GMM accepts support plan Govan Mbeki Municipality held an Extraordinary Council Meeting on Thursday, 29 November. An Integrated Municipal Support plan was adopted as resolution A109/11/2018. This resolution is aimed at turning around the current challenges within the municipality. The plan was not met with enthusiasm from the ANC councillors and heated arguments ensued regarding the involvement of Sasol in the plan. Sasol has agreed to play an integral part in turning the municipality around by providing expertise. This offer did not come without certain preconditions and it were these that had certain ANC councillors up in arms. In the Budget Vote Speech of May 2018, the Minister of Co-operative Governance & Traditional Affairs (COGTA) listed 87 priority municipalities which required urgent intervention. Four of these municipalities are in the Mpumalanga Province namely: Govan Mbeki Municipality, Lekwa Municipality, Emalahleni Municipality and the Thaba Chweu Municipality. These municipalities were identified jointly by COGTA and the National

Treasury due to the challenges experienced particularly in areas of governance, service delivery and financial management. As a result of the above challenges, the Department of Co-operative Governance jointly developed an Integrated Municipal Support Plan wherein stakeholders like Sasol were recruited to provide necessary resources to turn around the situation within the Govan Mbeki Municipality. As part of the approach towards this intervention, the Department of Cooperative Governance and the municipality engaged Sasol for financial intervention and resources while they also appointed a service provider to develop the Simplified Revenue Enhancement Plan wherein a total budget of R1.7 million was allocated to the municipality for spending, following the Department of Co-operative Governance supply chain management processes. To this date, a number of meetings were held between the Department of Co-operative Governance, Govan Mbeki Municipality and Sasol to discuss the draft integrated municipal support plan and to reach a consensus

on the process forward. Sasol has committed to provide the needed support and resources. A council resolution accepting the plan and help from Sasol had to be taken. The municipality is under tremendous pressure to get their house in order as the municipality is on the verge of collapse. On13 November Benzi Ka-soko, GMM Chief of Staff, released a media statement stating that the allegations of a collapse are not true. Here are a few points out of that statement. The allegations that GMM has collapsed should not be left unchallenged because they are fraught with glaring factual inaccuracies of the highest degree. The Govan Mbeki Municipality has just recently acquired more than 20 vehicles with which to enhance the provision of quality service delivery to the people. The municipality has, as recently as last week, handed over to the people the Charl Cilliers Multi-Purpose Centre, a Mobile Clinic and Sakhisizwe Bridge. These facilities alone have brought about real hope and dignity to the residents of Charl Cilliers who had

expressed their appreciation and happiness to the GMM Political and Administrative leadership during the Handover Ceremony. The problem with the statement above is that the 20 vehicles were acquired with insurance pay-outs after the residents of eMbalenhle protested and burned the vehicles. The vehicles can also not really be used for their intended purposes as they cannot do refuse removal for example. The Charl Cilliers Multi-Purpose Centre, a Mobile Clinic and Sakhisizwe Bridge are all results of the Social Labour commitments from companies such as Sasol and other mines around GMM. These were not acquired through any financial aid of GMM. “Charl Cilliers is in bigger need of a proper sewer system than a multipurpose centre” says DA Cllr Mariaan Chamberlain. GMM operated under the provincial appointed (or seconded) Municipal Manager but this was not acceptable to most of the ANC councillors. Govan Mbeki’s residents are growing increasingly angry about the way that the municipality is run and will no doubt welcome the integrated municipal support plan.

Fast response saves child’s life A small child (1,5 years) fell into a swimming pool on Tuesday, 27 November, in Andrado street. The call came through on one of the emergency Zello groups and the emergency wheels immediately rolled into action. The first person arrived at the scene

a mere 2,5 minutes after the call was lodged. No one knew how long the little boy had been in the water but the swift reaction of the boy’s two big brothers, his father and the quick response of the emergency staff assisted in the

little boy’s full recovery. Download the Zello app from Playstore or Itunes and join Secunda 911 and Secunda 911 assist 24/7. Both groups are working hand in hand to bring everyone emergency response when needed.

Kinross residents are fed up!!!

The residents of Kinross Town finally stood together and in one voice are challenging the Govan Mbeki Municipality concerning the deterioration of their town. Residents feel like they have been quiet for too long. Time to unite and to put a stop to all this, has finally come. During a meeting held at Xabisa Guest House in Kinross a number of concerns were raised. The latest problem that seem to break the camel’s back, is the issue of cattle roaming the area and kraals that are allowed to be built near

the residences. What triggered their anger was the granting of permission by Municipality to the residents of Marikana to build kraals for their cattle and pigs very close to the Kinross Town residential areas. This is seen as a health hazard. In proximity of the cattle and kraals there is also a cemetery. There is no respect shown to the families who have buried their loved ones. The Municipality did not consult the residents about these plans and had the residents been consulted, they would not have granted permission. Shacks for the shepherds are gradually springing up and there is no water and sanitation for these dwellers. The residents are now meeting regularly to identify their concerns. The ward councilors for Kinross Town residents are Rose Nkabinde and Ben Makola. They have repeatedly been invited to the meetings but to no avail. The Bulletin has in the past reported on the doings of these councilors. The next item was the dumping site. This dumping site continually catches fire and smoke is blown over the town. The Kinross dumping site is already full and must be fenced up and an alternative site for dumping must be found. It is also a health hazard as papers and waste are blown back to residents’ areas and the golf course. The recycling center in Dorfan street is of great concern, the panel beaters also raise the temperature of the residents. The residents feel that this is poor planning as the bad smell, rats etc., is degrading their town. A business such as a recycling business or a panel beater should be moved to an industrial area. The Municipality should not grant permission for such businesses to be in the center of town and it takes away the dignity of the town. Such businesses must be in an industrial area. The residents are demanding their removal. George’s Tavern degrades the dignity of Kinross town. The Tavern is situated in the main street and is frequented

by drunks and sex workers alike. The tavern also contributes to the filthiness of the town. Empty bottles and general filthiness show that this town is not taken seriously. The drunkards urinate on pavements. This is the general behaviour of the tavern visitors. Kinross town is the hub of prostitution and we demand the municipality curb this. The new development that is springing into life known as extension 30 (or 33) is a great concern for everybody. There was no public consultation process conducted with residents of Kinross Town. The residents firmly believe that the proximity of these houses will have an increase in crime in the area. The Govan Mbeki Municipality must learn to consult before embarking on such big projects. This project will lead to the depreciation of their properties. The lack of maintenance by GMM officials led to a deterioration in the road surfaces and potholes are now everywhere. Most streets in the residential areas are full of potholes and are generally neglected. This also depreciates our properties. Rates are constantly increasing, but no service delivery. There is a degradation of almost everything in Kinross. Sewerage pipes have been leaking for years unattended and storm drains have been blocked due to spillage of old oil by the panel beaters. After heavy rains pools of water are found in the middle of the road. As rate payers they demand the dignity of their town back. The Govan Mbeki Municipality is accountable for the poor state of this town and they demand that Kinross residents be treated with dignity and want to be involved in any project the municipality wants to embark on so that they can challenge if it is going to have a negative impact on their everyday lives. United we stand as Kinross residents!

Mayor wants a new lawyer The Mayor of Govan Mbeki Municipality, Councillor Thandi Nxgonono, again appeared in court on assault charges. The case has been postponed several times. This time her defence asked for another postponement as the Mayor decided to change her lawyers and will be using a lawyer from the district. On the morning of Wednesday, 20 June, Jane Gwebu, a municipal official, laid charges against Councillor Thandi Ngxonono, GMM’s executive mayor. In tears, Gwebu retold the story of her assault at the mayor’s hands. “She sent her secretary to call me to her office, where she ordered me to sit down,” Gwebu said. Gwebu continued to say that the mayor was “hotheaded” and swore at her, calling her derogatory names and even slapping

Ms Gwebu. “She told me that she is the mayor whether I like it or not and she is tired of me going around and talking about her to our other colleagues,” Gwebu said. Facebook was overwhelmed with responses to the case, mostly criticising the mayor, claiming that she is now using stalling tactics. During her brief appearance, a small group of supporters gathered outside the court singing and dancing, voicing their support for Thandi. The group, some showed their ANC support by wearing ANC t-shirts, declined to speak to the Bulletin or any other media at the time. While the Bulletin’s reporter was interviewing Cllr Ciska Jordaan, Caucus leader of the Democratic

Alliance, one of the supporters of the group came and grabbed our reporter’s phone shouting racial slurs such as “We will not be interviewed by whites”. Ané Prinsloo, our reporter, managed to grab her phone back. The SAPS immediately intervened and the situation was calmed. Unfortunately, one of the police officers first tried to reprimand our reporter for taking photos and interviews. Their attitude changed quickly when Ané explained her rights to them. There are growing calls by members of the ANC as well as the public that the Mayor should step down. Opposition parties have been trying to install a vote of no confidence in the mayor for months now, only to be overturned by the majority votes of the ANC in council.

OUTA threatens with legal action to stop GMM The Organisation Undoing Tax Abuse (OUTA) issued a letter of demand to the Govan Mbeki Municipality to seize any increases of senior management’s remuneration packages. According to Makhosi Khoza, Deputy CEO and Head Local Government division, the days of rewarding failure by granting salary increases and bonuses to underperforming officials must come to an end. “It seems that rates and taxes are now more about funding expensive lifestyles of senior municipal officials than providing quality and constant services to local communities. If municipalities don’t perform, these senior staff members should be taken to task and be held accountable for their bad performance, instead of being compensated for the decay.” Khoza added, “In the light of the current shameful municipal

financial situation and the alarming deterioration of municipal services, it does not make sense and would certainly not be in the best interest of the local communities to grant the Municipal Manager, as the Accounting Officer and Senior Managers, as Heads of departments responsible for the implementation of the Integrated Development Plan (IDP) unaffordable increases and bonuses.” “Govan Mbeki is in financial and service delivery turmoil, its limited resources should not be utilised for the financial gain of Senior Management and we are obtaining a legal opinion that should they continue, they will be stopped and held accountable,” said Julius Kleynhans, the new Operations Executive at OUTA. OUTA made a formal objection to the increase in the remuneration of Senior Managers as per “the Upper Limits

Miracle Boy Wouter returned to school On 2 December 2017 the Bulletin reported about the accident on the N17 when Chantel Swanepoel lost control of her vehicle and rolled. Wouter, her son, was ejected from the vehicle and sustained serious head and chest injuries. After Shayne and his personnel from Langamed stabilised little Wouter, Shayne made the decision to have Wouter airlifted to Lenmed in Randfontein. After months in hospital and later in a rehabilitation centre Wouter was finaly discharged on 13 April. The Bulletin arranged a surprise for Wouter with all the people that were involved in saving this special boy’s life (Bulletin of 20 April).

Wouter’s father Dirk is still keeping the Bulletin informed on a regular basis of Wouter’s progress and we recently received the good news that Wouter went back to school! They only anticipated that Wouter would be going back to school in 2019 but Wouter surprised them all. There is just no stop to this little miracle boy. Good luck Wouter with all you are about to achieve in life and we hope that 2019 will be an excellent year for you!

Ds Marius Britz Gogga.

Daardie vaardigheid het hy by Gogga geleer.

WE SET THE TREND OTHERS FOLLOW

Voorbeelde is daar baie. “Ek gaan vorentoe.”

Tannie Poppie se: Lemoentert Toe ek jonk was, het my tant Netta Homan ons altyd bederf omdat sy geweet het ons is lief vir lemoene. 16 Days of activism against women and child abuse FAMSA organised a march in support of 16 days of activism against women and child abuse. Thuthuzela and FCS were beneficiaries of the march and Sasol also supported the march on Saturday, 1 December. The 16 days of activism against women and child abuse was launched on 25 November in Melmoth, Kwa–Zulu Natal. This year the theme is: #HearMeToo End Violence against Women and Children! The campaign will run until

10 December. Over the 16 days the government will have talks on this matter to discuss problem areas, what causes or leads to such violence and come up with solutions. The objectives of the 16 Days Campaign are to: 1. Attract all South Africans to be active participants in the fight to eradicate violence against women and children, hence the theme: Count me in. 2. Expand accountability beyond the Justice, Crime Prevention and

Security (JCPS) cluster to include all government clusters and provinces. 3. Combine technology, social media, the arts, journalism, religion, culture and customs, business and activism to draw attention to the many ways violence against women and children affects the lives of all people in all communities around the world. 4. Ensure mass mobilisation of all communities to promote collective responsibility in the fight to eradicate violence against

women and children. 5. Encourage society to acknowledge that violence against women and children is NOT a government or criminal justice system problem, but a societal problem, and that failure to view it as such results in all efforts failing to eradicate this scourge in our communities. Emphasise the fact that the solution lies with all of us.

Hier is haar storie in haar eie woorde. Veertig jaar gelede in Januarie 1979 het ek my onderwysloopbaan by Hoërskool Evander begin.

Sasol SCO Women@Work dialogue forum Sasol Secunda Chemicals Operations hosted their annual Women@Work Dialogue Forum with the theme ‘Pull her up’ on Friday, 30 November. The morning started off with a safety briefing and the women were all very excited to get the morning started. Everyone was dressed very casually in jeans and sneakers for a self defence demonstration later in the morning. The topic of conversation was around how to guard against sexual harassment and gender based violence and how women need to stand together and support each other in this fight. Ronel Goosen led the debate and a fruitful discussion on sexual harassment in the workplace resulted from this session. The highlight of the event was without a doubt the inspiring talk delivered by Leanne Mannas, a multiple awardwinning presenter and currently the anchor on SABC’s Morning Live. She related how she was told by her woman boss when she started out as a young journalist, that she would never amount to anything more than a back office worker after she had asked the woman

to please give her more opportunities for growth. She walked out of that office, never to return and today has the satisfaction to know that woman sees her on Morning Live every day. Another challenge she never thought she would be able to achieve, was to summit Kilimanjaro. When she told her husband that she was challenged to do it, he immediately agreed to do it with her. Again, against all odds she made it. She warned that we often create our own ceilings in life and that we should challenge ourselves to be more and do more than we believe is possible. After the excitement of Leanne Mannas’ talk everyone fuelled up with some coffee and muffins. The ladies had a big surprise waiting for them. Two of the fighters from Dominator’s Den and the owner, Cedric “The Dominator” Doyle, Smit “Malboer” Steyn and Paul “Piksteel” Ronge, attended the event to teach the ladies a few self defence tricks. The first thing Cedric said that rang true for a lot of ladies, should they find themselves in a hijacking situation, to move to the passenger side of the

car, get the child/ren and get out. If the perpetrators pull you out of the car, try and grab your keys and use the keys as a bargaining chip to get the child/ren out of the car. The ladies also learned some moves to protect themselves against an attacker while the guys from Dominator’s Den walked through the crowd and helped the ladies perfecting

these moves. Cedric also informed the ladies that there are Krav Maga (selfdefence) classes available in Secunda, should they be interested. All the ladies received a very fitting gift pack containing pepper spray for protection. The day was a huge success, well enjoyed by all and vey well organised. - Ané Prinsloo

Sasol Junxion awareness campaign The Sasol Junxion road awareness campaign saw a number of role players participate. Road accidents are expected to increase as the holiday season approaches and with the increase in traffic accidents it would be inevitable that the death toll would also increase. The Bulletin reported on a number of horrific accidents in the past and although we hope that there will be none over the holiday season, we expect that there will be accidents with fatalities. The effort made by Sasol Junxion is a positive one, especially here in Govan Mbeki Municipality as GMM is suffering from a lot of negative news currently. The public had the opportunity to interact with various role players in the emergency fields. Langamed and GMM Fire services

Bouncing fun at iJump iJump had their grand opening on Saturday, 1 December and what an opening it was! The excitement and the tension of the row of kids impatiently waiting for the doors to open were palpable and the atmosphere was thick with expectation. The kids were screaming “iJump! We jump!” in very high tones and parents could not help themselves but to join in! Once the door opened, everyone expected chaos, only to see everyone entering in a slow and orderly manner to pay and collect their socks. Once the socks were on, the fun began… Running from the dodge ball court to the pit screaming.

The marshals at all the trampolines knew exactly how to entertain the children and enjoyed it tremendously.

One wondered who enjoyed it more the children or the marshals? Obvious answer: the children! – Ané Prinsloo

Community rallies around Rose The Bulletin has reported in an earlier edition on the tragic loss Rose Rudolph suffered when her hair salon and gym of 25 years burned down. The golfing ladies of Walker Park Golf Club, most of who are clients of Rose, came up with an initiative to host a golf day in aid of Rose to replace some of her losses. The competition was organised by MJ, manager of Walker Park, for Saturday, 1 December. Forty players participated in the day. Raffles were held and a prize table was set up with sponsors donating prizes. Rose has been a member at Walker Park for about sixteen years and served three terms as Ladies Club Captain and was therefore also a member of the golf committee. She was Ladies Club Champion once and Sport Lady of the year for three consecutive years. All of Rose’s equipment, make-up and hair dye stock of the salon as well as all equipment of the gym was lost in the fire. 25 years of hard work, collection of

enough equipment to cater as backup for break downs and emergencies, gone in an instant. The sun bed, tread mill and other equipment in the gym did not escape the carnage. An investigation was held as to the start of the fire. The insurance company assessor is now waiting for the forensic report from the local fire department.

Walker Park is well known for organising fund raising days for people in need, especially persons suffering from serious illnesses or those who were in serious accidents. The members all stand together like one big family to support those in need and will always dig deep into their pockets. - Jan Ferreira

Carnival kids held their Xmas party on Friday, 30 November and Santa came to visit. The kids were filled with excitement as Santa came with his sleigh to Lake Umuzi. Everyone had a chance to sit on Santa’s lap and received presents from him.

Dear Editor Thank you and your staff for the excellent reporting and articles which are not only informative but increases the reader’s knowledge base. The reporting of accidents on the WhatsApp media is maybe not every person’s cup of tea, but can be deterrent and or a reminder for other drivers to be more vigilant when driving. The number of “likes” certainly ranks the Bulletin as the most successful newspaper in the TEKS area. Please keep up the outstanding journalism, articles and the likes in 2019. May you all have a deserved rest to engage 2019 with a zest!

Pedalling against poverty Ride for MRP Foundation rallies cyclists to raise funds and awareness to break the cycle of poverty and inequality in South Africa. Extreme heat, mental and physical fatigue and a total of 26 hours of cycling time over two days did not deter the spirits of 72 cyclists as they banded together to complete the ninth edition of the 606 km Ride for MRP Foundation. Deemed as South Africa’s toughest cycle ride, the 2018 ride with purpose from Secunda to Durban has thus far raised over R1.5 million for MRP Foundation’s education and skills development programmes, which empower thousands of young South Africans to help break the cycle of poverty and inequality. The ninth annual athletic challenge consisted of the largest peloton to date including South African Rugby Legends Stefan Terblanche and Wayne Fyvie, as well as South African triathlete Mhlengi Gwala who made international headlines earlier this year when his legs were nearly sawed off in a gruesome attack whilst on an early morning training session. In addition, individuals and teams comprising of masters, juniors, women and development riders, as well as the first international rider, took to the roads. Kicking off from the new starting point of Secunda, courageous riders pedalled to the new finish line at CMH Nissan Durban in the bustling eThekwini city centre. Stage 1 of the fundraiser saw cyclists tackle 346 km from Secunda to Ladysmith and braving fourteen hours of gruelling cycling time, temperatures exceeding 43 degrees celsius and successfully manoeuvering the 7000 foot arduous Majuba Pass. The second stage from Ladysmith to Durban once again tested the cyclist’s endurance, with soaring temperatures and 260 km completed. This was the first major event for South African triathlete Mhlengi Gwala since his brutal attack earlier this year in which he nearly lost his legs. Although doctors advised that he would not be able to participate in any sports for two years, Gwala tackled the Ride for MRP Foundation just a few months after the attack. Commenting on his second Ride for MRP Foundation, Gwala said, “I have been training since I left the hospital and the support from friends and family keeps me going. What’s great

about the Ride for MRP Foundation is that it’s not a race but a group ride. Day one was difficult but day two was better. Although it was tough, I came with the mentality that we are riding with a cause — to fight poverty — this was my motivation on the road.” It was SA Rugby Legend Stefan Terblanche’s first ride and he was elated to have finished it. “It’s a tough ride with 14 hours (stage 1) and 12 hours (stage 2) in the saddle over the two days through wind and heat but it was great and it’s all for a good cause.” Lindokuhle Mabika was both nervous and excited for her first ride.“I feel privileged to be one of the fifteen women riders in this event. I know a lot of women would love to do the ride but they think they can’t because there are so many mental and social barriers. I want to show them that if I can do it they can do it. It wasn’t easy but every time I started regretting my decision I persevered because of the reason I decided to ride in the first place, to make a difference.” Stuart Bird, Mr Price Group CEO, has served MRP Foundation for many years and has watched it grow from strength to strength. “I never thought the ride would get to this size where it can raise close to R2 million. It’s an incredibly well-organised event at a large scale and those that participate bring so much to the party in terms of raising funds.” Natasja Ambrosio, MRP Foundation Director, shared their heart behind the ride, to raise funds and awareness for MRP Foundation. “In 2005 we had a dream to impact this nation, specifically the children and youth with potential and it took a team to organise the MRP Foundation. In 2009 there was a group of riders who had a dream to impact the young people of this country. Thank you to everyone that rallied around us. Since 2007 over 30,000 unemployed youth have been upskilled through our Jump Start work readiness programme with 13,000 job placements in retail and supply chain.” The 2018 Ride for MRP Foundation together with its partners who aim to break the cycle of poverty and inequality in South Africa are : Absa, CMH Nissan Durban, SPAR, Maxed, Expand-a-Sign, City Logistics, Zapper, Trader Plus, Corruseal, KTM, Westville Cycle Club, Giant, Cyclesphere, SA Rugby Legends and Hirt and Carter.

Mpumalanga Gross League Golf Finals On Sunday, 2 December, the 2018 Mpumalanga Gross League golf finals were held at Walker Park Golf Club. Walker Park and Witbank contested the A league while Graceland, Kriel and Volksrust battled for honours in the B league. The competitions were played over two rounds, the morning rounds were played as foursomes where players played alternative shots until the ball was in the hole. During the afternoon round the singles matches were played. The winning team was the team who won the most holes. The format was medal and all players played off scratch, no handicaps. Play started early in the morning under bright skies and only a slight breeze that should not have hindered too much. The course was in good nick with the rough cut short. The greens played fairly fast. Players played the first round without a break during the turn and only enjoyed lunch and a rest after the foursomes rounds were completed. Volksrust Golf Club was crowned the winners in the B gross league with Graceland Country Club second and Kriel Golf Club in third place. Walker Park Golf Club won the A gross league 6,5 to 5,5 against Witbank Golf Club. Photos and story Jan Ferreira

Dominator’s Den off to Sun City The time is nigh for Secunda’s own Dominator’s Den to compete in an international arena at Sun City Resort for Brave Combat Federation 19 and Fightstar 37. This will be the first Brave event and first international Mixed Martial Arts event in South Africa! BRAVE Combat Federation was born in Bahrain, at the heart of the Middle East, as a truly global Mixed Martial Arts Promotion. It was founded under the patronage of His Highness Sheikh Khalid Bin Hamad Al Khalifa. Brave’s goal is to unite the world through the

sports of Mixed Martial Arts, giving people the chance to expose and value their own culture but, at the same time, to experience others. Brave is about testing your skills, pushing yourself to your limits and compete at the highest level. Above all, Brave is about people, and how they’re writing history and building a legacy in the Middle East. (Source: https://www.bravefights.com/ company/) This event will be the return of the infamous Secunda local and Dominator’s Den owner, Cedric “The Dominator” Doyle and for Secunda’s

favourite Paul “Piksteel” Ronge after his nail biting three round defeat of his opponent at Fightstar 36. They will be up against Gareth Buirski from Johannesburg and Francois “The Business” Meyer from Potchefstroom. This will be the first international event for both Cedric and Paul or, in MMA lingo, first international card. Secunda also has three other local fighters from Dominator’s Den representing at Fightstar 37: Stefan “The Bezerker” Diedericks, Vince “His Majesty” Nkosi and Smit “Malboer” Steyn. They are all already in fight camp

with their coach (Cedric) and assistant coach (Paul) and getting ready to show their steel at the event. To fight at any big event is an honour, but to fight on such a big stage for the first time ever in South Africa takes hard work, commitment and definitely self-discipline. Both these events will be hosted at Sun City Resort. Fightstar 37 will take place on Friday, 7 December and Brave on Saturday, 8 December. Keep an eye open and you can watch both these events live through streaming! – Ané Prinsloo
