JULY 4th CELEBRATION: Approximately 6,000 residents of Tamarac and surrounding communities celebrated the birth of our nation at the City’s annual July 4th All-American Celebration which included games, live music, and of course an amazing fireworks display! The festivities actually started on Wednesday, July 1 when hundreds of residents had lunch with Uncle Sam and Betsy Ross. RESIDENT SERVICE: The City of Tamarac, in collaboration with the National League of Cities, is proud to offer a Prescription Drug Discount Card. The discount card can be picked-up at various City facilities including: City Hall (7525 N.W. 88 Ave.), Caporella Aquatics Center (9300 N.W. 58 St.), Multi-Purpose/ Recreation Center (7501 N. THE

first meeting of the new Tamarac Historical Society was held on Tuesday, July 14, 2009. The response from the community to the call for volunteers and donations has been tremendous – about 20 individuals have stepped forward so far to volunteer with the project and many more have made donations of photographs, memorabilia, personal recollections and more! The volunteers have been meeting on a regular basis as they tackle the formidable task of organizing the Society’s structure as well as the existing historical data, artifacts, and new donations. City of Coral Springs, was a guest speaker at one of the early meetings and graciously hosted the volunteers for a fact-finding, and inspirational, field trip to the Museum of Coral Springs History (located at Mullins Park, 10250 N.W. 29 St. Coral Springs, behind the Performing Arts Center), on Tuesday, August 18, 2009. The volunteers are on track to have their first display this December at City Hall, and we need your help — whether you want to volunteer your time, donate items of interest, or share your recollections of Tamarac’s past. After approximately 19 months of construction, Tamarac’s new Recreation Center is scheduled to open in mid-October. Be sure to check the City’s website, www.tamarac.org, often for the date and time of ribbon-cutting/open house event! You may recall that the old facility, located on University Drive (7531 N. University Drive) directly south of Tamarac Elementary and the Tamarac Multi-Purpose Center, was demolished in February 2008 to make way for the new and improved Center. Highlights of the new facility include: an arts and craft room with kiln, an instructional kitchen, a warming kitchen, youth/teen game room, meeting room and staff offices. Other improvements include an improved and expanded parking lot as well as refurbished ball fields. artists working out of Canada are contacting seniors and pretending to be their “Grandchildren”. These scammers state that they are stranded, in jail or have been involved in some type of accident and need money wired to them immediately. The caller is adamant about not getting a return call and about not contacting any other family members. Be aware, typically, any request to wire money through Western Union or Money Gram should be seen as a red flag and an immediate tip-off that the call may

be part of a scam. Funds sent via wire transfer are hard to track and are usually not recoverable by law enforcement or banking officials. If you believe that you or a neighbor has been victimized by this scam immediately report the incident to BSO Tamarac District at (954) 720-2225. Additionally, if there has been a request to wire money to Canada, the Canadian Anti-Fraud Call Centre has established the PhoneBusters hotline and web site to report such fraud. Reports can be filed online at www.phonebusters. com, or by calling 1-888-495-8501.

The camera provides a live look at weather conditions in our area and can be a useful tool for tracking local weather. If you aren’t familiar with WeatherBug, you may be asking: “What is it?” WeatherBug is a leading provider of weather information services and operates a network

of over 8,000 tracking stations and more than 1,000 cameras strategically placed at schools, public safety facilities and television stations throughout the U.S. These weather stations generate live neighborhood level reports every second! Fishing line hazards

F

ishing can be a great, relaxing, and if you’re lucky, bountiful pastime. But, debris left behind by forgetful, or careless fishermen can be deadly to wildlife. Most fishing is done with monofilament, a strand of strong flexible plastic that is typically non-degradable in water (and can last up to 600 years!). Never discard your used fishing line on the ground, or in the water. Keep unwanted line in a safe and secure location until it can be properly disposed of. Each year in Florida hundreds of fish, birds, and land animals are entangled in monofilament — some suffer disfiguring injuries; others die. In our own community residents have reported ducks, fish and

turtles tangled in fishing line. “[Recently] I’ve come across two separate ducks who have appeared to have swallowed a fishing hook and have yards of fishing twine hanging out of their mouths,” said resident Ryan Karkowski. “Its painful to see these ducks struggling and suffering.” What can you do? Besides properly disposing of your fishing line, you should never leave fishing line unattended; survey the area before you cast your line to avoid tress, utility lines, wildlife and other anglers; collect discarded line, debris, and other abandoned fishing gear; do not feed wildlife — this encourages animals to approach fishing boats and anglers.

And when you are fishing Tamarac’s canals and lakes, be sure to never trespass onto private property – fishing is only allowed from the public right of ways and in public parks (where posted). Also, only boats with non-combustible engines are allowed in City waterways (with the exception of City maintenance vessels). Census 2010: The United States Constitution requires that the number of people living in the United States be counted every 10 years. People of all ages, races, ethnic groups, citizens and non-citizens alike, regardless of legal status, will be counted in the 2010 Census. So, why is the Census important? Not only will the Census find out how many people live in the City of Tamarac, it also helps to determine how many elected representatives we will have in the Congress, who will represent you on the City Commission and in the Florida Legislature. In addition, filling out the census form is a simple, yet powerful way to secure federal funds for our community. The Census also www.tamarac.org

has an economic impact; programs and facilities affected by the census include funding for schools, roads, hospitals, childcare and senior centers, among many other worthy projects. The 2010 Census is a form with 10 questions that will be mailed to you between February and March 2010. You will be asked to answer questions about yourself and each person who lives with you. You then must mail back the completed form by April 1, 2010. All personal information you provide on the form is completely confidential and will not be shared with anyone. On August 20, 2009 the Mayor and Commission, along with members of the Greater Tamarac Chamber of Commerce, welcomed Tamarac’s newest hotel to town; the beautiful new 113 room Hampton Inn located in Tamarac’s Commerce Park on Commercial Boulevard, adjacent to the Sawgrass Expressway. Construction of the new hotel began in July 2008.

The City of Tamarac has launched a new Twitter account for use during emergency situations; such as natural disasters (hurricanes, tornadoes, etc.), boil water alerts, hazmat incidents, and other urgent circumstances. Residents will be encouraged to sign-up to follow Tamarac’s emergency Twitter ac-

n Tamarac, not only does Fall bring [slightly] cooler weather, it also brings several of the City’s signature events such as our annual Turkey Trot (November 26) and Holiday Lighting (December 2). At this time of year, friends and neighbors will stop by more often to say hello and share holiday traditions. Decorations, from simple door wreaths to elaborate never-ending strands of outdoor lights will lighten the mood and make everyone feel festive (as will the end of Hurricane Season on November 30!). The door to your City is always open... be sure to enjoy the programs and events we have to offer. BSO recommends that you follow these simple tips to stay safe this holiday season, and always. For more great safety tips visit www.sheriff.org. • When parking your vehicle to go shopping, remember where you parked it. Always park in a well lit and well traveled area. Do not park in remote dark areas. • When you return to your vehicle, scan the interior of your car to be sure no one is hiding inside. Check to see if you are being followed. • Have your keys in hand when approaching your vehicle, you will be ready to unlock the door and will not be delayed by fumbling and looking for your keys. • When storing items purchased at the stores, place them out of sight. The best place is in a locked trunk.

• Do not leave your purse, wallet, cellular telephone or any property in plain view. • Don’t resist if someone tries to take any of your belongings. Don’t chase someone who robs you, they may have a weapon. • Lock your vehicle and put up your windows even while you are driving. • If you go to an automatic teller machine for cash, check for people around and make sure it is well lit and in a safe location. • Carry only the credit cards you need and avoid carrying large amounts of cash. • Drive defensively. Traffic is heavier during the holidays. Drivers may also have indulged in too much holiday spirits.

INFORMATION TECHNOLOGY Information Technology (IT) as we know it had its beginnings in the 1940’s — the information needs during World War II led to the development of modern computers’ predecessors. Digital computers would make their first appearance after the war; and the world has been forever changed by this invention. In Tamarac, we strive to leverage information technology to enhance the efficiency of our organization. Because of its technical nature, IT services require unique control methods to ensure the services offered are relevant and cost effective. Tamarac’s IT department provides customer service to both internal and external customers; therefore, they seek continual feedback with regards to direction and performance. What does Tamarac’s IT department do? They build and maintain the City’s government information technology infrastructure, including radio, telephone and computer networks. They also serve as technology consultants helping to facilitate solutions to the challenges the City faces in delivering its services and in accomplishing its ongoing goal of becoming a High Performance Organization (HPO Key Functions of Tamarac’s IT Department include:

• Support Services: Provide end user hardware and software support in the operation of desktop applications, telephone/radio systems, enterprise applications, audio visual systems, document imaging and web based technologies. • Network Operations: Maintain the high speed, fiber optic network infrastructure that supports city-wide connections to Wi-Fi in select City locations, an 800 MHz Radio System, a VOIP telephone system, and a central network operations center that houses most of the City’s technology. Network security, e-mail, archiving and backup operations are also part of the Network Operations. • Enterprise Application Services: Maintain a suite of municipal applications that automate most City functions from utility billing, payroll, permits, work orders, purchasing to fleet maintenance that operate on a number of servers. • E-government Services: Provision of web based access to City services such as business licenses, utility bills, recreation activity registrations and payments, vendor account management, GIS maps and building permits. Cit-

izens can access such services via the City’s web site around the clock. • Business Continuity: Provision of disaster recovery services and planning to maintain municipal service delivery during and after times of disasters. • Training Services: Provision of training to end users in the utilization of desktop and enterprise applications as well as many other technologies. • Law & Policy: Provision of policies and procedures for the proper utilization of technology tools and the appropriate training in such. As with most organizations, the most pressing IT question is not how technology will change, but how the process of change and evolution itself will be managed. Tamarac won the Environment Stewardships MUNI for its proactive conservation efforts that afford the public the opportunity to act as environment stewards. The City offers free products such as faucet aerators, rain sensor devices, low-flow showerheads, leak detection tablets, spray nozzles for restaurants as well as a $100 rebate for ultra low-flow toilets.* In addition to the free and discounted water-saving products offered to residents, many city facilities have been retrofitted with waterless urinals, which, on average, save over 40,000 gallons of water per year, per urinal! Tamarac also has a number of recycling measures in place aimed at reducing solid and hazardous waste, including an innovative hazardous waste reduction program at the city’s water treatment plant (which was previously recognized by the Broward County Environmental Protection Department with a 2008 Emerald Trophy). In addition, as part of the construction project waste recycling plan, all asphalt used in road projects is recycled upon completion of the project. The most recent project the City undertook as part of its environmental initiative was the development and planting of the Community Garden (located adjacent to the Caporella Aquatic and Fitness Center). Funded largely by a generous donation from the Kiwanis Club of Tamarac and tended to by a dedicated group of community volunteers, the Community Garden has been a huge success (see sidebar) — the plants have thrived with the help of regular summer showers and have yielded their first harvest. The Environmental Stewardship MUNI was awarded at the Florida League of City’s annual education conference in Orlando on August 14, 2009. The first harvest of vegetables has already been picked (and enjoyed), and as you can see from the photos above, there are many flowering plants soaking up the summer rain and sunshine. The garden also plays host to a variety of wildlife including butterflies and birds. A group of volunteers meet regularly to tend the garden, from planting to weeding, there always seems to be something to do. City Utility bills reduced through conservation...

You may have noticed a reduction in your last Utility bill. This is due to the fact that the City of Tamarac has lifted the 18% Utility Surcharge that went into effect when the South Florida Water Management District declared Phase I Water Restrictions. Through an aggressive conservation campaign (see page 8 for more details) ,and the overwhelming support of the community, the City has been able to save over a million gallons of water each month. The savings realized through the reduction in water usage results in cost savings to our operation. You may be asking yourself, how is a reduction possible given current economic conditions and the budget situation the City has been dealing with? The answer is simple: the City’s Utilities department budget does not come out of the General Fund — the department is funded through revenue generated by utility usage fees. In addition, the City was recently able to refinance it’s Utility debt, which resulted in a decrease in annual cost. It is these savings that are being passed on to you! In return for the groups participation, the City and Broward Beautiful provide: safety meetings, equipment, and trash bags; recognition signs that will identify the group doing the litter pick up; removal of trash bags after each event, when necessary. Adopt-A-Street reinforces the importance of litter control and prevention. Litter is one of the first signs of a neighborhood’s social decline. Adopt-A-Street volunteers will not only improve the area’s appearance, but will also create a sense of pride and ownership within the neighborhood. The benefits are a litter-free and more attractive community, recognition signs for the group, and a sense of pride for the individuals involved that they are making a difference in their community. SIDEWALK IMPROVEMENT: Recently the City of Tamarac completed the construction of approximately 1537 linear feet of new five foot wide concrete sidewalk, together with new curbing, on the south side of N.W. 82nd Street from N.W. 81st Street to N.W. 80th Avenue. The project was funded by the Florida Department of Transportation (FDOT) and also consisted of installing new drainage systems as well as necessary clearing and grubbing, pavement markings, signage, landscaping and irrigation, all of which provides a safer pedestrian experience.

he City of Tamarac is excited to join Broward County’s Adopt-A-Street program. Adopt-A-Street is the County’s effort to remove litter from its roadways and to provide the opportunity for its citizens, business community and other civic groups to contribute to the beautification of their communities. Adopt-A-Street was first implemented in 1995 as a volunteer litter removal program. The unincorporated areas of Broward County were the only areas that had the program until 2003, at which time it became available county wide. Since then, 19 cities have joined, and hundreds of groups have helped to remove litter from sections of roadways they’ve adopted. The program currently covers 190 streets and encompasses about 150 miles of city and county roadways. The basics of the Adopt-A-Street Program are: A volunteer group adopts a minimum of a 1/2-mile segment of a residential street and agrees to pick up litter at least four times per year for a two-year period. Groups must be a minimum of 2 individuals for safety concerns. The City has identified 10 initial street

Q. Why aren’t aquatic plants completely removed? A. Regulatory agencies require that some vegetation remain to help maintain good water quality and provide a habitat for many types of fish and other forms of aquatic life.

Q. What is the ugly looking scum that floats in the canal behind my house? A. The floating substance is aquatic plant material that has been recently sprayed with chemicals. It is proof that the chemicals have begun decomposing the aquatic plants. Approximately two weeks following the first spraying, the decomposing material receives a second chemical treatment which allows the material to break up and disappear. Q. Why is my swale and driveway full of water? A. Your swale is an integral part of your neighborhood surface water management system. Swales are designed to retain and treat storm water runoff by providing a filter for contaminants and pollutants, and also provide drainage by allowing water to soak into the ground or flow into inlets and canals. Q. What is the purpose of the storm drain system? A. Its purpose is to prevent flooding of developed property (residents, businesses, roads, parking lots, etc.). In addition, storm drain systems help to prevent pollution within our canals and waterways (i.e. improve water quality) by pre-treating storm water run-off prior to discharging into these water bodies.

Clay Workshop [Great hands-on fun.]

It’s not a class… it’s not just independent art… it’s a combination of the two and it’s known as the Clay Workshop at the Tamarac Community Center. The program, held on Mondays and Wednesdays from 5:30 - 8:30 pm, fosters an atmosphere of self expression where participants can work on individual or group projects with the help of facilitator Norman Blau. The Clay Workshop has been part of the programs offered at Tamarac’s Community Center almost since the Center opened – starting with just four participants, the Workshop has thrived for many years. Designed for beginner and advanced artists alike, participants learn coil building, slab construction and various methods of hand building. Even the supplies are included, such as clay, paint, and the use of the on-site kiln. The cost to participate in the program is $55 for residents and $65 for non-residents. Pro-active Arthritis Water Exercise Class Work on balance and coordination while increasing range of motion, joint flexibility, muscle strength, and cardiovascular fitness without causing strain. Paratransit Tamarac Paratransit maximizes independence and provides access to a full range of activities: medical appointments, grocery shopping, social services, meal programs, the Tamarac Community Center, pharmacies and local banks. The Program is available to seniors 60 years and older with no other means of transportation or to persons who are unable to use the existing City of Tamarac Transit system. Service provides special curb-to-curb service for qualified passengers living in the City of Tamarac. Our goal is to provide a special system of transportation to enhance quality of life and promote independence for disabled persons and/or those 60 years of age or older. We have a variety of free weights, life fitness machines, treadmills, elliptical cross trainers, recumbent lifecycles, stationary bikes and more. The Wellness Center offers a friendly non competitive work out environment with an awesome view of our competitive pool or community garden. If this is your first visit, our qualified friendly staff will show you around and get you familiar with the equipment. We also have personal training sessions available.
