to cool the core by pumping in sea water but yesterday that too failed when the pump ran out of fuel. As a result, the fuel rods became fully exposed for a couple of hours. Too long an exposure can damage the fuel rods, risking overheating and meltdown. Watching the Japanese bravely cope with their big one as international help arrives, the question comes up, as it always does, as to when our big earthquake will happen. Are we ready for this?

Time to expand fire protection I am writing this letter because I am a concerned taxpayer in the Chilliwack (Sardis) area. I am very uneasy with the fire protection we presently have. The way it works in Chilliwack, we have a bare minimum coverage as far as fire protection. We have a large group of paid on call firefighters that drop whatever they are doing and rush to help you or myself if we call on them. This worked well in the past, when Chilliwack was considered to be a small town. Chilliwack is no longer a small town. We have a growing population that expects a fast response to a fire scene. In the past 14 years that my family has lived here, I am still in awe of how well our fire department does on a skeleton crew. The recent fire on Promontory

Goldspring Drive had an initial response of approximately 14 minutes. [Paid On Call] firefighters started showing up in 3-4 minute incriminates after that. I am writing this to make the public aware that there is a WCB minimum requirement. The firefighters who first show up can only gain entry to the house if there are four firefighters on scene. This is called 2 in 2 out rule. I will not quote NFPA standards or quote the minimum response time expected to any house in most jurisdictions. I want to make it very clear to the citizens of Chilliwack that if a truck shows up to your house and your children, grandparents, loved ones are inside, the firefighters cannot go in unless there is minimum four members

%

on scene! Presently I am of the understanding that we have one truck manned with three members on board and Sardis with two on a pumper on a good day. Hopefully we only have one incident at a time. I just wanted people of Chilliwack to know that the fire protection we have in this ever expanding community is very understaffed. We rely too much on volunteers to augment our skeleton crew of full time members! As long as the citizens of Chilliwack realize that if we want response times to reduce, protection to increase then we need to increase full-time firefighters. PS, Don’t even get me started on medical aid calls!!!

Something needs to be done about Prest Road farmer’s fence and tree. “Sorry, I fell asleep” was that excuse. I just happened to be on a city advisory panel at the time, and brought up this issue with Prest Road, suggesting something needed to be done. The mayor at that time (almost l0 years ago now) just happened to be there, and said “Prest Road is an issue, but is a very difficult road to do anything with due to the ditches on one side and the power poles on the other, but maybe we could consider a rumble strip’. No

rumble strip 10 years later!!. Second was just under a month ago: I was driving home from an early morning meeting and an on-coming vehicle started to slowly come into my lane. I had absolutely no where to go, but pull over as far as I could very close to the ditch, and lay on the horn. The other driver – with head down (likely a cell phone) – looked up at the last minute, yanked on the wheel and got back into his lane, totally fish tailing past me, and carried

on leaving me totally in a daze and thinking “wow, that could have been game over”. I think the City does a great job with our roads, but Prest really needs to get put higher on the priority list before someone gets seriously injured. Yes, it is a difficult road and will likely cost a few bucks, but how long do we have to wait. Two times lucky for just my family; how many more drivers have had close calls?? A rumble strip would be a great start.

whoever is in charge should be sent to drive over the mess a few times a week and he would soon get the road fixed in a proper manner. For instance on Evans road, the road was repaved only partly in some parts of the road; South Sumas – if you drive to try to keep the road resurfaced in between your tires, you will drive right into the other lane. If you cannot do a good job,

Rough roads – even temporary – not appreciated So here it is from someone who doesn’t appreciate driving on a bumpy, rough road, to say it mildly. Oh yes, you have fixed the sewer system, but what have you done to the road? Why is it whenever one the road is ripped up for adding a light, or digging because of sewer problems, the road is repaved in an invasive manner? Who is in charge of that department? If it’s the City the

for Pete’s sake, resurfacing the sewer line section, redo the whole road. I could do a better job with blindfolds. Keith Wilson, are you kidding? We do not all drive dirt bikes! If you are not finished with the road, who cares? Make the road drivable. Please, I realize Chilliwack is a farm city but we do not drive tractors. I am sure they are not impressed either! I have to echo Alston Lee’s letter of March 8 (Prest Road needs upgrade). My family has experienced two almost tragic/fatal accidents on that road in the past 10 years. First incident was my wife taking my son to a football practice. Another on coming vehicle, started to veer into her lane, and my wife having to actually get into the on coming lane to get out of the way. The other driver drove right across my wife’s lane. Everyone was okay, except for a

meeting, Rod Isaac, president of CUPE Local 411, implored the district for equality of all staff. “CUPE has been told over and over that all employee groups are equal but if there is true equality between the employee groups, why are we the only employee group not receiving a paid spring break this year? Isaac asked. When the district approved a two-week spring break for the 2010-11 school year, some support staff lost a week’s pay. That’s not the only inequality issue facing district support workers, said Isaac. The wage gap

between district staff is huge. An online database of wages for public sector workers, compiled by a Vancouver newspaper, showed 300 employees in the Chilliwack school district making $75,000 or more a year for the 2008-09 school year. “And surprise, surprise not a single solitar y CUPE member showed up on that list, said Isaac. CUPE members include bus drivers, maintenance workers, tradespeople, custodians, school secretaries, clerical staff and educational assistants (EA). Continued: CUPE/ p17

Chilliwack family ‘living on pins and needles’ Concert aims to raise $20,000 for family of sick baby Katie Bartel The Progress Ian Sewell has never known what healthy feels like. As soon as the 10-month old was born on May 7, his doctor knew something was wrong. “His poop wasn’t the right colour,” said his auntie Caitlin Lidster. It was grey, the colour of clay, and quickly turned white. Tests revealed Ian had a condition called biliary atresia, a blockage in the bile ducts that prevents the removal of waste from the liver, and can lead to liver damage or cirrhosis of the liver – both of which could become deadly. “Before he was born, we didn’t know anything was wrong,” said Lidster. Parents Amanda and Spencer thought their third child would be just as healthy as their first two. They had no idea they’d soon be on the scariest, never-ending roller coaster ride of their lives. In 10 months, Ian has gone through medical procedures that most people wouldn’t even see in their lifetime. He’s had biopsies, 10 surgeries, holes in his colon, fluid and blood in his stomach, bile leaks, a collapsed lung, sections of his bowel removed, a liver transplant, and more. “It’s frustrating because they don’t know what’s going to happen next,” said Lidster. A group in Chilliwack are trying to make the process a little easier. Kevin Pentland and Murray Moore, organizers of Chilliwack’s annual Gospel Blues Festival, have organized a fundraiser where 100 per cent of the proceeds go to the family. “The parents are living on pins and needles,” said Pentland. “This is too much for the family.” Ian’s surgeries started with a bowel duct replacement at B.C. Children’s Hospital on July 1, not even two months after he was born. But after eight hours on the operating room table, he still wasn’t fixed. For three months, multiple times a week, baby and parents were back and forth between Chilliwack and Children’s Hospital getting tests done, monitoring Ian’s liver and enzyme counts, making sure he didn’t take a turn for the worse. In October, his doctors determined he needed a transplant, but because B.C. Children’s Hospital doesn’t do baby transplants, Amanda and Ian had to fly to the Edmonton Children’s Hospital for a week-long assessment. By mid-December, Ian was put on the liver

transplant list. On Jan. 30, at 10:30 p.m. they got the call. A liver match was available. “Everybody sprang into action,” said Lidster. Lidster and her mom ran to the Sewell’s to take charge of the two older children. Ian and Amanda were rushed to the airport in an ambulance and flown to Edmonton. Spencer flew out the following morning. On Jan. 31, Ian was back on the operating table. For nine hours, Amanda and Spencer were left in the dark. They paced the floors, wrung their hands, feared the unknown. There were no updates. The procedure was extensive and could be touch and go. The doctors did not want premature information getting out. When the surgery was finally completed, Amanda and Spencer were given a glimmer of hope. The surgery was as successful as could be expected, they were told. However, there were other complications. The transplant had put pressure on Ian’s bowels and colon. He needed surgery to remove the scar tissue from his first surgery. Holes were discovered in his bowels. Feces were escaping into his stomach and at one point even seeping out of his stitches. More surgeries. “The surgeries were happening almost every other day for awhile there,” said Lidster. “The surgeons told my sister they’ve never seen a transplant with so many complications.” Ian was only supposed to be in the intensive care unit for two weeks, but was only moved out last week. He hasn’t had a surgery in just over two weeks now, but his liver numbers are rising – a sign that he’s rejecting the transplant. “It’s just wait and see now,” said Lidster. Meanwhile, Spencer isn’t working, the bills are stacking, Ian is expected to be in the hospital for another three months at least, and when he is released, a large portion of his medications are not covered by medical. “It’s tough,” said Lidster. “He’s going to be on some of these medications for the rest of his life.” But knowing that Chilliwack is backing the family has made it easier. Amanda Sewell expressed gratitude to her community on the Ian Sewell Fund Facebook page. “We would like to send a great big thank you for the messages you send us,” she told her 162 followers. “We read them before we go to bed and they give us a boost to continue

CUPE calls on district for fairness CUPE from p14 Their wages range from $20,000 a year for part-time EAs and clerical staff to $50,000 a year for a trades foreman. Some support staff have had to obtain second and third jobs to meet the costs of living. And CUPE itself set up a benevolent fund for those employees in dire financial need, which is almost always used up to the full extent. “Our CUPE executive often

gets questioned by our members why some employees get such high wages, and we have been told through the years by various board members that we have to pay high salaries to get highly skilled people,” said Isaac. “Does the board not consider CUPE staff as highly skilled or trained?” Even though the local board doesn’t negotiate wage increases for the local support workers as that’s a provincial respon-

sibility, Isaac hopes his words will resonate down the line. “We are not asking for a wage in this scale [of $75,000 or more], just an increase in wage that reflects our abilities, hard work and dedication in support of students, staff and the operational needs of this school district,” said Isaac. “I still hold hope that someday there will be more equality amongst all employee groups.” kbartel@theprogress.com

Bruins clinch playoffs and Howse hits 50 Eric J. Welsh,

PUCK PREVIEW

The Progress After three weeks of fullthrottle hockey to climb back into the playoff picture, the Chilliwack Bruins couldn’t have scripted the clincher much better. Saturday night at home, playing in front of the second biggest crowd of the year. Facing the Vancouver Giants, a team the Bruins and their fans love to hate. The result? An 8-5 win, combined with a Seattle regulation time loss, giving Chilliwack a post-season berth. All of which put an ear-toear grin on Ryan Howse’s face. “There was a little bit of a sigh of relief and some excitement, but not too much,” Howse cautioned. “We want to be focussed still. Yeah, we’ve clinched, but we can still move up or down and we’ve got a week to go before we see where the playoff chips fall.” The playoffs weren’t the only reason the Prince George native was smiling. Late in the third period the Calgary Flames prospect pounced on a loose puck near the Vancouver net, burying it for his 50th. The 19-year-old became the first 50 goal man in Bruins franchise history, and only the second in the league this season, along with Spokane veteran Tyler Johnson. Heady heights for Chilliwack’s first ever bantam draft pick. “Some people asked at the beginning of the year what my goal was, what the number was, and I didn’t want to say because I didn’t want to jinx myself,” Howse laughed. “That was it. Last year I came close and I didn’t want it to slip away. Not too many guys hit 50 in any league, so I’m really excited I got it.” Howse, Robin Soudek and Kevin Sundher had two goals apiece versus Vancouver, with Jamie Crooks picking up a single. Spencer Bennett had four

HEAD-TO-HEAD The Bruins are 7-11-2-1 alltime against the Silvertips, with a record of 2-7-0-1 within the friendly confines of Prospera Centre.

LAST MEETING The Bruins have had their troubles with the hardworking Tips lately. The last meeting was way back in mid-November, won 3-2 in overtime by Everett. Kellan Tochkin (since traded to Medicine Hat) had two for the Tips, with defenceman Ryan Murray netting the OT winner. Kevin Sundher and Jamie Crooks scored for Chilliwack.

for the G-men with Cain Franson adding the fifth. With the playoffs finally in the bag, the good guys suffered a predicable letdown Sunday night, dropping a 3-2 overtime decision to the visiting Kelowna Rockets. The Bruins weren’t bad by any stretch of the imagination, but there was something missing against the B.C. division leaders. “You never want to expect that letdown though,” Howse said. “We weren’t really going as well as we could have been tonight and a couple bad breaks went against us. That’s a game we could have had.” The only goal of period one belonged to the Bruins, scored on a late power play. With Kelowna’s Jessey Astles banished to the sin bin for charging, Brandon Manning launched a rocket from the right point. The puck hit the end boards and came out the other side for Roman Horak who sniped a sharp angle shot for his 25th of the year.

THE NEXT HOME OPPONENT Everett Chilliwack p Silvertips Bruins

AT

Saturday S t d - Prospera P Centre C t - 7:00 7 00 p.m.

Chilliwack had another excellent chance earlier in the period when a Curt Gogol pass sent Steven Hodges flying down the left wing. Hodges snapped a shot that caught iron, ringing off the left goal post. The Rockets came out stronger in period two, and took the lead on goals by Cody Chikie and Mitchell Chapman. Chikie’s came at 9:34, assisted by Nor wegian import Andreas Stene. Working out of the right corner, Stene found Chikie chugging through the slot. The pass was perfect and Chikie beat Bruins keeper Braden Gamble through a crowd for his 13th of the year. Just over two minutes later, Kelowna’s Colton Heffley bodied Chilliwack’s Mitch Topping off the puck in the left corner. Mitchell Chapman nabbed the loose puck behind the net and stuffed it inside the right goal post on the backhand. His second of the season sent the Rockets to period

three leading 2-1. A sedate game was livened up in the final frame as Chilliwack’s Zach Habscheid and Kelowna’s Astles squared off for a center ice scrap. Habscheid mixed short lefts with big rights, earning a split decision against Kelowna’s penalty minute leader. The fight drew a huge ovation from the announced crowd of 4,022. The Bruins went to the power play soon after, and tied the game on a Robin Soudek strike. The Czech camped at the top of the goal crease and got his stick on a Manning point shot, deflecting it past Cooke for his 25th of the year. The remaining 12 minutes and 38 seconds of regulation time passed uneventfully, landing the teams in overtime. Chilliwack’s best chance in the extra session came from Kevin Sundher. The Surrey native spun away from Kelowna D-man MacKenzie Johnston in the right corner and cut hard to the net.

But Sundher couldn’t finish, drawing a collective ooooooh from the crowd as the puck rolled an inch wide of the left goal post. With 7.9 ticks left in OT, Kelowna’s Zach Franko ended the game. Veteran Evan Bloodoff earned the assist with a rush down the right wing and a shot that created a rebound. Zach Franko followed the play, chipping the puck up and over Gamble for the winner. If there was a positive, it was that the single point leaves the Bruins just one point back of Vancouver for fifth in the conference. Finishing ahead of the Giants is an appealing thought. “Yeah, we want to finish ahead of them because of the rivalry and the fact we’ve never finished ahead of them,” Howse admitted. “But if it was any other team, we’d still want to finish ahead of them. That’s our mindset right now.” The Bruins visit Spokane tomorrow and the Tri-City Americans Friday.

JOSH BIRKHOLZ - F Drafted by the Florida Panthers in the third round (67th ova) of the 2009 NHL entry draft.

MILESTONE MARKER With Ryan Howse’s 50th in the bag, the spotlight now turns to another Prince George native. Defenceman Brandon Manning is one goal back of former captain Nick Holden for the best singleseason goal-scoring total by a Bruins blueliner. Manning has 21 while Holden had 22 for the 2007-08 Bruins. Manning would have to put together an amazing week to match Holden’s singleseason point total. The Alberta native had 60 during that 2007-08 campaign, while Manning currently has 52 points.

SPOTLIGHT: PLAYER TO WATCH #1 KENT SIMPSON - G Seattle’s Calvin Pickard gets a lot of hype as the best goalie in the WHL, but Kent Simpson is right there with him. The Tips stopper was drafted by the Chicago Black Hawks last June, going in the second round, 58th overall. Simpson has been a workhorse for Everett this year, logging 53 appearances with 21 wins.

OMMUNITY SPORTS REVIEW

Chilliwack girls earn respect at rep level Eric J. Welsh, The Progress Chilliwack Minor Hockey has a lot to talk about these days, what with revamped player and coaching development programs starting to yield dividends on the ice. Tops on the good news list is the continued strong performance of the girls program, which has reached a point of sustained consistent competitiveness. Under the Warriors banner, CMHA has become one of the flagships for female hockey in the Lower Mainland, going a long way in a relatively short time. This year’s big story in the female ranks was the peewee team, and their move from house to rep. “This is the first year one of our female teams has made that jump,” said peewee coach Brad Read. “We did that with four players who are still atom age, four firstyear and five secondyear peewees. Most of the teams that the girls played are all, for the most part, second year peewees.” The girls trounced the competition at the tier-one atom level last year, winning the Pacific Coast Hockey Association league championship. Roughly half the team did some form of elite training over the summer, and the girls came into fall training camp ready to roll. Coming into the 201011 season, CMHA had enough girls to form three teams; atom, peewee 2 and peewee A. “The peewee A team started in a tier two division and won every game by a lot,” Read said. “The league came out to four of the games and recommended we move to rep.” The suggestion was offered to the girls, who discussed the pros and cons behind closed doors for an hour. Read warned them the move to rep would result in a lot more losses. Their opponents would be bigger, stronger and more aggressive.

“In the end they decided they wanted to make the move, even if it meant losing every game,” Read said. “From the start they haven’t been intimidated at all. They’ve proven their ability to handle everything that’s been thrown at them and the evolution has been impressive.” At the lower level, the girls were able to get by with more individualistic play, with skaters dangling through the opposition single-handedly. The first lesson they learned at the rep level was that team play was parmount. “Against weaker teams they knew they could carry the puck longer, make some moves and maybe not work as hard,” Read offered. “At the rep level, they’ve had to learn to play within the team system — passing, thinking and reacting quickly and really working hard. They’re known throughout the rep division as the hardest working team.” Results wise, Chilliwack ended up as a middle-of-the-pack team. Fears of losing every game proved unfounded. The girls were the first team to tie the league’s top team, the North Shore Avalanche, a squad who’d beaten everyone before running into Chilliwack. And with team success has come individual notice. Even at the youngest levels of rep hockey, the eyes of scouts are watching. Va n c o u v e r - b a s e d Team Pacific is regarded as one of the best programs in Western Canada, providing highlevel training under the guidance of Jeff Eaton. Goalie Kate Stuart and Tamina Kehler have the opportunity to join that program. The Cyclone Taylor Junior Eagles are coached by Mark Taylor, a former Hobey Baker award winner who went on to NHL stints with Philadelphia and Washington. Defencemen Taylor Besset and Michaela Read have received

invites to play for the Eagles. In the four years Read has worked with this group (since 2006-07), he has seen remarkable improvment. Many of these girls couldn’t even skate when they first signed up. “Two of those girls are from that original team and neither of them could stand up on their skates,” he noted. “To see them now playing at a AAA level with an elite team is fantastic. And there’s only one player from that original group that isn’t still playing. It’s pretty unreal to see them getting from there to here.” Now, it seems the Warriors are here to stay. “As far as being locked into rep, we’ll go year by year based on whether we have the numbers and the PCHA thinks we can compete,” Read said. “It’s our goal to have a rep team year after year, and we hope we get the commitment

from the parents and players to make that happen.” ● CMHA is looking for female players of all ages and skills, but there is a specific call for skaters between the ages of 5-10. CMHA is hosting Hockey Day in Chilliwack April 2 at Twin Rinks. The females will participate for the first time, playing a full jamboree-style game with the bantam and midgetaged players. Afterwards, awards will be handed out to players at every level of the female program — most valuable, most improved and most sportsmanlike player awards going to players on all five teams. Get more info from the CMHA website at http://cmha.goalline. ca/index.php. An e-mail can be sent to cmha1@ telus.net, or contact CMHA by phone at 604858-6031.

Playoff run ends The University of Toronto Varsity Blues downed the University of the Fraser Valley Cascades 78-69 in the CIS East Regional Championship semifinal on Friday, ending UFV’s season. The game started out even, with both teams trying to establish themselves. The Blues (18-4 in OUA East action this year) built a six point lead through one quarter. UFV came alive in the second quarter, going

on an eight-point run to take a 24-23 lead. The Blues came back with an eight-point run of their own to take a three point lead into halftime. Chilliwack’s Sarah Wierks led the Cascades into the break with eight points. Fellow Chilliwackian Courtney Bartel and Winnipeg native Tessa Klassen added five points apiece. The Blues outscored UFV by nine points in the third quarter, taking a 12 point lead into the fourth quarter. UFV didn’t get it down to single digits until two minutes remained. By that point it was far too late to climb the mountain. The final scoresheet had the Cascades led by Chilliwack’s Alyssa

Gaukel. The graduating veteran went out with 14 points, with Wierks hitting for 12. Klassen had 11 and Mission’s Aieisha Luyken had 10. Wierks led all Cascades with 10 rebounds as UFV pulled down 29 total boards for the game. The Cascades season ended with a 12-12 record in the regular season. The team went 2-2 in the Canada West post-season and 0-1 at CIS Regional Championships. This is the best season UFV has enjoyed since moving to the CIS university ranks. Upset queens impress at basketball provincials Unity Christian’s senior girls basketball team finished their season on a high note, performing well at last weekend’s single-A provincial tournament in Sparwood. The Flames finished second in the Fraser Valley and entered the tournament as the 13th seed in the 16 team

field. On Wednesday, UC started off against the fouth-seeded Ashcroft Rams, the top finisher in the Okanagan zone. The Flames were pressed continuously by the speedy Rams, but a determined effort led to a convincing 87-73 victory. The Flames were

the only team to knock off a higher seed in round one, guaranteeing themselves at least a top eight finish. Not satisfied to stop there the Flames barrelled into an aggressive and well prepared team from Kelowna Christian School, the tournament’s fifth seed. A valiant effort by

the Flames was not enough to avoid a 68-54 loss and a date with the sixth-seeded Valemount Timberwolves. Unity Christian jumped out to an early 10-0 lead and never looked back, taking the Timberwolves 71-63. This set the stage for a final game meeting with the Mulgrave Titans, a

team that the Flames had come to know well throughout the season. The sixth seeded Titans (No. 1 from the Lower Mainland) had defeated the Flames in two meetings earlier this year, establishing a ‘friendly’ rivalry. The Flames came

out on fire, hitting long range shots to build a 12 point lead. The Titans fought back, getting as close as two, but eventually the Flames prevailed with a 70–66 victory. UC’s 3–1 record netted them a fifth place finish and left coach

A pair of local boys teams were also active in basketball provincials last week. The G.W. Graham Grizzlies travelled to Kamloops for the AA tournament, finishing ninth out of 16 teams. The Grizzlies opened with a 72-46 loss to Burnaby’s St. THomas More Collegiate, followed by a 71-68 bounceback win over Prince Rupert. GWG kept rolling with a 73-65 win over Richmond’s Hugh Boyd secondar y school. The Grizzly run came to an end in the semifinals, with a 69-66 loss to South Surrey’s Southridge secondary school. South Okanagan secondary school won the tournament, downing Brentwood in the title game. At single A provincials, it was the Unity Christian Flames finishing 10th in a field of 16 teams. The Flames started off with an upset, beating the seventh seeded Glenlyon Norfolk Gryphons 76-49. UC had to play the second, third and fourth seeds in back-to-backto-back games, with somewhat predictable results. UC put up a fierce fight before falling to

Brian Downey bursting with pride. Retiring seniors Samantha Luteyn, Jade McGhee and Janelle Taekema leave the team knowing that their younger teammates are ready to carry the Flames into the next season.
