Parolee population here ‘no surprise,’ says mayor Robert Freeman The Progress

FVRD directors voted last week to continue support for the $47-million AirCare program for another 10 years. JENNA HAUCK/ PROGRESS

FVRD narrowly renews AirCare Directors want ‘heavy polluters’ included in vehicle emission testing Robert Freeman The Progress The AirCare program nearly failed inspection at the Fraser Valley Regional District last week despite the estimated $77 million in health benefits the program brings by reducing vehicle emissions. FVRD directors approved a motion to continue support for the $47-million program for another 10 years, but only after it was amended with a call to include “heavy polluters” currently exempt from inspection. Chilliwack director Chuck Stam said he could not support the program as long as it targeted only the “low-hanging fruit” of vehicle owners who can’t afford new cars or the cost of repairs to pass AirCare inspections.

"We went to JC for our new TV. The service was fantastic and they really knew the products. It was awesome. Great place, great people!" $1.25

He wanted to see marine traffic – the freighters and cruise ships that ply B.C. waters – inspected along with automobiles. “Why are we not going after where the real problem lies?” he asked. The U.S. Environmental Protection Agency called for a ban in 2009 to stop all large ocean-going vessels that did not meet emission standards from entering the waters around North American coasts, a move it said could save up to 8,300 lives each year in the U.S. and Canada. Nearly 424,000 tonnes of greenhouse gases were pumped into the Fraser Valley airshed by oceangoing vessels in 2000, about half that amount by harbour vessels, and half that again by BC Ferries, for a total 717,000 tonnes, accord-

ing to an inventory conducted by the Greater Vancouver Regional District. In 2005, light-duty gasoline vehicles emitted about 271,000 tonnes of pollutants in B.C., according to BC Air Quality statistics, plus another 297,000 tonnes from light-duty gasoline trucks for a total 568,000 tonnes. AirCare estimates the 17,440 tonnes of pollutants it will eliminate each year at a cost of $47 million annually, shows the cost-effectiveness of the program, especially in light of the estimated $77 million it will also save each year in health care costs. There’s also the $35 million in revenue generated for the auto repair industry from vehicles that failed inspection, and the estimated $21 million in new car sales as owners take “beaters” off the road altogether. Vehicles made after 2005 do not require inspection.

About 43,000 vehicles, nearly 10 per cent of the total inspected, failed last year. Dick Bogstie, area director for Hatzic Prairie/McConnell Creek, said he is “adamantly opposed” to the program, saying it hits lowincome families hardest, especially in rural areas where there is no public transit. “Most of the old vehicles are owned by people who can’t afford a new one because they’re trying to put food on the table and a roof over their head,” he said. And those are the people FVRD directors are elected to serve, he added. “I don’t think we’re here to make the car dealers happy,” he said. Directors who defended the program were concerned about the “hypocritical” message the FVRD would be sending, if it withdrew support. Continued: AIRCARE/ p7

Chilliwack officials are not surprised by the number of parolees reported living in this community after their release from federal prisons. But Mayor Sharon Gaetz said she doesn’t believe they add a significant risk to safety because they are under police scrutiny as soon as they are released. “Our RCMP are aware of who they are and when they are released,” she said. Many remain in the area because their famiSharon lies have moved here GAETZ while they are serving sentences at federal prisons in nearby Agassiz and Mission, she said. The families often don’t want to relocate because of the disruption it would cause to childrens’ lives, and to other ties made over the years with the community, she said. Chilliwack had the seventh-largest parolee population per capita in Canada, and the third-largest in B.C., according to a media report based on documents obtained through a freedom of information request. Chilliwack had 65 parolees in a population of just over 69,000 while Victoria had the largest with 146 parolees in a population of just over 78,000. Abbotsford had 53 parolees, but placed much lower - 26th - on the list because of its larger population of nearly 124,000. Mission placed 17th with 19 parolees in a population of just over 34,500.

Abby dogs get Chilliwack roof over their heads Jennifer Feinberg The Progress The local pound will soon be making arrangements to shelter a few more rescued pooches under its roof. City of Chilliwack has agreed to help out City of Abbotsford by boarding its dogs at the local animal control facility on Wolfe Road. “There is room at our pound for this, and we are happy to make this

arrangement to assist Abbotsford,” said Mayor Sharon Gaetz. Based on the proposed numbers provided by Abbotsford officials, the local facility will have the capacity to house both Abbotsford’s and Chilliwack’s dogs on a short-term basis. “There will be no temporary hardships and the operation of the pound will continue as normal, with the care and well being of the dogs being of utmost importance,”

Teachers look for action on FSA promises

she added. The capacity of the Chilliwack facility is 24 kennels with most kennels housing one dog, however if the dogs are puppies or smaller dogs that have come in together they can potentially be housed in the same kennel as the kennels are quite large. The shelter deal will be on a temporary basis starting next month. Abbotsford’s contract with its current service provider expires

on Jan. 31. Council gave introduction and three readings on the motion to accept dogs from Abbotsford for a maximum of 12 months, at a flat rate of $4,000 per month. “We had to be careful and considered the taxpayers in this. We’re getting full cost recovery and a little bit more,” the mayor said. There have been some discussions lately about FVRD establishing a regional animal control

facility for Abbotsford, Chilliwack and other small communities, and the shelter agreement could be an interim measure until that comes to fruition. Staff at both city halls are working together to draft a service contract or memorandum of understanding. Council asked for staff to report back on the matter in a month’s time. jfeinberg@theprogress.com

Board backs ‘virtual’ attendance at meetings Katie Bartel The Progress Chilliwack board of education is going electronic. School trustees narrowly passed a policy at last Tuesday’s board meeting that would allow them to participate in meetings by telephone or via Internet video conferencing applications such as Skype and Elluminate Live. The policy was brought forward as a way for all trustees to participate in meetings even if they’re not able to physically attend the meeting.

Some trustees, however, were concerned the policy would have negative connotations. “A policy like this could make it very easy to stay home,” said trustee Martha Wiens. “I don’t think any of us want to give the impression that this is an option we can use as we please,” added trustee Heather Maahs, who suggested the policy state the option was to be used in extenuating circumstances only. “We need to send a message that we can’t just do this whenever.” But trustee John Henry Harter took offense to impli-

cations that participating in meetings electronically, meant trustees weren’t 100 per cent committed to the job at hand. “More and more workers in a number of sectors telecommute and I don’t think they take their job less seriously than those who regularly commute,” said Harter. “If we can’t physically be here, is it better that we don’t participate? There are 101 reasons why a trustee is not able to attend a meeting. If we defect this [motion] are we suggesting we’d rather the trustee not show up? “In no way should this imply that we don’t want to

be at meetings,” said Harter. “We actually want to participate in meetings even when we can’t physically be there.” Harter also argued on behalf of the board becoming more technologically advanced. “One of the goals in our mission statement is to keep up with technology so that we’re not all racing to keep up, but to stay ahead of the curve,” he said. Added trustee Louise Piper, “I think this is a step in the right direction.” Trustees Wiens, Maahs and Silvia Dyck voted against the policy.

Katharin Midzain isn’t holding her breath over recent proclamations made by Liberal leadership candidates. MLAs George Abbott and Moira Stilwell, both gunning for the premier job, recently announced they’d be making changes to the highly controversial Foundation Skills Assessments (FSA) tests if elected. Abbott said the tests would likely be modified under his regime, while Stilwell all out denounced them stating they were no longer appropriate. But for Midzain, president of the Chilliwack Teachers’ Association (CTA), words mean nothing without action. “I think we will hear a lot from the Liberal leadership candidates in the next month and I look forward to what permanent changes may result once they are the actual leader of the party and premier of the province,” said Midzain. “I have learned not to hold out any hope if it requires holding my breath.” The FSA is an annual province-wide assessment of students’ academic skills in reading comprehension, writing and numeracy in Grades 4 and 7. The CTA has fought against the tests for years. Because the FSAs are used by the Fraser Institute to rank public and private schools, they are inappropriate and put too much pressure on teachers to perform well, said Midzain. The B.C. Principals’ and Vice Principals’ Association is also rejecting the tests, claiming they come with too much political baggage. However, the Ministry of Education continues to advocate on behalf of the FSAs. In a recent letter to parents, Minister Margaret MacDiarmid emphasized their importance in providing a necessary snapshot into how students are performing across the province. She also noted the tests were not optional, that the only authority who could exempt a child, and only for extenuating circumstances, is their principal. A highly contentious statement for Chilliwack school trustee John Henry Harter, who has also long been opposed to the FSAs. “It is inappropriate for the government to suggest somehow that they can be the arbitrator in what a parent can and cannot do,” Harter said at last week’s board meeting. “I have a real problem when boards of education put out letters to parents telling them something is not optional ... that’s a parents right.” Province-wide administration of the FSA tests started on Jan. 17 and will continue until Feb. 25.

Tourism posts strong year The revitalization of a downtown Chilliwack hotel last year had a remarkable impact on Tourism Chilliwack’s bottom line. Projected year-end figures for 2010 show that Tourism Chilliwack is on par to match its strongest financial year ever, mainly as a result of increased hotel tax revenues. “There’s been a strong recovery from the downturn we saw last year,” said Brian Coombes, executive director for Tourism Chilliwack. Coombes made his annual report to city council recently, stating if the final figures meet expectations, they’d be talking about the highest revenue year since they started collecting data several years ago. “It shows the positive impact the Coast Chilliwack Hotel has been having,” Coombes told The Progress. “They’ve put a stop to some of the leakage of traffic to Abbotsford.” Tourism Chilliwack’s share of hotel tax came to $146,418 in 2010, from the larger pot of about $7 million in hotel and motel revenues. By comparison it was only $128,385 in 2009, based on about $6 million in overall hotel revenues. “So that’s almost a million dollar increase,” Coombes said. Two per cent of hotel tax revenues are allocated for marketing purposes and Tourism Chilliwack is on the receiving end of those funds. An incorporated entity owned by the City of Chilliwack, Tourism Chilliwack is responsi-

ble for destination marketing, visitor services, partnership development and more. Coun. Chuck Stam, who is also a member of the Tourism Chilliwack board, credits the hard work of Coast Chilliwack in successfully attracting some of that corporate traffic back to Chilliwack. “With the Coast conveniently located downtown, it’s resurrected some of that business, and shown it can be a flagship operation,” he said. Members of the Tourism Chilliwack board recently completed a strategic planning review with an updated action plan for 20112013.

If fees are excessive, the value of your portfolio could erode faster (as illustrated in the graph). A significant component of how long each portfolio will last is the fees. Terry Gidda, Mission area director, said the board has often blamed air pollution on contaminants blown up the valley from Vancouver. “If we don’t support this, they’re going to say we’re not supporting clean air in our own area, he said. Abbotsford director Simon Gibson agreed. The regional district is “obliged to fight air pollution, he said. “AirCare is one way we can do this, he said. Bogstie warned the regional district would be “stuck with the costs of AirCare for the next 10 years, if it approved the motion, no matter what technological improvements may come along. “Technology has done far more (to reduce emissions) than AirCare can ever conceive, he said. David Gourley, AirCare operations manager, agreed technological advances “keep getting better at reducing emissions, but there will “always be advantages in checking vehicles for safety and maintenance periodically.

R AESIDE

Keep your eyes on the road Drive down any Chilliwack street and it becomes pretty obvious how effective the ban on cell phone use while driving has been. This month marks the first anniversary of the ban, which prohibits the use of hand-held devices while driving. And yet, odds are you’ll see someone talking – or texting – while they’re behind the wheel. They are risking a lot. Not only do they face a $167 fine, they could incur three penalty points. Last year police handed out nearly 32,000 tickets to distracted drivers. But the danger runs deeper than that. Police estimate distracted drivers are responsible for one-third of traffic-related fatalities in the province. Last year there were 104 traffic deaths attributed to distracted drivers. The message is clear: pay attention or pay the price. RCMP say they’ll be stepping up enforcement of the new law this month. But it should not take the threat of stronger enforcement to make us pay attention. Driving a motor vehicle is not a game. It requires attention and concentration. Things happen fast, and if drivers are not focused, tragedy can occur. And it’s not just cell phones that can be a problem. Pets, passengers, a cup of coffee, even a lit cigarette can all force a driver’s eye off the road. It’s important that we not only pay attention while driving, but we set good examples for our children, who will one day be behind a wheel. Stay alert. Stay focused. And if the phone rings, pull over, or call back. A missed call is better than a lost life.

Major earthquake could soon come knocking According to Earthquakes Canada, in the last month between December 29 and January 28, southwest British Columbia had 79 earthquakes. Six of those occurred within regions measured from Langley, Abbotsford and Chilliwack. But ground zero for racking up the numbers was the volatile region west of northern Vancouver Island and measured from Port Hardy. That area had 34 rumbles, the largest being a 3.9 shaker last Thursday, one day after the Great British Columbia Shake Out. OK, so you didn’t feel any of them. Most of those little tremours were less than a magnitude of 3.0. But while they may be out of sight and out of mind, the constant jiggling of B.C.’s natural ground forces is good reason to get ready for when the jiggle becomes a serious grinder. And

that fact was the whole point of the Shake Out practice last week. British Columbia clearly leads the way in having the most and the biggest earthquakes in the nation. According to Natural Resources Canada, about 5,000 earthquakes Margaret are recorded in EVANS Canada each year and of the top 10 earthquakes nationally, six have happened in this province. The mother of them all was a magnitude 9.0 quake on January 26, 1700 in the Cascadia subduction zone. Since then there has been an 8.1 shake on August 22, 1949 off Haida Gwaii, a 7.4 quake in the same area on June 24,

1970, a 7.3 on Vancouver Island on June 23, 1946, a 7.0 on Haida Gwaii May 26, 1929 and a 6.9 on Vancouver Island December 6, 1918. That magnitude 9.0 great quake in 1700 was in fact one of the world’s largest earthquakes. The Cascadia thrust fault ruptured along 1,000 kilometres from Vancouver Island to northern California causing tremendous shaking and a huge tsunami that swept across the Pacific to hit Japan. Geologic evidence shows that this great quake was not an anomaly but has repeated itself many times. According to the research, 13 great earthquakes have occurred in the region in the last 6,000 years, about one in every 400 or so years. Statistically, we are over 300 years into the potential for the next great quake. In the last

130 years, we have had four magnitude 7+ earthquakes between southwestern B.C. and northern Washington. What to do when an earthquake hits was the focus of the Great B.C. Shake Out project. But duck and cover when the shaking starts is the last move in the daisy chain of preparedness for when that moment happens. To be self-sufficient and ready to go it alone for at least 72 hours after the earthquake hits means having a plan for everyone in the family, a grab-ready emergency kit at home, at work and in the car, a back-up plan and an out-oftown (or out of province) contact number of a relative or friend who everyone can relay messages to in the event communications are down in some areas. Most people, though, are far from earthquake ready. These

events happen ‘out there’ somewhere else. But that jiggling under our feet should be a head’s up. To get up to speed, the Provincial Emergency Program (www.pep. bc.ca) has in depth information on knowing the risks, making a plan and how to put a kit together. The information is also available at the federal government site www.getprepared.gc.ca. On the same day as the Great B.C. Shake Out, a magnitude 6.1 earthquake struck Simeulue in Indonesia. And in addition, there have been four tremours greater than magnitude 7.0 in January alone in Pakistan, Chile, Argentina and the Loyalty Islands. As for our jiggling province, a major earthquake could strike 50 years from now. Or tomorrow.

Time to shake up earthquake prep Katie Bar tel’s ar ticle (Earthquake drill fails to register in Chilliwack) Jan.20 and Wendy Major’s letter (We need an earthquake plan) Jan.28 in The Chilliwack Progress addressed the lack of enthusiasm of our community in the Great ShakeOut. I applaud the schools, businesses, organizations, families and individuals who did practice B.C.’s 60-second ShakeOut drill on Jan. 26 Sadly, our community of Chilliwack failed to embrace

a great opportunity for a drill that would have taken minutes from their daily life. The BC Earthquake Alliance Society, which organized a simultaneous drill, handed our province a gift. We live in a coastal region that is extremely vulnerable to earthquakes. This fact alone should motivate us to practice for a natural disaster. The Great British Columbia ShakeOut earthquake drill was truly a no-brainer! It was my privilege to have worked with a passionate dedi-

Gilles-Duceppe being the Prime Minister of Canada negotiating the separation of Quebec. I know this is an exaggeration however the parallels are very similar, just on a smaller stage. What happens in the future if Abbotsford city council votes on a motion that they fully intend to take all necessary steps to pull out of the FVRD. If a majority of the Abbotsford city council approves a motion that the city should in fact pull out, doesn’t it follow that the councillors sent to the FVRD must carry out their own council’s wishes. (or do they face being replaced by the mayor or the coun-

Action needed to protect students After reading your article (Parents want protection for bussed kids The Chilliwack Progress, Jan. 28) I find myself shaking my head in disbelief. This back and forth action between our illustrious FVRD and the School Board just continues to amaze me. Where do these people think the money to pay their wages comes from? We know where their priorities lie and it is not with the average community resident and child. As in anything, it will take a major accident for this issue to be “properly dealt with. Usually an unnecessary fatality. It makes me wonder whose child will be the “sacrificial lamb. Jan Longmore

Family grateful for compassionate staff The family of Charles (Chuck) Hempstock would like to thank Dr. James G. Stopforth and the staff of the Chilliwack General Hospital, Acute Care Centre for their compassionate and professional care of our father. Dr. Stopforth personally contacted family members in Alberta and provided direct care while Dad was in the hospital, his efforts and those of the hospital staff allowed him to pass on in comfort and with dignity. The hospital staff that called when he had passed on were both compassionate and professional. Your community is blessed to have such fine individuals and a marvelous health facility.

As well governments need to be seen as doing the right thing, and I just can’t imagine how Councillor Ross will be able to get past the bad optics. I think she has been put in a very bad situation and has no real choice but to step down as chair. If she doesn’t and she is forced to vote on one or several motions relating to these issues won’t the “conflict card be played over and over? How can the rest of the FVRD be con-

FVRD chair urged to step aside The recent announcement by Abbotsford Mayor George Peary that his city wants out of the Fraser Valley Regional District puts FVRD chair Patricia Ross in a very awkward position. The city that sent her as their representative and the city and mayor that she gets her marching orders from wants to pull out of the government that she leads. I want to be clear that I am not for a moment suggesting that Patricia Ross has done anything wrong, in fact she may have the best intentions in the world, but the optics look very bad. News Parolee population PAROLEE from Front A federal halfway house, where parolees are sent for supervised release before their full sentence is served, is located in Chilliwack. Federal corrections operates maximum- and medium-security prisons in nearby Agassiz and Mission. The parolee population in Chilliwack has had no significant impact on police services, RCMP Cpl. Lea-Anne Dunlop said.

“We haven’t seen it cause any major issues,” she said. “We know who’s living in our community, and we’re routinely monitoring them.” The RCMP also identifies prolific offenders living in the community, whether they come from federal or provincial corrections. They are monitored by Chilliwack RCMP as part of a crime reduction strategy that is apparently succeeding, according to recent decreases seen in the numbers of reported break-ins and auto thefts. Gaetz also pointed out the aim of the halfway house is to make communities more safe, not less so, by preparing parolees for their eventual return to society. The Chilliwack halfway house came under scrutiny recently after members of a “watchdog” committee resigned en masse, in part, over its ability to screen dangerous parolees. Police also issued public notices when two parolees broke curfews and did not return to the Rowat Avenue facility. The watchdog committee eventually reached an agreement with federal corrections, and one of the missing parolees was found dead last November in a remote, wooded area of Chilliwack. Gaetz said that since the committee’s return, federal corrections officials have assured her the city will be informed immediately, if there are security risks with any parolees sent here. “We have not had any incidents we have to worry about,” she said. rfreeman@theprogress.com

Artists grow at Unity Christian School takes a break from the academics to promote the arts Katie Bartel The Progress

Jack Robertson, executive director of Spero Society, stands outside a prototype of the house the society intends to build for Haitians left homeless after last year’s 7.0-magnitude earthquake. JUSTIN KIETCH/ PROGRESS

Homes and hope for Haiti “Not only do we want to impact Haiti, we want to work in our community as well” Katie Bartel The Progress There’s hope for Haiti yet. Spero hope. Spero Society, a Chilliwack, faith-based, non-profit organization, is building homes for Haitians left homeless after last year’s megathrust earthquake. On Jan. 12, 2010, a 7.0 magnitude earthquake rocked the third-world country, killing more than 200,000, and injuring an estimated 300,000. It also destroyed hundreds of thousands of homes and displaced more than two million Haitians. It was the third deadliest earthquake in the world. And now, one year later, many are still without homes. Spero, meaning hope in latin, is working to change that. “I don’t think we’re unique in wanting to help this country,” said Jack Robertson, executive director of Spero. “A lot of people saw the devastation wrought by the earthquake. Haiti is already the poorest country in the western hemisphere and the recovery will take at least two decades or more ... we had to do something.” When a local business owner, who wished to remain anonymous, donated his aluminum and glass railing systems business the society had its mission. They had the means to build homes. “Our mandate is to provide permanent

homes to victims in developing countries,” said Robertson. Several aid agencies are already on the ground trying to get displaced Haitians out of tent cities and into homes. But what is different is that several of those agencies are building small, transitional homes, built from plywood and tin, and costing anywhere from $1,000 to $4,000 per home. Spero, however, is bypassing the transitional homes and building permanent homes instead. “Most organizations are trying to get [Haitians] out of the tents and into transitional homes, but these homes are only built to last three to five years,” said Robertson. “The problem with these transitional homes is that five to 10 years down the road, there’s still going to be people living in them. They’re going to become shanty towns, slums.” The Spero homes, which are 41 square feet, are built out of aluminum framing and trusses, stucco walls and a tin roof. They have three bedrooms, a living room, bathroom and a porch with an overhang to provide necessary shade in the warmer climates. They cost $3,800 per home and will last more than 50 years, said Robertson. “They are impervious to rot, mildew and termites, and they are resistant to earthquakes and hurricanes,” said Robertson. And they’re easy to build. “Two to four people could have a house built in a half a day,” said Robertson.

Spero has purchased 10 acres of land and is working with an aid agency in Haiti to prepare the land for a community that would consist of 100 homes, separate kitchen facilities for each, a church, school and a medical clinic. But Haiti’s not the only place the organization is focusing its efforts. It’s also working to help those in the local community. Spero has teamed up with BC Teen Challenge, a Christian-based rehabilitation program for young men and women, and will be employing Teen Challenge clients to help prepare the housing products for shipment. The clients will be trained in skills that include welding, grinding, assembly work, shipping and receiving. “Not only do we want to impact Haiti, we want to work in our community as well,” said Robertson. “We’re going to be providing training to our own marginalized people. We’re not giving them a hand out, we’re giving them a hand up.” While the society has the means to offset its overhead costs through Spero Industries, its aluminum and glass railing business, it still requires funds to ship the houses to Haiti. One container, which fits 15 houses, will cost $57,000. So far, the society has raised $10,500. “It is crucial for us to get funding for our first container to go down,” said Robertson. The society hopes to send its first container within the next two months. For more information on Spero, visit its website at www.sperosociety.ca. kbartel@theprogress.com

The winter months can often be a drag for students. The days are long, the weather is dreary, and a break from lessons is seemingly nowhere in sight. But at Unity Christian elementary, the staff believes they’ve come up with a surefire way to combat those dreary days of January. Every other year the school holds a week-long educational unit that gets kids out of their classrooms and into a creative mindset. This year, it was all about the fine arts. Last week, the school’s hallways and classrooms were aflutter with kids in smocks, quick-moving hands, wild laughter and breathcatching gasps of awe. From Monday to Thursday, students were divided into mixed grade level groups and spent the afternoons creating rainmakers, greeting cards, and alligators out of egg cartons. They danced, painted murals on the concrete walls, weaved bookmarks. and performed The Paper Bag Princess in a reader’s theatre style. “It’s the perfect time of year for us to do this,” said school principal Ed Noot. “It provides us all with a fun and engaging time of learning that breaks some of the regular routines and the regular curriculum.” The students weren’t complaining. Grade 3 student Abigail van der Watt, who’s the youngest in her family, loved that she was the oldest in the primary mixed groups, and was given big kid responsibilities like accompanying a younger student to the water fountain. Grade 5 student Amma van der Watt, who painted a butterfly mural with two other girls, loved that it didn’t feel like work, even though she knew she was still learning. Grade 1 student Austen Kooyman loved the fun of it all. “I’m making a rain stick,” he said, as his voice grew louder with excitement. “It’s an instrument and it makes the sound of rain when you go like this.” He grasped onto an imaginary stick and with an exaggerated flick of his arm turned it upside down. The one-week unit is also an opportunity for students to intermingle with different age groups. “The goal is to have students explore a topic that is of high Continued: ART/ p12

On track for strongest year ever TOURISM from p5 “The focus for Tourism Chilliwack is to provide value to the community by offering programs and services that leverage the investment and expertise of our marketing partners and the City of Chilliwack,” Stam added. City funding accounts for about 22 per cent of the budget, and provides the tourism organization with $130,000 annually to operate the Visitors Centre through a

management agreement. The Flag Shop revenue was $74,000. “The board has focused hard on what can be done to remain relevant, and ways of adding value for businesses as well as taxpayers.” Fostering the entrepreneurial approach will be key. “For that reason it is very important that we continue to explore opportunities that enable us to create the financial resources necessary to develop targeted marketing campaigns

such as the Circle Farm Tour program and Fish Chilliwack for example,” said Coombes. “Both of those programs are co-operative in nature and benefit all partners by combining their contributions for greater impact and reach.” For example, with a $4,000 investment in the Circle Farm Tour program, they can leverage $35,000 worth of marketing. “We will continue with this approach in 2011,” he said.

A man suffering from bouts of early-stage dementia is the Donald Duck imitator who frightened a daycare operator last week. But the 53-year-old man poses no danger to children, his wife told the Progress Monday. “He just wanted to make the kids laugh,” she said, when he showed up at the home-based daycare last Tuesday and offered to do his “Donald Duck” voice for the children. She also said her husband did not leave the daycare as soon as adults arrived, which suggested a more sinister motive, but because of a behavioral quirk caused by dementia. “If they had asked him his name, he probably would have stopped and told them,” she said. The daycare operator who reported the incident to the police always said the man “might have been harmless,” but she felt it was her duty to notify the community. The man’s wife said the family has now talked to the daycare operator and to the police.

their lead to 4-1. A great individual effort from Ranford set up the first. The Philadelphia Flyers draft pick skated into the Chilliwack zone and tried to power past Stahl. The 18-year-old blueliner did well to hold him off, but Ranford kept control of the puck, wheeled 180 degrees and spotted Dylan Willick chugging up the gut. The pass was perfect, Gore was way out of position and Willick had an empty cage to shoot at for his 15th of the season.

Twenty-nine seconds later, Frazee swooped behind the Bruins net and had his wraparound attempt go off Gore and in, giving the 20-year-old his 22nd of the year. Kamloops pushed the advantage to 5-1 early in the final frame on Willick’s second of the game. The 18-year-old got his stick on a Tyler Hansen shot, deflecting it past Gore at 4:53. That was it for the scoring as the Blazers out-shot the Bruins 46-21. And so, the Bruins have a record of 21-24-2-2.

Hall of Fame football coach Bill Parcells once said that you are what your record says you are. Maybe the Bruins are what they are? “Not at all, but with the way we’re playing right now, the record reflects it,” Cratseberg said. “If we play the way we’re capable of playing, that record would be a lot different.” The Bruins visit Kelowna tomorrow and Kamloops Friday before returning home to face the Blazers on Saturday.

Unity Christian’s senior boys basketball team tackled three league games last week, winning them all by wide margins. The Flames downed Credo Christian (64-36), Maple Ridge Christian (80-33) and St. John Brebouf (56-34), improving their league-play record to 5-2. The win over St. John Brebouf was particularly impressive, as UC knocked off a team that was previously unbeaten. With Fraser Valley playoffs lurking at the end of the month, the Flames sit second in the A league, and seventh provincially. Guard Nathan Vugteveen was outstanding in the three games, averaging 17.4 points and 21 rebounds. UC and G.W. Graham’s senior boys are the lone local teams appearing in provincial rankings.

In game three, the Grizzlies emerged with a 70-59 win over third-ranked Southridge (South Surrey). Advancing to the tournament final, G.W. Graham’s guys finally ran out of gas, dropping a 68-52 decision to Surrey’s Holy Cross regional high school. Lucas Mannes and Fran Armengual were named to the

OMMUNITY SPORTS REVIEW

Track and field coach aspires to inspire Over the last few weeks, the Chilliwack Progress has been publishing a series of articles written by Sardis secondary honours english students. Today’s article is the final one, written by Grade 10 student reporter Ashley Heisler, who looks at a dedicated coach who is making a difference.

REVIEW

Ashley Heisler, Student Reporter “I love that I am in a sport where a kid can be a kid and not devote their whole childhood to training.” Sue Northey Sue Northey has been involved in coaching track and field and cross country from a young age because, “The coaches didn’t want a skinny uncoordinated kid trying out for their other teams.” After running on high school and university level teams she continued to be a part of the track and field community, acquiring her first coaching assignment at McMaster University in 1986-87. Northey has been involved in coaching ever since and now devotes an unbelievable amount of her time not only at Vedder middle school where she teaches, but also with club athletes from the Valley Royals Track Club and Trinity Western Universtiy. The question is, what invisible force drives a former athlete to become a coach? Northey is quick to say she had some of the best coaches ever and wishes she had appreciated them more as a kid. “They were my role models and taught me so much more than just how to run fast,” she recalled. Northey feels that she owes a great amount to the sport that gave her so much. Clearly, she has more than paid her debt, and now continues to coach in the sports she so passionately loves. Northey takes a lot of interest in her athletes and is always taking

the extra minute to encourage and inspire on and off the track. She selflessly believes that one of the greatest rewards in coaching is watching the athlete do what they had doubts they could do, and seeing their confidence and strength grow. She believes that a successful coach, “Needs to be willing to learn and grow, benefitting not only the athletes but themselves.” “The best coaches bring something out of their athletes that

they didn’t even know they had,” Northey added. Choosing the path of a coach is not always an easy one, especially as a female. Northey says she has “been very lucky to have a few high-up male coaches take her under their wing.” Another difficulty which can be found in many sports is the commitment of athletes. Many lack the required amount of dedication to live up to their full potential. As a coach she “would rather work with

a hard-working athlete that lacks tons of talent than a talented athlete who lacks commitment.” Northey is always thinking and planning for the future. Although she “is still realistic in the fact she is a teacher first,” she hopes to climb the ladder of professional coaching and move on to full-time after retiring. Of course, like all serious athletes she would love to go to the Olympics but it seems this goal will have to wait.

Why? “Because unfortunately you need to be a full time coach,” she explained. Northey is a determined and talented coach who selflessly puts her athletes first countless times. It is obvious that she will continue to encourage, inspire, and push her athletes for many years to come, just as her coaches had done. Coach Northey is giving back to the sports that gave so much to her.

Cascade men clawed by Cougars Regina rallies to clip Cascades The University of Regina Cougars defeated the University of the Fraser Valley men’s basketball team 87-83 in a Saturday night nail-biter at Abbotsford’s Envision Athletic Centre. The Cascades started well, matching Regina basket for basket to lead by one point after the first quarter. The lead changed hands several times in the second quarter, but Regina outscored UFV by three points to take a 45-43 lead into the intermission. Coquitlam’s Sam Freeman

had 12 first half points for the Cascades, with Zeon Gray (Los Angeles) adding 11. The teams battled through a tough third quarter, and the Cougars expanded their lead to five heading to the final frame. The Cascades continued to apply pressure, but the Regina defence held firm to give the Cougars their 12th win of the season. Gray and Freeman each ended up with 18 points to lead UFV. Abbotsford’s Joel Friesen had 16 points and Josh Kufske (Abbotsford)

chipped in with 13. Friesen pulled down nine total rebounds as UFV recorded 34 boards for the game. The loss drops the Cascades regular season record to 6-12, leaving them tied with the University of Calgary Dinos for the eighth and final playoff berth. UFV now travels to Winnipeg and Lethbridge over the next two weekends before closing out the 201011 Canada West regular season at home against Brandon University (Feb. 18-19).

The University of Regina Cougars defeated the UFV women 74-66 Saturday night to sweep a two-game Canada West regular season series. The Cascades came out strong in this one, quickly building a double digit lead (11) after one quarter. UFV continued to play well in the second quarter, and went into halftime with a seven point cushion. Mission’s Aieisha Luyken led the Cascades with 12 first half points.

The roof fell in in the third quarter as the Cougars outscored the Cascades 22-13 to take a two point lead into the final frame. Regina held off a last minute rally by UFV to earn their 15th Canada West win of the regular season. “We competed well this weekend, we just had tough results,” said UFV head coach Al Tuchscherer. Chilliwack’s Sarah Wierks led UFV with

15 points and 16 total rebounds. Luyken finished with 14 points with Winnipeg’s Tessa Klassen adding 12 points and three assists. Nicole Wierks (Chilliwack) also hit double digits with 10 points, and the Cascades pulled down 49 rebounds in the game. UFV’s record falls to 8-10, which leaves them tied with the University of Calgary Dinos for seventh place in the Canada West standings.

KLASSEN Ruth T.

(nee Rempel) Nov. 27, 1933 – Jan. 21, 2011 Passed away peacefully at age 77 in the arms of her husband Frank and son Frank Jr. in Minoru KLASSEN Residence. Ruth was born in Yarrow, BC, the eldest daughter of Aron and Olga Rempel. Her childhood was not an easy one, caring for her eight siblings and helping on the raspberry farm. Her life was further complicated by excruciating migraines which she suffered daily from her mid-teens until a few years before her passing. Despite the chronic pain, her musical talents and remarkable

intelligence were among the many gifts she demonstrated throughout her life. Ruth was an accomplished pianist and music teacher. She was also renowned for an astounding memory - remembering as many as 400 birthdays, anniversaries and special occasions a year to send out thousands of cards, letters and gifts to family, friends and even strangers to lift their spirits. Ruth was a devoted Christian - her favourite Bible chapter was John 14. She married Frank Klassen Sr. On Oct. 31, 1953 in Yarrow Mennonite Brethren Church. In the following years, Ruth became a loving mother to Frank, Cynthia, Lorne and Jeff, along with her subsequent daughter-in-laws Karen, Wendy/ Rose & Kate; grandchildren Kaila (& Kevin), Kelsey, Philip (& Lian), Elise and Aaron; and great-granddaughter Ava. During the family’s darkest times, Ruth appreciated the love and support of sisters Edith (& Bob) Simpson, Ollie (& Bob) Peters and Charlotte (& Art) Shier. Her body was donated to UBC for scientific research into migraines and Lewy Body Dementia in hopes of finding a cure for these brain disorders. The family would like to thank the dedicated caregivers at Minoru Residence, who made her final months comfortable ones. A celebration of life will take place at the Richmond Bethel Church, 10200 No. 5 Road, Richmond on Saturday, Feb. 5, 2011 at 2 pm. A reception will follow. Memorial gifts can be made to the Gideons International in Canada or Alzheimer Society of BC.

A celebration of Daves life will be held at 1:00 PM on Wed. Feb 2, 2011 at Keystone Victoria Church, 804 Queens Ave, Victoria, BC.

THOMAS Ethel Bernice

April 25, 1931 - Jan. 15, 2011 Bernice Thomas (nee. Bellamy), born in April 1931, on a small farm near Viscount, Saskatchewan, Canada. Passed away Jan 15th, 2011 of heart failure at the Chilliwack Hospital, British Columbia. Bernice was born, at home, in a small farm house near Viscount, Saskatchewan. The last of twelve children, she was not expected to live and spent the first three months of her life in a sling in front of the wood stove. As a result she grew up tough, a child of the prairies, resilient and resourceful; like the trees of that land that manage to resist the

Chilliwack’s frigid winters and ever persistent winds. Those winds can be gentle and caressing, providing a great relief on a hot summer day, but determined enough to drive a snow laden blizzard. And like a prairie wind, Bernice was strong. Our mother’s strength sustained my siblings and me throughout our childhoods and laid the foundations for our own familial beliefs and values. Even in tough times she held us together, reminding us that the strength of a family lies in its close bonds. Bernice was our foundation, the strength at the base of our pillar. We stood on her shoulders to achieve things she could have never imagined for herself; without her, all we have become would not be. As I worked in my garden last summer, a gentle wind blew out of the west and I was reminded of the ties that bind and of all the possibilities that could, but never will be. Bernice is survived by her sons Tony, Kelly and Ted as well as her daughter Patti; grandchildren Adam, Jocelyne, Michelle, Sean and Ryan. We will miss our rock. We miss her. Goodbye Mom, safe journey.

VAN STEENBERGEN Andries (Andy)

A n d y passed away peacefully on January 28, 2011 at Chilliwack General Hospital with VAN STEENBERGEN his family at his side.He was born in Nieuwaal, the Netherlands on March 3, 1925. Andy is survived by his loving wife Marlene of 51 years, children Janice Renz, Cindy (Allen) Frank, grandchildren Daniel, Kyla, Marlissa, Wesley, Travis, great grandchildren Brooklyn and Ireland, brother Koen (Areke), brotherin-law Maarten, numerous extended family and dear friends. He was predeceased by his parents, sister Wilhelmina Van de Werken and niece Arina Van Steenbergen. Andy immigrated to Canada in 1951. He was a grain buyer for the United Grain Growers Co. in Alberta for 17 years. Along with his wife and two daughters, they moved to Chilliwack in 1972. In 1979 Andy built greenhouses on their acreage and specialized in growing alstroemerias. He was a quiet, gentle man dedicated to his family and he attended the Calvin Presbyterian Church in Abbotsford for the past 13 years. Funeral service will be held on Friday, February 4, 2011 at 1:00 pm at the Evangelical Missionary Church, 9310 Williams Street with Rev. Dr. Hans Kouwenberg officiating. Interment to follow at the Chilliwack Cemetery. In lieu of flowers, please make a donation to a charity of your choice. Personal Alternative Funeral Services 604-857-5779
