Anatomy Of A Shutdown! By Maze Jackson

Today most likely, Illinois will experience its first shutdown in recent memory. While Illinoisans experienced extended legislative overtime sessions during the Blagojevich era, they pale in comparison to what we can expect in the case of an actual shutdown. At issue is how the state of Illinois will do business during the Rauner era. Democrats insist that a revenue (tax) increase is the only way to fiscal solvency, while Rauner insists on a series of reforms before he will consider any form of revenue (tax) increase. This battle plays out in Springfield in the form of the state budget, which must be balanced and approved before July 1st. If the budget is not approved by then, state funds may not be allocated to pay for non-essential services that the state needs to operate, causing what is commonly refer to as a “shutdown.” In the past, the Illinois General Assembly has been able to leave that responsibility to the Governor, by passing a budget to fund the state government, leaving the Governor to decide what to keep or cut, making the Governor as the bad guy. The Illinois General Assembly passed a budget May 31, but Governor Rauner re-

fused to sign it, calling it a “phony” budget. Since then the Illinois General Assembly has been convening in Springfield every Tuesday since session officially adjourned May 31st, voting on and defeating a variety of the Governor’s proposed reforms. With Democratic super-majorities in both statehouses and the Governor having a strangle hold on Republican Party of Illinois in general, this boils down to a battle of the wills between longtime Speaker of the House Michael Madigan (D-Chicago) and Governor Bruce Rauner. But for either to win the war they will need the assistance of some, they will need help from some other key players.

Black impacts of a shutdown While Rauner has proposed a long list of cost saving measures, if the General Assembly does not present a balanced budget, things like Medicaid redeterminations, the suspension of Medicaid payments to “some” hospitals, while defunding initiatives such as YouthBuild, Chicago Area Project, and childcare assistance to low income families will be severely impacted. “The African American community typically suffers more in terms of economic disparity and access to resources, in general. This shut down will be no different in that

our community will bear a disproportionate amount of the negative consequences of ending state dollars to key human service programs” Dr. Litesa Wallace, (D-Rockford, Vice-Chairman of the House Human Services Committee.) In addition to suspension of services, a shutdown also means that state workers in non-essential positions will not be working, meaning they will not receive a paycheck. Because Blacks are represented at higher levels in the state government than in the private sector and tend to be middle class, the impact of a shutdown threatens more than the just the low income Black communities. If the government shutdown goes longer than a few weeks, those missed paychecks will start to affect the ability to pay mortgages, take summer vacations, or pay for summer childcare costs. A protracted shutdown could exhaust the savings of Black state workers and make for a very uncomfortable summer. President Obama’s “Amazing Grace” Week!

Last week was President Obama’s best political and policy results in the six years of his presidency. He began the week mourning the outcome of the bloody massacre and murder of nine Black worshipers at Mother Emanuel A.M.E. Church in Charleston, South Carolina by a young white terrorist. At the same time he was working over-

time to convince the Democrats to change course and support his request for Fast-Track authority for his Trans-Pacific Partnership Trade (TPP) legislation. Most political commentators and pundits had written off the president and his ability to succeed in turning this situation around. However, in the midst of these circumstances he was able to end the week by declaring he and the nation were the recipients of “Amazing Grace”.

OBAMA’S WEEK OF GRACE On Tuesday the 23rd, after some serious “horse trading” and deal making amongst his fellow Democrats, President Obama was able to gain the support needed to pass the Fast-Track authority for his Trans-Pacific Partnership Trade. This authority allows the President to negotiate the terms of the trade agreement with the 12 nations within the partnership without Congress being able to amend or filibuster the final accord. The passage by the Senate on Tuesday cleared the way for the House to vote in favor of the legislation. Many members of the Congressional Black Caucus (CBC) were opposed the legislation because of the threat of the loss of jobs due to overseas production, outsourcing, and the transfer of companies’ production to low cost labor markets in Asia. Many of these CBC members were won over by the accompanying legislation that set aside more money to compensate workers who lost their jobs do to the TPP. President Obama was pleased with this victory since he considers this legislation apart of his presidential legacy. After agreeing to deliver the eulogy at the funeral of Pastor Pinckney and calling for the Confederate flag to be taken down from the South Carolina state capitol, he was joined in this call by Governor Nikki R. Ha-

President Obama as he proclaims “Obamacare is here to stay” ley. By Wednesday the state legislature agreed to debate removing the flag. This led to a nationwide movement to take down the flags from state capitol buildings around the south as well as removing the Confederate flag symbol from license plates in states like Virginia, North Carolina, Maryland, and Tennessee. Major retailers Amazon, eBay, Sears, and Walmart announced that they will no longer allow the sale of Confederate flags and flag themed merchandise in their establishments. President Obama was pleased with this development. Thursday was the brightest day in the week for Mr. Obama. The U.S. Supreme Court handed down its long awaited decision on the Affordable Care Act (ACA), dubbed Obamacare by his opponents. The Court ruled in a 6-3 decision that the

Affordable Health Care Act was the law of the land and it applies to all of the 50 states. It allows the federal government to provide nationwide subsidies to help poor people purchase health care insurance in any state. The President was quoted as saying “After multiple challenges to this law before the Supreme Court, the Affordable Care Act is here to stay.” He further stated “What we’re not going to do is unravel what has now been woven into the fabric of America.” This was a major victory for the President since this health care legislation is another part of his presidential legacy. CPS pays teachers, cuts jobs

As the State budget hangs on a string, the Chicago Public Schools made their pension payment on time to the Chicago Teacher’s Union on the last day of their three-year contract. With the pressure of not being able to make the deadline, the City made $634 million pension payment without Governor Rauner’s advance offer. “This afternoon we received full payment from the Chicago Public Schools for Fiscal Year 2015,” Charles A. Burbridge, the fund’s executive director, said in a statement. With this funding comes 1,400 layoffs. Governor Rauner did offer to advance CPS $450 million in state grants to cover three quarters of the amount owed, but Mayor Emanuel politely declined the offer. The governor’s office stated the added $184 million from Chicago Public Schools would help them make the full payment while hashing a long term solution to the problem. This may appear to be a quick fix but Mayor Emanuel’s office released a statement on Monday. “We appreciate the governor’s gesture, but the use of this year’s dollars to pay last year’s pension payment follows the same path that got the schools into the current financial mess.” According to the emailed statement, “We need a real solution like Governor Rauner’s proposal last week, pension parity and funding relief so that Chicago schools are finally treated like every other district in the state.” The mayor’s plan to extend the pension pay-out until August 10 but fell short of the 18 votes needed by the General Assembly. It was also the day that state school aid payments are due to school districts across Illinois. It was one of the last-minute strategies to allow both the www.chicagodefender.com

Governor and Illinois House Speaker Michael Madigan to find some kind of resolution to this rising catastrophic problem. Accepting Governor Rauner’s offer would undoubtedly be a major strike against Madigan and cause further damage in Springfield. Within the last couple of weeks, there have been demonstrations, rallies and town hall meetings between public officials and Illinois residents being educated in the serious nature of the state’s deep financial hole. It’s clear that the City of Chicago cannot not work without the support of the state but somehow with going into much detail—Mayor Rahm Emanuel and school officials made the deadline. The question remains, when will there be a solid compromise between the State Democrats and Governor Rauner? The three-year teacher’s contract has ended and the General Assembly cringing at the possibility of certain State employee’s salaries not being met after the June 30. Democrats are considering to vote for extension of critical services for an additional month. At press time, these discussions were underway in order to prevent vital services from being cut off. Unfortunately, public officials are choosing which victim to save first and as it stands—State budget cuts. It’s not a pretty place to be in if you are the Mayor of Chicago but Madigan did support his push for the August 10th extension without success. In the end, the pension and savings of thousands of current and retired teachers was saved on the latest round of budget battles but at whom’s expense going into the new school year? Will it be at the expense of Chicago taxpayers or on the future education of our brightest minds—Chicago Public School students. Either way, this latest episode is on a channel that it’s hard to switch from.

Mis-Education of the Negro 2015 Part IV

Last week’s victories for President Barack Obama go to the heart of his presidency and just like that his legacy was altered. The Supreme Court’s ruling to uphold a key provision of his signature domestic achievement—the Affordable Care Act, coupled with Congress voting Wednesday to give him broad authority to negotiate new trade deals; Thursday’s favorable ruling from the high court allowing minorities to continue using a civil-rights era statute in housing discrimination lawsuits; and finally Friday’s Supreme court decision granting LGBT couples the right to marry was a rare thunderbolt to a second-term White House that has struggled to advance its agenda. Oh and on Wednesday in the middle of the onslaught of his crowning victories, he delivered the eulogy for Rev. Clementa Pinckney during which he said things that had not been said by The Black President that Black people had longed for, and then he broke into song singing Amazing Grace. Well that floored most. I listened attentively to anyone and everyone I could on television, in our office, on the streets, and it was a consistent resounding thumbs-up praise for his act of bravery. There he had done it. He talked about the elephant in the room called racism. He said, that slavery was wrong. He talked about discrimination in the workforce, calling for America to see how racially bias we are even when we don’t know it. . . like calling back Johnny for the interview and not Jamal.” The President said, ‘For too long we were blind to the pain that the Confederate Flag has cause our people who have to bear it.” It certainly was a change from all those who before that had expressed their complaint and failed enthusiasm for the man who would be king. That same day Dr. Cornell West asked, Can you imagine having a debate about having a Nazi Flag in the United States? Then he re-

ferred to President Obama as the first Niggerized President, explaining that niggerized is a Black person afraid to talk about the racism of White Supremacy. He was released from Princeton University. It seems to be that too many Blacks had lost faith in a man who has had a difficult walk, one that until him no other had walked. And if the hatred manifested by the extreme white supremacist throughout President Obama’s term is any indication of what sort of looming horror that would await him had he come out as The Black President as so many wanted him to do he would not have been re-elected and his accomplishments would be nil. It would have been not only political suicide but incorrect. To his credit Barack Obama has been at all times ‘Presidential.’ You have to give him that. All the insults and disrespect he’s had to endure at the hand of racism and yet with grace and great reserve the brother remained cool. I’ve always had faith that he knew what he was doing. I like to think he always knew it would come to this and that he was preparing all along by being the best he can be. Those of us who are Baby Boomers know what it means to know that we have to be better than our counterparts to succeed. It was never about an easy ride. If you thought that’s what ‘Affirmative Action’ was about then shame on you. Instead it was meant to merely open the door. Obama has succeeded based on his knowledge and expertise, his patience and astute insight into people, his compassion for people, his love for his people and country. It’s hard being the spook who sits by the door and even more so the spook sitting inside the door. Any great card player knows that you can’t show your hand. Even though you have an agenda a visionary leader must also consider timing, knowing when to strike and most do so at their strongest unless circumstances dictate otherwise. My People, my people, my people we attacked Oprah before she revealed herself. Everybody was upset with how she did and this didn’t do that; decided they knew better than she about how to spend her money and with whom. We complained that she didn’t do anything for the U.S. Black community. She too was the spook sitting by the door and walked through. When she retired from syndicated television and moved on to Own, Blacks along with the world discovered that she had supported so many, had given $12 million to Morehouse since 1989 to support Black males. Did we apologize, or do mental and verbal retractions for our abusive disrespect of her? Did we even email her and say ‘great job!’ Had she been what many wanted her to be the way they wanted her to be, she never would have risen to the position that was her destiny—to introduce to the world as it listened, the first Black President of the U.S. She stepped out with an endorsement when all the Black politicians including Vernon Jordan supported Hillary for 2008, and we have the audacity to demand of him that

Too often it seems that Black people moan, complain and wail when we could take other actions. Black people criticize one another harshly. I love us, but we have got to stop. We tend to go with the glass half empty rather than the glass half full. We want change then be the change. If you think that the CTA slighted your community by closing out a bus line then write a letter, send an email, call, contact your alderman. Do that across the board. If you feel a company insults you or your President, or doesn’t respect you then don’t support them. Don’t give them your business, because your business does matter. Write your alderman, senators, congressmen, and anyone else who can help to correct things.

Guess what? The Hispanic community stepped up and Donald Trump is off NBC due to his racist and ethnic remarks about Mexicans/brown people. With our strong religious affiliation and the natural inclination towards a spiritual connection, Black people need to be further ahead. Do we believe that God is our deliverer or do we believe the White man is —he who put his face on the son of God? You tell me? A few weeks ago Maze Jackson, Chicago Defender political editor instructed us to “sit of get off the pot.” I know that we have been an example to the world demonstrating leadership, tenacity, resilience, patience, tolerance, forgiveness, and unconditional love. So now is the time to love ourselves to embrace ourselves as we have others and be victorious.

Illinois legislators, residents rally against Rauner’s budget cuts

In an effort to balance the state’s budget, Gov. Bruce Rauner has cut funds from health and safety programs and services that many residents rely on. The Illinois Legislative Black Caucus, activists and residents gathered at Chicago State University to repudiate his cuts. The rally, held at Chicago State University’s Douglas Hall 9501 S. King Drive, was one of three hosted in Chicago and nearby suburbs June 25. Illinois Black Caucus members, including Sen. Jacqueline Collins (16th district), Sen. Mary Flowers (31st district) and Sen. Donne Trotter (17th district) met with local activists and residents and expressed opposition to the budget. The cuts, which go into effect July 1 if the legislature and governor cannot reach an agreement, will cut funding for and eliminate programs that they may have leave many residents vulnerable, legislators say. “I hope that given the information tonight that we know that we have a battle in front of us, but it’s a fight that’s already been won,” Collins said. “What the governor is proposing is extreme and immoral.” Collins said that similar budgets have been implemented in other states such as Kansas and Wisconsin have not been successful and urged citizens to call the governor’s office to voice their opinions.

The cuts outlined in Rauner’s budget include the following programs: • addiction prevention • autism • Teen REACH • criminal justice services • Medicaid • nursing homes • early intervention program • AIDS/HIV services • breast and cervical cancer screening program • managed care (funding hospitals receive to coordinate patient care) According to proposal, the governor also plans to eliminate other services such as low income housing energy assistance program, youth employment and violent prevention services, developmental disability programs and services, mental health programs, supportive housing services, homeless youth services, emergency food programs and teen parents services. “The people of Illinois sent me to Springfield to end the era of unbalanced budgets and runaway debt,” Rauner said in his June 25 Chicago Tribune op-ed. “We cannot accept the status quo of throwing more taxpayer money into a broke and broken system.” Nakeba Johnson, speaker of the senate for the CSU’s Student Government Association and a chemi-

While the states that brought the case to the Court argued that discrimination can only be legally valid if it is found to be caused by intent, the Court ruled that the Fair Housing Act of 1968 allows citizens to pursue lawsuits when a housing practice has a discriminatory effect, even if that practice wasn’t intended to discriminate. This “disparate impact” discrimination argument was at the heart of the argument of the Civil Rights advocates in their presentations to the Court. The 5-4 majority on the Court in ruling for the plaintiffs, a Texas nonprofit organization, the Inclusive Communities Project, said that the publically funded housing department “failed to meet its burden to show that there were no less discriminatory alternatives for allocating the tax credits.” Right-wing groups in the state of Texas were deeply disappointed and vowed to continue litigating to reverse the decision. Groups like the National Low-Income Housing Coalition (NLIHC) were pleased and joined President Obama in praising the decision. Lastly, on Friday morning the Supreme Court handed down decision on the question of same-sex marriage. It ruled in a 5-4 decision that the Constitution guarantees a right to same-sex marriage. Justice Anthony M. Kennedy, writing for the majority, stated “No longer may this liberty be denied. No union is more profound than marriage, for it embodies the highest ideals of love, fidelity, devotion, sacrifice and family. In forming a marital union, two people become something greater than once they were.” With this decision, same-sex marriage becomes the law of the land that cannot be legally denied in any state. Justices Roberts and Antonin Scalia, both in the minority, scorned the decision. Justice Scalia wrote of his fellow judges in the majority “The opinion is

Stand for yourselves, and more importantly, let’s stand together.”

We must resist and reject judicial tyranny, not retreat.” President Obama praised the decision and asked all Americans to abide by it since it is now the law of the land. Mr. Obama had publically declared that same-sex marriage was constitutional and morally correct more than two years ago. On Friday, President Obama demonstrated his most impassioned understanding of the Black Church and its tradition of faith, hope, civic engagement and Civil Rights. While delivering a beautiful eulogy for Rev. Clementa C. Pinckney, he seamlessly flowed into a plea for gun control laws, an end to racism, justice for all Americans regardless of race, and the removal of the Confederate flag from the South Carolina State House. Perhaps his most memorable line from his eulogy was his plea for an end to racism. He said “Maybe we now realize the way racial bias can infect us even when we don’t realize it. So that we’re guarding against not just racial slurs, but we’re also guarding against the subtle impulse to call Johnny back for a job interview, but not Jamal.” He surprised and brought the audience to its feet when he talked about “God’s Grace” and began singing the hymn “Amazing Grace”! It is clear that he was deeply moved by the victories that he has received during the week that he no doubt characterized as by the Grace of God. The Chosen Few DJs: 25 Years Strong By Mary L. Datcher

The definition of chosen—1. Having been selected as the best or most appropriate or according to Merriam Webster: one who is the object of choice or of divine favor. It’s a wonder how a group of young men in the mid-’70s from the South Side of Chicago attending high school would choose the origin of this word to name their DJ squad— the Chosen Few Disco Incorporated. Mendel Catholic High School students, Wayne Williams, Robert “Batman” Ellis, Ewer Abney, and Jamie Shelton were the founding members of the group. The name evolved from the Bible, “many are called but few are chosen.” The phrase stuck with Wayne Williams who immediately picking up the passion to DJ. The musical scene for young people during this time came ‘fresh’ out of the disco and funk phase but still had the influence of soul music, gradually building an underground punk rock movement among inner city kids. There was no racial barrier of its musical influence. It was an exciting time to be in the midst of something that didn’t have ownership by Baby Boomers who had carved their place in society through the protests of the Civil Rights movement. Their children would have a better life and opportunity to define themselves— to experience a different kind of freedom of self-expression. While the inner-city youth in Bronx, New York was creating a cultural hiphop movement that would change how we view music and social change today—Chicago Black youth in the 1970’s was carving out their own page in history books. House music is often considered the offspring of Disco and young people often held parties in school gyms such as Mendel, Resurrection, Kenwood and other non-traditional spaces like South Commons and the Blue Gargoyle. The Chosen Few Disco Corporation was considered one of the first groups made up of a set group of young teenage DJs that shared similar tastes in music. “I had been real popular as a new DJ because I was the only one on the South Side playing Disco music. I wanted to take advantage of that edge, because I was getting more requests for parties – [sometimes] two or three on the same night,” said Williams. “I would always have triple copies of records. So, I thought if I could get other DJs to play with me; I could split the crates up and make twice the amount of money. That was the motivation for starting the group.” Williams knew that they had something special when the demand was too overwhelming to fill the requests to spin at so many parties.

Jesse Saunders(Chosen Few DJ) spinning at the Chosen Few House Reunion Picnic There were changes in the group and eventually Tony Hatchett was invited to join the Chosen Few DJ squad. “Wayne had heard me DJ’ing and thought I was good and saw how I controlled the crowd. The next year I graduated from high school, and folks were going away to college. When Jesse left for college the parties were growing. Only a select group of DJs could handle it. So, Wayne asked me if I wanted to join, because he couldn’t do them all by himself,” said Hatchett. Alan King grew up in the Hyde Park community, a student at the University of Chicago Lab School and had built up his own following spinning at private parties for classmates and friends. “Frankie Knuckles came to town in 1977 and started at the Warehouse so you had that whole scene going on. When I joined the Chosen Few DJs in the ‘80s, we had a real scene on the South Side with the underground dance parties,” he said. “The place called the Loft at 14th St. and Michigan among other places. It was the beginning for DJs and House music culture. It was an exciting time being in Chicago at ground zero in what has become a worldwide phenomena.” Adding King to the Chosen Few expanded the group’s reach and brought two worlds together--the kids of working blue-collar and of affluent parents fused gradually building the group’s name. At the time, Tony’s younger brother, Andre Hatchett, was helping out the guys as the roadie, shadowing them at parties. One evening, Tony and Wayne had another commitment and left Andre to spin alone. “We had a birthday party at our house for our aunt and my brother had brought the equipment. They had other parties to go to so they left me there with two turntables and a mixer. When everyone else was gone – I realized I was in love. I’ve been loving it every since.” The popularity of the parties was like a land swell, and then a young DJ transplant from

New York—Frankie Knuckles began spinning at the Warehouse. The style of music that Knuckles played not only introduced his technique of blending old disco classics together with new Euro pop and synthesized beats creating an aggregated high-energy fusion of recycled soul. Word traveled to local DJs about the parties at the Warehouse building a niche network of DJs and setting the bar higher. As the scene evolved into the 1980’s, young people were experimenting with sounds on their 808’s fusing synthesized sounds, and punk rock together, along with the chorus ringing throughout the song. Interestingly enough House music takes it’s name from the Warehouse venue and is much associated directly to Knuckles as the architect of the House Music sound that changed the direction of the music. Knuckles described, ‘House’ music as an extreme re-invention of old school dance music. So hiphop was the popular music of the day while House was more underground and more a kin to the jazz scene of days past. Jesse Saunders, younger brother of Wayne Williams, was creating his own creative sound of ‘House.’ While still in high school, he and friend, Vince Lawrence produced one of the first commercially distributed House records, “On and On”. He built his own following making mix tapes. It makes sense that, his older brother approached him to join the Chosen Few. “I was making tapes and selling them, but I got bored. Wayne had heard the mixtapes and thought it would be a good idea to bring me on board. The first spot I played at was at the Burning Spear. I had left turntables at my house, so I practiced, caught on fast and got pretty good at it,” he explained. Kim Parham was a young teenager when she became friends with Alan, Tony, Andre and Wayne. Affectionately, known as the ‘rock’ of the group she contributes the success of the Chosen Few to their 30-year plus friendship.

“I’ve known them all since we were 14 or 15 years old. Had a super love for House music and was everywhere with the guys,” she said. Over time as members went on to attend college, others began their professional careers or grew their presence in the music industry. Although, spinning music was never far, they all continued to spin at events but not as often. The Hatchett family celebrates their reunion with an intimate picnic every year around the 4th of July. Still the Chosen Few stayed in communication, so a handful of friends joined the Hatchett family BBQ the first year in 1990. The intimate outdoor picnics began in the park behind the Museum of Science and Industry, and expanded each year as word began to reach others to bring their grills and chairs while members of the Chosen Few DJ squad would spin music. Learning from his mentors, Frankie Knuckles, Ron Hardy and Wayne – Hatchett believes it’s important to connect with people. “I mingle with the crowd. I always chant with them and then I go into the booth and spin. I check to see what they want to hear. They know they can come to me and tell me. I love that,” he added. Terry Hunter joined the Chosen Few as a DJ in 2007 with open arms from everyone. He was also a producer with a strong following throughout the city, releasing dance projects and working with various producers on the international scene. Outside of having a genuine respect for the veteran members, Hunter worked on label projects with Wayne. Adding him to the group, was a natural fit. Considered as the jokester of the group, his sense of humor and relentless work ethic has become the glue to keep the group together. Williams explained, “Terry was already a legend before he joined us. I recognized his talent and envisioned him rising because he’s very creative. I knew he hadn’t peaked and there was so much that we could get from Terry as a member.” Another invitation from overseas prevented Terry from playing at his first Chosen Few House music reunion picnic. “I was pissed that I couldn’t be at that particular picnic because I had a gig overseas. It was an honor. We were all brothers before Chosen Few. So becoming a member solidified it,” said Hunter. The following year, he ended up being the ‘closer’ for the picnic. “When I closed for the first time. The pressure was unbelievable! I knew I had to come hard with it, and I did. That was one of the craziest times for me,” he said. Attending the picnic became a summertime ritual that had grown from a family gathering to attracting over 2000 people. Eventually they outgrew the picnic grounds behind the Museum of Science and Industry. The word was out and people came out to See Chosen Few DJs , Page 9 www.chicagodefender.com

enjoy the fellas spinning their favorite old school, deep house music. Folks came out with chairs and small tents, creating the nickname ‘tent city’. “One year, we had a monsoon at one of our picnics,” Parham recalls. “There was one or two people there with a tent and it rained and rained. Wayne continued to spin in the rain and took off his shirt. He got on the mic and yelled, ‘We’re going to do this!’ People went up in a roar and it was muddy like Woodstock but the music never stopped. That was the origination of ‘tent city’ so the following year and every year after–we’ve had tents,” she said. From there, they moved to Midway Plaisance a property of the University of Chicago where for the first time they realized this was much more than just a good ole’ family picnic with a grill and a booming sound system. The aftermath of trash and clean up resulting from over 6,000 attendees forced the group to moved to Jackson Park. For the past four years, the picnic has attracted over 30,000 people, which also bared the

reality of high permit fees from the Chicago Park District and incurring overall production costs. They were in the major leagues now. They could no longer provide free admission in order to continue the event. In 2012, another highly regarded DJ was invited to be a part of family of Chosen Few DJs—Mike Dunn. He, like Hunter, had built a long, versatile repertoire of music in his catalog while also cultivating both a house and hip-hop following. He fell right into the laid back pace of the group’s mission of keeping it easy and smooth. “We’ve always been pretty cool with each other. I’ve known Wayne and Terry over the years so we’ve worked together. It’s important putting the right people that gel good with one another. That’s what a lot people don’t understand about the Chosen Few – it’s a brotherhood. I’ve been in the Chosen Few for three years now and I’ve never see any of them go hard on a member,” said Dunn. Throughout the years, the group has experienced life changes some managing marriage, parenting, working in corporate

America, securing Grammy nominations and building world renowned recognition through their living legacies. This year they celebrate their 25th Anniversary in Chicago’s historic Jackson Park showcasing musical entertainment from Stephanie Mills, Evelyn King, Masters At Work, Derrick Carter, Stan Zeff and Cory Daye will grace the stage with live performances. Chosen Few DJs founder, Wayne Williams explains, “It’s going to be amazing! We’re very proud – we’re proud of the people who come to the picnic because that’s what drives us. The people that come in from outside of Chicago, continues to comment just how friendly Chicagoans are. That’s really inspiring.” What will become of the Chosen Few DJs legacy? Williams reflects, “We’re brothers so we’re all about helping each other and getting the most out of our creativity. I’m very happy with where we’re at right now.” The signature event this weekend is the 25th annual Chosen Few Old School Reunion Picnic on July 4, 2015 in Jackson Park, 63rd and Hayes Drive, Chicago.

With Independence Day kicking of this weekend, keep these health and wellness tips in mind to enjoy your weekend to the fullest. Hydration: When outside on hot days or while exercise, it’s important to take frequent water breaks. Drink two to four cups every hour, and avoid the sugary or alcoholic beverages, said Connie Austin, assistant state epidemiologist for the Illinois Department of Public Health. Bugs: Wearing proper clothing and using repellent are good blockers for ticks, mosquitoes and other bugs out during this time of year. There have been no confirmed cases of West Nile Virus so far, according to a statement from the Chicago Department of Public Health. To keep the bugs off, it may be more comfortable to wear pants while outside at dusk or dawn, which are the peak biting times for mosquitoes, Austin said. If it’s very hot out, keep insect repellent with DEET, oil of lemon eucalyptus, picaridin or other repellent. Stronger insect repellent should be sprayed on clothing, she said, adding that light colored clothing is better for spotting ticks. Sunscreen: If you have sunscreen from last year or the year before, get rid of it. Sunscreen quality depreciates over time and will not be as effective as when originally purchased, Austin said. Make sure the sunscreen is a broad-spectrum, meaning it blocks against UVA and UVB rays, with at least 15 SPF and reapply sunscreen every two hours after swimming or

Also, check with the FDA to see what they’re regulations are for sunscreen. “A lot of people just feel like it’s just not important enough to wear sunscreen or mosquito repellent,” Austin said. “Less than 15 percent of men and less than 30 percent of women wear their sunscreen. When you think about how common skin cancer is, [those are] kind of a frightening numbers.” Pets and kids: Keep pets and kids out of hot vehicles if it’s very hot out, she said. Parents should also consult a doctor before spraying insect repellent on kids. Because some pets may be sensitive to the sound of fireworks, Austin said keep them away from others to prevent them from biting people and consider calming pet medications for those especially sensitive to the sounds. Food handling: With the holiday barbecues coming up, pay close attention to how the food is being handled. Always have proper utensils for food and keep all foods at the appropriate temperature. If it’s meant to be hot, keep it hot; if it’s meant to be cold, keep it cold, Austin said. If you let food sit for more than two hours, bacteria can start to grow and make people sick. “My rule of thumb is when in doubt throw it out,” she said. “If it’s been sitting around for a long while, it’s not worth it. Go ahead and throw it away.”

Eighteen years ago, three of Chicago’s most iconic African-American businessmen had a vision for the future of education at the nation’s historically Black Colleges and Universities (HBCU’s). Everett Rand, his brother Tim Rand and Larry Huggins had each achieved a considerable measure of success in various fields such as retail business, hospitality/food-service and construction industries, and further served—individually and collectively, as role-models, mentors and advocates for many local emerging black business entrepreneurs. But these South Side residents and native Chicagoans also wanted to do something to help ensure the continued opportunity for local youth to gain a better awareness of and to attend these historic institutions. Another important factor—each of these men were also avid sports fans. “I grew up, lived and developed my business in Chicago like many other Black business owners, but like many of us, I also have deeply Southern roots, and understand the importance and significance of these Historically Black Colleges and Universities (HBCU’s),” said Rand. Thus the Chicago Football Classic (CFC) was born. This year’s highly anticipated event will be held on Saturday, September 26 at Soldier Field. The gridiron match-up will occur between two fierce football competitors both on the field and in the halls of academia – the Washington, D.C.-based Howard University Bison and Baltimore’s Morgan State University Bears. “When we look back on it now, we are all somewhat humbly amazed and proud that this event has grown into the major economic, educational and civic engagement force that it has become within Chicago, and the Black college sports and education arenas”, continued Everett Rand, Chicago Football Classic (CFC) co-founder and owner of Midway Wholesalers. ”Our goal for the Classic has, and will always focus on expanding educational opportunities for young Chicagoans at these legendary HBCU schools.” For these businessmen and committed community activists, the Chicago Football Classic (CFC) is more than just an annual sports-themed event – it is a driving mission fo-

By Donna Battle Pierce Any one who has ever watched me demonstrate a recipe knows that at some point during rolling or stirring or patting or pinching, I always bring up my strong belief about the importance of keeping our family traditions alive. “Write down the chicken recipes, even if you never plan to taste them,” I’ve been known to say to tell vegan audiences, adding that it just takes one generation’s special diet consideration or “nose in the air” to lose 8 generations of tradition. Last week, at the Pedersen-McCormick Boys & Girls Club on North Sheridan Road, I discussed ingredients and the importance of balancing traditional family recipes with a commitment to healthy eating to the almost two dozen eager young elementary school-age cooks who had signed up for my demonstration. I also explained that when some old family recipes call for a range of ingredient amounts it’s more important than ever to pay close attention as family cooks demonstrate the desired feel and texture

(and sometimes smell) of batters and doughs. The demo ended eager show of hands when I asked who was going to add cooking with a family member to their todo list. These Creole Corn Cakes (only 1 tiny one served to each student) were a big hit along with the black-eyed pea hummus made with zero-fat Greek yogurt and skinless oven-baked barbecue chicken bites. Creole Corn Cake Bites

1 3/4 cups flour 1/2 cup cornmeal 2 teaspoons Creole or Soul Seasoning, see note 1 teaspoon each: baking powder, salt 4 eggs, beaten 2 tablespoons or more whole milk

1/2 stick unsalted butter, melted 1 cup to 1 1/2 cups fresh corn kernels Peanut Oil 15 or more ripe cherry tomatoes, halved

For the corn cakes, stir together the flour, cornmeal, Creole seasoning, baking powder and salt in a large bowl; make a well in the center of the seasoned flour/cornmeal mixture; set aside. Whisk together the eggs in a 4-cup measuring cup or medium bowl; whisk in 2 tablespoon of the milk. Add melted butter. Slowly pour this mixture into the center of the flour/cornmeal well. Stir with a wooden spoon or spatula, stirring just enough to combine ingredients. Add more milk if needed to make the consistency of a thick cookie dough. Stir in the corn. At this point, you may continue with recipe or transfer mixture to a food storage bag or bowl to refrigerate several hour to make bites easier to shape. Shape mixture into small balls with a buttered small 1-inch scoop or buttered hands. (My grandmother used to describe the desired size for each bite (1-inch) as “just like the red balls used to play the game of Jacks.” To pan fry: heat a thin layer of peanut oil (1/2 inch) in the bottom of a cast iron skillet over medium high heat. Add balls to skillet without crowding. Cook about 1 minute. Pressing each ball with the back of the spatula to slightly flatten into a mini cake. Turn; cook until cake firms and both sides are browned to desired finish, about 2 to 3 minutes more. Transfer to a paper-lined plate to drain. While warm, spread lightly with Spicy Yogurt Dip, (recipe follows) and top with a cherry tomato half. To bake in 400 degree oven. Add balls to an oiled or buttered cookie sheet. Press down gently with a spatula to flatten balls into small cakes. Bake until bottom begins to brown, about 4 minutes. Bake until firm and brown on both sides, about 4 to 5 minutes more. Spreading bites with Spicy Yogurt Dip and top with a halved cherry tomato. Makes about 24 to 30 mini-cakes. Creole spice blend: combine 2 1/2 tablespoons sweet paprika, 3 teaspoons each: garlic powder and onion powder, 2 teaspoons each: salt, dried thyme leaves, dried oregano; 1 teaspoon black pepper and optional ground red pepper to taste. Store leftover in a cool dry place. Spicy Yogurt Sauce: add Thai ground fresh chili paste or prepared horseradish or Dijon-style mustard to taste to 1 cup of zero-fat Greek yogurt.

Also in the mix is Democratic Senate President John Cullerton, the third power in the Springfield triumvirate, though he has decidedly less power and influence than Madigan. Then add Democratic Chicago Mayor and Rauner confidant Rahm Emanuel, making it difficult to keep the alliances straight. Known as a brutal game, Madigan is the undisputed champion of Illinois state politics. In Springfield, the rule is “Madigan Wins,” and his reputation, fundraising prowess, and ability to win tough legislative races have made few, if any willing to take him on directly, except for Gov. Rauner, who seems to have a personal vendetta against Madigan. In fact, some have speculated that Rauner’s desire to beat Madigan is so strong that he is willing to shut the state down to do it. Madigan for his part remains unflappable in the face of Rauner’s unprecedented attacks; such as the TV ad campaign Rauner released attacking Madigan. Madigan has called the TV spots “unproductive” in trying to work out a deal. As the two leaders battle it out, with no end in sight, the roles of Cullerton, Emanuel, and the Illinois Legislative Black Caucus become more important the longer the shutdown lasts.

Role Players Senate President Cullerton Senate President John Cullerton (D-Chicago) is the junior leader in the General Assembly, and presides over a Chamber whose members been known to have much more autonomy than their counterparts in the House. Because of this Cullerton has developed a reputation as a master negotiator and respected dealmaker. Even Rauner has avoided attacking Cullerton, going out of his to avoid criticizing him by name or in commercials as he has done with Madigan. Cullerton is the key to breaking the stalemate between the two titans, and if he can negotiate the truce, he stands to reap the ben-

efits of having a good working relationship with the Governor’s office, meaning more projects in his members’ districts, which could also go a long in solidifying his power base for years to come. Mayor Rahm Emanuel It is no secret in local political circles that Mayor Rahm Emanuel and Governor Bruce Rauner are good friends and confidants. So much so that Rauner is credited with assisting Emanuel in becoming a millionaire during his brief time in the private sector. Rauner was also one of Emanuel’s top campaign contributors further connecting the two. The two also made history together when Rauner became the first Illinois governor to address a full meeting of the Chicago City Council. As a prolific national fundraiser, Emanuel has more in common with Rauner and his group of elite high dollar contributors than Speaker Madigan. As recently as Monday, Rauner announced a plan for the state to provide $450 million in funding to CPS after the Madigan led House voted against a bill that would have provided Emanuel with the funds to open CPS schools on time. Rauner came through for Rahm, when he needed him, expect reciprocation. Where does that leave the Black Community? With Emanuel on board and able to lobby Cullerton, Rauner is working to crack the House, threatening to spend up to $1 million per candidate to unseat House Democrats. This puts a lot of pressure on House Black Caucus members, who are in solidarity with the Speaker; however, if the shutdown lasts an extended amount of time the pressure will build for Black legislators to make the best deal for the Black community, which is clearly an uncomfortable position for Black lawmakers. “There’s no way to make a business case for shutting down government. Vital services to vulnerable populations that have nowhere else to turn creates unprecedented levels of angst and desperation in all of our communities,” said Illinois House Assistant Majority Leader Jehan Gordon (D-Peoria.)

Victoria Overton Jones Passed away peacefully on June 25, 2015, at age 87. Loving mother of 5. Grandmother and great-grandmother of many. Sister of 6 siblings (including one surviving sister). Also loved by nieces and nephews, other family and friends. Victoria began her career working for her father as a bookkeeper at the Overton Hygienic Manufacturing Company. That building on 36th and State is now the home of the Chicago Bee Branch of the Chicago Public Library. She retired after a long career as a lay associate at St. Thomas Lutheran Church in Chicago, and a buyer’s assistant at Briggs & Stratton in Milwaukee. Visitation at ATONEMENT LUTHERAN CHURCH, 4500 N. Sherman Blvd., Milwaukee, WI, on Thursday, July 2, at 11AM until time of Service at1PM. Burial at LINCOLN CEMETERY, 12300 S.
