Body found in Hope is missing Chilliwack man Police confirm speculation Robert Freeman The Progress A body found near Hope has been positively identified as Robert-Jan Planje, the 64-year-old Chilliwack man last seen alive on Dec. 12. Police said earlier they believe foul play is involved in Planje’s death, but they are not releasing autopsy results showing how he died or the injuries he sustained. The positive identification was made using several methods during the autopsy completed late Tuesday. “Although investigators are not going to be releasing the manner in which the victim died or the injuries sustained, they are able to confirm that this is indeed a homicide,” Cpl. Dale Carr, spokesman for the Integrated Homicide Investigation Team, said Wednesday. He also said police believe Planje “knew the person responsible for his death.” “We have nobody in custody in relation to the murder of Planje,” he said in an email to The Progress, adding that it’s always IHIT’s goal “to hold someone accountable as soon as possible.” “This is an active, on-going investigation that once we have what we feel are the facts and evidence to support a charge, we will make a presentation to Crown (counsel) to seek approval,” he added. Chilliwack RCMP were called to Planje’s home at the Rainbow trailer park in Chilliwack on Dec. 13 to check on his well-being after a report of an altercation there the previous night. Planje was last seen alive the previous day at the mobile home that he had been sharing recently with another man. Police later recovered items on Ballam Road near the Fraser River thought to be linked to Planje’s home. “Investigators are asking the public to recall if they saw any out of the ordinary activity along Ballam Road on Dec.13 between 4 a.m. and 10 a.m.,” Carr said. Planje’s body was found Dec. 30 on a remote logging road about eight kilometres east of downtown Hope by a local resident. A tentative identification of the body was made by police at that time, but official confirmation awaited completion of Tuesday’s autopsy.

See story, page 5 Jennifer Feinberg The Progress Property assessments were on the rise in most parts of the Fraser Valley for 2011, with Chilliwack house values increasing by almost three per cent over last year. The Fraser Valley assessment roll went from $73 billion last year to $78 billion this year in the valley. “Most homes in the Fraser Valley are worth more on this year’s assessment roll than they were on the 2010 assessment roll,” said interim regional assessor Michael Lomax of BC Assessment, with increases ranging from about three to 10

per cent. Chilliwack’s assessments landed on the low end of that spectrum, he said, as increases tended to be higher the closer one got to the core of Vancouver. “The further east you go, the lower the increases were,” Lomax said. “Demand for real estate was just not that high.” A single-family home in Chilliwack went from $245,000 to $252,000, based on a sample property used by BC Assessment, which is a 2.8-per cent increase. Townhouses went from $227,000 to $238,000, which is a 4.8 per cent hike, while apartment values went from

$151,000 to $153,000, marking a 1.3 per cent increase. A one-year freeze on assessments was put in place by the province in 2009 and 2008 values were used to calculate assessments that year. “But it was market value we saw with last year’s assessment roll and this one, so the difference you see this year is a market change, and nothing to do with legislated freeze,” said Lomax. The increases across the valley, which vary wildly and are dependent on multiple factors, are seen as positive in general, since last year’s assessments featured decreases and were an adjustment of sorts.

“That fact they went up is good for people, and it’s good to see assets appreciate,” he added. Local governments use the 2010 assessment roll data from B.C. Assessment as one of the factors in determining municipal tax rates. Chilliwack Mayor Sharon Gaetz agreed it’s “positive news” for home owners’ investments to see their residential property values go up. “Municipalities do of course factor out the effect of the overall increase or decrease in assessments when calculating property taxes,” she said. There isn’t a taxation “win” in the years they see increases, nor do they have “a budget crisis” in years with decreases. Continued: HOME/ p5

Alert to hoarders: old light bulbs soon to vanish Not everyone likes more efficient compact fluorescent bulbs Jeff Nagel Black Press Standard incandescent light bulbs are now an endangered species. A phase-out underway means consumers who haven’t already made the switch will soon have to start buying more energy efficient compact fluorescent light (CFL) bulbs instead. B.C. banned new imports of old 75- and 100-watt incandescent bulbs Jan. 1, although wholesalers and retailers are allowed to

continue selling off their existing stock. That means for some weeks and perhaps months, hold-outs should be able to buy and stockpile higher-wattage old-style bulbs before they become a retro rarity. “We’ve had quite a run on incandescent light bulbs,” said James Price, owner of Ladner Village Hardware. He hasn’t run out yet – the store still expects to get more shipments of standard bulbs before they vanish from warehouses altogether. “A lot of people don’t like the

colour of the light with the CFLs,” he said, adding some of his customers are hoarding old bulbs. “They’re used to turning a light on and it’s on. CFLs start dim and get brighter, so they’re not as convenient.” Price said large incandescent flood lights have already become harder to find, even for retailers. And he’s stockpiling as many incandescent Christmas light strings as possible for customers who prefer them. Surrey’s Paul Hillsdon won’t be among shoppers rooting out the

last regular bulbs. His family switched more than seven years ago to the lower-energy compact fluorescents, which cost more up front but use 75 per cent less energy than an incandescent and last up to 10 times longer. “The cost savings were there, so why not switch?” Hillsdon asked. Others hate the new CFLs and plan to hoard old bulbs as long as possible. “I stocked up today,” said one poster on an online forum. “CFLs may use less energy in general but their lighting is cold, you cannot use them with a dimmer, without additional circuit-

Confusion over electric bike rules Riders say they’re being treated unfairly Katie Bartel The Progress Some electric bike riders in Chilliwack are complaining about police harassment. They say they’re being fined for riding without a license and insurance – something they claim is not required under ICBC rules. Police think differently. They say that the Motor Vehicle Act defines electric bikes as devices with pedals or hand cranks attached. “Any modifications made, one of which includes removing the pedals, makes it a motor vehicle,” said Chilliwack RCMP Cpl. Lea-anne Dunlop. “It’s essentially a motorcycle at that point ... which requires a license and insurance.” Ever y rider The Progress spoke to was initially pulled over because they were riding without pedals. But is that information readily available? The riders don’t think so. Nowhere on the ICBC website does it say pedals have to be attached. says pedals are a safety hazard because they hang so low to the ground. Bill Robinson agreed. He got an electric bike because he was prohibited from a regular license, but needed transportation to and from work. But after he was pulled over for driving without pedals, and was ticketed $278, and had his bike impounded for seven days, costing an extra $295, he started riding with the pedals. Shortly after, he went around a corner, caught a curb, wiped out, and

smashed both his knees to the ground. “I got really scratched up; it took the bike and me down at the same time,” Robinson said. “It’s really dangerous to have them on there.” Customers at T-Rex Motorsports have purchased electric bikes for environmental and economical reasons, because they can’t get a regular license, or because they are elderly and don’t feel comfortable driving a proper motor vehicle. Several said they’ve

been fined for driving without a license and insurance, had their bikes towed and impounded, and one 62-year old said he was “tackled” to the ground by two police officers while he was still on the bike, which resulted in bruised ribs and constant ringing in his ears. “It’s harassment,” said Siemens. He said one bike rider with two prosthetic legs who lives in a retirement home and has no other form of transportation had his bike impounded by

police for three months. “It’s crazy,” Siemens said. “There’s no reason for it ... I know the rules and regulations. You don’t need a license and ICBC won’t insure them.” Siemens has been pulled over by police himself and he said it would be a “cold day in hell” before he risked his life riding his electric bike with pedals. “I’m getting sick and tired of this,” he said. It’s a Chilliwack story but its message will one day reverberate across the country. A new DVD capturing the dynamics of restorative justice in action was launched at city hall last night. The video will serve as a future training tool for restorative justice groups and facilitators, said Sharon Blaker, restorative justice coordinator for RCMP E Division. Blaker served as producer to create the 38-minute DVD, with the help of E Division multimedia manager Norm Torp. “It’s going to be used for training across Canada on how to facilitate justice circles, which are called community justice forums,” she said. “It’s the first one of its kind as far as we know. It can be used as a refresher in training or for sponsors to understand what the circles are all about.” They named the DVD ‘Planting the Seeds’ and it explores a garden vandalism incident involving three Chilliwack teenagers who skipped school, and ended up wreaking havoc on private property. In the end, the project reflects well on the well-established local group. “We were extremely honoured to have been chosen for this,” said Kim McLandress, executive director of Chilliwack Restorative Justice. “It was a neat opportunity for us to display what we do. Hopefully the video will be of use to other communities who may be looking to get started.” Continued: JUSTICE/ p12

They question whether the bulbs last as long in practice – when people turn them on and off frequently – as they do in continuous-use tests. And dead CFL bulbs are considered household hazardous waste because they each contain about four mg of mercury. Recycling depots and many retailers collect compact fluorescent bulbs for recycling and assure safe handling. Many of them go to Langley-based Edmonds Recycling, which uses special machinery to safely crush the bulbs and capture the mercury vapour they emit. But some people still

to boost the recycling rate of CFL bulbs in the region as a result. B.C. Hydro says the amount of mercury in a CFL is tiny compared to amalgam fillings or a watch battery. Saving power by using a CFL also avoids the generation of dirtier coal-fired electricity, avoiding mercury and toxic emissions in those areas. However the corporation advises you open a window and vacate a room for 15 minutes if a CFL breaks and then use precautions in cleaning up. According to Edmonds, only an estimated seven per cent of the 60 million fluorescents replaced nationally year year are recycled, which suggests significant amounts of mercury may be entering the environment. Rebound makes property millionaires If you feel richer after opening assessment, you’re not alone Jeff Nagel Black Press Forget the lottery. The Lower Mainland’s rebounding housing market has just minted 21,000 new real estate millionaires. That’s how many homes in the region ticked over into seven-figure assessments when new valuations were released this month. In Chilliwack, the number of properties assessed at over a million dollars grew to 63, up by 49. The number of milliondollar homes doubled in both Richmond, which is up from 2,329 a year ago to 5,433 now, and Burnaby, which rose from 2,248 to 5,114. Roughly 8,000 million-plus homes were also added in

Vancouver, 2,553 In North Vancouver, and 2,000 in West Vancouver. Surrey, which previously had the third highest number of million-dollar properties, is now fifth behind Richmond and Burnaby with 5,087, an increase of 1,878. Surrey has 21 $5-millionplus homes, the most outside Vancouver and West Vancouver, which together have more than 800. The only two $10 millionplus homes south of the Fraser are also in Surrey – a large estate bracketed by small lakes in Grandview Heights and another house in Panorama Ridge. Across the Lower Mainland there was a 40 per cent increase to 75,539 in the number of homes worth $1 million and up compared to 53,889 a

year ago. The numbers were crunched by Landcor Data Corp. and president Rudy Nielsen said he’s not surprised by the gains. Property markets here are recovering well from the recession, he says, thanks to B.C.’s healthy economy, strategic position and desirable attributes, including plenty of fresh water. “Get on your hands and knees and kiss the ground for the fact you live in British Columbia,” Nielsen said. “We’ve got a great place and people have to really appreciate it.” Others are as well – one major reason why prices are on the rise again. Nielsen said vacationers from Alberta are snapping up summer and winter getaway spots in B.C. and buyers from China worried about possible volatility in markets overseas are opting to invest in condos

and houses here. “In South Surrey there’s a lot of Chinese people moving in and they pay cash for their houses,” Nielsen said. “They’re buying teardowns and building new houses.” A big factor is the Lower Mainland’s constrained geography – mountains, the Agricultural Land Reserve and the U.S. border – that keeps it from sprawling indefinitely like Calgary or Edmonton, he notes. Rising property values in the region mean the milliondollar milestone is becoming less meaningful. In the priciest neighbourhoods of the region, homes still in six-figures are starting to become a minority. “The $1-million figure six years ago was quite a feat, but not any more,” Nielsen said. The assessments reflect a snapshot of values as of last July 1.

January could be bleak for seniors living in publicly funded care homes, most of whom will be paying significantly more for care this year than they did two years ago. A senior with income of $22,000, for example, will pay an extra $1,956 in 2011 compared to 2009 while others will pay much more because 80% of their after-tax income will go to pay for care. This policy will have a harsher effect on dependent spouses, who have always relied on their husband’s pension. They will find it particularly hard to pay the higher fees and still cover the costs of medicine, dental care and add-on care home services such as television and the telephone because the family’s income will be significantly reduced under the 80% rule. These are the woman from traditional families who chose not to work during their child-bearing years and have limited access to Canada Pension Plan or private pensions. Sure, they can apply for reduced rates on the basis of hardship but this may be a drastic step for some and they may not even qualify without depleting their assets. They could also consider the radical step of divorcing their husbands so they can sue for half the pension but this, too, would have limited appeal. For these families, selling the family home or tapping the incomes of sons and daughters may be the only way they can make ends meet. Was this the intent of the new rate structure? At first glance, it appears the government did everything it could to make the new fee structure more equitable for British Columbians. It lowered the fees for 25% of seniors, split the rate increase over two years to make it easier for people to adjust, and public care still costs half of what it costs in private facilities. With the greying of the baby boomer population, it makes sense to make seniors pay more for the care they receive because even at the maximum monthly rate of $2,932, they still pay less than half of what it costs for 24-hour nursing care in a public care home. But for a vast majority of seniors, this policy appears to have some unintended consequences and they face some serious belt-tightening in 2011. – Black Press

Gordon Campbell’s legacy mostly positive VICTORIA – Premier Gordon Campbell has a standard joke when asked about fixed election dates. You mean set election dates, he says with a smile. “If we had fixed elections, there would be no problem.” As Campbell prepares to leave office after 17 years as B.C. Liberal leader and nearly a decade as premier, Canada’s first legislated schedule for elections is one of the significant achievements that I hope will endure. Another one is the carbon tax. Leadership hopeful Kevin Falcon has already suggested that the carbon tax on fossil fuels be frozen when the currently legislated schedule of increases runs out in 2012. Currently at 4.45 cents on a litre of gasoline, it goes to 5.56 cents next July and 6.67 cents a year later. The tax applies to all carbonemitting fuels, including coal,

shredded tires and even peat moss. Offset by income tax cuts, it is designed as a growing incentive to find low-carbon energy alternatives. It also promotes walkable communities and fitness, which our culture desperately needs. Then there are the income tax cuts. Personal income taxes were cut 25 per cent on Tom Campbell’s first day FLETCHER in office, and B.C.’s small business income tax is on its way to zero. Campbell’s critics predicted the gutting of government programs as a result of these cuts, and they have been proven wrong. Government revenues and spending have continued to grow every year.

When the Fraser Institute ranked Campbell first in its recent study of the fiscal performance of Canada’s premiers, it noted that his government held average annual growth of program spending to 4.4 per cent. Even so, the average growth of the B.C. economy was only 4.1 per cent during those years, and as a result government grew from 19.4 per cent of gross domestic product to 21.1 per cent during his term. (Ontario’s Dalton McGuinty finished last, his 7.7 per cent average annual spending increase being three times the rate of provincial economic growth.) Averaged over the same period, Campbell achieved annual surpluses and reduced debt. Even his opponents credit Campbell with bringing adult supervision to federal-provincial relations, after Glen Clark’s swashbuckling over U.S. submarines

using the Nanoose Bay test range. Contrast that with the Pacific Gateway port and road development, trade agreements with Alberta and Saskatchewan, and bridge-building with both Liberal and Conservative federal governments that will probably save his party. Aside from the harmonized sales tax, Campbell’s most controversial recent move is the establishment of the natural resource operations ministry. If you’ve heard about this at all, it’s likely been inaccurate claims about forest research being abandoned and the like. In fact, this is the kind of regulatory efficiency that a globalized economy demands, and that bureaucracies resist. Natural resource ministries already operate in Ontario, Nova Scotia, Alberta, Manitoba and Ottawa, all in conjunction with separate environment ministries. Similar

efforts are in place in California and Oregon. The related legacies of privatization and energy development are also controversial. Setting aside the criminal acts of a couple of ministerial aides, does anyone still believe that any province should own and operate a railway? That it should serve as a costly social program for ranchers, or run empty passenger cars for the sake of nostalgia? Power development, like health care, is too big to be done by the state alone. Both these systems need to get bigger, and the costs are staggering. Finally, there is the HST. It remains to be seen if this policy will survive as a further step in B.C.’s political maturity. Are they part of the community? Do you know about the small community in Chilliwack that seems to be hidden? Yes, there is a small community, but not for a moment are they any less important than any other community in the Fraser Valley… diverse, shy, quiet and above all productive! Who hasn’t seen on a Sunday afternoon a group short, dark-haired men speaking Spanish? Their grocery carts full of food at Superstore, PriceSmart or Cottonwood mall? Or how about riding their bikes on Yale or Chilliwack Central roads? Playing a make-up game of soccer at Chilliwack Middle School? I am talking about the temporary Mexican workers that are ready to go home after another successful growing season here in the Fraser Valley. They come to work for six to eight months in greenhouses and farms around the Fraser Valley, they are well known for been hard workers who work long hours to get the vegetables and fruit in your fridge and they complain little, because they need the job. By November, when the contracts are finished they go home, happy to see those they left behind: wives, children, girl-

friends and family. Some go home to meet for the first time a newly born son or daughter. They return to their homes to see and enjoy their country, traditions, food, and friends; to catch up in house hold chores, revive friendships and bask in the warmth of their families, love for a short time. Because they also have to work in Mexico and get prepared to come back to Canada for another season, the “lead hands” will arrive in February to prepare the new comers in March and April and the cycle starts again. Unfortunately the language barrier and lack of confidence stop many of them for participating in many of the community activities that we enjoy in Chilliwack like festivals, and recreation areas; the library and the Leisure Centre. Some are a bit more brave and look for churches, free-English classes or just places to relax after a long and hard shift; they ride their bikes for long distances and go to the mall just to window shop to get out of their houses and farms that they live in where they don’t have heat, beds, closets, or recreation areas. They also don’t have enough space

to live in. After asking for help from the Community Services and the consulate, there hasn’t been a response or any action. If you would like to help or donate second-hand blankets, clothes, winter clothing or shoes in good condition, you could do it directly by giving these items to them or drop it of at Broadway church at the Hispanic Service. Mexican workers are not considered as humans in Canada. Because they have a temporary visa, they just have a small part of medical coverage. Are they another ignored group in Chilliwack? Don’t let this happen. The community doesn’t want more people to be ignored. Mexican workers are friendly, shy, eager and willing to learn about Canadian culture and share their culture with you. So next time you see some of our newest additions to this community, go out of your way, be friendly, smile, and say “Hola Bienvenido a Chilliwack amigo” (hi welcome to Chilliwack friend.) You will make them feel at home and, hey, you might even make a new friend.

Our own seniors, pensioners, veterans and desperate families are unable to pay what they need for housing and food. Our government says we are “broke” and they can’t help our own seniors, homeless, veterans, orphans, etc. Yet we have provided aid to Haiti, Chile, Turkey, and other countries in the hundreds of millions of dollars. We have retired seniors living on a fixed income receiving no aid while our government and religious organizations pour hundreds of millions of dollars and tons of food to foreign countries with known corruption. We have hundreds of adoptable children who are shoved aside to make room for the adoption of foreign orphans. Canada, a country where we have homeless without shelter, children going to bed without eating, elderly going without needed meds, and mentally ill without treatment, yet we have a benefit for the people of other countries. Imagine if we gave ourselves the same financial support that we give all the other countries. Homelessness, hunger and crime could be greatly reduced and perhaps eliminated in Canada. Taxed by a thousand cuts I know my CPP is going up just over one per cent in 2011 and the latest rate of inflation for Canada in 2010 is a bit over two per cent, and there is 25 per cent increase to renew the city dog licence as I shockingly found out this morning. I can appreciate that factors might call for an increase, but really 25 per cent more for a pet licence. I certainly hope (wink, wink) that property taxes are not determined by the same formula that was applied to the licence increase. I certainly think that it is about time for the city to stop all the annual incremental increases to fees and taxes using the SALY+ (same as last year +x% increase) formula and go to a zero base clean sheet and rebuild the operating and capital requirement. I will certainly pay my share of the requirement but I can do without the constant nickel and dime increases.

“We cannot lose sight of the fact that these offences were serious, and that Mr. McDowell has a record that includes a large number of previous convictions for breaking and entering,” Justice J.A. Newbury said in the court’s reasons for judgment. “To a cocaine addict, such offences are merely a means of getting cash; but to the victims and the community, they are frightening and represent serious threats to public safety,” Newbury said. McDowell was found guilty by the lower court judge of the robbery of a Chilliwack corn barn outlet on Aug. 20, 2008, the Sept. 20 smash-and-grab of a McDonald’s outlet in Abbotsford, and the robbery of a beer and wine store at Character’s Pub in Chilliwack on Sept. 25. McDowell was acquitted of an attempted rob-

bery charge at a Subway outlet in Chilliwack the same day, but found guilty of assaulting a female clerk there. The three appeal court justices found the lower court’s sentence reflected the “aggravating circumstances” of McDowell’s use of a knife in one of the robberies, and the fact that the offences were committed on “vulnerable clerks, two of whom were teenagers working alone at night.” One 17-year-old female clerk was dragged by the hair and threatened, and in another incident McDowell used a hammer in a “frenzied attack” to smash a drive-through window. But the justices also noted a 13-year gap in McDowell’s criminal record, and his substantial progress in living a crime-free life since his last conviction in 1987. Newbur y said

McDowell has “done well in prison” since his conviction on the robbery charges, and that he “has completed the programs available to him, is apparently drug-free and has been for some time, and is working productively during his day parole.” “I must say that I too was impressed with his positive attitude, and with his praise for the improved drug program which he was able to take advantage of while at Mountain Institution,” Newbury added. However, the appeal court can only proceed if the lower court erred in principle or imposed a sentence “unfit” for the crime and for the offender in question. Madam Justice Kathleen Ker found McDowell guilty on only four of the 16 charges against him, and sentenced him to a total 34 months in prison with

double-credit for the 13 months he spent in custody before the trial. The total “gross” sentence would have amounted to five years. McDowell was initially accused in 2008 of a series of 10 robberies in the Chilliwack and Abbotsford areas, three on the same day, alarming the business community and stymieing police investigators. But defence counsel at the time argued there was reasonable doubt McDowell was the man identified at trial as the robber by Crown witnesses, and that statements he made to police were not admissions but “playing up” to undercover officers posing as criminals offering him work with the “prospect of easy money.” McDowell represented himself at the Nov. 23 appeal court hearing. rfreeman@theprogress.com

A couple of senior facilitators with the Chilliwack group agreed to participate, and multiple sessions were recorded over 12 hours. “Within about five minutes of starting to film, everyone forgot the cameras were running,� said Blaker. The video follows the participants from the interview stage, to the justice circle where victims face the young vandals in person to say how their actions affected them and their families. The final resolution saw the offenders writing letters of apology, paying $1,500 to the victims, and performing community service. About 100 DVD copies will be made, and they’ll be forwarded to groups across B.C. and Canada. About 90 of those organizations are in B.C. “We have a very active province when it comes to restorative justice programs,� said Blaker.

Chilliwack children need ‘HELP’ How do Chilliwack five year olds stack up against the provincial average? The Human Early Learning Partnerships (HELP) at UBC is a caldron for data and ideas about the experience of children in BC. For years now they have been carefully building partnership with school districts and those working with young children. As a result they insure that most children entering kindergarten are screened for readiness on five factors; health, social competence, emotional maturity, language/cognitive development and communication skills. The HELP data shows that Chilliwack preschoolers have been slightly above the provincial average of unpreparedness. What’s more, their sampling demonstrates where we have pockets of problems. For instance, Ryder Lake/Promontory is far below the provin-

cial vulnerability at about 19 per cent, but Chilliwack North, significantly above at 62 per cent. The benefit of this analysis is the ability to concentrate resources where they are needed most. That said, even Ryder Lake/Promontory is above the 15 per cent vulnerability target the province has set for the year 2015. Rob What that LEES means is that by 2015 only 15 per cent of kids should be vulnerable, half of what it is today. What do they propose we do? HELP suggests we need to develop “Smart Family Policy”. They suggest changes in three areas of support for families with young children; time, services, income.

Young families have a poverty of time. We need to find ways for parents to be less stretched between the demands of work and home. HELP suggests extending maternity and paternity benefits so parents have at least 18 months. Inducements for employers to provide flexible work schedules for parents of young children can reduce the pull employees feel between home and work, while building loyalty to the work place. Available quality child care and early learning experiences are key services needed if we want parents to have balance and kids to flourish. Yet all too often it’s a freefor- all, with parents scrambling to find the child care they need that fits with their work hours. We know that birthto-six is the period of most rapid brain development. During

this time children need exposure to learning opportunities that can form life long patterns. Hit and miss child care options don’t cut it. Finally, HELP recommends initiatives that reduce poverty, income disparity and income difficulties. Initiatives here include changes in the minimum wage, affordable housing and income security. Lofty ideas? Indeed. Unfortunately they may beyond us as individuals. What seems more tangible is the work of a Ruth and Naomi’s, the soup kitchen or food bank. I belong to the Rotary Club and participate in fund raisers to build an expansion of the Salvation Army Food Bank storage. Members of my church serve the soup kitchen regularly. Yet I wonder if these good efforts are just band-aids that if not perpetuating problems may postpone real

museum, is not much changed from those days. The museum itself is in a 17th-century building on a street, Groot Heiligland, that’s still narrow, crooked and lined with homes from the 1600s. Hals lived in this street in

the 1630s. What is now his museum was first an old men’s home. The portraits of the men and women who ran the place Hals’ day, now hanging in the gallery, were done by the artist.

ART from p14 Unlike many Dutch masters, who also painted landscapes and still lifes, Hals did only portraits. Five of the works in his museum are the massive, group pictures of militia members — the same sort of thing Rembrandt’s most famous work, The Night Watch, depicts. But where The Night Watch is almost gloomy, Hals’ versions are bright and vibrant. The composition of one in particular, Banquet of the Officers of the Civic Guard of St. George, makes it seem as if the lads are aboard a rocking boat in a wind. Hals was Haarlem’s best-known painter, but scarcely its only one. Because the city was a major exporter of linen it had a considerable number of wealthy families eager to have art in their homes. Between 1605 and 1635 more than 140 painters worked in Haarlem, producing more than 100,000 paintings. A good sampling of them adorn the walls of the Frans Hal Museum, among them works by Pieter Claesz, Willem Claesz Heda, Jan Steen and Judith Leyster, one of the few women to gain stature in the 17th century, and whose style was similar to Hals’. Like any good small gallery this one has its surprises. One is Satire on Tulips, a work by Jan Brueghel, a name associated with outdoor winter scenes. It pokes fun at those who were caught up in the tulip mania that swept Holland in 1635, depicting them all as monkeys. The very best works of all of these artists are in other galleries, but there are excellent examples here, and the quietness of the museum, its lovely interior courtyard garden and its antique standing clocks chiming the quarter hour combine to make this a pleasant day out. Len Bridges and Christine Reilly: The duty of a night watchman is something that has been in place since the Middle Ages in Europe. As things evolved in North America, that term was replaced with the modern securitybased titles. Essentially, security guards are hired to protect property, assets or people and for Len Bridges and Christine Reilly this is something that has consumed their lives Ana for almost two decades. MACEDO For Len, owning a business was something that he longed for since he was in high school. The road in getting there, though, wasn’t paved particularly smoothly. He took a few detours along the way. Len grew up in Hamilton, Ontario and enjoyed a relatively happy childhood until the age of twelve when his mother passed away. He felt alone and lost and this was a very difficult period for him. His older brother, who was twenty-one at the time, took him in and raised him while Len’s second

oldest brother, who was nineteen, raised Len’s sister. They all coped as well as could be expected, though there was a huge void in Len’s life. Len’s brother, now his guardian, was a radio broadcaster and after working in Hamilton for a year, moved to Halifax, where Len ended up staying for awhile. Len often went to the radio station with his brother and this exposure to that industry gave him confidence and self assuredness. These qualities made it easy for Len to get a job and he ended up working, from an early age, in various retail sales

outlets. “I worked at Jack Fraser, Agnew Shoes, Kirby Vacuums and then I got into the hotel business. I was attracted to sales and I knew that one day I would end up owning my own business,� he said. Eventually, Len took on a job with Diversey Inc., a leading global provider of commercial cleaning, sanitation and hygiene solutions for businesses. “I was with them for five years back east and then moved out west where I worked for them for the next two years, before they were bought out,� he explained. Making a community difference DIFFERENCE from p16 When he came out west, it happened that Len moved in across the street from Christine Reilly and when the two neighbours eventually met, it was the beginning of the rest of their lives. Christine had been a single mom for eight years and her three children, at ten, eight and five were still young. “I was so attracted to Len’s confidence. I had three kids and I didn’t know how that would impact things,” she smiled. Len, on the other hand, never gave that second consideration. He was overcome by Christine’s inner and outer beauty. “She was a saint sent to me from heaven. She was so full of love and kindness,” he said. The couple went

for a four hour walk the day after they met and have been together ever since. “Len and I have a child together and all of our kids have been so supportive. They’re fantastic,” she beamed. After the couple met, Christine decided to get into the security business and took a Basic Security Training (BST) course, levels one and two. She took a 911 course and went on to receive her Executive Protection certificate which allowed her to escort celebrities. Six months later, Len followed her lead. The couple then began working in Vancouver, providing security during the Indy Races, Raves, concerts and a whole host of special events. Christine was quick to point out that they’ve

certainly seen many eye opening things through the years in the protection business. While Christine remained busy in Vancouver, Len began providing site security at Surrey Memorial Hospital. “I began implementing a variety of security measures in dealing with psych patients. It was an intensive position,” he said. The commute became such that the couple decided to start their own business closer to home and in 2002 Len’s dream finally became a reality. “Allegiance Security, as our business is known, provides mobile patrol services for sixty businesses. We are also first responders for alarms and we also provide site security for

apartment complexes, special events and construction sites,” they explained. For the last eight years, Len has also been a Basic Security Training instructor with the Justice Institute. They have been involved in three hundred police incidences and arrests since they began their company and admit that their chosen career is a 24/7, all consuming job. “We do work hard. If you want to do well, you have to give it your all. As corny as this may sound, we wanted to be a part of our community and we believe that everyone has a duty to work together to build a better community which should ultimately make it a safer place,” they both said in agreement.

Why New Year’s resolutions never seem to succeed As we take our first few steps into 2011, we welcome January with a sense of excitement and hope for the possibilities of change and accom-

plishments in the New Year. January is a time to think about change and for many of us that means setting a New Year’s Resolution.

You may have heard that New Year’s resolutions don’t last. Some studies report that as few as five percent of New Year’s resolutions are

kept, and that most fail by the end of January. If the resolution involves diet and exercise, it will likely fail by January 15th. In this article, I

will explore why most people break their New Year’s Resolutions, and what you can do to be part of the successful five percent. 1. The date is your motivation. If the start of the New Year is your prime motive for committing to a change, you are setting yourself up for failure. Many people think of January 1st as a fresh start- when it is only another day. If April 23rd isn’t a good enough date to start making a change, January 1st probably isn’t either. If you are serious about making a change (and are not making a big change only because you ate a few too many cookies at Christmas), the first step is to find your motivation. One exercise I get many of my clients to do is to write down the reasons they want to reach a certain goal. Denis Waitley wrote “if the why is big enough, the how is usually not a problem”. Post the list somewhere you will read it often- such as on your refrigerator or on your bathroom mirror. Being reminded of your motivation will keep you inspired all year long- not only in the first few weeks of 2011. 2. You don’t have a SMART goal. Often people have a lofty New Year’s Resolutions like ‘losing weight’ or ‘getting into shape’, or ‘spending more time with family’. While they are great thoughts, they are not good goals. A good goal

Between you and your goal are

challenging obstacles. Having support will greatly increase the likelihood that you will overcome the obstacles. Creating a support network also means you are more serious about sticking to your New Year’s Resolution. Your support network can be made up of close friends, or professionals, or both. For example, if your goal is to lose 5 pounds by March 1st, you may have a friend who will do it with you, a spouse who is on board to help you make healthy choices, and a dietician or personal trainer to help with the food and exercise. 4. Your resolution is one of drudgery and restriction. This year, a friend of mine decided that she would walk for at least 30 minutes six days a week. She was excited to start her New Years Resolution, and you should be too. If you really love red wine and chocolate, instead of resolving to give up chocolate or red wine in 2011 to help shed weight, decide to try a new type of fitness class, to take ski lessons, or to try one new healthy recipe each month. If you tend to make New Year’s Resolutions, make this one a success. Set a SMART goal that is meaningful and that you are excited about, and line up your support. Happy New Year Chilliwack!!

Local artists start the year off right with two great new exhibitions opening next weekend. Take a journey with Cultus Lake artist Maxwell Newhouse when his new show opens Jan. 15 at the Chilliwack Cultural Centre. Home, Community, and Northern Wildlife is the name of the exhibit, and a description of its themes. The show runs until Feb. 17, and it’s a chance to showcase paintings from Newhouse’s recent children’s books, as well as the official launch for the brand-new offering, Counting on Snow. The opening reception/book launch for Max Newhouse is on Saturday January 15, from 1 p.m. to 3 p.m. in the cultural centre. On the same day at the Chilliwack Museum is the opening reception for another exhibit, Expressions of People and Nature, by artists Hazel Loeb and Elaine Unrau. The show by the members of the Chilliwack Visual Artists Association is described as “multimedia moments” of life, light and landscapes. The Loeb/Unrau reception gets underway Saturday, Jan. 15, from noon to 2 p.m. in upstairs space at the museum on Spadina Avenue.

Music Business 101 wraps up Saturday in Chilliwack with final sessions by some fascinating leaders of the Canadian music scene. The seminars and workshops have so far attracted about 40 aspiring musicians, and they’ve been held at the Tractorgrease studios, sponsored by 89.5 The Hawk. Focusing on the nitty-gritty of making it in the music biz, they covered everything from marketing and recording tricks, to the importance of multimedia, social networking and more, says Tractorgrease Multimedia owner Jeff Bonner. They’ll be getting back to the essence of music-making tomorrow afternoon with a guitar workshop by guitar guru/producer Steve Dawson, and a songwriting workshop by singer/guitarist/producer Ryan Guldemond of Mother Mother and singer-songwriter John Bottomley. Guldemond made his mark on the B.C. indie scene with an avant-garde rock sound, before breaking into the more mainstream Canadian pop world with the band Mother Mother. The Vancouver band has played festivals across Canada for the past few years, and took the stage the Cultural Olympiad of 2010 Winter Olympics in Vancouver. “Ryan was one of my picks for songwriting, and he’s well-respected,” says Bonner. Dawson (of Zubot and Dawson and Black Hen Music) and Bonner have worked together many times. The latest creative project by Bonner and Dawson is a live blues video, The Mississippi Sheiks Tribute Concert — Various Artists. That DVD is now up for a 2011 Blues Music award, which Bonner filmed and edited with the help of some local people running camera, while Dawson performed and organized the performance. Specializing in slide and finger-style guitar, pedal steel, lap steel, banjo and other stringed instruments, Dawson is in solid demand as a live performer, session musician, and producer. Juno-award winner John Bottomley has 10 solo albums to his name, and he’s been gigging on acoustic and electric guitar since the age of 16, travelling across Canada, the U.S. and Europe. His most recent album released this year, The Healing Dream, was reviewed by The Province’s Tom Harrison who said: “Bottomley sings with a conviction that is both gentle and vulnerable.” The music biz seminars are free but attendees must apply to register. Eagle influx a sign of too few salmon Scavenging raptors descend on the landfill Jeff Nagel Black Press David Hancock watched as a gull nabbed juicy glop of food from the Vancouver Landfill and tried to flap away with it. Ten eagles dove on the gull, which dropped the morsel nearly on his windshield. A great flurry of wings swarmed Hancock’s car in the ensuing food fight – one that was being replicated all over the landfill Monday. “They’re all here because there’s 50,000 gulls eating garbage,” the wildlife biologist explains. “As soon as a gull grabs a piece of garbage that’s too big to swallow immediately, there’s five eagles hassling him.” Hancock, who runs eagle webcams on his website hancockwildlife.org, says the spectacular scene is not a happy one. Thousands of eagles have descended on the Fraser Valley this winter in a desperate search for food after the coastal streams where they usually feed yielded disastrously poor chum salmon runs. The birds that often congregate in areas like Brackendale

are instead ranging further inland because the chum came back poorly and this is not a year with any significant number of pink salmon returning. As a result, nearly 7,500 eagles flocked last month to the Chehalis River near Harrison Hot Springs, where more coho salmon had

been spawning. And Hancock estimated nearly 1,000 eagles were near the Vancouver Landfill in Delta from Boundary Bay to Burns Bog Monday. “We’ve got pushing pretty close to a thousand birds at the dump,” he said.

The largest number he’s ever seen before in that area was 860. And never in his life, he said, has he seen as many birds within a couple of square kilometres as the record numbers at the Chehalis. “It’s really a statement on the devastation of our fishery stocks

on the coast of British Columbia and Alaska,” he said. “We’ve got this huge early influx of eagles looking for dinner.” While an astonishing 30 millionplus sockeye salmon returned to the Fraser River this summer – a phenomenon some scientists theorize is a one-time jump due to an Alaskan volcano’s ash fertilizing the ocean – later running salmon species are critical to eagles. “It does not bode well for our coastal future,” Hancock said. “We’re not treating the oceans very well.” Eagles, despite their majestic appearance, are predominantly scavengers, he said. And it’s not uncommon to see them perusing dumps, which Hancock says aren’t that different from a stream filled with spawning salmon. In both cases, he said, eagles take advantage of the fact “there’s a lot of extra protein about to go to waste or be recycled.” Despite the large numbers of eagles being seen in the zone from Delta to Chilliwack, tens of thousands more should be on the coast right now. Hancock suspects the eagles that normally load up on B.C. and Alaskan salmon have ranged as far as the Mississippi River in pursuit of introduced fish stocks there.

While the GM has no doubt the Bruins could give the Winter Hawks some trouble, the reality is that Portland is a team of tremendous depth and talent that is built to win now. Selling the farm to beat them may be illadvised. “Can they be beat? Absolutely, and we think we can have some success against them,” Habscheid noted. “But when they get all their players back and in place, they’re going to be very tough to beat. Do we gut the organization to try and go after them? I’m not sure we want to do that.” If he’s a seller, it

means he’s looking more towards the future, dealing a veteran or two for players/picks that will help next year, or the year after or the year after. Habscheid’s history is one of tinkering, making smaller deals that help the team in the present without compromising the future. This time last year he dealt Mitch McColm to Regina for Matt Delahey. The 20-year-old stabilized the defence and was a force in the playoffs. But that was the only acquisition of note as Habscheid declined to go too far in any one direction.

If he had a wish list this year, it would start with a top-pairing defenceman. Failing that, a dependable Delaheytype veteran would be nice. “There’s a lot of teams looking for those guys and the prices are very high,” Habscheid said. “Brandon’s injury situation (groin) comes into play too. Will he play or will he miss the rest of the season? Will he be in and out of the lineup? Right now, we don’t know. Hopefully we get a read on that soon because that will be part of our decision making process.” A top-six forward

would be nice too. As good as Brandon Magee has been this year, having a 16-yearold in a key offensive role is not ideal. “He’s played pretty well and we tend to not lose as much when he’s in the top-six,” Habscheid said. “Can he do it the rest of the year? I don’t know, but it is tough for a kid that age to do it all year. Jess Portier is one step closer to making the prestigious Danone Cup team and participating in the Danone Nations Cup tournament. Portier was one of seven locals who attended the Danone Nations Cup Soccer Camp in Cloverdale in late November. From the approximately 120 players ages 10 to 12, he was one of 13 selected to come back for a second tryout in April. Spring success will send him on to Western Canadian selection camp. A good showing there will land him in a West versus East game, with the winning team travelling to Milan, Spain for the 2011 U-12 Danone Nations Cup. The annual tournament includes 2.5 million children from 40 countries. Portier plays youth soccer for Chilliwack FC’s U-11 Gold Attack, coached by Cal Dyck. The other players attending the Cloverdale camp were Nathan Burns, Josh Dyck, Evan Huebert, Alden Lieper, David MacKay and Isaac Moore.

Heartbreak in Buffalo This was a Russian team that was not going to quit, and if you’re a fan of Team Canada it was as tough a loss as you will ever see, writes Jacob Bestebroer Chilliwack Bruins radio colour man Jacob B estebroer returns Bestebroer after a well-deserved Christmas break, offering thoughts on Team Canada’s meltdown and the pending Western Hockey League trade deadline. There are times we see things in sports that are unbelievable. T imes we see endTimes ings that, had we been watching a movie or watching reading a book, we would have scoffed at, would saying “yeah right, that would never happen.” would Canada’s 5-3 loss to the Russians in the gold medal game at the World Juniors qualifies in every way. Canada led 3-0 after two periods. There was no way they could blow that lead right? Wrong. The Russians got to the gold medal game despite losing their first two games of the tournament. They just squeaked into the just playoff round with a final-day win over the Czech Republic. In the quarter-final against Finland they trailed by two late in the third and won in overtime. They won tied their semi-final game versus Sweden late in the third and won in a shootout. won This was a Russian

team that was not going to quit, and if you’re a fan of Team Canada it was as tough a loss as you will ever see. If you’re a fan of sports, it’s the reason we keep watching the games. If, like so many movies, books and TV shows, the endings were predictable, watching sporting events would be boring. Does anyone enjoy Canada versus Norway or the United States versus Slovakia? Not really, because we know with almost 100 per cent certainty which team will win and that it likely will not be a close game. Meanwhile, Chilliwack forwards Brandon Magee and Steven Hodges were also involved in international hockey recently, suiting up for Team Pacific at the World U-17 Hockey Challenge. Magee’s overtime goal gave Team Pacific a win over Quebec in the bronze medal game on Tuesday, and he finished the tournament with five goals in six games. Hodges scored his lone goal of the tournament in the bronze medal game, and had three assists.

Portland swung a deal with Vancouver, picking up 20-year-old Giants captain Craig Cunningham. Portland paid a steep price, giving up 20-year-old forward Spencer Bennett, 18-year-old for ward Teal Burns, a firstt round pick in 2011 and k a second round pick in 2012. From stadium to ice rink The Spokane Chiefs are hosting the Kootenay Ice on Jan. 15 in the Western Hockey League’s first-ever outdoor hockey game. The company in charge of installing the ice surface for the Rockstar Outdoor Hockey Classic (Willy Bietak Productions)

Basketball school The Mount Slesse Minor Basketball Camp runs over four Fridays in February, offering skills development for players in Grades 4-6. Directed by Todd Paice and Graham Covey, instructors include University of the Fraser Valley and Sardis secondary school coach Kyle Graves. The camp dates are Feb. 4, 11, 18 and 25, with each session running two hours (3 to 5 p.m.). The camp is co-ed and costs $40 per player, getting each participant a t-shirt and size-six basketball. Registrants can pay $35 if they provide their own ball, but they will still get a t-shirt. A draw will be held each day for the chance to win a gift certificate to a local sports store. ✞ Obituaries Sandy passed away December 29, 2010 in Chilliwack General Hospital. Sandy leaves behind her beloved husband Steve, daughters Becky and Jenny, and her grandson Alex. She also leaves behind her sister and 4 brothers. She was predeceased by her mother and father, Kathleen and George Braidwood. Sandy was born in Victoria on June 7, 1959. Sandy fought a brave three year battle with cancer, putting everything she had into seeing Alex’s 1st Christmas. Thanks to Dr. Lisa Legresley and the staff at CGH for their loving care. CATT Lily Faith-Ann Nov. 13, 2010-Jan. 3, 2011 Our little blossom, Lily, filled our lives with love, hope and dreams for the future. She was the center of our world for only 7 short weeks although her memories will last forever in our hearts. On January 3, 2011 she passed away suddenly in her home in Aldergrove, B.C. Her older brother Caiden spoke such words of wisdom, “God needed her and he needed you to deliver her, so he can have her, but since God loves us, he let us have her for a while to bring happiness.” Her parents Chris Catt and Breana Metka, along with her brother, Caiden Catt will deeply miss their little Lily. DUKE Gordon Thomas March 4, 1916-Dec. 21, 2010 Gordon passed away peacefully at the age of 94 on December 21, 2010 in Burnaby, B.C. He was predeceased by his loving wife Doris in 1994 and is survived by his daughters Laara Wessan of Langley, B.C. and Shirley Greenaway of Sherwood Park, Alberta. PETERS William John (Billy) William John (Billy) Peters went to be with the Lord on Dec. 15, 2010, at the age of 70. PETERS Billy was a man of great strength and understanding. He lived his years with an open heart and worked most of his life for the sole purpose of his parents, children and family. His passions were: hunting and fishing, carving, mechanics and logging, dancing, his children and grandchildren, and his home and lands of Peters Road. He was a great father who passed on many of his teachings to his children and was always surrounded by his grandchildren, who he loved very much. His legacy lives on through the steps of his children. He will be honored, loved, and greatly missed. Our futures will prosper in honor of his memory and his life will be celebrated by living out his dreams. We have one of the greatest angels in the sky watching over us now. Thank you, Dad. With Lorraine Phillips he adopted David, Sherry, and Lorraine (Glen). With Margaret (Peggy) Peters he had Troy (Dee), Nicole (Manny), William, and Opal. With Roseann Peters (Perry) he had Swede (Chelsea), Raven (Mike), Billie-Jean (Paul), and Dakota (Kelly). Billy is also survived by 35 grandchildren, 5 greatgrandkids, and many loved nephews, nieces, cousins and friends. His legacy will continue forever.

Alcock, Olive Elizabeth (nee Okeson) While vacationing in Mexico, Olive died in the arms of her beloved husband, Val. She was predeceased by her mother Mary and step-father Victor Hemmingsen. Born in Edmonton, Alberta, Olive lived the majority of her life in British Columbia having grown up in Ucluelet and Port Alberni. It was in Port Alberni that Olive met and married her husband Rodney (Val) Alcock, beginning a life of love and adventure. She loved traveling with Val, exploring over 13 countries. At age 32 she traveled from Prince Rupert to Alaska by boat and again at age 77. they conquered the entire state of Alaska in their Volkswagon “Hippie” Vanagon. Olive’s passion was the family’s genealogy, exploring the many family lines of both Val and herself. Olive loved to entertain her family and friends making each gathering a unique and first class experience. She had a myriad of interests including cuisine, heritage and the Arts. Olive will be sadly missed and long remembered by those who knew and love her. She is survived by her husband of 61 years, Val, her children Bud (Stephanie) Alcock, Sherri(David) Marks, nine grandchildren and nine great-grandchildren. A memorial celebration of Olive’s life will be held at Yates Funeral Services, 1000 Allsbrook Rd., Parksville, BC on January 28, 2011 at 10:30am Services to be conducted by her son-in-law Pastor David Marks and grandson Dr. Paul Evans.
