City News Chicago Realtor Provides Hotel Rooms for Homeless During Polar Vortex Chicagoan Candice Payne has become a household name; she’s gone viral on social media and has been featured on several national news programs. Why? The managing broker at 5th Group Realty and Management in Chicago took out her American Express credit card and charged hotel rooms for homeless people during the record-breaking cold temperatures last week. Noted as a “Good Samaritan,” Payne’s story soon became news. Payne took to her Instagram page to recruit people to help transport homeless citizens to the hotel; once people found out what Payne was doing, they quickly volunteered and offered monetary donations. Ultimately, Payne and her volunteers paid for more than 60 hotel rooms for 4 nights and provided 3 meals a day for every person. They also provided clothing and other items for those in need. Payne said she only revealed herself as the donor to let people know that a rich person did not organize this heroic effort; she said she is a “regular person” who wanted to help. She hopes to inspire others and plans to continue her efforts to help those who have fallen on hard times.

Pastor Charles Jenkins Announces Retirement The Senior Pastor of the historic Fellowship Missionary Baptist Church in Chicago, Rev. Charles Jenkins, recently announced his retirement, which will become effective December 31, 2019. Jenkins joined the staff in 1998 and officially succeeded Rev. Dr. Clay Evans, founder of the church, in 2000. Jenkins, who is also a singer and songwriter, announced his successor, Rev. Reginald Sharpe Jr. Jenkins did not announce what he plans to do upon retirement. Jenkins is a graduate of Moody Bible Institute and Trinity Evangelical Divinity School. www.chicagodefender.com

Memorial services for Art Davis, former Johnson Publishing Company employee, will be held at Epworth United Methodist Church on February 9 at 1 p.m., 5253 N. Kenmore Avenue in Chicago. Davis, 57, died after a long illness. In 1986, Davis was the promotion assistant for Johnson Publishing and wrote press releases promoting Ebony, Jet and Ebony Man magazines. Cover Story Double Down: Twin Brothers Rehabbing Chicago By Deborah Bayliss Defender Contributing Writer The Downing Brothers have caught the eye of HGTV. The twin brothers recently had a pilot program air; the pilot featured their renovation of a home in Chicago. Viewer ratings for the pilot of the show tentatively titled “Double Down” were strong but there’s no word yet as to whether the show will be picked up by the network or whether the network will schedule more pilots. “Double Down” initially aired on the DIY Network with strong ratings so the company that owns both HGTV and DIY aired a second pilot Jan. 25 on HGTV to see if the show would garner enough views to earn the brothers their own weekly show. “We got the ratings!” Anton said during an interview with the Defender. “We’re in a strong position. We were 64 out of the top 150 shows on HGTV. Our numbers were twice as good as last time. The first pilot aired on the DIY network on Dec. 29 where we were 111th out of the top 150 shows. HGTV was ecstatic but it could be six months before we know what their decision will be. They sometimes will air 2-4 pilots before they decide. We were able to garner support from viewers on our own. We promoted the show without any help from the network. We took it upon ourselves to make everyone aware of the show.” Firefighters by day, the African-American rehabbers have countless interviews with various publications and news outlets under their “belts.” Writers and reporters are trying by any means necessary to get to them, including calling and even driving up to their firehouses. Anthony and Anton, 37, who have equally, upbeat and energetic personalities, would like to keep the momentum going and are asking viewers to use Twitter to let the network know they would like to see the show as a regular part of HGTV’s lineup (use #HGTV when tweeting). Developed by Nielsen Media Research, the ratings are not qualitative evaluations of how much a program is “liked,” but rather, how many people watched. Nielsen ratings help determine the audience size and composition of television programming. A 2018 Nielsen report on the digital habits and the impact of African American consumers found that African-Americans are enjoying a “remarkable period of influence, cultural expression and entrepreneurship that is manifesting digitally and trending mainstream.”

So utilizing social media to help promote the show as the twins did is a game changer that resulted in big results. “African Americans are leveraging innovations in technology and the anonymity of social platforms to level the playing field and get ahead in a marketplace unencumbered by corporate scrutiny,” said Cheryl Grace, Nielsen Senior Vice President of U.S. Strategic Community Alliances and Consumer Engagement, in a report on the findings. “African American influence has long resonated cross-culturally, and now it’s being delivered directly from creator to consumer. Give talented, creative people unobstructed access to the world stage and, inevitably, they will shine.” www.chicagodefender.com

While Black audiences carry a lot of weight, a 2017 Nielsen analysis of TV viewership found that several programs with a predominantly Black cast or a main storyline focusing on a Black character draw substantial non-Black viewership. It’s not unusual for television shows with Black leads to drawn non-Black audiences; what is unusual, according to Nielsen, is the sheer number of programs that have cross-cultural appeal. “Much of the American narrative lately has focused on a growing cultural divide. But Nielsen’s data on television programming show something different,” Andrew McCaskill, senior vice president, Communications and Multicultural Marketing, said in a

Nielsen report. “Storylines with a strong Black character or identity are crossing cultural boundaries to grab diverse audiences and start conversations. That insight is important for culture and content creators, as well as manufacturers and retailers looking to create engaging, high-impact advertising campaigns.” On “Double Down,” Anton, who resides in South Shore, and Anthony, who lives in Woodlawn, rehab single family properties as well as apartment buildings in Chatham, Burnside, South Shore and Bronzeville neighborhoods and likely will expand to the West Side as well. The most recent pilot focused on the jubilant twins, rehabbing a mid-century house in the 9100 block of South Cregier Ave. in the Calumet Heights community. The twins see rehabbing homes as a way to revitalize and improve their neighborhoods and community. “Our story goes back 20 years,” Anton said. “Our first flip was a 3,000 sq. ft. grey stone condo in Bronzeville. So far we’ve renovated eight or nine properties. This is just the beginning. We now have partners. We’re real estate investors. We will roll up our sleeves and take part in the renovations from time to time, but we generally hire people to do the work for us. We usually hold the apartment buildings we rehab and flip the single family homes.” Anton and Anthony purchased their first grey stone for $200,000, put $50,000 worth of rehab work into it and then sold it for $300,000. They walked away with $50,000 for their efforts. The Neighborhoods Chicago’s South and West sides saw an enormous amount of vacant and deteriorating homes due to foreclosures and owners simply walking away from properties they could no longer pay for during the U. S. subprime mortgage crisis, the nationwide financial crisis that occurred between 2007 and 2010 and contributed to the U.S. recession between Dec. 2007 to June 2009. Those same neighborhoods also experienced disproportionate crime compared to other parts of the city. Add to that, the high unemployment rates for African-Americans and the obstacles they face when trying to obtain home improvement or any kind of continued on page 4

loan for that matter, and you have a recipe for blighted neighborhoods on the South and West sides. When asked their thoughts about blight, crime and African-Americans leaving the city for better living conditions, Anthony said, “I’m hoping the work we’re doing on a national platform will encourage people to come back and stay. You can buy a home, renovate it and see a future. For every house we renovate, that block is better for it. We feature each neighborhood we renovate a home in on the show. We love Chicago. dreams of home ownership possible are admirable. Abandoned houses can sit vacant for years and have a negative impact on surrounding property values. Called “Zombie Houses,” they are often left empty and caught in legal limbo. These so called zombie homes are havens for those seeking to do harm and other criminal activity. The Downing twins are not alone. Investors and other house flippers are taking advantage of the opportunities available. The Cook County Land Bank Authority was formed by a Cook County ordinance in 2013 to address the large inventory of vacant residential, industrial and commercial property in Cook County after two extensive reports conducted by Cook County and Urban Land Institute.

The Land Bank is a unit of Cook County government, funded primarily with grants, contributions and revenues from transactions and is the largest land bank by geography in the country. It’s governed by a Board of Directors appointed by Cook County President Toni Preckwinkle and the Cook County Board of Commissioners. The Land Bank acquires, holds, and transfers interest in real property throughout Cook County as a way to promote redevelopment and reuse of vacant, abandoned, foreclosed or tax-delinquent properties; support targeted efforts to stabilize neighborhoods; and stimulate residential, commercial and industrial development. Community 2018 Tax Updates To Remember When Filing Taxes By Constant Watson III Defender Guest Writer The “Tax Cuts and Jobs Act” that was recently passed will have an impact on just about all taxpayers. No matter whether your filing status is Married, Single or Head of Household, you need to be aware of this new law. Some deductions that you had in the past may be eliminated or reduced. So, one of the first things that you need to review are your tax withholdings. Not having enough withholdings taken out of your check will increase the chances that you may owe when you file your income taxes next year. Here’s an overview of the tax law changes for 2018 and how they may impact you. The Standard deduction amount has increased. For 2018, the standard deduction amount has been increased for all filers, and the amounts are as follows: •Single or Married Filing Separately: —From $6,350 to $12,000. * Married Filing Jointly or Qualifying Widow(er): — From $12,700 to $24,000. •Head of Household: —From $9,350 to $18,000. Due to the increase in the standard deduction and reduced usage of itemized deductions, you may want to consider filing a new Form W-4. The deduction for personal exemptions has been suspended. For 2018, you can’t claim a personal exemption deduction for yourself, your spouse, or your dependents. That’s right! Personal Exemptions have been eliminated for 2018. Itemized deductions have changed. For 2018, the following changes have been made to itemized deductions that can be claimed on Schedule A. •Your itemized deductions are

no longer limited if your adjusted gross income is over a certain amount. You can deduct the part of your medical and dental expenses that is more than 7.5 percent of your adjusted gross income. •Your deduction of state and local income, sales, and property taxes is limited to a combined, total deduction of $10,000 ($5,000 if married filing separately). •You can no longer deduct job-related expenses or other miscellaneous itemized deductions that were subject to the 2 percent of Adjusted Gross Income floor. You may still deduct certain other items on Schedule A, such as gambling losses. •For debt incurred after December 15, 2017, the deduction for home mortgage interest is limited to interest on up to $750,000 of home acquisition debt. This new limit doesn’t apply if you had

a binding contract to close on a home after December 15, 2017, and closed on or before April 1, 2018, and the prior limit would apply. •You can no longer deduct interest on home equity debt. Only if the loan is used for substantially improving your home, that is securing the debt, can it be deductible. •The limit on charitable contributions of cash has increased from 50 percent to 60 percent of your adjusted gross income. Moving expenses are no longer deductible. For 2018, you can no longer deduct your moving expenses unless you are a member of the Armed Forces on active duty. The child tax credit and additional child tax credit have increased. For 2018, the maximum credit increased to $2,000 per

qualifying child. The maximum additional child tax credit increased to $1,400. In addition, the income threshold at which the credit begins to phase out is increased to $200,000 ($400,000 if married filing jointly). Credit for other dependents. A new credit of up to $500 is available for each of your dependents who does not qualify for the child tax credit. In addition, the maximum income threshold at which the credit begins to phase out is increased to $200,000 ($400,000 if married filing jointly). Social security number (SSN) is required for child tax credit. Your child must have an SSN issued before the due date of your 2018 return (including extensions) to be claimed as a qualifying child for the child tax credit or additional child tax credit. If your dependent child has an Individual Taxpayer Identi-

fication Number (ITIN), but not an SSN, issued before the due date of your 2018 return (including extensions), you may be able to claim the new credit for other dependents of that child. As you can see, there have been some significant changes made. One of the best things you should do is sit down with a tax professional and review your prior year return and discuss how the new law will affect your 2018 taxes. Remember, for every tax problem there is a solution. And don’t forget, following the tax law changes, you should do a paycheck checkup using the IRS’s Withholding Calculator and, if necessary, complete a new W-4 form. The calculator helps determine the right amount of withholding. You should check your withholding if you: •Are a two-income family. •Have two or more jobs at the same time or only work part of the year. •Claim credits like the child tax credit. •Have dependents age 17 or older. •Have itemized deductions in 2017. •Have high income or a complex tax return. •Had a large tax refund or tax bill for 2017. Veteran Talk Show Host Cliff Kelley Set To Retire Veteran Radio Talk Show Host Cliff Kelley recently announced his retirement. He will retire from Chicago’s premier urban talk radio station, WVON. His last day as the afternoon drive host will be Friday, March 29, 2019. Kelley will remain at WVON as the station’s Community Ambassador and as the host of the independently produced Ameri6 February 6 - 12, 2019

can Heroes broadcast which airs Saturdays on WVON. He has also agreed to be a regular fill-in host. Kelley has been the longest serving talk show host at the station since it switched to its all talk format in 1986. Kelley said, “I don’t want people to look at this as I am retiring. I’m just rewiring. There is plenty more work for me to do.”

WVON Program Director Todd Ronczkowski said, “Cliff Kelley is one of Chicago’s most influential hosts and has been a trusted source of information for Chicago’s African-American Community for over three decades, forming a host/listener bond that is rarely seen in any market.” The station has not announced a replacement. www.chicagodefender.com

Community Nike Kicks-Off Black History Month Celebrating 11-Year Old South Side Community Leader On Saturday, February 2, 2019, to kick-off Black History Month, Nike Chicago teamed up with 11-year old Chicago native Jahkil Jackson and his non-profit “Project I Am” to host a special community service day on the city’s South Side at the Louis L. Valentine Boys & Girls Club. “Project I Am” is a local organization that delivers “Blessing Bags” filled with hygiene products, socks, gloves and snacks to homeless citizens around Chicago. Blair Holt Firearm Owner Licensing and Record of Sale Act 2018 By Christine V. Goggins Defender Guest Columnist You may or may not be familiar with H.R. 6024 or the Blair Holt Firearm Owner Licensing and Record of Sale Act 2018. This house bill was introduced on June 6, 2018 by U.S. Representative Bobby L. Rush (D-III) and U.S. Senator Tammy Duckworth (D-III). This piece of legislation was first introduced in 2007 and has been reintroduced in 2009, 2013, 2015 and now in 2018. The purpose of this bill is to implement a system of licensing and record of sale of firearms so that tragedies such as the Sandy Hook Elementary School shooting in 2012 and the 294 mass shootings that occurred in 2015 will not continue to devastate our nation. It must be understood that this piece of commonsense gun legislation does not exist to prevent or restrict law-abiding citizens from their right to bear arms, yet its purpose is to prevent further harm and death by the hands of individuals that intend to inflict harm on themselves or others. We have seen various forms of violence occur across this nation and specifically in the City of Chicago. The time for affective intervention has been long overdue. The purposes of H.R. 6024: The Blair Holt Firearm Owner Licensing and Record of Sale Act 2018 are: 1. To protect the public against the unreasonable risk of injury and THE CHICAGO DEFENDER

Blair Holt negligent or reckless death associated with the unrecorded sale or transfer of qualifying firearms to criminals and youths; 2. To ensure that owners of qualifying firearms are knowledgeable in the safe use, handling, and storage of those firearms; 3. To restrict the availability of qualifying firearms to criminals, youth, and other persons prohibited by Federal law from receiving firearms; 4. To facilitate the tracing of qualifying firearms used in crime by Federal and State law enforcement agencies; and 5. To hold criminally and civilly liable those who facilitate the transfer of qualifying firearms, causing risk of injury and negligent or reckless death associated with the transfer of those qualifying firearms.

But whenever our Man of the House stood next to the wooden record player with a James Ingram record in hand, I knew it was a “Make-Up-BeforeWe-Break-Up” moment between him and my mother. Before Daddy began his musical mission—to turn our home into a concert hall, a feat he accomplished from dusk to dawn every Sunday, there was something he needed to do first. Like clockwork, my father walked toward the square-shaped box as he held a 12-inch oval disc in his hand. His long arms extended forward, holding the vinyl-covered vision in-between them; his upper body shaped like an inverted letter “V.” He then placed the chosen LP on top of the thick needle that stood at attention in the middle of the record player. Daddy’s final move was pure precision. He waited for the spinning circle to reach the correct speed. At just the right moment and without missing a beat, he put the needle on the record. If a James Ingram song was the selection of choice, the singer’s

throaty voice filled our home with notes from the experiences he had as a child growing up in Akron, OH. It told the tale of a once-promising athlete who had turned down a track scholarship to pursue his passion for music--a trajectory that led him to join a band at 18 with a group that served as an opening act for The Ohio Players. The crew received some recognition, including an invitation to record a track for the “blaxploitation” film, Dolemite in Los Angeles. But when the group returned to Ohio, Ingram opted to stay in LA. The decision paid off. Legendary singer Ray Charles hired him to sing backup vocals. The Coasters followed suit. But the life-changing moment came when the musical godfather Quincy Jones heard Ingram’s demo recording of the Barry Mann/Cynthia Weil song “Just Once.” Jones picked Ingram to be a vocalist on the elder’s nickname-inspired album, “The Dude” (1991). Jones re-recorded “Just Once” with In-

gram for that project. And the rest, as they say, is harmonious history. After a long, illustrious music career, God put the final needle on James Ingram’s earthly record on January 29, 2019. I am hopeful that the late singer will continue to serenade lovebirds from heaven’s celestial choir. Perhaps we can “do him a solid” too. in terms of trying to keep it all for myself. If you asked a number of micro-non-for-profits and young hustlers creating opportunities for themselves, they would tell you that I’ve assisted them in their “passion purpose” endeavors with small amounts of support. But that’s nothing compared to what I’d do if I had real loot. That’s why I love Dr. Willie Wilson for what he does. It takes a real God-like person to openly give their hard-earned cash away to help the less fortunate. You can’t be any greater of a man or a person when you live selflessness as Dr. Wilson does. Actually, I rather him not be mayor and spend his life being a generous donor to others who so terribly need his assistance. His kind of help removes people from poverty or at least gives them a mental headstart at possible progress. But I wish Willie well in his political pursuits. Of course, it takes more than money to solve the poverty ep-

idemic, it takes an individual’s willingness to dream big and commit to working extremely hard to make dreams a reality. How many people literally study and analyze poverty? It’s a monster of a horrible catastrophe. Remember seeing those Godzilla films where he tramples through cities destroying everything in sight? That’s what poverty has done to communities all across this country. There are select cities and states that are unrecognizable. You wonder if anyone even lives there. And knowing that families actually reside in such distressed environments is enough to cause me to faint. Especially when poverty is generational. Can you even imagine three to four generations of families who only know poverty? How terrible. It’s at a point where those little children who are recipients of generational poverty never ever dream about a life other than the ones that they experience from beginning to end. What do they

dream? How can they dream? Are they even allowed to dream? The poverty-stricken parents and grandparents have never dreamed so most don’t prescribe to imaginations nor do they influence dreaming! Remember when I penned the article about celebrating small successes. Escaping poverty is one of those accomplishments that we rarely acknowledged. But it’s time we salute anyone who has pulled themselves from generational poverty. So, if you know a neighbor, a friend, and family member who rose from the concrete jungles of urban America, please knock on their doors and bow down to them. Because overcoming poverty is no freakin’ joke. Congrats to so many who have survived poverty. Carl D. Almost every day as I travel my hood and hoods around Chicago from the South Side to West Side as well as communities on the North Side, I see excessive poverty, consisting of starvation and homelessness. Regardless of how well I may be doing at this moment in my life, I’m still consumed with a large portion of my hood that has never, and unfortunately, will never know life outside of poverty. That’s frightening! I say this with all honesty. If I had millions of dollars like some in my community and other communities, I would walk the street and give half of my money away to try and help as many people out of poverty as possible. I mean that. I’m a very conservative dude and money means nothing to me
